2011校学生工作部(处)工作总结

一年来，在学校领导的关心、支持下，学工部（处）始终坚持“以人为本”的工作理念，“学生利益无小事”的工作宗旨，以学风建设为主线，学校稳定为底线，立足实际，开拓创新，积极为学生成长成才提供各项服务。

一、学习领会，积极贯彻上级文件

领会精神，积极贯彻中发16号文件精神。一是召开了工作会议，2011年4月30日，牵头组织召开了全校加强和改进大学生思想政治教育工作会议，会议回顾和总结了我校大学生思想政治教育工作的情况，分析了存在的问题，提出了新形势下进一步加强和改进大学生思想政治教育工作的思路和举措。二是出台了相关制度，先后制订了《绍兴文理学院关于进一步加强和改进大学生思想政治教育的实施意见》，还出台了《中共绍兴文理学院委员会关于进一步加强学生思想政治教育工作队伍建设的若干意见》等九个配套文件，编印了《绍兴文理学院思想政治工作文件汇编》。三是举行了专题学习，组织辅导员学习了16号文件，举行了辅导员学生工作知识竞赛，有效贯彻了16号文件精神。2011年9月接受教育部检查组督查16号文件的落实情况时，中宣部宣教局副局长李晓军充分肯定我校学习贯彻中发16号文件精神的有关工作，并赞赏我校深入开展毕业生爱心承诺活动、评选卓越奖学金和举办风则江大讲堂等创新大学生思想政治教育的举措和成效。

二、夯实基础，深化教育管理工作

民主评优，营造良好学风。2004年4月，全国人大常委会副委员长韩启德院士夫妇，在我校设立了“卓越奖学金基金”，奖励我校在品德、学习、文艺、体育、社会工作等某一方面取得卓越成绩的在校学生。2005年底第二届卓越奖学金评选工作全面启动，在候选人产生后，我们采用手机短信投票、网上师生投票、校报纸上投票、现场展示投票等多种民主途径评选先进，省教育厅宣教处专门组织杭州电子科技大学、中国计量学院、浙江科技学院、杭州师范学院、浙江树人大学等在杭高校领导来校观摩了候选人现场展示会，并参加了投票，受到较好的评价。在今年初举行的颁奖典礼上，全国人大常委会韩启德副委员长说，“我们的同学太可爱了，成绩太卓越了。而且评奖过程也让我十分感动，充分体现了民主，体现了学校对同学们的尊重。”在前不久召开的全省高校宣传文化工作座谈会上，省委教育工委副书记、省教育厅副厅长蒋胜祥同志对我校卓越奖学金的评选方式，特别是运用手机短信进行评优的做法给予了充分肯定。同时评选工作受到了媒体的广泛关注，《中国教育报》、浙江在线、浙江教育网、《绍兴晚报》、绍兴电视台今日传真栏目等都对本次评选工作进行了专题报道。

依法管理，开展人性化服务。正确把握“严格管理”与“个性发展”，“民主意识”与“法治观念”的关系，认真做好学生的日常教育管理。06年学生违纪率（不包括元培、上虞）为1.14%，比05年下降了1个百分点，其中考试作弊为0.75%，比05年下降了近一半。同时我们坚持“处分也是一种教育”的观念，认真做好违纪学生的教育管理和处分解除工作，共解除违纪学生56人。

建立工作流程，提高工作实效。围绕“融洽、和谐、务实、高效”的工作目标，形成办事的一系列标准化程序。以“公正、有序、快捷”为目标，制订各类评奖工作的流程；编制学生违纪处分及申诉的流程；规定院系查询学生档案和公务员、研究生入围政审的流程；明确学生证发放、补办、火车优惠卡的流程；规范国家助学贷款申请、特困生认定、困难补助申请等资困工作的流程；建立走读、校外住宿，计算机进公寓等公寓管理的流程，提高了工作效率。同时实施重大奖项公选制和重大决策听证制，如对网络是否进学生公寓的问题，专门组织了听证会，广泛听取学生的意见，并按照学生的意愿，组织招标，确定中国电信绍兴分公司为学生公寓的网络运行商。

总结经验，优化新生始业教育。一是坚持接待也是一种教育的思想，认真做好新生接待工作，在各校门口放置了新生报到流程；对院系接待场地进行了统一安排；协助相关部门对校内经营摊点进行了合理的安排；在绍兴各汽车、火车站点设立接待点，安排落实接送车辆和人员，24小时开通入学求助电话和咨询电话。在宿舍区形成了一条龙的人性化服务渠道，专门开通了“绿色通道”，为家庭经济困难学生办理缓交学费、国家助学贷款咨询以及勤工助学咨询等。二是编印学习资料，为学生了解学校、适应生活提供帮助，编写了《2011新生不完全手册》，免费赠送学生；编写了《学生手册》，举行了以《学生手册》为主要内容的考试，帮助新生了解了政策。三是组织各具特色的始业教育活动，教育内容涉及《图书馆文献资料搜集》、《立志成为高级复合型英语专门人才》、《大学生基础道德》、《大学生心理健康》、《诚信教育》、《大学阶段的奋斗目标和职业理想》、《专业的学习态度和目的》等，共计开设始业教育报告50多个，学生受到了很好的教育。

三、深入实际，不断规范心理健康工作

迎接省教育厅评估。10月30日，省教育厅首次组织的全省高校心理健康师范单位评选结果揭晓，我校在专家组考评中成绩优异，被授予“浙江省高校心理健康教育示范单位”称号，这次全省共有包括浙江大学、浙江工业大学和我校在内的17所高校获此殊荣。专家组肯定我校心理健康教育工作，虽然起步晚，但领导重视，成效明显，走上了一条相对专业化的心理健康教育道路，具有比较广泛的视野、方向和工作范围。学校、院系、班级三级工作网络层次感很强，具有现实意义。

进行了06级新生心理普查。全校施测新生人数4990人，根据大学生心理健康测评系统的筛查标准，根据两类标准筛选出学生共412名，占全校新生总数的8.3%。检测工作结束后，心理健康教育指导中心向相关学生发出了邀请信（其中元培学院符合这两类标准的学生自行负责访谈），建议他们去中心了解情况。截止目前近200人来咨询室进行了交流。

完善了心理危机干预体系。要求班级每周向院（系）报送《班级学生心理健康状况表》，各院（系）每月填写一次《学院学生心理健康状况表》报送心理健康教育指导中心。在处理突发的学生心理危机事件中及时填写《学生心理危机事故情况表》，记录清楚危机事件的前后过程，处理方式及结果，并做好相关资料的收集和保存工作。本学期共处理干预各院系的心理危机事件8起，防止了一些学生心理健康状况的恶化和过激行为的发生。

组织第四届大学生心理健康教育宣传月活动。开展了现场心理咨询、心理影视片赏析、心理健康教育工作学生座谈会、心理健康讲座、心理健康主题班会等活动。尤其是心理健康系列讲座活动成效突出，场场精彩，吸引了大批的同学参加，成为宣传月活动的一个亮点。另外还邀请杭州师范学院心理学教授黄丽举办了一次心理咨询案例研讨会，装修设置的团体辅导室，开展了“人际关系训练营”、“两性成长团体”等团辅活动。

加强心理咨询队伍建设。组织各院（系）心理辅导员和其他部分学生工作干部共10人参加心理咨询员（师）资格认证培训，其中有8位老师通过考核。获得心理咨询师（三级）资格。对06级班级心理委员进行课程式培训，并将心理委员的课程学习及其开展的工作与课外学分挂钩，形成一个培训、使用、成长系统的管理模式。共有86名06级班级心理委员参加学习通过结业考核，获得心理健康教育指导中心颁发的“心灵使者”证书。

完善了心理健康制度建设。先后出台了《绍兴文理学院关于进一步加强和改进大学生心理健康教育工作的实施意见》、《绍兴文理学院学生心理危机干预暂行办法》、《绍兴文理学院心理咨询与辅导工作规范》、《绍兴文理学院心理委员工作制度》等文件。

四、资困助学，积极构建全程帮扶体系

认真开展特困生认定。出台了《绍兴文理学院经济困难学生认定办法》；结合我校实际形成的论文《关于高校特困生认定工作的若干思考》，获浙江省高校资困工作论文三等奖；出台的特困生公示制度，在社会上引起了广泛关注，《文汇报》、《东方早报》、《大众日报》、《钱江晚报》、《今日早报》都作了深度报道。

积极申请国家助学贷款。制定了《绍兴文理学院国家助学贷款实施细则》，建立贷款学生信用档案和贷款催还制度，设立了学生贷款风险基金。06年初，银行共向我校学生发放国家助学贷款728.51万元，共有1304人，但由于众多原因06年下午年学生贷款工作还没有落实。

不断开拓勤工助学渠道。学校多方联系，努力为家庭经济困难学生安排勤工助学岗位，06年来共推出勤工助学岗位966个，安排1000多人上岗工作，发放勤工助学经费约150万元，登记在册的经济困难同学基本上都有勤工助学岗位，人均月收入都在150左右，基本解决了所有家庭经济困难学生的生活问题。

主动争取社会资助。积极与绍兴市慈善总会和省学贷中心联系，争取困难补助，06年，共向绍兴市慈善总会争取补助资金15万元；同时向省学贷中心争取国家、省政府奖学金、助学金151.8万元；同时从中国移动6万元，共资助家庭困难学生500多人。常州市中业纺织有限公司2万元，共资助家庭困难学生20人。

不断规范精神帮扶体系。坚持“授人以渔”，激发“造血功能”的理念，积极办好自强学校，共有650多人参加计算机、营销职业经理人、英语考级等技能及诚信、感恩、自强等为主题的培训教育，开展了贷款同学诚信还贷宣誓，一封家书载满亲情感恩，贫困之我见征文等活动，开展了“自强不息 立志成才”、大学生成才与心理健康、感恩教育、国家助学贷款政策讲解、诚信立人教育等主题大型教育报告会五个。06年底又推出十佳自强不息大学生评选，十佳自强不息大学生先进事迹报告会等活动,受到师生认可，中国教育报、浙江教育网、绍兴日报、绍兴晚报、绍兴商报等多家媒体专门进行了报道。

五、注重服务，努力做好学生公寓管理工作

学生公寓管理工作是学生工作的大后方，是保证学校安全稳定的基础工作。配强工作队伍。继续充实公寓辅导员队伍，选留（聘）了2名辅导员，使辅导员总数达到18人；优化学生公寓自治组织队伍，楼（层）长、寝室长、信息员队伍随着寝室调整作了相应调整与充实，并建立了校、院（系）两级学生公寓自我管理委员会联席会议制度；整顿公寓门卫队伍，统一着装，实行打饭制，对责任心不强、违反纪律的坚决予以通报、扣发奖金甚至辞退。

健全工作制度。制订、修订了《校区学生公寓办公室负责人（片长）工作职责》、《学生公寓网络管理办法》、《学生公寓辅导员着装规定》、《学生校外住宿管理规定》等一系列、较为完备的学生公寓管理规章制度。

强化日常管理。继续实行院（系）辅导员、班主任走访寝室通报制；与院（系）互动，加强协调，圆满完成06学年学生宿舍床位安排工作和新生接待工作；做好校外住宿和假期留校住宿学生的管理工作；精心组织，顺利完成兰亭书法艺术学院125名学生的搬迁；禁止外卖送餐服务，加强公寓管理。参与处理多起突发性事件，保证学生安全。开展爱国卫生活动月活动，与各院(系)共组织活动87项，参与大扫除35736人次，卫生检查93次。

注重文化建设。举办为期一个月（4月27日至5月25日）的2011寝室文化节暨“和谐家园”二轮创建活动； 举办以 “倡导网络文明，共建和谐校园”为主题的首届公寓网络文化节活动；组织了绍兴市留绍过年大学生（92名）团圆年夜饭和慰问演出活动。

重视工作协调。年初，在后管处支持下，与计财处、后勤集团禹天公司等四方进行协商，在参考了其他高校的做法和对我校上一维修数据信息的分析及对维修质量要求、价格标准从严从紧的原则基础上，达成了2005学生公寓区域零星维修一揽子总承包协议68.5万元。

六、立足实际，不断健全学生信息工作

信息是学生工作的重要基础，更是提高工作实效性的重要保障。

注重信息网络建设。以“横向到边，纵向到底”为目标，建立了从各院（系）分管学生工作书记、辅导员、学生干部到学生寝室楼层长、寝室长为成员的信息网络队伍，确保学生中带有苗头性、倾向性的问题早发现、早预防、早处理。重视学生信访工作。定期召开各类学生座谈会，听取学生意见、建议和要求，及时掌握学生中的一些热点和难点。随时关注学生网上留言，落实专人做好解答工作，一年来，共为学生解答疑惑183条；重视学生的来电、来信，特别是从校长办公室的来信，都能认真对待，真心解答。

坚持院系学生工作每周上报制。建立了网上的院系学生信息报送系统，落实专人整理院系学生信息，共出刊《院系学生工作周报》31期，掌握院系学生工作动态，起到了上情下达，下情上达的作用。

关注学生工作的宣传工作。组织专人负责相关学生工作信息的收集和编写工作，共出刊《学生工作信息》13期，《学生信息内参》2期，《沧浪报》6期、《心源报》5期，同时在校报上组织策划了专版2期，在校园网主页上报道信息近40多条，市级媒体报道共10篇，省级媒体报道6条，国家级纸质媒体报道转载近20条，宣传了工作，提高自身形象及时传达学生管理、思想教育、公寓管理、心理健康教育等方面的信息。

注重“学生信息管理系统”建设。将全校2万多名的学生信息全部录入了学生信息管理系统，在快速查找、了解学生等方面发挥了重要的作用。

积极探索思想政治工作进手机的机制。与中国移动合作，开通了移动校园通，及时把学校大事、就业信息、勤工助学等信息通过手机短信的形式发给学生，还可及时查找学生的情况。

七、与时俱进，积极推进辅导员队伍建设

国家高度重视辅导员队伍建设，先后出台了《关于进一步加强和改进大学生思想政治教育的意见》、《关于加强和改进高等学校辅导员、班主任队伍建设的意见》、《普通高等学校辅导员队伍建设规定》，对辅导员的要求与职责、配备与选聘、培养与发展、管理与考核等作了明确的要求。结合大背景及我校实际，我们积极开展辅导员队伍建设，一是加强制度建设，出台了《中共绍兴文理学院委员会关于进一步加强学生思想政治教育工作队伍建设的若干意见》、《绍兴文理学院辅导员工作考核办法》（征求意见稿），为辅导员队伍建设及辅导员工作的有序开展，提供了制度保证。二是开展公开选聘，应聘本校优秀毕业生及其他重点大学的优秀毕业生一起参加校人事处和学工部共同组织笔试和面试，共选聘辅导员43人，其中研究生10人，辅导员队伍整体素质不断提高。三是加强业务培训，培养专家型辅导员，先后邀请浙江大学王东莉、马建青，浙江海洋学院党委副书记黄建刚、浙江工商大学学工部长孙鹰，本校周一农、何宝梅等老师开展了《心理健康咨询与学生工作》、《学风建设与高校思想政治教育工作》、《辅导员办公室礼仪》、《办公室文书写作》等专题的培训，有效提高了广大辅导员的自身素质。四是不断改进待遇，规定工作满三年及以上的辅导员可享受副科级或科级待遇；规定工作满4年及以上的辅导员，可分别享受10级、9级、7级、6级的岗位绩效津贴；规定辅导员进修可享受一定的政策倾斜。五是于05年12月在省内率先成立了第一个辅导员协会，建起了主题网站、编印了会刊，组织辅导员学生工作知识竞赛、辅导员卡拉OK比赛、辅导员乒乓球比赛、辅导员交谊舞培训，辅导员才能、素质得到了很好的展示，有1人获省级优秀辅导员称号。

抓好军训与参军工作。8月，人武部与有关部门一起，冒着酷署，顺利完成了2005级5000余名军训任务。9月初，在全市大中专军歌大合唱比赛，我校获得了第一名。10月，经层层选拨，8位同学光荣参军。

06年1月，被中共浙江省教育工作委员会、浙江省教育厅被为2005学生工作创新单位。

06年10月，被中共浙江省教育工作委员会、浙江省教育厅评为浙江省高校心理健康教育示范单位。
