I’m very delighted to attend the first annual congress of the Boao forum in Asia。I'd like to get together with u to discuss the problem of the regional cooperation and development of Asia.亚洲是地球上最大的洲,聚居着世界60%的人口。资源十分丰富,历史源远流长,文化博大精深。上个世纪中,亚洲的巨变和崛起,谱写了亚洲发展的辉煌篇章,也成为人类社会进步的显著标志。展望新世纪,曾经拥有光辉灿烂历史的亚洲,必将创造出更加绚丽多彩的文明。
Asia is the biggest continent of the world with its population counting for 60% of the globe.It’s resource is abundant ,history is long and the culture is deep.The great changes and expanding of Asia last centuary has turned glorious pages for its development ,and has become an obvious mark of the progress of the human being.looking forward to the future,with its glorious past ,Asia must continue to create richer and more brilliant culture.近年来,在亚洲国家共同努力下,包容、平等和渐进的地区合作意识日益增强,开放、健康和互利的合作局面正在形成。亚太经合组织不断发展,东亚区域合作方兴未艾,“上海合作组织”顺利运转。去年11月,我国与东盟国家一致同意今后10年内逐步建立中国-东盟自由贸易区,有关方面正就启动谈判进行接触。这些将为亚洲国家和地区扩大交流、深化合作,提供重要渠道和机制。但是,与欧洲和北美区域合作相比,亚洲区域合作相对落后。一段时间以来,许多方面对亚洲区域合作的发展方向提出不少独到见解。这里,我谈几点看法: In recent years ,with concerted efforts of Asian country, a torlerant ,equal ,and progressing awreness of regional cooperation is increasing, a situation of open healthy and benefiting for each other is taking shape.APEC is stagrringly growing , Regional cooperation of east Asia is in the ascendant.the shanghai organization of cooperation is going well.Last year in November I agreed with EU countries that we’ll build a free-trading zone of China-EU ,gradually , the parties concerned are talking to each other for starting the negotiation , all of those will provide important machnism for Asian countries and regions to intensify cooperation ,increase exchanges.But compare to Europe and north American regional cooperation ,ours fall behind relatively.For recent some time, many thoughts were came up with for the direction of Asia’s regional cooperation ,by the way ,I’d like to express my view:
第一,以经济合作为重点,逐步拓展全方位合作。发展经济是亚洲各国的首要任务。从实际需要和实践看,可以把贸易、交通、农业、信息、能源作为优先合作领域,并逐步向其他领域扩展。
First one: make the economic cooperation top priority,further intensify comprehensive cooperation.it’s the first priority for every country to develop
trade, traffic, agriculture, information,energy as the prior zone of cooperation, Expanding to other areas gradually.第二,立足现有合作渠道,不断扩大合作范围。东亚、南亚、西亚和中亚地理上相对独立,经济发展各有特色。从便利性和有效性看,应首先加强次区域合作,在此基础上,积极探索泛亚合作的途径。
The second: standing from the present channel, gradually expand cooperation area.east asia,south asia ,west asia and central asia ,each of them has an independent position in geography, economy develops with their own characters.from the convenience and effectivity, we shuld strengthen sub-region cooperation,based on that to explore new ways to pan-asia’s cooperation.第三,进一步拓展双边合作,增强区域合作的基础。加强双边合作,有利于推动地区合作的顺利发展。区域合作也有利于为双边开辟更广阔的空间。两者可以形成良性互动。
The third one: further intensify two way cooperation, consolidate the foundation of regional cooperation..it’s benefit to promote the development of regional cooperation to intensify two way trade cooperation.Regional cooperation is also benefit to open up a broader space for two sides.They can promote each other’s development.第四,实行开放式地区合作。开放是亚洲文化的传统,合作不可能自我封闭,更不应形成排他性集团。亚洲国家应通过APEC、Asia-和东亚-拉美合作论坛等渠道,进一步加强与各大洲国家的合作。
The fourth: implement an open regional cooperation.It is our tradition to implement reform and opening up.And it can not be done by oneself, also it should not exclude others.Asian countries should further intensify cooperation with countries from other continents through APEC, Asia-Europe meeting and East Asia-Latin America Cooperation Forum
中国是亚洲的一员。二十年来,中国坚定不移地推进改革开放,加速国民经济发展,促进人民生活改善。随着新世纪的到来,中国现代化建设进入了新的阶段,国民经济将以每年增长7%以上的速度持续向前发展。中国改革开放和现代化建设的新跨越,不仅将给中国人民带来巨大福祉,也必将提供无限商机,为亚洲和世界经济合作开辟新的广阔空间。
China is a member of asia.In the past 20 years, china has unswervingly maintain the policy of reform and opening up to accelerate the development of our economy and improve people’s livelihood.With the coming of the new centuray, the modernization drive has come into a new stage, and national economy will continue to increase by the rate of 7% every year.The new leaping development of china’s reform and opening-up and modernization drive will not only benefit our people tremendously ,but also offer great opportunity to open grand space for the economic cooperation between aisa and the world.加入世贸组织,是中国对外开放的新起点。我们将在更大范围和更深程度上参与国际经济合作与竞争。中国将进一步向亚洲和世界开放,向各国的企业家、投资者开放。我们恪守入世承诺,有步骤地扩大开放领域,降低关税水平,取消非关税壁垒。我们也将不断完善法治,创造更加公平、透明和可预见的市场环境。同时,我们还将大力实施“走出去”战略,鼓励中国各种所有制企业走向世界。
It is a new beginning for china’s opening up to join the WTO.We’ll continue to widely and deeply join the economic cooperation and competition of the globe.We’ll further open up to asia and the world as well as business man and investor from other countries.A promise is a promise, we’ll decrease tariff and clear non-tariff barriers , also we’ll improve our leagal system to create a market environment that is more equal ,clear and predictive.At the same time ,we’ll carry out the the strategy of going out, encourage the ownership enterprises to go out to the world.中国人民热爱和平,中国的发展需要和平。中国经济的发展,不会对任何国家和地区构成威胁。无论现在还是将来,中国始终是维护世界和平、促进共同发展的重要力量。

Distinguished Guests,Dear Friends,Ladies and Gentlemen,It gives me great pleasure to attend this First Annual Conference of Boao Forum for Asia.I would like to discuss with you issues concerning Asia's regional cooperation and development in the new century.As the biggest continent on the earth, Asia takes up 60 percent of its population.It has abundant resources, long history and magnificent and exquisite cultures.With its stupendous changes and rise in the last century, Asia wrote a glorious chapter in the annals of its own development and left a brilliant hallmark on the advancement of human society.Looking into the new century, this great continent of many splendid ancient civilizations will surely embrace an even more colorful modern civilization.In recent years, thanks to the joint efforts of Asian countries,there has been a growing awareness of regional cooperation featuring greater tolerance, equality and gradual progress while a situation of open, healthy and mutually beneficial cooperation is taking shape.APEC is making steady progress.The East Asia regional cooperation has gone ahead with full stream and the Shanghai Cooperation Organization is functioning smoothly.Last November, China and the ASEAN members agreed to gradually build a China-ASEAN free trade area in the coming decade, and the various quarters are making contacts for an early launch of negotiations.These developments will provide important channels and mechanisms for wider exchanges and deeper cooperation among Asian countries and regions.However, compared with Europe and North America, Asia's regional
cooperation is still rather backward.We have of late heard quite some insightful views on the orientation of regional cooperation in Asia.Now, I would like to make a few observations.First, we should take economic cooperation as the key focus and develop all-round cooperation in a step-by-step fashion.Economic development is
the primary task of Asian countries.Given our real needs and experience, such areas as trade, communications, agriculture, information and energy can be made priority areas of cooperation which will be gradually enlarged to include other areas.Second, we should build on existing channels of cooperation to steadily broaden the scope of cooperation.As East Asia, South Asia and Central Asia are relatively independent geographically and different in ways of achieving economic development, it would be more advisable just for the sake of convenience and effectiveness to reinforce sub-regional cooperation as the first step and, on the basis, to actively explore the ways of a pan-Asiacooperation.Third, we should further step up bilateral cooperation to consolidate the basis of regional cooperation.A closer cooperation at bilateral level will facilitate the smooth progressof regional cooperation, while regional cooperation will open evenbroader horizon for bilateral cooperation.The two can very well complement each other.Fourth, we should ensure that the regional cooperation is an open one.Openness is in the tradition of Asian cultures.Cooperation by definition must not be self-reclusive or enjoyed only by members of an exclusive group.Instead, Asian countries should further enhance their cooperation with countries of other continents through such channels as APEC, ASEM and East Asia-Latin America Forum.China is an Asian country.Over the past two decades and more, China has achieved rapid economic growth thanks to its unswerving pursuit of the reform and opening up policy, accelerated the development of its national economy, and improved its people's livelihood.In the new century, China's modernization drive has entered a new stage, and its national economy will keep developing at an annual growth rate of more than 7 percent.Such a new leap forward in China's reform, opening up and modernization drive willnot only bring enormous benefits to the Chinese people, but also deliver unlimited business opportunities, ushering in broad prospects for economic cooperation in Asia and around the world.China's accession to the World Trade Organization represents the new starting point for its opening to the outside world.Our participation in worldwide economic cooperation and competition will assume greater scope and depth.China will open its door still wider to the rest of Asia and the world, to entrepreneurs and investors of all countries.We will honor our WTO commitments,opening more areas in a phased manner, lowering our tariffs and removing non-tariff barriers.We will continue to improve our ruleof law , thus bringing about in China a market environment that
isfairer, more transparent and more predictable.In the meantime, wewill energetically carry out our “going global” strategy, encouraging more Chinese firms of multiple ownerships to operate globally.The Chinese people love peace.China's development needs peace.But an economically developed China will pose no threat to any country or region.China is, and will always be, an important force making for world peace and common development.The people in Asia are diligent, talented and persistent in

论坛简介
4月13日下午,在2011年年会前夕,博鳌亚洲论坛召开理事会会议。理事长、日本前首相福田康夫主持会议,副理事长曾培炎等13名理事和理事代表出席,其中包括马来西亚前总理巴达维、新加坡国务咨政吴作栋、美国前财政部长鲍尔森等知名政治家和企业家。
周文重秘书长就2010年秘书处工作和2011年规划做了报告。理事会对过去一年中秘书处在内部建设、会员服务、学术研究、扩大影响力方面做出的成绩表示赞赏和认可,并批准了论坛2011年工作计划。据悉,论坛2011年将在澳大利亚、法国等地相继举行资源会议、资本会议等专题会议,是论坛“走出亚洲”的持续性努力的一部分。
论坛理事、法国前总理拉法兰因行程原因,未能亲自出席理事会会议,但将出席论坛其他活动。
理事会会议结束后,博鳌亚洲论坛会员大会召开,讨论并通过了秘书长报告。会员大会是博鳌亚洲论坛的最高决策机构。
论坛宣言
新千年伊始,我们聚首中国海南省博鳌,审视亚洲地区经济与社会发展面临的挑战,认识到在这些问题上熔铸亚洲观点的重要性,进一步认识到为增进本地区的相互依存和经济整合而做出持续努力的重要性。为此,我们:
注意到亚洲国家经济与社会环境的不同,经济发展阶段的差异以及文化和传统的多样性;
注意到尽管亚洲具有丰富的多样性,但各国争取平等和可持续发展的目标是一致的,各国都有着共同的前进愿望和决心;
认识到使用新技术,实施外向型战略,以充分挖掘亚洲巨大的自然和人力资源潜力,是消除贫困、增进繁荣、提高生活质量的最佳途径;
坚信亚洲各国之间的对话、协调与合作,将进一步巩固和深化亚洲内部、亚洲与世界其他地区之间的经济联系,增加亚洲内部、亚洲与世界其它地区之间的贸易和投资。

前景

使命
为达致以上前景,论坛将努力:

前言
2001年2月27日,来自澳大利亚、孟加拉人民共和国、文莱达鲁萨兰国、柬埔寨王国、中华人民共和国、印度共和国、印度尼西亚共和国、日本国、伊朗伊斯兰共和国、哈萨克斯坦共和国、吉尔吉斯共和国、老挝人民民主共和国、马来西亚、蒙古国、缅甸联邦、尼泊尔王国、巴基斯坦伊斯兰共和国、菲律宾共和国、大韩民国、新加坡共和国、斯里兰卡民主社会主义共和国、塔吉克斯坦共和国、泰王国、土库曼斯坦、乌兹别克斯坦共和国和越南社会主义共和国等二十六个国家(以下简称“26个发起国”)的代表在中华人民共和国(以下简称“中国”)海南省博鳌召开大会,正式宣布成立博鳌亚洲论坛。
本章程根据《博鳌亚洲论坛宣言》和《博鳌亚洲论坛章程指导原则》确立的精神制订。
第一章总则
第一条名称
本组织的名称为“博鳌亚洲论坛”(以下简称“论坛”)(英文名称为Boao Forum For Asia, 缩写BFA)。
第二条性质
论坛为非官方、非营利性、定期、定址的国际组织。
第三条宗旨
1、立足亚洲,促进和深化本地区内和本地区与世界其它地区间的经济交流、协调与合作;
2、为政府、企业及专家学者等提供一个共商经济、社会、环境及其他相关问题的高层对话平台;
3、通过论坛与政界、商界及学术界建立的工作网络为会员与会员之间、会员与非会员之间日益扩大的经济合作提供服务。
第四条法律管辖
遵守中华人民共和国宪法和法律法规,尊重当地的社会道德习俗。
第五条会址
中国海南博鳌为论坛总部的永久所在地。论坛的注册地址为中国海南省琼海市博鳌金海岸大道1号。
第二章业务范围
第六条业务范围
论坛的业务范围包括:
1、召开年会、研讨会以及其它学术讨论会,讨论亚洲和世界经济与社会发展,包括金融、贸易、投资及环境等领域的重要问题;
2、提出地区性或全球性的倡议,促进和加强各国政府与商业实体之间在商贸和投资方面的合作关系;
3、跟踪影响全球和地区经济的动向;
4、甄别可能影响贸易、金融和社会发展的各种问题;搜集和发布相关信息,突显地区经济合作机会;
5、通过论坛建立的工作网络,增进区域内外企业间联系;
6、创建和成为具有国际影响力的研究及培训中心,为商业团体提供先进的管理经验和技术;
7、独立或合作开展有助于实现论坛宗旨的会议展览、信息交流、经济评估、教育培训、电子商务等各类活动。
第三章会员
第七条会员类别
1、论坛设正式会员和非正式会员。
发起会员、荣誉会员、钻石会员和白金会员为正式会员;普通会员和临时会员为非正式会员。
2、发起会员系指26个发起国按照各国所分配的名额(每个国家2名)派出的、参加论坛所有活动,包括决策过程的前政要、知名人士 和非营利机构;
3、荣誉会员系指为论坛的创建和发展作出重要和实质性贡献的个人、企业和组织;荣誉会员不超过10名;
4、钻石会员和白金会员系指参加论坛所有活动包括决策过程、且其申请已经被批准的个人、企业和组织;

第八条会员条件
1、有加入论坛的意愿;
2、同意遵守论坛章程;
3、在所从事的领域内具有一定的影响;
4、愿意履行论坛会员义务。
第九条加入
申请人按照论坛规定的程序,提交书面申请,由论坛有关机构审核批准。
第十条会员权利
(一)正式会员享有以下权利:
1、论坛会员大会发言权、表决权以及理事会理事的选举权和被选举权;
2、对论坛年会及其他活动议题的建议权;
3、参加论坛年会;
4、与政府、商界及学术界领袖优先进行直接交流;
5、获得论坛提供的信息,并经授权,优先使用论坛网站的经济信息数据库;
6、通过论坛建立的工作网络寻求商机;
7、就“企业诊断”寻求论坛帮助;
8、委托论坛就其所关心的问题举办专题研讨会;
9、委托论坛就其商业拓展计划进行市场分析和法律咨询;
10、委托论坛推荐或培训人才;
11、优先享有论坛举办各类活动的承办权或赞助权;
12、经授权享有“博鳌亚洲论坛会员”的冠名权;
13.得到具有国际资质的审计事务所提交的审计报告;
14、享有博鳌水城给予论坛的各种优惠待遇;
15、享有论坛理事会赋予的其它权利。
但如正式会员要享受

第十一条会员义务
会员义务包括:
1、遵守并执行论坛决议;
2、遵守论坛章程及有关规定;
3、按时参加会员大会及论坛相关活动;
4、保护论坛合法利益;
5、依据论坛有关规定交纳会员费;
6、向论坛提供真实可靠的资料与信息;
7、论坛理事会规定的其它相关义务。
第十二条会员退会
1.会员有权利退会;
2.会员决定退出论坛时,应提前2个月书面通知论坛秘书长。一旦接到秘书处书面确认,其会员资格即被视为终止。
3.会员退会程序按会员招募细则有关规定执行。
第十三条会员资格终止
任何会员有违法行为、或与论坛失去联系两年以上,秘书处报经理事会同意有权终止其会员资格,但应事前通知该会员,该会员有权要求举行听证会。
第四章 组织机构与官员任免
第十四条组织机构
论坛的主要组织机构如下:
1、论坛会员大会;
2、理事会;
3、秘书处;
4、研究培训院;
5、咨询委员会.第十五条会员大会
(一)会员大会为论坛的最高权力机构,每年举行一次。会员大会由论坛秘书处负责筹备,有关会议事宜应提前通知所有会员。
(二)因不可抗力未能将召开会议的通知送达某一或某些会员的,或某一或某些会员因故未能参加会员大会,在符合法定人数的情况
下,不影响会员大会的进程。
(三)会员大会的权力:
1、审议通过论坛章程或章程修改议案;
2、选举理事会理事;
3、通过由秘书处提交并经理事会审议的工作报告和预算;
4、讨论会议议程中规定的其它事项;
5、讨论由正式会员提出的其它书面动议,该动议应由至少四分之一正式会员签署,并在会前两个星期提交论坛秘书处。
(四)会员大会决议由参加大会的全体正式会员简单多数通过。
(五)会员大会主席由理事长担任。如果理事长不能出席,应委托副理事长或一位其他理事代替其行使职责。此外,应在正式会员中
产生若干联合主席。
第十六条会员大会法定人数及投票
出席会员大会的法定人数为全体正式会员人数的三分之一。
所有正式会员在会员大会或会员大会特别会议上均有投票权。投票采取举手表决的方式,或经至少三名正式会员或一名理事会成员的要求采取不记名投票的方式进行表决。根据会员大会所制订的有关规则,允许会员指定代表进行投票。
第十七条会员大会特别会议
在会员大会闭会期间,理事会有权根据四分之一以上正式会员的书面提议,召开会员大会特别会议,讨论不能延至下届会员大会处理的有关紧急事项。
第十八条论坛理事会
1、理事会为会员大会的最高执行机构,向会员大会负责;
2、理事会理事由论坛正式会员在会员大会上以简单多数通过方式产生
3、理事会每年举行一次会议,与会员大会同期在论坛总部所在地举行。
4、经三名以上理事提议,多数理事同意,理事长可应召开理事会特别会议。
第十九条理事会组成
1、论坛理事会由十五名理事组成,第一届理事会的任期为5年,此后的理事会每届任期3年。理事可连选连任,但任期不超过两届。理事会的选举,应考虑保持论坛政策方向和愿景实施的连续性。
2、十三名理事从各国,特别是亚洲国家中具有影响力的前政要、高级官员、专家学者、企业界领袖等人士中选出,可连选连任,但
两届;
3、论坛秘书长和东道国首席代表为理事会当然理事;
4、理事会组成要注意地理区域均衡的原则,不得有四位以上理事来自同一国家或经济体
理事会理事人数经会员大会批准后可进行增减。
第二十条理事长和副理事长
1、理事会设理事长和副理事长;
2、理事长和副理事长由出席理事会会议的三分之二以上理事选举通过产生,候选人的产生,要注意地理区域均衡的原则;
3、副理事长由东道国首席代表担任
4、第一届理事长及副理事长任期为五年,可连选连任。以后的理事会任期为3年。
5、如若理事长因故无法担任其职务,副理事长应担任代理理事长,直至下一次理事会会议;该会议选举出的理事长之任期应为前任
之任期。
第二十一条论坛理事会的职责
理事会的职责包括:
1、对整个论坛的活动监督和管理;
2、审议由秘书处向会员大会提交的论坛工作报告和预算;
3、任命论坛秘书长和副秘书长;
4、审议论坛章程修改议案;
5、批准论坛重大的规章制度;
6、决定会员大会的召开,并审议通过会员大会议程;
任期不超过理事长余下
7、会员大会授权的其他职责。
第二十二条理事会决议的产生
除本章程和有关规则另有规定外,理事会决议由出席理事会会议的全体理事以简单多数通过并生效。每个理事有一个投票权。
理事会也可采取非会议形式对论坛重大问题或紧急事项做出决议。
第二十三条 理事长职责
理事长职责应为:
1、主持理事会会议和会员大会;
2、监督有助于实现论坛宗旨、促进论坛利益的中、长期计划和项目的制定;
3、经理事会授权,可代表论坛签署非协议性的、非约束性的和非行政性的往来文书和函件
4、向会员大会报告理事会的工作;
5、行使理事会赋予的其他职责。
第二十四条 副理事长职责
1、协助理事长行使职责;
2、在理事长不能履行其职责时,代为行使理事长职责;
3、支持和指导论坛及秘书处的日常事务;
4、行使理事会赋予的其他职责。
第二十五条秘书处
秘书处为论坛常设执行机构,其职责如下:
1、负责论坛所有会议的筹备
2、执行会员大会和理事会的决议;
3、准备论坛工作报告和预算,提交理事会审议;
4、负责论坛资金筹措和运作;
5、负责起草或修改论坛的规章制度,并报理事会批准;
6、负责会员入会、退会、日常联络等相关服务;
7、在研究培训院的协助下,组织起草并发表与论坛业务相关的经济预测;待研究培训院运转正常,这一职能就转移到研究培训院;
8、在研究培训院的协助下,负责为论坛年会、研讨会及其它专题会议提供智力资源;待研究培训院运转正常,这一职能就转移到研
究培训院;
9、在研究培训院的协助下,为会员和其它合作方提供人力资源培训;待研究培训院运转正常,这一职能就转移到研究培训院;
10、在研究培训院的协助下,负责建立亚洲地区乃至全球范围内工作网络及信息交流中心;待研究培训院运转正常,这一职能就转移 到研究培训院;
11、负责理事会委托的其它事务;
12、协助理事长履行其职责。
第二十六条秘书长
秘书长为论坛的首席执行官并领导秘书处,任期三年,经理事会批准可延任,但任期不超过两任。其职责如下:
1、负责论坛的日常事务,对外代表论坛;
2、负责主持除论坛会员大会及理事会会议之外的论坛所有会议;
3、执行理事会批准的规章制度;
4、聘用、提拔及解聘秘书处职员;
5、提出调整秘书处职能部门或论坛办事处的议案,报理事会审议批准;
6、负责执行理事会委托或授权的其它事务。
第二十七条副秘书长
经理事会决定,论坛设副秘书长若干名。副秘书长可由秘书长提名,并由理事会任免。如其他理事提名副秘书长,在提交理事会批准之前,应得到秘书长同意。副秘书长任期三年,经理事会批准可延任。
副秘书长职责如下:
1、协助秘书长处理有关日常事务;
2、在秘书长无法履行其职责时,代为行使秘书长职责;
3、受秘书长委托或授权处理其它事务。
第二十八条秘书长、副秘书长职务终止
秘书长和副秘书长在下列情况下终止职务:
1、提前三个月向理事长提出书面辞呈;
2、理事会会议三分之二以上理事通过免职决议,在此情况下,其有权要求举行听证会;
3、无法履行其职务;
4、受到刑事处分。
第二十九条 研究培训院
研究培训院是论坛重要的智力支持机构。其主要职能包括:在对世界经济研究分析基础上,提出年会主题和议题;组织起草并发表与论坛业务相关的经济预测;负责为论坛年会、研讨会及其它专题会议提供智力资源;为会员和其它合作方提供人力资源培训;负责建立亚洲地区乃至全球范围内工作网络及信息交流中心;待研究培训院运转正常,上述职能由秘书处转移到研究培训院。
研究培训院院长通过公开招聘后,由秘书长提名,理事会任命。
第三十条咨询委员会
1、论坛设咨询委员会,委员会成员11名,由理事会从曾经担任过理事并对论坛工作做出过积极贡献的人士以及其他各界知名人士中
选举产生。咨询委员会从其成员选举产生一名主席并视情选举产生若干副主席。咨询委员会成员任期3年,可连任,但不得超过两 届;
2、咨询委员会在论坛年会期间举行会议,或不定期就与论坛事务相关的重大问题提出咨询和意见;
3、咨询委员会成员不领取薪酬,但因履行职能所产生的费用,根据秘书处相关规定,由论坛支付。
4、咨询委员会成员每年应邀作为嘉宾参加年会。
第五章资产管理和使用
第三十一条论坛经费来源
1、会员费;
2、参会费;
3、捐款;
4、政府资助;
5、在论坛业务范围内开展活动或服务的收入;
6、论坛资金的利息;
7、其他合法收入。
第三十二条经费的使用
论坛所有的经费应用于实现论坛宗旨,且在本章程及其相关细则规定的范围内使用。
第三十三条财务管理
遵守国际公认的会计准则及东道国财务法规,确保所有会计资料合法、真实和完整。
每年应由具有国际认证资格的会计师事务所对论坛的帐目进行审计。
论坛正式职员保险、福利及其它待遇,可参照东道国相关行政法规。
第六章章程的修改
第三十四条章程修改程序
1、章程修正案应由秘书处提交给理事会审议,并由会员大会批准;
2、章程修正案在会员大会通过后生效。
第七章论坛解散
第三十五条解散程序
论坛的解散应按照以下程序进行:
1、论坛解散议案在经理事会审议后,提交论坛会员大会;
2、会员大会根据上述议案,做出解散论坛的决议;
3、解散论坛的决议须通知东道国注册机关。
论坛在解散之前,应根据国际惯例和东道国法律法规设立清算委员会,对论坛资产及债务进行清理。
论坛资产在偿付债务和按有关规定退还会员费后,如有剩余,则应在注册机关的监督下,捐予或用于发展与本论坛宗旨相关的事业。
第八章附则
第三十六条章程细则
本章程未尽事宜在相关细则中加以规定;该细则经理事会批准后生效。
第三十七条语言
本论坛的正式语言为英文和中文。
第三十八条解释
本章程的解释权属论坛理事会。

近半个世纪以来,亚洲各国通过自身努力,在经济与社会发展方面取得了显著成就,在国际和地区事务中的影响力日益上升。特别是近二、三十年来,亚洲经济总体发展迅速,东亚经济实现了腾飞,创造了令世人瞩目的“东亚奇迹”,并成为世纪最具经济发展活力的地区之一。虽然在世纪之末,遭受金融危机的重创,但经过自我调整与改革,亚洲经济已迅速复苏。
由于亚洲大多数国家现已实行开放政策,彼此间的贸易和投资联系日益密切,双边、区域、次区域以及跨区域的合作逐步展开;各国间工商、金融、科技、交通、文化等领域的合作与交流不断增加;东亚地区合作(10+3)已进入实质性阶段;东盟内部经济一体化、澜沧江-湄公河流域合作、图们江流域合作等次区域合作正在进行;亚太经济组织、亚欧会议、东亚-拉美论坛等跨区域合作也在向前推进。可以预言,亚洲经济发展与合作的前景十分广阔。
跨入新世纪,在经济全球化和区域化不断发展,欧洲经济一体化进程日趋加快、北美自由贸易区进一步发展的新形势下,亚洲各国正面临巨大的机遇,也面临许多可以预见和难以预见的严峻挑战,一方面要求亚洲国家加强与世界其它地区的合作,同时也要求增进亚洲国家之间的交流与合作。如何应付全球化对本地区国家带来的挑战,保持本地区经济的健康发展,加强相互间的协调与合作已成为亚洲各国面临的共同课题。
亚洲国家和地区虽然已经参与了APEC、PECC等跨区域国际会议组织,但就整个亚洲区域而言,目前仍缺乏一个真正由亚洲人主导,从亚洲的利益和观点出发,专门讨论亚洲事务,旨在增进亚洲各国之间、亚洲各国与世界其它地区之间交流与合作的论坛组织。鉴此,1998年9月,澳大利亚前总理霍克、日本前首相细川护熙和菲律宾前总统拉莫斯倡议成立一个类似达沃斯“世界经济论坛”的“亚洲论坛”。
亚洲论坛的概念一经推出即获得了有关各国的一致认同。1999年10月8日,中华人民共和国副主席胡锦涛阁下在北京会见了专程为“亚洲论坛”来华的拉莫斯阁下和霍克阁下。胡锦涛阁下在认真听取两位政要有关“论坛”构想的介绍后,表示中国政府一贯重视和支持多层次、多渠道、多形式的地区合作与对话,认为论坛的成立有利于本地区国家间增进了解、扩大信任和加强合作。中方将对“论坛”的设想进行认真研究和积极考虑,并尽力提供支持和合作。同时,胡锦涛副主席还强调,中国也希望进一步了解其它国家的反应,因为论坛的建立必须得到有关国家政府的重视、理解和支持。此后,亚洲有关国家的政府均对成立“亚洲论坛”作出了积极反应
在此背景下,博鳌亚洲论坛成立大会于2001年2月26-27日在中国海南博鳌举行。包括日本前首相中曾根、菲律宾前总统拉莫斯、澳大利亚前总理霍克、哈萨克前总理捷列先科、蒙古前总统奥其尔巴特等26个国家前政要出席了大会。此外,中国国家主席江泽民、马来西亚总理马哈迪尔、尼泊尔前国王比兰德拉、越南国家副总理阮孟琴等作为特邀嘉宾出席了成立大会并发表的重要讲话。大会宣布博鳌亚洲论坛正式成立,通过了《博鳌亚洲论坛宣言》、《博鳌亚洲论坛章程指导原则》等纲领性文件,取得圆满成功并受到了国际社会的广泛关注。
论坛总部选择在中国海南博鳌。这是亚洲地区的一些前领导人向中国高层领导提出的建议。他们认为,海南作为中国最大的经济特区,是中国深化与国际社会联系的实验区;海南省以建设生态省为目标,说明它当前和未来的发展重点是生态产业,这是亚洲和国际社会所看重的领域,符合世界经济发展潮流;海南博鳌是一个专门为论坛设计的集生态、休闲、旅游、智能和会展服务为一体的综合功能区,有着十分宜人的自然地理环境;1999年10月,中国国家领导人在会见论坛发起人时表示,将为论坛的创建提供支持与合作;海南省政府已经为论坛的创建提供了多方面的实际支持,并承诺,继续为论坛的创建和运作提供高效、优质的服务。

Wakefield High School Arlington, Virginia 12:06 P.M.EDT THE PRESIDENT: Hello, everybody!Thank you.Thank you.Thank you, everybody.All right, everybody go ahead and have a seat.How is everybody doing today?(Applause.)How about Tim Spicer?(Applause.)I am here with students at Wakefield High School in Arlington, Virginia.And we've got students tuning in from all across America, from kindergarten through 12th grade.And I am just so glad that all could join us today.And I want to thank Wakefield for being such an outstanding host.Give yourselves a big round of applause.(Applause.)I know that for many of you, today is the first day of school.And for those of you in kindergarten, or starting middle or high school, it's your first day in a new school, so it's understandable if you're a little nervous.I imagine there are some seniors out there who are feeling pretty good right now--(applause)--with just one more year to go.And no matter what grade you're in, some of you are probably wishing it were still summer and you could've stayed in bed just a little bit longer this morning.I know that feeling.When I was young, my family lived overseas.I lived in Indonesia for a few years.And my mother, she didn't have the money to send me where all the American kids went to school, but she thought it was important for me to keep up with an American education.So she decided to teach me extra lessons herself, Monday through Friday.But because she had to go to work, the only time she could do it was at 4:30 in the morning.Now, as you might imagine, I wasn't too happy about getting up that early.And a lot of times, I'd fall asleep right there at the kitchen table.But whenever I'd complain, my mother would just give me one of those looks and she'd say, “This is no picnic for me either, buster.”(Laughter.)So I know that some of you are still adjusting to being back at school.But I'm here today because I have something important to discuss with you.I'm here because I want to talk with you about your education and what's expected of all of you in this new school year.Now, I've given a lot of speeches about education.And I've talked about responsibility a lot.I've talked about teachers' responsibility for inspiring students and pushing you to learn.I've talked about your parents' responsibility for making sure you stay on track, and you get your homework done, and don't spend every waking hour in front of the TV or with the Xbox.I've talked a lot about your government's responsibility for setting high standards, and supporting teachers and principals, and turning around schools that aren't working, where students aren't getting the opportunities that they deserve.But at the end of the day, we can have the most dedicated teachers, the most supportive parents, the best schools in the world--and none of it will make a difference, none of it will matter unless all of you fulfill your responsibilities, unless you show up to those schools, unless you pay attention to those teachers, unless you listen to your parents and grandparents and other adults and put in the hard work it takes to succeed.That's what I want to focus on today: the responsibility each of you has for your education.I want to start with the responsibility you have to yourself.Every single one of you has something that you're good at.Every single one of you has something to offer.And you have a responsibility to yourself to discover what that is.That's the opportunity an education can provide.Maybe you could be a great writer--maybe even good enough to write a book or articles in a newspaper--but you might not know it until you write that English paper--that English class paper that's assigned to you.Maybe you could be an innovator or an inventor--maybe even good enough to come up with the next iPhone or the new medicine or vaccine--but you might not know it until you do your project for your science class.Maybe you could be a mayor or a senator or a Supreme Court justice--but you might not know that until you join student government or the debate team.And no matter what you want to do with your life, I guarantee that you'll need an education to do it.You want to be a doctor, or a teacher, or a police officer? You want to be a nurse or an architect, a lawyer or a member of our military? You're going to need a good education for every single one of those careers.You cannot drop out of school and just drop into a good job.You've got to train for it and work for it and learn for it.And this isn't just important for your own life and your own future.What you make of your education will decide nothing less than the future of this country.The future of America depends on you.What you're learning in school today will determine whether we as a nation can meet our greatest challenges in the future.You'll need the knowledge and problem-solving skills you learn in science and math to cure diseases like cancer and AIDS, and to develop new energy technologies and protect our environment.You'll need the insights and critical-thinking skills you gain in history and social studies to fight poverty and homelessness, crime and discrimination, and make our nation more fair and more free.You'll need the creativity and ingenuity you develop in all your classes to build new companies that will create new jobs and boost our economy.We need every single one of you to develop your talents and your skills and your intellect so you can help us old folks solve our most difficult problems.If you don't do that--if you quit on school--you're not just quitting on yourself, you're quitting on your country.Now, I know it's not always easy to do well in school.I know a lot of you have challenges in your lives right now that can make it hard to focus on your schoolwork.I get it.I know what it's like.My father left my family when I was two years old, and I was raised by a single mom who had to work and who struggled at times to pay the bills and wasn't always able to give us the things that other kids had.There were times when I missed having a father in my life.There were times when I was lonely and I felt like I didn't fit in.So I wasn't always as focused as I should have been on school, and I did some things I'm not proud of, and I got in more trouble than I should have.And my life could have easily taken a turn for the worse.But I was--I was lucky.I got a lot of second chances, and I had the opportunity to go to college and law school and follow my dreams.My wife, our First Lady Michelle Obama, she has a similar story.Neither of her parents had gone to college, and they didn't have a lot of money.But they worked hard, and she worked hard, so that she could go to the best schools in this country.Some of you might not have those advantages.Maybe you don't have adults in your life who give you the support that you need.Maybe someone in your family has lost their job and there's not enough money to go around.Maybe you live in a neighborhood where you don't feel safe, or have friends who are pressuring you to do things you know aren't right.But at the end of the day, the circumstances of your life--what you look like, where you come from, how much money you have, what you've got going on at home--none of that is an excuse for neglecting your homework or having a bad attitude in school.That's no excuse for talking back to your teacher, or cutting class, or dropping out of school.There is no excuse for not trying.Where you are right now doesn't have to determine where you'll end up.No one's written your destiny for you, because here in America, you write your own destiny.You make your own future.That's what young people like you are doing every day, all across America.Young people like Jazmin Perez, from Roma, Texas.Jazmin didn't speak English when she first started school.Neither of her parents had gone to college.But she worked hard, earned good grades, and got a scholarship to Brown University--is now in graduate school, studying public health, on her way to becoming Dr.Jazmin Perez.I'm thinking about Andoni Schultz, from Los Altos, California, who's fought brain cancer since he was three.He's had to endure all sorts of treatments and surgeries, one of which affected his memory, so it took him much longer--hundreds of extra hours--to do his schoolwork.But he never fell behind.He's headed to college this fall.And then there's Shantell Steve, from my hometown of Chicago, Illinois.Even when bouncing from foster home to foster home in the toughest neighborhoods in the city, she managed to get a job at a local health care center, start a program to keep young people out of gangs, and she's on track to graduate high school with honors and go on to college.And Jazmin, Andoni, and Shantell aren't any different from any of you.They face challenges in their lives just like you do.In some cases they've got it a lot worse off than many of you.But they refused to give up.They chose to take responsibility for their lives, for their education, and set goals for themselves.And I expect all of you to do the same.That's why today I'm calling on each of you to set your own goals for your education--and do everything you can to meet them.Your goal can be something as simple as doing all your homework, paying attention in class, or spending some time each day reading a book.Maybe you'll decide to get involved in an extracurricular activity, or volunteer in your community.Maybe you'll decide to stand up for kids who are being teased or bullied because of who they are or how they look, because you believe, like I do, that all young people deserve a safe environment to study and learn.Maybe you'll decide to take better care of yourself so you can be more ready to learn.And along those lines, by the way, I hope all of you are washing your hands a lot, and that you stay home from school when you don't feel well, so we can keep people from getting the flu this fall and winter.But whatever you resolve to do, I want you to commit to it.I want you to really work at it.I know that sometimes you get that sense from TV that you can be rich and successful without any hard work--that your ticket to success is through rapping or basketball or being a reality TV star.Chances are you're not going to be any of those things.The truth is, being successful is hard.You won't love every subject that you study.You won't click with every teacher that you have.Not every homework assignment will seem completely relevant to your life right at this minute.And you won't necessarily succeed at everything the first time you try.That's okay.Some of the most successful people in the world are the ones who've had the most failures.J.K.Rowling's--who wrote Harry Potter--her first Harry Potter book was rejected 12 times before it was finally published.Michael Jordan was cut from his high school basketball team.He lost hundreds of games and missed thousands of shots during his career.But he once said, “I have failed over and over and over again in my life.And that's why I succeed.” These people succeeded because they understood that you can't let your failures define you--you have to let your failures teach you.You have to let them show you what to do differently the next time.So if you get into trouble, that doesn't mean you're a troublemaker, it means you need to try harder to act right.If you get a bad grade, that doesn't mean you're stupid, it just means you need to spend more time studying.No one's born being good at all things.You become good at things through hard work.You're not a varsity athlete the first time you play a new sport.You don't hit every note the first time you sing a song.You've got to practice.The same principle applies to your schoolwork.You might have to do a math problem a few times before you get it right.You might have to read something a few times before you understand it.You definitely have to do a few drafts of a paper before it's good enough to hand in.Don't be afraid to ask questions.Don't be afraid to ask for help when you need it.I do that every day.Asking for help isn't a sign of weakness, it's a sign of strength because it shows you have the courage to admit when you don't know something, and that then allows you to learn something new.So find an adult that you trust--a parent, a grandparent or teacher, a coach or a counselor--and ask them to help you stay on track to meet your goals.And even when you're struggling, even when you're discouraged, and you feel like other people have given up on you, don't ever give up on yourself, because when you give up on yourself, you give up on your country.The story of America isn't about people who quit when things got tough.It's about people who kept going, who tried harder, who loved their country too much to do anything less than their best.It's the story of students who sat where you sit 250 years ago, and went on to wage a revolution and they founded this nation.Young people.Students who sat where you sit 75 years ago who overcame a Depression and won a world war;who fought for civil rights and put a man on the moon.Students who sat where you sit 20 years ago who founded Google and Twitter and Facebook and changed the way we communicate with each other.So today, I want to ask all of you, what's your contribution going to be? What problems are you going to solve? What discoveries will you make? What will a President who comes here in 20 or 50 or 100 years say about what all of you did for this country? Anderson, thank you very much.I think most Americans understand that our country today faces a series of unprecedented crises.The middle class of this country for the last 40 years has been disappearing.Millions of Americans are working longer hours for lower wages.And yet almost all of the new income and wealth being created is going to the top one percent.As a result of this disastrous Citizens United Supreme Court decision, our campaign system is corrupt and is undermining American democracy.Millionaires and billionaires are pouring out of unbelievable money into the political process in order to fund PACs and to elect candidates who represent their interests, not the interests of the working people.Today, the scientific community is virtually unanimous that the climate change is real, it is caused by human activity.And we have a moral responsibility to transform our energy system away from fossil fuel to energy efficiency and sustainable energy and leave a habitable planet for our children and our grandchildren.Today in America we have more people in jail than any other country on earth.African-American youth unemployment is 51 percent.Hispanic youth unemployment is 36 percent.It seems to me that instead of building more jails and providing more incarceration, maybe-just maybe-we should be putting money into education and jobs for our kids.What this campaign is about is to mobilize our people to take back our government from a handful of billionaires and create a vibrant democracy.We know we can and should have.Thank you.Global Citizen I want to introduce you an amazing woman and her name is Davinia.Davinia was born in Jamaica, emigrated to the US at the age of 18 and now she lives just outside of the Washington DC.She is not a high-powedr political staffer, nor is a lobbyist.She probably tells you she’s quite unremarkable.But she’s having the most inredible impact.What’s incredible about Davinia is that she is willing to spend every single week focusing on people not her, people not her in her neighborhood.
