为进一步加强对在籍专科学生接读自学考试本科工作的管理,使自学考试事业更好地服务于全省的经济建设和社会发展,积极推进“两个率先”,省考委、省教育厅在总结经验、充分调研并认真听取本、专科院校意见的基础上,对《关于在全省普通高校中开展在籍专科学生接读自学考试本科工作的意见(试行)》(苏教考〔2004〕1号)文件进行了补充和修订。现将《关于在全省普通高校中开展在籍专科学生接读自学考试本科工作的补充意见》发给你们,请遵照执行。

关于在全省普通高校中开展在籍专科学生

接读自学考试本科工作的补充意见

为进一步贯彻落实省考委、省教育厅《关于在普通高校中开展在籍专科学生接读自学考试本科工作的意见(试行)》的文件精神,根据三年多来全省开展试点工作的情况及自学考试自身的发展,经研究,决定对高等教育自学考试“专接本”工作提出以下补充意见:

一、培养目标

积极探索具有自学考试特色的新型人才培养模式,充分体现自学考试人才培养的应用性、实用性与职业性特点,建立与社会需求紧密结合、符合大众化教育要求的人才培养机制。在确保基本理论够用的基础上,着力培养与提高学生的应用能力与实践能力,重视学生个人学习能力与创新精神的培养,提高学生的就业和竞争能力,促进人的全面发展。

二、专业开设与主考学校

“专接本”工作开设的专业,在现有自学考试面向社会开考本科段专业目录中选取。

开设“专接本”专业的普通本科高校,原则上是自学考试主考学校。主考学校可根据自身办学优势,在已开设专业中确定 “专接本”专业,并报省教育考试院同意后,面向普通专科学校及五年制高职学校(以下简称专科学校)开展衔接工作。

专科学校应根据生源状况及办学条件,按专业相同相近的原则,自主确定接读专业,并向相关主考学校提出申请。主考学校应对专科学校的办学申请进行认真审核,并统一报省教育考试院批准后方可开展“专接本”助学辅导工作。

三、课程设置

根据培养目标的要求,“专接本”专业在面向社会开考专业考试计划课程设置的基础上,增设实践与应用课程。其课程由沟通课程、衔接课程、主干课程、实践与应用课程等四部分组成。

1、沟通课程。包括思想政治理论课和公共基础课。学生在专科阶段已学过与本科计划名称相同的思想政治理论课且成绩合格的,承认其课程及学分。学生在专科阶段已学过的公共基础课,在专科学校考核合格的基础上,按一定比例计取成绩。计取比例由主考学校根据各专业的实际情况审定,并报省教育考试院批准备案,计取比例最高不得超过40%。学生要求取得学士学位的,须符合主考学校学位授予的外语要求。

2、衔接课程。衔接课程的学习内容,主要是对专科阶段学过的主要课程的基本理论、基本原理等内容作进一步的延伸与拓展,体现本科教育需要的人才知识、能力与素质结构。衔接课程的设置一般不超过5门。在专科学校考核合格的基础上,衔接课程按一定比例计取成绩。计取比例由主考学校根据各专业的实际情况审定,并报省教育考试院批准备案,计取比例最高不得超过30%。

3、主干课程。学生参加主干课程的学习,原则上应通过全部沟通课程与衔接课程的学习与考试。主干课程的设置一般不少于5门。

4、实践与应用课程。包括综合实践、知识拓展、选修课程、社会实践等。一般为3-4门,每门不少于2学分。其课程设置、教学内容和考核办法由主考学校确定,并由主考学校负责考核。

四、管理职责

主考学校须在省考委的领导下,负责“专接本”工作实施细则的拟定、专科学校助学辅导条件的审核、招生宣传材料的审核、专业考试计划和助学辅导计划的制定、课程分类的界定、教材的选定、课程考试大纲的编写、师资培训、实践性环节及毕业论文(设计)的指导与考核、对专科学校助学辅导工作的指导、监督和检查、参与命题和评卷,在毕业证书上副署、办理省教育考试院交办的其他有关工作。

开展“专接本”助学辅导工作的专科学校,应指定专门的机构和人员,负责本校 “专接本”助学辅导工作的宣传发动、新生注册、学生报考、考籍管理、学生管理,在主考学校的指导下开展助学辅导工作,办理省教育考试院交办的其他有关工作。

五、招生对象与报考条件

自学考试“专接本”助学辅导工作的招生对象是列入国家计划,经省招生部门正式录取的各类专科学校的三年级在籍学生;经市招生部门正式录取的五年一贯制高职的五年级在籍学生。学生报考的基本条件为:

1、思想品德优良,遵纪守法,身体健康。

2、学习认真、刻苦,成绩优良,学有余力。

3、报考的“专接本”专业与专科所学专业相同或者相近。

符合以上条件的学生,可根据自愿的原则,向所在学校的自学考试管理部门申请报考,经学校审核同意,方可参加学习与考试,并由学校向所在地省辖市考办办理集体报名。

六、教学与管理

1、“专接本”专业的课程教学内容,除实践与应用课程外,必须以省教育考试院指定的课程考试大纲和使用的教材为依据,加强案例教学和实践性环节教学,选派责任心强、富有教学经验的教师任教,保持任课教师队伍的相对稳定。

2、在主考学校的指导下,“专接本”助学辅导工作由专科学校负责实施。为保证助学辅导的质量,报考人数较多的专业应实行分班教学。专科学校开展助学辅导工作必须在不影响学校正常教学秩序的基础上开展,要确保各门课程的教学学时数(每学分18课时)。

3、在主考学校的指导下,专科学校要高度重视教学管理,设立或指定一个职能部门负责日常的教学管理,要配备与工作相适应的专职管理人员,确保助学辅导工作正常有序开展。

4、强化学生学习过程的管理,签订专科学校、家长、学生三方协议书。学生单科课程缺课学时数超过规定学时数三分之一以上(含三分之一),不得参加该课程的考试。

5、助学辅导中增设的实践与应用课程,应由主考学校提出教材计划,并在开课前三个月内完成考试大纲的编写,报省教育考试院审核同意后,方可开始教学。

6、主考学校应指定专人对专科学校开展不定期的教学检查和评估,并于每个学年结束后,形成书面的评估报告报省教育考试院。

七、考试的组织与实施

为保证国家考试的严肃性和权威性,“专接本”专业的考试工作均在省教育考试院统一管理和指导下,由专科学校所在地省辖市考办负责组织实施。

专业考试计划中确定的按一定比例计取成绩的课程,其最终成绩,由专科学校与主考学校、省教育考试院共同核定。

学生未能如期通过考试计划规定的全部课程考试,不能毕业的,原通过的课程成绩有效,未通过的沟通课程和衔接课程不再计取校考成绩。

“专接本”的考试时间为每年的4月和10月。

八、经费与使用

举办“专接本”助学辅导工作的专科学校,应严格按省物价局、省财政厅《关于规范培训收费管理的通知》(苏价费〔2003〕408 号、苏财综〔2003〕157号文件)精神,自主确定收费标准,并按要求到同级价格主管部门备案。收取的费用须用于自学考试工作,不得挪作他用。

专科学校每学年按实际收费向有关主考学校缴纳一定比例的管理费(不含毕业论文[设计]指导与答辩费),并向省教育考试院缴纳相应的考试费。

本“意见”适用于2008年下半年起招收的“专接本”专业学生。

“专接本”工作补充意见实施细则

根据《关于在全省普通高校中开展在籍专科学生接读自学考试本科工作的补充意见》文件精神,为更好地推进“专接本”工作的开展,现制定如下实施细则:

一、主考学校与专业开设

1.开设“专接本”专业的普通本科高校,必须是具备相应专业学位授予权的自学考试主考学校,其中师范类专业的主考学校必须为师范院校或开设师范专业的普通高校。

2.“专接本”开设的专业,在现有面向社会开考自学考试本科段专业目录中选取。

3.每个本科院校原则上只可申办1~3个体现学校办学特色和办学优势的“专接本”专业。面向社会开考专业的主考学校可优先选择主考专业。“专接本”专业原则上在主考学校中不重复开设。

4.主考学校申办的“专接本”专业应连续开办,连续两年没有生源的专业应予停办。

5.主考学校于每年3月初向省教育考试院申报新开设的“专接本”专业,同时备案已开考专业。

二、专业考试计划与教学计划

1.主 考学校按照自学考试面向社会开考相应专业考试计划的课程设置,界定沟通课程、衔接课程和主干课程。根据“专接本”专业培养目标的要求设置实践与应用课程。在“专接本”考试计划中不设置选考课程和外语替代课程。沟通课程、衔接课程和主干课程的课程考试大纲和教材由省教育考试院统一组织供应。实践与应用课程由 主考学校提出教材计划,并在开课前三个月完成课程考试大纲编写,报省教育考试院审核同意后方可开始教学。

2.主 考学校根据“专接本”专业考试计划的课程设置和学制年限,制定切实可行的专业教学计划。制定“专接本”专业教学计划时,既要考虑先行课程和后续课程的循序渐进,又要考虑每学期考试课程门数的相对均衡,还要考虑省教育考试院上、下半年考试课程的安排及给上一年级学生补考机会。“专接本”专业教学计划一经确 定,必须保持稳定,不得随意变动。

3.“专接本”专业考试计划和教学计划报省教育考试院备案后方可实施。

三、宣传与组织

1.专科学校要根据生源状况和办学条件,按与本校专业相同或相近的原则,确定接读专业,并于每年3月底前向主考学校申报。连续两年没有生源的专业应予停办。已停办的专业,如再开办,需向主考学校重新申请。

2.专科学校仅面向本校的在校生举办“专接本”专业,不得跨校组织生源,不得安排插班生。

3.“专接本”专业宣传与组织工作于每年4月进行,专科学校应于4月底前将新生名单报主考学校备案。

4.宣传须实事求是,要有诚信,不得夸大其词。

5.专科学校在每“专接本”工作开展前,应将相关宣传材料报主考学校进行审核,并由主考学校汇总报省教育考试院备案。

6.专科学校在以各种形式介绍本校概况时和在各类宣传中,凡涉及“专接本”专业,均须明确说明其自学考试性质,凡涉及主考学校,均须经相关主考学校审核同意。

四、教学及师资队伍

1.专科学校应根据“专接本”专业考试计划和教学计划,认真组织教学活动。相关教学活动必须在不影响学校正常教学秩序的基础上开展。

2.任课教师必须以指定的课程考试大纲和教材实施教学。课程教学内容要详略得当,要确保课程的教学时数。

3.专科学校应加强“专接本”专业任课教师的队伍建设,要选派有责任心、教学经验丰富的专职教师任教,具备高级职称的教师须占30%以上。任课教师要保持相对稳定。在课程教学的进程中,任课教师不得擅自调课、停课或请他人代课。专科学校应于每学期开学前将任课教师名单及其自然信息报主考学校备案。

4.主考学校应加强面向专科学校的师资培训工作,定期开展教研活动,努力提高任课教师的教学水平。

5.要做好教学质量的监控工作。专科学校协同主考学校定期或不定期开展教学与管理的检查工作。主考学校在每学年结束后形成教学评估报告报省教育考试院。省教育考试院对主考学校的管理工作和专科学校的教学与管理工作进行不定期检查。

五、考试的组织和实施

为保证国家考试的严肃性和权威性,“专接本”的考试工作均在省教育考试院统一管理和指导下组织实施。

1.按照“教考分离”的原则,命题、考试、阅卷工作统一由省教育考试院组织。

2.具体统考工作由所在市考办负责实施,并按自学考试规定的要求执行。

3.沟通课程和衔接课程的校考部分应安排在统考之前进行。

4.实践与应用课程的考核、课程实践环节的考核、毕业论文的指导与答辩,由省教育考试院负责管理,由主考学校负责实施。

六、学籍和考籍

1.“专接本”专业的助学辅导工作,三年制专科学校从第三学年开始组织,五年制高职院校从第五学年开始组织。“专接本”专业的学制不少于两年,修业年限在学制年限基础上延长一年。

2.学生一经注册即取得自学考试“专接本”专业学籍,专科学校负责学生学籍档案的建立,并使用省教育考试院统一印制的学籍卡记录学生在学期间的表现和学业成绩。专科学校在每学年开学一个月内要将注册的在籍学生名单报主考学校,由主考学校汇总后报省教育考试院。

3.学生通过考核,取得一门课程合格成绩的,即取得自学考试考籍,考籍由省教育考试院建立,专科学校与市考办协助。

4.沟通课程中的思想政治理论课,学生在专科阶段已学过并且成绩合格的,省教育考试院承认其课程及学分。沟通课程中的公共基础课,学生在专科阶段已学过,在专科学校考核合格的基础上,按一定比例计取成绩,成绩的计算方法为:校考成绩最高40%,统考成绩不少于60%。衔接课程成绩的计算方法为:校考成绩最高30%,统考成绩不少于70%。课程的校考成绩必须在课程的统考成绩发布之前报送主考学校,再由主考学校汇总、审核后报省教育考试院。统考课程的考试成绩由省教育考试院负责发布。凡属按一定比例计取成绩的课程,其最终成绩由专科学校、主考院校和省教育考试院共同核定后,再由省教育考试院负责发布。

5.学生临毕业时,须以《高等学校学生行为准则》为主要依据,对学生的思想品德作全面鉴定,包括学生的自我鉴定和专科学校对学生的鉴定。鉴定的重点应放在政治思想、道德品质、遵纪守法、学习态度等方面。

6.学生学完“专接本”专业考试计划规定的全部课程(包括课程的实践性环节),通过考试取得合格成绩,思想品德经鉴定符合要求,并持有专科毕业证书,由省考委发给自学考试本科毕业证书,主考学校附署,符合学士学位授予条件的,由主考学校授予学士学位。

修业期满(学制期满一年后),未能毕业的,可转入自学考试面向社会开考相应专业的考试,符合毕业条件的,发给原“专接本”专业主考学校附署的毕业证书,符合学位授予条件的,可向原“专接本”专业主考学校申请学士学位。

修 业期满两年(学制期满三年)后,仍未毕业的,还可继续参加自学考试面向社会开考相应专业的考试,已通过的课程继续有效,未通过的课程不再计取校考成绩,并须参加面向社会开考同专业主考学校组织的课程实践性环节的考核和毕业论文(毕业设计)指导与答辩,符合毕业条件的,发给面向社会开考专业主考学校附署的毕 业证书,符合学位授予条件的,向面向社会开考专业主考学校申请学士学位。

七、教务管理

1.专科学校每学期开学前均须依据专业教学计划规定的教学进程和课程的教学时数(每学分为18学时)编排课程表,向省教育考试院或所在市考办订购相应课程的课程考试大纲和教材,并做好发放工作。

2.在籍学生每学期必须按规定时间到校办理注册手续和参加教学活动。因故不能按时到校注册和参加教学活动者,必须事先履行请假手续。

3.学 生必须按规定时间参加各门课程的考试和补考,逾期(不可抗力原因除外)视为自动放弃。每门课程安排一次补考。经一次补考仍未及格或对学位要求课程的考试成绩虽及格但不满意,若学校条件允许(如相关专业继续开设或相关课程仍在开考等),学生可申请再补考或重考,再补考和重考的报考费由学生自理。补考、再补 考、重考均应参加下一年级学生相同课程的考试。再补考或重考也可自行报名参加4月、10月份的自学考试,或者1月、7月份的增考。

4.要严格考勤制度,学生某门课程缺课学时数超过该门课程学时数三分之一的,取消其该门课程当次考试的资格。

5.学生可自行参加面向社会开考相应专业选考课程和外语替代课程的考试,但学校不另行组织教学,不计取校考成绩。

6.要及时做好课程考试的安排,课程考试的报名,课程考试成绩(包括校考成绩和统考成绩的计取)的记录以及毕业生登记表和毕业证书的办理、学士学位的申报等工作。

7.根据经物价主管部门备案的收费标准收取学费。每学年按实际收费的20%左右向主考学校缴纳管理费(不含课程实践性环节考核费和毕业论文或毕业设计指导与答辩费),并按规定缴纳报名考试费。

八、学生管理

1.重视新生入学教育工作。在新生入学教育过程中,要向学生进一步明确“专接本”专业性质和课程设置,以及教学过程和考试过程的要求;要强化诚信教育,组织学生学习学校和自学考试的有关规定、规章、制度,以保证“专接本”专业的正常教学秩序和考试质量。

2.学生在校期间,共享学校一切资源,包括教室、实验室、图书馆、文体场所、餐厅、宿舍等。

3.健全学生会、班委会、宿管会等学生组织,充分发挥学生的自我管理作用,培养学生的独立工作能力、组织能力、公关能力等。

4.建立党团组织,加强学生的思想政治工作。

5.学生要严格遵守自学考试的考场纪律和其他有关规定及学校各项规章制度。

6.实行专科学校与学生、家长三方协议的教育管理制度。学生入学时,要签订协议书。学生在校期间,三方在遵守协议书的基础上,还要进一步加强学生、教师、管理人员、家长之间的交流与沟通,及时发现问题和解决问题,不断改进教学、完善管理,防止异常情况乃至重大事故发生。

九、加强领导,严密组织 “专接本”专业是国家考试和学校助学相结合的一种教育形式,其教学过程和考试过程的各个环节都有严格的规范性和时间性,各项工作都要加强领导,严密组织。

1.主考学校应指定专, , , 门的部门(一般为继续教育学院)负责“专接本”工作的开展,并配备与事业规模相适应的专职管理人员。

2.专 科学校要设置或指定一个职能部门负责“专接本”专业教学与管理的日常工作。要明确“专接本”专业的主管领导、教务员、班主任。“专接本”专业的主管领导负责“专接本”专业的全面工作,包括宣传发动工作和教学组织与管理工作,教务员要认真细致地做好教务管理的各项工作,班主任要落实考勤制度,加强对学生思 想、学习、生活的管理。

本《细则》将根据实际情况进行补充和完善。《细则》发布后,各主考学校原开设的“专接本”专业,不再招收新生。

为更好地推进“专接本”工作的开展,现就《“专接本”工作补充意见实施细则》作出如下补充规定:

一、注册与报考

1.“专接本”新生注册工作:

(1)专科学校于每年4月份向学生公布学校举办的“专接本”专业目录,学生根据自愿原则向校方申请报名;

(2)专科学校于每年6月20日前,将“专接本”新生名单通过自学考试“专接本”管理系统报相关主考学校,同时提供学生专科入学时的录取名册。报送工作完成后,不再接受任何形式的补报名;

(3)主考学校根据录取名册对“专接本”新生的注册资格及接读专业进行审核;

(4)主考学校于每年7月10日前,通过“专接本”管理系统,将审核通过的新生注册名单报专科学校所在市考办,并反馈至相关专科学校,由市考办统一分配准考证号码,新生注册工作结束。

2.专科学校于7月10日后到所在市考办办理新生集体报名手续。老考生的报考与自学考试面向社会开考专业报名同步进行。

3.学生退学须经专科学校审批后报主考学校,由主考学校汇总后报省教育考试院备案。

二、教学管理

1.专科学校应严格按照专业考试计划规定的课程考试时间安排每学期的课程表,要保证课程教学的学时数。2.主考学校每学期组织专科学校开展一次集体备课活动或召开一次教学研讨会,每学年召集相关专科学校召开一次总结会。

3.“专接本”工作采取省级督导和专科学校督导两级督导机制。

(1)省级督导机构由省教育考试院和主考学校有关人员组成,对专科学校“专接本”教育教学工作开展不定期的指导和检查。

(2)专科学校应根据《“专接本”工作督导细则》(见附件1),建立专门的督导机构,结合自身实际,制订具体的管理办法,定期开展“专接本”教育教学质量检查工作。

三、考试管理

1.专科学校应根据教学计划,制订具体的课程校考部分考试计划,明确考试的时间和地点,报主考学校同意后实施。

2.主考学校根据专业考试计划,制订实践与应用课程和课程的实践性环节考核计划,确定毕业论文指导与答辩的日程安排。

3.“专接本”专业课程校考部分试卷评定成绩后由专科学校负责保存,课程的实践性环节考核材料、毕业论文由主考学校负责保存。以上材料均须保存至学生本科毕业后一年。学生未能如期毕业的,应保存至学生修业期满后两年。

4.学生在课程统考和校考过程中有违规行为的,根据《国家教育考试违规处理办法》(教育部令第18号)和专科学校有关规定分别处理。

四、成绩管理

1.成绩记分:

(1)课程的实践性环节考核成绩用合格或不合格评定。

(2)毕业论文(设计)成绩用五级记分法(优秀、良好、中、及格、不及格)或百分制记分法。

(3)实践与应用课程的考核成绩视具体情况而定,可用合格或不合格评定,也可以用五级记分法或百分制记分法。

2.课程补考、重考:

(1)每门课程的校考成绩只限上报一次,一旦上报,不得更改。需要补考的,由专科学校在成绩上报前统一组织。课程成绩合成后不及格的,只允许参加课程统考的补考。

(2)学位课程申请重考的,只限课程统考的重考,且须在办理本科毕业申请手续之前进行。

(3)学生修业期满后两年(学制期满后三年)内,学生参加补考由专科学校统一报名,重考和再补考由学生向专科学校申请,由专科学校统一报名,学生自行参加自学考试面向社会开考同课程考试的,不得计取校考成绩。

3.课程免考:

(1)按《高等教育自学考试课程免考细则》有关规定,符合条件者可申请课程免考。课程免考申请在学生就读“专接本”后至本科毕业前半年办理。

(2)思想政治理论课程成绩合格的(用百分制记分),由专科学校报主考学校确认后,视为免考课程进入自学考试“专接本”管理系统。

(3)学生在专科就读期间和在“专接本”修业期满后两年内,在本校参加英语四、六级考试,成绩在425分以上(含425分),可免考“英语

(二)”课程。

4.学生修业期满后两年(学制期满后三年)内,承认其已通过的课程成绩和课程的校考成绩。未毕业的,可转入自学考试面向社会开考相应专业的考试,按自学考试有关规定执行,已通过的课程成绩继续有效,未通过的课程不再计取校考成绩。

五、毕业管理

学生修业期满后两年(学制期满后三年)内,课程免考申请、本科报考资格审核、毕业申请均由专科学校统一向所在市考办办理,办理时间为每年5月底和12月初报名期间。

1.“专接本”学生的本科报考资格审核工作在学生专科毕业后至本科毕业前半年办理,办理时需提供以下材料:

(1)《本科段报考资格审批表》。

(2)身份证。

(3)准考证。

(4)专科毕业证书(原件及其复印件各一份)。

(5)专科学校“学籍卡”复印件(加盖教务处公章)。

2.学生通过所报专业课程的考试和考核申请毕业的,需提供以下材料:

(1)身份证(原件及复印件各一份)。

(2)准考证。(3)实践性环节考核(含毕业论文)成绩通知单。

(4)课程免考审批材料。

(5)本科段报考资格审批材料。

(6)2寸标准彩色照片(两张)。

六、收费管理

1.“专接本”的考生,参加4月份和10月份自学考试的,按32元/门收取报名考试费。专科学校自行安排“专接本”考生参加1月份和7月份增考的,按200元/门收取报名考试费。因计划原因,由省教育考试院安排在1月份和7月份考试的统考及补考课程,仍按32元/门收取。

2.报名考试费(含第一次补考费用)、准考证工本费、课程免考审定费、毕业生审定费等,由专科学校向市考办缴纳。按自学考试收取的报名费上缴省教育考试院13元,市考办留用19元;按增考收取的报名费上缴省教育考试院150元,市考办留用50元。论文指导与答辩费、实践课程考核费由专科学校向主考学校缴纳。以上费用在学费中列支。重考和再补考的报名考试费由学生自理。

七、其他

1.专科学校须于每年4月20日前,将拟发布的“专接本”招生简章和广告等各类宣传材料报主考学校审核同意后,方可开展宣传工作。相关宣传材料由主考学校汇总后,于每年6月20日前报省教育考试院备案。

2.普通专科学校的在籍学生毕业后在专科学校继续参加“专接本”专业学习的,可计算为专科学校的就业人数、就业率。专科学校在向省高校招生就业指导中心报送就业名单时,将“专接本”学生计入升学人数。

3.普通专科学校在籍学生在专科毕业后两年内,获得自学考试“专接本”毕业证书的,可凭该证书到原就读的专科学校毕业生就业工作部门申请办理本科学历层次毕业生就业报到证(报到证上的毕业学校统一填写为“在籍学生自学考试”)。

专接本成绩合并总原则执行苏教考自〔2008〕26号文件精神,具体操作补充如下:

一、专接本成绩合并前提:

校考成绩只能与该校考成绩上报之后产生的统考成绩进行合并。

二、专接本成绩操作细则:

1.校考比例为0的,总成绩即为统考成绩。

2.校考比例为100%的,由主考学校公布校考成绩。思想政治理论课程的成绩,按有关规定执行。

3.校考比例在0到40%(含40%)之间的,按比例将校考与统考成绩进行合成,取合成成绩与统考成绩的高分(含及格与不及格两种情况)。

4.未报送校考成绩的,按0分处理。

5.学校校考成绩缓考未报的,视为0分。
