根据州委组织部关于“两学一做”学习教育要强化问题导向，“学”要带着问题学，“做”要针对问题改，把解决问题贯穿学习教育全过程，坚持边学边改、即知即改的要求，现就做好“两学一做”学习教育边学边改、即知即改和问题整改工作有关事项通知如下：

一、查摆问题的对象

“两学一做”学习教育查摆问题的对象为：各地党委（党组）、各党支部、全体党员。

二、查摆问题的重点

.各地党委（党组）、党支部班子及其成员要围绕思想、组织、作风、纪律等方面存在的问题进行查摆。

2.全体党员和县处级以上党员领导干部分别对照“两学一做”学习教育明确的全体党员和县处级以上党员领导干部重点解决的问题进行查摆。

3.全体党员还要联系本职工作，立足岗位特点，对照“四个扎扎实实”的要求，找出差距和不足，有针对性提出加强和改进工作的具体措施。

4.查摆问题要同抓好党的群众路线教育实践活动和“三

严三实”专题教育的问题整改结合起来，持续深入地纠正“四风”，抓好不严不实问题的整改，切实整治群众身边的不正之风，使解决问题前后呼应、持续推进。

三、查摆问题的主要方式

.各地党委（党组）、党支部和全体党员要紧紧围绕中央和州委提出的学习教育需重点解决的问题，紧密结合各自实际进行再对照、再细化，进一步查找存在的问题。

2.查摆问题要面向党员和群众广泛征求意见，班子（党委、党组、党支部）成员要相互谈心，支部班子成员要与每名党员谈话。

3.各地党委（党组）、党支部班子和全体党员要坚持问题导向，坚持边学边改、即知即改；党委（党组）、党支部班子问题的查摆和整改，也可依托年底前召开的支部专题组织生活会和党委（党组）民主生活会集中进行。

四、强化整改落实

.针对存在的问题，建立问题清单，明确整改时间和路线图，“两学一做”学习教育边学边改、即知即改和问题整改实行党员、党支部、党委（党组）逐级月备案制度，备案制度从XX年8月起执行，每月初将上月情况进行备案。

2.党员个人问题的查摆和整改，每月一报，由党员本人向党支部报备。（附表）

3.党支部班子问题的查摆和整改，待年底支部专题组织生活会后，向所属党委报备。（附表）

4.各地区所属党委（党组）班子问题的查摆和整改，待年底党委（党组）民主生活会后，向所属地方党委组织部门（“两学一做”学习教育领导小组办公室）报备。（附表）

5.各市、县、工委各党委班子问题的查摆和整改，待年底党委（党组）民主生活会后，向州委“两学一做”学习教育领导小组办公室报备，同时报备民主生活会上形成的班子成员的问题查摆和整改情况。（附表）

五、有关要求

.各地党委（党组）、党支部、全体党员查摆问题要实准、清楚、具体，不能笼而统之，大而化之，对查摆出来的问题要认真梳理，列出清单，建立台账，制定整改措施，落实整改责任，明确整改时限，实行动态管理，完成一个销号一个。

2.各地党委（党组）及其“两学一做”学习教育工作机构要加强督导，对各地党组织对问题清单、建立台账、整改落实情况进行督促检查。

3.各地党委（党组）、党支部可采取适当的方式，将党员个人、班子及班子成员问题的查摆和整改情况在一定范围内通报；也可以通过板报、简报、党务公开栏和新闻媒体宣传、公开整改落实情况，及时反映整改成效。

3．英语演讲稿的基本组成部分

从大的方面看，英语演讲词实际上是属于一种特殊的说明文或议论文，其基本组成部分是：

1)开始时对听众的称呼语

最常用的是 ladies and gentlemen，也可根据不同情况，选用 fellow students, distinguished guests, mr chairman, honorable judges(评委)等等。

2)提出论题

由于演讲的时间限制，必须开门见山，提出论题。提出论题的方法有各种各样，但最生动，最能引起注意的是用举例法。比如：你要呼吁大家关心贫穷地区的孩子，你可以用亲眼看到的或者收集到的那些贫穷孩子多么需要帮助的实例开始。另外，用具体的统计数据也是一个有效的引出论题的方法，比如：你要谈遵守交通规则的话题，你可以从举一系列有关车辆、车祸等的数据开始。

3)论证

对提出的论题，不可主观地妄下结论，而要进行客观的论证。这是演讲中最需要下功夫的部分。关键是要把道理讲清楚。常见的论证方法有举例法、因果法、对比法等等，可参见英语议论文的有关章节。

4)结论

结论要简明扼要，以给听众留下深刻印象。5)结尾

4．英语演讲稿的语言特征

1)多用实词，多用短句，少用结构复杂的长句

在英语演讲中，and, but, so, then 等虚词要尽量少用，that, which 等词引导的定语从句也只会使句子结构变得复杂，而使听众难以跟上演讲者的思路，从而影响演讲的效果。相反，多使用实词，短句，可使得演讲内容更清晰，气势更磅礴。

2)演讲要注意使用各种修辞手法，增加演讲的感染力和气势。英语演讲中常用的修辞手法有：渐进(climax)、对照(antithesis)、排比(parallelism)、警句(epigram)等等，例如：

that government of the people, by the people, for the people shall not perish from the earth．(排比)这个民有、民治、民享的国家将不会从地球上消失。united, there is little we can not do;divided, there is little we can do．(对照)
