近年来公务员考试形势报告
一、情况综述
近年来公务员招录考试备受社会关注，招录规模，报考人数准年扩大。招录方式，招录对象在保持基本稳定的前提下，也愈发完善。报考人员人数众多（以2013年国考为例，初步有200万人报名，最终139万人通过了资格审查，职位仅有2万个）平均录取比率已经达到了近100比1，部分职位甚至高达8000比1。
根据基本数据的统计，国考历年报考人数，招考比例，全部成上升趋势，最高的是在08到09年，计划招录人数相当，但报名人数激增33%，但是10年以来，报考比例已经基本趋于稳定。近年来国考竞争压力发生重大变化的可能性不大，甚至在之后随着经济形势的好转，这一比例还有可能降低。
除去国考以外，公务员考试还包括各省单独组织的考试，以及多省市的联考，自10年以来，各省单独组织考试越来越少，而联考基本成了趋势。联考一般每年上下半年各一次，上半年考试一般安排在4月下旬的周末，下半年一般安排在9月中旬的周末，其考试内容与国考内容基本一致，但是难度稍低。
除去省考和国考以外，每年还有选调生考试，事业单位考试等，政法干警考试，村官考试，社区工作人员考试。选
调生一般在时间和考试安排上与省考保持一致，或稍早稍晚，政法干警考试一般在每年的夏秋之交，事业单位考试不确定性因素很大，有些年份考了，有些年份没有组织，社区工作人员考试，陕西省是今年才开始招考的，其内考试内容基本是社区工作知识，并有专门的官方辅导资料发行。
二、公务员录用的环节
公务员录用一般由以下环节构成，1用人单位拟定用人计划并向公务员主管部门提交申请 2公务员主管部门审核通过制定招录计划向社会发布考试通告
一般中央、各省市自治区、副省级城市，的公务员主管部门才有权利组织考试。而事业单位的考试组织就宽松许多。
公告中有很多约束性条件需要考生认真研读。比如户口户籍限制，应往届生的定义，基层工作经验的定义核算方法等。
3考生通过网络报名，填写资料，接受初步资格审查，缴费
报名资料填写内容较多，建议考生如实填写，认真检查。4,笔试
大部分情况为两门，行政能力测验及申论。偶尔也有以公共基础知识替代行政能力测验的情况出现。行测一般包
括，言语，常识，逻辑，数学运算，资料分析五部分，考试时间为120分钟，120题左右，满分100，通常得分为50-60之间。
行测通过训练和练习一般都能够稳步提升成绩，但是尤其要注意，考虑个人的实际情况，针对不同模块采取不同策略，才能得到较好的结果。同时，行测的分值分布也不相同，一般而言，资料分析最高为1.2左右，言语较低为0.8左右。
申论，一般由三至四道题构成，考察内容为对材料的分析理解以及受命文书写作能力，考试时间一般为150分钟，阅读内容为2万字以内，书写内容为1800-2200字。
国考申论平均分只有30分，主要是因为申论与命题作文不同，最大的区别是申论存在明确的采分点和标准答案，答题必须紧密结合材料，行文干练，大部分考生不理解答题规则，导致得分偏低。
一般而言，笔试两门课，在国考中95分左右为过线，120分以上为高分，大部分职位需要110分左右的分数进面试。
5资格复审
要求考生提供各类证明材料并接受审核，只有通过审核才能进入面试。
一般而言包括，学历，学位，户籍，以及职位所要求的各类证书，例如四六级，司考证等。
6面试
面试一般在资格复审后的一到两个星期内开始，通常采用结构化面试的方式，即，考官向考生提问规定的问题，并观测其答题情况而评分的方式，偶尔也有采用，无领导小组讨论，即，考官将问题抛给一组学生（6-8人），让学生按照规则进行讨论，并得出结论，考官通过观测整个过程并分别对每个考生进行评分。
结构化面试，一般有10-20分钟，3-5道题目不等。题目一般分为两大类。以社会热点，公共政策，名言警句，历史故事等为内容的智能类题目及以解决处理，人际交往，突发事件，日常公务，组织活动为内容的操作类问题。有的时候也会考察演讲。
7政审，考察
不同层次的政审考察方式不同，一般，省以下的机关单位，通常要求考生提供户籍所在地公安部门开具的政审表即可，省以上的单位，会派专人赴考生的工作单位，毕业学校，经常居住地考察。

三、关于若干问题的补充说明
在报考的条件限制上，近年来整体呈放宽趋势，但就部分条件而言，有了更加明确的要求。
主要体现在，一是自10年开始，国考和省考，所有地市以上的机关工作人员，都要求有两年以上基层工作经验。二是对三支一扶，项目的岗位设置有所增加。三是对专业的要求条件有所放宽，对党员非党的条件有所放宽。
部分省市，仍然坚持户籍限制条件，但是对于研究生以上学历的，一般不予限制。
关于基层工作经验的认定方式一般以合同证明为准，但是计算终止时间各有不同，国考一般算到笔试完之后的三月份，省考各异，最晚的到笔试完之后的三个月，也有以公告发布之日为终止，或者以报名时间为终止的。
招录工作结束之后，对于工龄的认定，自去年起各省开始启用以养老保险对账单的方式进行认定。我省，自今年起执行。
关于专业限制，限制具体专业的，一般要求与招录公告上文字完全吻合，但是个具体机关解释不一样，一般省级单位由具体用人部门进行鉴别，解释。以大类招录的，则符合相关要求即可。

1、供需差别大
毕业生供需矛盾突出是近年来社会公认的大学生就业难的一个直接原因。据悉，今年高校毕业生将达到660万人，这一庞大的数字看着就让人眼晕，而本已饱和的社会需求是如何也不能消化这么骇人的数量啊！
2、选材要求高
应届生就业早已不再吃香。在大学毕业生“就业难”的同时，用人单位也普遍存在着“选才难”。一个企业投资管理公司每年招收的1000名员工中，只有40名是大学应届毕业生；一印刷有限公司的代表说，“尽管我们公司的栋梁和骨干全是大学生，企业的发展离不开大学生，但是，我们每年基本上不要应届大学生”。主要是因为大学生本身的专业知识储备和技能跟社会需求不太对口，现行的教育模式不能满足企业的需求。
3、专业相同的人多
热门专业人才过剩。今年来，一些工科院校和具有专业特色的学校追求综合发展，纷纷上马热门专业，致使这些专业的毕业生就业难度加大。高校毕业生指导中心认为，对于近年来盲目上马、目前就业较困难的专业，应坚决按教育部规定，区别具体情况减少或停止招生。话虽如此，可是谁又能真正的禁止的了呢？
4、薪酬逐年降低
市场只能给1200元左右的月薪，有关大学生就业形势分析薪酬期望值的问卷调查结果显示。有66.4% 的毕业生希望自己的月薪在2000元以上，但据北京和上海有关机构的调查结果显示，大学生月薪的市场平均为1600—1700元/月，毕业生的期望值显然高出社会现实水准，也导致部分大学生“有业不就”。说实话，如果只有那点钱，读高校真是个错误，低薪酬是对高校教育的亵渎。
5、骗子，假招聘铺天盖地
有效招聘信息数量减少，许多骗子利用大学生求职心切和缺乏社会经验的弱点进行坑蒙拐骗。一些企业利用当前大学生供过于求的形式，推出假招聘，先给
出诱人的待遇条件，然后以培训等名义收取费用，再以试用不合格等理由辞退学生。大学生就业的招聘信息表面看渠道多，但有效的、实用的信息并不多，大学生获取真实有效的信息少，导致就业难。
6、缺乏工作经验
调查显示，大学生就业形式分析遇到的最大困难是“缺乏工作经验”，占63%。我国的教育体制多年来按照一种模式培养人才，专业设置脱离社会需求，不注重学生实际能力的培养。大学生有的是专业知识，缺的是良好心理素质、礼仪和法律观念，大学里有的是教授，缺的是“教练”。
7、怕吃苦，爱面子
许多企业反映，大学生做事眼高手低，知识脱离实际，不愿从基层做起，缺乏吃苦耐劳精神，比较爱面子，怕从事底层的工作被朋友亲戚看不起，人际沟通能力差，比较自私，因此不愿意接收应该大学生。
8、频繁跳槽
大学生就业后稳定性差，是造成企业不愿意接收大学生的另一重要原因。企业接收大学生后一两年内流失率在30%以上的达到被调查企业总数的50%。甚至像联想集团这样的大企业，也认为他们为大学生高流失率“交的学费太高”。
为此，我们应当怎么做？
毕业生就业形势依然比较严峻，大学生就业形势分析要转变就业观念，确立符合实际的就业期望，先就业后择业。要认真做好个人就业推荐材料的准备。
毕业生就业找工作方法：
1、参加学校组织的“校园招聘会”
2、参加网上招聘会活动
