陕西省西安市人民政府纠正行业不正之风办公室关于开展创建人民群众满意基层站所窗口单位及民主评议政风行风工作的安排意见

各区、县人民政府纠风办，“五区两基地”审计监察局(室)，市人民政府有关工作部门，有关直属机构，市级有关企业：

为进一步贯彻落实中、省纪委四次全会及政府廉政工作会议精神，加强基层单位政风行风建设，推动基层纠风工作的深入开展，根据国务院和省政府纠风工作会议要求，市政府纠风办决定在全市继续开展创建“人民群众满意基层站所窗口单位”活动，并对群众关注的基层站所和窗口单位开展民主评议，现将有关事项安排如下：

一、指导思想

以“三个代表”重要思想为指导，深入贯彻落实科学发展观，以公正执法和优质服务为重点，以群众满意为标准，不断拓展社会监督渠道，加强基层单位作风建设和制度建设，促进基层单位形成廉洁、务实、规范、高效的工作作风，为我市科学发展、和谐发展、率先发展及创建全国文明城市创造良好的外部环境。

二、创建“人民群众满意基层站所窗口单位”活动

(一)创建范围

创建活动范围包括与人民群众联系密切的各级政府部门和公共服务行业的基层站所、窗口单位。今年重点抓好公安、教育、卫生、财政、国税、地税、工商、民政、人力资源、司法、农业、林业、国土、交通(含城郊客运、路政、运政)、计生、城管执法、市容管理、环保、质监、食品药监、物价、建设、市政、旅游、通讯、邮政、电力、自来水、天然气、公交、金融等31个部门行业的创建工作。2009“人民群众满意基层站所窗口单位”市级优秀单位今年继续参与创建活动，并参加评议。

(二)创建内容及标准

1、队伍建设方面。认真组织开展学习教育活动，不断提高队伍整体素质。班子团结有力，廉洁勤政，领导干部带头贯彻落实科学发展观，干部职工敬业爱岗、遵纪守法、乐于奉献，有主人翁精神和强烈的工作责任心。

2、制度建设方面。实行办事公开制度，完善服务承诺制度，严格责任追究制度，创新服务理念，规范服务行为。各项制度健全、落实到位，管理规范有序，监督机制完善，责任追究落实。

3、作风建设方面。认真解决人民群众反映强烈的热点、难点问题，坚决纠正“冷、硬、顶、横”现象和利用职权“吃、拿、卡、要、报”等违纪行为，切实保障人民群众的合法权益。行业风气不断好转，在民主测评中群众满意度较高，无工作作风方面的投诉。

4、优质服务方面。工作人员业务熟练，办事快捷，文明用语，态度和蔼。办事窗口有设施齐全的服务场所和整洁、美观的服务环境。

5、典型示范方面。通过多种形式广泛宣传创建活动，表彰创建活动中涌现出的先进典型，营造浓厚的舆论氛围，形成崇尚先进、学习先进、争当先进的良好风气。

(三)阶段划分

1、安排部署阶段(5月中旬前)

各级各部门建立创建活动组织机构，根据创建活动的内容、标准、要求，全面进行安排部署，制定具体的实施方案，确定参与创建的基层站所和窗口单位，细化、量化创建任务，落实工作责任。

2、组织实施阶段(5月中旬至9月下旬)

参与创建活动的基层单位结合实际制定实施方案，对照创建内容和标准，针对存在的问题和薄弱环节，建章立制，推行行业标准化管理，提高服务质量和水平。围绕为群众办实事办好事，积极开展载体活动，丰富活动内容，营造创建氛围，扎实有效地开展创建活动。

3、组织“面对面三公开”活动阶段(10月上旬--11月下旬)

各创建单位要认真开展“面对面三公开”活动，即面对面向行政管理或服务对象公开述职述廉；面对面向行政管理或服务对象公开服务承诺；面对面向行政管理或服务对象公开测评和征求意见并接受质询。活动由上级主管部门领导以会议的形式组织实施，参加会议的群众代表必须是本单位职责范围内的辖区行政管理或服务对象，且不得少于50人。述职述廉报告要紧紧围绕履行职责、队伍管理、为民服务、廉洁自律等四方面的内容，客观公正，实事求是；公开承诺的内容必须具体实在、具有可操作性，力戒空话套话；征求意见和现场测评，由基层单位所在地纪检监察或纠风部门现场发放测评意见表(附后)，当场统计分析并现场公布。对群众现场提出的意见或质询的问题，原则上应现场予以解答，不能现场答复的应限时书面回复，对测评中指出的问题，应要求基层单位限期整改。会议材料、承诺事项、测评意见和建议报上级主管部门备案，作为基层站所创建活动检查考核的重要依据。

4、检查验收阶段(12月上旬至12月底)

各区县纠风办、“五区两基地”审计监察局(室)按属地评出本地区本“人民群众满意基层站所窗口单位”先进单位，并向市政府纠风办推荐本“人民群众满意基层站所窗口单位”市级优秀单位(新城区、碑林区、莲湖区、雁塔区、灞桥区、未央区、临潼区、长安区各推荐15个，阎良区、蓝田县、周至县、户县、高陵县各推荐10个，高新区推荐4个，经开区、曲江新区、浐灞生态区各推荐2个、阎良航空产业基地、国家民用航天基地、国际港务区各推荐1个)。

市政府纠风办将在各区县评定的基础上，表彰本“人民群众满意基层站所窗口单位”市级优秀单位，并向省政府纠风办推荐省级标兵单位。
