关于申请延期实施“年产200万立方米预应力混凝土空心板”
项目的请示
发展改革委员会: 我单位申请的年产200万立方米预应力混凝土空心板项目，于2011年7月开始施工，计划竣工时间为2013年5月。现已完成总建筑面积58180平方米,新建生产车间和库房52820平方米,办公楼和宿舍楼4160平方米,其他附属设施1200平方米。以下原因导致项目无法按计划实施：
（1）项目预算和实际投入较大。项目投资预算是***********万元，而实际已投入金额已超过******万元，预算的差距致使公司在资金筹集上无法按计划完成；
（2）人员原因。项目研发因为经济危机的影响，导致了部分研发人员的流失；
（3）产品在研发过程中，遇到了很多困难，经过公司的各方努力，产品的研发才得以继续，从而导致了产品的销售滞后，无法达到预期目标。
