主席先生: Mr.Chairman, 首先,请允许我代表中国代表团对你当选今年裁军审议委员会主席表示祝贺。我相信,你的外交经验和才干将引导本次会议取得积极进展。中国代表团将与你和各国代表团充分合作。在此,我也想对你的前任、波兰托皮克大使的工作表示感谢。

At the outset, please allow me, on behalf of the Chinese Delegation, to express congratulations on your assumption of the Chairmanship of this session of the United Nations Disarmament Commission(UNDC).I am convinced that with your diplomatic experience and skill, you will lead this session to fruitful results.The Chinese Delegation will offer its full cooperation to you and to other delegations.I also would like to take this opportunity to express appreciations to your predecessor, Ambassador Andrzej Towpik of Poland, for his outstanding work.主席先生,Mr.Chairman, 当前,各国在安全领域相互依存日益加深,交流与合作不断加强,实现普遍安全的理念深入人心。与此同时,国际社会面临的安全挑战也在增多,局部冲突和热点问题此起彼伏,恐怖主义十分猖獗,多边军控和防扩散仍然任重而道远。Nowadays, the interdependence between various countries in the security field is increasingly deepened, the exchanges and cooperation among countries are strengthened and the concept of security for all is accepted by more and more people.At the same time, the international society is still facing more and more security challenges.The regional conflicts and hotspot issues keep emerging.Terrorism is rampant.There is still a long way to go in multilateral arms control and non-proliferation.中方认为,为进一步公正、有效地推进多边军控和防扩散进程,国际社会应秉持以互信、互利、平等、协作为核心的新安全观,充分尊重和照顾各国正当安全关切,努力建立相互理解和信赖的国家关系,坚持多边主义,巩固以联合国为核心的集体安全体系,通过互利共赢实现普遍安全。

China maintains that, in order to further push forward the multilateral arms control and non-proliferation process in a fair and effective way, the international community should embrace a new security concept featuring mutual trust, mutual benefit, equality and coordination, fully respect and accommodate the legitimate security concerns of countries, establish state-to-state relations of mutual understanding and mutual trust, adhere to multilateralism, consolidate the collective security system with the United Nations(UN)at its core and attain the goal of security for all through mutually beneficial means.主席先生,Mr.Chairman, 全面禁止和彻底销毁核武器,实现无核武器世界,关系到全人类的福祉,也是世界各国爱好和平人们的共同愿望。当前,推进国际核裁军进程正面临难得的机遇,国际社会应共同努力,在以下几方面采取切实举措:

To prohibit completely and destruct thoroughly nuclear weapons and realize a world free of such weapons is related to the welfare of all mankind and is the common aspiration of all the peace-loving people from all countries of the world.At present, the international society is facing a good opportunity to push forward the international nuclear disarmament process, and should make joint efforts to take the following practical measures:

一、核武器国家应切实履行《不扩散核武器条约》第六条规定的核裁军义务,并公开承诺不寻求永远拥有核武器。同时应切实维护全球战略平衡与稳定。美俄作为拥有最庞大核武库的国家,应继续率先以可核查、不可逆的方式大幅度削减核武器。我们欢迎美俄谈判新的双边核裁军协议,希望双方早日达成协议。

Firstly, nuclear-weapon states should fulfill in good faith their nuclear disarmament obligations as contained in the Article VI of the Treaty on the Non-proliferation of Nuclear Weapons(NPT), and publicly undertake not to seek permanent possession of nuclear weapons.At the same time, the global strategic balance and stability should be maintained.As countries with the largest nuclear arsenals, the United States and the Russian Federation should continue to take the lead in making drastic and substantive reductions in their nuclear weapons in a verifiable and irreversible manner.We welcome the negotiations on a new bilateral agreement on the reduction of strategic weapons by the United States and the Russia Federation, and hope that two sides will reach agreement at an early date.二、核武器国家应降低核武器在国家安全中的作用,放弃以首先使用核武器为基础的核威慑政策,切实减少核武器威胁。所有核武器国家应该明确承诺无条件不对无核武器国家和无核武器区使用或威胁使用核武器,并就此达成具有法律约束力的国际文书。同时,核武器国家之间应该谈判缔结互不首先使用核武器条约。

Secondly, nuclear-weapon states should reduce the role of nuclear weapons in their national security and abandon the doctrines of nuclear deterrence based on the first use of nuclear weapons, so as to practically reduce nuclear threats.All nuclear-weapon states should undertake clearly and unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument on it.In the meantime, nuclear-weapon states should negotiate and conclude a treaty on no-first-use of nuclear weapons against one another.三、国际社会应共同努力,积极推进多边核裁军进程。《全面禁止核试验条约》应早日生效。应在日内瓦裁军谈判会议框架内,尽早启动“禁止生产核武器用裂变材料条约”谈判。有关地区国家在自行协商、自愿协议的基础上建立无核武器区的努力必须得到尊重和支持。

Thirdly, the international community should exert joint efforts to advance the multilateral nuclear disarmament process.The Comprehensive Nuclear Test Ban Treaty(CTBT)should be brought into force at an early date, and the negotiation on the Fissile Material Cut-off Treaty should be started in the framework of Conference on Disarmament(CD)in Geneva as soon as possible.The efforts of countries of relevant regions to establish nuclear-weapon-free zones on the basis of consultations among themselves and voluntary agreements must be respected and supported.四、国际社会应适时制订一项切实可行的分阶段长远规划,包括缔结《全面禁止核武器公约》,在有效国际监督下,最终实现全面、彻底核裁军。

Fourthly, to attain the ultimate goal of complete and thorough nuclear disarmament under valid international monitor, the international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention of the complete prohibition of nuclear weapons.主席先生,Mr.Chairman, 核不扩散与核裁军相辅相成。有效推进国际核不扩散努力,切实消除核扩散风险,对维护国际和地区和平与稳定,最终实现全面禁止和彻底销毁核武器至关重要。为此,国际社会应从以下几方面付诸努力:

Nuclear non-proliferation and nuclear disarmament are mutually reinforcing and supplementary to each other.To push forward the international nuclear non-proliferation efforts effectively and eliminate the risks of nuclear proliferation is extremely important for the realization of the complete prohibition and thorough destruction of nuclear weapons and maintaining international and regional peace and stability.In this regard, the international society should channel efforts in the following aspects:

第一,致力于营造一个和平稳定和普遍安全的国际环境,尊重彼此安全利益,增进相互信任,从而在根本上消除保留或谋求核武器的动因。

Firstly, foster a peaceful and stable international environment with security for all, respect the security interests of each other, and enhance mutual trust, so as to remove the root causes to reserve or seek nuclear weapons.第二,坚持通过对话与谈判解决防扩散热点问题。有关各方应充分发挥政治智慧,共同寻求妥善解决问题的方案。制裁和施压难以从根本上解决问题。

Secondly, adhere to resolve non-proliferation hotspot issues through dialogue and negotiations.The parties concerned should fully explore political wisdom and jointly seek proper resolutions to the issues.Sanctions and pressure can hardly offer fundamental solutions to the issues.第三,确保国际核不扩散努力的公正性和非歧视性,处理好核不扩散与和平利用核能的关系。应尊重和保证各国和平利用核能的正当权利。坚决摒弃双重标准的做法。

Thirdly, the impartiality and nondiscrimination of the international efforts in nuclear non-proliferation should be ensured, and a balance between non-proliferation and peaceful use of nuclear energy should be struck.The legitimate rights of each state to peaceful use of nuclear energy should be respected and ensured, and the practice of double standard should be firmly abandoned.第四,切实巩固和加强国际核不散法律体系。进一步加强《不扩散核武器条约》的普遍性、权威性和有效性,提高国际原子能机构的保障监督能力,推动联合国安理会第1540号决议得到全面执行。Fourthly, the international nuclear non-proliferation legal system should be consolidated and enhanced.The universality, authority and effectiveness of the NPT should be further promoted, the safeguard capability of the International Atomic Energy Agency(IAEA)be strengthened and the Resolution 1540 of the UN Security Council be implemented in a comprehensive way.第五,在全球范围内提升核安全水平。采取切实有效措施,加强核设施和核材料的安全保护,有效防止核材料流失。各国还应在打击核恐怖主义方面加强合作。

Fifthly, promote nuclear security level in the global scope.Credible and effective measures should be taken to ensure the security of nuclear facilities and materials and prevent the diversion of nuclear materials.Furthermore, all countries should intensify cooperation in combating nuclear terrorism.即将举行的《不扩散核武器条约》审议大会意义重大。各方应抓住这一契机,全面、平衡推进条约确立的核不扩散、核裁军与和平利用核能三大目标,推动审议大会取得实质性成果。

The upcoming NPT Review Conference is of great significance.All parties should seize this opportunity and work to advance the NPT's three major objectives of nuclear non-proliferation, nuclear disarmament and peaceful use of nuclear energy in a comprehensive and balanced manner, so that the Review Conference could produce substantive outcomes.主席先生,Mr.Chairman,中国一贯主张全面禁止和彻底销毁核武器,坚定奉行自卫防御的核战略。中国始终恪守在任何时候和任何情况下都不首先使用核武器,无条件不对无核武器国家和无核武器区使用或威胁使用核武器的承诺。中国是唯一做出上述承诺的核武器国家。中国在核武器发展方面始终采取极为克制的态度,从未参加任何形式的核军备竞赛,也从未在别国部署核武器。这本身就是我们为核裁军事业做出的独特贡献。

China has always stood for the complete prohibition and thorough destruction of nuclear weapons, and adheres firmly to the nuclear strategy of self-defense.We have faithfully abided by our commitment that we will not be the first to use nuclear weapons at any time and under any circumstances and that we will unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones.In fact, China is the only nuclear weapon state that has undertaken such a commitment.China has always exercised the utmost restraint on development of nuclear weapons.We have never participated in any form of nuclear arms race and have never deployed such weapons on foreign soil.This, in itself, is our unique contribution to nuclear disarmament.中国一直积极支持和参与国际防扩散努力,严格履行防扩散国际义务,已建立起一整套与国际接轨的出口管制法律法规体系。中国始终主张通过对话与谈判和平解决朝鲜半岛核问题和伊朗核问题,并为此做出了不懈努力。我们愿与有关各方一道,继续积极推进朝鲜半岛无核化目标,推动伊朗核问题得到妥善解决,维护国际核不扩散体系,维护有关地区的和平与稳定。

China has always supported and participated actively in the international non-proliferation efforts.We have fulfilled strictly our obligations of international non-proliferation and put in place a comprehensive system of laws and regulations on export control which are basically identical with international practices.China calls for peaceful resolutions to the nuclear issue on the Korean Peninsula and the Iranian nuclear issue through dialogue and negotiation, and has made unremitting efforts toward this goal.We are ready to work with other relevant parties to actively promote the denuclearization of the Korean Peninsula and proper settlement of the Iranian nuclear issue, with a view to safeguarding international non-proliferation regime and maintaining regional peace and stability.主席先生,Mr.Chairman,宣布2010年代为第四个“裁军十年”,对推动国际军控与防扩散进程具有重要意义。在去年裁审会上,各方围绕第四个“裁军十年”宣言草案要素内容进行了有益的讨论,取得不少共识。中方希望各方继续努力,尊重和照顾彼此关切,相向而行,早日就宣言草案要素达成一致。

It is of great significance for promoting the international arms control and non-proliferation process to declare the decade of 2010 as the Fourth Disarmament Decade.In the last session of the UNDC, various parties carried out beneficial discussion on the Elements of a Draft Declaration of the Fourth Disarmament Decade and reached much common understanding.We hope that all parties will intensify efforts, respect and accommodate each other's concerns, work together and try to reach agreement on the Elements of a Draft Declaration at an early date.中方认为,第四个“裁军十年”宣言应坚持《联合国宪章》的宗旨和原则,以及第一届裁军特别联大《最后文件》确立的有关军控和裁军指导原则,根据当前国际安全形势的新特点,明确今后十年军控与防扩散工作的主要任务和优先事项。宣言内容应全面平衡,能够得到各方普遍支持。

China is of the view that the Declaration of the Fourth Disarmament Decade should be in line with the purposes and principles of the UN Charter and the guiding principles enshrined in the Final Document of the First Special Session of the General Assembly Devoted to Disarmament(SSOD-I).Based on the new characteristics of the current international security situation, the Declaration should specify the main tasks and priorities of the international arms control and non-proliferation for next decade.The content of the Declaration should be comprehensive and well-balanced, which will obtain universal support from all parties.主席先生,Mr.Chairman, 裁审会是唯一多边裁军审议机制。加强裁审会工作,对新形势下推进多边军控和防扩散进程具有积极作用。中方愿与各方共同努力,推动本次裁审会的各项工作取得积极进展,为推动国际军控与防扩散进程公正、合理、健康发展做出我们的贡献。

The UNDC is the sole multilateral disarmament deliberative body.In the new situation, strengthening the work of the UNDC will play a positive role in advancing the multilateral arms control and non-proliferation.China is willing to make joint efforts with all other parties to promote the work of this session of the UNDC, with a view to making contributions to the fair, reasonable and sound development of the international arms control and non-proliferation process.谢谢主席先生。

First of all, please allow me, on behalf of the Chinese delegation, to congratulate you on your election to the Chair of the Conference.I am convinced that with your rich diplomatic experience and outstanding skills, you will surely be able to lead the Conference to a successful conclusion.The Chinese delegation looks forward to cooperating fully with you and other delegations.I would also like to take this opportunity to express high appreciation to the Chairperson of the 14th Conference, Ambassador Verba of Lithuania, for the enormous efforts he has made.首先,请允许我代表中国代表团对你当选大会主席表示祝贺。我相信,你丰富的外交经验和杰出的才能,一定能引导大会取得成功。中国代表团愿与你和各国代表团充分合作。我也愿对第14届大会主席立陶宛大使韦尔巴先生的辛勤工作表示赞赏。

Mr Chairperson,主席先生,The current international security situation is on the whole stable, yet destabilising factors and uncertainties are on the rise.While traditional security problems persist, non-traditional ones come increasingly to the fore.In response to the complicated and diversified security threats and challenges, there is an ever wider convergence of views in the international community to strengthen multilateral cooperation and to take more robust collective actions.China believes that to preserve world peace and security, efforts should be made by all parties to enhance the multilateral system of arms control, disarmament and non-proliferation.当前,国际安全形势总体稳定,但不稳定、不确定因素增多,传统安全问题依然存在,同时,非传统安全问题日益突出。面对复杂多元的安全威胁和挑战,加强多边合作,采取更有力的集体行动加以应对,日益成为国际社会普遍共识。中方认为,为维护世界和平与安全,各方应进一步加强多边军控、裁军和防扩散体系。

For 13 years since its entry into force, the Chemical Weapons Convention(hereinafter “the Convention”)has been playing an important role in removing the threat of chemical weapons, safeguarding world peace, and promoting achievements in chemical industry for the benefit of mankind.China appreciates the smooth implementation of the Convention in the past year.Thanks to joint efforts from all sides, the OPCW has made positive progress in chemical disarmament, non-proliferation, assistance and protection against chemical weapons, and international cooperation.On the other hand, with the approaching final deadline of 2012 for the completion of destruction of chemical weapons, the OPCW is also faced with challenges such as facilitating the timely completion of destruction by possessor States and shaping its own future development.China believes that it is a shared responsibility of all States Parties to promote the full and effective implementation of the Convention and to preserve its integrity.《禁止化学武器公约》(下称“公约”)生效13 年来,在消除化学武器威胁、维护世界和平、促进化工成果造福人类方面发挥了重要作用。中方高兴地看到,在过去一年里,公约履约形势总体良好,在各方共同努力下,禁化武组织在化武裁军、防扩散、化武防护与援助、国际合作等领域取得了积极进展。与此同时,随着2012 年化武销毁最终期限的临近,禁化武组织还面临着推动化武拥有国如期完成销毁任务、谋划自身未来发展等挑战。中方认为,促进公约全面有效实施、维护公约权威是各缔约国的共同责任。

Mr Chairperson,主席先生,The Chinese delegation fully agrees with the statement made by H.E.Ambassador Zelmys Dominguez Cortina, on behalf of the member states of the Non-Aligned Movement that are States Parties to the Chemical Weapons Convention and China.Now I would like to present the views of the Chinese delegation on some issues under discussion at this session of the Conference.中国代表团赞同古巴大使阁下代表不结盟运动和中国所作的发言。下面我愿就本次大会所涉有关议题谈谈中国代表团的看法:

Firstly, the timely completion of destruction activities constitutes a core obligation under the Convention.The destruction of chemical weapons is the most important, pressing and overriding task for the OPCW at present and in the years to come.While commending the positive efforts made by the countries concerned in this regard, China has noted that some possessor States might miss the deadlines and that the destruction of ACWs is taking on ever greater urgency.We call upon possessor and abandoning States to demonstrate fully their political will and good faith for fulfilling their obligations under the Convention by increasing all types of input to speed up destruction effectively.The OPCW, the Executive Council in particular, should monitor more closely the destruction process and make an all-out effort, as its top priority for the present and a period of time to come, to advance the timely completion of destruction by possessor and abandoning States, with a view to eliminating at an early date the danger posed by chemical weapons to mankind.第一,按期完成化武销毁是公约的核心义务。化武销毁是禁化武组织当前和今后一个时期最重要、最紧迫、最优先的任务。中方赞赏有关国家为销毁化武所做的积极努力,同时注意到一些化武国面临销毁逾期问题,遗弃化武的销毁亦更趋紧迫。我们敦促化武拥有国和遗弃国充分展现履行公约义务的政治诚意,加大各个方面的投入,切实加快销毁进程。禁化武组织特别是执理会应加大对化武销毁的关注力度,将全力推动化武拥有国和遗弃国如期完成销毁任务作为当前及未来一段时间的工作重点,尽早消除化学武器对人类的危害。

Informal consultations have already started among States Parties on issues related to compliance with the final extended deadlines of destruction, and China will continue to take an active part and play a constructive role in such discussions.We hold that any solution must ensure the integrity and credibility of the Convention and reflect equality of States Parties in terms of the fulfilment of their obligations under the Convention;it should base itself on the provisions of the Convention while taking political, procedural and other aspects into consideration;and it should be able to minimise negative impact and contribute to the smooth implementation of other provisions of the Convention.各缔约国已经就化武销毁逾期相关问题开始非正式讨论,中方将继续积极参加并发挥建设性作用。我们认为,销毁逾期问题的任何解决方案均应确保公约的权威和信誉,体现缔约国在履行公约义务方面的平等,以公约有关规定为依据,同时兼顾政治、程序等多方面因素,尽可能减小负面影响,并有助于公约其他条款的顺利实施。

Secondly, the future development of the OPCW must be dealt with properly.China maintains that at present and for a period of time to come, the OPCW and States Parties should continue to give first priority to chemical disarmament, and proceed on that understanding to discuss the future development of the OPCW.China has always maintained that work in different areas of the Organisation should be pushed forward in a balanced way, through a balanced allocation of resources for non-proliferation, assistance and protection against chemical weapons, international cooperation, and other endeavours.Taking a constructive attitude, China wishes to be actively involved in relevant discussions and supports the Director-General for the creation of an advisory panel on this issue.As for how the OPCW should eventually evolve, we believe that this is an issue that should be decided upon by consensus among States Parties through intensive consultations, taking into account the views of the advisory panel.第二,妥善应对禁化武组织转型问题。中方认为,禁化武组织和各缔约国应继续将化武裁军放在当前及今后一段时间内的首要位置,并在此前提下就禁化武组织的未来发展进行探讨。中方一贯主张平衡推进公约组织的各项工作,在防扩散、化武防护援助及国际合作等领域平衡分配资源。中方愿以建设性的态度,积极参与禁化武组织转型相关讨论,支持总干事就此成立独立咨询小组。我们认为,最终禁化武组织的发展方向应由缔约国充分讨论,参考独立咨询小组意见,以协商一致的方式做出决定。

Thirdly, industry verification resources should be distributed in a rational manner.China maintains that subject to adequate CW-related verification, industry verification should be carried out in a rational and balanced manner.We believe that the key to better results of non-proliferation efforts lies in the rational distribution of industry verification resources, through due consideration of the hierarchy of risks pertaining to facilities and the principle of equitable geographical distribution.China calls upon all parties to continue to intensify communication and consultation on industry issues and strive for an early and satisfactory resolution of the outstanding issues including the methodology for the selection of OCPF for inspection.第三,合理分配工业核查资源。中方主张在保证化武销毁得到充分核查前提下,合理、平衡开展工业核查。我们认为,切实提高防扩散效果的关键是合理分配工业核查资源,应充分考虑设施风险度和地域平衡原则。中方呼吁各方继续就工业问题加强沟通与磋商,争取早日妥善解决其他化学品生产设施视察选择方法等未决问题。

Fourthly, on strengthening and actively fostering international cooperation in chemical industry.This is an undertaking that has a far-reaching bearing on the full implementation of the Convention.Through international cooperation, States Parties can share their achievements in the field of chemical industry to the benefit of countries concerned, especially developing countries, in developing their chemical industries and their national economies.China commends the efforts made by States Parties and the Secretariat for this purpose, which include the successful organisation of the “workshop on Article XI” prior to the Conference.China appeals to all parties for additional input in this area in terms of funding and technology.Developed countries are expected to increase their assistance to and cooperation with developing countries in the field of chemical industry.第四,积极推进化工领域国际合作。加强国际合作对公约的全面实施具有深远意义。通过国际合作,各缔约国可以共享化工领域发展成果,有助于各国,特别是发展中国家提高化工水平,发展国民经济。中方赞赏缔约国和技秘处为此做出的努力,包括在大会前成功举办“第十一条研讨会”。中方呼吁各方在国际合作领域投入更多资金和技术,希望发达国家加大对发展中国家的化工援助与合作力度。

Fifthly, further efforts should be made to promote universality and national implementation measures.With concerted efforts by States Parties and the Secretariat, the number of States Parties to the Convention has reached 188, making it one of the most universally accepted arms control treaties.Positive progress has also been made in areas such as the establishment of National Authorities and the enactment of implementation legislations.China welcomes and commends these developments and supports all efforts aimed at further promoting the universality of the Convention and improving national implementation measures.At the same time, recognising the existing difficulties encountered by some developing countries in adopting such measures, China hopes that all parties concerned will work together to find practical and feasible ways for the steady implementation of these measures, and that States Parties in a position to do so will actively provide assistance to countries in difficulty.第五,加强公约普遍性和国家履约措施。在缔约国和技秘处的共同努力下,公约缔约国达到了188 个,成为普遍性最强的军控条约之一。各国在建立国家履约机构、制定履约立法方面也取得了积极进展。中方对此表示欢迎和赞赏,支持各方为进一步扩大公约普遍性,完善国家履约措施所作的努力。同时,中方理解一些发展中国家在落实国家履约措施方面存在的实际困难,希望有关各方共同努力,通过实际可行的办法稳步落实国家履约措施,有关缔约国并应积极向有困难的国家提供帮助。

Mr Chairperson,主席先生,The issue of chemical weapons abandoned by Japan on the territory of China(hereinafter “Japanese ACWs”)has always been a major concern of the Chinese government and people.The proper disposal of abandoned chemical weapons is a matter that bears on the object and purpose of the Convention and constitutes an important integral part of its implementation.The delays in the disposal of Japanese ACWs have become a serious cause for concern and regret in the implementation of the Convention.As is demonstrated by the recurrence of incidents of injuries they have caused, the Japanese ACWs pose a direct threat and cause real harm to the life and property of Chinese people and their natural environment, and are thus no less hazardous than existing stockpiles.日本遗弃在华化学武器问题一直是中国政府和人民的重大关切。妥善处理遗弃化武攸关公约的宗旨和目标,是公约实施的重要组成部分。日遗化武处理工作滞后已成为《公约》 实施中的严重缺憾。屡次发生的日遗化武伤人事件表明,日遗化武对中国人民生命财产和生态环境构成直接威胁和现实损害,其危害不亚于库存化武。

With joint efforts by China and Japan, the Nanjing mobile destruction facility began on October 12 this year to destroy live munitions, which represents a step forward in disposing of Japanese ACWs.However, the rate of progress in the overall process of their destruction still falls far behind schedule, with large quantities of such weapons discovered so far pending urgent safety treatment.This has made China worried and concerned.We urge Japan to implement fully its obligations under the Convention by increasing its input with a view to completing the thorough and safe destruction of Japanese ACWs within the timeline prescribed by the Convention.在中日双方共同努力下,南京移动式销毁设施已于今年10 月12 日开始销毁实弹,处理日本遗弃化武工作取得一定进展。但日本遗弃化武销毁工作整体进程仍严重滞后,大量已发现的日本遗弃化学武器亟待安全处理,中方对此表示忧虑和关切。中方敦促日方切实履行公约义务,加大投入,在公约规定期限内,全面、彻底、安全销毁日遗化武。

During this session of the Conference, China is holding a photo exhibition on Japanese ACWs, which is a comprehensive and systematic presentation of the history and the current status of this issue, including the progress made to date through China-Japan cooperation in dealing with Japanese ACWs, and the contribution to these efforts by the Secretariat.All delegates are invited to the exhibition.在本届大会期间,中方将举办日遗化武图片展,全面、系统介绍日遗化武问题的历史和现状、中日双方合作处理日遗化武取得的最新进展及技秘处参与日遗化武处理的情况。欢迎各位代表前往观展。

Mr Chairperson,主席先生,China has consistently supported the object and purpose of the Convention by earnestly fulfilling its obligation under the Convention.China has enacted a complete set of implementation laws and regulations and put in place an effective system of management for the implementation of the Convention throughout China at both central and local levels.While submitting all declarations in a timely and accurate manner, China has smoothly hosted over 240 OPCW inspections, of which 33 took place in the past 11 months of this year.Attaching great importance to non-proliferation, China has developed an export control regime in line with the prevailing international practices, and law enforcement is strict and effective.China has worked closely with the Secretariat in international cooperation and the Africa programme.In July this year, together with the OPCW, China once again organised successfully in Beijing a training course on international assistance and protection.China has also, for two years in succession, offered training opportunities to chemical industry personnel from African countries.中国一贯支持公约的宗旨和目标,认真履行公约义务,业已建立一套完善的履约法律规范,形成了从中央到地方、覆盖全国、管理有效的履约体系。中国按时、准确提交了各种宣布,顺利接待禁化武组织视察240 余次,其中今年前11个月达到33 次。中国高度重视防扩散问题,制定了与国际通行做法相一致的出口管制法规体系,执法严格有效。中方与技秘处密切合作,积极开展国际合作与对非援助。今年7 月,中方再次与禁化武组织在北京成功举办国际援助与防护培训班,中方并连续两年向非洲国家提供化工人员进修名额。

It gives me great pleasure to attend the 65th Commission Session of the United Nations Economic and Social Committee for Asia and the Pacific(ESCAP).My thanks go to the Thai government and ESCAP Secretariat for their thoughtful arrangements for this meeting.I particularly wish to thank Prime Minister Abhisit Vejjajiva for coming to this segment and addressing the audience.主席先生,Mr.Chairman,当前,国际金融危机仍在蔓延,亚太经济发展受到严重影响。经济增速放缓,贸易额急剧下降,失业人口陡增,社会稳定面临压力。根据亚太经社会刚刚发表的《亚太经济社会概览》,亚太地区拥有全球三分之二的贫困人口,也是全球一半左右自然灾害的发生地,粮食能源问题依然突出,气候变化造成的自然灾害等问题凸显。亚太地区落实千年发展目标、实现经济社会可持续发展形势严峻。

The ongoing international financial crisis has had a serious impact on the economic growth of the Asia-Pacific region.Its growth has slowed down, its trade dropped sharply, unemployment surged all of a sudden and pressure is mounting on social stability.According to the latest Economic and Social Survey of Asia and the Pacific released by ESCAP, the Asia-Pacific region is home to two thirds of the world's poor and half of the natural disasters in the world occur here.Food, energy and natural disasters induced by climate change remain acute issues.For this region, to achieve the Millennium Development Goals(MDGs)and sustainable economic and social development is a severe challenge.妥善应对挑战,共克时艰,是我们共同的任务。为此,我愿提出以下几点主张:

It is our shared responsibility to meet the challenge and overcome the difficulties.To this end, I would like to make the following proposals:

一、全力恢复经济增长是当前最紧迫的任务,也是影响全局的关键因素。各国应加强宏观经济政策协调,并根据形势发展,进一步采取积极有效的刺激措施,扩大内需,稳定市场。亚太国家外贸依存度普遍较大,维护开放自由的全球和区域贸易体系事关各方切身利益,我们应共同反对贸易和投资保护主义,推动多哈回合谈判取得全面、平衡的成果。继续推动《亚太贸易协定》等区域多边贸易体制发展,推动贸易与投资自由化和区域经济一体化,增强对域外市场波动的免疫力。

First, our immediate task is to do all we can to restore growth as it is crucial to the whole world now.All countries should enhance coordination in macro-economic policy and, as the situation evolves, take further positive and effective stimulus measures to boost domestic demand and stabilize markets.The Asia-Pacific countries have an immediate interest in upholding open and free trade systems at both global and regional levels, as most of them largely depend on external trade.We should jointly oppose trade protectionism, and push the Doha Round negotiations towards a comprehensive and balanced outcome.We should continue to promote the Asia-Pacific Trade Agreement(APTA)and other regional multilateral trade mechanisms as well as trade and investment liberalization and regional economic integration so as to boost our ability to weather the turbulences arising from markets outside our region.二、粮食能源安全和气候变化均是影响民生和可持续发展的长期性问题,需统筹应对。亚太地区现有约9.5亿人生活在贫困线以下,金融危机加剧了贫困状况。气候变化造成自然灾害频仍、农业生产力下降。各国应加大对粮食生产投入,改善粮食贸易环境,为粮食生产创造有利条件。树立和落实互利合作、多元发展、协同保障的新能源安全观。遵循《联合国气候变化框架公约》及其《京都议定书》,按照“共同但有区别的责任”的原则加强应对气候变化努力。

Second, to achieve sustainable development, we need to adopt a holistic approach to address the long-term issues of energy and grain security as well as climate change that affect people's lives.In the Asia-Pacific region, about 950 million people live below the poverty line and the financial crisis has made the poor poorer.Because of climate change, natural disasters are frequent and agro-productivity decreased.All countries should increase input into and create better conditions for grain production, and improve the environment for grain trade.We must adopt a new thinking on energy security that advocates mutually beneficial cooperation, diversified forms of development and common energy security through coordination.We should also step up our efforts to address climate change under the United Nations Framework Convention on Climate Change and its Kyoto Protocol, as well as the principle of “common but differentiated responsibilities”.三、贫困人口是受危机影响最大的弱势群体,需要我们特别关注。目前,亚太地区基础社会保障水平很低,仅约30%的老年人享有养老金,约 20%的居民享有医疗保障。贫困人口的发展关系到本地区整体可持续发展。应加强社会保障体系,增加居民收入,提高消费能力,刺激经济发展。应高度关注和尽量减少国际金融危机对本地区发展中国家特别是最不发达国家造成的损害。有关各方特别是发达国家应承担责任和义务,继续履行对发展中国家的援助、减债等承诺。

Third, the poor population is the most vulnerable to the crisis and deserves our special attention.In the Asia-Pacific region, the basic social security level is low.Only about 30% of the elder people enjoy old-age pension and 20% of the population are covered by medical insurance.The development of the poor is an important factor in the overall sustainable development of the region.We should strengthen social security systems and increase people's income and consumption capability.This will also stimulate economic growth.We should pay high attention to and minimize the damage of the international financial crisis on developing, especially the least developed countries in the region.Parties concerned, developed countries in particular, should honor their responsibilities and obligations and continue to fulfill their commitments to developing countries on assistance and debt reduction.四、实现社会和谐,是亚太各国的共同目标。当前形势下,面对各种挑战,更要树立和谐的观念,以统筹、全面、协调的方式推进各领域发展。发展是当前第一要务,要通过发展来解决各种问题。经济社会各领域发展要相互协调,确保发展的长期可持续性。

Fourth, social harmony is the common goal of all Asia-Pacific countries.In the face of various challenges today, it is more important to pursue harmony and promote comprehensive development in an all-round and coordinated way.Development is the top priority and the key to the solution of various issues.And long-term and sustainable development requires coordinated development in different economic and social sectors.主席先生,Mr.Chairman,金融危机给中国带来了前所未有的困难和挑战。作为最大的发展中国家,中国努力保持自身经济的平稳较快增长本身就是对世界最大的贡献。我们把扩大国内有效需求特别是消费需求作为经济增长的基本立足点,果断实施积极的财政政策和适度宽松的货币政策,相应出台了系统完整的一揽子计划。包括大规模增加政府支出,实施总额达4万亿元人民币的两年投资计划,规模相当于2007年中国GDP的16%;多次降息和增加银行体系流动性,共释放流动性约8000 亿元人民币;大范围实施产业调整振兴规划,提高国民经济整体竞争力;大幅度提高社会保障水平,继续提高企业退休人员基本养老金,提高失业保险金等。投入 8500亿元,力争用三年时间基本建成覆盖全国城乡的基本医疗卫生制度。实施更加积极的就业政策,千方百计减缓金融危机对就业的影响。目前,这些措施已取得了初步成效。我们对实现2009年中国经济社会发展的主要预期目标充满信心。

The financial crisis has brought China unprecedented difficulties and challenges.As the largest developing country, China is working to maintain its steady and rapid economic growth, which is in itself the biggest contribution to the world.To boost growth, we start with the expansion of effective domestic demand, particularly consumer demand.We have swiftly adopted a proactive fiscal policy and a moderately easy monetary policy and launched a systematic and comprehensive package plan.This package plan includes a substantial increase of government spending, and a two-year program involving a total investment of RMB4 trillion, equivalent to 16% of China's GDP in 2007.Our several cuts in interest rates and increases in liquidity in the banking system have released about RMB800 billion of liquidity.We have also launched a large-scale industrial restructuring and rejuvenation program to enhance the competitiveness of our economy.We are trying to substantially raise the level of social security.We will continue to increase basic pension for enterprise retirees and unemployment insurance benefits.With an investment of RMB850 billion, we are working to set up a nationwide basic medical and healthcare system covering both urban and rural areas within three years.We are pursuing a more active employment policy and trying every means to mitigate the impact of the financial crisis on employment.All these measures have achieved initial success, giving us full confidence to meet our major economic and social development goals in 2009.主席先生,Mr.Chairman,中国积极参与国际和地区应对危机的合作,为促进国际金融体系改革、加强全球宏观经济政策协调等发挥了建设性作用。中国向国际金融公司贸易融资计划提供了首批15亿美元的融资支持。中国尽最大努力向有关国家提供支持和帮助,同有关国家和地区签署了总额达6500亿元人民币的双边货币互换协议,积极参与清迈倡议多边化框架下的货币储备库建设,维护地区经济金融形势稳定,促进地区金融合作和贸易发展。

China has taken an active part in the international and regional cooperation to tackle the crisis.It has played a constructive role in promoting reform of international financial institutions and improving global coordination in macro-economic policies.China has provided US$1.5 billion as the first portion of its financial support to the Global Trade Finance Program of the International Finance Corporation.China has made utmost effort to offer support and assistance to other countries.It has signed bilateral currency swap agreements worth RMB650 billion with relevant countries and regions, actively participated in the building of the currency reserve pooling under the framework of Chiang Mai Initiative Multilateralization, worked for regional economic and financial stability and promoted regional financial cooperation and trade.主席先生,Mr.Chairman,国际金融危机、粮食能源安全和气候变化为本地区实现千年发展目标增添了新的复杂因素。中国是最早提前实现千年发展目标中减贫目标的发展中国家,并为国际社会努力实现千年发展目标做出了力所能及的贡献。去年,中国国务院总理温家宝在联合国千年发展目标高级别会议上代表中国政府为促进落实千年目标再次提出了一系列援助计划,包括向联合国粮农组织捐款3000万美元设立信托基金,用于帮助发展中国家提高农业生产能力的项目和活动;大幅增加援建发展中国家的农业技术示范中心、派往发展中国家的农业专家和技术人员和发展中国家来华留学生名额;免除最不发达国家2008年底对华到期未还的无息贷款,给予有关最不发达国家95%的产品零关税待遇等一系列措施。

The global financial crisis, grain and energy security and climate change have all added complexity to the endeavor of meeting the MDGs in our region.Yet, China has become the first developing country to meet the target of poverty reduction of the MDGs ahead of schedule and done its best to contribute to the international efforts to meet the MDGs.To facilitate the implementation of the MDGs, Premier Wen Jiabao of the State Council of China put forward a series of new assistance programs on behalf of the Chinese Government at the UN High-Level Event on MDGs last year.These programs include a donation of US$30 million to the UN Food and Agriculture Organization to establish a trust fund for projects and activities aimed at improving the agricultural productivity of developing countries;an increase of assistance to the construction of agricultural technology demonstration centers in developing countries;sending more Chinese agricultural experts and technicians to developing countries;accepting a greater number of students from developing countries;and giving zero-tariff treatment to 95% of products from relevant least developed countries.And China has already canceled the outstanding interest-free loans due by the end of 2008 extended to least developed countries.主席先生,Mr.Chairman,联合国亚太经社会为落实千年发展目标、推动区域经济社会可持续发展发挥了重要作用。新形势下,联合国亚太经社会可以通过改革创新、提高效率,为促进亚太各国共同发展与繁荣做出更大贡献。中国一向重视与联合国亚太经社会的合作。面对国际和地区形势广泛而深刻的变化,我们将继续支持联合国亚太经社会的工作,加强与各成员的交流,为建设亚太地区更加美好的未来做出不懈努力。

ESCAP has played an important role in implementing the MDGs and promoting sustainable economic and social development in this region.Under the new world situation, ESCAP can make greater contribution to the common development and prosperity of all Asia-Pacific countries through reform, innovation and improvement of its efficiency.China has always attached importance to its cooperation with ESCAP.In view of the extensive and profound changes in the international and regional situation, we will continue to support ESCAP, strengthen exchanges with other members and make continuous efforts for a better future of the Asia-Pacific region.谢谢!Thank you.

China steadfastly pursues peaceful development, views outer space as the province of humanity, supports activities in the peaceful use of outer space, and actively explores and uses outer space.2010年,中国在空间技术、空间应用、空间科学方面取得了可喜的进展,并在航天领域开展了广泛而深入的国际合作。下面,我向全会报告2010年中国航天活动所取得的进展。

In 2010, we in China have made gratifying progress in space technology, applications and science, and carried out extensive and in-depth international cooperation in the space area.Now I'd like to inform the STSC of progress made in China's space activities in 2010.一、空间技术

I.2010年,中国长征系列运载火箭进行了15次发射,发射了包括“风云三号”极轨气象卫星、北斗系列导航定位卫星、通信广播卫星、实践系列空间环境探测卫星以及“嫦娥二号”月球探测卫星在内的20颗卫星。

In 2010, the Long March series launch vehicles carried out 15 launches, launching 20 satellites including the FY-III polar-orbiting meteorological satellite, the Beidou(Compass)series navigation positioning satellite, communications and broadcasting satellite, the SJ series space probe satellite as well as the Chang'E-II lunar exploration satellite.其中,中国探月工程二期的先导星 “嫦娥二号”卫星于2010年10月1日从西昌卫星发射中心发射升空,准确进入地月转移轨道。10月9日,实现环月飞行。10月27日至 29日,完成对嫦娥三号预选着陆区的成像,为发射嫦娥三号打下了良好基础。到目前为止,嫦娥二号在轨飞行正常,数据接收良好。

Of the satellites launched, the Chang'E-II, the first satellite in China's lunar exploration program phase II, was launched from the Xichang satellite launch centre and entered the earth-lunar transfer orbit on 1.10.2010.On 9.10.2010, it commenced lunar orbiting.From 27-29.10.2010, it completed imaging of the pre-selected landing zone for Chang'E-III, laying a good foundation for the latter's launch.To date, it is operating normally on orbit and data reception is good.中国政府强调对空间活动中空间碎片的控制管理,组织实施了空间碎片研究计划,并积极推动减缓技术应用于航天器设计、制造。2010年,中国首份指导航天活动空间碎片减缓的顶层标准《空间碎片减缓》已经正式颁布实施。

The Chinese government emphasizes space debris control and management in its space activities and has implemented a space debris research program, and promoted the application of mitigation technologies in spacecraft design and manufacture.In 2010, China formally promulgated the highest standards in this area entitled Space Debris Mitigation to guide space debris mitigation.二、空间应用

II.space applications

空间技术在中国的气象、遥感、环境保护、导航等多个领域发挥了重要的作用。在2010年召开的上海世博会、广州亚运会、广州亚残会等盛会中,空间技术和应用为这些大型国际活动提供了良好的服务。

Space technology has played an important role in various fields such as meteorology, remote sensing, environmental protection, and navigation, among others.Major international events like the Expo 2010 in Shanghai, the Guangzhou Asian Games, and Guangzhou Asian Para Games have been well served by space technology and applications.风云三号气象卫星经在轨测试、业务试运行和业务运行,目前已经获取了丰富的地球大气探测数据。除风云三号A、B星以外,风云二号D星和E星分别在赤道上空两个轨道位置上运行,对中国及亚太地区天气状况——尤其是台风和暴雨天气系统进行连续监测。迄今为止,风云系列在轨卫星均运行状态良好,取得了显著的经济社会效益。

After on-orbit testing, provisional operation and routine operations, the FY-III satellite has acquired a wealth of earth atmospheric data.In addition to the FY-III A and B satellite, the FY-II D and E satellites are operating on their respective orbits over the equator, carrying out continuous monitoring of weather conditions, particularly typhoon and torrential rain systems in the Asia-Pacific region.So far, the FY series satellites are functioning normally and have yielded notable economic and social benefits.北斗导航系统作为中国独立发展、自主运行的全球卫星导航系统,是中国在建的重要空间基础设施,可广泛应用于经济社会的各个领域。目前,中国已经构建起一个天地一体、设备

The Beidou(Compass)navigation system is a global satellite navigation system independently developed and operated by and an important space infrastructure under construction in China, capable of application in various fields of economic and social activity.To date, China has built a space telemetry and control network composed of space and ground segments, fully equipped and multifunctional, able to meet TTC needs of satellites and provide support for human space flight and deep space probe missions.中国已将卫星遥感技术纳入环境管理业务体系工作中。经过不断研究、实践和应用,建立了以环境一号A、B星为主要数据源、综合利用空间数据的环境遥感业务化运行技术体系,在环境监测、环境执法、环境应急、生态保护、核安全监管等方面发挥着重要的作用。

China has included remote sensing technology in its operational environmental governance system.Through constant research, practice and applications, we have put in place an operational environmental remote sensing technological system, deriving its data mainly from the HJ-I A and

B satellites and using space data in an integrated manner.The system is playing an important role in environmental monitoring, law enforcement and emergency response as well as ecological conservation, nuclear safety regulation, among others.三、空间科学

III.space science

2010年,中国以空间科学卫星为平台,以科学目标为牵引,以科学知识为产出,大力发展空间天气、空间天文、太阳物理、暗物质探测等多种领域的空间科学研究。中国还部署了一些新的空间科学设施与装置,如已进入运行阶段的“子午工程”。中国还积极加入“国际空间科学云计算网”、“阿尔法磁谱仪(AMS)”等国际计划,并与联合国教科文组织共同启动了“国际空间科学与信息技术青少年培养计划”,增进青少年对空间科学的了解,培养他们对空间科学的热情。

In 2010, China made great efforts in space scientific research in a variety of fields such as space weather, astronomy, solar physics, dark matter probe, etc using space scientific satellites, guided by space science objectives and oriented toward scientific knowledge output.China has also deployed some new space scientific installations and devices, for example, the Meridian project already in operation.Furthermore, China has taken an active part in international programs like the International Space Science Cloud Computing Network and the Alpha Magnetic Spectrometer(AMS), and together with UNESCO jointly implemented an international space science and information technology training program for young people to increase their knowledge of and foster their interest in space science.四、国际合作

IV.international cooperation

2010年,中国国家航天局陈求发局长与包括俄罗斯、美国、乌克兰、欧空局等多个国家和地区的航天机构领导人进行了会晤,就开展平等互利的双边合作进行了深入友好的探讨。中国国家航天局还与联合国外空司、亚太经社会、亚太空间组织等国际组织开展了富有成效的合作。

In 2010, administrator Mr.Chen Qiufa of China National Space Administration(CNSA)met with his counterparts from the Russian Federation, USA, Ukraine, European Space Agency, among others for in-depth friendly discussions on bilateral cooperation on an equal and mutually beneficial basis.CNSA also had fruitful cooperation with international organizations such as OOSA, ESCAP and APSCO.2010年6月,中国政府与联合国正式签署《中华人民共和国政府与联合国建立联合国灾害管理与应急反应天基信息平台(UN—SPIDER)北京办公室东道国协定》,随后又签署了《中华人民共和国民政部与联合国外层空间事务司资助联合国灾害管理与应急反应天基信息平台北京办公室协议》。2010年12月,UN-SPIDER北京办公室正式揭牌成立。联合国外空司领导和中国国家航天局领导出席了揭牌仪式,该办公室的成立,必将为区域内防灾减灾工作做出积极贡献,中国国家航天局将继续支持联合国外空委及外空司在该领域发挥积极作用。

Last June, the Chinese government formally signed the host country agreement concerning the UN-SPIDER Beijing office and subsequently an agreement between China's civic affairs ministry and OOSA on financing for the office.Last December, the office was formally inaugurated.Leaders of OOSA and CNSA attended the inaugural ceremony.The opening of that office will no doubt contribute to disaster prevention and mitigation in the region.CNSA will continue to support COPUOS and OOSA in playing a positive role in this area.中国作为“空间与重大灾害国际宪章(CHARTER)”的成员,在中国遭遇南方雨雪冰冻灾害、汶川特大地震、玉树地震、舟曲特大泥石流、淮河流域洪灾等重特大灾害期间,迅速启动该机制,通过该机制获取了其他成员提供的空间数据,在减灾及灾害重建工作中起到了重要作用。与此同时,中巴地球资源卫星、风云气象卫星、环境减灾卫星也为其它遭受重大灾害的国家无偿提供相关的数据和信息,以协助受灾国对灾害进行监测和评估。

In recent years China was hit by major disasters like snow and ice storms in southern China, killer earthquakes in Wenchuan and Yushu, mudslide in Zhouqu and floods along the Huai River basin.In those instances, China, as a member of International Charter Space and Major Disasters, quickly activated that mechanism and acquired space data from other members through the mechanism, which played an important role in disaster mitigation and post-disaster reconstruction.At the same time, the Sino-Brazilian earth resource satellites, the FY meteorological satellites and environmental disaster mitigation satellites have also made relevant data and information freely available to other countries suffering major disasters to assist them in disaster monitoring and assessment.主席先生,Chairperson,外空是全人类的共同财富。当前,外空武器化和军各竞赛风险日益上升,这不符合任何一国的利益。中国政府坚决反对外空军各竞赛和外空武器化,积极致力于维护外空和平与安全的努力。中方始终认为,谈判制定相关国际法律文书是维护外空永久和平与安全的最佳途径。裁谈会是谈判缔结这一法律文书的最佳场所。

Outer space is the common heritage of humanity.At present, there is a growing risk of weaponization of and an arms race in outer space, which is in nobody's interests.The Chinese government resolutely opposes this and strives to maintain peace and security in outer space.We have always been of the view that the best way to ensure lasting peace and security in outer space is the negotiation of a relevant international legal instrument and the Conference on Disarmament is the best forum for this work.中国愿意在“和平利用、平等互利、共同发展”的基础上,加强与世界各国在外空领域的交流与合作,使空间科学与技术更好地服务于社会经济发展,为推动人类文明进步做出贡献。

China is prepared, on the basis of peaceful use, equality and mutual benefit and common development, to strengthen exchange and cooperation with other countries in the outer space area so that space science and technology may better serve socioeconomic development and contribute to progress in human civilization.谢谢主席先生!

Civilians in Armed Conflict

主席先生:

Mr.President,我再次祝贺葡萄牙担任安理会本月轮值主席,感谢席尔瓦总统先生亲自主持今天的安理会公开辩论。

I once again congratulate Portugal on assuming presidency of the Security Council this month and thank Mr.President for hosting today’s open debate.我感谢潘基文秘书长的发言,也认真听取了人权高专皮莱女士、负责人道主义事务的助理秘书长布拉格女士和国际红十字会施珀里先生的发言。

I thank Secretary-General Ban Ki-moon for his statement.I have also listened attentively to the statements made by UN High Commissioner for Human Rights Madam Pillay, ASG of OCHA Madam Bragg and Mr.Philip Spoerri of the International Committee of the Red Cross.主席先生,Mr.President,在过去几年里,安理会就武装冲突中保护平民问题多次举行了公开辩论,各方有广泛共识,也存在不同看法。安理会近期的一些实践更是引起了国际社会新一轮争论和反思。葡萄牙倡议举行今天的会议,无疑十分及时和重要,我表示高度赞赏。安理会很有必要对武装冲突中保护平民问题进行深入思考和充分讨论,也很有必要认真听取非安理会成员的意见,以更好地代表联合国全体会员国的意志行事。

Over the past few years, the Security Council has held many open debates on protection of civilians in armed conflict.Parties concerned have reached extensive consensus, but remain divided over some issues.The recent experience of the Security Council, in particular, has triggered a new round of debate and reflection in the international community.The meeting initiated by Portugal today is no doubt very timely and important.I highly appreciate the effort.It is imperative for the Security Council to engage in a thorough reflection and full discussion on the issue of protecting civilians in armed conflict.It is also necessary to take the views of non-Council members seriously to act in a way that better represents the will of all UN Member States.主席先生,Mr.President,一、保护平民首先是各国政府和冲突方的责任。

1.Protection of civilians is first and foremost the responsibility of the relevant government and the parties involved in the conflict.平民是战争的最大和最直接的受害者。在武装冲突中出现针对平民的严重暴力行径是不可接受的。人的生命是最宝贵的,武装冲突中的无辜平民,特别是妇女和儿童必须得到有效的保护。在此方面,各国政府负有首要责任。同时卷入冲突或介入其中的其他各方,无论是国内还是外部力量,也都责无旁贷,必须遵守国际人道主义法和其他相关国际法,履行保护平民的职责。

Civilians are the biggest and most direct victims of wars.Serious violence against civilians in armed conflict is unacceptable.Life is the most precious.Innocent civilians, especially women and children, in armed conflict must be effectively protected.In this connection, the government should shoulder the primary responsibility.Other parties involved in the conflict or those who step in, either domestic or external forces, are also duty bound.They must abide by the international humanitarian law and other related international laws, and fulfill their obligations to protect civilians.二、必须遵守《联合国宪章》的宗旨和原则。

2.The purposes and principles of the UN Charter must be honored.保护平民的相关行动必须符合《宪章》的宗旨和原则,特别是尊重国家主权、统一和领土完整以及不干涉内政原则,必须得到安理会授权并在联合国框架内有序进行。相关行动应重在推动尽快实现停火,通过对话和谈判等政治手段解决争端和分歧,支持包括地区组织和联合国秘书长在内的有关各方发挥斡旋和调解作用,而不是相反。

Action to protect civilians must comply with the purposes and principles of the UN Charter, especially the principle of respecting the sovereignty, unity and territorial integrity of countries and the principle of non-interference in other countries’ internal affairs.The action must have the authorization of the Security Council and be taken in an orderly manner under the UN framework.The relevant action should focus on pushing for early realization of ceasefire, resolving conflicts and disputes through dialogue, negotiations and other political means, and supporting the role of good offices and mediation efforts by the related parties, including regional organizations and the UN Secretary-General, rather than the other way around.三、对授权武力保护平民应采取极为慎重的态度。

3.Protection of civilians through use of force should be authorized with extreme caution.中国一贯主张和平解决争端。再先进的武器,再精确的打击,也将不可避免地带来平民的伤亡。实践证明,安理会保护平民的行动,需要经过认真和严肃的讨论,并对授权、执行方、执行条件等严格加以规定。在许多疑问没有得到澄清,问题没有得到回答之前,安理会不应匆忙采取行动。

China always stands for peaceful settlement of conflict.No matter how advanced the weapons are, or how accurate the strikes may be, civilian casualties are just inevitable.It is proved by experience that Security Council action to protect civilians should go through serious and solemn discussion, and there should be stringent provisions on its authorization, implementing parties and implementing conditions.When there are still many questions to be clarified, and before the questions are answered, the Security Council should not take any hasty action.四、应全面、严格执行安理会决议。

4.Security Council resolutions should be fully and strictly implemented.安理会决议必须得到全面和严格地执行,任何方面都不能任意解读,更不能采取超越安理会授权的行动。保护平民是否就可以大规模使用武力?是否就需要轰炸基础设施和居民区?是否就可以容忍造成妇女和儿童的伤亡?这些都是国际社会的合理关切,也是需要得到回答的问题。保护平民属于人道主义范畴,不能夹杂任何政治动机和目的,包括进行政权更迭。因此,如何严密和有效地监督安理会决议的执行,已成为一项重大而急待解决的问题。中方欢迎并将认真研究巴西提出的概念文件,并积极支持就此展开讨论。

Security Council resolutions must be implemented in full and to the letter.No party should willfully misinterpret the resolutions, let alone take action that is beyond the authorization of the Security Council.To protect civilians, can force be used in a large scale? Is there a need to bombard infrastructure and residential areas? Should casualties of women and children be tolerated? These are all legitimate concerns of the international community and questions that demand answers.Protection of civilians falls in the realm of humanitarianism.There should be no political motives or purposes involved, including regime change.In this sense, how to strictly and effectively monitor the implementation of Security Council resolutions has become an important and urgent issue.China welcomes the concept paper proposed by Brazil.We will seriously study it and actively support relevant discussion.五、应摒弃选择性和双重标准的作法。

5.It is imperative to abandon the practice of selectivity and double standard.许多联合国会员国一直呼吁安理会坚持公平和公正原则,在保护平民方面同等重视安理会议程上的所有问题,包括加沙地区、索马里、阿富汗、伊拉克等局势。中国对此是赞同的。选择性的作法或采取双重标准只会损害安理会的作用和权威。

Many UN Member States have all along called on the Security Council to adhere to the principle of fairness and impartiality, and attach equal importance to all issues on the Security Council agenda involving protection of civilians, including the situations in the Gaza Strip, Somalia, Afghanistan and Iraq.China endorses this view.Selectivity or double standard will only undermine the role and authority of the Security Council.谢谢主席先生。
