The Thought of New Public Management New public management is born on the basis of the increasingly serious problems and difficulties.For a long time, the government has faced various of problems: the financial crisis, the social welfare policy unsustainable, government agencies increasingly bloated, inefficient, the public lost confidence in the government's ability.Government failure has become the mainstream in the eyes of the public.In this condition, the government has to change in order to adapt itself to the changing environment and public expectation.New public management absorbs the modern economics and private enterprise management theory and methods.On the basis of the successful methods, the government can enhance its efficiency to provide better service to the public.As a matter of fact, the private sector has many good points for us to learn, such as the organizational form of flexibility in adapting to the environment;outputs and outcomes of the high degree of importance(for the private sector, output means profits in a highly competitive market environment, we must make profits to provide customers with high-quality service, Meanwhile, as far as possible to reduce costs), rather than just input and output weight;personnel management to achieve a flexible system of employment contracts and performance pay system, rather than by hiring a permanent office, and so on.The factors, such as performance management, goal management, organizational development, human resources development is not unique to the private sector.They can be used in public sector management so as to better serve the community.If all the public sectors can feel the challenge, not hiring a permanent office, I think, they can serve the public in a better way.In recent years, the current situation has changed.And the government has to change its own functions.It is no longer superior or “self-service” bureaucracy.Government officials should be responsible “corporate managers and managers”.And the public is to provide the tax so that the government service should be customer-oriented.The government need to simplify the service procedures and provide more autonomous service platform or appoint online.In this way, it is better for both the government and the public.The government can truly serve the public.In fact, the public is making great contribution to the society.In return, the government should try its best to serve the public so as to build a better society in the future.In the past, the government paid attention only to input, not to output.Actually, sometimes, it is a waste of human resources and it is not good for the future development.But the new public management is a new trend of the future development of public management.It weights not only input, but also more on output.It pays more attention to the efficiency and quality.And it emphasize on the full autonomy to the front line managers so as to adapt to the fluctuating external environment and the ever changing needs.Thus, the public can achieve more and more effective and efficient service.And as a result, the so-called three E, in which the economy, efficiency and the effect, and other three variables.New Public Management is different from the traditional public management.It emphasizes the wide adoption of successful private sector management methods and means(such as cost-benefit analysis total quality management, management by objectives)and the mechanism of competition, the abolition of the supply of public services monopoly.According to the new public management, the main function of government is to serve the community.But this does not mean that all public services should be provided directly by the government.That is to say, the government can cooperate with other sectors, not only public sectors but also private sectors, such as the “government contracts for rent” and “competitive bidding”.the government can provide different service corresponding to the supply mode.Although the main function of government is to serve the community, this does not mean that all public services should be provided directly by the government.When shall the government provide service? 读《新教育之梦》后感之一

在学校里的时候,就常听我们的老师介绍朱永新教授,给我留下了深刻的印象,但一直没有机会拜读他的著作。这次,我县组织了读书活动,有幸让我欣赏了《新教育之梦》这本书。

在这本书里,朱永新以澎湃的激情将教育的本质诠释的淋漓尽致,并对教育的未来、教育的理想进行了美好的憧憬。这本书的引言中用了英国盲人教育大臣戴维的故事——他不断追寻理想,最终实现了自己儿时的梦想。这个故事告诉我们:谁在保持梦想,谁就能梦想成真;谁能不懈地追寻理想,谁就能不断地实现理想。那怎样的教师才是理想的教师呢?一番翻阅后,我认识到一个理想的教师,首先应该具备这几点,即“诗心”、“信心”、“爱心”、“有心”、“虚心”、“责任心”和“恒心”。

一个理想的教师应该有“诗心”。朱教授在书中写到“理想的教师,应该是一个胸怀理想,充满激情和诗意的教师”。作为一名教师,一名跟多梦的童年朝夕相伴的孩子王更需要有摘星的梦想和激情澎湃的诗心。写诗是要灵感、悟性和冲动的,真正的教育家也应具备这样的品格,永远憧憬明天。朱教授在文中写道:“当生活没有梦时,生命的意义也就完结了,教育就没有了意义。”特别象我们刚踏上工作岗位的新老师来说更是应该对自己的每一天有个规划,对自己的未来制定一个目标,这样才能拥有朱永新所说的“诗意般的生活”。

一个理想的教师应该有“信心”。但是,有很多教师却过低地估计了自己的优点,看不到自己巨大的潜力,看到的只是自己年复一年的平

庸。于是,曾经一度满怀激情投身教育的“天之骄子”慢慢就泯灭了热情,心甘情愿地生活在别人的阴影之中。谈到自信这个话题,不禁又想到了我自己。我在平时的工作中,如:公开课上,经常缺乏自信,担心自己的教态是否得体,活动环节能否顺利进行等等。朱教授说:“取得成功有两个重要的前提:一个是追求成功,一个是相信自己能够成功。”人来到世上并不知道他会成为什么样的人,只有去撞击每一个可能成功的暗点,才能擦出成功的火花。

一个理想的教师应该有“爱心”。要做有爱心的教师,首先,要爱教育这个职业。教育中有很多乐趣,我们每天都面对着的是一些个性迥异的孩子,他们都是一个个前程不可限量的个体。一分耕耘会带给我们多少倍的回报。其次,要爱孩子。首先要相信每个孩子,发现每个孩子身上的潜能;其次要民主,师生平等。爱心是教育的一个很重要的前提,只有在爱的基础上,教师才会投入他的全部力量,把他的青春、智慧,无怨无悔地献给孩子和教育事业。

一个理想的教师应该“有心”。朱教授说:“理想的教师,应该是一个追求卓越、富有创新精神的教师。”他鼓励广大教师要做工作的“有心人”,要结合自己的工作实践搞教育研,从“记录教育现象、记录自己的感受、记录自己的思考开始”展开教科研活动,他一直坚信,只要坚持作“教育日记”,多年以后必有收获。

一个理想的教师应该“虚心”。幼儿的年龄小,他们对教师的期望很高,在他们眼里,教师是无所不知的,教师要完善自己的知识结构。教育理论、各种文化知识、教育学心理学的理论都要认真学习。

一个理想的教师应该有“责任心”。苏霍姆林斯基说过,孩子在离开学校的时候,带去的不仅仅是分数,更重要的是带着他对未来社会的理想的追求。教授强调也只有教师的社会责任感才能塑造学生的社会责任感。教师要有担当,要勇于承担面对社会教师所应该担负的责任,有社会担当的教师才会培养出具有积极的生存心境,以积极的人生态度对待社会的人。

一个理想的教师应该有“恒心”。面对困难与挫折只会打退堂鼓,只会怨天尤人,不知道困难与挫折才是进身之阶,一帆风顺的人生怎么会有创造?怎么会有瞩目的成就?俗话说,行百里者半九十,许多人跋涉至成功的边缘,却又功亏一篑。在这样的放弃中,信心磨灭了,成功擦肩而过了。所以说,“对一个教师的成长来说,坚韧不拔的意志力非常重要。”

教育需要理想,我们要为自己的理想努力争取,在任何时候都不要放弃,因为我们在接近成功,或者已经成功了.

created,the idea of a multiple excutive was suggested.It was

In point of fact,Rossiter’s list of ten roles for the president may be more detailed than is necessary.Political history has shown that we really only need to separate the executive role into two components:a symbolic role and a political role.In the symbolic role,the executive represents the dignity of the state.The executive lays wreaths on tombs,attends funerals,makes national proclamations,and generally

serves a ceremonial function.In the political role,the chief executive “manages the national business,”and makes the hard political decisions that need to be made.In this context the chief executive can be seen to be chief of the executivebranch of government, the ultimate decision makers,the owner of the desk where “the buck stops.”
