——抓住五个环节 发展农村金融
4月21日,市长黄奇帆在2012中国农村经济论坛发表演讲,他说,金融是现代经济的核心,解决“三农”问题,发展现代农业,繁荣农村、富裕农民,离不开强有力的金融支持。近年来重庆抓住农村“三权”确权、明确农村“三权”的使用权也是财产权、推动农村“三权”抵押贷款、建立多层次担保体系、建立农村基层银行服务体系等五个环节,大力发展农村金融。
黄奇帆说,重庆是一个大城市与大农村、大山区、大库区并存的地方,实现统筹城乡改革发展,是重庆的立市之本,也是最艰巨的任务。历届中央领导对重庆城乡统筹改革发展都有重要嘱托。近年来,重庆按照科学发展观的要求,认真贯彻落实“314”总体部署和国发3号文件精神,努力推动城乡基础设施、基本公共服务、社会保障、资源要素配置、人口转移流动“五个一体化”,大力促进农业现代化,增加农民收入。
黄奇帆说,中国农村发展面临各种问题,其中,农村缺少金融服务是一个非常突出的问题,目前的农村金融远远不能适应“三农”发展需要。为大力促进农村金融发展,重庆着力抓住五个环节予以推动。
第一是对农村“三权”确权。产权明晰是农民财产进行抵押或流转的前提和基础。重庆有3400万亩耕地,但是农民承包权证总面积只有1900多万亩,原因有三个:一是投影面积和实际丈量有差异;二是为平衡土地肥瘦差别有折算统计的情况;三是以前农业税按面积交税,有有意少算的现象。在确权时,如果少算面积,会影响征地补偿、流转收益,以及抵押贷款数量。我们以国土部门测绘的实际面积为基础,使农民的权证和实际耕地数量一致,将法律法规规定的财产权利真正落实到农民手中。
第二是根据《物权法》规定,所有权是一种财产权,使用权作为用益物权也是一种财产权,明确农村“三权”的使用权作为用益物权也是财产权,并将所有权和使用权进行权重量化。根据重庆实际,确定宅基地量化为财产权益的时候,15%归集体所有,85%归农民所有,耕地和林地则80%归农民,20%归集体所有。
第三是开展农村“三权”抵押贷款。农村“三权”量化确权后,就具有抵押的可行性。重庆在坚持“不改变土地所有权性质,不改变土地用途,不损害农民利益”的前提下,根据农民意愿开展“三权”抵押贷款。同时我们还利用农村土地交易所,对农民宅基地复垦产生的地票进行交易,交易所得85%归农民,15%归集体。
第四是建立多层次的风险分担补偿机制。一是建立“三权”抵押贷款风险补偿基金,当农民贷款出现坏账时,由政府承担35%的损失;二是建立农村“三权”抵押融资伞形担保体系,先后成立三峡担保、农业担保和兴农融资担保等3家国有性质的涉农担保公司,资本金总额达110亿元,并在各涉农区县成立分公司,形成覆盖全市的担保体系。
第五是完善农村基层金融服务体系。重庆积极支持国有民营商业银行机构网点向区县乡镇延伸并开展服务三农的抵押贷款,已组建了村镇银行、农村资金互助社和贷款公司等新型农村金融机构,实现了乡镇POS机布设和定时流动金融服务的全覆盖。
去年,重庆累计发放“三权”抵押贷款180亿元,今年有望突破300亿元,我们的目标是到2015年力争达到1000亿元。去年,全市农业总的产出为1000亿元,如果有1000亿元贷款投入,至少能增加1000亿元的产出,这样农民的收入就能实现翻番。

黄奇帆在2011年中国市长论坛暨中国市长协会第五届五次常务理事扩大会议上的讲话 “2011中国市长论坛”暨中国市长协会第四届五次常务理事扩大会议11月12日在安徽合肥举办,住房和城乡建设部部长姜伟新、北京市市长郭金龙、重庆市市长黄奇帆、安徽省省长王三运等出席会议。黄奇帆在会上第一个作主题演讲,用独到的观点、严密的逻辑和精辟的分析,对房地产调控的五个关键环节和重庆采取五个有效措施大力推进保障房建设等进行了深入浅出的阐释。
国内外理想的房地产市场调控目标,就是这个国家或城市的平均家庭收入6—7年能买一套七八十平方米的普通商品房。要实现这个目标,总体上要抓好“供求平衡、土地价格、税收分量、金融杠杆、配置格局”等五个房地产调控的关键环节。
黄奇帆说,对任何一个国家来说,房地产业都是支柱产业,是民生产业,是和老百姓的财产以及金融息息相关的产业。因此,房地产业的健康平稳发展,是任何一个社会、一个国家、一个城市的管理者孜孜追求的目标,也是宏观调控的一个重要对象。
黄奇帆说,无论国内还是国外,理想的房地产市场调控目标,就是这个国家或城市的平均家庭收入6—7年能买一套七八十平方米的普通商品房。那么,怎样才能实现这个目标呢?总体上讲,就是要抓好“供求平衡、土地价格、税收分量、金融杠杆、配置格局”这五个房地产调控的关键环节。这五个关键环节是“军规”,是底线,宏观上,如果这五个环节的顶层设计都科学,那么房地产业就不会出现大起大落的状况,就能实现健康平稳发展。
要做到房地产的供求平衡,首先要确定房地产的总量。每个国家根据各自的实际情况,都有人均住房面积的标准,西方发达国家一般是四五十平方米,而中国人多地少,住建部规定我们城市人均住房面积的标准是30平方米,这个标准乘以一个城市规划确定的人口数量,就是这个城市所需的房地产总量。总量确定后,是一两年、三五年完成,还是十年二十年完成,这有个当年的施工量、建设量,也是要控制的。毎个新兴的、扩张中的城市,每年的房地产投资不能超过固定资产投资的25%。不足25%,说明这个城市的房地产业发育不足,而一旦超过,则很容易出现泡沫。前些年,国内有些城市的房地产投资占到固定资产投资的百分之三四十,甚至百分之五六十,事实证明都出现了泡沫。
在控制地价方面,也要注意两点。首先,地价是影响房价高低的一个重要的基本面原因,政府不能唯利是图,炒高地价,不要做推高房价的罪魁祸首。当今中国不少城市房价高,就与地价高有直接关系。我们平常讲的笑话,面粉价格比面包贵,面包做出来就更贵,就是这个道理。我们要把握的是,一个城市的楼面地价不能超过当期房价的1/3。这应该作为一条“军规”,作为一个有效的机制。如果把地价炒高了,短期你的财政收入可能很高,但最后的结果是投资环境恶化,长远将会影响这个地方的可持续发展。那么如何才能做到楼面地价不能超过当期房价的1/3,实现对地价的有效调控呢?这就要求政府要搞土地储备,没有土
地储备,就会丧失城市管理的基本调控权,想调控也无法调控,楼面地价低于房价的1/3,就会变成空话。所以,重庆巿政府从2002年开始,强力推进土地储备,把城市核心区未来要扩张的500平方公里60%的可建设用地,差不多40余万亩,掌控在政府手中。当政府土地储备比较充分的时候,政府想地价低一点,只要考虑自己的地出价低一点就行了,当地价高了的时候,多供两块地就可以压下来。
在税收分量上,同样要注意两点。房地产的税收是一个国家、一个城市财政收入的重要部分,在国外一般占到财政收入的1/3左右,国内一般在40%左右。但国内外的房地产税收有一个重要区别,国外的房地产税收是以直接税为主,像房产税、物业税等,而囯內是以生产环节税为主,包括交易契税、增值税、营业税、所得税等,这些税容易包含在房价里推高房价。而房产税、物业税等直接环节的税,是一个年年要征收的资产税,这个税高了以后,会使得买房的人增加使用成本,令量入为出的人不敢买太大的房子。所以,直接税对房地产消费市场会起到有效控制的作用。这也是重庆为什么进行税制改革征收房产税的原因。同时,在实际税收调控中,要采取“低端有保障、中端有优惠、高端有约束”的“三端调控”策略。低端有保障,就是对公租房、安置房等低端住房不收税,不收配套费,不收土地出让金,不收建设企业的利润。这“四个不收”,可以使住房建设成本降到最低,这样给老百姓的租金或者卖价也会低;中端有优惠,就是对老百姓买来自己住的普通商品房,在税收上给予一定优惠;高端有约束,就是对房价比商品房平均价格高两倍、三倍、五倍的高档商品房征收房产税,同时在交易环节征收较高的契税和增值税等,这是国际惯例,实际是一种财产再分配,体现公平。
讲到金融杠杆,要弄清楚金融对房地产的调控有两种概念。金融调控首先是基本面的调控,就是货币政策,比如调整利率,调整准备金率,这不仅仅是对房地产的金融调控,是对天下一切行业都起作用,房地产作为一个行业,同样要受宏观货币政策的影响。我们这里讲的金融杠杆,就是指针对房地产的金融调控,是为了让房地产健康平稳发展。目前,中国对房地产的金融调控可谓是五花八门,比如对房产商投资的信贷抽紧,比如提高首付贷款利率,比如出台限购、限价、限贷等措施。其实,这些措施都没有击中“七寸”要害。宏观货币政策一旦确定,就应该实行统一的利率,按揭贷款就应当按照这种利率,不能今天可以优惠30%,明天就取消优惠,随意改变。其实,金融对房地产最简单最直接最有效的调控只需要一种,就是首付和按揭的杠杆比。当你为了大力刺激房地产,可以实行零首付,杠杆比达到100%,就会出现次贷危机,美国的次贷危机就是这种情况。另一种情况,为了紧缩房地产,实行零按揭,杠杆比为零。这是金融调控房地产的两个极端。对政府来说,所谓金融对房地产的调控,只要讨论在零首付和零按揭之间采取什么比例。这个点就我们来说,老百姓购买的首套普通商品房,首付应该在30%左右;对第二套以上的商品房或者高档商品房,首付可以到60%;第三套以上的可以零按揭。只要采取这样的调控政策,运用好首付比这个金融杠杆,将按揭比例固定下来,目前采取的限贷、限价、限购等五花八门的调控措施其实都是可以取消的。
最后就是做好房产的配置格局。不管你房价调得多么好,6—7年能买一套房,但总还有相当一部分困难群体拿不出钱买房,所以,在住房配置上,要采取“双轨制”,由政府给这部分困难群体提供保障房。一个社会的住房供应不能100%是商品房,也不能100%是政府保障房,有三七开,或者四六开的比例,具体比例可以根据每个城市的实际情况定,但住房配置“双轨制”是我们社会应负的责任。
黄奇帆说,房地产是个消费品,跟供求有关,供过于求就跌,供不应求就涨;房地产也是个不动产,跟地价有关,不动产的要害是土地,土地要涨价,房产要折旧,所谓房地产保值增值,主要是土地的保值增值;房地产还是个商品,涉及生产和持有环节,与税收有关,税收包括持有环节的税收和生产交易的税收,生产交易的税收会摊到买卖双方的基数里去,会推高房价,而持有环节的税收会增加持有成本,从而遏制房产消费;房地产同样也是个资产品,当然也与金融杠杆有关,杠杆大了,购买力就强,就刺激房地产,而杠杆小了,购买力就弱,就会抑制房地产;房地产还需要“双轨制”配置,“双轨制”里的保障房系统是政府的公共服务,政府的公共服务不光是养老、医疗、教育、卫生、文化,还应该包含为困难群体提供住房保障。总之,我们只要把房地产系统的供求平衡、土地价格、税收分量、金融杠杆、双轨配置五个关键环节调控好了,就会促进房地产健康平稳发展,实现国泰民安。
重庆采取五个有效措施大力推进保障房建设,一是公事公办公建公管;二是服务对象明确;三是开工率、竣工率和配套率同步推进;四是避免两个“黑洞”;五是实现投融资平衡
谈及如何搞好政府的保障房建设,黄奇帆说,重庆认真贯彻落实中央有关保障房建设的政策,着力采取了五个有效措施来推进。
第一,保障房是政府的公共服务行为,应当公事公办公建公管。政府要保障社会的衣食住行,保障养老、医疗、教育、文化和卫生,保障房作为住房里边的一项重要内容,就应当由政府来提供服务,由政府组织相关的土地储备公司,负责房产建设,由政府成立公租房管理局,负责管理。在美国、新加坡、香港,保障房都是由政府作为法人统一建设管理,资本主义都如此,社会主义更应如此。我们不允许各个单位用集资建房的模式来建公租房、保障房,那样极易出现权力寻租,造成新的不公;另外我们也不鼓励私人老板来建公租房、保障房,老板要追求利润,我们既不能强迫老板来干费力不找钱的活,也不能因此而抬高了公租房、保障房的建设成本。
第二,服务对象明确,就是三类人:一是进城有工作的农民工;二是新生代的大学毕业生;三是城市原住民中的住房困难户。我们这三类服务对象特征明确,不会出现“浑水摸鱼”现象。让当官的、机关干部、富裕人群去模仿农民工,模仿不了;让40岁的大学生,假冒二十几岁刚毕业的大学生也不行;住房困难户是指家庭人均住房面积在15平方米以下,三口之家只有三十几、四十平方米,长期住在很拥挤的地方,隔壁邻居都知道,一调查就清楚。现在很多地方把收入作为能否享受保障房的主要标准,但国内目前的征信系统很不完善,而
且登记管理的操作体系也很分散,在居委会、街道登记,它们不是权威部门,要居委会、街道去甄别、核对申请保障房对象的收入很麻烦,也搞不清,还容易出现灰色问题,这样还不如把特征群体搞得简单而好操作。同时,我们对这几类人取消户籍限制,不管是外地还是本地的,只要到重庆来工作,就可以申请保障房。从目前已经进行的三期配租情况来看,我们这个标准非常合理有效,基本没有发现有“浑水摸鱼”的。
第三,保障房的开工率、竣工率和配套率同步推进、一起考核。保障房一旦开工,我们要求两年至两年半必须竣工。竣工的同时,要把保障房周边的配套搞好。你在郊区弄一块地,两年半以后造好了,但水电气不通,公共交通不到位,学校医院不配套也不行,这样的保障房即使建起来也没有意义,老百姓不能安居,所以“三率”必须同步推进。
第四,避免两个“黑洞”。保障房最怕的是形成一个无底洞,今年造的保障房给了今年困难的人,他拿去以后,隔几年变富了,重新买了商品房,保障房不退出来,而是当商品房卖掉,还赚一大笔。这样,一方面就有很多人削尖脑袋、弄虚作假来申购保障房,另一方面,政府的保障房资源,造出一批分掉一批,有去无回,年年要造保障房,永无止境,这不行。为此,我们立了一个规矩,公租房到老百姓手中,租满5年后可以成本价购买,但以后要出售时,必须卖给公租房管理局,形成政府保障房的良性循环。这样,后门关上了,就没有炒作的价值,没有资本的利益输送,也就没什么人想投机来钻营这件事,反而朗朗乾坤,没有腐败。这样,既可以防止出现经济适用房那样的利益输送“黑洞”,又可防止无休止地修建公租房产生的资金“黑洞”。
第五,实现投融资平衡。我们3年造4000万平方米的公租房,去年开工了1300多万平方米,今年又开工了1300多万平方米,明年还要开工1300多万平方米,总共要花1400亿元,资金怎么解决?300亿元是土地划拨,我们储备了几百万亩地,拿出4万亩造公租房,这4万亩地的价值大体上有300亿元。同时,政府财政出300亿元,其中包含中央财政、建设部给我们建设廉租房、公租房的补助。剩下的800亿元,我们向银行贷了350亿元,又向社保基金、保险公司、中央大型国企借了近500亿元,目前这800亿元也已到位。建设资金筹措到位后,关键是今后几年如何将这800亿元的本钱和利息还掉。支付利息方面,我们大体上算了个账,1400亿元造的公租房,租金完全可以偿还800亿元的利息,还本方面则有两个途径:一是通过租售公租房的商业配套设施,可逐步偿还400亿元的贷款本金;二是重庆《公租房管理暂行办法》规定,居住满5年后,公租房可以向特定对象出售,销售价格按综合成本确定。按此测算,出售30%的住房,也将实现400多亿元的进账。这样就可以把账给平衡过去了。
黄奇帆说,重庆通过上述五项措施来推进公租房、保障房建设,去年建了50万套,占全国570万套保障房建设任务的近9%,今年我们继续建了50万套,占全国1000万套保障房建设任务的5%。重庆建设的100万套保障房,一半是危旧房、棚户区改造形成的安置房,一半是公租房。目前,重庆的公租房已经通过摇号配租了三次,为5.5万户家庭、十几万人
提供了住房保障,今年内还将继续组织摇号配租,最近的一次就在11月23日,还将有更多的老百姓因此实现“居者有其屋”的心愿。

May I begin by thanking Sir Howard for this honour of speaking at the London School of Economics and Political Science.其实,我与LSE还很有缘分。这是我第二次访问LSE。上一次是我刚上任不久来LSE出席“汉语桥”英国赛区的预赛。那是我来英国后的第一场公共活动,也是第一次演讲。由于预赛在LSE举行,又逢虎年,英国选手个个虎虎生威,一路过关斩将,最后伦敦大学亚非学院的蒋思哲(Stewart Johnson)获特等奖,开了英国选手在世界大学生“汉语桥”中文比赛总决赛中夺冠之先河。他们应感谢LSE给他们带来的好运。
In fact, this is my second visit to the LSE.I made my first public appearance and first speech as the Chinese Ambassador to the UK at the LSE.That was when I attended the Ninth Chinese Proficiency Competition here.As the competition was held in the LSE, and it was shortly after the start of the Year of Tiger, the British contestants put on a vigorous and truly outstanding performance.I'm glad to say that Stewart Johnson, an undergraduate at SOAS won the competition in the UK and went on to win the top prize in Beijing, becoming the first ever British student to win this prize.Maybe he should thank the LSE for this good luck.当然,真正让LSE闻名于世的还是它深厚的学术底蕴,使它成为社会科学教学与研究领域的知名学府。LSE也是国际化程度最高的学府之一,培养了140多个国家和地区的精英。值得一提的是,LSE与中国颇有渊源,中国一些杰出的外交官都曾在LSE深造,其中有中国现任外长杨洁篪先生。近年来到LSE求学的中国学生日益增加,目前已超过500人。
The LSE has a well-deserved reputation for academic excellence.It prides itself on its diversity of students from over 140 countries.Many of them then returned home to become leaders in their respective fields.Among them are some distinguished Chinese diplomats, including the current Chinese Foreign Minister Mr Yang Jiechi.I am delighted to learn that the LSE is now home to over 500 Chinese students.此次LSE中国发展学会在2011年岁初举办主题为“中国的国际融合:前景与挑战”的“中国发展论坛”,我认为恰逢其时:一是中西方关系近年来发展较快;二是中国去年刚刚超过日本成为世界第二大经济体。中国的发展越来越引起外界的关注,人们也越来越关心中国与世界的融合问题,实际上就是中国与世界的关系问题。
The LSE China Development Forum comes at an interesting time, with the interesting theme of “Prospects and Challenges–China's global integration”.This is a time of fast development of China's relations with the West.This is also a time when China again comes under the spotlight, after overtaking Japan to become the second largest economy.China's development is attracting growing international attention.People are wondering about how this would impact the international system and where China's relations with the world are headed.关于这个问题,这几年外界观点很多,大致有这么几种:
People in the West tend to look at China from many different perspectives:

一是“威胁论”。根据西方近代史上的经验,“国强必霸”,因此西方一些人认为中国的发展是威胁,世界政治格局的演变是一种零和游戏,你升我降,你兴我衰,中国的“韬光养晦”政策就是“卧薪尝胆”。持这种观点的人去年非常得意,他们自以为找到了新的例证,将中国在南海、钓鱼岛问题上正当维护自己主权的行动视作“强硬”,认为中国外交已经开始咄咄逼人。我想,我们还是应该听听美国国务卿克林顿上周是如何评价这种观点的:“在亚太和美国,有人把中国的增长看成是威胁,或将导致冷战式冲突,或将使美国衰败”,“我们不接受这些看法”。事实上,坚持原则立场同是否强硬是两码事,国家之间打交道,重要的是看是否占“理”,“理直”才能“气壮”,“理屈”自然“词穷”。维护国家的主权、安全和发展利益,这就是中国外交的“理”,也是国际关系中的“理”。
Some see China as a threat.They look at the modern history of Western nations and conclude that “Rising powers are bound to seek hegemony”.They see the shifting balance in the international political landscape with a zero-sum mentality.They believe China is “hiding its capabilities and biding its time” before pressing forward to dominate the region and ultimately the world.They point to recent acts by China to safeguard its sovereignty in the East and South China Seas as evidence of China's assertiveness.Let me quote from Secretary Hilary Clinton, who spoke about this just last week–“Some in the region and some here at home see China's growth as a threat that will lead either to Cold-War-style conflict or American decline.…We reject those views.” I believe upholding principles and being assertive are two different things.What really matters is whether a country is on the right side.You can only make a strong case with good reasons.For China, safeguarding its interests in sovereignty, security and development is the right thing to do.This is a major principle in China's foreign policy, and is also a principle in international relations.二是“责任论”,说是责任论,实际上是说中国“不负责任”。他们认为中国作为国际体系的一份子,享受了现行体系的好处,如经济全球化和贸易自由化,但没有做到也不愿去尽一个大国的责任,权利与责任不平衡,实力与作用不匹配,中国只是在“搭便车”。持这种观点的人眼里就盯着气候变化、朝核、世界经济失衡等几个问题,其实就拿这几个问题来指责中国“不负责任”也显得苍白无力。比如,朝鲜半岛局势最近出现缓和,大家公认中国再次发挥了积极作用。更何况,中国积极参与国际经济金融体系改革和治理,积极参加联合国维和行动和打击海盗,积极推动气候变化、国际发展等全球性问题的解决。
Some believe China should take up more international responsibilities.These people complain that China has not fully honoured its obligations.They believe that China free-rides the current international system.It benefits significantly from globalisation and trade liberalisation, but is reluctant to assume the responsibilities of a major power.They criticize China for lack of responsibility in climate change, the Korean nuclear issue and global economic imbalances, etc.Nothing could be further from the truth.China has played an active role recently in easing tensions on the Korean Peninsula.China is taking an active part in the reform of the international economic and financial structures, in UN peacekeeping missions and in the fight against piracy.It is committed to working with other countries for solutions to global issues from climate change to international development.三是,我称为“跛脚论”。认为中国经济发展赶上了世界的步伐,但政治、意识形态和价值观上中国仍是“异类”,两只脚不是一般长,走得不是一样快。这样的观点,我认为实际上是将自己的价值标准套用到别人的头上,是一种“自我中心论”,同时也是罔顾事实。中国改革开放的三十多年,难道只有经济上的快速发展,没有同步的政治与社会的进步和飞跃?两者的脱离理论上不成立,实践中也难以想象。事实上,与30多年前相比,中国不仅是经济发生了天翻地覆的变化,中国的政治生态、社会结构都取得了大发展,中国政治制度正朝着稳定、民主和效率的方向协调和均衡前进,中国社会既开放,又多元;中国人民不仅生活得更加富裕,而且更加幸福。
Others see China as “a laggard” in certain aspects.They believe that despite China's economic strength, it has not kept pace in the areas of politics, ideology and values.This reflects a self-centred attempt to impose Western values and standards onto China.It defies common sense and logic to believe three decades of reform and opening-up have only brought China economic growth, but not political and social progress.Such logic is flawed in theory and in practice, as China has come a long way in its political and social development.Its political system

So, how does China see its role and relationship with the world? China made this very clear three years ago.In his report to the 17th National Congress of the Communist Party in 2007, President Hu Jintao commented that “China's relations with the world have gone through historic changes.China cannot develop in isolation from the world, and the world's prosperity and stability requires China's contribution.China's future and destiny are increasingly linked to the rest of the world.” The international financial crisis has only reaffirmed China's commitment to harmonious development and a positive relationship with the world.To achieve the goals of successful development:
一是和平发展。中国仍然是一个发展中国家,发展是硬道理。中国争取和平的国际环境发展自己,又以自身的发展促进世界和平。我们奉行防御性国防政策,永远不称霸,永远不搞扩张;主张不干涉别国内部事务和谈判解决国际争端,致力于维护世界的和平与稳定。

Secondly, China's development is open and inclusive.Development can never be achieved behind closed doors.China recently formulated its “12th Five-Year Plan”, which called for greater openness in more areas, and a more active role in global economic governance and regional cooperation.To achieve this, we will engage with the world with an open mind.We will borrow from the fine cultural traditions and useful experiences of other countries, and strengthen international exchanges and cooperation.三是互利共赢。中国古人说:“君子爱财,取之有道。”中国要发展,但我们不动别人的奶酪,相反,我们愿和别人一起来把合作的蛋糕做大,共同分享。中国支持欧盟采取的金融稳定措施,这就是互利。欧元垮了,中国经济难免受损。这就是全球化时代的特点:相互依赖、利益共生。

The LSE has a well-deserved reputation for academic excellence.It prides itself on its diversity of students from over 140 countries.Many of them then returned home to become leaders in their respective fields.Among them are some distinguished Chinese diplomats, including the current Chinese Foreign Minister Mr Yang Jiechi.I am delighted to learn that the LSE is now home to over 500 Chinese students.此次LSE中国发展学会在2011年岁初举办主题为―中国的国际融合:前景与挑战‖的―中国发展论坛‖,我认为恰逢其时:一是中西方关系近年来发展较快; 二是中国去年刚刚超过日本成为世界第二大经济体。中国的发展越来越引起外界的关注,人们也越来越关心中国与世界的融合问题,实际上就是中国与世界的关系问题。
The LSE China Development Forum comes at an interesting time, with the interesting theme of “Prospects and Challenges–China's global integration”.This is a time of fast development of China's relations with the West.This is also a time when China again comes under the spotlight, after overtaking Japan to become the second largest economy.China's development is attracting growing international attention.People are wondering about how this would impact the international system and where China's relations with the world are headed.关于这个问题,这几年外界观点很多,大致有这么几种:
People in the West tend to look at China from many different perspectives:
一是―威胁论‖。根据西方近代史上的经验,―国强必霸‖,因此西方一些人认为中国的发展是威胁,世界政治格局的演变是一种零和游戏,你升我降,你兴我衰,中国的―韬光养晦‖政策就是―卧薪尝胆‖。持这种观点的人去年非常得意,他们自以为找到了新的例证,将中国在南海、钓鱼岛问题上正当维护自己主权的行动视作―强硬‖,认为中国外交已经开始咄咄逼人。我想,我们还是应该听听美国国务卿克林顿上周是如何评价这种观点的:―在亚太和美国,有人把中国的增长看成是威胁,或将导致冷战式冲突,或将使美国衰败‖,―我们不接受这些看法‖。事实上,坚持原则立场同是否强硬是两码事,国家之间打交道,重要的是看是否占 ―理‖,―理直‖才能―气壮‖,―理屈‖自然―词穷‖。维护国家的主权、安全和发展利益,这就是中国外交的―理‖,也是国际关系中的―理‖。
Some see China as a threat.They look at the modern history of Western nations and conclude that “Rising powers are bound to seek hegemony”.They see the shifting balance in the international political landscape with a zero-sum mentality.They believe China is “hiding its capabilities and biding its time” before pressing forward to dominate the region and ultimately the world.They
point to recent acts by China to safeguard its sovereignty in the East and South China Seas as evidence of China's assertiveness.Let me quote from Secretary Hilary Clinton, who spoke about this just last week–“Some in the region and some here at home see China's growth as a threat that will lead either to Cold-War-style conflict or American decline.…We reject those views.” I believe upholding principles and being assertive are two different things.What really matters is whether a country is on the right side.You can only make a strong case with good reasons.For China, safeguarding its interests in sovereignty, security and development is the right thing to do.This is a major principle in China's foreign policy, and is also a principle in international relations.二是―责任论‖,说是责任论,实际上是说中国―不负责任‖。他们认为中国作为国际体系的一份子,享受了现行体系的好处,如经济全球化和贸易自由化,但没有做到也不愿去尽一个大国的责任,权利与责任不平衡,实力与作用不匹配,中国只是在―搭便车‖。持这种观点的人眼里就盯着气候变化、朝核、世界经济失衡等几个问题,其实就拿这几个问题来指责中国―不负责任‖也显得苍白无力。比如,朝鲜半岛局势最近出现缓和,大家公认中国再次发挥了积极作用。更何况,中国积极参与国际经济金融体系改革和治理,积极参加联合国维和行动和打击海盗,积极推动气候变化、国际发展等全球性问题的解决。
Some believe China should take up more international responsibilities.These people complain that China has not fully honored its obligations.They believe that China free-rides the current international system.It benefits significantly from globalization and trade liberalization, but is reluctant to assume the responsibilities of a major power.They criticize China for lack of responsibility in climate change, the Korean nuclear issue and global economic imbalances, etc.Nothing could be further from the truth.China has played an active role recently in easing tensions on the Korean Peninsula.China is taking an active part in the reform of the international economic and financial structures, in UN peacekeeping missions and in the fight against piracy.It is committed to working with other countries for solutions to global issues from climate change to international development.三是,我称为―跛脚论‖。认为中国经济发展赶上了世界的步伐,但政治、意识形态和价值观上中国仍是―异类‖,两只脚不是一般长,走得不是一样快。这样的观点,我认为实际上是将自己的价值标准套用到别人的头上,是一种―自我中心论‖,同时也是罔顾事实。中国改革开放的三十多年,难道只有经济上的快速发展,没有同步的政治与社会的进步和飞跃?两者的脱离理论上不成立,实践中也难以想象。事实上,与30多年前相比,中国不仅是经济发生了天翻地覆的变化,中国的政治生态、社会结构都取得了大发展,中国政治制度正朝着稳定、民主和效率的方向协调和均衡前进,中国社会既开放,又多元;中国人民不仅生活得更加富裕,而且更加幸福。
Others see China as “a laggard” in certain aspects.They believe that despite China's economic strength, it has not kept pace in the areas of politics, ideology and values.This reflects a self-centred attempt to impose Western values and standards onto China.It defies common sense and logic to believe three decades of reform and opening-up have only brought China economic growth, but not political and social progress.Such logic is flawed in theory and in practice, as China has come a long way in its political and social development.Its political system is making balanced and coordinated progress towards stability, democracy and efficiency.And Chinese

Our schools share this responsibility.When a child walks into a classroom, it should be a place of high expectations and high performance.But too many schools don’t meet this test.That’s why instead of just pouring money into a system that’s not working, we launched a competition called Race to the Top.To all fifty states, we said, ―If you show us the most innovative plans to improve teacher quality and student achievement, we’ll show you the money.‖

Take a school like Bruce Randolph in Denver.Three years ago, it was rated one of the worst schools in Colorado;located on turf between two rival gangs.But last May, 97% of the seniors received their diploma.Most will be the first in their family to go to college.And after the first year of the school’s transformation, the principal who made it possible wiped away tears when a student said ―Thank you, Mrs.Waters, for showing… that we are smart and we can make it.‖

Let’s also remember that after parents, the biggest impact on a child’s success comes from the man or woman at the front of the classroom.In South Korea, teachers are known as ―nation builders.‖ Here in America, it’s time we treated the people who educate our children with the same level of respect.We want to reward good teachers and stop making excuses for bad ones.And over the next ten years, with so many Baby Boomers retiring from our classrooms, we want to prepare 100,000 new teachers in the fields of science, technology, engineering, and math.让我们也记住,除了父母之外,对一个孩子成功的最大影响来自于站在教室前的男女教师们。在韩国,教师们被称作―国家建造者‖。在美国,现是我们该以同样程 度的尊重对待那些教育我们孩子的人的时候了。我们应当奖励好教师,停止为糟糕的教师找借口。在未来十年,由于非常多的婴儿潮一代教师将退休,我们将需要准 备10万名科学、技术、工程和数学学科教师。

Because people need to be able to train for new jobs and careers in today’s fast-changing economy, we are also revitalizing America’s community colleges.Last month, I saw the promise of these schools at Forsyth Tech in North Carolina.Many of the students there used to work in the surrounding factories that have since left town.One mother of two, a woman named Kathy Proctor, had worked in the furniture industry since she was 18 years
old.And she told me she’s earning her degree in biotechnology now, at 55 years old, not just because the furniture jobs are gone, but because she wants to inspire her children to pursue their dreams too.As Kathy said, ―I hope it tells them to never give up.‖

Brandon started a company in Berlin, Pennsylvania that specializes in a new kind of drilling
technology.One day last summer, he saw the news that halfway across the world, 33 men were
