竣工环境保护验收申请报告 *****市环保局:
我公司新上年产******万立方米天然气加气母站扩建项目位于****市****路东首路南天然气门站院内,总投资*****万元,占地面积*****平方米。建设内容:新上年产*****万立方米天然气加气母站扩建项目,主要包括生产车间辅助设施和综合办公室设施,本项目加气母站设计加气量为**万立方米/日,年产约*****万立方米。目前,年产*****万立方米天然气加气母站扩建项目已建设完成。
项目在设计、建设中严格落实了环境影响报告表提出的污染防治措施和环评批复要求。具体情况简要汇报如下:
1、本项目产生的废水为少量的生活废水,生活废水经简单过滤后,用于厂区内绿化,符合《污水综合排放标准》(gb8978-1996)。因此,该项目的建设不会对地表水产生影响。
2、本项目产生的废气主要为天然气,cng加气站在正常工作情况下,该项目输配过程中未密闭过程,压缩机启停机泄压时释放的天然气全部回收,由站内安全放散系统所排放的天然气极少,只有在进行检修或压力超高时因保护设备的需要,才有少量天然气放散。项目设置安全放散系统,由于天然气放散量小,在经规定高度的防空管排放后,对周围环境空气的影响很小。另外,加气机在给汽车加气后将有余气释放。根据《汽车加油加气站设计与施工规范》(gb5016--2002),因为天然气比重小于空气能很快扩散,故允许拆修仪表或加气作业时泄放的少量天然气就地排放大气。因此,该项目的建设不会对大气产生影响。
3、本项目脱硫工艺中将产生含硫化铁的固体废物,为一般工业固体废物,年产生量约为7~8吨,由脱硫剂厂家负责回收。另外,该项目生活垃圾年产生量约为2.3吨,收集后由环卫部门统一处理。因此,本项目产生的固体废物不会对周围环境造成污染。
4、本项目营运中的噪声主要来源于压缩机、阀门等设备产生的噪声,一般等效声级在55-75db(a)之间;另外,加气枪加气后余气释放以及事故排空时,放空系统与气流间的摩擦产生的噪声可达到90 db(a)。阀门及调压设备一般位于相对封闭的房间内,在经过墙壁隔声和距离衰减后,可减噪15 db(a)以上,由于建设项目周围声敏感目标较少,且布局合理、注重绿化,在采取一系列隔声降噪措施后,项目所排放噪声符合《工业企业厂界噪声标准》(gb12348--90)的ⅱ类标准,因此不会对周围环境造成影响。经自查,认为该项目基本具备建设项目竣工环境保护验收条件,现申请贵局给予环境保护验收。

凤凰山学校特色工作----安全教育
验收申请报告
赤壁市教育局领导:
2008年我校根据市教育局文件《赤壁市中小学开展特色学校创建工作意见》的有关精神,结合学校实际,以“安全教育”为我校特色创建工作。
“学校安全重于泰山”。校园安全事关全体师生的生命和财产,事关学校和社会的稳定和发展。一年来,我校在上级有关部门正确领导下,以确保校园安全为目的,从增强师生安全意识,强化学校安全管理入手,通过明确责任,落实措施,为能够营造一个安全、文明、健康的育人环境而狠抓学校安全工作。对照《学校特色工作---“安全教育”评估标准》,学校认真地进行了自评自查,现将我校自评自查情况向上级汇报如下:
一、组织健全,责任明确
学校安全工作组织机构健全,安全工作责任制度健全,责任明确。学校成立了特色创建工作领导小组,由校长任组长,副校长具体分管,教导处、政教处、总务处等各部门通力配合,层层负责,责任落实到人,明确校长是学校安全的第一责任人,学校配有法制副校长,有安全值班人员,配有专职门卫一名、专职寝室管理员二人。学校与各部门、班主任、门卫、寝室管理员签订《学校安全责任状》,明确了责任。
二、完善制度,狠抓落实
学校积极加强安全管理制度建设,根据学校实际,制订了相关工作制度,如《凤凰山学校学生行为规定管理细则》、《学生安全公约》、《寝室公约》、《消防制度》、《教学安全制度》、《校园安全应急方案》、《财产保管制度》、《学校重大安全事故应急预案》《学生寝室管理制度》、《卫生安全管理制度》、《卫生安全责任追究制度》、《食品卫生监督制度》、《卫生安全报告制度》、《教师陪寝制度》、《班主任五到位制度》、《路队护送制度》等。强化了制度的执行,明确了安全责任,做到定期检查和随时抽查相结合,并建立了安全考核奖惩细则及安全工作制度,确保事事有法可依。保证了我校安全工作扎扎实实地开展。
三、加强领导,强化管理
学校领导本着对党的教育事业,对学生负责的态度,从维护人民群众的根本利益,维护社会稳定,政治稳定的高度出发,增强抓好学校安全的使命感、责任感。学校成立了学校安全工作领导小组,并制订了安全管理网络,安全分工明确,具体到人。学校领导在安全工作上齐抓共管,严格执行学校安全工作规定,讲安全、抓安全,将事故消灭在萌芽状态之中,始终把安全工作放在首位位置,逢会必讲安全,事事讲安全,对上级安全会议精神和文件都能做到及时传达,做到安全工作的警钟长鸣,并结合文件精神制定切实可行措施,认真落实。学校每天有二位领导全天在校值日,班主任每天早晚五到位管理学生。学校每周召开一次行政例会和班主任例会,总结上周安全工作,并部署下周安全工作。每两周进行了一次校舍安全排查,并做好详细记录。每月定期检查、落实安全工作,发现不安全隐患及时整改,避免了不安全事故的发生,确保正常的教学秩序和师生的生命安全。
四、广泛宣传,加强教育
学校经常性利用会议、广播、远程设备、黑板报、宣传橱窗、国旗下的讲话、讲座等形式进行了广泛的宣传,并发动各班广泛开展班队活动、知识讲座、知识竞赛等活动,并以此为载体全体动员、全员参与,把安全工作作为学校日常重点工作,寓安全教育于活动中。利用“学校安全教育月”,进行交通、用电、防火、防溺水、防盗、防传染病等系统的安全教育。各班黑板报开辟“安全教育”专栏,每月出一期安全教育内容的黑板报。班主任每天利用夕会时间都要对学生进行一次安全教育。学校每天课间操时间对学生进行一次安全教育;每月召开住宿生会议,重点加强饮食卫生、寝室管理、青春期卫生教育。在节假日、寒暑假前要集中时间对学生进行安全教育,并通过“致学生家长的一封信”等形式,取得家庭、社会的配合,提高师生安全意识,养成安全习惯。由于加大了安全工作力度,使得我校安全工作开展得扎实有效。
五、内外结合,立足防范
一年来,学校一直坚持“教育为重,预防为主,标本兼治,重在治本”的方针,做足做好“防”文章,在此基础上变“堵”为“疏”。由于我校地处于107国道旁,学生上学、放学都要经过国道,给学校的安全工作带来了更大的考验。学校摸清了校内的安全隐患,积极进行整改,请交管部门在校门口画上了斑马线;学校则加强学生的教育,督促学生良好行为规范的养成,提高安全防范意识,同时学习严格执行路队护送制度,每天都有专人护送。真正做到防患于未然。同时,“内治”和“外治”相结合,努力优化学校外部安全环境。教育学生不进网吧、电子游戏室等娱乐场所,学校领导班子每周定期与不定期到网吧检查一到二次(晚上12点后),坚决杜绝学生外出上网玩乐。同时和公安机关积极配合,建立联系制度,搞好内部治安管理和防范工作,搞好校外有关部门、单位的沟通与协调,落实好校园周边环境整治的工作措施。每学期请消防、交警、派出所等单位领导来校进行消防、交通、法制等方面安全知识讲座,并同时进行系列安全知识竞赛。
六、管理到位,成效突出
由于学校加强了安全管理,教育措施得力,全校师生安全意识大幅度提高,安全防范意识及安全自救能力大大增强。一年来,学校无群体性事件,无学生打群架斗殴等事件发生,未发生火灾或爆炸事件,没有学生食物中毒事件,没有发生在校师生死亡事件。一年来,校园内无骚乱事件,无“法轮功”邪教、非法宗教等活动。师生遵纪守法,无一师生违法犯罪。
七、存在问题及整改措施
学校安全保卫工作经费不足,校园技防设施缺乏。今后要积极争取上级主管部门和政府的关心支持,改进学校的技防设施。今后我们将进一步加大安全工作的力度,学校、家庭、社会密切配合、通力协作,齐抓共管,净化外部环境,搞好学校周边治安秩序,建立切实可行的学校安全防范体系,使学校安全工作进一步经常化、制度化、社会化。
为了开创我校安全工作的新局面。特向市教育局申请验收。
