REPORT ON THE WORK OF THE GOVERNMENT

Fellow Deputies, 现在，我代表国务院，向大会作政府工作报告，请予审议，并请全国政协各位委员提出意见。

On behalf of the State Council, I now present to you my report on the work of the government for your deliberation and approval.I also solicit comments and suggestions on the report from the members of the National Committee of the Chinese People's Political Consultative Conference(CPPCC).一、2008年工作回顾

I.Review of the Work in 2008

2008年是极不平凡的一年。我国经济社会发展经受住了历史罕见的重大挑战和考验。在中国共产党领导下，全国各族人民迎难而上，奋力拼搏，战胜各种艰难险阻，改革开放和社会主义现代化建设取得新的重大成就。

The year 2008 was truly eventful.Our country's economic and social development withstood severe challenges and tests that were rarely seen before.Under the leadership of the Communist Party of China(CPC), the people of all our ethnic groups faced difficulties squarely, worked with courage and determination, surmounted all difficulties and obstacles, and made new achievements in reform, opening up and socialist modernization.——国民经济继续保持平稳较快增长。国内生产总值超过30万亿元，比上年增长9%；物价总水平涨幅得到控制；财政收入6.13万亿元，增长19.5%；粮食连续五年增产，总产量10570亿斤，创历史最高水平。-The national economy continued to maintain steady and rapid growth.GDP topped 30 trillion yuan, an increase of 9% over the previous year.Overall price rises were held in check.Government revenue was 6.13 trillion yuan, an increase of 19.5%.Grain output rose for the fifth consecutive year and totaled 528.5 million tons, a record high.——改革开放深入推进。财税、金融、价格、行政管理等重点领域和关键环节的改革取得新突破。进出口贸易总额2.56万亿美元，增长17.8%。实际利用外商直接投资924亿美元。

-Reform and opening up were further deepened.New breakthroughs were made in reforms in key areas and crucial links, such as the fiscal, taxation, financial and pricing systems and administration.Imports and exports totaled US$ 2.56 trillion, an increase of 17.8%.Paid-in foreign direct investment reached $92.4billion.北京环球时代

-Great victories were won in the fight against massive natural disasters.The Beijing Olympics and Paralympics were held successfully, and the Shenzhou VII manned space mission was a complete success.这些成就，标志着我们在中国特色社会主义道路上，迈出新的坚实步伐，极大地增强了全国各族人民战胜困难的勇气和力量，必将激励我们在新的历史征程上继续奋勇前进。一年来，我们做了以下主要工作： These achievements signify that we have taken new and solid steps along the path of socialism with Chinese characteristics.They have greatly fortified the courage and strength of the people of all our ethnic groups to surmount difficulties and will definitely encourage us to bravely forge ahead on the new historical course.Last year, we accomplished the following important work:

（一）及时果断调整宏观经济政策，全力保持经济平稳较快发展

1.Making timely and resolute adjustments to macroeconomic policies and doing everything possible to maintain steady and rapid economic development 我们正确把握宏观调控的方向、重点、力度和节奏，采取一系列促进经济平稳较快发展的政策措施，在复杂多变的形势下，积极应对国际金融危机的严重冲 击，努力增强调控的预见性、针对性和有效性。年中，在国际能源和粮食价格处于高位、世界经济增长放缓的情况下，针对沿海地区出现出口和经济增速下滑苗头，及时把宏观调控的首要任务调整为“保持经济平稳较快发展，控制物价过快上涨”，并采取了一些有针对性的财税金融措施。

9月份后，国际经济形势急转直下，对我国的不利影响明显加重，我们又果断地把宏观调控的着力点转到防止经济增速过快下滑上来，实施积极的财政政策和 适度宽松的货币政策。三次提高出口退税率，五次下调金融机构存贷款基准利率，四次下调存款准备金率，暂免储蓄存款利息个人所得税，下调证券交易印花税，降 低住房交易税费，加大对中小企业信贷支持。按照出手要快、出拳要重、措施要准、工作要实的要求，迅速推出进一步扩大内需、促进经济增长的十项措施，争分夺 秒地加以落实；接连出台金融支持经济发展、促进轻纺工业健康发展、促进房地产市场健康发展、搞活流通扩大消费和保持对外贸易稳定增长、稳定就业等政策措 施，加快制定重点产业调整振兴规划。

这些措施对缓解经济运行中的突出矛盾、增强信心、稳定预期、保持经济平稳较快发展，发挥了至关重要的作用。

We maintained the right direction, focus, intensity and pace of macro control, and adopted a series of policies and measures to promote steady and rapid economic development.In a complex and volatile situation, we actively responded to the severe impact of the global financial crisis and worked hard to make our macro control more proactive, targeted and effective.In the middle of the year, when energy and grain prices on the international market were high, world economic growth slowed, and exports from and economic growth in China's coastal regions began to decline, we promptly shifted the priority of macro control to maintaining steady and rapid economic development and controlling price hikes, and adopted relevant fiscal, taxation and financial 北京环球时代

measures.In September, the international economic situation started to deteriorate sharply and its negative impact became increasingly felt in China.We again resolutely shifted the focus of macro control to preventing economic growth from slowing down too quickly.We implemented a proactive fiscal policy and a moderately easy monetary policy.We raised export rebate rates three times, lowered the benchmark interest rates on savings and loans for financial institutions on five occasions, reduced required reserve ratios four times, suspended the individual income tax on interest earnings from savings, reduced securities transaction stamp tax rates, cut taxes and fees on housing transactions, and increased credit support to small and medium-sized enterprises.In accordance with the requirement that we act fast, be forceful, take targeted measures and stress implementation, we promptly introduced ten measures to further boost domestic demand and promote economic growth, and implemented them without delay.We adopted a succession of policies and measures to encourage financial institutions to support economic development, promote sound development of the textile and other light industries and the real estate market, expand consumption by improving distribution, maintain steady growth in foreign trade, and keep the employment situation stable.At the same time, we stepped up efforts to formulate plans for restructuring and revitalizing key industries.Together, these measures have played a crucial role in alleviating serious problems affecting economic performance, enhancing confidence, stabilizing expectations and maintaining steady and rapid economic development.毫不放松地加强“三农”工作。全年中央财政用于“三农”的投入5955亿元，比上年增加1637亿元，增长37.9%，其中粮食直补、农资综合补 贴、良种补贴、农机具购置补贴资金达1030亿元，比上年增长一倍。三次较大幅度提高粮食最低收购价，提价幅度超过20%。实施主要农产品临时收储政策。加强耕地保护和农田水利建设，提高农业综合生产能力。扶持生猪、油料、奶业发展。这些政策措施在保护和调动农民积极性、保障重要农产品供给、增加农民收入 方面发挥了重要作用，为稳定经济社会发展全局提供了有力支撑。We continued to strengthen our work related to agriculture, rural areas and farmers without any letup.Central government budgetary spending on agriculture, rural areas and farmers was 595.5 billion yuan for the whole year, a year-on-year increase of 163.7 billion yuan or 37.9%.This included 103 billion yuan, twice the figure for the previous year, in direct subsidies to grain producers, general subsidies for agricultural production supplies, and subsidies for superior crop varieties and the purchase of agricultural machinery and tools.We significantly raised minimum grain purchase prices three times, with the total increase exceeding 20%.We implemented a temporary policy for purchasing and stockpiling major agricultural products.We intensified the protection of arable land and the construction of agricultural water conservancy projects, and increased overall agricultural production capacity.We supported the production of hogs, oilseeds and dairy products.These policies and measures played an important role in maintaining and stimulating the enthusiasm of farmers, ensuring the supply of major farm products and increasing rural incomes, and provided strong support for maintaining overall stability in economic and social development.坚定不移地推进自主创新和经济结构调整。实施16个国家重大科技专项。在信息、生物、环保等领域新建一批国家工程中心、重点实验室和企业技术中心。成功研发支线飞机、新能源汽车、高速铁路等一批关键技术和重大装备。中央财政科技投入1163亿元，增长16.4%。电信、航空等行业重组迈出重要步伐。继续淘汰落后产能，全年关停小火电1669万千瓦，关闭小煤矿1054处。加大基础设施和基础产业投资力度，在能源、交通、水利等方面建成和开工一批重大项目。扎实推进区域发展总体战略，区域经济发展协调性增强。

We unswervingly promoted independent innovation and economic restructuring.We launched 16 major national science and technology projects, and established a number of new national engineering centers, key laboratories and enterprise technology centers in such fields as information technology, biotechnology and 北京环球时代

environmental protection.We successfully developed a number of key technologies and major equipment in the areas of regional aircraft, automobiles powered by new energy sources and high-speed railways.The central government invested 116.3 billion yuan in science and technology, an increase of 16.4%.Significant steps were taken in reorganization of the telecommunications and civil aviation industries.We continued to eliminate backward production facilities.Last year, we shut down small thermal power plants with a total capacity of 16.69 million kilowatts and closed 1,054 small coalmines.Investment in infrastructure and basic industries was increased, and a number of major projects in energy, transportation and water conservancy were completed or launched.Steady progress was made in implementing the master strategy for regional development, and economic development in different regions became better coordinated.坚持不懈地推动节能减排和生态环境保护。中央财政安排423亿元资金，支持十大重点节能工程和环保设施等项目建设。全国新增城市污水日处理能力 1149万吨，新增燃煤脱硫机组容量9712万千瓦。单位国内生产总值能耗比上年下降4.59%，化学需氧量、二氧化硫排放量分别减少4.42%和 5.95%。

近三年累计，单位国内生产总值能耗下降10.08%，化学需氧量、二氧化硫排放量分别减少6.61%和8.95%。巩固退耕还林还草成果，推进天然林、青海三江源等生态保护和建设工程。实施重点流域、区域水污染防治规划。发布了《中国应对气候变化的政策与行动》白皮书。

We steadfastly promoted energy conservation, emissions reduction and ecological and environmental protection.The central government allocated 42.3 billion yuan to support development of ten key energy conservation projects and environmental protection facilities.The daily sewage treatment capacity rose by an additional 11.49 million tons in urban areas, and desulfurization equipment was installed in coal-fired power plants with a total capacity of 97.12 million kilowatts.Energy consumption per unit of GDP fell by 4.59% from the previous year;chemical oxygen demand fell by 4.42%;and sulfur dioxide emissions fell by 5.95%.For the past three years combined, total energy consumption per unit of GDP dropped by 10.08%;chemical oxygen demand dropped by 6.61%;and sulfur dioxide emissions dropped by 8.95%.We built on the achievements in returning farmland to forests and restoring livestock pastures to grasslands, and carried out ecological conservation projects such as protecting virgin forests and developing the Sanjiangyuan Nature Reserve in Qinghai Province.We implemented the plan to prevent and control water pollution in major river valleys and regions and issued the white paper China's Policies and Actions for Addressing Climate Change.（二）统筹经济社会发展，全面加强以改善民生为重点的社会建设

2.Balancing economic and social development and strengthening all aspects of social development with the focus on improving people's lives 就业和社会保障工作进一步加强。完善促进就业、以创业带动就业的政策，落实最低工资制度。各项社会保险覆盖面继续扩大，城镇职工基本养老保险、基本医疗保险参保人数分别增加1753万和2028万，失业、工伤、生育保险参保人数继续增 加。企业退休人员养老金人均每月新增110元。启动事业单位基本养老保险制度改革试点。积极探索建立新型农村社会养老保险制度，农民工、被征地农民社会保 障工作稳步推进。全面加强城乡居民最低生活保障制度建设，救助人数达到6619万人。

及时增加对低收入群体和大学生的生活补贴。大幅度提高重点优抚对象的抚恤优待标准。加大保障性住房建设和棚户区改造力度，低收入群众住房困难问题得到一定程度缓解。解决4800多万农村人口的饮水安全问题。

Efforts were intensified to increase employment and improve the social safety net.We improved our policy to stimulate and expand employment by encouraging business startups, and enforced the minimum wage system.北京环球时代

The coverage of all social security schemes continued to expand, with 17.53 million more urban workers subscribing to basic old-age insurance, 20.28 million more subscribing to basic medical insurance, and the unemployment, workers' compensation and maternity insurance steadily expanding to cover more workers.Pensions of enterprise retirees rose by 110 yuan per month per person.We launched trials to reform the basic old-age insurance system for employees of government-affiliated institutions.We actively explored ways to establish a new system of old-age insurance for rural residents and made steady progress in making social security available to rural migrant workers in urban areas and farmers whose land has been expropriated.We comprehensively improved the system of cost of living allowances for both urban and rural residents, and provided allowances to 66.19 million residents.We raised living allowances for low-income groups and university students in a timely fashion.Preferential treatment enjoyed by key entitled groups was increased substantially.We intensified efforts to develop low-income housing and renovate shantytowns, thus alleviating some of the housing difficulties of the low-income population.An additional of more than 48 million rural people gained access to safe drinking water.促进教育公平取得新进展。全面实行城乡免费义务教育，对所有农村义务教育阶段学生免费提供教科书。提高中西部地区校舍维修标准，国家财政安排 32.5亿元帮助解决北方农村中小学取暖问题。职业教育加快发展。国家助学制度进一步完善，中央财政投入223亿元，地方财政也加大投入，资助学生超过 2000万人；向中等职业学校中来自城市经济困难家庭和农村的学生提供助学金，每人每年1500元，惠及90%的在校生。

Further progress was made in promoting fair education for all.Free compulsory education became available to all students, urban or rural, throughout the country, and all rural students receiving compulsory education obtained free textbooks.The standards for repairing and renovating school buildings in the central and western regions were raised, and the government allocated 3.25 billion yuan to provide heating to rural primary and secondary schools in the north.Development of vocational education was accelerated.The national financial aid system for students was further improved.The central government spent 22.3 billion yuan and local governments increased funding as well to assist more than 20 million students.Grants of 1,500 yuan per student per annum were given to secondary vocational school students from rural areas or needy urban families, benefiting 90% of the current student population in these vocational schools.医药卫生改革发展稳步推进。参加新型农村合作医疗的人口8.14亿，参合率91.5%。城镇居民基本医疗保险试点城市由上年的88个增加到317 个，参保人数增加7359万，总计达到1.17亿。城市社区卫生服务体系建设取得重大进展。农村计划生育家庭奖励扶助制度和少生快富工程实施范围继续扩 大。

Steady progress was made in reform and development of the pharmaceutical and health care system.A total of 814 million people, accounting for 91.5% of the rural population, now benefit from the new type of rural cooperative medical care system.The number of selected cities participating in trials of the basic medical insurance system for urban residents increased from 88 to 317, and the number of participating individuals increased by 73.59 million to 117 million.Significant progress was made in developing a system of community-based health services in urban areas.We continued to expand the coverage of the reward and assistance system for rural families complying with family planning regulations, and implemented the “lower birthrate equals faster prosperity” program in more places in the countryside.文化体育事业加快发展。公共文化基础设施建设得到加强，文化产业快速发展，文化体制改革不断深化。全力举办了有特色、高水平的北京奥运会、残奥会，实现了中华民族的百年梦想；中国运动员顽强拼搏，取得优异成绩，这极大地激发了全国人民的爱国热情，增强了民族凝聚力。

the cultural industries developed rapidly, and reform of the cultural management system was constantly deepened.We mobilized all resources and hosted a distinctive and high-level Beijing Olympicsand Paralympics, thus fulfilling the century-old dream of the Chinese nation, and Chinese athletes competed hard and brave and scored excellent achievements in the Games.This greatly aroused the patriotism of all our people and strengthened the cohesiveness of our nation.民主法制建设继续加强。基层民主制度进一步健全。依法行政深入推进。国务院提请全国人大常委会审议了社会保险法、防震减灾法等8件法律议案，制定或 修订了30件行政法规。全面实施政府信息公开条例。加强社会治安防控体系建设，开展反分裂、反恐怖斗争，维护了国家安全和社会稳定。民族、宗教、侨务工作 进一步加强。

We continued to strengthen democracy and the legal system.The system of local-level democracy was further improved.Significant progress was made in enhancing law-based government.Last year, the State Council submitted eight bills, including a draft of the Social Insurance Law and draft amendments to the Law on Protecting Against and Mitigating Earthquake Disasters, to the Standing Committee of the National People's Congress for deliberation.It also formulated or revised 30 administrative laws and regulations.The Regulations on Making Government Information Public was fully implemented.The public security system for crime prevention and control was strengthened.We battled against secessionist and terrorist activities, protected China's national security and maintained social stability.Our work related to ethnic minority, religious and overseas Chinese affairs further improved.（三）积极推进改革开放，为经济社会发展注入新的活力和动力

3.Vigorously advancing reform and opening up and injecting fresh vitality and impetus into economic and social development 国务院机构改革基本完成，地方机构改革稳步推进。农村综合改革继续深化，集体林权制度改革全面推开。国有企业改革不断深化。中国农业银行和国家开发 银行股份制改革顺利进行。实施新的企业所得税法，统一内外资企业和个人房地产税收制度。酝酿多年的成品油价格和税费改革顺利推出。制定医药卫生体制改革方 案并公开征求意见。体制机制创新为长远发展奠定了坚实基础。

Institutional restructuring of the State Council was basically completed and that of local governments is progressing steadily.Comprehensive rural reforms continued to deepen, and reform of collective forest rights was instituted throughout the country.SOE reform was deepened.The transformation of the Agricultural Bank of China and China Development Bank into joint stock companies proceeded smoothly.The new Law on Corporate Income Tax went into effect, and real estate taxes were unified for domestic and overseas-funded enterprises and Chinese and foreign individuals.After years of deliberation, reform in pricing, taxes and fees for refined petroleum products was smoothly introduced.Aplan for reform of the pharmaceutical and health care system was devised and referred to the general public for comments.These innovations in systems and mechanisms have laid a solid foundation for our long-term development.对外开放水平继续提高。大力实施以质取胜和出口市场多元化战略。加强科技兴贸创新基地和服务外包基地建设，支持自主品牌和自主知识产权产品出口。完 善加工贸易政策体系。稳步扩大服务业对外开放，加强对外商投资方向的引导。整合建立新的对外经济技术合作专项资金，发布对外承包工程管理条例，理顺对外劳 务合作管理体制。积极推进境外能源资源合作，企业“走出去”步伐加快，对外援助进一步扩大。自由贸易区建设、与主要经贸伙伴的经济对话、同发展中国家的互 利合作取得新进展。

through science and technology and bases for providing services outsourced from other countries.We supported the export of products with Chinese trademarks and intellectual property rights.We improved the policy system for the processing trade.We steadily opened service industries wider to the outside world and provided more guidance to orient foreign investment in China.We integrated existing funds and set up new ones designed to promote external economic and technological cooperation.We promulgated regulations on managing overseas contracted projects and rectified the system of administration of cooperative overseas labor services.We actively promoted energy and resources cooperation overseas, further expanded our assistances to other countries, and the pace of enterprises going global was accelerated.Further progress was made in the development of free trade zones, and in our economic dialogues with major trading partners and mutually beneficial cooperation with other developing countries.各位代表！Fellow Deputies, 去年5月12日，我国发生震惊世界的汶川特大地震。在党中央、国务院坚强领导下，全国各族人民特别是灾区人民万众一心、众志成城，人民子弟兵舍生忘死、冲锋在前，展开了我国历史上救援速度最快、动员范围最广、投入力量最大的抗震救灾斗争。

我们坚持把抢救人的生命放在第一位，从废墟中抢救生还者8.4万人。迅速抢修基础设施，果断处置唐家山堰塞湖，避免严重次生灾害发生；全力开展防疫 工作，实现了大灾之后无大疫。中央财政安排384亿元救灾款和740亿元恢复重建资金，迅速出台一系列支援灾区的政策措施。积极开展对口支援。社会各界踊 跃捐助款物，广大香港同胞、澳门同胞、台湾同胞以及海外华侨华人奉献爱心，国际社会伸出援手，汇成了齐心协力抗击灾害的磅礴力量。这场艰苦卓绝的抗震救灾 斗争，涌现出无数感天动地、可歌可泣的英雄事迹，充分展现了中国人民不屈不挠、自强不息的伟大民族精神，谱写了气壮山河的壮丽篇章。

A massive earthquake that shocked the world struck Wenchuan on May 12.Under the firm leadership of the CPC Central Committee and the State Council, people of all ethnic groups in China, especially in the quake zone, worked as one and fought in unison against the earthquake disaster.The people's army rushed to the frontlines without thinking of their own safety.We launched an earthquake rescue and relief operation that accomplished its work faster, mobilized more personnel and committed more resources than ever before in China's history.We steadfastly gave top priority to saving people's lives.We pulled 84,000 survivors out of the rubble.We promptly repaired damaged infrastructure, and resolutely unblocked the Mount Tangjia quake lake to avert potential secondary disasters.We did our utmost to prevent an epidemic from occurring and ensured that there was no major outbreak of diseases after the deadly earthquake.The central government allocated 38.4 billion yuan for quake relief and 74 billion yuan for post-earthquake recovery and reconstruction.We promptly introduced a host of policies and measures to support the quake zone.We energetically organized one-to-one assistance to designated areas affected by the earthquake.People from all sectors of society in China made generous donations, both in cash and in kind;our compatriots in Hong Kong, Macao and Taiwan as well as overseas Chinese contributed generously to the disaster relief campaign;and the international community provided us with earthquake rescue and relief assistance.All this combined to forma boundless source of strength for the Chinese people to overcome the disaster.This hard struggle against the earthquake produced uncountable touching and brave exploits and fully demonstrated the great indomitable and unyielding spirit of the Chinese people, thus writing a heroic chapter in the history of the nation.北京环球时代

None of the achievements we made last year came easily.They were the result of overall planning and correct leadership of the Party Central Committee with Comrade Hu Jintao as General Secretary, as well as the concerted and strenuous efforts of the whole Party, the entire army and the people of all our ethnic groups.On behalf of the State Council, I hereby express our sincere gratitude to the people of all our ethnic groups and to the democratic parties, mass organizations and people from all sectors of society.I also express our sincere thanks to compatriots in the Hong Kong and Macao Special Administrative Regions and Taiwan and to overseas Chinese, as well as to foreign governments, international organizations and friends in other countries that take an interest in and support China's modernization drive.在肯定成绩的同时，也要清醒地看到，我们正面临前所未有的困难和挑战。

While acknowledging our achievements, we must be clearly aware that we face unprecedented difficulties and challenges.一是国际金融危机还在蔓延、仍未见底。国际市场需求继续萎缩，全球通货紧缩趋势明显，贸易保护主义抬头，外部经济环境更加严峻，不确定因素显著增多。

各位代表：

现在，我代表镇第八届人民政府向大会作政府工作报告，请予审议，并请列席会议的同志提出意见和建议。一、五年来工作回顾

第七届镇人民代表大会第一次会议以来的五年，是我镇完善“十一五”期间规划目标、巩固成绩稳步发展的重要五年，也是我镇经济社会发展取得阶段性成果的关键五年。在这五年中，我们在市委、市政府和镇党委的正确领导下，在镇人大的监督和支持下，镇政府始终坚持以邓小平理论和“三个代表”重要思想为指导，全面贯彻党的十六、十七大会议精神，立足盐池镇情，紧扣发展第一要务，负重自强，埋头苦干，顽强拼搏，基本实现持续、快速、健康发展的五年工作目标，社会经济发展步入又好又快的良性发展轨道，综合实力不断攀升。农村经济稳步发展，农民人均纯收入得到较大幅度增长，群众生活水平和生活质量显著提高，水、电、路、信息比较畅通，主导产业、优势产品得到进一步拓展，国家各项惠民政策深入实施，基本上实现了镇七届一次人代会提出的各项目标任务。五年来，我镇先后被十堰市委、市政府授予“信用乡镇 ”、“ 卫生乡镇 ”、“ 无邪教创建活动示范单位 ”，被丹江口市委、市政府授予“人口和计划生育工作先进单位”、“民兵预备役工作先进单位”、“ 社会治安综合治理优胜责任区”、“服务移民外迁工作先进单位”等荣誉称号。同志被十堰市委授予“ 村干部”，被丹江口市委授予“ ”，等十几名同志被省、十堰市、丹江口市委、市政府授予“先进工作者”等荣誉称号。

（一）发展为先，总体指标完成良好

通过上届政府五年扎实工作，固定资产投资和农民收入大幅增长，各项综合经济指标得以圆满完成。

一是财政工作健康有序。五年来，加强财政专项资金管理形成立项、使用、监督全程公示，600万元以工代赈资金、400万元扶贫资金、500万元老区建设资金全部做到专款专用。五年来，全镇共向农民发放各类涉农补贴3600万元，全部采用“一折通”发放，共向消费者兑付补贴110万元。强化了农村“三资”管理及事业单位的“零户统管”工作，群众满意度很高。

二是固定资产投资逐步加大。五年以来，争取省市各类建设资金多万元，2010年完成固定资产投资余万元，年均增长率达18%，极大地改善农村基础设施及投资环境，有力拉动了经济建设和社会事业建设步伐的加快。

三是农民收入大幅提高。通过五年的扎实工作，农村产业结构得到逐步调整，农村基础设施建设不断完善，农村经济发展后劲明显增强，农村剩余劳动力外出务工收入增幅明显，到去年底，全镇农民人均纯收入达3374元，年均增长11.3%。

（二）项目为重，重点工程深入推进

根据镇情实际，镇人民政府换届以来，着力招商引资、农业产业化、新农村建设、通村公路等重点项目建设，取得了显著成效，夯实了经济社会全面发展的物质基础。

一是深入推进开放型经济发展。全镇五年共造林1.5万亩，苗木成活率较高。通过与市武当长青中药材种植有限公司签订订单合同，突出发展中药材生产，全镇中药材面积已达1.2万亩，其中以木瓜为主面积1.05万亩，草本以夏枯球、决明子为主，面积0.15万亩，百里药材长廊建设初见规模。在林业政策不利于耳菇发展的情况下，木耳推广喷灌高产技术，香菇推广袋料生产技术，提高了耳菇单产量和质量，依托裕康公司成立庆林菌特产业专业合作社，发展袋料香菇60万袋，高产木耳10000余架，五年来全镇黑木耳总产量近19万公斤，香菇总产量达到50万公斤。利用区位优势，大力发展娃娃鱼养殖，目前，全镇有3个大鲵养殖场，与当地农户进行合作化养殖经营，规模化养殖初步启动。

二是强力推进农业产业化。按照农业增效、农民增收和农村稳定的基本思路，在这五年工作实践之中，我镇大力加强农业服务配套体系建设，引导和帮助农民群众搞好产业结构调整，种子、肥料、农药、农膜等生产资料市场得到有效监管，农村实用种养技术进一步推广，在三岔河、水竹园，大岭坡村集中力量发展了烤烟产业，从2010年的200亩到2011年的1000余亩，创税收60余万元。抓好了两个“小农水”工程建设，完成了农田渠系配套建设。

三是狠抓基础设施建设。新农村建设稳步推进。快速推进了等村新农村建设工作，突出了拆迁量大、筹资力度大和建设体量大的特色,尤其是，有效改变了农村面貌，建设成效显著，2009、2010连续两年获全市乡镇新农村建设工作考评三等奖。村村通公路建设成绩显著。五年来，修通村组公路158公里，硬化100余公里，修通并维护盐房、盐官公路，其中盐官公路硬化5公里，实现了所有行政村通水泥公路，并完成改板河等3个村的候车亭建设，投资250余万元新建钢筋砼平板桥两座（庄子口大桥、柳林坪桥），建漫水桥20座。集镇建设步伐加快。根据规划需要，实施1300多万元的集镇河堤治理工程4.3公里，投资11万元硬化商业街道路，投资40余万元进行新修复兴街下水道400米和道路300米，集镇整体面貌得到极大改观，同时，镇党委、政府根据实际情况，借小流域治理之机，在河堤主要路段上建设长2000米集防洪、景观于一体的防护栏，盐池大桥栏杆改装正在施工中。农田水利基础设施建设取得新进展，投入60万元完成大岭坡、庄子、长滩河等村600亩土地治理项目，投入400

现在，我代表市人民政府，向大会作政府工作报告，请予审议，并请市政协委员和其他列席同志提出意见。

一、2007年工作回顾

过去的一年，是全面实施“十一五”规划、推进科学和谐发展的重要一年。在省委、省政府和市委的正确领导下，市人民政府坚持以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，团结全市各族人民，努力克服各种困难，扎实推进各项工作，较好完成了市二届人大二次会议确定的目标任务，迈出了全面建设小康社会的新步伐。

全年地方生产总值突破220亿元，达到225.34亿元，增长11.2%，其中第一、二、三产业分别增长4.5%、14.6%和11.5%；单位生产总值能耗下降3.5%；地方财政一般预算收入12.89亿元，增长25.1%；固定资产投资155.21亿元，增长25.7%；社会消费品零售总额59.23亿元，增长16.7%；城镇居民人均可支配收入9090元，农民人均纯收入1704元，分别增长11.9%和17%；城镇登记失业率4.8%；人口自然增长率下降到8.9‰。全市经济社会继续保持平稳、较快、协调发展的良好势头，呈

-1-现出经济结构逐步优化、速度效益同步提升、社会建设继续加强、民生问题不断改善的可喜局面。

（一）农业农村经济发展加快，农民收入较快增长。实现农业总产值80.9亿元，增长5.5%。粮食产量创历史新高，达140.6万吨，增长4.3%。完成烤烟收购95.5万担，每公斤均价提高1.94元。畜牧业健康发展，产值增幅为6%。新增农业产业化省级龙头企业4户、市级龙头企业16户，新建农村专业合作组织123个。马铃薯、苹果、魔芋、蚕桑、核桃、竹子等优势农产业建设取得新进展。完成冬季农业开发71.7万亩。新农村建设扎实推进，新启动建设各类示范点716个。扶贫开发成效明显，5.15万绝对贫困人口解决温饱，8.27万低收入人口稳定脱贫。“百万劳务输出工程”目标如期实现，累计转移农村劳动力101.38万人，全市农民人均务工纯收入630元。“数字乡村”工程基本建成。第二次农业普查工作结束。农业产业化进程加快，一系列惠农政策深入落实，农村发展活力持续增强，农民人均纯收入连续3年保持两位数增长。

（二）重点骨干产业培育加快，工业经济速效双增。烟草产业稳步发展，卷烟工业现价产值和销售收入分别增长11.3%和12.5%，单箱利税增加306元。能源产业建设迈出新步伐，金沙江水电开发有序推进，镇威煤电项目筹建工作加快，洪石岩、撒渔沱、悦乐等中小水电站运行发电，全市新增电力装机13万千瓦，发电量和原煤产量分别增长39.5%和16.5%。重化工产业发展态势良好，水泥、电石产量分别增长39.1%和14.3%，-2-鲁甸昊龙年产60万吨水泥项目、水富水东炸药厂和巧家松梁、鲁甸乐红、永善金沙3个铅锌选厂等相继投产，一批在建和筹建工业项目进展顺利。生物资源开发创新产业取得积极进展，农产品加工规模逐步扩大。水富、昭阳两个省级工业园区建设加快，彝良洛泽河矿冶加工基地矿权整顿整合工作完成，其他3个市级工业园区建设启动，一批企业陆续入园发展。全市工业总产值达153.46亿元、增加值75.31亿元，分别增长21.1%和16.3%，其中规模以上工业利税41.2亿元，增长20.9%。工业在国民经济中的比重达到33.4%，比上年提高2.1个百分点。

（三）基础设施建设进度加快，发展条件持续改善。溪洛渡电站实现大江截流，向家坝电站建设顺利进行，共完成境内投资33.83亿元。昭待公路建成通车，水麻公路建设接近尾声。镇雄县城至毕节、巧家县城至蒙姑、彝良县城至龙安等公路完工，威信县城至柏香、镇雄凤翥至威信大塘、昭阳城区至大山包等公路开工，完成通达工程1538公里，水富港扩建及农村客运站点建设进度加快。炉房水库灌区扫尾工程基本完工，大水沟水库渠系配套扫尾工程加紧建设，铜锣坝、翠屏水库动工，渔洞水库灌区一期单位工程和段家石桥、蒿枝坝水库除险加固通过验收，永丰、跳墩河水库除险加固竣工，长海水库除险加固抓紧进行。完成小型水源工程168件、农村饮水安全工程3541件、烟水配套工程1.13万件，新增有效灌溉面积5万亩。县城电网改造全面完成，一批输变电工程完工，5.6万无电人口用电问题得到解决。城乡规划步伐加快，昭阳中心城市新区开发全

-3-面启动、旧城改造稳步推进，县城和集镇建设继续加强。旅游基础设施建设投入加大，豆沙古镇重建任务完成，西部大峡谷新景区投入营业，昆水公路沿线景区景点和威信红色旅游规划建设同步展开，旅游开发推进有力。社会事业项目建设得到强化，投资效益不断提高。

（四）改革开放步伐继续加快，县域经济活力增强。集体林权制度改革试点圆满结束，完成林地确权196.8万亩。企业改革深入推进，改制企业竞争活力逐步显现。投融资体制改革继续深化，企业投资主体地位较好落实，融资渠道日趋多元。金融改革取得新进展，昭阳农村合作银行成立。农村综合改革持续推进，乡财县管乡用改革全面启动，部门预算、国库管理、政府采购、非税收入管理等改革得到加强。机关事业单位收入分配和事业单位人事制度改革稳步进行。行政审批、乡镇机构、文化体制、教育管理、粮食流通、水管理体制等改革不断完善。住房公积金覆盖面扩大。对外经济合作与交流取得新成绩，签订国内引资项目31个，实际到位资金33.66亿元，超目标8.66亿元。以非公有制经济为重点的县域经济发展势头良好，综合考核评价体系进一步健全，县区财政一般预算收入8.91亿元，增长33.5%，占全市地方财政一般预算收入的比重提高到69.2%。

（五）社会事业发展全面加快，改善民生成效明显。“两基”攻坚纵深推进，城乡办学条件不断改善，职业教育得到加强，高考上线率再创新高。“两免一补”政策深入落实，免补资金达-4-2.14亿元。师专“专升本”申报工作有序推进。先进实用技术覆盖面扩大，现代农业科技示范园核心区基本建成，昭通天麻证明商标正式批准。文物和非物质文化遗产保护加强，龙氏家祠修缮进展顺利，“昭通作家群”创作成果丰硕。381万人参加新型农村合作医疗，减免费用1.51亿元。城乡疾病防控和医疗水平逐步提高，食品药品监管进一步强化。人口控制成效明显，农村独生子女办证、计划外多孩控制、结扎手术数均超目标30%以上。“七彩云南·昭通保护行动”全面启动，节能减排、生态建设、环境保护和土地、矿产等重要资源管理力度加大。开发就业岗位2.3万个，城镇新增就业2.23万人。社会保险参保人数增长7.3%。7.95万城镇低收入人口和36.5万农村贫困群众纳入城乡低保，55.4万受灾群众得到及时救助。204户城镇住房困难户入住廉租新居，1.6万户农村民居抗震保安工程完工。溪洛渡电站435米围堰淹没区移民搬迁按期完成，向家坝电站施工区移民安臵房竣工23万平方米，大中型水库移民后期扶持政策得到落实。新闻出版、邮政通信、知识产权、志书编纂、防震减灾、气象水文、应急管理、外事侨务、信息产业、广电、防空、统计、档案、老龄、助残等事业都取得了新的成绩。

（六）民主法制建设进程加快，社会管理不断加强。坚持定期向市人大报告工作、向市政协通报情况，自觉接受各方监督，市人大代表建议和市政协委员提案办理质量逐步提高。坚持重大问题广泛征求意见，科学民主决策能力进一步增强。村委会换届圆满完成，社区建设积极推进。公务员管理日渐规范，-5-各类考试录用机制更趋完善。法制和纠风工作不断加强。平安创建继续深化，突出治安问题整治和矛盾纠纷排查调处力度加大，违法犯罪行为得到有效打击，三年禁毒人民战争和防艾工作取得实效。对重大安全隐患实行挂牌督办，安全生产4项控制指标全面下降。“基层信访年”活动深入开展，领导包案制度落实力度加大，集体上访明显减少。民族地区发展加快，民族团结和睦关系更加巩固。宗教事务管理进一步规范。国防教育和民兵预备役建设不断加强，“双拥”共建取得新进展。

各位代表！我市经济社会发展取得的成绩来之不易，这是省委、省政府和市委正确领导的结果，是全市各族人民心齐气顺、奋力拼搏的结果。在此，我代表市人民政府，向全市广大干部群众，向驻昭解放军、武警官兵和政法干警，向各位人大代表、政协委员和所有关心支持昭通发展的社会各界人士，表示衷心的感谢并致以崇高的敬意！

在充分肯定成绩的同时，我们也清醒地认识到，当前经济社会发展中还存在不少困难和问题，主要是：一些长期性、结构性的矛盾仍未根本解决，政策性不可控因素逐步增多，把握经济运行的难度增大；自然灾害较为频繁，农村扶贫攻坚任务艰巨，城乡发展不平衡、不协调的矛盾突出；煤电油运瓶颈制约依然存在，节能降耗、污染治理任务繁重；地方投资项目较少，固定资产投资增长后劲不足；物价持续高位运行，给人民群众的生产生活形成新的压力；社会事业发展相对滞后，影响平安和谐的因素仍然较多；政府职能转变不够到位，服务意识、-6-工作方式与新形势、新任务的要求不相适应，少数地方和部门仍然存在作风不实、办事不公、落实不力、效率较低的情况，事关人民群众切身利益的一些问题还没有完全解决好。这些困难和问题，我们一定要高度重视、认真对待，集中各方智慧和力量，在推进发展的过程中切实加以解决。

二、2008年主要目标和任务

各位代表！2008年，是全面贯彻落实党的十七大精神的第一年，也是实施“十一五”规划的关键之年。综合分析内外发展形势，我们仍处于机遇与挑战并存、机遇大于挑战的环境之中。随着科学发展观的深入贯彻，国家和省对欠发达地区的扶持力度持续加大，昭通加快发展的外部环境将进一步趋好；国际国内市场对能源和原材料的需求旺盛，将有力地促进我市优势资源开发和能源、重化工等骨干产业发展壮大；在中央和省统筹城乡、改善民生等一系列惠民政策带动下，有利于我们借政策之势、聚各方之力，不断夯实科学发展、和谐发展的社会基础；尤为重要的是，经过多年的探索和实践，全市各级发展思路更加清晰，发展基础更加坚实，发展势头更加强劲，发展愿望更加强烈。只要我们发挥优势、开拓创新、扎实工作，就一定能够抓住机遇、克服困难，推动全市经济社会又好又快发展。

根据省委、省政府的决策部署和市委二届六次全体（扩大）会议精神，今年政府工作的总体要求是：高举中国特色社会主义伟大旗臶，以邓小平理论和“三个代表”重要思想为指导，全面贯彻落实科学发展观，按照中央经济工作会议的要求，围绕

-7-加强基础设施建设、培育支柱产业、解决人口问题三大战略重点，突出抓好以统筹城乡发展、增加农民收入为重点的新农村建设，以加快工业园区建设、培育大型企业为重点的新型工业化推进，以文化旅游、现代物流为重点的第三产业发展，以昭阳中心城市、县城为重点的城镇建设，以改善民生、促进和谐为重点的社会建设，以节能减排、改善生态为重点的可持续发展，着力转变发展方式、优化经济结构，促进平安建设，加快昭通全面建设小康社会进程。

按照积极进取、留有余地的原则，综合考虑各方面因素，2008年全市经济社会发展的主要预期目标建议为：全市生产总值增长11%，其中第一、二、三产业分别增长2.5%、17.3%和8.7%；固定资产投资增长15%以上；地方财政一般预算收入增长12.5%以上；社会消费品零售总额增长12%；城镇居民人均可支配收入增长8%以上，农民人均纯收入增长10%以上；单位生产总值能耗降低3.9%；居民消费价格总水平涨幅控制在4.7%以内；城镇登记失业率控制在4.6%以内；人口自然增长率控制在8.8‰以内。

实现上述发展目标，需要全市上下付出艰苦努力和辛勤劳动。必须深入学习贯彻党的十七大精神，严格按照中央关于防止经济增长由偏快转为过热、防止价格由结构性上涨演变为明显通货膨胀的部署，认真落实“控总量、稳物价、调结构、促平衡”的要求，结合昭通实际，坚持解放思想、改革创新，坚持科学发展、和谐进步，坚持好中求快、能快则快，坚持以人为本、-8-统筹兼顾，坚持节约资源、保护环境，进一步保护好、引导好、发挥好各方面的积极性和创造性，始终不渝遵循发展规律，千方百计破解发展难题，凝心聚力加快发展速度，全面协调提高发展水平，力求速度、质量、效益相统一，经济、社会、民生相协调，城市、农村、区域相促进，人口、资源、环境相统筹，确保经济社会沿着又好又快发展轨道向前推进。

（一）着力推进农业增效和农民增收

坚持强化农业基础地位，以新农村建设、优势农产业培育和扶贫开发为抓手，统筹推进“三农”工作，确保农业结构逐步改善，农村经济持续发展，农民收入较快增长。

扎实推进社会主义新农村建设。继续加大力度，抓好“沿昆水线新农村示范长廊”建设，培育更多不同层次、各具特色的示范点，推动新农村建设全面开展。始终把产业培育、农民增收作为首要任务，立足实际、因地制宜，突出一村一品、一乡一业，为新农村建设提供产业支撑。注重发挥农民的主体作用，加强农村基础设施建设，开展“清洁家园行动”，加快社会事业发展，提高农民综合素质。深入开展“百企帮百村、共建新农村”活动，完善政府加大投入、农民筹资投劳、社会广泛参与的多元化投入机制。进一步落实领导联系、部门挂钩、企业帮建、驻点指导、整合项目等有效措施，力争新农村建设取得更大进展。

推动农业产业化迈出新步伐。按照建设现代农业的要求，围绕八大优势农产业，进一步完善扶持措施，培育壮大涉农龙

-9-头企业，发展农产品精深加工和专业农产品市场，推进基地规模化、生产标准化、产品品牌化建设，提高农业产业化程度。着力建设35万亩竹子基地、32万亩核桃基地、18万亩高产高淀粉加工型马铃薯基地、15万亩无公害蔬菜基地、6万亩优质魔芋基地、4万亩优质蚕桑基地，改造4万亩低产苹果园。强化农田水利设施建设，争取新增有效灌溉面积超过5万亩。落实增产增效措施，稳定发展粮食生产。加强烟叶基础设施和现代烟草示范村建设，确保完成98万担烤烟生产收购任务。进一步加大对生猪、奶业生产的扶持力度，突出抓好重大动物疫病防控和畜禽品种改良，确保畜牧业现价产值增幅达17%。继续抓好“数字乡村”工程的完善和应用，加快农村信息化进程。扶持发展农村合作经济组织，积极壮大农村集体经济。

全力提高扶贫开发工作水平。继续抓好整村推进、易地开发、小额信贷等扶贫项目的实施，不断改善贫困地区生产生活条件。加大产业扶贫力度，培育壮大优势产业龙头企业。积极争取上级支持，力争3年左右消除破烂茅草房。以实施“百千万帮扶工程”为重要推动手段，引导各方力量投入扶贫攻坚第一线，力求在帮助贫困户加强基础建设、实现稳定增收上有明显突破。积极开展革命老区开发建设。坚持解决温饱、巩固温饱和增强贫困群众自我发展能力相结合，确保5万绝对贫困人口解决温饱，8万低收入人口稳定脱贫。

提升农村人力资源开发质量。继续大力转移农村富余劳动力，促进农村观念转变，做大做强劳务经济，带动农民增收。-10-整合各类职业教育资源，利用农村中小学开办务工夜校等形式，培训农村劳动力10万人以上。加强劳务信息建设，增设市外劳务联络点，做好市场开发、跟踪管理、维权救助等服务工作。采取有效措施，切实解决农村“留守群体”的实际困难，鼓励外出务工能人回乡创业。通过努力，确保转移农村劳动力总数达110万人，务工净收入40亿元以上，逐步实现劳务输出由数量型向质量型、劳务型向技能型、无序型向有序型转变。

认真落实各项支农惠农政策。加大农村基础设施和公用事业投入力度，确保财政支农资金投入的增量、政府固定资产投资用于农村的增量、政府土地出让收入用于农村建设的增量明显高于上年。落实好粮食直补、良种补贴、农机购臵补贴和综合补贴等政策，稳定农资价格，促进农民减负增收。做好农村综合改革试点工作，加快乡镇机构、农村义务教育、县乡财政管理改革。深化财税体制改革，促进市县财力与事权更加匹配。推进农村公路养护和小型水利产权制度改革。实行一元制户籍管理制度。防止乡村产生新债，努力化解旧债。

（二）切实加快新型工业化进程

坚定不移地走工业强市之路，狠抓优势资源开发和重点产业培育，着力缓解工业发展的瓶颈制约，增强工业经济运行的稳定性和协调性，力争工业增加值增长18%以上。

加快工业园区建设步伐。强化园区管理机构的职能作用，尽快健全运行机制，加强园区融资工作和道路、水电、通信等设施建设，建立基础资料库和信息平台，优化园区环境，增强

-11-园区吸引力，促进工业园区化、园区产业化、产业规模化。落实责任，跟踪问效，扎实做好入园企业的协调服务工作。进一步完善和落实相关措施，加大宣传推介力度，引导骨干企业、重大项目特别是有较强实力的战略伙伴落户园区。制定优惠政策，采取有力措施，积极吸引全国500强企业进入昭通，鼓励和扶持更多企业改制上市。

抓紧重点工业项目建设。完善协调服务和督促检查机制，及时解决重点工业项目审批和建设中存在的主要困难和关键问题，督促具备开工条件的项目及早动工，在建项目尽快竣工见效，形成新的工业增量。加快云天化水富煤化工、彝良“煤电化一体化”、昭通新型煤化工试验等骨干项目建设步伐，力促镇雄、威信煤电联营项目通过国家核准，积极支持云冶集团日处理2000吨铅锌选厂、镇雄三合水泥厂等项目早日投产。引导各方资金投入工业发展，加快24个续建项目和27个新开工项目建设进度，力争工业投资超过19亿元。

加强工业发展协调服务。围绕重点行业和骨干企业，进一步健全工业经济运行监测体系，重点关注国家政策调整和市场环境变化，跟踪分析卷烟、化工、水电、煤炭、矿冶等领域的运行走势，及时研究解决电力、资金、运输等生产要素的供需矛盾，确保工业经济快速增长。重视中小企业发展，在创业培训、融资担保、技术创新等方面提高服务水平。坚持开发与保护并举，综合利用资源，积极发展循环经济，推动工业经济提质增效。深化国有企业改革，完成昭交集团等企业改制工作，-12-加强对改制企业的指导和服务，妥善处臵遗留问题。

不断发展壮大非公有制经济。狠抓政策落实，优化发展环境，扶持具备条件的非公有制企业做大做强。按照“非禁即入”原则，通过转让产权、股权和资产重组等方式，鼓励非公有制企业参与国有集体企业改革，进入公用事业、基础设施等领域。坚持“走出去”与“请进来”相结合，通过优惠政策、优质服务、优良环境，吸引市外资金、人才、技术等生产力要素聚集昭通，促进非公有制经济加快发展。完善招商引资机制，充分发挥工商联、商会的积极作用，加强市县投资服务中心建设，坚持全程代理服务，创造亲商、和商、安商、扶商的良好环境，力争到位市外资金35亿元以上。

（三）加大基础设施建设力度

全力支援重点工程建设。按照溪洛渡水电站加快建设、向家坝水电站大江截流和白鹤滩水电站积极筹建的要求，认真贯彻落实省政府绥江现场办公会议精神，进一步加强与三峡总公司、设计单位和施工企业的沟通协调，千方百计按计划推进移民搬迁安臵工作，加快迁复建工程和搬迁城镇基础设施建设，确保金沙江水电开发顺利进行。配合完成水麻公路建设扫尾。切实做好重大招商项目跟踪推进工作，保证施工进度。

狠抓地方基础设施建设。完成水富港扩建、2400公里通村公路改造和10个汽车站点建设，抓好昭阳至彝良、镇雄凤翥至威信大塘、巧家双河至老店、威信县城至柏香、彝良县城至毛坪等公路建设，基本完成630公里通乡油路，做好绥水公路援

-13-建相关工作，贯通沿江公路。争取开工罗汉坪、仙马、水子冲、关村水库，抓紧启动罗汉坝、骡马河、砚池山、文笔山等病险水库除险加固工程，加快铜锣坝、翠屏水库施工进度，强化渔洞水库保护和灌区建设管理，抓好35万人的饮水安全工程。加快“三江四河”中小水电开发，加紧黄角树、天花板、陡滩口等电站施工，力促万年桥、燕子坡、大鱼孔、云贵桥等电站动工，争取杨柳滩、沙沙坡、白水江梯级等电站投产发电，新增电力装机24万千瓦以上。抓紧7个110千伏输变电工程施工，启动永丰500千伏变电站等输变电项目建设，进一步完善城乡电网。加强城镇、旅游和社会事业等方面的基础设施建设。

扎实做好项目前期工作。认真研究、准确把握国家宏观调控政策，创新项目前期工作机制，推行“部门贷款、政府贴息”的方式，加大前期投入力度，强化项目筛选、评估和论证，积极完善土地征用、环境评价等相关手续，提高项目储备质量。力争完成20个左右以柿子至凤翥二级公路、小海子中型水库、昭通新型煤化工试验基地为重点的重大项目前期工作，做到竣工一批、在建一批、开工一批、报建一批、储备一批，争取国家和省给予更多支持。努力拓宽融资渠道，充分发挥财政资金“四两拨千斤”的引导作用，争取更多信贷投入，鼓励和吸引企业资金、民间资本参与建设。进一步强化工程质量监管，防止投资低效运行和浪费。

（四）努力加快城镇化发展步伐

加速昭阳中心城市建设。围绕建设园林城市，做好山水、-14-文化、建筑特色三篇文章，逐步把昭阳中心城市建成重庆、成都的避暑胜地和昆明的后花园的目标，进一步调整完善城市总规和详规。抓紧北部新区骨干路网建设，完工朱提大道扩建及灯光绿化工程，确保邦汉路、登云路竣工，完成太平一纵、箐门四纵、昭通大道箐门段的路基建设，启动其他骨架路网建设。完成电力、华园等小区开发，开工建设省耕塘水体森林公园，启动市级行政办公区规划建设和新区居民安臵小区建设。合理布局教育、卫生、市场等公共设施，逐步完善城市功能。理顺关系、整合力量，抓好城区管道燃气工程和河道治理，整治“八大秩序”，提高城市的管理水平和文明程度，树立中心城市的良好形象。

提高县城建设管理水平。坚持规划一张图、建设一盘棋、审批一支笔、管理一条龙，以人为本、量力而行，加大建设管理力度，逐步把县城规模做大、功能做强、环境做优。立足多元化筹资，积极实施一批条件成熟的市政项目，抓好绿化、美化、亮化、净化工程，重点解决违章建筑、占道经营、车辆停放、卫生死角等问题，完善城镇功能，创造宜居环境。抓紧做好绥江县城迁建的各项工作。以县城为依托，发挥优势，发展城镇特色经济，增强产业支撑能力，不断壮大县域经济实力。

积极建设农村集镇网络。抓紧完善乡村集镇规划，力争2年内全部完成。加强重点集镇的道路、市场、供电、供水等基础设施建设，强化日常管理，改善集镇环境，增强辐射带动能力。结合移民安臵和文化旅游产业发展，着力打造规模适中、-15-优势明显、环境优美的特色小集镇。依托新农村建设、扶贫开发和其他重点项目，加强较大村寨基础建设，发展一批村级集镇。逐步形成以重点集镇为龙头、特色小集镇为支撑、村级集镇为基础的农村集镇网络，促进城乡二元结构不断改善。

（五）大力促进第三产业发展

推进文化旅游产业发展。坚持把文化旅游产业作为新的经济增长点，采取有力措施，着力完善规划、打牢基础、突破重点、整体推进，力争在一个较高的起点上谋划发展。全面加快豆沙古镇旅游开发步伐，抓好龙氏家祠、大山包、黄连河、西部大峡谷及威信红色旅游等景区景点建设，加快铜锣坝、小草坝森林景区开发进程，开展大乌蒙山保护区和三大电站库区文化旅游发展规划，进一步改善旅游接待设施，努力建设特色鲜明、富有吸引力的新兴旅游区和精品旅游线。充分发挥区位优越、历史悠久、文化灿烂、风光独特的优势，借助新闻媒体宣传、旅行社团推介、专家名流造势等力量，大力开展旅游宣传促销活动，提升旅游知名度，打造昭通旅游品牌，促进旅游资源向旅游经济转化。加强旅游合作圈建设，拓展旅游合作领域，提高文化旅游产业外向度。通过努力，全年接待游客和旅游综合收入分别达420万人次和13亿元。

注重发展现代服务业。积极扶持物流企业发展，推动专业物流中心建设，努力建成一批特色商业区和县城商业街，不断壮大物流产业。加强政策引导和分类管理，提升住宿、餐饮、娱乐等传统服务业，发展咨询、证券、保险、网络信息、创意-16-设计等新兴服务业，培育会计、评估、法律等中介服务业，壮大物业管理、家政服务等社区服务业。加强金融诚信环境建设，进一步推进银政、银企合作，逐步优化信贷结构。

努力提高城乡消费水平。调整国民收入分配格局，提高城乡居民尤其是农民的收入水平和消费能力。落实积极的消费政策，完成市级商业网点规划，培育和拓展商品房、文化、教育、旅游、健身等消费热点，促进消费增长与升级。大力实施“万村千乡市场工程”，发展农村商业连锁经营、农资物流配送和专业批发市场，鼓励农用机械、村民住房、家用电器等大宗消费，进一步繁荣农村消费市场。加强价格监测预警和监督检查，深化市场秩序整顿，创造良好的消费环境。

（六）全面发展各项社会事业

加快科教事业发展步伐。完成昭通市现代农业科技示范园建设任务，充分发挥园区的示范带动效应。启动农村科技网络建设，努力解决群众学科技难的问题。认真落实科技项目，积极开展科研合作，加强知识产权保护，大力推广实用科技，逐步提高科技对经济增长的贡献率。重视引进和培养各类人才，建设创新型人才队伍。继续抓好中小学各项校舍工程建设，进一步改善办学条件，全面落实“两免一补”政策，加大“两基”攻坚力度，确保镇雄、永善、彝良按期实现“普九”目标。加快教育综合改革步伐，增强教育发展活力。加强市实验中学等一批高级完中建设，扩大高中阶段办学规模。抓紧师专新校区建设，做好“专升本”申报工作。启动市职教中心筹建和市卫校、市第

-17-一人民医院整合“升专”工作，强化县区职教中心建设，促进中等职业教育发展。鼓励发展民办教育。进一步加强中小学德育工作，努力为未成年人健康成长创造良好环境。

抓好文体卫生建设。加强公共文化服务体系和基层文化阵地建设，搞好文化信息资源共享、群众性文艺演出、农家书屋等文化工程。重视民间文化遗产和文物保护，抓好卢氏家祠修缮，做好市博物馆和档案馆建设的前期工作。大力繁荣文艺创作，努力推出一批优秀作品。加强社会公德、职业道德、家庭美德、个人品德建设，深入开展群众性精神文明创建活动，大力倡导社会文明风尚。深入开展全民健身活动，加强竞技体育训练，做好省第14届运动会申办工作。加快市广电中心建设，推进有线电视数字化整体转换和农村无线数字电视建设，努力提高广播电视覆盖率。扎实推进公共卫生、农村卫生和社区卫生基础设施建设，增强传染病防控和突发公共卫生事件处臵能力。抓好新型农村合作医疗，努力提高参合率和筹资水平，强化资金和药品采购配送管理，减轻群众就医负担。实施万名医师支援农村卫生工程，逐步解决农村医疗人才紧缺的问题。深入落实艾滋病防治综合措施和“四免一关怀”政策。强化妇幼保健工作，扎实开展“医院管理年”活动。继续推进中医药工作。加强食品药品监管，切实保障群众饮食用药安全。

统筹发展其他社会事业。积极发展老龄和残疾人事业，做好档案管理、地震监测、气象服务、方志编纂、人民防空、外事侨务、妇女儿童、社会科学等工作。

（七）高度重视解决民生问题

千方百计扩大就业。深入落实促进就业和再就业的各项政策措施，坚持以创业带动就业，以发展推动就业，鼓励和支持弹性就业、自主创业、自谋职业，促进就业渠道多元化。抓好复员退伍军人安臵改革，积极开发就业岗位，重点解决下岗失业人员、大中专毕业生、城镇新成长劳动力等群体的就业问题。加快建立规范的人力资源市场，完善面向困难群众的就业援助机制，切实帮助“零就业”家庭解决就业问题。争取开发就业岗位2.2万个，新增城镇就业2万人。

加强社会保障建设。积极完善覆盖城乡的社会保障体系，扩大养老、医疗、失业、工伤、生育保险覆盖面，抓好农村养老保险试点。关怀和帮助弱势群体，完善城乡最低生活保障制度，逐步提高保障补助标准。继续实施城乡医疗救助，做好启动城镇居民基本医疗保险的准备工作，为2009年全面开展试点奠定基础。发展社会福利事业，推进城乡敬老院等福利设施建设。加快廉租住房和经济适用房建设，帮助城镇低收入家庭逐步解决住房困难。继续清理拖欠农民工工资问题，促进农民工工资按时足额兑现。高度重视解决失地农民的生存与发展问题。

保障移民合法权益。坚持依法移民、和谐移民，切实帮助特困移民解决实际困难。完善移民工作机制，拓宽移民安臵渠道，高效推进移民搬迁安臵。加快溪洛渡电站库区435米水位线移民安臵点建设，完成围堰土地测绘和实物补偿兑现，妥善解决施工区移民“返迁”问题。做好向家坝电站库区移民实物指

-19-标复核调查工作，尽快完成库区移民安臵规划，抓好二期围堰移民搬迁安臵。严格执行移民后期扶持政策，减少移民的后顾之忧。

扎实抓好防灾救灾。进一步加强灾害监测预警，完善应急救援预案，提高自然灾害应对处臵能力。着力抓好防汛、防雹、抗旱和滑坡、泥石流、地震等灾害的防治工作。规范自然灾害核灾报灾制度，加强救灾物资储备和调运管理，妥善安排受灾群众生产生活。调动社会各方力量参与，引导受灾群众自力更生，形成救灾工作合力。科学制定规划方案，多方争取和筹措资金，以民房、电网、交通、供水、农业生产为重点，扎实做好冰凌灾害灾后恢复重建工作。强化技术指导和质量管理，实施好新一轮农村民居抗震保安工程。

（八）大力推进可持续发展

抓好人口与计划生育。继续强力推进人口与计划生育工作，严格执行“黄牌警告”和“一票否决”制度，狠抓一放二扎、医学监护等措施的落实，有效遏制违法生育，努力提高计划生育率，坚决防止出现工作停滞或反弹现象。认真落实农业人口独生子女家庭奖励政策，深入开展基本无多孩县区、乡镇、村组创建活动，不断巩固和扩大创建成果。积极探索新机制、采取新措施，进一步加强流动人口计划生育管理。严格考核制度，加强动态管理和监督检查，全面提高基层基础工作水平。大力开展“关爱女孩”行动，严厉打击非法鉴定胎儿性别和假手术、假证明等制假行为。引导群众转变生育观念，搞好计划生育技术服-20-务，强化出生缺陷预防，提高出生人口素质。

进一步强化节能减排。围绕生态文明建设，坚持把节能减排目标完成情况作为检验经济发展成效的重要标准，建立健全常规监测和考核评价体系，严把重点领域、重点行业、重点部位的节能减排关。逐步淘汰落后的生产工艺，坚决关闭浪费资源、污染环境、破坏生态的企业，控制高耗能、高污染行业发展，突出抓好化工、煤炭、电力、建材等行业的节能降耗。深入开展全民节能行动，不断增强全社会节能意识。积极开发和推广节约能源、替代能源、循环利用的先进技术，大力发展清洁生产和环保产业。认真搞好污染源普查工作。

加强资源保护与合理利用。认真执行和逐步完善土地利用总体规划，根据经济社会发展和土地管理的要求，增加总量，盘活存量，提高土地利用率和集约化程度，着力保障建设发展的用地需求。落实耕地保护责任制，抓好土地开发整理，确保耕地占补平衡。继续整顿和规范矿产资源开发秩序，加快建立矿政管理新机制，强化矿产资源储量评审核实，完善有偿使用制度。结合实际科学设臵矿权，推进重点矿区和重要矿种资源整合，提高矿产资源综合利用率。

强化生态建设和环境保护。抓好天然林保护、退耕还林、农村替代能源建设、野生动植物保护和自然保护区建设，加强水土流失治理，促进生态修复。着力推进集体林权制度改革，确保主体改革任务基本完成。完善林业发展扶持政策，形成林业发展与生态建设相互促进机制。深入实施“七彩云南·昭通保

-21-护行动”，加大环保执法力度，严格落实饮用水源地保护措施，加强水体、大气、土壤等方面的污染防治，改善城乡人居环境。推进城市环境综合整治，全面提高“城考”工作水平。

（九）积极推进民主法制建设

加强社会主义民主。依法接受市人大的法律监督和工作监督，自觉接受市政协和社会各界的民主监督，坚持重大决策、重大问题、重大事项向人大报告、与政协协商、向社会各界广泛征求意见。深入搞好政务、村务公开工作，促进行政管理与群众自治有效衔接和良性互动。积极支持工会、共青团、妇联等人民团体履行职能，发挥好桥梁和纽带作用。牢牢把握各民族共同团结进步、共同繁荣发展的主题，加快民族地区经济社会发展，巩固和发展社会主义新型民族关系。依法管理宗教事务，团结宗教界人士和信教群众爱国爱教、促进发展、共建和谐。加强国防教育和后备力量建设，增强驻昭部队执行多样化任务的能力。深入开展“双拥”共建活动，促进军政军民团结。

深入创建平安昭通。认真实施“五五”普法和“三五”依法治市规划，推进依法治理进程。立足制度建设和创新，探索和完善符合昭通实际的平安创建长效机制。健全社会治安防控体系，加强流动人口管理和农村社区警务战略建设，大力整治突出治安问题和治安混乱地区，深入开展侦破命案、扫黑除恶等专项整治行动，打好新一轮禁毒人民战争。深入开展乡镇、村组、校园、单位等平安创建活动，夯实维护稳定的基层基础。大力排查调处矛盾纠纷，妥善处臵群体性事件，多做理顺情绪、化-22-解矛盾的工作，最大限度增加和谐因素、减少不和谐因素。完善信访工作责任制，积极推行网上信访和领导下访，着力解决缠访、闹访和越级上访等问题。

全力抓好安全生产。强化安全生产监督管理，严格“一岗双责”和“一票否决”制度，落实职能部门的监管责任和企业的主体责任，确保安全生产措施落到实处。依法督促业主加大投入，努力改善安全生产条件。加大安全执法力度，深化交通、煤矿、消防、非煤矿山等重点领域的专项整治，做好重大危险源监控和事故隐患治理工作，坚决遏制重特大事故发生，尽最大努力减少一般事故，促进安全生产形势进一步好转。力争通过三年努力，全市煤矿安全生产主要指标基本达到全国平均水平。

三、切实加强政府自身建设

面对新形势、新任务，政府必须以严格依法行政为原则，以转变职能为核心，以提高行政效能为重点，以建设服务型政府为目标，加大管理创新力度，增强公信力和执行力，切实担负起推进科学发展、构建和谐社会的重任，为人民群众营造良好的安居乐业环境，为市场主体营造良好的投资创业环境．

推进管理创新，进一步转变政府职能。坚持把工作重点转移到规划指导、政策引导、协调服务和创造良好发展环境上来，更加注重运用经济和法律手段调节经济活动，加强社会管理和市场监管。推进政资、政企、政事、政社分离，减少对微观经济运行的行政干预。切实履行公共服务职能，优化公共资源配臵，逐步推进公共服务均衡化。规范政府部门职能职责，防止

-23-管理交叉、工作真空和推诿扯皮。加大行政审批改革力度，逐步完善审批监督和责任追究制度，精减审批事项和环节，杜绝各种变相审批行为。大力推行“今日昭通效率”，能立即审批的决不延时办理，缩短行政审批周期，提高行政服务质量。清理行政事业性收费，减少由群众和企业承担的各类收费。实行重大项目和重点企业领导干部挂钩联系制度，选择30个重大项目和30户重点企业，由领导干部挂钩联系，定职责、定目标、定任务、定人员、定奖惩，加大重大项目推进和重点企业支持力度。对市直部门向上争取资金进行考核，确保向上争取量比上年有所增长。

强化行政责任，进一步提高行政效能。完善重大决策的协商和协调机制，技术性重大决策实行专家论证、专业咨询和决策评估制度，事关群众切身利益的重大决策实行公示、听证制度，规范行政决策程序。加强行政效能建设，积极探索和建立一套贯彻落实科学发展观、促进又好又快发展的量化考核办法，健全政府绩效评价体系，形成良好的奖惩激励机制。加强政务服务，完善“一个窗口对外、一条龙服务”的便民机制，提高行政管理和服务水平。加快电子政务建设，做好政府信息公开相关工作，保障群众的参与权、知情权和监督权。强化公务员管理，规范公务员津补贴发放。推行行政负责人问责制和首问负责制、限时办结制、服务承诺制，防止行政不作为或不到位。抓好应急管理建设，迅速有效地处臵各类突发公共事件。加强全社会诚信建设。

-24-严格依法行政，进一步规范行政行为。完善政府工作机制，严格按法定权限和程序行使权力、履行职责、接受监督，切实把经济社会管理纳入依法运行轨道。探索建立集中行政处罚权制度，依法规范行政行为。全面推行行政执法责任制，建立健全行政执法公开、行政执法举报受理、行政过错责任追究、行政执法评议考核等制度，及时纠正不当行政行为，严厉查处违法行政行为，确保有权必有责、用权受监督、侵权须赔偿、违法严追究。做好规范性文件登记、备案和审查工作。加强行政执法人员职业道德教育和业务培训，提高依法行政能力，做到严格执法、文明执法、公正执法。强化政府系统内部监督，支持监察、审计等部门依法独立履行监督职责。

加强政风建设，进一步推进工作落实。大力弘扬“八个方面良好风气”，做到为民、务实、清廉，始终保持同人民群众的密切联系。强化政府机关学习制度建设，建立公务员特别是领导干部的学习提高机制，增强科学判断形势、应对复杂局面、驾驭市场经济、推进管理创新、解决实际问题的能力。继续加强机关作风建设，坚持求真务实、真抓实干，做到意见在一线听取、调研在一线展开、问题在一线发现、困难在一线解决、成效在一线体现，用抓发展、办实事、保稳定、促和谐的实际行动取信于民。着力精减会议和文件，提倡开短会、讲短话、发短文，把主要精力集中在抓落实上。高度重视督查督办工作，进一步加强跟踪问效，确保各项措施落到实处。完善制约机制，重点防止在行政审批、政府采购、执法监督等方面搞权钱交易，-25-严厉打击工程建设、土地出让、产权交易、资源开发、医药购销等领域的商业贿赂行为，推动廉政建设深入开展。

办好10件实事，进一步实施民心工程。坚持以人为本，切实解决人民群众最关心、最直接、最现实的利益问题。在全面完成各项工作的基础上，今年着力办好10件实事：一是建立健全廉租住房制度，新建廉租住房8万平方米。二是筹集1.2亿元资金，改造3万户破烂茅草房。三是为1.5万名高危行业农民工办理工伤保险。四是建立国有改制企业退休和内退职工基本医疗保险制度。五是举办农民务工技能夜校培训班试点。选择3个乡镇举办农民务工技能夜校培训班试点，培训2万人（次）。六是出台市级机关事业单位住房货币化补贴方案，先兑现离休干部住房补贴。七是建设724个村级卫生室。市县配套部分资金，全面完成724个村级卫生室建设。八是实施白内障复明手术2500例，为残疾人安装假肢100例。九是打通金沙江沿江公路。新建85公里，改造61公里，建中桥1座，确保全线贯通。十是提高昭通电台、电视台覆盖率。采取措施，使昭通电台覆盖率提高10个百分点，达到57%；昭通电视台覆盖率提高6个百分点，达到51%。

各位代表！在新的起点上推动昭通又好又快发展，是时代赋予我们的光荣使命。全市540多万各族群众对市人民政府的信任和支持，给予我们克难攻坚、开拓奋进的坚定信心和无限力量。让我们在中共昭通市委的坚强领导下，同心同德，创新拼搏，扎实工作，为圆满完成今年的各项目标任务、加快昭通-26-全面建设小康社会进程而努力奋斗！

——2009年 3月 11日在广州市黄埔区第八届人民代表大会第四次会议上

各位代表：

我代表黄埔区人民政府，向大会作工作报告，请予审议，并请政协委员和其他列席人员提出意见。

一、2008年工作回顾

过去的一年，在市委、市政府和区委的正确领导下，在区人大及其常委会和区政协的监督、支持下，全区上下以邓小平理论、“三个代表”重要思想和十七大、十七届三中全会精神为指导，深入学习实践科学发展观，紧紧围绕区委八届五次、六次全会提出的目标，坚持以解放思想为先导、以改革创新为动力，抢抓机遇，真抓实干，克服困难，经济社会保持良好发展态势，人民生活持续改善，较好地完成了区八届人大三次会议确定的目标任务。

（一）在应对宏观经济波动考验中，经济平稳较快增长。2008年，我们认真实施“二三并举、三产优先”战略，积极应对能源价格大幅度波动对财政运行的影响和世界金融危机的冲击，切实加快产业结构调整步伐，经济保持平稳较 1

快增长，完成生产总值503亿元，同比增长10.1%，人均生产总值16.7万元，增长7.2%,三次产业结构比例为0.28:67.13:32.59。人民生活水平稳步提高，职工年平均工资45364元，增长10.9%；城镇居民年人均可支配收入24106元，增长10.6%。

发展思路不断完善。认真总结改革开放三十年经验，结合学习实践科学发展观和解放思想学习讨论活动，积极破解经济社会发展难题，区委、区政府制定了《关于继续解放思想，推动科学发展的决定》，提出了“二三并举、三产优先”的产业发展战略，确立了打造广州（黄埔）临港商务区的新目标，《黄埔临港CBD专题调研报告》获全市解放思想优秀调研成果评比一等奖，广州（黄埔）临港商务区被列入广州市建设“首善之区”重点工程及建设现代产业体系重点工程项目。制定实施《黄埔区关于加快总部经济发展的若干意见（试行）》及其实施办法，因地制宜地加快发展总部经济，促进产业优化升级。及时开展经济形势分析专题调研活动，积极应对世界金融危机对实体经济的影响，制定《黄埔区关于扶持企业加快发展若干意见》，加大了对中小企业的扶持力度。发挥区中小企业融资担保专项资金的杠杆作用，帮助3家中小企业申请融资1920万元。

服务业发展提速。第三产业增加值164亿元，增长12.5%，近年来增速首次超过第二产业。社会消费品零售总额67亿元，2

增长14.4%；商品销售总额385亿元，增长0.9%。品牌项目带动商贸业发展，大沙地中心商圈在建及筹建的大型商业网点建筑面积近6万平方米，摩登百货正式营业。商务载体建设加快，怡港大厦等一批新写字楼宇投入使用。交通运输畅旺，货运周转量50.2亿吨公里，增长61.6%。长洲旅游配套设施进一步完善，积极争取驻岛部队支持，黄埔军校周边环境综合整饰工程已经动工；配合开通“百里珠江〃水上画廊”广州风情游线路，成功举办首届广州黄埔长洲杨桃欢乐节，“农家乐”项目开发工作取得初步成效。旅游总接待人数205万人次，同比增长34.8%。

制造业增势平稳。完成规模以上工业总产值1428亿元，同比增长11%。高新技术产品产值619亿元，占全区规模以上工业总产值的43.3%。民营科技企业加快发展，纳税总额增长30.2%。认真落实省市推进产业和劳动力“双转移”的相关要求，平稳转移制鞋、印染等规模以上劳动密集型企业10家，妥善安置和转移劳动力2800多人。

新兴产业加快发展。电子商务高起点发展，成功申报市“移动电子商务试点示范区”，亚马逊卓越网营业额同比增长3倍，达到2.24亿元，成为我国网上购物B2C模式中的佼佼者。培育发展总部经济，新引进总部型企业项目5个。制定实施《关于进一步促进我区网游动漫产业发展的意见》，累计投入1300万元建设“网游动漫产业发展基地公共技术服务平3

台”，新引进了红线条科技等5家动漫企业。

社区经济有效升级。大力实施产业置换，新置换项目4个，成功置换项目累计达20个，置换后项目平均投资密度达313.14美元/㎡，增长了245%；月平均租金13.25元/㎡，增长了104%，为社区集体经济带来新的增长点。领好广场等多个商业网点相继开业，进一步满足了人民群众的需求，商业氛围更趋浓厚。认真解决征地历史遗留问题，落实集体经济发展留用地718亩，为社区经济发展提供了后续保障。出台了《黄埔区生态农用地补偿暂行办法(试行)》，每年安排350万元支持有关社区，鼓励加强生态保护和发展都市农业，全年实现农业总产值2.1亿元。

招商引资有新进展。共引进国内外投资项目129个，合同利用区外资金12450万美元；实际利用外资5303万美元，增长17%。联合市有关部门举办了“提升临港服务业水平，打造黄埔国际物流园区”研讨会，积极推介并加大力度发展临港现代服务业。广石化重整装置等一批增资项目顺利推进。全年外贸出口总额8.4亿美元，下降5.9%，经济外向度为33.6%，出口依存度12.9%，以内销为主的产业结构，在一定程度上缓冲了金融危机的影响。

财政收入平稳增长。一般预算收入完成9.64亿元，增长11.5%；可支配财力13亿元，增长8.1%。制定实施《关于加快建设黄埔区协税护税网络的工作意见》。加大促产培财力 4

度，区属板块企业留区税收增长22.7%，第三产业税收增长54.1%。积极盘活闲置资源，切实推进国资重点项目建设，规范了国有资产管理。

（二）在创建文明城市活动中，城市建设管理有新成效。城市规划进一步完善。开展了新一轮城市总体规划和土地利用总体规划编制工作。加快推进广州（黄埔）临港商务区规划，与高校建立了规划研究战略性合作关系，开展了临港CBD核心区护林路以北地块规划调整工作。《文冲石化路以西“城中村”改造方案》已通过专家评审会评审，编制完善了《横沙“城中村”改造方案》。开展了黄埔大道支线、蟹山西路、石化路、黄埔东路双沙段等路段的环境整治规划编制工作。

城市建设进一步加快。在市的大力支持下，进一步加大了基础设施建设力度。珠江黄埔大桥、护林路二期黄埔段和丰乐北延长线建成通车；丰乐南路、石化南路改造完成；黄埔大道支线主干道部分基本建成；护林路三期、大沙东路三期、庙头涌、金紫涌、长洲湾水系复通等重点市政建设工程正式动工；乌涌综合整治主体工程基本完成；文冲涌综合整治工程前期工作顺利推进；截污主体管网基本建成。积极调整优化公交线路，新开通2条公共中巴线路；玩具城公交总站建成投入使用。新建67个标准化公交候车站亭和候船亭，新增3088个主次干道和社区停车泊位。新建成秦岭公园和长 5

洲新担涌体育公园，全区新增绿化面积7.17公顷，绿化覆盖率达36.4%，人均公共绿地面积17.18㎡。围绕迎亚运工作，切实加大社区市政绿化建设、城市森林建设和环境改造力度，完成了大飞岗公园一期工程、航专旧城小区改造和长庚路、厂南路等5条社区道路改造；新安装路灯1500多盏；综合整治池塘5个；基本完成沙步社区一期改水工程。

城市管理进一步加强。认真开展创建全国文明城市工作，提高了城市管理水平和区域文明程度。组织实施环卫体制改革，市政道路和公厕实行了社会化保洁。开展规范转制社区宅基地房建设管理和内街小巷“六乱”整治专项活动，清拆“两违”15.7万㎡，整治“六乱”7.7万宗。有效整治违法违规用地行为，是全市第八次卫片执法检查中唯一立案率、查处率、结案率均达到100%的单位。开展黄埔东路沿线关键节点和城区生态环境整治工作，有效改善人居环境。开展第一次全国污染源普查工作，加强重点污染企业环保挂牌督办；瑞明电力投资1800万元建成全国同行业第一套脱硝装置，脱硝率达到50%；投资3800万元的广石化脱硫项目基本建成，每年减排二氧化硫1200吨，环境质量进一步改善。

（三）在建设和谐黄埔实践中，社会各项事业有新发展。科技教育事业取得新成就。科技成果不断涌现，获国家专利优秀奖1项，省科学技术一等奖2项、专利金奖1项，市科学技术奖3项，专利申请量145件，授权量73件，新组建1 6

家市级企业工程技术研发中心，1家企业被认定为首批国家和广东省创新型企业，我区被评为广东省科技进步先进城区。切实加强科普工作，鱼珠街、穗东街被评为市第二批科普进社区示范街道。深化教育体制改革，扩大校长年薪制试点范围，提高教师福利待遇；推进教育资源优化整合，完成了文船中小学、黄船中小学、火电学校的移交工作；中考、高考取得历史性突破，中考成绩在全市排名上升三位，高考本科上线率首次取得全市第三。制定实施《关于进一步加强和改进中小学德育工作的意见》，德育工作得到加强；切实规范办学，全区义务教育学校80%基本达到规范化标准，市86中荣获“广东省国家级示范性普通高中”称号，职校通过省级重点职中复评；获批“广东省英特尔未来教育项目推广示范区”，通过省教育强区督导复评。

文化体育事业取得新进步。保护开发文化资源，横沙书香街被列入国家历史文化名城保护范围，完成深井凌氏宗祠等3处文物的保护修缮工作，开展第三次全国文物普查。推进文化体育设施建设，区体育中心体育馆动工兴建。举办第四届广州民俗文化节暨“波罗诞”千年庙会、第六届黄埔地区运动会等一系列大型文体活动，“波罗诞”获“改革开放30年〃中国节庆杰出典范奖”等3项国家大奖。开展全民健身活动，穗东街创建全国体育先进街道通过省初评，14个社 7

区创建省城市体育先进社区工作通过验收。两名运动员参加第二十九届奥运会并取得前八名的好成绩。

社会保障事业实现新突破。出台了《黄埔区低保“边缘群体”帮扶救助实施方案》，在全市率先将“边缘群体”纳入帮扶救助范围，首批174人获得救助，做法得到市的肯定和推广。推进居民医保、农转居养老保险工作，提前超额完成居民医保参保任务，“农转居”人员第一、二批参保率分别达到100%和77.89%。认真落实《劳动合同法》，7家企业被评为2007“广州市劳动关系和谐企业”；制定实施《关于处理当前长洲有关民生问题的工作方案》，解决了200多名原长洲镇属企业员工的社保问题。加大促进就业力度，“零就业家庭”就业率100%，70%的困难群体实现就业；新创10个“充分就业社区”，全区55%以上社区成为充分就业社区。

卫生计生事业取得新成绩。健全社区卫生服务体系，获“全国中医药特色社区卫生服务示范区”称号，在全市率先建成社区卫生服务机构门诊信息系统。加强疾病预防控制，全年未发生重大传染病疫情。提高食品、公共场所卫生的监督管理水平，全力保障食品安全，圆满完成了对供奥食品的生产监管和安全保障任务以及问题奶粉事件的处置工作。全面完成市下达的人口计划指标，连续三年被省政府授予人口与计划生育工作先进单位称号；开展国家重大出生缺陷和遗 8

传病干预试点，出生缺陷发生率下降了1.85‰，被国家人口计生委确定为国家孕前优生健康检查试点单位。

其他各项社会事业进一步发展。加强应急机制建设，强化应急培训、演练和突发事件风险隐患日常监管，应急意识明显增强。健全灾害应急救助网络，及时应对了雪灾、台风等自然灾害。完成春运期间疏运旅客相关任务；支持灾区开展抗震救灾和灾后重建，全区各界共捐款1570万元，主动接收和救治灾区伤员，在汶川映秀灾区建成1.9万平方米的板房，得到了中央、省、市领导的肯定。顺利完成社区居委会和转制社区集体经济组织董事会换届选举，11个社区完成“六好”平安和谐社区创建工作。完成了672间危房的维修改造，解决了527户低收入家庭的住房困难。认真组织开展全国第二次经济普查。再次荣获“广东省双拥模范区”称号。武装、人防、妇女儿童、统计、物价、粮食、外事、侨务、对台、民族、宗教、打假、打私、爱卫、修志、档案、供销社、工商联、贸促会、残疾人等各项工作均稳步开展。

（四）在学习实践科学发展观活动中，政府管理服务水平进一步提高。

政府决策更加科学民主。坚持向人大报告工作，认真执行人大及其常委会决议，主动向政协、各民主党派及社会各界通报政府工作情况。积极配合人大代表和政协委员开展专项检查，及时研究办理人大代表和政协委员提出的建议、意见，对 9

关注民生的议案、提案进行重点督办，提高了办理成效。构建政府信息公开平台，编制政府信息公开指南与目录，不断拓宽政务公开渠道，提高政务信息公开电子化管理水平。健全了重大决策论证制度，广泛听取群众意见和挖掘干部智慧，集思广益，提高了科学决策水平。

社会管理更加和谐有序。高度重视信访维稳工作，制定实施《黄埔区开展“公开大接访”活动工作方案》，在全市率先开展区党政领导干部公众接访日活动，共接访群众972批、1856人次；实行党政领导一级包案和部门（街道）领导二级包案制度，有关问题得到解决或基本解决，群众满意率达95%，2008年“两会”和北京奥运会期间进京上访数为零，受到省、市表扬。抓好矛盾纠纷的事前调处化解工作，共排查调解各类纠纷695宗，成功调处692宗，成功率99.6%。加强劳资监控，共受理劳动争议案件590宗，为8793名劳动者追回欠薪915万元。继续强化社会治安综合治理，全年刑事案件立案2505宗，同比下降17.8%，其中“双抢”发案率下降34.7%，盗窃发案率下降17.9%，人民群众安全感和治安满意度进一步提升。全力以赴推进公安机关“三基”工程建设，扎实推进基层治安联防力量整合，加快构建全方位、多层次的基层治安防控体系，加强信息化建设，超额完成视频监控建设任务，建成11181个视频监控点。切实加强交通防火和安全生产监管，制定《黄埔区安全生产和消防安全责任追究暂行规定》等一系列相关规章 10

制度，完善了安全生产和消防安全工作机制。整合安监、劳监等基层管理队伍，实行区域联防、监控管理。

政风建设更加扎实有效。以开展深入学习实践科学发展观活动和解放思想学习讨论活动为契机，虚心听取干部群众意见、建议，切实加强了领导班子和机关作风建设，提高了机关效能和服务民生的能力。继续加大反腐败工作力度，严肃查处了“红山阁”房地产纠纷中的腐败案和个别转制社区干部违纪违法案，结合案例开展反腐倡廉宣传教育，提高干部廉洁从政意识。落实医疗机构药品竞价阳光采购工作，集中招标采购药品占用药总金额的95%以上。推行公务卡结算改革，提高公务支出透明度。实行“远程报账”试点改革，提高国库集中支付效率。加强公务员队伍建设，推进机构内部管理和公务员岗位绩效考评。加强电子政务建设，不断完善行政告知系统，优化工作流程，提高行政效率。

各位代表，过去的一年我区各项工作取得的成绩是全区人民团结一致、奋力拼搏的结果，也是区内企事业单位和驻区部队，港澳台同胞、海外侨胞和社会各界大力支持、帮助的结果。在此，我代表黄埔区人民政府致以崇高的敬意和衷心的感谢！

在总结成绩的同时，必须清醒地看到，我区经济社会发展还存在不少困难和问题：一是区域经济社会发展的目标定位需更加深化明晰，促进科学发展的体制机制需进一步完善。11

二是保持经济平稳较快发展的形势严峻，财政收支压力进一步加大，应对世界金融危机的措施需进一步加强。三是现代服务业发展空间不足，产业结构调整的力度需进一步加大。四是城区环境改善尚不能满足广大人民群众的要求，宜居环境建设和转制社区城市化进程需进一步加快。五是以改善民生为重点的社会建设面临新课题，机关作风建设和公共管理服务水平需进一步提高。针对上述问题，我们将采取有力措施，切实加以解决。

二、2009年工作任务

2009年是新中国成立60周年，是我区推动经济社会全面转入科学发展轨道、实现“十一五”规划目标的关键一年，做好今年的工作具有重大的意义。综观国际国内形势，今年我区经济社会发展将面临诸多困难和挑战，世界金融危机的影响还在不断地蔓延，全球经济迈入衰退，经济下行压力很大。但同时也蕴含更大希望和机遇，我区经济发展的基本面和长期向好的趋势并没有根本改变，《珠江三角洲地区改革发展规划纲要》的制定实施，广州市“国家中心城市”地位的确定和筹办亚运会的投资拉动，为我区克服困难创造了良好条件；三十年改革开放积累的丰富经验和雄厚的物质技术基础，学习实践科学发展观活动形成的强大思想动力，增强了我们战胜困难的信心。因此，我们既要充分认识到当前面临的复杂形势，做好应对更大困难的思想准备，又要充分认识 12

各种挑战中所蕴含的巨大机遇，抓住有利时机扎扎实实办好自己的事情。

今年政府工作的总体要求是：以邓小平理论和“三个代表”重要思想为指导，深入学习实践科学发展观，认真贯彻落实区委八届七次全会精神，按照“三促进一保持”的要求，以产业结构调整为主线，以打造临港商务区为切入点，不断提升区域经济竞争能力，不断提升城市空间承载能力，不断提升公共服务和社会管理能力，不断提升廉洁从政和依法行政能力，全力推动经济社会转入科学发展轨道，切实改善民生，建设和谐黄埔，加快构建广州东部新城区。

今年我区经济社会发展主要预期目标为：地区生产总值增长8%；人均生产总值增长7.5%；万元生产总值综合能耗降低5%；化学需氧量减排12吨，二氧化硫减排38吨；一般预算收入增长8%；城市居民人均可支配收入增长8%；城镇居民登记失业率控制在3.5%以内；户籍人口自然增长率控制在9.9‰以内；增加就业岗位7500个，城镇登记失业人员就业率在70%以上。为实现以上目标，重点抓好以下六个方面工作：

（一）沉着应对金融危机，促进经济平稳较快增长。保增长是今年的首要任务。当前，世界金融危机对实体经济的影响正在深化，要冷静观察，沉着应对，化“危”为“机”，抓紧落实上级各项部署，力促经济平稳较快增长。

落实扶持发展政策。加快落实和细化中央、省、市关于 13

促进经济增长、扶持企业发展的优惠政策和措施，建立“直通车”服务机制，主动为企业提供优质服务，协调解决生产经营和重大项目建设中存在的突出问题，尤其要发挥融资担保机制的作用，有效缓解中小企业融资难的问题，与企业共渡难关。密切关注世界金融危机影响的新变化，及时采取应对措施。利用广州举办亚运会的契机，加快公共项目建设，拉动固定资产投资有效增长。

承接高端产业转移。拓宽招商引资视野，增强工作的敏锐性，善于在危机中捕捉商机。认真研究发达国家地区为应对金融危机适当收缩战线，向外转移高端产业和产业中高端环节的新动向，把握时机，主动承接，大力引进有利于延长产业集群链条、有利于提高自主创新能力、有利于培育总部经济、有利于克服三产“短板”的项目。高起点规划和开发产业基地，以开发建设工贸园区的新定位，探索建立二三产业融合的新模式，力求将军山、状元山、广冶工业园等产业基地和产业置换项目招商取得突破。

优化税源财源结构。坚持以产业结构调整为主线，通过加大协税护税力度，优化促产培财措施，转变经济增长方式，因势利导，扬长避短，有效推动经济结构和财源结构的“三个转变”：提高区科技经费支持企业技术创新的比例，提升区域自主创新能力，加快由依赖资源能源向依靠科技进步和人才要素转变；努力延长产业集群产业链条，积极培育壮大优 14

势产业，推动民营科技企业高起点、跨越式发展，不断提升区属经济板块的财税贡献率，加速由依赖市特定企业向依靠多个经济板块、多种经济成分共同发展转变；大力培育新兴产业，打造东部现代服务中心，构建临港商务区，加快由依赖工业发展向“二三并举，三产优先”转变。

（二）继续坚持三产优先，力促服务业发展提速。进一步明晰黄埔地区的科学发展定位，争取上级支持，通过拓宽发展现代服务业的接纳和承载空间，为第三产业优先发展创造条件。

拓展临港服务功能。从战略高度积极争取将广州（黄埔）临港商务区纳入全市商务功能区总体布局，尽快启动鱼木地块开发，发挥示范效应。以增强临港商务服务功能为着力点，以现代物流业为基础，以电子商务和网上专业市场建设为新亮点，积极打造临港现代服务体系。以信息化改造传统仓码企业，推动其与金融、商贸联手，拓展仓单质押、物流配送、大宗批发等衍生业务。加快工程机械专业市场建设，打造中山大道黄埔东路重型工程机械的营销保障服务走廊。以进口酒类保税仓和新型冷链项目建设为基础，探索培育酒类、食品专业市场。以地铁5号线开通为契机，加快地铁上盖商业网点建设、招商，精心打造大沙地“回”型商圈。推进大沙购物城改造等重点国资项目建设，提高国有资产盈利能力。落实国家扩大内需政策，营造良好市场氛围，刺激居民消费。

增强新兴产业活力。协助木材电子交易平台、化工电子交易平台等新型交易平台的搭建和培育，打造现代物流公共信息平台，推动电子商务跨越式发展。完成网游动漫园区公共技术服务平台建设，引进和培育领军项目，促进网游动漫园区逐步扩容；全面落实区培育总部经济的各项措施，支持广州港集团原址等一批总部项目载体的改造建设，大力引进现代物流、船务货代、商贸批发等有临港特色和临港优势的区域总部。

繁荣文化旅游市场。坚持基础设施先行，实施大项目带动战略，以黄埔军校旧址移交我区管理为契机，丰富历史文化游，做大军事军训游，拓展农家休闲游，加快推进长洲湾水系复通和长洲观音山森林公园等市政、绿化工程建设，完成黄埔军校周边环境整饰工程。建成南海神庙游客接待中心，完成南海神庙创建国家4A级旅游区工作。结合横沙“城中村”改造，做好横沙文化旅游特色街规划建设的前期工作。

（三）大力推动内涵发展，提升制造业发展层次。从构建现代产业体系，转变经济增长方式的战略高度，以提升工业综合效益为目标，以提高核心竞争力为方向，力促先进制造业又好又快发展。

龙头带动，做强做大优势产业。充分考虑区域环境和资源承载能力，立足现有产业基础，科学把握发展趋势，打造先进制造业产业体系。支持龙头企业实施装置重整、产品换 16

代、内涵发展，巩固和壮大汽车及零部件和石油化工两大产业集群；积极延伸产业链条，重点加快培育汽车零部件、环保新材料、清洁新能源、食品添加剂等四个配套产业；推动喜力啤酒、王老吉等项目建设，做强做大食品酒类、机械装备、电子信息三大优势产业，切实增强产业互补性。加速传统产业优化升级，支持黄埔发电厂实施整体改造。鼓励引导更多有自有品牌和自主研发能力的企业采取外设加工基地、发外加工等形式，将初加工环节外移，将精加工、总装环节和销售总部留在本区，探索“零”用地增长模式，走出一条先进制造业总部发展的新路径。

扶持民企，扎实推进自主创新。坚持扶优扶强原则，大力配合市实施自主创新“一区一项目”行动计划；在产业引导、项目安排、资金融通、人才引进等方面予以重点扶持，发展一批竞争力强、拥有自主知识产权和著名商标的龙头骨干民营企业。加大对企业技术创新支持力度，引导支持科技型中小企业建设企业工程技术研发中心，形成建立一个研发平台、成长一批科技人才、催生一批科技成果转化项目的良好局面。加强对企业上市辅导，支持骨干民营企业开展资本运营。推进创建国家知识产权示范城市工作，鼓励企业自创品牌，依靠科技进步和自主创新提升核心竞争力和抗风险能力。

辐射社区，加速产业置换步伐。建立落后产能退出机制，17

积极稳妥实施“双转移”，鼓励清洁生产和节约生产。探索园区式整体置换模式，引导利用长洲水泥厂置换建设创意产业园。落实产业置换立面改造扶持措施，鼓励转制社区及其集体经济组织对商业中心、地铁站口、主干道一线物业、厂房进行外立面改造，提升社区资源利用水平。发挥生态补偿机制的作用，扶持引导发展都市农业和生态休闲农业。

（四）强化城市建设管理，加速一体化进程。以迎亚运为契机，继续推动创建全国文明城市工作，着力推进重点工程建设，加强生态和环境保护，完善城市功能，优化空间环境。

加强规划引导作用。利用市进行新一轮城市总体规划和土地利用总体规划编制的机会，组织开展我区城市宏观战略规划研究，进一步明确黄埔发展定位，科学调整用地功能，为新一轮发展争取更大的空间。细化深化广州（黄埔）临港商务区规划研究，优化临港商务区辐射带动区的空间布局。紧密围绕迎亚运工作，组织开展亚运比赛场馆周边和丰乐北路、护林路三期、珠江北路等重点路段的环境整治规划编制工作。

加快基础设施建设步伐。把握机遇，落实责任，加大力度，掀起市政基础设施建设高潮。完成乌涌综合整治工程，加快推进文冲涌、庙头涌、金紫涌、南湾涌等河涌综合整治，确保完成截污工程建设阶段性任务。加快护林路三期、大沙 18

东路三期、珠江北路等重点市政道路建设和黄埔东路改造；配合市开通地铁五号线，实现黄埔交通由平面向立体的飞跃；积极支持广深沿江高速及穗莞深城轨建设；完成黄埔大道支线建设和港前路、广江路改造，进一步完善公交站场和配套设施，如期建设黄埔体育中心公交枢纽站场，提早制订区域公交网络与地铁各站口的衔接方案，方便群众出行。实施黄埔东路关键节点综合整治，大力开展“青山绿地”二期工程建设。

完善城市长效管理。紧紧围绕迎亚运和“2010年一大变”工作，开展常态化、网络化、精细化管理，大力整治“六乱”，查处“两违”，全面巩固“三创”工作成果。完成环卫体制改革，提高环卫保洁水平。开展城市环境改造工作，加快旧城小区改造步伐。加大环境监察和执法力度，全面完成主要污染物总量控制和总量减排任务。开展全区第二次土地调查工作，继续加大卫片执法检查力度，强化国土资源管理。

加速转制社区城市化。认真落实十七届三中全会精神，积极探索集体土地流转办法，提升土地开发利用效益。加强对转制社区的指导、管理和服务。全力推进文冲、横沙“城中村”改造，探索其他转制社区环境综合整治改造模式，改善人居环境。继续实施社区市政绿化和环境改造，开展双沙、深井等7个社区改水工程，推进南湾大道、西成北路、上堂中心路等社区道路建设，完成茅岗仓下、南湾沙头环等池塘 19

整治，加快电台山公园等绿化景点、公园建设，加速转制社区和城市社区一体化进程。

（五）着力解决民生问题，推动社会和谐发展。经济发展越困难，越是要高度关注民生，纾解民困。今年要严格控制党政机关一般性行政经费支出，公务购车和用车经费、会议经费、公务接待费用、党政机关出国（境）费用以及办公经费预算实行“五个零增长”，拿出更多资金增加改善民生投入，让广大群众共享改革发展成果，不断提高百姓幸福指数。

坚持科教并举战略，强民生之基。加快产学研结合技术创新体系和科技中介服务体系的建设，做好知识产权保护工作。大力开展科普教育，继续推进科普进社区示范街创建工作。坚持教育适度优先发展，加快教育均衡发展步伐。优化师资队伍，深化分配制度改革，探索建立校长职级制和教师流动机制；全面完成厂校接收工作，加大对东部、南部地区教育的扶持，推进教育资源整合；继续开展义务教育规范化学校建设，加强民办学校管理，缩小校际差距；狠抓教学质量，提高初中教育水平，做好职校创建国家重点职中工作；加强德育骨干队伍建设，注重法律、家庭和心理健康教育。

提高医疗卫生水平，解民生之需。加强社区卫生服务建设，积极稳步推进社区卫生服务中心标准化改造，进一步完善社区卫生服务运行机制。推进区内公共卫生资源整合，抓 20

好区公共卫生基地建设前期工作，加快社区卫生信息化建设步伐。积极探索促进区属医院科学发展的管理机制。拓展中医药服务内涵，建设市中医名院，发挥和强化“全国中医药特色社区卫生服务示范区”的效应。抓好国家孕前优生健康检查试点工作，提升国家计划生育优质服务先进单位软实力，进一步稳定低生育水平。

推动文体事业进步，提民生质量。加快推进重点文化体育设施建设，基本完成区体育中心体育馆主体工程，配合推进中国辛亥革命纪念馆建设,争取启动广州海事博物馆建设，做好区文化中心建设等前期工作。健全基层文体设施，做好南岗、文冲、穗东等街道文化站创建省一级以上文化站工作，逐步实现社区文化室全覆盖，基本完成社区书屋建设任务，继续提供“三免费”等优质公共文化服务，开展创建体育先进街道（社区）工作。

增强扶贫济困能力，使民生有依。加大困难群体救助力度，根据经济社会发展状况和物价水平逐步扩展边缘群体救助范围，切实保障困难群众的基本生活需要。继续完善社会保障体系，落实医保新政策实施前的各项准备工作，妥善解决“外嫁女”等特殊群体参保问题。改进社区居家养老服务方式，争创退管服务省级示范点。规范捐赠活动，鼓励民办社会福利机构，推动慈善事业健康发展。

加大劳动就业扶持，夯民生之本。建立健全政策扶持、21

创业服务、创业培训三位一体的工作机制，落实就业工作目标责任制，完善支持自主创业、自谋职业政策体系，加大就业帮扶力度，继续开展充分就业社区创建工作，扩大农民工援助范围，确保完成市下达的各项就业工作任务。完善劳动工资监控，探索建立企业工资支付保障金制度，加强劳资纠纷预警排查和劳动争议调处，切实维护劳动者权益，促进劳动关系和谐。提高退休职工社会化管理水平，落实精细化服务的各种措施。

保障社会安全稳定，建民生和谐。继续深入开展“六好”平安和谐社区创建活动，改进出租屋和流动人员的服务管理，做好刑释解教人员和社区矫正对象的帮扶。建立健全社会治安管理长效机制，依法严厉打击各类刑事犯罪。重视群众来信来访，拓宽社情民意表达渠道。促进人民调解、行政调解、司法调解相互衔接、相互补充，综合运用多种方式把矛盾化解在基层，解决在萌芽状态。健全完善应急管理体制，加快推进人防指挥所建设，提高危机管理能力。加强交通防火和安全生产基础建设，遏制重特大安全事故发生。规范市场秩序，切实加强产品质量和食品药品安全监管，保障人民群众健康安全。

推进其他社会事业发展，促民生改善。继续搞好人武和双拥工作，发展妇女儿童事业，扎实做好统计、物价、粮食、外事、侨务、对台、民族、宗教、打私、打假、爱卫、档案、22

保密、编志、工会、供销社、工商联、残疾人等工作。

（六）加强民主法制和作风建设，提高政府管理服务水平。

面对新的形势和任务，我们必须加强自身建设，努力提高贯彻落实科学发展观的能力，为全面完成各项工作任务提供坚强有力的保障。

加强民主法制建设。进一步健全制度，完善机制，为人大代表行使监督权和政协委员参政议政提供全方位服务。坚持问计于民、问需于民、问政于民，政府重大决策广泛征询社情民意，重视各民主党派和无党派人士的意见，发挥人民团体的作用，使人民群众理解、支持政府工作。研究制定加强转制社区财务管理的指导意见，健全集体经济组织财务管理制度，扩大基层民主。加强民主法制学习，扎实推进政务公开和法制政府建设，进一步增强机关干部和社会民众法制意识，推进依法治区。

加强机关作风建设。进一步深入学习实践科学发展观，积极开展机关服务年活动，研究制定加强机关作风建设工作意见，全面落实各项整改措施，切实加强政府自身建设。完善领导干部联系和服务群众的工作机制，精简会议和文件。建立狠抓落实的工作机制，树立狠抓落实的工作作风，实施狠抓落实的有效监督，形成求真务实、真抓实干的良好氛围，努力把推动科学发展的举措变成有利于经济社会发展的现 23

实。

加强勤政廉政建设。认真开展勤政廉政教育，积极构建黄埔特色惩防体系。继续深化财政管理制度和干部人事制度改革，加强对重大建设工程和政府采购行为的监管。继续抓好土地执法、政府采购、重大工程建设等专项效能监察工作。强化审计监督，坚持用制度管人管钱，从源头治理和防范腐败，创新政府服务方式和提高政府执行力，切实提高公共服务水平。完善监督考核机制，落实领导责任追究制。推进激励机制建设，加强绩效考核，提高行政效率。

各位代表：

现在，我代表涂茨镇人民政府向大会作工作报告，请予审议，并请列席会议的同志提出意见。

2013年工作回顾

2013年，我们在县委、县政府和镇党委的正确领导下，在镇人大的监督支持下，紧紧依靠和带领全镇人民，以科学发展观为指导，凝心聚力、开拓创新，积极应对宏观形势变化和诸多困难挑战，坚持不懈稳增长、调结构、抓创新，持之以恒重统筹、惠民生、促和谐，较好地完成了镇十七届人大二次会议确定的各项目标任务。全镇实现社会总产值20.94亿元，同比增长10.59%；预计实现税收4500万元，同比增长9.75%；农（渔）民人均纯收入13370元。

一、以大平台、大项目建设为支撑，现代产业体系初步构建 借力大企业增强工业经济发展活力。加大产业投入，狠抓项目引进，中广核风力发电项目完成投资7亿元，一期实现发电量5700万度，年产值3500万元，二期完成山林征、租用550亩、上山道路建设24公里、风机安装22台。发挥临港企业龙头效应，新乐造船新增订单总量突破20亿元，二期钢结构厂房完成建设，开造3万方双燃料机液化天然气船。拓展产业发展平台，紧抓临港装备工业园建设契机，配合完成大中庄、大港口围涂工程工作前期。做大经济总量，全镇完成工业总产值15.12亿元，规模以上工业产值8.2亿元，分别增长11.77%和21.5%。推进新项目建设，龙鑫食品等项目建成投产，宁波海桐家纺、诚慧电器等项目落户动建。深化企业培育工程，新增森骏服饰等规模以上企业2家，新办企业9家，美亚混凝土实现产值上亿元。突破招商引资瓶颈，全面完成外资招商任务，实现合同外资750万美元，实到外资350万美元，实到内资3亿元，新增注册资金1.04亿元；实现自营进出口额2017万美元。加大科技创新投入，实施技改项目4个，实现技改投入4亿元。

借力大项目扩大农业经济发展优势。强化农业基础支撑，宁波市水产种业园区1300余亩土地征用政策处理如期完成，园区建设有序推进。加强土地后备保障，道人山围垦大坝堵口成功合拢，区内非法养殖整治和132艘渔船迁移全面完成，后沙塘征用基本结束，工程施工进展顺利。调整壮大农业产业，实现农业总产值2.59亿元，同比增长4.27%。特色观光农业稳步推进，以黄沙猕猴桃、中堡花木为示范，种植小水果400余亩、精品造型花木20余亩，实现产值3000万元。粮食生产常抓不懈，推广河道淤泥还田、千亩绿肥示范方等项目，完成粮食功能区标准化提升3700亩，实现粮食单季平均亩产730公斤，全县备春耕现场会在涂茨顺利召开。农业产业化程度不断提高，新增专业合作社8家，家庭农场14个，创建市级精品园1处，完成农产品商标注册1个。科技兴农力度持续加大，完成“水稻+泥鳅”立体式混养100亩，编制黄沙村科技农业产业园项目计划。土地集约利用率切实提高，完成长沙等村土地开发300亩，宅基地整理50亩，新增土地流转505亩。

借力大平台彰显滨海旅游发展特色。优化旅游发展环境，加快构建综合交通网络，完成前山姚、屿岙拆迁户迁建，有效保障环港公路项目顺利施工。依托象山港大桥集聚效应和环港公路建设前期效应，整合全镇旅游资源，精心谋划旅游发展规划，实现乡村旅游新突破。结合中广核风力发电项目，完成镇登山步道设计。串联沿海原生态沙滩、渔文化等旅游景点，以吃渔家饭、住渔家屋、干渔家活的休闲游为特色，大力发展登山、自助烧烤、休闲垂钓等乡村游，大岭后农家客栈“渔家灯火”正式营业，组织开展“登休闲步道、赏千礁百媚”登山摄影等活动，实现涂茨滨海旅游新起步。

二、以“美丽涂茨”建设为抓手，新农村建设成效日益显现 镇村环境有效优化。持续推进“两城”创建，强化政策支持，开展党员群众义务清扫、志愿者队伍现场指导等活动，深入推进“美丽庭院”创建，村庄建设品质逐步提升。开展镇区主干道靓丽工程，拆除汤鲁线两侧、重要街区等违章广告120余处，沿线公路环境大为改观。深化“四边三化”工作，新增道路绿化4500米、村庄绿化5300平方米、改造低效林380亩，镇域绿化覆盖率不断提高。推进“双清”行动，完成镇、村级河道溪坑治理22条，水质明显改善。

基础设施逐步完善。依托“四村一线”创建平台，顺利通过玉泉市级全面小康村验收，有序推进钱仓中心村、大岭后市级全面小康村培育。加强村庄内部规划，完成下盆岙等梳理式改造8个村，盘活建设存量用地54.06亩。加大公共设施建设力度，建成农村联网公路2条，完成码头、文化活动中心等一事一议项目4个。重视农村水利工程建设，动建白鹭山水库，完成山塘水库整治23座，新建滴水灌溉项目2处，新建、维修闸门9座。

生态建设取得实效。重视生态文明建设，持续推进国家级生态镇创建，成功创建东港等市级生态村3个。推进农业面源污染治理，完成泊戈洋规模养殖畜牧小区建设，关停畜牧场3家，新增生活污水分散式处理村2个，太阳能垃圾处理站有效运行。强化企业清洁生产，加大对重点行业、重点领域、重点企业的节能改造，新乐造船获评省级绿色环保企业。落实节能减排目标责任制，万元生产总值综合能耗下降30%。加快淘汰落后产能，全面完成15台S7系列变压器更换任务。

三、以滨海城镇形象塑造为重点，城镇化发展进程不断加快 以打造镇南新区为契机，全力推进城镇建设。坚持统筹兼顾，优化镇区发展规划，《2013土地利用总体规划》局部调整顺利获批，镇南片区配电网专项规划和方案设计编制完成，新区一期土地政策处理持续推进，二期规划完成局部调整。推进住房保障工程，完成农房“两改”项目主体建设，动建配套设施，启动房屋分配工作。强化镇区功能性项目建设，镇中心幼儿园迁建工程主体结顶，珠海路涂茨延伸段建成通车，环象山港公路辅道、规划十二号和十三号等3条市政道路工程完成设计。

以优化城镇环境为抓手，全力提升城镇管理水平。创新城镇管理模式，加大城镇管理资金投入，规范城建规划、土地、环卫等城市管理工作，积极开展钱仓菜场周边环境整治、汤鲁线交通安全整治等专项行动，营造良好生活环境。大力推进“三改一拆”行动，严厉查处违法用地、违法建设行为，全镇累计拆违5万余平方米，形成控违拆违浓厚氛围。重视拆后土地规划、利用，着重安排农村居家养老服务中心、停车场、道路绿化等公益项目，有效规范小城镇建设。

以完善服务功能为目标，全力增强城镇发展软实力。注重制度、人才、居民生活水平提升等城镇软实力建设，建立健全人才保障服务体系，在高新技术管理人才子女就学、家属就业等方面加大关怀力度，成功签约26名专业人才。不断加大农民转岗培训力度，全年组织培训352人次，实现再就业213人，转岗就业106人。发展来料加工业，成功牵线义乌、东阳等县外来料加工业务，建立汤岙等来料加工服务点4个。继续打造“勤女人”家政品牌，家政从业人员达300余名，年收入400余万元。

四、以保障和改善民生为落脚点，社会各项事业协调发展 精神文化生活更加丰富。广泛开展公民思想道德宣传教育、十八大精神专题学习和群众性精神文明创建活动，群众道德素质和乡风文明程度进一步提高。深入推进社会诚信、家庭诚信建设，评选市、县级文明诚信家庭30户，诚实守信社会氛围更加浓厚。积极实施人文素质提升行动，新增人文素质基地1个，基层群众精神需求不断满足。扩大“春泥计划”实施村范围，建成东港等“春泥计划”市、县级实施示范村4个，关爱青少年健康成长。推进农村文化阵地建设，建成镇图书馆、珠山村文化礼堂，新增永联等市、县级村落文化宫4个，文化软实力持续增强。

社会公共服务更加优质。加大教育基础设施投入，新建培智学校教学楼1200平方米，完成镇中心小学扩建项目政策处理。高度重视校园安全，全镇24个校车固定停放点标识完成安装。公共卫生体系进一步健全，市卫生应急示范乡镇和旭拱岙等2个村级公共卫生一体化建设通过验收，新塘等4个省、市级卫生村（单位）成功创建。食品药品安全综合监管有效强化，成功创建市级药品安全乡镇，群众饮食、用药安全得到较好保障。计划生育工作成效明显，人口自然增长率控制在4‰内，建成生育文化园1处。社会公共服务功能不断完善，21个村有线电视数字化转换全面完成，19个村邮站、17个农村金融服务点规范运作。

社会保障体系更加健全。重视就业创业工作，加大自主创业资金帮扶力度，持续巩固充分就业镇创建成果。完善社会保险制度，新增城乡养老保险543人次，五大基本保险2305人次，失土保险230人次，农村新型合作医疗保险15441 人。构建多层次养老服务体系，建成涂茨等3个农村集中式居家养老中心，规范发展村养老机构。加强住房保障，完成危旧房改造16 户，实现政策性住房保险参保率100%。深化救济渠道，共募集慈善资金34万元，发放助灾、助困各类补助19.6万元，惠及332人次。

平安综治基础更加夯实。加强社会管理创新，全面推广“网格化管理、组团式服务”，规范运行镇、村社会服务管理中心。深化基层系列平安创建，全面推行“民事村办”、“村务会商”制度，推广村级工程意外保险制度，稳妥处置企业欠薪，切实维护社会稳定。平稳完成村级组织换届选举，村级自治和服务功能进一步增强。建立健全维稳联席周例会、月汇报、季研判等制度，排查各类矛盾纠纷76起，成功化解73起，办结率达96％。加快推进农村社会治安视频监控系统建设，完成49处监控安装，治安防控体系不断完善。严格落实安全生产责任制，开展安全生产大排查大整治行动，安全生产形势保持平稳。加强镇应急指挥建设，有效应对高温干旱和台风洪涝灾害。

五、以法治务实型政府建设为目标，行政履职能力有效提升 坚持执政为民，加强政府自身建设，塑造勤政廉政新形象。认真执行重大事项向人大报告制度，自觉接受人大监督，办结建议16件。严格依法行政，健全政府决策机制和重大事项决策听证制度，充分听取社会各界意见。深入开展“三思三创”主题教育实践活动，建立健全机关干部绩效考评等长效机制，机关干部夜办公、夜学习、联村干部周二下村等制度有效落实。重视乡镇干部队伍建设，推行“串百家门、知百家情、办百家事、暖百家心”的“四百”行动和师徒结对帮带培养机制，深入基层，走访一线，干部基层工作能力不断提高。全面落实党风廉政建设责任制，强化农村“三资”管理，推进“双达标、双示范”活动，实现涂茨等示范村7个，大坦等达标村12个。严格实行中央“八项规定”和省、市委“六个严禁”有关规定，精简公务支出，规范公务接待。切实加强农村基层民主建设，开展“三务”电视公开，完成村级财务审计7个。重视国防建设，圆满完成秋季征兵任务。继续加大对工会、共青团、妇联、商会、民兵、老龄、殡葬工作的支持力度，切实做好统计、档案、宗教等各项工作。

各位代表！过去的一年，我们在应对挑战中大胆探索，在负重破难中砥砺前行，取得的成绩来之不易。这是镇党委正确领导的结果，是各位人大代表监督支持的结果，是各级各部门关心重视的结果，更是全镇上下同心协力、奋力拼搏的结果。在此，我谨代表镇人民政府向所有关心、支持涂茨经济发展和社会进步的各级领导、社会各界朋友，表示衷心的感谢和崇高的敬意！

成绩令人欣慰，困难依然严峻。审视当前工作，我们也清醒地看到，前进的道路上还有不少困难与问题：经济总量依然偏小，产业转型升级压力较大；农业产业化发展水平不高,村级集体经济仍较薄弱；社会事业发展、城乡环境建设等与群众期望还有差距，维护社会稳定任务较重；政府服务效率、机关作风建设仍需加强，少数干部的“四风”问题依然存在。对于这些问题，我们将深入研究，采取更加有力的措施，努力把各项工作做得更好。

2014年政府工作安排

各位代表，2014年是“十二五”规划深入推进之年，是十八届三中全会精神贯彻落实之年，也是我镇经济社会转型提升攻坚之年，做好今年工作意义重大。综观发展形势，我们既面临着经济结构矛盾、要素制约和区域竞争等困难和挑战，又迎来大桥效应加快释放、临港装备工业园建设加紧推进、环象山港公路年底建成通车等诸多机遇。前景召唤着我们，使命激励着我们。经过多年积累，我镇发展后劲明显增强，发展基础更加稳固，发展意识愈发浓厚，只要我们坚定信心、团结拼搏、扎实苦干，就一定能够推动经济社会发展再上新台阶，迈出建设美好新涂茨的坚实步伐！

今年政府工作的指导思想是：坚持以科学发展观为指导，全面贯彻落实党的十八届三中全会精神，深入实施“工业强镇、海洋富镇、新区兴镇”发展战略，按照“中心集聚、两翼助推、一带优化”总体框架，加快推动新型工业化、新型城镇化、农业现代化，增强政府公共服务能力，促进社会和谐稳定，加快建设现代化滨海宜居城镇。主要预期目标是：实现社会总产值22.72亿元，增长8.5%；税收4860万元，增长8%；农（渔）民人均纯收入14400元。

围绕上述总体要求和预期目标，今年我们要着重做好以下五方面工作：

一、着力发展临港产业，以更大决心推动镇域经济赶超跨越 继续营造合力兴工氛围，有效发挥区位优势，不断优化经济发展环境，实现工业总产值17亿元。

壮大临港工业。发挥干门深水港、联围塘、跃进塘、黄沙塘等良好资源优势，对接临港装备工业园发展，积极引进投资额大、效益好、辐射带动强的临港产业项目。提升船舶制造业发展水平，鼓励新乐造船等企业继续拓展高端精品船舶市场，延伸船舶行业产业链。支持风电产业发展，实现中广核风力发电二期全线投产，保障项目正常运行。加快意向项目落户、落户项目建设，抓紧推进新乐二期、龙华液压等重点项目建设。

挖掘滨海旅游业。依托岸线长、岛礁多、滩涂广等生态资源，打造涂茨黄金海岸旅游带。稳步开发户外旅游项目，完善登山步道、观景平台建设，积极推介特色水果采摘、露营、山地自行车运动等旅游精品项目，构建户外体验旅游目的地。加快发展休闲农家乐，发挥“以点带面”示范作用，不断扩大农家客栈规模，增强旅游接待能力。全面加强旅游项目招商，有序推进旅游项目梯次开发，培育涂茨经济新增长点。

优化发展环境。深化民情大走访活动，健全党政班子联企制度，完善涉企服务平台，落实帮扶措施，破解企业发展难题。加大对中小微企业扶持，发挥商会作用，推进政银企合作，拓展企业融资渠道。倡导低碳清洁生产模式，鼓励企业开发和引进节能降耗新工艺、新技术、新设施，实现节能减排目标。加快经济发展平台建设，推进重大项目政策处理，确保道人山围垦、环港公路建设、宁波水产种业园区等工程顺利推进。

二、着力强化“三农”发展基础，以更实举措实现富民强村目标

推进传统农业向观光休闲精品农业转型升级，加快现代化农业发展，实现农业总产值2.8亿元。

做强特色产业，实现现代农业再突破。加强农业精品线建设，逐步扩大小水果种植基地影响力，完成珠山市级精品园项目建设，提高涂茨果品知名度。做强做优粮食产业，进一步扩大超级稻推广面积，提高粮食产量。提升传统产业，鼓励、支持海水养殖、花木等产业发展新技术、引进新品种，实现产业优化升级。重视科技农业发展，推进黄沙村科技农业产业园建设，探索建立蔬果科研实验种植园、农产品研发中心。

推动要素集聚，打造农民增收新引擎。探索村、企、合作社联建模式，引导各村以土地、资金、劳动力入股，实现村级集体经济和农渔民收入“双增”目标。创新农业经营体制，鼓励农民专业合作社扩大种植、养殖规模，加快先进技术投入，进一步打响泊戈洋柑橘等农业品牌。扶持家政、农家客栈等服务行业发展，鼓励低收入妇女从事来料加工，争取新增来料加工点2个。推进农民素质提升工程，继续加强农业科技推广、农民转岗技能培训，促进农民创业致富。

重视设施建设，促进生产条件大改善。稳步推进农村水利建设，建成白鹭山水库、毛湾海塘，完成山塘水库维修整治，力争肖家水库项目立项，新建滴水灌溉项目2处。继续实施地力提升工程，完成涂茨西片高标准农田建设860亩。开展农村土地综合整治，完成复垦任务75亩以上。加快土地开发，力争开发面积150亩以上。加强农业招商引资，完成土地流转300亩。

三、着力坚持城乡统筹，以更高标准打造现代化滨海宜居城镇

坚持“新区兴镇”发展战略，突出宜居宜业主题，完善城镇功能，优化人居环境，打造滨海特色新城镇。

努力建设更高品质的新型城镇。按照“人口集聚、功能齐全、商贸繁荣”的要求，以镇南新区建设为平台，加快新区商贸配套产业发展，争取动建商业街、功能用房等设施，增强镇区承载力、辐射力和带动力。加快实施农房“两改”，完成农民集中居住区多层住宅申购分配工作，建成一期联排住宅和钱仓中心村集中居住区，促进人口有效集聚。全面开展农村“一户多宅”清理，实现梳理式村庄改造率100%，拓展城镇发展空间。

努力推进更具科学的镇村建设。围绕“四村一线”建设，不断提升村庄建设品质，完成钱仓中心村和大岭后、旭拱岙市级全面小康村创建培育。强力推进“三改一拆”，开展镇区、中心村、主干道拆违“清爽”整治行动，加大庙宇、街面、广告等违建专项整治力度。建立健全违建长效监管机制，启动无违建乡镇创建，实现无违建村创建率30%以上。优化镇村路网，建成农村联网公路4条4.9公里，动建环港公路与汤鲁线连接线。努力实施饮用水提升工程，改造自来水管网和里庵等2个水厂，完成饮用水库清淤6000方。努力营造更加优美的人居环境。深化“两城创建”，继续开展“四边三化”、“双清”专项行动，推进路边、河边、山边整治工程，全方位打造美丽涂茨。推广“美丽庭院”创建，开展入户指导、庭院评比等活动，进一步提升庭院绿化档次，实现村庄靓丽成片目标。推动“森林涂茨”建设，增加公共绿化面积，提高森林覆盖率。推进水环境治理，完成镇中心河道整治政策处理、立项设计，实现大岭后等村生活污水分散式处理，动建庵后等4个村生活污水纳管工程。

四、着力优化民生服务，以更强力度提升群众幸福指数 深入实施和谐惠民工程，解决好群众最关心最直接最现实的利益问题，更好地满足群众需求，更好地实现发展成果公平惠及。

全面推动精神文明创建。深化社会主义核心价值体系建设，加强公民素质教育，倡导形成良好社会道德风尚。健全“两城”创建长效机制，扩大文明村、文化礼堂示范村、示范村落文化宫创建范围，切实提高文明程度。强化基层文化建设，充分发挥镇、村文体活动中心作用，丰富群众业余文化生活。加强志愿者队伍建设，整合大风车青年志愿队、网格化互助团队等义务团队力量，推动“六五”普法和科学知识宣传常态化。重视关心下一代工作，依托“春泥计划”平台，营造未成年人健康成长良好环境。依法加强民族宗教事务管理，支持工会、共青团、妇联等开展工作。

全面提高民生保障水平。加快教育现代化建设，搬迁镇中心幼儿园，扩建镇中心小学运动场及附属教学楼。提高公共卫生服务能力，优化村级卫生人才队伍，推进新农合村级定点医疗机构试点工作。加大食品、药品监管力度，巩固市级食品、药品安全乡镇创建成果。夯实人口计生管理基层基础，努力提高出生人口素质。健全社会保障体系，落实低保户、被征地农民政策性保障，努力扩大城乡养老保险等社会保障覆盖面。关爱弱势群体，继续做好困难户危旧房改造和农村居家养老中心建设，解决低收入户住房难问题。完善就业服务平台建设，落实更加积极的就业政策，引导农村劳动力有序转移。加强殡葬管理，严厉查处墓葬违规行为，实现文明殡葬。

全面维护社会稳定和谐。加大综治维稳奖惩力度，健全维稳联席周例会和矛盾纠纷排查调处机制，积极打造“县综治先进镇”。强化社会治安立体防控体系建设，建立健全镇、村、企三级信息网络，有效落实对外来人员、归正人员、邪教骨干等重点对象教育管理，依法打击各类违法犯罪活动。加强基层治安监控能力，规范村级治安巡逻队伍，加快农村视频监控系统建设，实现视频监控全覆盖。推进安全生产诚信体系建设，开展企业、校园等重点行业领域专项整治，坚决遏制重特大安全事故发生。重视渔业生产服务，规范管理123艘“三无”渔船，确保渔业安全生产。

五、着力转变行政职能，以更严要求建设人民满意政府 桥海时代已经全面开启，政府工作更加任重道远，我们要认真贯彻落实党的十八届三中全会精神，坚持以人为本、执政为民，推动政府服务朝着更加规范有序、高效便民、公开透明的方向发展，努力建设人民满意政府。

转变作风，勤政务实。严格执行中央“八项规定”，健全学习、考勤、联村联企等制度，切实转变干部作风。加快培育创新驱动发展的理念，推动镇、村干部善于运用新理念、新载体、新措施，破解发展难题。牢固树立群众观点，深入开展以为民务实清廉为主要内容的群众路线教育实践活动。密切联系群众，努力形成决策让群众参与、工作让群众监督、成效让群众评议机制。

提高效能，竭诚服务。深化“四百”行动，自觉践行“一线工作法”，形成狠抓落实、高效干事之风。严格执行首问负责、限时办结等制度，着力增强政府号召力和执行力。完善行政服务网络体系，加强镇社会服务管理中心建设，鼓励服务内容向村级便民服务中心延伸。强化机关执行力建设，围绕重点工程立功竞赛等活动，扩大师徒结对帮带活动范围，进一步健全督查和考核奖惩等制度。

规范权力，依法行政。坚持用法治精神引领社会和谐，用法治力量保障社会和谐，用法律执行维护公平正义。自觉接受人大监督，认真办理人大议案、建议，健全政情通报机制。坚持科学决策、民主决策、依法决策，健全决策机制和程序，建立决策问责和纠错制度。深化政务公开和政府信息公开，及时回应公众关切，确保权力在阳光下运行。推进依法行政，做到严格规范、公正文明执法。

勤俭节约，清正廉洁。强化廉政责任体系，做到干部清正、政府清廉、政治清明。加大宣传力度，开展警示教育，推进廉政文化“六进”活动。大力推行“阳光政务”，加强对工程建设、土地出让、资金管理和中小型工程项目招投标等重点领域、重要环节的监管，认真治理各类违法违纪行为。进一步落实省、市委“六个严禁”，树立政府机关良好形象。规范公务支出，强化财政监督，倡导勤俭节约之风。深化“双达标、双示范”活动，规范“三务”公开机制，推动基层权力公开透明运行。

各位代表，悠悠万事，民生为大。2014年，我们将在新的起点上，全力办好八方面民生实事：

1、完成镇中心幼儿园搬迁；

2、创建中心村、培育全面小康村各1个；

3、建成农村道路10条6900米；

4、新建农村集中式居家养老服务中心2个；

5、完成山塘整治8座，溪坑整治1500米，河道保洁10公里；

6、动建生活污水集中式处理工程，完成农村自来水管网改造600户；

7、新增文化礼堂3家；

8、完成农排线改造3条；
