首先,请允许我代表中华人民共和国外交部对第十八届世界公共关系大会的召开表示热烈的祝贺!对各位与会代表的到来表示诚挚的欢迎!
世界公共关系大会堪称国际公关领域的奥林匹克盛会,50年来通过这个平台,来自全世界的公关人士汇聚一堂,就公关理论、应用及实践深入开展研讨,为国际公共关系事业的发展,为促进人与人之间、国与国之间的相互了解,发挥了重要的作用。
女士们,先生们,不久前在北京举办的第29届夏季奥运会和第16届残奥会取得了巨大的成功,这次体育盛会也是不同文化、不同种族、不同信仰交相 辉映、融合沟通、和谐共处的盛会,这一盛会向世界集中展示了中国传统文化的魅力和改革开放的成就,使世界进一步了解了和平、开放、包容、进步的当代中国。
30年前,中国人民踏上了改革开放的历史征程,开启了新的历史条件下的伟大革命,30年来,中国实现了从计划经济体制到充满活力的社会主义市场 经济体制,从封闭半封闭到全方位开放的伟大转型。中国的面貌发生了历史性的变化,中国经济从一度濒临崩溃的边缘,发展到总量位居世界第四,进出口总额位居 世界第三,人民的生活水平从温饱不足,发展到总体小康,农村贫困人口从2.5亿减少到1000多万,政治建设、文化建设、社会建设等领域也取得了举世瞩目 的发展成就。实践证明,改革开放是发展中国特色社会主义,实现中华民族伟大复兴的必由之路。
同时,也应看到中国仍然是一个发展中的国家,人均收入水平仍排在世界100位之后,生产力不发达的状况没有根本改变,社会主义市场经济体制还有待进一步完善。中国的发展还面临资源、能源、环境等瓶颈因素的制约,中国的现代化道路还很漫长,我们将继续聚精会神搞建设,一心一意谋发展。
中国既通过维护世界和平发展自己,又通过自身发展维护世界和平,我们坚持独立自主的和平外交政策,尊重各国人民自主选择发展道路的权利,不干涉别国内部事务,不把自己的意志强加于人,坚持在和平共处五项原则的基础上,同所有国家发展友好关系,不以意识形态和社会制度划线,致力于和平解决世界争端和国际军控裁军事业,积极参与国际维和行动,是联合国安理会五个常任理事国中派出维和人员最多的国家,致力于推进国际关系民主化,推动经济全球化,朝着均衡、互惠、共赢的方向发展,促进人类文明交流互建,保护人类赖以生存的地球家园,推动国际秩序朝着更加公正、合理的方向发展。
30年来,中国同世界的关系发生了历史性的变化,形成不可分割的命运共同体,中国的发展离不开世界,世界的繁荣稳定也离不开中国,在今后的岁月里,我们将同世界各国人民一道共同分享发展机遇,共同应对各种挑战。
最近一个时期,国际金融危机愈演愈烈,对世界经济发展带来严重冲击,任何国家都无法置身事外,面对这一全球性挑战,世界各国要加强协调、密切合作、共同应对,中国将继续本着负责任的态度,同国际社会一道努力,共同渡过难关,中国有决心、有能力保持经济平稳较快发展,这本身就是对世界经济的最大贡献。
女士们,先生们,中国古话说“国之骄在于民相亲”,和谐的基础在于人与人之间的了解、理解、与合作,公共关系作为一门现代管理科学,是政府、企业、社区发展的润滑剂,对于促进政府与公共的沟通,增进不同国家之间、不同民族之间的相互理解和认知具有独特的积极作用。中国政府历来重视公共关系事业,改革开放以来,公共关系行业在中国得到了快速发展,相当多的政府部门设立了公共关系机构,越来越多的企业建立起公共关系部门,各省市活跃着不少公共关系组织。在应对突发事件的危机管理、塑造企业品牌、增强企业影响力和竞争力、化解国际经济贸易纠纷等方面,中国的公共关系行业发挥着日益重要的作用。随着中国市场经济进一步发展和社会全面进步,公共关系事业在中国还会有更大的发展和作为。
本次世界公共关系大会选择“公共关系——构建全球化时代的和谐社会”为主题,意义重大,我相信在座的各位围绕这一主题的探讨和实践将推动公共关系业在建设全球化时代的和谐世界进程中做出自己的贡献。

Respected Vice-Chairman Han Qide, Respected Vice-Chairwoman He Luli, Respected IPRA President Robert Grupp, Ladies and Gentlemen,First of all, please allow me to extend, on behalf of the Foreign Ministry of the People’s Republic of China, warm congratulations on the opening of the 18th IPRA World Congress and a warm welcome to you all!
It is right to say that the IPRA World Congress is the “Olympic Games” in the field of international public relations.For 50 years, public relations professionals from around the world have gathered at this platform for in-depth discussions on PR theories, application and practice, and have played an important role in promoting international public relations and enhancing mutual understanding among the peoples and countries.Ladies and Gentlemen,The 29th Olympic Games and the 16th Paralympic Games held not long ago in Beijing were a huge success.They are not only great sporting events, but also grand gatherings for mutual learning, communication and harmonious coexistence among different cultures, races and beliefs.They have showcased to the world the charm of the traditional Chinese culture and China’s achievements in reform and opening-up, and enabled the world to know more about a peaceful, open, tolerant and developing modern China.Thirty years ago, the Chinese people embarked on the historic journey of reform and opening-up, starting a great revolution under the new historical circumstances.Over the past 30 years, China has realized the historic transition from a planned economy to a vibrant socialist market economy and from a closed or semi-closed society to one that is open to the outside world in all aspects.Historic changes have taken place in this country.China’s economy, once on the verge of collapse, has jumped to the fourth place in the world in aggregate terms.Its total import and export ranks third in the world.The Chinese people, who used to lack food, clothing and other basic necessities, now generally enjoy moderate prosperity.The number of rural population living in poverty has been reduced from 250 million to over 10 million.Remarkable progress has also been made in promoting political, cultural and social development.What has happened has proven that reform and opening-up is the only way to develop socialism with Chinese characteristics and revitalize the Chinese nation.But we are keenly aware that China is still a developing country with a per capita income ranking below the 100th place in the world.China’s productivity remains underdeveloped.This is a fact that has not been changed in the final analysis.The socialist market economy is yet to be improved, and China still faces strains in resources, energy and the environment in its development.There is a long way to go before China can modernize itself.We will continue to dedicate ourselves to development and focus our attention on promoting economic growth.China strives to develop itself by maintaining world peace, and contributes to world peace with its own development.We unswervingly pursue the independent foreign policy of peace, respect the rights of people of other countries to choose their path of development independently, do not interfere in others’ internal affairs, or impose our will on others.We develop friendly ties with all other countries on the basis of the Five Principles of Peaceful Coexistence and do not draw lines according to ideology or social system.We dedicate ourselves to peaceful settlement of international disputes and international arms control and disarmament, and actively participate in international peacekeeping missions.We are the largest contributor of peacekeeping forces among the five permanent members of the UN Security Council.We are committed to advancing democracy in international relations, promoting balanced and win-win progress of economic globalization to the benefit of all, encouraging exchanges and mutual learning among civilizations, preserving the Earth, the only place we can call home, and working for a more fair and equitable international order.Historic changes have taken place in China’s relations with the rest of the world in the past 30 years.We have become an integral whole with a common destiny.China cannot develop itself in isolation from the world, and the world cannot achieve prosperity and stability without China.In the years ahead, we will share development opportunities and tackle challenges together with people of other countries.Recently, the worsening international financial crisis has caused grave impact on world economic development.No single country can stand unaffected.Such a global challenge demands strengthened coordination and cooperation among countries.China will continue to work with the rest of the international community in a responsible manner to weather the crisis.China has the resolve and the ability to maintain steady and relatively fast economic growth at home, which is the biggest contribution China makes to the world economy.Ladies and Gentlemen,As the ancient Chinese saying goes, “Amity between people holds the key to sound relations between states”.Harmony is built on the basis of mutual understanding and cooperation between people.Public relations, as a modern science of management, serves as a lubricant for the development of governments, businesses and communities, and has played a unique and positive role in promoting communication between the governments and the public and enhancing mutual understanding among countries and ethnic groups.The Chinese Government always attaches importance to developing public relations.Since the introduction of the policy of reform and opening-up, the PR sector has grown rapidly in China, with many government agencies and more and more enterprises setting up PR departments.Many PR organizations play an active part in various provinces and cities.The PR sector in China is playing an increasingly important role in crisis management for emergency, fostering brands, increasing corporate influence and competitiveness and defusing international economic and trade disputes.As China’s market economy grows along with overall social progress, a lot more can be done and accomplished in the PR sector in China.The theme of the Congress, “Public Relations – Build a Harmonious Society in Globalized Era” is highly relevant.I am confident that your discussions and practice under this theme will put PR in a better position to contribute its share 2010年1月28日,中国外交部长杨洁篪出席了在伦敦举行的阿富汗问题国际会议并发表讲话,全面阐述了中方在阿富汗问题上的立场和主张。
The following is the full text of the remarks made by Yang Jiechi, Minister of Foreign Affairs of the People's Republic of China, at the London Conference on Afghanistan, which opened here on Thursday:
主席先生、各位同事:
Dear Colleagues,阿富汗重建进程既经历坎坷,又充满希望。阿富汗人民成功举行大选,翻开了历史新篇章。卡尔扎伊总统在就职演说中提出了未来五年的施政纲领,令人鼓舞。国际社会应持续关注阿富汗,并加大支持和援助力度,通过加强阿富汗的主权、自主权和发展能力,为过渡到全面的“阿人治阿”做好准备。对下阶段阿富汗重建工作,中方有以下四点建议:
Afghanistan's reconstruction process has gone through twists and turns, yet its future holds great promise.The successful elections held by the Afghan people have opened a new chapter in the history of Afghanistan.We are encouraged by the priorities set out by President Karzai in his inaugural speech for the next five years.We believe that the international community should give continued attention to Afghanistan and offer greater support and assistance to that country.It is of particular importance to help Afghanistan strengthen its sovereignty, ownership and development capacity, thus laying the groundwork for a full transition to governance of Afghanistan by the Afghan people.Regarding the next stage of Afghan reconstruction, China wishes to make the following four proposals:
第一,确保安全。安全形势动荡是阿富汗重建面临的突出挑战。阿富汗政府准备承担起维护国家和人民安全的责任,我们对这一决心感到高兴,国际社会应为此创造条件。阿富汗面临的各项挑战相互关联,改进安全局势也要采取综合办法,包括加快阿富汗军队、警察部队的建设,促进民族和解进程,增强其包容性。国际社会向阿富汗移交安全权力的进程应以确保阿富汗的安全和稳定为前提,逐步、稳妥、有计划地进行。
First, ensure security.The volatile security situation is a prominent challenge to Afghan reconstruction.We are heartened by the resolve of the Afghan government to take up the responsibility for safeguarding the security of the country and its people.The international community should help create enabling conditions toward this end.Since the various challenges facing Afghanistan are interconnected, it is advisable to adopt an integrated approach in improving the security situation, including accelerating the building of Afghanistan's military and police forces, promoting national reconciliation and making the reconciliation process more inclusive.The transfer of security responsibility from the international community to Afghanistan should proceed in a gradual, prudent and well-planned way and the prerequisite for the transfer should be firm security and stability of the country.第二,发展经济。国际社会应切实履行经济和社会发展的援助承诺,加大对阿富汗实施《国家发展战略》的支持力度,让阿富汗人民尽快享受“和平红利”。要尊重阿富汗在经济重建方面的主导权,让阿富汗政府和人民坐在“驾驶座”上。我们支持各国更多通过阿富汗政府实施援助,并在与其平等协商的基础上,加大对阿富汗基础设施、能源、矿业、农业等领域的投资,并增强其自我发展能力,为未来发展奠定基础。
Second, develop the economy.The international community should honor in good faith the commitment of economic and social development assistance, and render more support to the implementation of the Afghanistan National Development Strategy so that the Afghan people can
enjoy the “peace dividend” at an early date.It is important to respect the leading role of Afghanistan in economic reconstruction and let the Afghan government and people sit in the driver seat.China supports channeling more assistance through the Afghan government and making more investment in Afghanistan's infrastructure, energy, mining, agriculture and other sectors on the basis of equal consultations with the Afghan government.We support efforts to help Afghanistan build up capacity for self-development so as to lay the foundation for its future development.2002年以来,中国共向阿富汗政府提供9亿多元人民币的无偿援助,并已全部免除阿富汗政府的到期债务。中国在阿富汗开展了大批经济援助项目,为改善阿富汗民生,提高人民生活水平发挥了积极作用。2009年中国已宣布,将此前承诺的7500万美元优惠贷款全部转为无偿援助,在未来5年内实施。目前第一笔援款已于2009年到位,中国将在今后4年内继续做好剩余6000万美元援款的落实工作。
Since 2002, China has provided a total of more than 900 million RMB yuan(132 million U.S.dollars)grant assistance to the Afghan government and canceled all its mature debts.We have launched a large number of assistance projects in Afghanistan, which have made a positive impact on the livelihood of the Afghan people.We announced last year that the 75-million-U.S.-dollar concessional loans we had previously committed would all be turned to grant assistance, to be provided over a five-year period.The first tranche of funds was delivered in 2009, and the remaining 60 million U.S.dollars will be made available in the coming four years.第三,改善治理。我们赞赏阿富汗政府承诺打击腐败、提高政府治理水平,欢迎国际社会向阿富汗提供帮助,并以能力建设和人力资源开发为重点。国际社会应充分尊重阿富汗独特的历史、文化、宗教及目前所处的发展阶段,考虑阿富汗国内的实际情况及现实困难,倾听阿富汗政府意见,尊重阿富汗人民的意愿,让其自主选择一种最适合本国实际情况的治理模式。Third, improve governance.We applaud the Afghan government's commitment to fighting corruption and improving governance.We welcome, in this connection, the international community's efforts to help Afghanistan, particularly in the areas of capacity building and human resources development.The international community should fully respect the unique history, culture and religion as well as the current development stage of Afghanistan, take into consideration the realities and difficulties facing the country, listen to the views of the Afghan government and respect the wishes of the Afghan people.In short, we should let Afghanistan choose on its own a governance model most suited to its national circumstances.中国重视帮助阿富汗政府加强执政能力。截止2009年底,我们已为500多名阿富汗政府官员提供培训,涉及外交、经贸、医疗卫生、财政金融、旅游、农业、禁毒等诸多领域。今后我们愿在力所能及的范围内做出更大努力。

Fourth, enhance cooperation.It is up to the Afghan people to shape the future of Afghanistan, but the help and support of the international community is indispensable.We should enhance coordination and cooperation to integrate, complement and reinforce each other's efforts and achieve synergy in helping Afghanistan.The neighboring countries should take advantage of their geographical proximity and play a unique role in assisting with Afghan reconstruction, and the international community should take concrete actions to support such regional cooperation.There are now quite a number of mechanisms in the world regarding the issue of Afghanistan, and we should make good use of these mechanisms.We should encourage them to enhance coordination and work together to play an active role under the leadership of the United Nations.The United Nations Assistance Mission in Afghanistan has done an outstanding job in performing its missions in extremely challenging circumstances.China highly commends its work.各位同事,Dear Colleagues,阿富汗是中国的友好邻邦。我们将继续在和平共处五项原则基础上同阿富汗发展睦邻友好和互利合作关系,帮助阿富汗人民尽快走上和平、稳定和发展的道路,让阿富汗人民对国家的未来充满信心。
