1、哪些物品是禁止随身携带也禁止托运的? 枪支弹药、管制刀具、警械、易燃易爆物品(如打火机气、酒精、油漆、烟花爆竹)、腐蚀性物品、剧毒物品以及其他危险品。

2、水果刀可以带上飞机吗? 不可以。刀具不可随身携带,必须托运。

3、液体、凝胶及喷雾类物品是指什么物品? 液体、凝胶及喷雾类物品包括:

饮品,例如矿泉水、饮料、汤及糖浆;

乳霜、护肤液、护肤油、香水及化妆品;

喷雾及压缩容器,例如剃须泡沫及香体喷雾;

膏状物品,例如牙膏;

隐形眼镜药水;

凝胶,例如头发定型及沐浴用的凝胶产品;

任何稠度相似的溶液及物品。

4、乘坐国内航班,是否也要把液态物品装在不超过100毫升的容器,然后放在可重复密封透明塑料袋内? 不用,目前我国只针对乘坐国际、地区航班旅客(含国际中转国际航班旅客)执行“ICAO指导原则”。

5、乘坐国内航班有什么要求么? 乘坐国内航班,每人每次可随身携带总量不超过1升的液态物品,且须开瓶检查确认无疑后,方可携带。超出部分必须交运。酒类物品必须托运。

6、乘坐国际航班,是否可以带水/饮品/附有液体的食物,通过首都机场的安全检查? 乘坐从中国境内机场始发的国际、地区航班,此类物品必须盛在容量不超过100毫升的容器内,并放在一个容量不超过一升、可重复封口的透明塑料袋中。每名旅客每次仅允许携带一个透明塑料袋,超出部分应交运。

盛装液态物品的透明塑料袋要单独接受安全检查。

在控制区内,有免费提供的旅客饮用水,也可在商店购买水或其它饮品。航空公司在飞机上也会提供饮用水。

7、应怎样准备以加快安全检查的流程? 前往机场时,请预留时间接受安全检查。不在飞机上使用的物品尽可能放在托运行李内托运。接受安全检查前,请将盛放液体、凝胶及喷雾类物品的一升透明塑料袋准备妥当,并与其它手提行李分开,以便进行安全检查。

8、这些可重复密封的透明塑料袋,在形状及大小方面是否有任何具体的规定?在哪里可以找到合乎规格的透明塑料袋? 民航总局建议使用的塑料袋,规格为20厘米X 20厘米,容量为一升,可重新封口的透明塑料袋。

通常可在超级市场及家庭用品店找到。如果旅客没有带这种塑料袋前往机场,机场会向国际出港旅客提供,每位旅客只可取得一个。

9、在容量一升的塑料袋内,所盛容器的数量是否有限制? 容器数量没有限制,但每个容器的容量不可多于100毫升,并可完全放在一个容量一升的塑料袋内,而且不显得拥挤。一般来说,一个一升的塑料袋可以放置五个容量100毫升的容器。

10、什么药物可获得豁免? 液体、凝胶及喷雾类药物(包括中药)如附有医生处方或医院证明,均可获得豁免,药物数量以旅客在飞机上所需为准。容器和塑料袋无要求。药物应另行交给安检人员,以便接受X光检查。安检人员会要求旅客出示医生证明书或医生处方。

11、携带的液体药物是在药房购买的成药,并没有医生处方。这些药物是否可以通过安全检查? 如液体药物盛于容量不多于100毫升的容器内,并放在一个不超过一升、可重复封口的透明塑料袋内可通过安全检查。

12、旅客如果是糖尿病患者,药物限制又如何? 旅客如患有糖尿病,可以携带足够的胰岛素制剂及带针头的皮下注射器在飞机上使用,但须出示医疗证明。

糖尿病旅客如须携带个人的规定食物(例如无糖果汁)在飞机上食用,若容器的容量多于100毫升须出示医疗证明方可携带。豁免的药物及食物应与其它手提行李分开,以便接受检查。

13、可以携带多少婴儿食用的奶/果汁/食品通过安全检查? 旅客可携带在飞机上所需数量的婴儿食用的奶/果汁/食品。如果容器容量多于100毫升,则应另行交给安检人员,以便接受检查。且应与同行的婴儿一起接受安全检查。

为避免安全检查期间有任何不便,旅客携带的婴儿奶/果汁/食品如非必须在飞机上食用,则应放在托运行李内。

14、液体是否必须以原装容器盛载? 不是。只要容器的容量不超过100 毫升,就可用于盛载液体、凝胶及喷雾类物品。

液体容器的容量如超过100毫升,就不可放在手提行李内,而须放在托运行李内托运。

15、是否需要使用透明的容器? 不需要。

16、佩戴即用即弃的隐形眼镜。可否将多对这类眼镜放在手提行李内,以备不时之需? 旅客可将数对隐形眼镜放在手提行李内,但由于隐形眼镜通常盛放于一定容量的液体内,所以必须全部放入容量一升的塑料袋内。

17、可否携带隐形眼镜药水? 隐形眼镜药水必须载于容量不超过100毫升的容器内,然后放在容量一升的塑料袋内。容量过大的容器须托运。

18、可否携带唇膏及香体剂登机? 可以。旅客可以携带任何固体化妆品登机,因此一般唇膏及香体膏也可以。旅客也可携带香体喷雾、香体乳霜、走珠式香体剂及唇彩,但容器的容量不得超过100毫升。这些容器必须存放在一个容量一升的塑料袋内。容量过大的容器须托运。

19、牙膏及剃须泡沫是否属于液体、凝胶及喷雾类物品? 是。这些物品的容器容量不得超过100毫升,并放在一个容量一升的塑料袋内。容量过大的容器须托运。

20、如果液体、凝胶及喷雾类的物品及容器不能通过安全检查,将会如何处置? 如不符合安全检查要求,这些物品及容器只能弃置。

因此,旅客应将液体、凝胶及喷雾类物品放在托运行李内,以便顺利通过安全检查。

21、国际出港旅客在过安检后购买的液体物品,是否可以带上离港航班? 可以。旅客经过安检后,可以在机场控制区内的商店购买液态免税品带上离港航班。对于需要在国外、境外转机的旅客,应保证在旅行中,塑料袋明显完好无损,不得自行拆封,并保留登机牌和液态物品购买凭证,已备转机地有关人员查验。旅客可提前向航空公司查询携带有关液体的规定。

22、旅客如在上一站的机场或在飞机上购买了液态物品,在首都机场进行国际航线的转机时(国内航线的转机需参照国内航线的相关要求),是否可以携带这些物品通过安全检查?

机场安全检查的内容

一、安全检查的对象,内容和目的

安全检查是口岸检查(包括边防检查、海关检查、卫生检疫、动、植物检疫和安全检查 等)的内容之一, 是出入境人员必须履行的检查手续, 是保障旅客人身安全的重要预防措施。

安全检查事关旅客人身安全, 所以旅客都必须无一例外地经过检查后, 才能允许登机。也就是说, 安全检查不存在任何特殊的免检对象。所有外交人员, 政府首脑和普通旅客,不分男女,国籍和等级,都必须经过安全检查。

安全检查的内容主要是检查旅客及其行李物品中是否携带枪支、弹药、易爆、腐蚀、有毒放射性等危险物品,以确保航空器及乘客的安全。安全检查必须在旅客登机前进行, 拒绝检查者不准登机,损失自负。

根据关于制止和防范非法劫持航空器行为的国际公约的规定,凡缔约国都应根据国际法和国内法,采取一切必要和可能的措施,有效地防止危害航空安全的非法行为的发生,严厉惩罚和打击犯罪行为。所以对旅客进行安全检查,是为了保障旅客本身的安全,防止非法劫持航空器事件的发生。

二、安全检查的方法

口岸在安全检查中一般有四种检查方法:

★ 是电视监测机,主要用于检查旅客的行李物品。通过检查后, 工作人员在行李上贴有“XX机场行李安检”的不干胶条,然后方可办理托 运 手续或随身携带登机;

★ 是探测检查门,用于对旅客的身体检查,主要检查旅客是否携带禁 带物品;

★ 是磁性探测器,也叫手提式探测器,主要用于对旅客进行近身检查;

★ 是人工检查,即由安检工作人员对旅客行李手工翻查和男女检查员分别进行搜身检查等。

三、安全检查的程序

(1)行李物品检查:旅客进入机场大厅时首先将行李物品放入电视检测机的传送带上,工作人员通过电视荧光屏检查后贴上“XX机场行李安全检查”的不干胶条;

(2)旅客证件检查:旅客办理完毕行李托运和登机手续后,将护照、机票、登机牌等交检查员核验并在登机牌上加盖安全检查印章;

(3)手提行李物品检查:将随身携带的手提行李物品放在电视监测机的传送带上,由检查人员通过荧光屏检查。如发现有异物,须由检查人员开包检查;

(4)旅客身体检查:旅客通过特设的探测门,进行身体检查。如发出报警声,还需用探测器再查,或重新返回,将可能发出报警声的钥匙、香烟、打火机等金属物品掏出来, 直到通过时不再发出报警声为止。

2008年安全工作 2008年是杭州萧山国际机场有限公司与香港机场合资的第二年,也是公司“发展、改革、转型”深入的一年。在浙江省委、省政府和民航局的领导下,公司党委和经营班子高度重视安全工作,公司始终坚持“安全第一、预防为主、综合治理”的方针;坚持“以人为本”、安全发展,认真贯彻落实省委提出的“平安浙江”战略决策和省政府《关于切实加强安全生产工作的决定》;落实安全生产的主体责任,狠抓规章制度的落实;定期分析安全生产形势,开展安全生产检查;安全管理机构健全,认真履行职责;开展各类安全生产宣传教育培训工作和安全活动;转变安全管理理念,推进安全管理体系建设;加大安全投入,严密安全措施;理顺应急管理机制,提升应急处臵能力。机场安全形势平稳发展,未突破公司与浙江省政府签订的安全责任指标。

一、安全生产工作目标明确,措施有力,安全工作有计划、有布臵、有落实,安全形势稳定

(一)确定安全目标和任务

年初,公司确定了2008年八项安全工作任务,根据各单位工作性质、责任、风险等特点,在进一步分类细化单位安全指标的基础上,明确了2008年公司安全控制指标:5个零(飞行事故为零;航空地面事故为零;劫机、炸机事件为零;飞行事故征候为零;员工因工死亡事故为零);不安全事件万架次率低于0.34;连续实现第八个安全年。

(二)注重安全工作的计划、布臵和落实 公司利用安全生产简报每月将月度安全工作计划要求进行部署,并通过周安全生产讲评会、月度安委会例会、季度安全分析会、半年和安全会议,结合国内外航空事故和不安全事件,及时协调解决运行中面临的问题,对国内外民航及机场安全形势进行分析,对下阶段安全工作进行布臵。坚持每月召开安委会例会,还就机坪运行、空防安全、信息安全、不停航施工等安全工作进行了6次专题分析,及时传达民航通报和分析典型案例,要求各单位认真汲取教训,引以为戒,防患未然。

注重安全工作的落实,从6月份起,实行了《安全生产讲评会工作落实检查单》制度,对相关问题明确责任和整改时限,对重点工作提出要求,并在下一周的安全生产讲评会上由各单位对落实检查单情况进行汇报,安全监察部进行跟踪督查。截至12月底,共下发落实检查单27期,提出相关要求和限时落实的问题共163项,其中限时落实的39项问题都在一周内得到落实,落实率100%。

二、全面贯彻落实安全生产责任制,完善安全责任制体系,严格执行各项法律、法规、标准

(一)层层签订安全责任书,落实安全生产责任制 公司所属各单位是安全责任的主体,落实安全责任制是做好安全工作的关键。公司根据各单位的职责和存在的风险不同,与所属的16个生产保障、经营单

位和机场公安局签订了安全责任书。各单位根据公司和单位安全指标一一分解到岗位、员工,做到责任到人,任务到岗,措施到位。年初对各单位落实情况进行检查,年底进行考核、兑现。

(二)量化安全绩效,加大奖惩力度,进一步完善安全责任制体系

安全责任只有落实到岗位、员工,安全工作才有保障。年初,公司制定下发了《安全绩效考核暂行办法》,进一步细化、量化安全绩效考核,将安全绩效纳入单位绩效考核内容,进一步完善了安全责任制体系,强化安全目标落实和安全管理工作。

(三)落实安全生产的主体责任,在国内民航率先成立机场安全管理委员会,对机场运行安全实施统一管理

为切实履行《民用机场运行安全管理规定》赋予的职责,真正确立起机场管理的主体责任,确保机场运行的安全、顺畅、有序。4月11日,组织召开了驻场单位联席会议,会上一致通过了《机场安全管理委员会章程》,在国内民航机场率先成立了机场安全管理委员会和六个专业安全委员会,并召开了杭州萧山国际机场安全管理委员会第一次会议。民航浙江监管办、杭州市口岸办及驻场单位等30家单位的70余名领导和公司经营班子及各二级机构主要负责人参加了会议。会上,与驻场单位就机场2007年运行安全情况及2008年安全工作措施和需要协调的事项进行沟通。7月29日,在奥运会召开前夕,为统一协调奥运期间机场的安保工作,组织召开了机场安全管理委员会第二次会议暨机场奥运安保分指挥部、航空保安委员会会议,对奥运期间安全保障工作进行部署和动员,驻场单位30余名代表与会。

(四)加强规章制度建设

制度建设是安全管理的基础工作,公司今年结合安全管理体系建设和两项审计准备工作,以民航规章落实年为出发点,对所有安全管理制度进行梳理,共制定各类管理制度23项、修订27项。

(五)开展内部安全审计工作,提高规章执行力 为提高规章执行力,提升安全管理水平,自一月份开始,公司制定下发了《内部安全审计制度》。在实施过程中将内部审计开展比较好的单位如二期指挥部的审计方案印发各单位学习,以带动全面的内部安全审计工作,公司领导高度重视此项工作,上半年专题就内部审计工作召开了三次会议,8月19日-29日,黄伟麟总经理专门到7个一线生产保障单位,调研考察,听取内部审计开展实施情况汇报,目前内部安全审计工作已步入常态化,三级机构每月进行一次安全审计,二级机构每年对三级机构进行两次安全审计。

(六)稳步推进两项审计准备工作,以达到民航局方符合性要求

做好机场安全审计和航空保安审计准备工作是公司2008年安全工作的一项重要任务,也是机场达到民航局方符合性要求的基础性工作。公司投入了大量的人力、物力和精力,专门下发两项审计实施方案,成 立了领导小组和专项组,明确责任人,多次召开专题会议,落实不符合项整改。第一阶段共梳理检查单1615项,其中不符合项518项;经过整改,并邀请sms课题组初审,不符合项减少到309项;从10月底开始,公司审计办公室集中力量进行两项审计准备,并通过周会制度,抓两项审计工作进程,协调问题和难点,努力确保明年一次性通过局方审计。

三、公司领导高度重视安全工作,定期分析安全形势,深入基层检查,及时研究解决安全生产工作的重大问题

公司党委和经营班子高度重视安全工作,及时研究解决安全问题,通过各类会议分析国内外民航及机场安全形势,汲取教训,举一反三,提出工作要求和应对措施;提前部署,切实抓好元旦、春节、五一、十一等重大节假日,以及“两会”、“奥运”等国家重大活动和重点时期的安全工作;公司领导深入基层调研、检查、召开现场会等达9次之多,听取安全工作汇报,及时解决生产运行中的问题。

四、安全管理机构和安全网络健全,安全管理人员认真履行职责。

公司安全管理机构健全,并建立了三级安全网络;安全监察部作为安全生产监管部门切实履行职责,通过各种会议传达学习上级安全指标精神,分析民航各类不安全事件和典型案例,提出应对措施和安全建议;经常进行针对性检查,加强安全监管力度,将重点监管与日常监管、计划监管与现场监管相结合,利用内篇二:机场安检总结 机场安检总结

我的实习工作简述:

我们在经过为期3天时间的岗前业务培训和考核后,我们终于真正走上了安全检查工作岗位,首先,我是安检员的协助和指导下学习岗位具体工作;队长出于岗位的急切需要把我们分成8组,我被分到了出发5号口,后期因为工作需要又被调至东交a道,从此我也开始走上了在安全门执勤的人身检查员岗位;并获得了领导的一致好评。

我们的主要工作是进行爆炸物品检测,和进行人身检测,以及开箱开包检查。其中也收获了很多的易燃易爆物品,如打火机和火柴等。“您好!请配合安全检查!”“谢谢您的配合!请慢走!”这是我们每天说的最多的几句话。有礼有节,这是中华民族的传统美德。我还坚持和发扬自己“与人为善、助人为乐”的为人处世的原则,积极配好分队、中队的工作需要与那些身体不适的员工主动换岗、在自己的自己的休息时间替他人顶岗、在自己班组执勤过程中甘于吃苦

受累以减轻其他组员的工作负担等,受到了队长和领导的表扬。也有很多的旅客来问一些关于机场航空公司的问题,我们也能很好的对旅客进行正确的引导和回答。给旅客带来了一些帮助,也受到了旅客们的赞扬。

我的欠缺与不足:

孔子曰:“人非圣贤孰能无过?过而能改,善莫大焉!”是的,我坦承自己在这一个月的实习中犯下了一些小小的错误,有的是由于自己粗心大意、心态不稳过于紧张、有的是由于自己经验不足而至话多必失引起自己在工作上出错。但我在客观认识自己不足,知错就改,并督促自己一定要谨记经验教训于心,所以我每犯错一次我都要认真思考犯错的原因以及犯错造成的各种严重后果。

对于安检这种特殊的服务行业而言,我们实习生也算是普通服务一线中的最平凡一族,但我们用自己的大爱之心和实际行动服务了人民而竭尽了个人所能。

没有过硬的业务知识再好的态度和再高的激情也不能使服务对象满意。在每一次的服务中我们要善于总结经验提高服务的艺术性。讲究艺术性能够使服务对象感到舒适和满意这需要细心揣摩好好体会要经常换位思...任何职业都是间接或直接地为人类或别人服务只是服务对象、服务层面不同而服务质量的本质要求是相同的。目前一般认为服务质量就是服务对象的满意度和同行认可度而要服务对象满意、同行认可绝不是简简单单的微笑、文明用语及事后处理更重要的是事前工作的质量和输出的产品的质量。

我所从事的安检工作工作的核心内容是保障安全我们输出的产品是安全安检服务质量最重要的衡量标准同样是安全。那么怎样才能提高服务质量体现安检工作最大价值呢

我认为

首先要认识到服务质量的重要性和关键性。服务质量优则被服务对象满意度高其心情则舒畅才会和谐、愉快地配合安检反之则服务对象满意度低其心情郁闷内心则会产生厌恶、对抗甚至敌对意识干扰安检工

作。我们服务质量的好坏表面上讲会影响到安检的形象深层次讲会动摇安全的根基其后果将是不可挽回的。因此我们必须不断提高服务质量以优质的服务保障安全赢得声誉。

其次要有敬业爱岗和忠诚企业的职业道德和品格。如果没有这两样品质是不可能提供出高质量服务的没有这两样品德就会不思进取、敷衍塞责、得过且过就会无精打采、不负责任、行事马虎、差错不断就会影响团结、影响合作、影响形象。因此要网想有意识地不断提升服务质量就必须具备这两样品德。

第三要有大局意识和良好的心态。只有具备大局意识才会真正意识到服务质量的重要性和必要性只有具备大局意识才会积极、主动地为他人着想、为服务考虑具有具备大局意识才会自觉提升服务质量。只有具备良好的心态才会意识到所在岗位的重要性和不可或缺性只有具备良好的心态才会认为为他人提供优质的服务是一种良好的品德是一种相互合作是一种人与人之间的尊重只有具备良好的心态才能意识到能为他人提供优质的服务是一种享受和幸福。

第四要加强学习提高素质总结经验讲究艺术。只有不断地学习才能提高业务素质也才会为服务对象提供无差错的优质服务。只有个人素质过硬才会赢得服务对象的信赖才能提高服务对象的满意度和认可度。

神农架机场驱鸟工作总结

目前神农架机场驱鸟工作主要集中在以下几个方面:

一,神农架机场根据本部门的工作计划至少每日四次进行机场巡场驱鸟工作,早晨8:30与飞机降落前进行驾车巡视驱鸟,这是例行巡场驱鸟工作。在其他时间也有场务驱鸟员不定期的到机场跑道、环场到进行巡场。并且在巡场的过程中记录在机场活动的鸟类,以及鸟类在机场活动的区域、飞行的高度,出现在机场的时间。不同的鸟类在机场的活动的时间,通过查阅有关鸟类的觅食、育雏、筑巢等鸟类行为,以及在机场观察不同鸟类的活动,在机场跑道两端活动的鸟类比较多的是树麻雀、树鹩、灰嵴鸰、白嵴鸰等鸟类。这些鸟类通常在机场飞行的高度在1~4米高,多为杂食性鸟类,经常数只鸟类在一起活动,也有单只活动的鸟类。这些在机场跑道两端活动的鸟类对飞机的起飞,降落都构成了严重的威胁。机场跑道两侧的草坪区,还有停机坪也会有很多的鸟类,例如,燕雀 理氏鹩 北红尾夠 红嘴相思鸟等,有些鸟类经常性的横穿机场跑道以及在停机坪上逗留,在飞机降落起飞或者在跑道、停机坪上滑行的过程对飞机的安全造成严重的威胁。机场驱鸟工作人员在机场巡场的过程中将会把每次的鸟情信息记录在机场驱鸟工作簿中为以后寻找鸟类在机场活动规律做好资料积累。每月进行一次的机场驱鸟工作总结,这将会对机场驱鸟工作有很好的促进作用。通过对机场以及周边地区鸟情资料的收集,积累一年内春夏秋冬不同季节在机场及周边地区的鸟情资料。通过资料收集的整理与分析为机场防范鸟击提供参考,同时也为将来建立本机场的鸟情信息库做好准备。

二 神农架机场在驱鸟工作中的主要运用的驱鸟工具为驱鸟鸟车,驱鸟枪,鸟网,以及运用石灰进行驱鸟工作。同时为治理机场草坪,机场的工作人员要进行农药除草和机械割草工作。机场驱鸟员对使用的驱鸟车进行定期的检查与维护,以确保驱鸟车以及车上的语音驱鸟器可以正常的工作。同时对驱鸟工作的车辆进行定期的清洗车身,有时需要对车内的污渍洗涤,因为在使用车辆的过程中将油漆,汽油等液体洒漏到车内,因此工作人员为降低安全事件的发生,保障员工安全和车辆的安全必须要清洗车辆内外。在驱鸟过程中使用驱鸟枪,要求驱鸟员严格按照驱鸟枪的使用要求进行规范使用,在枪支弹药的存放的规定上有明确的责任。每次在使用完枪之后,驱鸟队员要收回散落的子弹弹珠,以免散落在跑道上的弹珠在飞机滑行时被吸入发动机造成航空事故。由于神农架机场是新建成的机场位于群山之中,周围的鸟类种类众多、数量大,尤其是在6~9月份这段时间更是幼鸟成长活动的时间,幼鸟缺乏成鸟飞行经验更加容易造成鸟击事故。所以在治理鸟类在机场经常活动地方架设鸟网变得非常重要,而且驱鸟架设鸟网也必须因地制宜,有些地方架设鸟网是“一”字型,有些地方是字母“s”型。所以驱鸟员经常根据需要更换鸟网的摆设型状,以保证鸟类较少出现在机场内场区,这样做可以减少发生鸟击事故的概率,但也在另一方面增加了驱鸟员的工作负荷。在夏天是由于机场处在独特的环境之中,机场及周边地区的昆虫会在经常在跑道、滑行道、停机坪等地方活动,这是由于昆虫有趋光性造成,尤其是在早晨各种鸟类会飞到机场觅食死在跑道、滑行道、停机坪上的昆虫。这就不可避免的造成鸟击事故,所以在早晨驱鸟员进行巡场需要对鸟类进行驱赶,必要时可以使用驱鸟枪进行猎杀,或使用毒饵诱杀。机场草坪区除草工作主要有两种方式,一是化学除草也称农药除草,二是物理除草也称机械割草。这两种割草工作各有利弊,目前驱鸟员使用的是物理方法,这是因为在神农架保护区为保护周边地区的生态环境而不可使用化学药剂。在机械割草机过程中必须熟悉割草机的操作流程,驱鸟员在长时间使用背式割草机过程中有造成身体疲惫的感觉,因为机场的草坪区的面积较大而场务工作人员相对较少。机场的驱鸟员每次使用割草机前也要进行检查,并且把坏的割草机修好,而且使用完事后也要注意割草机的保养,不定时的试用割草机以保证割草机在割草前可以正常使用。在沿机场跑道、滑行道撒石灰时,驱鸟员也会事先观察预测未来几天机场是否会有降雨。驱鸟员在使用时石灰时撒的宽度40cm,因为有些昆虫会穿越石灰到达跑道上。以上的这些工作是目前驱鸟工作的主要内容,虽然任务多,工作量相对较大,但是为保证飞机在机场的运行安全,机场场务驱鸟站所有员工一定会完成各项工作。为保证飞机在机场的安全运行,以及使用更有效,又节约人力节省成本的做好驱鸟工作。将来机场随着航班次数的增加,发生鸟击风险的概率也会增加,所以不得不做好以下几点驱鸟工作: 一 机场驱鸟工作人员必须根据机场的实际情况提前制定鸟击应急预案,提前制定鸟击应急预案是为了防止发生鸟击事件是有应对突发事件的方法,以最有效方式将鸟击事件造成的损失降至最低。机场的领导必须运用对机场各部门的了解必要时将会调动各方面的力量支持解决鸟击事件。由于发生鸟击事件将会给机场公司造成严重的经济和信誉损失,更加会造成社会舆论的压力。对于社会造成财产人员损失,普通民众对乘坐飞机的安全信心降低,这种坏的社会影响是长久的需要很长的时间恢复民众对机场保障飞机安全的能力的信任。因此望机场领导重视机场的驱鸟工作。二 机场驱鸟站必须制定出完整的鸟情综合调查计划,对机场及其周边地区的鸟情进行一次彻底的调查。在机场驱鸟工作中进行机场生态调查,以判断机场生态环境在吸引鸟类方面的作用。治理机场生态环境有助于切断鸟类食物链,可以更好的减少鸟类在机场及周边活动的诱因。同时也为将来在机场鸟类治理提供可靠的资料。制定机场鸟类调查,对机场及其周边地区的鸟类进行调查,明确鸟类活动时间,区域,筑巢的位置,行为规律,食性与飞行的高度等鸟情信息。这些对与建立鸟类信息库提供必要的资料。制定昆虫调查报告与植物调查报告,这将鸟类生境的食物源调查清楚,以备将来切断鸟类食物源做好资料收集。同时在春秋鸟类迁徙期间,针对神农架机场的地形、环境的特点在神农架机场观察机场及周边地区的鸟类,以及鸟类的行为规律。了解春秋季鸟类迁徙期间经过神农架机场及周边地区的鸟类,并且观察候鸟在机场及周边的居留期。这无疑会减少鸟类在迁徙期间造成的鸟击事件,据以往鸟击事件分析鸟击事件多发生在鸟类迁徙期间。三 为避免有大量鸟类同时出现并在机场及其周边地区活动,场务驱鸟站应提前制定应对之策。根据目前机场驱鸟站的相关驱鸟设备无法应对大量的鸟类在机场及其周边地区活动,尤其是在鸟类迁徙时期。以此建议提前购买有关的驱鸟药物。当机场出现大量鸟类威胁飞机运行安全时及时进行药物诱杀,保障飞机以及机组人员和乘客的安全。

由于神农架机场是一所新建成的机场,机场的驱鸟工作还刚刚起步,有些工作还没得到完全的有计划的完成。虽在工作中遇到许多的困难,相信在未来的工作中逐步完善驱鸟工作的制度,添购相关的驱鸟工具,根据机场的实际情况运用

合理的驱鸟方法,将神农架机场的驱鸟工作做得更好。机场的领导对于驱鸟工作的重视与支持将会更加的有利于机场驱鸟工作的开展。篇五:xx机场xxx部2012春运工作总结 xx机场xxx部二○一二年春运工作总结

为认真做好2012春运工作,xxx部按照《xx机场集团公司关于认真做好二о一二年春运保障工作的通知》精神,遵循“ 科学组织、安全第一、以客为主、优质服务”的春运指导原则,实现了安全、有序、稳定的目标。回顾40天的春运工作,现就二○一二年春运工作总结如下:

一、制定方案,强化领导,春运工作早部署

1、为了切实加强对2012春运工作的落实,认真贯彻公司2012年春运工作安排,对春运各个阶段的工作进行了详细安排,春运前组织召开全体员工春运动员大会,部署了今年春运任务,确保“三个到位”,保障设施设备正常,完善有关工作预案,把制度和措施落到实处,并且将各项工作细致到个人,制定了《xxx部2012年春运保障方案》,有力地保障了春运工作的顺利展开。

2、为了确保春运期间航站楼正常有序运行,xxx部成立了以经理xx为组长,副经理xx、xx为副组长,各三级部门负责人为成员的春运工作领导小组。领导小组下设办公室,负责春运期间的日常保障工作。积极周密的组织和精心的准备,使部门各项工作进入了春运临战的状态,形成了春运工作的环境氛围,为圆满地完成春运工作奠定了良好的基础。

二、强化安全,统一组织,重视责任落实。

春运期间,xxx部牢固树立“持续安全”理念不动摇,端正

认识、严格标准、加强防范,层层落实上级安全会议及文件精神,加强了运行现场监督力度,开展航站楼节前综合安全大检查,发现消防安全隐患90余起,各类问题145起,均在规定时限内进行了整改和落实;部门高度重视春运防爆安全工作,1月27日连夜赶制防爆安全公告20张,并于28日安装到位;1月28日连夜赶制出入口管制公告40张,并于29日安装到位。确保了航站楼内安全生产运行的稳定有序。

三、优化细节,措施具体,突出服务亮点。

部门从细节着手,推陈出新,服务标准得以有效提升。春运期间,航站楼问讯中心共受理旅客咨询141070起,平均每日受理3500余起咨询,在强大的工作压力下,30余名问讯服务人员仍以饱满热情迎送旅客,受到旅客好评,共收到旅客感谢信3封。顾客服务中心共受理投诉13起,其中重大事件(机场设施)2起,另外投诉涉及安检5起,办理乘机手续4起,地面交通服务2起,航班信息1起。

为了给旅客营造浓浓的节日气氛,部门对问讯柜台、旅客流程区域进行春节装扮,布置饰物25件,让旅客在航站楼内能感受到浓浓的年味;受到了旅客赞赏和喜爱;1月24日,航站楼内15个绿植场景,2568盆景观植物,400根景观仿真竹全部按要求摆放到位,使整个航站楼内面貌焕然一新,给旅客营造了一个舒适清新的服务环境。

四、快速处理,上下齐动,保证楼内巡查质量。

今年春运,部门领导亲自坐镇一线,主动加班加点,白天深入现场,晚上带队检查,进一步细化、规范和落实各项管理工作。三位部领导各司其职,既明确分工又密切协作,克服了一个又一个困难,在关键时刻稳定了人心,起到了带头作用,在部门员工中树立了好的榜样。2月9日召开保洁外包单位专项整治工作会议,开始对人员在岗、卫生间保洁、证件收发进行专项管理,加强航站楼日常保洁巡查,共发现各类问题90余起,其中主要为:垃圾清理不及时,卫生间地面脏、水迹多,卫生间人员出现脱岗现象,已当场通知各外包单位进行处理;绿化方面,发现问题13起,立即整改11起,未整改2起;土建设施方面,发现问题35起,督促施工单位及维保单位整改30起,余5起仍在处理中;航站楼施工监管,发现问题17起,均现场整改,发送施工处罚通知单3份,处罚金额2000元,在春节放假期间,全面停止航站楼内施工,张贴封条,施工形象显著提升。

五、关心员工,以人为本,构建和谐氛围 本着关心员工,对员工负责的态度,我部着重安排好员工春节期间的生产生活,重点关心春节期间奋战在一线职工的生产生活,在春运期间先后2次开展了“送温暖”慰问活动,对现场工作人员以及外包单位工作人员共计发放了价值二千余元的慰问品,慰问覆盖率达100%。

第四篇:机场安全工作计划

2015年机场集团工作思路

李盟:

1、落实各职能部门的安全生产责任制,做好各部门的相关培训,做好会议记录。在国家标准和行业标准的基础上制定和完善企业标准,并严格实施。

2、每月安全检查有重点,检查前需拟检查计划,根据现场的形象进度和季节、节点的变化,拟定检查重点,确定当月的重大危险源以及一般危险源。

在检查项目上,可参考jgj59-2011拟定检查表,列出保证项目和一般项目,对于保证项目未达标的采取一票否决制。夏季(6月-9月)可将防台防汛作为检查的重点,包括防汛预案、设备设施、物资等是否落实到位、有效好用;冬季(11月-2月)可将冬季消防作为检查重点,包括与分包方签订的消防专项方案,消防实践演练,义务消防队的建立与培训,消防设施的配置,以及焊割等特种作业的人员和过程控制。

在检查方式上,可以采用施工方自查、监理、施工方互查以及由一中心牵头,联合建设方、施工方、监理方的四方联合检查。并由一中心出具检查报告以及整改措施等。

检查的目的是加强管理人员对安全工作重要性的认识、提高一线员工的安全意识。

3、专项检查,首先要拟定专项检查的相关检查制度,以及责任制,建立专项检查队,确定负责人。专项检查大致可分为以下几类:(1)

营运及运行安全、(2)防空安全、(3)消防安全、(4)交通安全、(5)员工作业安全。然后根据不同专业对相关人员进行培训、考核,制定专项检查表,专项检查表要精细化,4、要求施工方在施工前对可能涉及到的具有重大危险源分部分项工程制定专项方案(如大型机械、高支模、深基坑等),并通过专家论证后方可指导施工,一中心可提供专家资源为机场建设方、施工方、监理方组织方案的专项培训,并在日后工作中出现难题时进行现场指导。

5、建立和完善事故上报、善后制度责任制,以及相关危险源的应急预案,一旦有事故发生,严格按照制度和预案履行,建立紧急联系人和联系方式,协助委托方完成事故报告,事故评测以及善后处理工作。

6、检查后,将对委托方出具检查报告及整改意见,重要内容将以书面通报职能责任部门,协助相关部门进行整改,并对典型事例进行讲评

2、常规一月一次的检查要有针对性,首先要根据施工进度及节点做到心中有底,检查要有的放矢,要有方向性,针对不同施工阶段列出检查重点,包括安全管理资料及程序管理。

3、列出各施工项目的重大危险源清单,组织人员进行专项检查,专项检查要列出检查项目的打分表,对重大危险源专项检查要有量化考评,用数据说话,作出公正的评估,针对量化考评中存在的普遍现象和薄弱环节,治标更需要治本,有针对性的作出培训计划并实施培训。

4、牵头组织专题方案施工论证。

5、事故信息上报制度,侧重和强调时间限制和具体事故等级,对不严格实行制度上报要有具体措施保证贯彻落实。

6、现场检查后要有统一格式的检查报告,出具的报告要有安全管理上的不足之处,协助施工企业从根本上提高安全管理水平,并且对指挥部要有完善的建议报告要有质量,最好也格式化,检查后的讲评要突出重点,分析管理上的缺陷。

7、应急预案的论证着重针对性及可操作性。

8、增加检查人员,提高检查人员综合素质完成工作量。篇二:2008年杭州机场安全工作总结及计划 2008年安全工作 2008年是杭州萧山国际机场有限公司与香港机场合资的第二年,也是公司“发展、改革、转型”深入的一年。在浙江省委、省政府和民航局的领导下,公司党委和经营班子高度重视安全工作,公司始终坚持“安全第一、预防为主、综合治理”的方针;坚持“以人为本”、安全发展,认真贯彻落实省委提出的“平安浙江”战略决策和省政府《关于切实加强安全生产工作的决定》;落实安全生产的主体责任,狠抓规章制度的落实;定期分析安全生产形势,开展安全生产检查;安全管理机构健全,认真履行职责;开展各类安全生产宣传教育培训工作和安全活动;转变安全管理理念,推进安全管理体系建设;加大安全投入,严密安全措施;理顺应急管理机制,提升应急处臵能力。机场安全形势平稳发展,未突破公司与浙江省政府签订的安全责任指标。

一、安全生产工作目标明确,措施有力,安全工作有计划、有布臵、有落实,安全形势稳定

(一)确定安全目标和任务

年初,公司确定了2008年八项安全工作任务,根据各单位工作性质、责任、风险等特点,在进一步分类细化单位安全指标的基础上,明确了2008年公司安全控制指标:5个零(飞行事故为零;航空地面事故为零;劫机、炸机事件为零;飞行事故征候为零;员工因工死亡事故为零);不安全事件万架次率低于0.34;连续实现第八个安全年。

(二)注重安全工作的计划、布臵和落实

公司利用安全生产简报每月将月度安全工作计划要求进行部署,并通过周安全生产讲评会、月度安委会例会、季度安全分析会、半年和安全会议,结合国内外航空事故和不安全事件,及时协调解决运行中面临的问题,对国内外民航及机场安全形势进行分析,对下阶段安全工作进行布臵。坚持每月召开安委会例会,还就机坪运行、空防安全、信息安全、不停航施工等安全工作进行了6次专题分析,及时传达民航通报和分析典型案例,要求各单位认真汲取教训,引以为戒,防患未然。注重安全工作的落实,从6月份起,实行了《安全生产讲评会工作落实检查单》制度,对相关问题明确责任和整改时限,对重点工作提出要求,并在下一周的安全生产讲评会上由各单位对落实检查单情况进行汇报,安全监察部进行跟踪督查。截至12月底,共下发落实检查单27期,提出相关要求和限时落实的问题共163项,其中限时落实的39项问题都在一周内得到落实,落实率100%。

二、全面贯彻落实安全生产责任制,完善安全责任制体系,严格执行各项法律、法规、标准

(一)层层签订安全责任书,落实安全生产责任制 公司所属各单位是安全责任的主体,落实安全责任制是做好安全工作的关键。公司根据各单位的职责和存在的风险不同,与所属的16个生产保障、经营单 位和机场公安局签订了安全责任书。各单位根据公司和单位安全指标一一分解到岗位、员工,做到责任到人,任务到岗,措施到位。年初对各单位落实情况进行检查,年底进行考核、兑现。

(二)量化安全绩效,加大奖惩力度,进一步完善安全责任制体系

安全责任只有落实到岗位、员工,安全工作才有保障。年初,公司制定下发了《安全绩效考核暂行办法》,进一步细化、量化安全绩效考核,将安全绩效纳入单位绩效考核内容,进一步完善了安全责任制体系,强化安全目标落实和安全管理工作。

(三)落实安全生产的主体责任,在国内民航率先成立机场安全管理委员会,对机场运行安全实施统一管理

为切实履行《民用机场运行安全管理规定》赋予的职责,真正确立起机场管理的主体责任,确保机场运行的安全、顺畅、有序。4月11日,组织召开了驻场单位联席会议,会上一致通过了《机场安全管理委员会章程》,在国内民航机场率先成立了机场安全管理委员会和六个专业安全委员会,并召开了杭州萧山国际机场安全管理委员会第一次会议。民航浙江监管办、杭州市口岸办及驻场单位等30家单位的70余名领导和公司经营班子及各二级机构主要负责人参加了会议。会上,与驻场单位就机场2007年运行安全情况及2008年安全工作措施和需要协调的事项进行沟通。7月29日,在奥运会召开前夕,为统一协调奥运期间机场的安保工作,组织召开了机场安全管理委员会第二次会议暨机场奥运安保分指挥部、航空保安委员会会议,对奥运期间安全保障工作进行部署和动员,驻场单位30余名代表与会。

(四)加强规章制度建设

制度建设是安全管理的基础工作,公司今年结合安全管理体系建设和两项审计准备工作,以民航规章落实年为出发点,对所有安全管理制度进行梳理,共制定各类管理制度23项、修订27项。

(五)开展内部安全审计工作,提高规章执行力 为提高规章执行力,提升安全管理水平,自一月份开始,公司制定下发了《内部安全审计制度》。在实施过程中将内部审计开展比较好的单位如二期指挥部的审计方案印发各单位学习,以带动全面的内部安全审计工作,公司领导高度重视此项工作,上半年专题就内部审计工作召开了三次会议,8月19日-29日,黄伟麟总经理专门到7个一线生产保障单位,调研考察,听取内部审计开展实施情况汇报,目前内部安全审计工作已步入常态化,三级机构每月进行一次安全审计,二级机构每年对三级机构进行两次安全审计。

(六)稳步推进两项审计准备工作,以达到民航局方符合性要求

做好机场安全审计和航空保安审计准备工作是公司2008年安全工作的一项重要任务,也是机场达到民航局方符合性要求的基础性工作。公司投入了大量的人力、物力和精力,专门下发两项审计实施方案,成立了领导小组和专项组,明确责任人,多次召开专题会议,落实不符合项整改。第一阶段共梳理检查单1615项,其中不符合项518项;经过整改,并邀请sms课题组初审,不符合项减少到309项;从10月底开始,公司审计办公室集中力量进行两项审计准备,并通过周会制度,抓两项审计工作进程,协调问题和难点,努力确保明年一次性通过局方审计。

三、公司领导高度重视安全工作,定期分析安全形势,深入基层检查,及时研究解决安全生产工作的重大问题 公司党委和经营班子高度重视安全工作,及时研究解决安全问题,通过各类会议分析国内外民航及机场安全形势,汲取教训,举一反三,提出工作要求和应对措施;提前部署,切实抓好元旦、春节、五一、十一等重大节假日,以及“两会”、“奥运”等国家重大活动和重点时期的安全工作;公司领导深入基层调研、检查、召开现场会等达9次之多,听取安全工作汇报,及时解决生产运行中的问题。

四、安全管理机构和安全网络健全,安全管理人员认真履行职责。

公司安全管理机构健全,并建立了三级安全网络;安全监察部作为安全生产监管部门切实履行职责,通过各种会议传达学习上级安全指标精神,分析民航各类不安全事件和典型案例,提出应对措施和安全建议;经常进行针对性检查,加强安全监管力度,将重点监管与日常监管、计划监管与现场监管相结合,利用内篇三:安全工作计划

1、工程概况

该工程为杭州萧山机场公路改建工程。全管段长约四公里,主要工作内容为:杭金衢互通、沪杭甬互通,路基及匝道,(包括悬灌梁、现浇梁、预制箱梁和t梁、路基改造、路面翻新、老桥改造、独立墩加固)等。具体断面形式如下:

杭州萧山机场公路改建工程起点为原钱江三桥收费站向西北延伸887米(即钱江三桥桩号k11+430处),起点桩号k0+886.521,路线沿原机场路线向东经过滨江区西兴镇、萧山区宁围镇、新街镇、坎山镇,到达终点杭州萧山国际机场大门,终点桩号k18+664.765,全长约19.551公里。其中高速公路高架桥长约14.6km。全线设互通立交7处(其中通惠路互通由九堡大桥南接线项目实施,不在本项目工程规模范围),管理分中心1处,主线收费站1处,匝道收费站1处。地面道路起于滨江一路(规划),沿高架桥下方布设,终于经二十一路,全长约14.37km。

本标段施工内容包括水泥稳定碎石基层(以下简称“水稳”)、沥青砼面层、中分带路缘石、中分带填土、培土路肩、路面边部排水设施等。1.1工程概况-4-篇四:机场局2007年工作计划

机场局2007年工作计划 根据北京检验检疫局确定的今年工作的指导思想和工作总体布局,“围绕一个中心,强化两条主线,突出三项重点”,结合首都机场检验检疫工作实际,全面落实科学发展观,以服务奥运为宗旨,认真履行口岸把关职能,提高应对突发事件能力,严防疫病疫情的传入传出,加强大通关建设和口岸监管工作,不断提高检验检疫的整体水平。为此,2007年要继续振奋精神,扎实工作,重点做好以下十个方面的工作:

一、继续加强口岸防控体系建设,提高疫病疫情的截获率与检出率。1.完善工作预案和应急措施,提高有效应对口岸突发事件的能力。进一步完善口岸应对重大动植物疫病疫情、突发公共卫生事件、处置核辐射和生化恐怖袭击应急处理预案。继续开展防控重大疫病疫情、外来有害生物、应对突发公共卫生事件等应急处置模拟演练,与相关单位形成联动机制,做好口岸疑似传染病排查和转诊工作。2.加强对重大疫病疫情的监测和预警。密切关注国内外疫情动态和上级指示精神,完善对外来有害生物、重大疫病疫情、媒介生物的监测机制,做好风险分析工作,加强风险预警信息的上报工作,有效降低行政执法风险,提高检验检疫监管针对性。开展首都机场实蝇类、蛾类等一、二类植物检疫危险性虫害的监测工作;按照航空器植物虫害及医学媒介生物的查验及监测方案,有计划地对航空器植物虫害及医学媒介生物进行查验及监测工作,并进行统计分析评估。

3.加大口岸查验力度,提高口岸把关能力。继续做好高致病性禽流感 — 1 — 等重大疫病疫情的防控工作,防止高致病性禽流感季节性反弹。继续稳妥地做好口岸核和核辐射恐怖材料检测示范点的相关工作。继续完善和推广“人-机-犬”查验模式,进一步丰富旅检查验手段。加大对进口食品、化妆品及动植物产品等敏感商品的口岸查验力度。加强口岸进境活动物的临床检疫、快速检测和运输监管工作,进一步规范进境动物的检疫监督管理。加强对特殊航班的检疫监管工作,为新专机楼正式启用做好准备工作。4.完善查验机制,提高口岸查验效率。要进一步完善进境货物包装物实施集中检疫和卫生除害处理的工作机制,完善和推广卡口式管理的工作模式,提高对入境货物包装物携带外来生物的检出率。对重点、敏感和易携带有毒有害、疫病疫情和外来生物的商品及入境航空器,有针对性地进行检疫查验,提高疫病疫情、有害生物的截获率和检出率。5.加强机场口岸卫生监督工作。加强对食品生产经营单位进货源头的管理,全面落实口岸食品生产经营单位的量化分级管理工作。扩大快速检测方法和快速检测试剂在机场口岸卫生监督工作中的应用,加强对食品生产经营单位的卫生监管,并将机场口岸各相关单位中央空调通风系统的军团菌监测纳入常态管理。加强对口岸医学媒介的监测工作,提高媒介病原体的检出率,做到及时发现、及时报告、及时处理,严防鼠疫等媒介传染病的传播。6.开展生物物种资源出入境查验工作,建立物种资源出入境查验体系。

二、全力做好与奥运相关的各项检验检疫工作,充分发挥职能作用。7.认真落实奥运检验检疫行动计划,进一步制定和完善奥运期间口岸检验检疫工作流程和应急预案。积极落实《北京奥运会检验检疫工作合作备忘录》的相关精神,扎实推进奥运检验检疫行动规划,做好迎奥运的各项准

备工作,确保各项工作万无一失。结合2007年26项奥运测试赛涉及的人员及专机检验检疫工作,不断完善奥运会期间的官员、运动员及旅客等出入境人员的疾病监控工作和旅客携带物、伴侣动物的检验检疫查验工作的具体方案和应急处理预案。积极推动制定具有口岸特点的奥运检验检疫工作方案,建立奥运物资专项报检、建档和统计制度,进一步完善针对与奥运建设有关的物资、设备和比赛器械、动植物及其产品、食品等相关货物的口岸检验检疫和查验方案,在严密监管的前提下简化手续,加快口岸验放速度,确保奥运物资的快速通关。制定对2008年奥运期间口岸地区的航空垃圾污物、生活饮用水监管方案。8.认真做好t3航站楼工程建设进口设备的检验检疫工作。进一步做好对t3航站楼建设工程相关的进口成套设备及特种车辆、机载设施设备的检验检疫工作,全力保证工程进度,为t3航站楼的如期完工和投入使用提供有力保证。9.继续做好国际航班境外配餐食品、饮料的监测和检测工作,积极开展对国内航空器的卫生监测工作。在进一步做好外航境外配餐食品监测工作的基础上,有计划地开展对国航境外配餐食品的监测和检测工作,为奥运食品检测工作提供有力依据。针对部分航空公司航空器存在国内、国际交叉使用,易导致疾病在国际、国内传播的实际情况,对部分航空器进行卫生安全专项监测工作,为北京奥组委提供国内航空器卫生安全的有关参数。10.加强对奥运非竞赛场馆区域的卫生监督工作。按季度开展航站楼公共区域的卫生监测工作,做好入境航空器的垃圾分类管理工作,为2008年航站楼内奥运非竞赛场馆区域的卫生监测和监督管理工作提供本底资料。继

续做好口岸媒介生物本底与外来侵入媒介生物的调查监测工作,围绕“北京口岸有害生物监测体系的建立”的科技计划项目,同步启动2007—2008奥运医学媒介生物监测计划,做好奥运医学媒介生物的本底调查工作,为奥运会媒介生物风险评估工作提供依据。11.继续开展检疫犬的训导工作,保证奥运期间检疫现场的工作需要。完成检疫犬的训导、推广、应用工作,积极开展赠送检疫犬的复训工作。完成2批20头新检疫犬的采购训练任务,力争达到80%的训练合格率。尽快完成检疫犬训练教材的编写、修订工作,始终保持全国领先水平。积极推动开展用检疫犬训练标准考核全国各口岸检疫犬的工作。开展检疫犬自主繁育试验工作。12.加强与相关部门的沟通协调,整顿入境旅客通道,改善通关环境。积极强化与联检单位及驻机场其他单位的沟通,密切协调配合,建立健全口岸大通关及处理检疫突发个案的联动机制,保证奥运期间相关人员及物资的快速通关,并为顺利处理检疫突发个案做好保障工作。加强与机场当局的协调,改造入境旅客通道体温监测仪等监测设施的安装方式,完善检验检疫宣传咨询设施建设工作,尽快完成“触摸屏”的开发研制任务。13.做好今年26项奥运测试赛的检验检疫准备工作。从人员配备、卫生监督、货物、航空器及旅客查验方面入手,全方位做好26项测试赛的检验检疫准备工作,保证测试赛的顺利举行,为奥运会的成功举办打好基础。

三、着力做好t3航站楼启用的各项准备工作,确保t3航站楼投入使用后检验检疫工作有条不紊地开展。

14.做好人力资源调研工作,为t3航站楼启用后的检验检疫业务需要 — 4 —

做好人力资源准备。15.积极落实各项基础设施建设及设备配备,提出符合要求、设备一流、满足流程需要的需求计划。

16.制定并完善t3航站楼启用后的各项检验检疫工作流程和应急预案。17.做好对t3航站楼、配餐公司的卫生验收工作。

四、加快基础设施建设步伐,全力打造检验检疫新形象。18.积极做好大通关基地基础设施和检验检疫综合楼的筹建工作。群策群力,逐步确定综合楼建设的资金、位置和工期等内容;做好大通关基地“一站式”办公场所的验收工作。统一制定规划,广泛征求对综合实验楼布局、结构等方面的意见,并进行论证,进一步细化并落实所需基础设施、仪器设备及办公设备等,力求建设一个体现形象、管理便利、符合流程要求、现代化程度高的综合办公大楼。19.抓紧做好鲜活水产品实验室的筹建工作。完善实验室筹建方案,开展实验室基础设施建设,力争早日投入使用。20.做好检疫犬基地建设。协助有关部门做好检疫犬基地的立项、建设工作,使检疫犬工作迈入新的阶段。

五、扎实推进通关模式和查验模式改革,增强检验检疫的有效性,加快通关速度。21.扎实推进通关模式改革,加快通关速度。根据总局统一部署,做好《健康申明卡》申报制度改革的各项应对准备工作;积极试行口岸进出境货物直通式改革方案,全面提高口岸通关速度。继续完善航空器检疫监管模式试运行工作,做好《入出境航空器卫生检疫新模式研究》的具体实施工作,— 5 —篇五:石家庄国际机场2015年鸟害防治工作计划

石家庄国际机场2015年鸟情调研工作计划

根据2014年8月份-12月份鸟情调查情况,结合本机场及周边地区生态环境、食源分布及鸟情信息,针对该机场特点为有效控制2015年鸟击征候发生率,确保飞行安全;初拟2015年鸟情调研工作计划,现具体内容如下。

一、基础调查工作

(一)、鸟情调查:初拟2015年3月20日-30日,对该机场及周边地区春季鸟情进行调查;6月20日-30日对夏季鸟情进行调查。

(二)、虫情调查:初拟2015年4月20日-30日,对该机场及周边地区夏季虫情进行调查,并对主要昆虫,特别是总招引鸟类的昆虫进行综合治理。

(三)、草情调查:初拟2015年 8月20日-25日,对该机场及周边地区野生杂草进行综合调查,并弄清野生杂草与鸟类之间的关系,为综合治理鸟害提供科学依据。

二、具体工作。

(一)、2015年4月25日-30日,指导该机场内场区草坪进行全面的灭虫工作,灭虫率确保95%以上;目的是控制昆虫基数,减控夏季燕子的危害。此外,分别于5月25日、6月25日、7月25日、8月25日再分别有重点的进行灭杀。

(二)、2015年4月20日-25日,指导该机场内场区进行植物矮

化试验,试验面积10002m(药费860元,由该机场支付)。

(三)、2015年6月25日-30日,指导该机场在内场区灭杀田鹨、野鸡,计划进行两周。以控制田鹨及云雀等雀形目鸟类的基数。

(四)、2015年4月20日-25日,指导该机场在内场区草坪灭杀野生杂草进行试验,试验面积10002m,对照区10002m(药费30元,由该机场支付)。

(五)、2015年8月份,指导该机场采集制作野生植物标本30种,力争将常见的、且与鸟类有关系的植物全部制作成标本(材料费496元,由该机场支付)。

三、项目成果

(一)、2015年9月30日,完成《河北正定国际机场及周边地区生态环境调查报告》《河北正定国际机场及周边地区鸟情调查报告》《河北正定国际机场及周边地区昆虫调查报告》《河北正定国际机场及周边地区草情调查报告》《河北正定国际机场及周边地区鼠情调查报告》《河北正定国际机场鸟类防范建议书》等相关文字报告的校对、彩印工作;

该计划可根据当年的气候情况进行调整,以上计划妥否,仅供项目方参考。

This Procedure defines related requirements for Health, Safety and Environment(HSE)matters during construction activities of this project.The aim of this Procedure is to ensure that adequate precautions will be taken to avoid personal accidents, occupational disease, and harmful effects on the environment during construction.All successful bidders shall conduct their works strictly in accordance with the provisions in this Procedure corresponding to their scope of work that have been specified in their contract, as well as in other applied national codes on health, safety and environment.Those that have been defined in this Procedure as well as newly issued control rules and regulations by airport authority after the works start shall be strictly observed as well.Anything that is not covered by this Procedure will refer to the requirements from the airport authority.为了全体人员在工程项目施工作业过程中的生命和身体健康以及环境保护,JKPM针对本项目在实施过程中可能涉及到的施工安全、机场安全、员工健康和环境保护的相关要求而编制本手册。所有中标进场的承包商在本工程中除执行国家相关安全、环保和健康的规范、规定外,还应根据施工合同所定义的承包范围参照本手册中的条文或章节执行相应要求。已在本手册中明确的及在入场后机场和管理当局发出的新的机场空港管制限制要求必须同时严格遵守。本手册中未涉及到的机场管制要求,应以机场当局要求为准.2.目标 Objective “Zero casualty and zero accident” is the safety objective of this project.In order to achieve this goal, the health and safety of all personnel as well as environmental protection shall always be treated as top priority, i.e.whenever there are any conflicts between schedule and safety, safety shall always overrule.The main target of this project is to root out serious accidents such as fire, equipment and cable damage, food poisoning as well as accidents that may endanger the airport safety;no strong complaints from the airport authority or other social organizations and people;and meeting the requirements on dust, sewage and noise discharge.本工程的目标是工程零伤亡、零事故。工程项目中所有员工的健康、安全和当地环境保护被放在第一位,即当项目计划、进度与施工等在与安全有冲突时均应让步于安全。杜绝危害空港安全、火灾、设备管线损坏、食物中毒等重大事故;没有机场和社会相关方面及人员的重大投诉;粉尘/污水/噪声环境达到机场和城市管理要求。

3.合同义务 Contractual Obligations Contractor shall ensure that all appliance, equipment, machinery and apparatus used on the project is safe, with no risk to health, safety, or the environment, and with sound and regular maintenance records, All necessary test and examination certificates must be available at site for inspection by Owner at all times.承包商必须确保所有在工程中使用的装置、机械设备、机器和仪器是安全的,对健康、环境及安全没有危害,并保持良好的维修保养记录。所有必要的测试和检验证明必须置于现场,以备JKPM和监理机构随时查验。JKPM or the Supervisor may stop any operation activity or erection and use of construction equipment if they deem the above activities pose a threat to the safety or health of site personnel(or others)or to the airport facilities, aircrafts, or to the environment or ecology of the neighborhood.如果认为对工地人员(或其他人员)的安全和健康产生威胁,或存在危害机场设施、飞行器、环境或生态的可能性,JKPM及监理机构有权制止任何作业或机械设备的安装与使用。

The General Contractor and all the Sub-Contractors shall obey all reasonable written or verbal instructions given by JKPM, the Supervisor, or in the case of emergency, abide by the directions from the Owner‟s representative in respect of health, safety and environmental controls.The appointed Supervisor will supervise strictly the observation of the Contractor to the HSE requirement according to the relevant government regulations, codes and the contract requirements.总承包商和专业承包商必须遵守JKPM及委托的监理机构提出的所有合理的书面或口头指示,在紧急情况下,遵守业主方任何有关健康、安全和环境代表的管理和指挥。委托的监理机构也将严格按照政府相关法律法规及合同要求监督承包商落实施工中的健康、机场安全、和环保。

4.法律义务 Legal Obligations Contractor and its employees shall conform in all respects to legal requirements issued under People‟s Republic of China Law and regulations.The rules and regulations contained in this Procedure do not relieve Contractor from legal or contractual obligations.In the event of conflict between the laws and the requirements of this procedure, the more stringent shall apply.承包商及其员工必须全面遵守国家及地方的相关安全法律、法规要求。此文本包含的章程和规章不能免除承包商的法律或合同义务。一旦法律和此文本的要求出现抵触,必须遵守较严格的要求。

The Contractor shall compile a complete set of construction safety guarantee system, assign the responsible organization for safety and define the safety responsibility of all departments to ensure the proper implementation of safety construction system, realize the commitment defined in the management objectives and the bidding document, and eventually protect the safety of workers, airport and the environment.承包商在进场后必须制定一套有效的安全生产保证体系计划,并明确安全保证体系计划组织机构以及体系计划中各职能部门的安全职责,以满足安全保证体系计划的正常实施,而达到安全管理目标和对投标书承诺的实现,维护作业人员、机场的安全、环保、健康要求。

The construction safety system defined by the contractor must pass the qualification inspection of licensed agency.承包商现场安全生产保证体系必须通过有资格的认证机构审核。

The Contractor is the Primary Responsible Party for construction safey on the site.The construction safety guarantee system compiled by the Contractor must clearly state that the Contractor‟s project manager is the primary responsible person for the overall safety construction of the *** hangar project.承包商必须是现场安全施工的第一责任主体,在其编制的安全生产保证体系计划中必须规定是以项目经理为第一安全责任人对波音机库项目的安全全面负责。

JKPM and the Supervisor will inspect the implementation of the safety guarantee system by the Contractor on the site.JKPM和监理机构有权对承包商现场安全生产保证体系的运转情况进行检查/监督。

The safety guarantee system and the construction scheme must be internally approved by the Contractor before it is to be submitted to JKPM and supervisor.承包商提交的安全保证体系计划和施工方案必须经内部审核后,方可报JKPM及监理机构的确认。

Safety assurance plan and construction scheme submitted by the Contractor shall be subject to the approval of JKPM and supervision organization.承包商提交的安全保证计划和施工方案应得到JKPM及监理机构的确认。

The Supervisor must set up safety supervision procedure and be responsible for the safety supervision work on site.The chief supervision engineer shall have the prime responsibility for safety supervision.项目监理机构必须设立安全监理体系并对现场的安全监理工作负责,总监理工程师是安全监理工作的第一责任人。

After accessing to the construction site, the Supervisor shall follow “the Safety Supervision Instructions on Construction projects”, compile safety supervision plan, set up safety supervision team and assign safety responsibilities to the site supervision personnel.项目监理机构进场后,应执行《建设工程施工安全监理工作守则》,并编制安全监理方案,落实安全监理机构,划分监理人员的安全职责。

The safety supervision plan shall be subject to the approval of JKPM 安全监理方案应报JKPM确认。

The supervision organization shall carefully execute the several comments related to implementing safety construction supervision responsibility on construction project issued by the Ministry of Construction to ensure the safety supervision work being well performed.项目监理机构应认真贯彻“关于落实建设工程安全生产监理责任的若干意见”[建市(2006)248号]做好安全监理工作。7.审查与签订 Checking and Approving 

Review safety system/construction program(scheme)prepared by the Contractor and its sub-contractors, including the safety regulations, safety operation policies, safety responsibility assignment, safety checking procedure, safety training procedure, inspection to the safety mechanism and devices, reward and punishment system.审核承包商安全生产保证体系/安全施工措施(方案)。及各专业承包商的安全施工措施(方案),包括安全生产规章制度、安全操作规程、安全生产责任制、安全检查制、安全培训制、安全设施、施工机具验收制、安全奖罚制

JKPM and the authorized supervision company has the right to check the qualification of contractors related to the safety construction and request them to show their original safety construction license, work license and safety examination certificate of their project personnel.JKPM及授权的监理机构有权查验承包商安全资格,并要求出示企业安全生产许可证、项目人员上岗证、安全考核证原件。

Check whether the General Contractor and its sub-contractors have possessed safety construction certificate and whether HSE personnel possess related certificates.The Contractor shall provide copies of its Safety Construction License, safety certificates for its full-time HSE personnel and the project manager, and the name list of all personnel that are involved in special trade of disciplines to JKPM for review.核查承包商、各专业承(分)包商企业及安全生产资质/项目经理/HSE人员持证情况。承包商应将安全生产许可证复印件、专职安全员的上岗证安全考核合格证复印件、项目经理上岗证安全考核合格证复印件及特殊工种名册及复印件随同承包商资格报审资料一齐报JKPM审核。

Check for the record of detection(radioactive source)and the certificate of operators.核查探伤(放射源)的登记记录及作业人员的持证情况。

Check for the availability of emergency procedure in case the equipment used for detection(radioactive source)is broken.核查探伤(放射源)作业的相关设备损坏和故障时编制的紧急程序。

Check whether the Contractor‟s driver has driving license and vehicle registration paper.核查承包商车辆驾驶员驾驶证及车辆行驶证。

Check if all the vehicles of the Contractors have possessed the pass to access the airport.核查所有承包商施工车辆是否办理进出机场的通行证。

Check if the technical personnel of the contractors are qualified to carry out the project.核查承包商的项目技术负责人的职称及专业应符合所承担的工程需要。

After accessing the construction site, the subcontractors must sign the safety construction liability agreement with the general contractor.专业承包商入场后必须与总承包商签订安全生产责任协议书; 8.进出入控制 Access control to the Construction Site 8.1保安要求 Requirement of Security Prevention 

As the pile foundation contractor is proposed to be mobilized earlier than the General Contractor, the pile foundation contractor must be responsible for the safety and security on site and shall has the duty to ensure the security of its own workers, tools, materials and equipments on the construction site.(Security prevention personnel shall be assigned at the entrance.)由于桩基承包商进场施工预计比总承包商早,桩基承包商必须对施工现场的安保负责及其所在工地的人员、工具、材料以及设备的安保负责;(出入口设置安保人员)

Only the articles(materials, tools and equipments etc.)owned by the contractor and will be used for the purpose of assigned job are allowed to be brought in and out of the construction site.允许带入或带出现场属于承包商的物品(材料、工具、设备等)必须是为进行指定工作所使用的物品;

Contractor shall ensure that all the materials, tools and equipments owned by contractor are well marked with Corporate Logo or identification of the Contractor‟ s company.承包商应确保在所有属于承包商的材料、工具、设备等上都标有明显的承包商公司的记号或标记;

The personal belongings carried by the workers shall be stored at the designated place.Such personal belongings cannot be taken out of the construction site unless the person carrying it shows the custody certificate.Safeguard shall make records of all this type of belongings.对于人员所携带的属于自身的私人用品等,可以存放在指定的地点。这些物品带出工地的前提是携带者出示保管证明。这些物品在进入或是携带出工地时应在保安门卫处登记;

The material/equipment/machine/tool(including personal used tools)shall be subject to the inspection at the site gate.The leaving permit for the material/equipment/ machine/tools must be signed by the contractor or JKPM.材料/设备/机具/工具等(包括个人使用工具)在进入和离开现场大门时有义务接受检查。开具的出门证必须由承包商或JKPM签署。8.2施工入口 Construction Entrance 

The contractor shall guard site entrance gate to control the access to the site by its workers.Receiving and unloading area of goods and materials shall be defined as well.承包商应设置施工入口以控制人员进出工地。并在送货到达到时指定接收卸货点。8.3进出入的控制 Access Control 

Each employee shall at all times wear an identification card which clearly states name, employee number, working area and period of validity.在现场的任何时候,承包商的人员应佩戴标有公司名称、姓名、工作区域以及有效期的现场工作证;

The identification card shall have the bearer‟s picture, his card number and his working unit name.The ID card shall be made by the contractor.Only the qualified employees who have received safety education can be issued with this identification card.工作证由承包商统一制作,应有照片和证号和所属部门(或专业承包商),只有通过安全教育并且合格的员工才能发给其工作证;

The contractor shall prepare daily personnel registration form to indicate attendance situation of field personnel.Every employee from contractor is required to fill out the registration form when going into and out of the construction site.承包商将提供每日人员登记表以表明现场人员的出勤情况。承包商的每一个人员有义务每天在进出现场时在表格上签名登记;

The Contractor has the duty to effectively control the access to and from the construction site to prevent injury or death occurred to any personnel and vehicle within this area and to check the identification of the strangers and vehicles coming to the site.承包商有义务对现场出入口进行有效的控制,预防人员及车辆在该区域发生伤亡事故及控制外来人员、车辆进入施工区域.

All vehicles and equipment accessing the construction site shall be in safe condition and must be accompanied by conformity certificate, insurance policy and permit to use.Prior to being allowed to access the construction site, such vehicles and equipment shall be checked first by the Contractor, PMC personnel and supervision engineer.Mobile equipment or vehicles include truck, lift-truck, crane, excavator, cementing truck, bulldozer, all kinds of piling and drilling machines and hoisting machines.进入现场的所有车辆和设备必须处于安全操作状态下,而且在被允许进入现场前要由承包商和项目专业人员及监理工程师检查。所有的设备或车辆必须具备合格证、保险和使用许可证。移动设备或车辆包括:卡车、自动装卸车、起重机、挖土机、推土机、各类打桩、钻孔设备、起吊设备等。

To ensure the vehicles and equipment used for construction move safely, a site commander must be assigned especially to supervise such movement.为了使与施工有关的车辆和设备安全移动,必须有现场专职指挥员直接监督这些活动

All crawler machines without any protection measures at the construction site are forbidden to run on municipal road to avoid damaging of such road.现场所有的履带机械在未采取防护措施时严禁上路,避免损坏市政道路。9.区域限制与约束条件 Construction Area Restriction and Constraints 9.1施工区域限制 Construction Area Restriction

JKPM shall specify the boundary of access road, parking area, storage area and construction area separately.Contractor and its employees are not allowed to access the area that are not defined to be worked at or used by the Contractor.In case that a certain task has to be done in the said area, a separate work permit shall be issued by JKPM after its receiving the prior approval from the related authority.All employees, machinery and materials owned by the Contractor accessing the construction site shall not exert any influence on and do any harm to airport security and shall stay away from airplane and airport isolation area.All employees and vehicles shall pass in and out of the construction site along the designated roadway by the airport authority.JKPM将指定进场道路、停车区、储存区以及施工区的边界线。承包商及其人员不得进入不属于承包商使用的区域。当在这些区域内有单独的工作需完成时,承包商只有在JKPM已得到相关方许可并对特定的承包商人员发给许可后方可进入作业;承包商所有进入施工区域的人员、机械设施、材料等均不得影响和危害空港安全,并远离飞行器及空港隔离区域。所有人员及车辆必须按机场当局规定的道路进出;

.construction vehicles such as material transport vehicle must pass through the special construction access when going into or out of the construction site.材料运输车等施工车辆进出场地必须走施工专用通道;

Prior to accessing the official road, the construction vehicle must be provided with environment cleaning measures and no any material inside the vehicle is allowed to come out of the vehicle.施工车辆在进入正式道路以前,必须采取环境保洁措施,不能跑、冒、滴、漏; 

All vehicles accessed the construction site must be equipped with the valid fire extinguishing apparatus.进入现场的车辆都必须配备有效的灭火器具

In order to control the noise, long-time horn-blowing is forbidden for any construction vehicles.为控制噪音,严禁车辆长时间鸣喇叭

As this project is located adjacent to the aviation area, its construction personnel shall be selected stricter than other projects.All Contractor employees accessing the working area shall make their true and legal identification cards available, none of whom shall have bad records or listed in the „wanted‟ list by police.本工程施工场地紧贴飞行区域,因此对本工程施工人员的遴选应该比其他工程严格。承包商应保证其所有进入作业区域的工作人员必须具备有真实合法的身份证明,不得有不良记录及警方追逃人员;

The Contractor shall provide sufficient and necessary temporary lighting for all areas where construction is proceeding at night and shall meet with the requirements of airport authority on light source.承包商应在所有夜间开展作业的区域内必须设置足够的临时照明。并满足机场当局对光源的要求。

No light sources that may exert impact to airplanes and no coverless lights are allowed at night on construction site.The lights shall only be directed to the construction area but not the aviation zones.夜间施工区域不得开放对飞行器有影响的光源,严禁使用无灯罩灯光,灯光只能照向施工区方向,不得射向飞行区;

At night, the light of construction machine and vehicle in the construction site is not allowed turned on at the direction which may impact the aircraft;夜间场地内施工机械与车辆,对飞行器有影响的方向不能开大光灯;

The light height shall be limited as the pilot‟s operation can not be impacted.Temporally such height is not specified in detail.If it needs to be regulated during future construction, the contractor shall make regulation unconditionally according to the related requirements.灯光的设置高度以不影响飞行员操作为原则,现暂无具体规定。将来施工时,视具体情况如需调整,承包商需无条件按照要求进行调整。

The height of all objects shall be lower than the defined height by the airport authority.Top of tower crane shall be clearly marked(flag with orange and white in between each other for daytime and red alerting light at night.Brightness might be about 200 watt.But can not be too bright.)All Contractors accessing the construction area have the obligation to coordinate with police office at airport to take security precautions.所有矗立物高度必须控制在机场管制范围内,塔吊顶端应有区分标志;(白天悬挂橙色与白色相间的方格旗,夜间应有红色警示灯,亮度类似200瓦,但也不能太亮。)承包商进入机场施工区域,有义务配合机场公安机关做好治安防范工作; 

Contractor shall conduct construction in its defined area and shall keep the working areas well maintained.All the temporary roads to be constructed by the Contractor shall be able to withstand the load of vehicle and mechanical equipment running and serve for the purpose of protecting sub-surface pipelines.All temporary roads shall be removed prior to completion of project unless there are some special instructions from JKPM to retain these temporary roads.承包商应在其作业区域内施工并对作业区域进行维护。所有由承包商施工的道路(临时)应能够承受车辆与机械设备的运行,并且达到保护道路及地下城市管线设施的作用。所有的临时道路应该在完工前清除,除非JKPM特别要求指令保留这些临时道路;

Contractor shall provide corresponding drainage and sewage facilities including necessary discharge pipelines for construction area, storage, parking lot and manufacturing areas.All mortar or sludge is not allowed to be discharged to the drainage system till it is properly treated per the code requirements.Temporary discharge facilities shall be removed prior to completion of project unless there are some special instructions from JKPM to retain these temporary discharge facilities.Contractor has the duties to ensure the proper operation of discharge system in working area.承包商应该对其施工、存储、停车以及加工制作区域设置相应的排水排污措施,包括必要的排放管道,产生的泥浆水必须按规定经过处理之后才能排放,不得直接排入市政管道。临时排放设施应该在完工前清除,除非接到JKPM特别指令要求保留这些临时排水设施。承包商有责任确保作业区域排放系统的正常运行; 

The Contractor shall set up adequate and proper warning and safety signs to alert the personnel of the hazardous condition and operation.承包商应设置足够和恰当的警告、安全标志以提醒其人员注意危险。

When the piling machine and crane is operated near the aircraft, it must be provided with safety prevention measures and must be commanded and supervised by a person especially assigned.打桩机、起重设备在飞行器附近施工作业,必须有安全防范措施,并有专人指挥和监督。

Construction operation shall be done at the place keeping away from the aircraft, at least 10 meters away from the aircraft.The proposed safety prevention measures shall include the checking of piling machine and crane dumpage range to ensure that the unexpected dumping will not damage the aircraft.施工操作一定要远离飞行器,至少距离要求10m以上,安全防范措施中必须有验算打桩机、起重机的倾倒范围,保证当发生意外倾倒时不会损毁飞行器。

After the contractor is mobilized, they shall sign the security prevention liability agreement and shall submit such signed agreement to the airport police office for registration.承包商进场后必须要签治安防范安全协议书,签好盖章后交机场公安办备案。

The contractor shall establish security prevention archives.The police office shall provide a softcopy to the winning bidder showing the format of that file.Then the winning bidder fills it out and sends back to the police office in the format of electronic version.承包商要建立保卫档案,保卫档案文件式样格式由公安办提交软盘给各中标单位,各单位填写完毕后,再以软盘电子文件形式送交公安办。

Management of temporary residence permit of construction personnel from cities other than Shanghai: 1)for any construction personnel from other places who doesn‟t have the temporary residence permit, the contractor needs to submit to the police office the name list of applicants, the valid ID card and two recently-taken, bareheaded and two-inch photos;2)for the construction personnel from other places who have had such permit but need to go through the related change formalities, the contractor needs to submit the police office the name list of applicants and the valid ID card etc.and such submittals shall be separated from that for item1);3)for the construction personnel who come to Shanghai only for a short period, their family members are not required to obtain such permit;4)all personnel from other places are required to apply for the temporary residence permit or go through the permit change formalities three days after they access the jobsite;5)for the local construction personnel, the contractor needs to provide their name list to the Phase II police office.外来施工人员暂住证管理方面:1)以前没办理暂住证的外来施工人员必须要申领暂住证,由单位提交申办人员花名册及有效的身份证件和近期二张免冠照片交给公安办;2)已办过上海暂住证的施工人员,来机场要办理变更手续,同样提供花名册、有效的身份证件等,提交的资料与未办过暂住证的资料要分开;3)短期来沪的施工人员家属可不用办理暂住证4)要求外来人员进机场三天后就要立即申办暂住证或办理暂住证变更手续。5)上海户籍的施工人员,单位提供一张工作人员名单给二期公安办。

Display of firework, firecracker and balloon is not allowed within the airport area.Any celebration activity must be subject to the prior application and the corresponding formalities.机场区域内严禁燃放烟花,爆竹,气球,搞庆典活动要事先申报并办理相关手续。

When the contractor is required to assist in some important safekeeping tasks, the police office will notify the contractor of such tasks.In such case, the contractor shall unconditionally coordinate with the police office with all their efforts.机场有一些重要的警卫保卫任务时,需相关施工单位配合的,公安办会联系承包商,承包商需无条件全力配合警察的警卫保卫工作。9.2现场约束条件Constraints at the Construction Site 

Living or cooking on site is prohibited except for living area specified by JKPM;施工现场不允许住宿或烹煮,除JKPM指定的生活区域外; 

Smoking is only allowed in designated smoking areas;在整个现场除了指定的吸烟地点外,不允许吸烟;

No dining is allowed in the working area or place other than designated dining area;不允许在作业区域内或在任何指定吃饭的区域外吃饭;

No alcoholic drinks of any kinds are allowed on working site during working time.Any worker or employee who fails to obey the rules shall be expelled from the construction site at once and his or her site ID card shall be revoked.Meanwhile Contractor shall be imposed of a certain fine.

在工作时间内不允许喝带有酒精的饮品。如果发现任何员工在现场喝带有酒精的饮品或喝醉,该员工将被立刻驱逐出施工现场,并且收回其工作证件。承包商将被受到一定的罚款;

No drug consumption is allowed on site.Any person being found to take drug shall be transferred to the relative authority immediately.现场不允许吸毒。如发现已吸毒的人员将被立刻移交至有关部门;

No fighting is allowed on site.Any person who fails to obey shall be expelled from the construction site at once and his or her site ID card shall be revoked.Meanwhile Contractor shall be imposed of a certain fine.不允许在现场发生争斗。对于争斗的人员将被立刻驱逐出现场并收回其工作证。承包商将被受到一定的罚款;

If Contractor wants to work overtime at night, they shall give notice to JKPM in advance to specify the location/number of people/name list/administrative personnel/safety personnel, and confirm whether the coordination work has been done beforehand with other Contractors that may be affected, and whether Supervisor has been notified to check whether safety measures are taken and whether the circumstance allows the overtime to be taken.After overtime work is conducted, the construction site shall be cleaned, hidden safety problems shall be cleared, the number of workers shall be counted and led to leave the construction site after receiving the inspection from the guards.承包商如需在夜晚加班,应提前书面通知JKPM,说明加班地点/部位/加班作业内容/加班人员数量/姓名/管理人员/安全人员姓名,并确认已完成可能对其它承包商产生影响的协调及通知监理机构检查加班场地的安全/环境是否具备加班条件等加班前期准备工作。加班结束后应清理现场,消除安全隐患并清点人数,带队离场,接受门卫检查。

No one is allowed to relay or collect any relative project information without the prior permission of JKPM.没有获得JKPM允许的前提下,不允许转播或收集有关工程信息;

No illegal activity of any kinds is allowed on site regardless of its nature 不允许在施工现场举办任何违法活动;

Vehicle parking on site will not be permitted without prior permission of Contractor‟s security guard.The bicycle, motor car, motorcycle and other vehicles shall be parked at the designated parking lot.在没有获得承包商保安许可的前提下不得在现场停放车辆。获准停放的自行车、电动车、摩托车以及类似的车辆应该停放在指定的专用停车区域。

All drivers shall be in possession of the valid People‟s Republic of China license for his class of vehicle.驾驶员应当持有有效的和他驾驶车辆相符合的执照。

All drivers must abide by related laws and regulations from the airport authority, together with JKPM‟s safety requirement to construction site.驾驶员必须遵守相关的法规和机场当局、JKPM对施工现场的安全要求。

All drivers are forbidden to drink alcohol, take illegal medicines or drive under the extreme-fatigue state at the construction site.所有的驾驶员禁止饮酒和服用非法药物以及过度的疲劳状态下在波音机库施工现场驾驶车辆。

No driver is allowed to pass the barriers or into the area marked with “no entry” 驾驶员不应当驾驶车辆超越屏障和进入标明“不要进入”标志的区域。

When approaching the working area where workers are working, or close to the aircraft parking area, the drivers must be particularly careful.当靠近人员工作区域、飞行器停放区域时,驾驶员必须特别小心。

When there is nobody on the vehicle, vehicle engine must be stopped.当车辆上没有人员时,车辆的马达必须歇火。

When there is nobody on the vehicle, key is not allowed to be kept on the vehicle.当车辆上没有人员时,不要把车钥匙单独留在车上。

The vehicle speed limit on site is 15km/h.在施工区域的道路的最大速度是15公里。10.安全标识 Safety Signs 

Contractor has an obligation to display safety signs at the entrance of construction site and main passage to remind and caution all construction staff to abide by safety construction requirements.承包商在施工现场的出入口、主要通道等醒目处均有义务设置安全生产标志牌,以起到提示和警示所有施人员外员遵守安全施工规定。

Contractor has an obligation to display enough and proper safety signs on all construction machines(piling machines)to remind and caution all construction staff of the possible dangers.承包商在施工作业机械(打桩机等)设备上应设置足够和恰当的警告、安全标志以提醒其人员车辆注意危险。

The style, quantity and location of the safety signs shall be confirmed by JKPM and shall be in accordance with relative specification.承包商应在工地上设立安全以及指示性的警告牌,其样式、地点以及数量应得到JKPM和监理工程师的确认或相关规范规定;

The provisions written on the safety & warning signs and barricades as well as other plates on site shall be followed at any times.所有人员在任何时候都应遵守施工现场的安全以及警告标志、障碍物以及标牌的规定。

The contractor must set up acceptance procedure and regular inspection and maintenance procedure for the construction machinery and tooling.承包商必须制定施工机械及机具验收挂牌和定期检查维护制度。

Before put into use, construction machinery and tooling must be inspected and accepted by the technical responsible person and safety personnel from the contractor.The machines and tooling without acceptance certificate are not permitted to be used.施工机械及机具必须由承包商技术负责人和安全员共同验收后挂牌使用,未经验收合格的机械和机具不准使用。

Administration archives shall be established for the acceptance of construction machinery and tooling.施工机械和机具验收应建立管理档案。

Construction machines and tooling shall be inspected periodically as per related regulations.If any machines and tooling are found broken, they shall be repaired and accepted again.The contractor shall keep records for the maintenance and repair.Inspection and re-acceptance shall be carried out jointly by the project technical responsible person and safety personnel.施工机械及机具应按制度定期检查维修,重新验收合格后挂牌使用,并留下维护检查记录,重新验收仍应由项目技术负责人和安全员共同进行。

The contractor must set up acceptance procedure and regular inspection and maintenance procedure for the safety installations.承包商必须制定安全设施的验收挂牌和定期检查维护制度。

Before put into use, the safety mechanism must be inspected and accepted by the technical responsible person and safety personnel from the contractor and be re-inspected by the supervision engineer.The safety mechanism without acceptance certificate is not permitted to be used.安全设施必须由承包商项目技术负责人和安全员工共同验收,后报监理工程师复检合格后方可使用,无验收合格挂牌的安全设施不准使用。

Specialty safety facility with higher-risk must be subject to the approval of supervision engineer after being accepted by the contractor.属危险性较大的专项安全设施,承包商验收合格后还应报监理工程师核准。

The safety signs displayed on site shall be properly protected and meet the following requirements:

现场安全生产标志/机械/机具及设施验收合格牌悬挂好后,应能得到妥善保护。为了起警示效果,悬挂的标志必须满足以下条件: 

Must be clear and intelligible;

标志牌必须清晰易懂;

Must be fixed firmly, not easy to be broken;标志牌必须牢固,不致于被轻易损坏;;

Must clearly indicates who made the sign and when it is made;

标志牌上必须标明制牌人姓名及制牌日期;

Hazards generated when equipment is starting should be marked on the sign, such as “Danger, Don‟t operate it”;warning sign with content of “Beware of falling” should be arranged at high and edge place.设备起动时产生的危险警示/标示于牌上,包括如“危险,勿操作”警示牌等; 

Safety signs arranged by the Contractor shall contain following contents(at least): 承包商施工现场标志牌主要应包含以下内容:(但不限于这些内容)

Safety administration personnel from Contractor(HSE)personnel shall be liable for the arrangement, erection and maintenance of site signs.承包商安全管理(HSE)人员应对现场标志负责。

Contractor has the duty to receive JKPM/Supervision engineer and governmental safety supervision authority‟s supervision and instruction for the aforesaid contents.承包商有义务接受JKPM和监理工程师及政府安全监督机构的监督指导。11.现场清理与清洁要求 Housekeeping and Hygiene Requirements 

Construction that meets safety and hygiene requirement is vital for ensuring the smooth proceeding of the project.Cleaning only at completion of a certain task or during the transition from one construction operation to another is not enough to ensure the above.It has to be carried out in a consistent way.优良的文明施工是保证项目安全运行的一个重要、有效的工作。文明施工必须是一个连续、努力的工作,只在任务结束时清理或在工序转换时清理是不够的。

The contractor shall keep their working area clean and in proper order to the satisfaction of safety and hygiene construction.The rejected or remained material is not allowed to be exposed on the construction site without covering.承包商应始终保持他们的工作区域的整洁、干净以符合安全文明要求,废弃材料或者剩余的材料不应暴露在现场。

The garbage generated from kitchen and other oily garbage, combustible waste and toxic waste should be segregated and put in different dustbins with covers.厨房的垃圾(剩饭、菜等)和其他油性垃圾、可燃废弃物、有毒的废物需分类放在有盖的垃圾箱内。

The Contractor shall have personnel especially assigned to clean the roads within construction site, offices, living areas, dormitories, kitchen and toilets etc.Construction and domestic waste shall be collected to a designated place and then be regularly transported out and disposed by the local cleaning companies.施工/办公/生活区域内的道路宿舍办公室食堂厨房卫生间等的清洁,承包商应每日安排专人打扫清理,建筑/生活垃圾在现场必须集中收集于指定地点,定时请当地环保部门运出并处理。

Contractor shall provide sufficient garbage cans at living areas and office areas.承包商应在员工生活区、现场办公区配置一定规格和数量的废物箱;

Contractor has the duty to dispose any garbage generated from production and living in a timely manner according to local environmental regulations and airport control requirements.Floating matter such as plastic products, foam fast food boxes and packing materials that may affect aviation safety shall be avoided.承包商有责任根据当地的环保规定及机场管制要求对生产、生活而产生的垃圾进行急时处理,避免塑料制品、发泡饭盒及包装材料等漂浮物影响飞行器安全; 

Contractor shall remove immediately their equipmentsmaterials from the construction site upon the completion of project to make construction site and its surroundings clean, safe and available for use at any time.工程结束后,承包商应立刻将承包商的设备、材料等从工地上运走,使工地与其附近清洁、安全、可以随时使用;

If the Contractor fails to make their working area meeting aforesaid requirements and to the satisfaction of JKPM, or fail to take immediate cleaning activities upon receiving written notice, JKPM may ask independent contractor to do the cleaning and all related expenses shall be born by the Contractor.如果承包商未能使其工作区域达到上述的标准以及JKPM满意,在接到书面通知后仍未能立刻采取清理和打扫行动,JKPM将自行清理,责任与开支均由承包商承担;

The Contractor shall arrange vehicle washing area to wash the trucks before leaving the site to ensure no mud or garbage will be scattered along the roads nearby.The roads shall always be kept clean and meet the requirements of airport, environmental protection authority, JKPM and the Supervising company.承包商应设立洗车区以保证离开现场的车辆不在邻近的道路上漏洒泥浆和垃圾。道路须随时保持洁净,达到机场、环保部门和JKPM和监理工程师的的标准。12.安全办公室/会议/HSE人员及职责 Safety Office/Safety Meeting/HSE Personnel and Its Responsibility 12.1现场安全管理办公室Safety Management Office on Site Contractor shall set up a safety management office on construction site during the execution of the contract.The safety management office shall be the designated receiving point for all relative safety instructions and other correspondence regarding safety.All relative safety documents delivered to the HSE representatives or sent to the safety management office on construction site shall be deemed to have been received by the Contractor.在本合同的有效期内,承包商应在工地现场建立其安全管理办公室。此安全管理办公室应成为所授权的接收有关安全指令以及其他来往安全文件的代表的办公场所。所有递交给代表的或送至承包商现场安全办公室的来往有关安全文件均被认为是递交给了承包商。12.2安全会议 Safety Meeting 

Regular HSE meeting shall be hold at 9:00-10:30 of every Tuesday morning.The project manager and safety personnel of Contractors for pile foundation, chief supervision engineers/safety supervision engineer and JKPM representative shall attend the meeting.每周二上午9:00~10:30分定期举行一次现场工程安全例会,参加者包括桩基承包商项目经理、项目安全员、总监理工程师/安全监理工程师/JKPM代表。

As a part of the construction contractor, the pile foundation Contractor shall also hold a weekly safety meeting to establish safety consciousness and communicate with all workers about safety concerns on site.作为施工单位责任的一部分,承包商还应每周举行工地人员安全会议,以建立安全意识和与他们的所有人员就工地安全问题进行交流。

The safety supervision engineer shall attend and inspect the site safety meeting at random.安全监理工程师不定期参加/检查工地人员安全会议。12.3安全人员及职责 Safety Personnel and Its Responsibility Safety personnel安全人员:

The contractor shall arrange their full-time safety personnel according to the No.213 order issued by the Ministry of Construction in 2004.承包商专职安全员的配置应按照建设部建[2004]213号文《建筑施工企业安全生产管理机构设置及专职安全生产管理人员配备办法》实施。Responsibility of safety personnel安全人员职责:

The contractor shall prepare one set of effective safety plan and designate one full-time qualified safety personnel.Such personnel shall be responsible for enabling the safety regulations and the various provisions related to the safety management being followed and implemented, and for assisting the project manager in management affairs of site safety, environment protection and personnel health 承包商应制定一个有效的安全计划,并委任一名全职且有资质的安全员常驻现场。被任命的安全员将负责保证安全法规和本项目安全管理的各项规定得到遵守和实施。协助项目经理管理现场安全、环保、及员工健康的事务。

The person who is responsible for safety on site from Contractor shall fulfill the following mission.To initiate and implement Contractor‟s safety plan to meet the related safety codes on the site.To conduct safety inspection for works undergoing To hold weekly safety meeting with all subcontractors‟ safety personnel and submit the weekly safety report to JKPM.To carry out routine inspection to its site works to ensure the factors that may lead to injuries or incidents are under control.To ensure vehicles and piling machines being used, inspected and maintained strictly in accordance with the related HSE procedure.承包商的安全负责人应负责启动执行承包商的安全计划,确保达到工地的安全要求与程式,对正在进行的工作进行安全检查,每周与各分包单位的安全人员举行安全例会,每周向JKPM递交安全问题记录报告。安全负责人还将负责对其工作进行持续的监察,确保可能造成伤害或事故的因素得到控制;车辆、桩机设备运行、工具以及设施按照相关的安全健康法规使用、检查以及维护。

The supervision engineer shall enhance the supervision and inspection to the full-time safety personnel during routine safety patrol inspection and make evaluation for them periodically.监理工程师在日常安全巡视、检查中应加强对各承包商的专职安全人员工作情况的监督与检查,并定期做出评价。

13.安全教育培训:Safety Education and Training 

The Contractor shall be responsible for preparing a complete safety education and training program to ensure that all supervisors, employees and all workers have been trained with the relevant content of the HSE procedure prior to the commencement of construction and will obey the HSE regulations and requirements.承包商应负责制定一套完善的安全教育、培训计划,确保所有人员在进入现场前,接受承包商的HSE教育和培训,并根据JKPM的要求进行教育/培训。

All the contractor‟s employees shall receive proper safety and health training before starting related works.承包商所有员工应接受安全及健康培训项目,并且通过所需的安全及健康培训才获准执行有关的工作。

13.1 Purpose of education and training教育培训目的:

The purpose of education and training is to let all employees clearly know the significance of implementing HSE procedure on construction site, the existing or potential danger or significant environmental impacts resulting from their daily operations, as well as the consequences of any disobedience of HSE procedure.将告知所有员工执行施工现场安全、健康、环保规定的重要性,使其了解在本职工作中存在实际的或潜在危害及重大的环境影响,以及违章作业可能造成自己或对他人的不良影响和后果。

13.2 Receivers of the educations and trainings 教育培训对象:

All new workers, workers involved in ordinary operations as well as in special operations that require special licenses;所有的新员工、普通员工和特种作业人员;

general management personnel, technical personnel and managers at all levels of the project team;一般管理人员、技术人员、项目部各级经理;

Qualification training for special trade operator and safety personnel shall be trained by qualified independent training organization and they must be granted with the necessary operation licenses before they can start operation;特种作业人员以及安全管理人员资质培训均由第三方负责培训,并需取得特种作业操作证,持证上岗。

The training for new workers, general workers, general administrative personnel and technical personnel shall be the responsibility of the contractor‟s project team, or safety responsible person of higher administrative company and the site safety persoonel.新员工、普通员工、一般管理人员、技术人员由承包商项目部和上级公司安全负责人及现场安全员负责培训。

Every member of the emergency response group from the contractor also needs to receive training on emergency response.The chief supervision engineer and the safety representative from the JKPM will urge and inspect the contractor to provide sufficient and proper training courses related to the emergency response measures based on the actual site condition.承包商应急小组成员也均需接受紧急应变的培训,总监理工程师及JKPM安全代表将督促检查承包商根据工地情况提供足够及适当的紧急应变措施培训课程的实施

All machine and tooling operators(such as operators for hoisting machines/piling machine or load moving machine)shall receive the safety training corresponding to their operation.所有负责操作机械及工具的员工(如:起重机/打桩机或负荷物移动机械等)都需接受与其工作有关操作及安全训练。

Related training shall be conducted to all employees who are involved in the high-risk works(such as working at height, hoisting and handling or other works defined as high-risk works)所有员工负责进行高风险工作(如:高空工作,吊运或其他被定性为高风险工作)都需接受相关训练。

Those who have violated the regulations shall go through special training and be validated before going on duty again.对违规人员进行专门的培训教育,培训合格后方能重新上岗。13.3 Main Content of Safety Training安全教育培训的主要内容

All training contents shall cover not only the requirement and rules specified in the current regulations, but also the requirements on site construction and risk analysis.Parts of the contents are described as below.所有培训项目的内容,均应包括现时法规的要求和守则,包括工地施工及风险评估计划的要求,部分内容如下:

Operating sequence, operating method, risk analysis and the corresponding safety precautions for various types of works.各工种的工作程序、操作方法、风险评估及相应的安全措施。

Preventive measures for the substance that is harmful to the health.危害健康的物品及相应的防御方法。

Emergency response drills to give the trainees all necessary training for quick reaction and escape in case of emergency.紧急应变演习以训练紧急事件发生时的应变及逃生方法等。13.4 Training for Site Safety Instruction新工人工地安全须知培训 The contractor shall carry out the three-level safety education(company level, site level and shift/team level)to all new construction workers before they start working on site.The training contents include but not limited to: 承包商应对新进入工地的施工人员进行安全三级教育,并在训练后测试合格方可在工地工作。训练内容包括(但不限于)下述各项:

This course is a compulsory course.All new workers accessing the construction site must attend such course within the specified period, otherwise they will be forbidden to conduct construction at the construction site.此课程为必修课程,所有新到工地工作的作业人员,必须于指定时间内完成此简介课程,否则将被禁止进入工地工作。

13.5 Pre-construction Hazard Identification and Preventive Drills开工前危险认识及防范培训

All contractors must explain to each employee the potential hazard and its prevention measures based on the different operation features.The training content covers the key points of safety construction plan and risk analysis document.The training content shall be submitted to the safety supervision engineer for review in advance.承包商在开工前为每名员工根据本身行业不同性质讲解其潜在危险及预防方法训练,内容亦须包括其安全施工计划书及风险评估内各项要点,有关的内容需预先呈交安全监理工程师。

13.6 Special Safety Training特别安全培训

The supervision or operation personnel working on hazardous works shall receive special safety training based on the project construction condition or the results of risk analysis to the works to be done.(such as piling machine moving or operating surround the aircraft.)因工程施工情况或基于工序危害分析/风险评估结果,向监督或执行有关工序的工作人员提供/安排特别安全训练。(如:打桩机移动、打桩机在飞行器周边作业)

Prior to the commencement of high-risk construction, the related employees must receive special safety training and the special trade operators must possess the national certified work license.进行高风险工作前,有关员工必须接受有关特别安全训练,其中国家规定的特种作业人员应持有国家认定的特殊作业上岗证。

Other mechanical operators(such as flaw detection)must be trained by the concerned authority and is not allowed to conduct construction without work license.其他机械操作人员应经相关单位培训(如:探伤作业),持证上岗。无证人员不准上岗作业。

13.7 Arrangement of Training Course培训课程的安排

JKPM safety superintendent and the Supervisor‟s safety engineer shall review the internal safety training schedule provided by the contractor and monitor the implementation of the training courses done as scheduled.JKPM安全代表及监理安全工程师负责审核承包商编订的内部安全培训时间表,督促其按计划定期举行内部培训。

The safety personnel of the contractor shall notify the trainee workers of the training subject, time and place before training is carried out.承包商安全主管应在举行培训前将课程、时间及地点通知受训员工。

Whenever there are new safety rules and regulations that need to be trained to the workers, the safety personnel of the contractor shall arrange the training as early as possible.当有新安全法规或技能需要员工知道时,承包商安全主管应尽早安排培训。

Contractor shall organize HSE training at least once a week for no less than half hour, during which the safety situation for the last week will be summarized and works to be commenced next week will be arranged and some related HSE provisions will be studied.承包商至少每周组织员工进行一次HSE活动,时间不少于半小时,活动的主要内容是总结上周HSE工作情况,布置本周HSE工作,并学习、讨论有关HSE规定。

All documents and records related to safety education and training to all the workers of the Contractor shall be subject to supervision and inspection from JKPM and safety supervision engineer.承包商所有员工安全教育培训应留有记录,并接受JKPM/安全监理工程师的监督核查。

14.作业许可Permit To Work(PTW)

Contractor shall set up a system for all works that require prior permit in accordance with the safety requirements in JKPM‟s tendering document and keep all related documents kept on construction site for supervisor to check at any time.承包商应根据JKPM招标文本中安全条款要求,建立现场作业许可制度,并将所有有关文件存于现场,供监理工程师随时查验。

All PTW application will be issued by the safety personnel of the related contractor and will be confirmed by the Project manager from Contractor.Then it shall be reviewed and approved by JKPM and supervision organization.Commencement without approval is strictly forbidden.作业许可证由各专业承包商安全员签发,经承包商项目经理审核确认,由JKPM和监理机构批准后方可实施。禁止未经许可就进入施工作业。

As a part of PTW system, Contractor shall submit a document describing the work to be commenced, location, operators, tools/machinery to be used, potential risk analysis and preventive measures to be taken.The work shall not be executed until the PTW is approved by JKPM and supervisor.作为上述作业许可申请的一部分,承包商应提交所有要进行的工作清单、作业地点、作业人员、使用工具/机械、所有与工作相关潜在的危险以及采取的安全保护措施。并在各项条件得到满足的情况下方可实施作业。

If works are to be done outside the property line of the land, temporary road application form issued by the airport police office shall be filled in and submitted to the airport authority approval.在指定区域(红线外,不属于承包商的施工区域)的作业申请需向机场当局公安办领取《临时占路申请表》报机场相关部门审批.Application form for permit to work is attached to this procedure附表:作业申请表 15.安全技术交底Safety Requirement Briefing before Construction Commencement 

The contractor must establish safety requirement briefing system for all construction activities and shall carry out such briefing in written manner to the construction teams and operators and fulfill the corresponding management procedures before construction commencement.承包商所有的施工作业都必须建立和实施安全技术交底制度。并在施工作业开展之前必须向施工班组/作业人员进行书面安全技术交底并履行交底管理程序。

The contractor is not allowed to start the related construction without receiving safety requirement briefing.禁止承包商未经安全技术交底就进入施工。

The Contractor shall keep records for the safety requirement briefing and make available to JKPM/supervision engineer/governmental safety supervision authority for inspection at any time.承包商的所有安全交底记录文本应收集归档,随时接受JKPM/监理工程师及政府安全监督机构查验。

16.个人防护用品 Personal Protective Equipment(PPE)

The Contractor‟s employees must use PPE properly so as to meet the requirement of safety construction.The Contractor has the obligation to ensure that its employees are provided with all necessary protection equipment.Wearing proper protective equipment is a compulsory preventive measure to achieve safety construction, so any change or reduction to the equipment standard without authorization is forbidden.承包商的员工必须正确使用个人防护措施以达到安全施工要求。承包商有责任向其人员提供个人防护设施。个人防护用品是实现安全生产的一项强制性预防措施,不得随意变更或降低标准。

The following list is the minimum personal protection that must be provided by the Contractor to its employees before accessing construction site: safety helmet, safety shoes and reflective vest, work clothes and protective spectacles(with side protection and plastic lens).在进场之前,承包商应向其所有人员最少提供以下保护用品:安全帽;夜光(荧光)背心,安全鞋, 工作服, 防护眼镜(有侧面保护,塑胶镜片)

Fall-protection: When working in the height of 2 meters from the ground or above, operators shall fasten the qualified safety belt which shall be in good condition and meet the special requirement of the corresponding work.The safety belt shall be fastened above the working place.Before using, operators must check the reliability of the belt and connection rope.安全带:离地面2m以上高空作业人员,必须系上经检验符合要求的安全带。所使用的安全带必须完好并适合于该项工作的特殊工作要求。安全带应高掛低用,在使用前,员工必须检查安全带和短绳的可靠性。

Eye protection: all persons that are involved in works that may endanger the eyes must wear breakage-proof safety glasses.For person who wears eyeglasses, they still need to wear safety glasses or goggles.The welders must wear the special glasses suitable for welding job.眼睛保护:从事可能危害眼睛的工种的施工人员必须佩戴防破碎安全眼镜;戴近视眼镜的人员,在近视眼镜上还要再戴一副安全眼镜或护目镜;电焊作业应佩戴专用眼镜。

Foot protection: certificated safety shoes shall be worn and its soles shall be anti-slippery.脚部保护:员工作业时应穿检验合格的安全工作鞋,鞋底应防滑。

Head protection: certificated safety helmet is required in construction site.(Safety helmet shall be subject to compaction test and electrical shock protection test)头部保护:员工进入施工区必须戴检验合格的安全帽(安全帽必须经过冲击实验和防触电保护实验)。

Hearing protection: earplugs must be worn when the noise levels in the working area is over 85 dB.听力保护:凡从事噪声超过85分贝的工作人员应佩戴耳塞,以隔绝噪音、保护听力。

Workers can not wear jewelry or other ornament when they are accessing the working area.And their hair and beard is not allowed to interfere with the effective functioning of personal protective equipment.员工进入工作区时不得佩戴首饰或其它装饰品。头发及胡须不得妨碍防护用品的有效功能。

17.Safety Protection at Height or on Edge 临边作业的安全防护

The contractor must take protective and falling prevention measures for all works at height or on edge.承包商所有的临边高处作业,必须采取防护措施并进行防坠落保护。

Guard rails shall be provided for such places as periphery of foundation excavation.在基坑周边等处,都必须设置防护栏杆。

When protective handrail is constructed on edge places, the hand rail shall be composed of several vertical columns and two rails running horizontally along the top and bottom of the hand rail.The rail at the top shall be 1.0-1.2 meter above the ground and lower rail be 0.5-0.6 meter above the ground.搭设临边防护栏杆时;防护栏杆应由上、下两道横杆及栏杆柱组成,上杆离地高度为1.0~1.2m,下杆离地高度为0.5~0.6m。

All guard rails must be enclosed with vertical safety net from top to bottom.所有防护栏杆必须自上而下用安全立网封闭。18.防火与消防Fire Protection 

Fire protection approval procedure shall be established on the construction site.No burning of garbage is allowed.Any fire-related work without prior permission is strictly forbidden.施工现场应建立防火审批作业制度,工地上严禁焚烧垃圾和动火,需要动火作业必须执行审批制度;未经审批严禁动火。

Any fire-related works that may exert influence or endanger the safety of aircraft and airport is strictly prohibited at the construction site.现场禁止一切影响/危及飞行器及空港安全的动火。

Prior to the commencement of construction, the contractor shall prepare layout plan of fire protection facility.承包商开工前应绘制消防设施平面布图。

The contractor shall submit the layout plan of fire facility to JKPM and the Supervision engineer for record.承包商的消防设施平面布置图应交监理工程师/JKPM备案。

For Class I and Class II fire-related works, the project manager of Contractor shall fill out the work application and prepare the safety technical scheme and submit it to airport fire protection bureau and the Contractor‟s superior level of safety authority for approval.JKPM HSE personnel and supervisor engineer will review and supervise the execution of works.一、二级动火作业应由所在承包商项目经理填写动火申请表和编制安全技术措施方案,报机场消防/承包商上级公司安全部门审查批准后,方可动火作业。JKPM HSE/监理工程师核查/监督。

For Class III fire-related works, the construction team to be conducting such works shall fill out the work application form and submit it to the Contractor‟s safety personnel for approval.JKPM and Supervisor‟s engineer will review and supervise the execution of the works.The application for Class III fire-related work shall be submitted three days prior to the commencement and the longest valid period shall be seven days.Reapplication shall be made after expiration of the approved period, otherwise the fire-related work will be deemed as work without permit.三级动火作业由所在班组填写动火作业许可证,经承包商安全员审查批准后,方可动火作业,同时接受监理工程师核查/监督。申请三级动火作业应在三天前提出,批准最长期限为七天,期满后应重新办证,否则视作无证动火作业。

All fire-related works such as welding, gas cutting, burning and grinding shall meet the following requirements: 火器操作如电焊、气割、燃烧、磨砂均应符合下列要求:

flammables such as waste timber and carton shall be removed from the working area;易燃物如废木料、纸箱必须从工作场移除;

sparkles shall be contained in the safety areas;落屑及火花要喷到安全区域; 

the contractor shall be acquainted themselves with the location of fire hydrant at jobsite and shall be provided with workable water hose;承包商应熟知现场消火栓位置,并且配置可供使用的软管; 

Hot work supervisor shall ensure that there is no inflammable and explosive substance within the hot work area and under such place where sparkles may reach.动火监护人应确认动火区域及动火作业区域下方火花溅落处无易燃易爆物品。

After the hot work is completed, the construction site must be thoroughly cleaned.The operators cannot leave until the site safety is confirmed.动火作业完毕后应清理现场确保安全后人员方可离开。

Hot work area shall be double checked two hours after hot work is completed to make sure no hidden fire or smoldering exist.If any abnormal situation is found during inspection, immediate measures shall be taken dial 119 immediately.动火作业后2小时还应到动火区域巡视检查,确认是否有明火及阴燃等火灾隐患,若有异常情况应立即采取措施消除或拨打火警119报警。

No smoking is allowed at the construction site and a special area can be designated for smoking if necessary;施工人员进入现场严禁吸烟,根据需要工地可设置单独的吸烟区。

Kitchen and other permanent fire-related work zones shall be arranged 25 meters away from the combustible storage or warehouse.厨房及其它固定用火作业区应设置在在建工程可燃材料堆场或仓库25M之外。

Temporary facilities(including office, workshop and warehouse)and construction area shall be furnished with the powder fire extinguishers which shall be kept clean, in good order and ready for use.Fire extinguishers shall be checked regularly.If any damage being found or anyone is found to pass its shelf time, it shall be replaced immediately.办公室、工作棚、仓库等临时建筑、临时设施及施工区域必须配备干粉灭火器,灭火器应保持干净、整洁和可靠使用。灭火器应定期检查(每月)如有损坏和过期应及时更换。

Cooking and heating by means of electric oven and sunlamp is not allowed in the dormitories.严禁在宿舍内使用电炉/太阳灯具取暖/烘烤衣物等

The Contractor shall organize at least one fire fighting training for all personnel to make each employee acquaints himself with the locations the fire extinguishers within his working area, and the knowledge on how to give warnings of fire, how to use extinguisher and how to evacuate in case of fire.承包商至少组织一次全体员工的消防培训,以达到每位员工熟知其工作场所灭火器位置,会报火警,会使用灭火器,会逃生等。

For the chemicals delivered to the construction area(oil), the condition and environment of the place where they will be stored and used must receive the prior approval from the Contractor‟s HSE personnel.承包商进入现场的化学用品(油类),在储存/使用过程中的条件和环境必须得到承包商HSE人员认可。

The Contractor shall select a safe and suitable place to build temporary hazardous substance storage based on the quantity of flammable, combustible and explosive gas or liquid being used on the construction site.For little quantity usage, temporary storage place shall be arranged(which shall be away from the aircrafts)and be watched by a designated person.The storage warehouse-keeper shall send the hazardous substance to construction site as per the usage amount of that day and maintain the records.The contractor shall provide fire extinguishing device at the aforesaid area and shall provide obvious fire probation and smoke probation signs.承包商根据现场易燃/易爆/可燃气体或液体量的多少,应选择安全合适的地点建造临时危险品的仓库,使用量较少的,应设临时存放点(存放点必须远离飞行器),并设专人保管,仓库保管员应按当天用量发往施工现场并做好登记。承包商在上述区域内配备相应的灭火器具,并设置明显的禁火禁烟标志。

Storage for oxygen and acetylene gas cylinder shall be arranged 25 meters away from the construction area, living or office areas.Oxygen and acetylene gas cylinders shall be stored separately with a minimum distance of 5m, and in the process of welding;such distance shall be no less than 10m.All compressed cylinders must be protected by covers when not used and all cylinders must be moved out of the construction site after the work is completed each day.氧气、乙炔气瓶等危险品仓库应设在施工区、生活、办公区25M之外,乙炔气瓶必须分开放置,其间距一般不小于5M,两瓶之间焊距间的距离不得小于10M.所有压缩的气瓶在不使用时必须放加盖防护帽。在每天工作结束时,所有气瓶必须搬离施工现场。

It is forbidden to store Inflammable and explosive hazardous substance in the buildings under construction, nor it is allowed to use liquidized petroleum gas.在建工程内禁止设置易燃易爆危险品仓库,禁止使用液化石油气。

A list of all hazardous substances shall be delivered to JKPM and Supervisor for record.Safety measures shall be taken and operators shall be trained when these hazardous materials are used.Proper ventilation shall be ensured for the storage of high-hazardous substance, volatile or materials that may generating heat.危险品材料需要递交危险品清单并将这些资料集中存档。承包商使用这些危险材料进行作业时需要预先采取安全措施,并且对操作人员进行培训。对堆放包括危险品、易挥发或高温材料的仓库进行适当的通风;

Necessary ventilation(such as exhaust fans, exhaust shafts and other proper facilities)shall be provided when harmful substances are emitted during construction.当在施工过程中发出的有害物质在空气中传播时,采取必要的通风措施。安装排风扇、管道或其他认可的设施;

20.Safety Inspection and Patrol Inspection安全检查与巡查 20.1 Safety Inspection安全检查

Contractor shall establish a complete inspection system to find any nonconformance in a timely manner and take corresponding corrective actions.In addition, they need to take preventive measures in advance for works to be commenced soon.承包商应制定完善的安全检查制度,对不合格作业项目能及时发现并予以纠正。对未进行或即将进行的项目提前做好预防措施。

The safety inspection system shall include: daily inspections/inspection at regular intervals/inspection for certain discipline/seasonal inspection/inspection before and after holidays/winter inspection/rainy-days inspection/windy-days inspection.Such system shall be established by project manager from Contractor.承包商制定的安全检查制度应包括为;每日的例行检查/定期/专项/季节/节假日前后/冬季/雨季/风季等各类安全检查。

Project safety personnel from the Contractor are required to make daily safety inspection.承包商项目安全员应进行每日安全检查

Participants for the weekly joint inspection shall include: HSE representatives of JKPM/safety supervision engineer/project manager of Contractor/project safety person.Such inspection shall be done in a weekly manner.承包商应每周开展一次安全联合检查参加人员包括;JKPM HSE代表/安全监理工程师/承包商的项目经理/项目安全员,现场联合检查定为每周一次。

During the safety inspection, the contractor shall give priority to the implementation of countermeasures to the different types of potential accidents listed in the weekly risk analysis report and the effectiveness of the corrective action.承包商安全检查的重点是本周的风险评估报告列出的易发事故工序和易发事故类型采取的对策是否落实及整改完成情况。

If problems or non-conformities are found during the inspections, the Contractor shall take immediate corrective actions.JKPM and safety supervisor shall double check the finishing quality of the corrective actions.The double checking includes the following content: 承包商对在检查中发现的问题和违章作业等,应立即整改,JKPM/安全监理工程师将监督复查,复查内容包括:

20.2安全巡查 Safety Patrol Inspection 

JKPM and supervision engineer shall make regular safety patrol inspection for the safety condition on construction site to have the updates on safety situation on site and to achieve the safety management goal.JKPM /监理工程师将对承包商施工现场的安全状况进行日常的例行巡查,以掌握施工现场安全生产活动和结果的信息,以保证安全管理目标实现。

JKPM/supervision engineer can, based on the actual situation, organize the safety patrol for a certain aspect of safety tasks performed by the contractor.The records of such inspection will be taken as an agenda to the weekly safety meeting, and be evaluated with their degree of risks.JKPM/监理工程师也可以根据实际情况,组织专项的安全巡查、检视承包商某一项安全工作的情况。安全巡查的纪录将被列为每周安全例会的输入并进行安全风险的评估。

The Contractor has the obligation to receive inspections and supervisions for their HSE works by JKPM, supervision engineer, governmental safety supervision authority, airport and other related social organization.承包商有义务接受JKPM/监理工程师、政府安全监督机构、机场当局及社会相关方面对其现场的HSE工作进行的检查和监督。21.Safe Operation and Storage of Material 材料的安全操作及存储

A certain hazard may be encountered when some materials and products are used.Therefore proper measures shall be taken to ensure these materials and products are properly transported, stored or used per the supplier‟s instructions.在使用材料以及产品时,会产生风险。应该采取措施以确保这些材料以及产品根据供货商的要求进行运输、储存以及安全使用;

All building materials shall be stored safely and in good order to keep all passage ways or working areas free of obstructions.All materials(engineering piles)and equipments shall not be stored anywhere near the edge of foundation pit to avoid the risk of falling down and harming the person working underneath.所有的建筑材料应安全整齐的堆放或存储,使之不阻碍任何通道或工作地点。材料(工程桩)/设备不应该被存放或堆放在任何接近基坑边缘的地方以避免对下面工作的人员造成危险。

Solid flammable materials shall be stored separately in locked rooms or warehouses, and fire protection facilities shall be equipped in these facilities.固体易燃材料应该分开存放,并且存放在上锁的房间内或仓库并配备相应的消防设施; 

Fuels shall be stored in reliable and safe containers.燃料应该存放在可靠的安全的容器内。

Inflammables, explosive and hazardous substances shall be marked with clear warning signs.易燃易爆物品及危险品应有醒目的警示标志。

22. Management for Special Tasks with High Risks危险性较大的专项工程管理 

After accessing the construction site, the contractor shall fill out the application forms for tasks with high risks(format is attached hereby).Such application forms shall be submitted to the supervisor for approval after being signed by the project manager.承包商进场后应填写危险性较大的专项工程清单报审表(附表由监理机构提供),项目经理确认签章后,报监理审核、签字后实施。

The contractor shall compile separate construction scheme for the high-risk tasks.Such schemes shall be submitted to the supervisor for approval after being signed by the chief engineer of contractor and chopped with office seal.承包商对本工程确认的危险性较大的专项工程应单独编制专项施工方案,经承包商总工程师签字,单位盖章后报监理工程师审核。

The construction scheme that needs to be approved by a panel of experts shall be attached with the experts‟ comments and the revised construction scheme accordingly(with the signature of chief engineer from the contractor and the office seal), and then be submitted to the supervisor for approval.须经专家论证的专项施工方案应附上专家论证意见和修改补充后的专项施工方案(经承包商总工程师签字,单位盖章),报监理审核,签字后实施。

Prior to the commencement of the construction of the high-risk tasks, the contractor shall let the person who has prepared the construction scheme and the technical responsible person organize meetings on safety requirements briefing to the construction operators.Moreover the contractor shall designate the safety superintendent, take safety measures, set out perimeters of the construction area, implement monitoring measures and emergency responding measures before the work is started.危险性较大的专项工程实施前,组织由专项方案编制人和项目技术负责人向施工人员进行安全技术交底,落实安全监护人、各项安全措施、警戒区域的设置、监控措施及应急救援措施。

During the execution of such construction scheme, the person who prepared the scheme and the technical responsible person shall be on the site to supervise and ensure that the work is performed in accordance with the construction scheme.And the supervision engineer shall also be on the site to ensure that all supervising measures and superintendents will be available.危险性较大的专项工程实施时,专项方案的编制人或项目技术负责人应在现场监督施工人员按方案施工,监理工程师也将到现场检查方案监护人及监督人的落实情况。

After the completion of such special tasks, the contractor shall report to the supervisor and close this case.危险性较大的专项工程施工结束后,应报监理备案、销号。

In case that there are changes during the execution of those high risk tasks, the contractor shall timely notify the supervision engineer and submit the corresponding construction scheme(with signature of the chief engineer from the contractor and office seals)to the supervision engineer for approval.施工过程中危险性较大的专项工程如有变动,承包商应及时通知监理工程师,并将相关的专项施工方案(经承包商总工程师签字、单位盖章)报监理工程师审核。18.临时用电管理Temporary Electricity Using Management 

The contractor‟s electrical operators at the construction site must pass the specialized training examination and possess valid electrical special trade operating certificate.承包商的电气作业人员必须由经过专业培训、考核合格、持有电工特种作业操作证的人员担任。

The temporary power supply on site shall strictly follow the special safety plan compiled by Contractor.All electrical equipment and mechanical equipment shall be properly grounded.临时用电应按承包商编制的专项安全方案实施;用电设备、机械设备均可靠接地; 

All portable electrical tools used on site shall satisfy the requirements as indicated in related national and local specifications and requirements.所有在工地上使用可携带的电动工具应符合国家及地方相关规定的要求;

Only certified and approved electricians are allowed to install, repair and dismantle the electrical equipment.所有用电安装、检修、拆除均由持证的专业电工实施;

All distribution cabinets and switch boxes shall be inspected and maintained once a month.The inspection and maintenance personnel must be professional electrician.The inspection and maintenance personnel must wear insulation shoes, gloves and must use insulating tools.The corresponding pre-stage power switch shall be trip off and be suspended with “power-off” signboard.No operation without cutting off the power is allowed.所有配电箱、开关箱应每月进行检查和维修一次,检查、维修人员必须是专业电工,检查维修时必须按规定穿戴绝缘鞋、手套、必须使用电工绝缘工具。并将其前一级相应的电源开关分闸断开,悬挂停电标志牌,严禁带电作业。

Wires, cables or conductors with connections exposed or wrapped shall never be used on the site.The job shall be stopped till the problem is fixed.现场禁止使用有接头或包扎过电线/电缆和导电体外露的电线、电缆及电气设备。19.施工机械使用要求 Construction Machinery Using Requirements 

All tools and mechanical equipment owned by the contractor no matter bigger or smaller shall be under proper operation condition and shall be inspected prior to being used.In case that any equipment is out of service due to absence or damage of any parts, damage of cable or other dangerous situation, such equipment shall be withdraw from the jobsite until the corresponding repair or replacement is satisfactory;the quality certificate or test report of all mechanical equipment shall be kept on construction site for supervisor to check at any time.承包商所有的工具、机械设备,无论大小,都应具备良好的使用状态,并且在使用前作好检查工作。设备如果发生部件缺少或损坏,电缆线损坏或其他危险情况而不能使用时,应从现场撤出直至达到满意的修理或重新配备的要求;所有机械设备合格证或检测报告应置于现场供监理工程师随时查验。

The contractor shall select the hoisting machine according to the construction scheme and transport such machines to the construction site and conduct assembly on site.After being assembled, such machines shall be subject to the trial operation and acceptance and such operation and acceptance shall be properly recorded and signed.承包商的起重机械应按施工方案要求选型,运到现场重新组装后,应进行试运转试验和验收,确认符合要求并有记录、签字。

The piling machine and crane operator shall have professional operation certificate.Such certificate shall be in the contractor‟s custody.JKPM and the supervision engineer reserves the right to inspect such certificate at any time to verify the corresponding qualification.打桩机械以及吊机的操作人员应该具有专业的操作证书;操作证应由承包商集中保管,JKPM及监理工程师有权随时查验,以确认其上岗资格。

When the engineering pile is hoisted and handled, its suspension center shall comply with the design requirement.It shall be kept steady at the time being hoisted to protect pile body quality.工程桩起吊和搬运时吊点应符合设计要求,起吊时保持平稳、保护好桩身质量。

Crane transportation shall be adopted for transporting the piles horizontally.During traveling, the pile body shall be steady and free from vibration.It‟s forbidden to directly haul the pile instead of transporting the piles by vehicles.水平运输采用吊车运输,运输时应做到桩身平稳平放,无振动,严禁在场地上以直接拖拉的方式代替桩车运输。

The pile yard shall be flat and solid and no uneven subsidence is allowed;wooden pad shall be placed near the suspension center and shall be kept at the same level;the piles with same specification shall be piled-up together, with pile tip directing to one side;in case that the piles are overlapped stored, the wooden pad at different layers shall be aligned with each other.The total stacking layers is not allowed to exceed 3 layers.桩的堆放场地应平整、坚实,不得产生不均匀沉降:垫木应放在靠近吊点处,并应保持在同一平面内:同规格的桩应堆放在一起,桩尖指向一端;桩重叠堆放时,上下层垫木应对齐,堆放层数一般不超过三层。

The piling machine operation area shall be clearly marked or enclosed.No entry of unconcerned person is allowed.During pile driving, the operator must make supervision outside of the pile hammer center.打桩机作业区应有明显标志或围栏,非工作人员不得进入,桩锤在施打过程中,操作人员必须在距离桩锤中心以外监视。

Pile hoisting, hammer rotating or traveling is not allowed to be done simultaneously.The operator is not allowed to leave their post when the piling machine is suspended with pile and hammer.严禁吊桩,吊锤回转或行走等动作同时进行,打桩机在吊有桩和锤的情况下,操作人员不得离开岗位。

For crane suspended with vibratory pile hammer, its hoisting hook must be equipped with loose prevention device.Lifting lugs on the vibratory pile hammer used for suspending the steel frame shall be installed with steel rope.悬挂振动桩锤的起重机,其吊钩上必须有防松脱的保护装置,振动桩锤悬挂钢架的耳环上应加装保险钢丝绳。

After ram falling and before the lifting hooks are down near to the ram lifting lugs, no operator is allowed to go down to the pit to mount the lifting hook beforehand and it is forbidden for the personnel who mount the lifting hook to stand on the ram and to be lifted together with the ram when the ram is lifted from the pit.夯锤下落后,在吊钩尚未降至夯锤吊环附近前,操作人员不得提前下坑挂钩 从坑中提锤时,严禁挂钩人员站在锤上随锤提升。

The suspension centre shall be selected according to the appearance, center of gravity and process requirements and shall be specified in the technical scheme.根据重物的外形、重心及工艺要求选择吊点,并在方案中进行规定。

The suspension centre must be used during such operation as hoisting, overturning and displacement.The suspension center must be at the same vertical line as the gravity center of heavy objects and the suspension center must be above the gravity center(the connection line between the suspension center and gravity center of heavy objects is vertical with the cross section of heavy objects).The heavy objects must be hoisted vertically and inclined suspension is strictly forbidden.吊点是在重物起吊、翻转、移位等作业中都必须使用的,吊点选择应与重物的重心在同一垂直线上,且吊点应在重心之上(吊点与重物重心的连线和重物的横截面成垂直)。使重物垂直起吊,禁止斜吊。

When several suspension centers are adopted, the action point for composition of forces of each suspension centre shall be above the gravity center of heavy objects.The length of each sling shall be calculated properly to ensure the heavy objects will be kept in a stable position during hoisting.当采用几个吊点起吊时,应使各吊点的合力作用点,在重物重心的位置之上。必须正确计算每根吊索的长度,使重物在吊装过程中始终保持稳定位置。

When the steel ropes are used for hoisting the structures without hoisting lugs, protection measures must be taken for the edges and corners to prevent the steel ropes from being cutting off.当构件无吊鼻需用钢丝绳捆绑时,必须对棱角处采取保护措施,防止切断钢丝。

The auto crane and rubber-tired crane must be driven by the crane operator.It is forbidden for the driver and crane operator to replace with each other.(Except for that the driver possess driving certificate both for car and crane.)汽车吊、轮胎吊必须由起重机司机驾驶,严禁同车的汽车司机与起重机司机相互替代。(司机持有两种证的除外)。

The crane signal control person must receive the official training and obtain the corresponding certificate.起重机的信号指挥人员应经正式培训考核并取得合格证书。

When the crane is on the ground and the proposed hoisting object is at height, the signal transmission person must be especially assigned to ensure the crane operator will clearly and precisely see and hear the transmitted signal.起重机在地面,吊装作业在高空作业的条件下,必须专门设置信号传递人员,以确保司机清晰准确的看到和听到指挥信号。

When the ground levelness and bearing capacity doesn‟t meet the requirement, the matting measures such as road bed box and stow-wood shall be taken to guarantee the working condition of hoisting machines.当地面平整与地耐力不能满足要求时,应采用路基箱、道木等铺垫措施,以确保机车的作业条件。

The crane operator shall clearly know the weight of proposed hoisting objects and keep the weight briefing being properly recorded.起重机司机应对施工作业中所起吊重物重量切实清楚,并有交底记录。

The working surface shall be level and firm.The support leg must fully jug out and securely matted to ensure the steadiness of the hoisting machines.作业面平整坚实。支脚全部伸出垫牢。机车平稳不倾斜。

Inclined pull and inclined suspension is not allowed.When the heavy objects begin to be hoisted, the action shall be slowly first.Suddenly hoisting is strictly forbidden because it will lead to overloading.不准斜拉、斜吊。重物启动上升时应逐渐动作缓慢进行,不得突然起吊形成超载。

It is forbidden to hoist the heavy objects that have been buried underground, adhered to the ground surface or adhered to other objects.不得起吊埋于地下和粘在地面或其他物体上的重物。

When several machines are operated simultaneously, the operator must clearly know the hoisting synchronism of various hoisting machines and the single machine load is not allowed to exceed the 80% of the rated hoisting capacity.多台机械共同工作,必须随时掌握各起重机起升的同步性,单机负载不得超过该机额定起重量的80%。

When the hoisting machine conducts first hoisting operation or conducts first hoisting after the weight of heavy objects are changed, the heavy objects shall come to a halt after being hoisted 200 through 300mm away from the ground surface and it can not be hoisted again until the hoisting machine is inspected and ensured being at stable working condition and under reliable breaking condition and the heavy objects are suspended securely.起重机首次起吊或重物重量变换后首次起吊时,应先将重物吊离地面200~300mm后停住,检查起重机的工作状态,在确认起重机稳定、制动可靠、重物吊挂平衡牢固后,方可继续起升。

Before hoisting and erection, dangerous operation area shall be set out as per the construction organization plan and conspicuous warning signs shall be provided to prevent unconcerned person from entering into such area.起重吊装作业前,应根据施工组织设计要求划定危险作业区域,设置醒目的警示标志,防止无关人员进入。

Besides arranging signs, person shall be especially assigned to supervise the operation dependent on the site operation environment to prevent the fallings from hurting any person during working at height or overlay operation.除设置标志外,还应视现场作业环境,专门设置监护人员,防止高空作业或交叉作业时造成的落物伤人事故。

Hoisting and erection operator including craneman and electric welder belongs to special trade operator and they must receive training conducted by the related authority and obtain the corresponding certificate prior to the operation.起重吊装作业人员包括起重工、电焊工等均属特种作业人员,必须经有关部门培训考核并发给合格证书方可操作。

Hoisting and erection operation is a highly professional work with higher risk.Therefore such operation shall be carried out by the certified professional team and be directed by the experienced personnel.起重吊装工作属专业性强、危险性大的工作,其工作应由有关部门认证的专业队伍进行,工作时应由有经验的人员担任指挥。

20.城市地下管线保护 Municipal Underground Facility Protection 

If the Contractor‟s site work may exert influence or endanger the underground facilities on the site or in the neighborhood, The Contractor should take proper measures to protect such pipelines.如果承包商的现场作业会影响本项目地块内及周边城市地下管线,承包商应采取相应措施对该管线进行保护。

The Contractor shall make effective marks on the ground for the related pipeline based on the underground pipeline drawing and documents provided by JKPM.The safety personnel shall recheck whether all the pipelines presented on the drawings have been marked and shall take the effective safety protection measures during construction.承包商应依照JKPM所提供的地下管线图纸及文件对相关管线在地面上进行有效标识,并由安全员复核所有图纸上的管线已全部标出并在施工时实施有效的安全保护措施。

Contractor shall conduct the construction in working area and make maintenance for the roads in the working area.All the roads to be constructed by the Contractor shall be subject to the vehicle running and serve the purpose of protecting underground pipelines.All temporary roads shall be removed prior to completion of project.承包商应在其作业区域内施工并应对作业区域道路进行维护。所有由承包商施工的道路应能够受车辆的运行,达到保护地下城市管线设施的作用。所有的临时道路应该在完工前清除。

JKPM HSE personnel/supervision engineer shall check and supervise the Contractor as per aforesaid requirements.JKPM HSE/监理工程师将按上述要求对承包商进行核查、监督。21.环保 Environmental Protection 

The Contractor shall take all necessary measures to the satisfaction of supervisor and environmental authority‟s request to restrict pollution of waters, soils, noise and air.In the event of any environmental incidents occurred, the JKPM/supervision engineer shall be informed at once.承包商采取所有必须的措施,以满足环保部门限制水域、土壤以及噪音、空气污染的要求;若发生环境事故,应该立刻向JKPM/监理工程师报告;

For all paints accessed the construction site, its storage and usage environment and condition must be subject to the approval of the contractor‟s HSE personnel 进入现场的油料,在储存/使用过程中的环境/条件必须得到承包商HSE人员认可。

The white plastic lunch box and the plastic bags used for packing the equipment and material must be strictly controlled and reclaimed.Otherwise once being blown into the aviation area, they may drawn in the aircraft and cause dreadful consequences, 现场白色塑料饭盒及设备材料外包装塑料袋等一定要严加管理控制和回收,否则一旦吹入飞行区,可能吸入飞行器,后果不堪设想;

Construction waste shall be collected by the environmental department or be transported to the designated place for disposal.承包商建筑垃圾必须请环保部门集中收集或运输到其指定地点倾到处理。21.1水环境 Water Environment 

It‟s forbidden to throw any substance into surrounding rivers or main part of other waters to prevent water quality or growing environment of fishes and wild plant being polluted.禁止将任何材料投入周边水域,避免污染水质或损害鱼类以及野生植物的生长环境;

It‟s forbidden to discharge any harmful waste water to prevent pollution to the environment.禁止排放有害污水造成环境污染;

It‟s forbidden to discharge mortar or sludge without prior proper treatment directly to the municipal drainage system or to the road 禁止向市政管道及道路上直接排放未经处理的泥浆。

Any unknown liquid or liquid chemicals(such as oil)is forbidden to pour to city drainage pipe net 施工现场严禁向市政管线直接倾到不明液体或含有化学品的液体(油类)。21.2土壤/噪音 Soil/Noise 

Waste(such as paint)cleaning that may cause pollution to environment is forbidden.禁止可能造成环境污染的对废弃材料的清理工作(油料); 

Soil pollution shall be avoided.禁止土质污染;

The contractor is not allowed to store large amounts of flammable and explosive substance at the designated area.The area for storing small amount of flammable liquid(such as diesel tank or drums for storing diesel, petroleum, waste oil or other flammable liquid)shall be kept away from the aviation area and be constructed with concrete dam.The dam shall surround all the storage area to prevent any overflow, leakage or spilling into conduit and municipal rain water piping.The dam height correlating with storage area shall be enough to cope with the worst condition maybe caused by stored combustibles.承包商在其对指定的区域不得大量储存易燃易爆物品,少量储存易燃液体(储存柴油的油箱或储存柴油、汽油、废油以及其他易燃液体的油桶)的区域应远离飞行区且修筑混凝土堤沿。堤沿应围绕整个储存区域以防止任何流溢、泄漏或溅出到沟渠以及市政雨水系统。堤沿的高度与储存区域的大小相关,其高度应足够应付所有储存的易燃物发生最差的情况;

Direct pouring of abandoned chemicals and paints is not allowed to avoid soil pollution.严禁直接倾倒废弃化学品与油料,避免造成土地污染。

Contractor shall take effective noise reduction and sound insulation measures to mechanical facilities or equipments that could cause bigger noise.承包商必须对造成较大噪音的机械设施或设备进行有效的降噪和隔音措施; 21.3尘土/气体 Dust/Gas 

The Contractor shall keep all dusts within construction area is properly controlled during performance of contract.Proper recognized dust control method such as water spraying is adapted to the relevant area.在合同执行期间承包商应保持所有施工区域的尘土得到控制。允许采取适当的用于相应区域且获得环保行业公认的尘土控制方法、如洒水处理等。

Any harmful gas to be specified by the relative governmental laws and regulations is forbidden to exhaust.Any mechanical facilities or equipments that will generate polluted gas are forbidden to use on site.禁止排放有关政府法律、法规规定的有害气体;并不允许使用会造成污染气体的机械设施或设备;

The project is located adjacent to the aviation area.Therefore the dust at the construction site shall be strictly controlled to prevent the flied dust from impacting the runway.本工程紧贴飞行区,对施工场地的粉尘要严加控制,防止刮风粉尘影响跑道; 22.健康预防Health Prevention 22.1宿舍区域Dormitory area 

Contractor has the duty to carry out occupational disease prevention activities and improve sanitary condition.Health records and periodic health examination shall be available for new employees.承包商有义务做好职业病的预防和改善卫生条件的措施。新进员工应建立健康登记并定期进行健康检查。

Temperature reducing, anti-freezing and winter proofing measures shall be done when winter coming.做好冬季的降温、防冻、防寒工作。

Canteen sanitation shall be in accordance with the requirements of governmental sanitation and antiepidemic authority.Portable water on site shall comply with portable water drinking standard.Tea tank shall be sterilized to the satisfaction of tea supplying sanitation and shall be locked as per the provision.食堂卫生应符合政府卫生防疫部门要求,工地饮用水卫生必须符合饮用标准,茶水桶要消毒并能保证供应卫生,按规定茶水桶要上锁; 22.2施工区域Construction area 

Any activities by Contractor shall not do harm to person health.承包商任何作业应在不危害人员身体健康的情况下进行;

In the event of any dust, smoke or toxic air being leaked, proper use of ventilation system and approved face shield shall be made available.The Contractor shall provide breathing apparatus to prevent incidents caused by oxygen deficiency.The Contractor shall ensure that all these protective facilities is available and be in good condition under aforesaid circumstance.对泄漏的灰尘、烟雾或类似的有毒空气必须确保通风,并且应该使用认可的防护面具(如;口罩)。承包商还应提供呼吸设施以防缺氧事件的发生。承包商应该确保在上述情况施工时,员工应该配备这些防护设施,并且这些防护设施是有效的,质量良好;

Ear defenders(such as ear plug)shall be worn in the working area where the noise level is higher than 85dB.However Contractor has the duty to wear these ear defenders under 80dB of noise level.在超过85dB的区域作业,应该配戴听力保护器(耳塞等)。承包商有义务在80dB左右的情况下就配戴这些防护设施; 23.禁区Restricted Area 

Construction area is located at a given airport control area where Contractor shall strictly follow airport control requirement.Any individual, organization or vehicle is not permitted to access to the area that is not workable for Contractor and any violator will be punished by airport authority according to relevant laws and regulations.The JKPM has no right to perform the punishment thereof but to notice only.承包商施工作业范围位于特定的空港管制区域,除在JKPM指定的施工区域内要严格遵守空港管制要求外,不属于承包商使用的区域;任何个人、单位及车辆均不得擅自入内,违禁者机场当局将依相关法规处置。本条文处置权不在JKPM,仅限告知;

24.应急 Emergency Response 

The Contractor must designate a person who is available at any time to be responsible for make coordination and instruction in case of emergency.JKPM will provide emergency contact list and contingency plan.承包商必须指定一名始终能够联系到的联络人,负责紧急情况下的协调指挥。并向JKPM提供紧急联系清单和紧急反应预案。

During the implementation of this project, Contractor must clearly define the emergency response measure and program for various emergent incidents to control and relieve the impacts that may be caused by the incidents.在工程项目实施中承包商必须明确生产活动过程中可能发生的各类紧急事故的应急救援方法及程序、以确定各类事故在发生后所应及时采取的对策及措施,以控制和缓减事故所可能产生的影响。

The Contractor‟s project manager is responsible for preparing contingency plan and related person shall make coordination to ensure such plan being implemented properly.承包商项目经理应负责制定应急救援预案, 相关人员配合应急预案实施。

the contingency plan prepared by the contractor shall be submitted to supervision engineer and JKPM for registration after approved by the higher administrative company.承包商编制的相关应急救援预案必须在得到上级公司批准后报监理工程师和JKPM审批备案。25.递交 Submission 

Contractor shall submit to supervisor following documents prior to the commencement of work on site.承包商应在现场的工作开始之前向JKPM/监理工程师提交下列文件: 

Approved various special safety technical program/measures;得到确认的各项专项安全技术方案/措施;

The driver‟s license for all vehicles and machinery and list of number plate;所有车辆和机械设备在工地使用之前的相关驾驶员执照和汽车牌照号码清单; 

Name list of operator assigned for crane, tower crane, piling machine and other machinery/equipment.被任命操作吊车、塔吊、桩机以及其他材料操作机器/设备的人员姓名,

Name list of project manager and safety personnel and copy of their qualification certificate;name list and work license copy of all special trade operators.项目经理/安全员姓名清单、资格证书复印件;所有特种作业人员姓名清单及上岗证书复印件。

Name list and qualification certificate of persons responsible for safety and special trade operators.安全负责人姓名清单、资格证书复印件;特种作业人员姓名清单及上岗证书复印件;

Copy of signed contract, qualification, safety permit and other related certificates(documents)applied upon the request of the airport authority.承接合同复印件,企业资质、安全许可证复印件及机场当局要求申办的相关证(文)件复印件;

26.事故/调查 Incidents and Investigation 

All incident reports and equipment damage shall be reported to the JKPM/supervisor immediately.所有的事故报告以及设备损坏必须立刻向JKPM和监理工程师报告;

In the event of any person needed for first aid, safety manager who will execute the task shall be contacted.If this incident is required to be reported to government, Contractor shall prepare the report timely upon the incidents happening according to relative provisions, with a copy to the JKPM/supervisor.如有需要急救护理的人员,需要该企业与安全经理联系并由其执行处理工作。当事故属于需要向政府机构报告时,承包商应该按照相应的规定及时在事故发生后作出此报告,并将报告的拷贝件提交给JKPM/监理工程师。

The Contractor must submit complete investigation report to the Owner within 24 hours after incidents.承包商必须在发生事故/时间后的24小时内向业主提交完整的调查报告。

The Contractor must report the incidents allsidely based on the Owner‟s incidents investigation and reporting procedure.承包商必须按照业主的事故调查和汇报程序全面进行事故报告。

The Contractor can not interfere with the place where incidents happened and its surrounding area without permission of JKPM.除非得到JKPM许可,承包商不得扰乱事故发生地及周边区域。

The Contractor shall make injury report to related government department as per the government specified process.承包商应按政府规定程序向政府有关部门进行伤亡事故报告。27.违反与处罚 Violation and Penalty 27.1基本要求 Basic Requirement 

JKPM has the right, on behalf of the owner, to give penalty to the Contractor for their violation of HSE procedure.JKPM有权代表业主对承包商违反施工及机场安全、环保、健康采取罚款的处罚。

Each situation will be evaluated on an individual basis based on violation severity.Enforcement measures range from a verbal warning, imposing fines to removal from site.In addition, the contractor who violates the related regulations many times will be deemed as a deliberate violation.JKPM shall have the right to draw up a written resolution or convene a site meeting to terminate the contract.JKPM根据人员行为的严重程度、来评估每一事件,采取口头警告、罚款处罚到驱逐出工地的不同强制措施。另外,多次违反规定的承包商则被认为有意为之,JKPM有必要制定书面决议或召开现场会议,终止合同。

For the purpose of ensuring HSE procedure being enforced effectively, JKPM shall conduct a penalty system under which any one being found fail to obey HSE procedure will be penalized together with Contractor.If the defaults are up to the organization of Contractor, the organization shall also be penalized.为保障本工程安全法规的有效实施,JKPM将根据建立的处罚系统,在必要时采取处罚措施。任何被发现不遵守工地安全规定的人员将被处以罚款处罚,同时承包商将一并接受处罚。对承包单位违反安全规定的行为,JKPM也将予以处罚。

In the event of any defaults that may pose a threat to a person or properties, JKPM and safety supervising engineer has the right to suspend the construction, any expenses and delay arisen thereof shall be born by Contractor.Provided that Contractor fail to or refuse to correct the found defaults, contract can be terminated and the person who takes the blame for it shall be expelled from the construction site.一旦发生威胁人身或财产安全等违规行为,JKPM与安全监理工程师有权停止工程的继续。此类停工造成的任何费用以及时间的延误均由承包商承担。若承包商对于被发现的违规行为未能或拒绝纠正,合同可以取消,并且或对此负有责任者将被开除出工地。

In the event of Contractor receiving corrective action request notice from supervisor and governmental supervision authority, the JKPM shall, as the case may be, be penalized supplementary and may be penalized without any written warning.对现场监理工程师、政府安全监督机构签署给承包商的监理工程师通知单、安全整改通知单,JKPM将视情况可给予追加处罚,并保留不做书面警告就采取处罚的行动。

At the same time being penalized, the Contractor shall take corrective action unconditionally and appeal for supervisor to review.If the Contractor fails to take desirable corrective action or refuse to, the JKPM shall reserve the right to further penalty to the extent that contract being terminated.承包商在接受处罚的同时必须无条件对其违反安全规定的行为进行整改,并提请监理工程师进行复查。如整改不符合要求或拒不整改,JKPM将保留对其进一步处罚直至解除合同的权利。

JKPM reserves the right to replace the project manager and safety personnel who are inefficient.对在工作中不称职的项目经理、安全员,JKPM有权予以调换。27.2处罚主体/范围/额度:Penalty Subject/Range/Limitation 

The JKPM reserves the right to penalize all Contractors or employees who fail to obey HSE procedure.JKPM对违反安全行为的所有承包商及其个人保留处罚权力;

The JKPM has the right to establish more detail penalty catalogue with 100 RMB as minimum fine and 1% of the contract value as maximum with the exception of terminating contract latterly.Any Contractors or employees who fail to obey HSE procedure will suffer penalty based on the catalogue and their actual disobedience degree.并根据以下处罚条文和附录处罚清单;对照违反安全规定的承包商及其个人,视违规程度的严重性进行处罚。清单中罚金最低下限100元人民币,最高上限为合同总价1%。但不包括合同终止。

Government safety supervision authority/quality supervision authority/material supervision authority/environmental protection authority issues a corrective action request notice to the Contractor.对政府安全监督机构/质量监督机构/材料监督/环保机构等签发给承包商的整改通知单。

For other major injury or death accidents, the Contractor will suffer a maximum of 1% of the contract value as penalty for each of accident or the contract will be terminated and the Contractor will take full liable for such accident.其它重大伤亡事故处以每起处最高合同总价1%罚款或合同解除,承包商承担全部责任。

The contractor‟s safety personnel is absent on site or fail to patrol inspect the safety condition on site.承包商安全人员不到现场或不在现场巡视指挥安全的实施。27.3处罚金收取/保留:Collection and Retention of Fines 

Personal fines and Contractor fines shall be deducted from current monthly payment or final payment.个人和承包商的违规罚金将从其承包商当月或竣工结算的工程款中扣除。

Related penalty item and standard refer to the attachment.相关处罚事项和标准见附录。

28.监督实施 Supervision of HSE Implementation 

The implementation of this HSE procedure is supervised by JKPM project office and supervision organization authorized by JKPM.本手册的监督机构为JKPM工程项目部和JKPM授权的监理机构。

The HSE procedure is implemented by the Contractor, subcontractors for different disciplines and equipment suppliers.承包商及各专业分包、设备供应商为实施的主体。29.备注 Remarks 
