挂职锻炼至今已有三个多月时光，我感觉频多，归纳起来，有以下几点体会：

主动适应，全身心投入挂职锻炼工作。初到环保局，工作环境、工作资料、工作方式、工作对象都相对陌生，为尽快实现主角转变和适应工作，我从思想上把自我置身于环保人，以能为环保做一些工作感到无比光荣，很快进入工作状态。三个多月来，我服从环保局的安排，认真履行办公室副主任职责，严格按照作息时光上下班，尊重环保局单位领导，团结单位同事。上班时，一方面认真做好办公室承担的相关工作，一方面主动熟悉环保局的相关管理制度和学习环保方面的业务知识。提高思想认识，摆正自我的位置，以自我为环保人的角度，严格按照贴合环保局要求的相关制度开展工作，切不可因自我的失误影响环保局的形象，自觉参加各种群众活动，主动向局领导汇报工作学习状况，从未提出不合理要求。

自觉学习，努力做好挂职锻炼工作。环保局作为区政府的一个重要职能部门，具有较强的专业性，为了更好做好办公室工作，不至于在环保上说外行话，我主动查阅有关资料、文件，坚持多听、多看、多学、多记、多想，做到边学习、边交流、边思考。坚持有空就读《中国环境报》，熟悉环保方面的基本状况，学习环保方面的法律法规，了解环保现状以及今后环保工作方向。在做好局办公室业务工作时，注意将工作中遇到问题的处理方式对照自我以往的工作思路和工作方法，坚持取其所长，补己之短，在对照分析时，结合乡镇工作实际，做深度思考，从中借鉴区级部门优良的管理经验，运用到以后的工作中。

一、近期挂职收获

1、开阔了工作视野。市统计局工作具有承上启下、涵盖经济社会文化等方方面面工作的特点，指导全局作用极为明显，尤其是省市目标责任考核工作开展以来，更体现了统计部门的重要作用，其突出位置也受到市委、市政府越来越多的关注。在这里挂职，有利用我进一步了解各县区、全市及全省经济社会发展情况，熟悉市直部门规范化的工作程序，更加直观地了解商洛市统计工作的特色和经验，开阔视野、拓宽思路，逐渐摆脱了乡镇简单的工作方式，跳出了乡镇工作思维的局限性，学会了正确处理全局与局部关系的工作方法，学会了从宏观层面思考问题，增强把握全局的能力。

2、强化了学习意识。以前在乡镇由于分管工作较多，整天忙于下乡，奔跑于乡村之间，只是口头谈学习，真正学习时间却很少，理论水平明显下降，但是统计局机关良好的学习氛围激发了我强烈的学习愿望，我除过利用统计网络了解学习统计相关知识外，利用自己在办公室工作的有利条件，经常浏览档案资料，对各部门工作有了相对全面的认识，这些都有助于我尽快进入工作角色，工作之余我也将更多时间用于阅读统计专业书籍学习业务知识，结合工作进行分析思考，我深知只有不断地学习和思考，才能让自己无愧于组织安排的这次的挂职锻炼的机会。

3、坚定了务实作风。市统计局的工作处处体现出务实的作风。对于上级安排或自身业务工作，他们往往是“先干后说、多干少说、甚至干了也不说”，注重工作的实际效果，不讲排场不搞形式主义。对于工作当中出现的问题，市局领导干部们始终坚持“不争论、不埋怨、不推诿扯皮，有什么问题解决什么问题”的务实态度，保护机关干部的工作热情，营造出和谐的工作氛围，让置身其中的每一个人气顺、心齐、力聚、有干劲，务实的工作作风成就出色的工作业绩，让我感触颇深。长期以来由于乡镇那种“干的好不如说的好”，不注重实际效果的工作环境和粗糙简单的工作方式的影响，我曾经对提倡“务实作风”持怀疑的态度，但是来到这里后，我的思想发生了变化，我更加坚定了务实作风，决心通过努力工作来回报组织和社会。

4、树立了时效观念。统计局工作的时效性和统计局工作人员的效率意识深深感染了我，遇到工作大家都是宁可不休息也要及时完成，想起在乡镇时有些工作是上级明天来检查今天才开始做，上级不检查就是摆在面前的工作也要拖上一段时间，相比局机关干部的作风，真是自惭形秽，有次省局刚开完会没几天，我正要将自己写的市局落实情况信息发到内网，打开一看，早已有人将此信息发布在网上了，自己又落伍了，统计局机关及干部身上体现的高度时效性意识确实是少见的。

5、增强了适应能力。对于来自乡镇的挂职干部而言，最大的难度不是快节奏的工作，而是思维方式和生活习惯的不同。要想在挂职期间有所收获，就必须尽快改变原有局部领导思想和无固定上下班时间的生活习惯，彻底摆脱自己以前那种小集团意识和晚睡晚起的作息习惯，树立全局观念，严格作息时间，按时上下班，这样才能从根本上实现“外来者”到“自家人”的转变，尽快适应机关工作的规范化和全局性。对此，我通过多听、多看、多问、多思，首先从自己的角度努力去理解、适应，在与大家的交流过程中主动介绍自己在乡镇工作的情况，让对方更多地了解我，以达到增进彼此的理解与适应。(www.xiexiebang.com)同时，我坚持“谦虚谨慎”的作风，主动改变自己以前的领导作风，放下架子，甘做一名办公室普通工作人员，每天提前来到办公室，完成打扫卫生、准备开水、整理文件等具体细小事务，争取得到领导、同事的理解和认可。

二、自身存在不足

1、理论学习多，深入实际少。挂职锻炼期间尽管学习到了一些统计方面的业务知识，但都不够深入，理解不透彻，未将理论应用于实际工作。仍然是大部分时间在办公室，独立开展活动较少，在具体事务办理及统计业务方面做的还很不够，不是很熟悉，不能很好的掌握运用统计知识到具体工作中去。

2、执行工作多，主动创新少。挂职锻炼一月多来，我对领导交给的各项工作基本上都能够圆满完成，但是在工作中的独立性、开拓性还很不够，主动性开展工作少，等靠思想严重，许多工作放不开手脚，没有创造性开展。

3、主观行动多，总结提高少。“思考—行动—总结—改正”这四个步骤是一个人不断提升完善自我的过程，在工作中，我勤于思考和行动，却疏于总结提高，例如根据局领导指导建议，我很多次都打算写一些结合乡镇实际方面的统计分析及调研报告，但是虽然考虑很久、资料学习收集很多，却由于懒于总结至今还未完成。

4、坐办公室多，与领导同事交流的少。虽然每天按时来办公室上班，但是主要时间用于学习工作，与办公室同事及其它科室同志交流较少，未能让大家及时了解接纳自己，更造成不能全面掌握统计局系统工作，达不到“协调各科室、统筹安排”的办公室职能要求。

所以，在今后工作中我要多学习、多实践、多总结、多创新，多交流，让自己思想上更加成熟，综合素质上有所提高。

三、意见建议

市委做出的“选拔优秀科级干部双向挂职锻炼“活动决策是非常正确及时的，双向挂职锻炼是一种很好的培养青年干部的方法，有利于培养一批“既有基层工作经历，又熟悉机关工作程序”的复合型人才。希望这种方式能够一直坚持下去，让更多的基层和机关年轻干部通过双向挂职得到锻炼和成长，并延长挂职时间，让挂职干部在新的单位放开手脚施展才华，同时不断创新双向挂职形式，完善激励措施与用人制度，在基层能发挥自身优势促进当地经济发展的市直机关干部就让他们到县区到乡镇工作，适合在市直机关工作有一技之长的乡镇干部也可以留到市直机关工作，打破传统的市乡干部差别，真正作到干部轮岗交流，促进健康成长。另外，也希望组织部门能为挂职锻炼的干部门创建一个沟通交流的平台，有助于大家互相沟通、共勉进步，充分发挥挂职锻炼的效能。

总之，这次挂职锻炼是我人生难得的学习机会，近期收获很大，今后，我将以对工作、对生活高度负责的精神，一如既往地严格要求自己，立足岗位，脚踏实地，继续增强大局意识、服务意识，努力使自己在政治思想素质、组织协调能力、宏观思维能力等方面都有一定的提高，圆满完成挂职任务。

省局挂职锻炼心得体会

根据省局的安排，我于2月28日到人事处报到，正式成为了2011年上半年挂职人员中的一员，并开始了在办公室行政科为期四个多月的挂职锻炼工作。我非常的感谢我县局及市局的领导，把这么一次珍贵的自我锻炼和提高的机会留给了我。

我也十分的感谢省局的领导及相关部门，为我们基层的工作者提供了这么一个可以提高自我综合素质和业务能力，并且可以向省局机关前辈和同志零距离学习和联系的良好平台。

作为2010年10月刚跨入质监系统这个大家庭的一名新丁，能得到这样的自我提高和自我认识的机会，我感到非常的荣幸。同时，也让我意识到了一种强烈的责任感，因为作为一个幸运儿，我更应该倍加地珍惜这样的机会，把握好这样的机会，认真地学习，努力地提高，这样才能不辱使命，让自己成为一名出色的质监卫士，为质监事业做更多的贡献，为基层的人民提供更好的服务。

在来省局报到之前我原单位的领导曾对我提出了三点希望和要求。一是要明确目的、找准定位。要把学习取经作为此行的主要目的，把主要精力用在勤学、善思、实干和博采众长上；要找准定位，以人人为我师、时时是锻炼、事事可借鉴的态度，主动向身边的领导和干部学习；要主动融入、大胆工作，克服临时思想，按时保质地认真完成领导安排的各项工作，珍惜锻炼机会在实战中经受磨炼，增长本领。二是要勤学善思、取好真经。要切实做到学有所获，挂有所得，要安排和交接好原单位的工作，集中精力搞好挂职锻炼；要认真制定好挂职锻炼计划，联系实际学习，带着问题思考，把别人的经验变为自己的办法；要认真做好心得记录和自我总结，切实搞好学习锻炼的成果积淀。

一、强化学习，夯实理论基础，全面提高自身的综合素质。学习永远是圆满完成工作任务的必要条件，也是提高自身素质和工作能力的重要途径。为了让自己更胜任工作，使自己对工作更游刃有余，我始终不忘学习，自觉把学习放在重要位臵，把它看成工作的重要组成部分，在学好政治理论和业务知识的同时，自觉学习与业务密切相关的质量技术监督法律法规和执法文书。此外，非常注重学习有关公文写作方面的知识，努力增强了自己的写作能力，提高了自己的写作效率，为做好办公室文字处理工作奠定了坚实基础。

二、严格要求自己，保质保量、认真细致地完成各项任务。在办公室挂职期间，我始终自觉遵守和认真学习办公室的工作纪律，脚踏实地，一丝不苟地严格要求自己，高标准完成各项工作任务。在挂职期间，我主要参与了每月每期国家质检总局《质检动态》和《质检信息》相关数据的统计和上报工作，有关文件和通知的撰写和修改工作，信息宣传工作，省局机关资产清理工作，第八届泛珠三角区域质量技术监督合作局长联席会议预备会议的《会议手册》和《会议方案》的准备和制作及相关的会务联系和服务工作，第八届泛珠三角区域质量技术监督合作局长联席会议的相关后勤工作以及平日里领导交办的各项基础性和临时性工作等。办公室的工作，繁冗复杂，这就要求工作人员在工作处理过程中，必须非常地仔细认真、安心定志，一丝不苟。在这点上，我们办公室的每一位前辈都是我学习的榜样。每天，办公室的每一位前辈，包括主任、副主任，都会很早的到达办公室，开始一天的工作，没有一丝的拖沓。在工作时间里，前辈们的电话总是

响个不停，很多时候都是电话没挂，手机就响了，前脚走了，后脚就有人找。可是，无论大事小事，他们从没有表现出任何烦躁或是不耐烦的言行，相反每一件事情都是亲力亲为，热情地处理和完成，有礼有节，认真细致，轻重有序。我认为，这是一种工作的态度，也是一种处事的态度，是值得我终身学习的宝贵财富。正是这些工作中的小细节，让我深刻认识到作为一名公务员，尤其是作为质监系统的一名公务员，为人民服务并不是一件简单的事情。公务员既是一种职务，更意味着肩头的责任。

三、获得了珍贵的友谊。这次挂职把我们各州市单位和直属事业单位的人员集中到了一起，虽然挂职的时间短暂，而且各自挂职的部门都不相同，但我们互相关心，互相帮助，共同进步，不仅增进了彼此间的了解，更建立了深厚的友谊。在工作之余，大家还充分的利用了业余时间来进行相互的交流学习，分享挂职生活中的点点滴滴，共同进步。我想，无论我们是来自哪个单位，我们都将永远记住我们曾经在一起挂职的这段日子。我们常说，我们每个人都是一颗棋子，我们不仅要把自己的每一步都走好，我们还必须共同努力，一起让质监系统这盘棋走得漂亮，走到胜利。

此次挂职锻炼，让我在省局这个平台上得到了很多珍贵的收获和体会，也让我从一个更高的高度上全面认识和了解了质监系统的工作，同时使自己获得了思想及业务方面的提高与进步。当然，通过这次挂职锻炼，也让我发现了自己身上存在的诸多不足，这也使得我在今后的工作和学习过程中，能够针对自身不足，扬长避短，从而更进一步完善自己，提高自己。

在今后的工作中，我会加倍珍惜机会，严格要求自己，更加兢兢业业、埋头苦干，使自己成为一名合格的、优秀的质监卫士。
