欧洲债务危机即欧洲主权的债务危机。其是指在2008年金融危机发生后，希腊等欧盟国家所发生的债务危机。

一、欧债危机产生的原因

（一）外部原因：

1、金融危机中政府加杠杆化使债务负担加重。全球金融危机推动私人企业去杠杆化、政府增加杠杆。各国政府纷纷推出刺激经济增长的宽松政策，公共财政现金流呈现出趋于枯竭的恶性循环，债务负担成为不能承受之重。

2、评级机构煽风点火，助推危机蔓延。评级机构不断调低主权债务评级，助推危机进一步蔓延。全球三大评级机构（标准普尔公司、穆迪投资者服务公司和惠誉国际信用评级公司）不断下调危机中各国的主权评级。

（二）内部原因：

1、欧元区的货币政策与财政政策相分离。欧元区的货币政策由欧洲央行统一制定，财政政策却在各欧元区的各成员国手中，二元结构的体制矛盾是引发欧债危机的制度性原因。

2、欧元区内各国经济发展不平衡。德、法两国经济为主导，其他国家相对落后。但是欧元区的成员国步伐必须一致，采取相似的财政政策来拉动就业和增长，内部经济的不平衡加速了欧债危机的出现。

3、欧洲没有坚持量入为出，过度依赖外资。当经济受到外部冲击时，政府不能因外资的突然撤出而维持经济的正常的运转，债务危机出现成为必然。

4、政府的社会福利负担重。欧美国家的社会福利保障几乎涵盖了人们的生老病死、失业、退休、住房等生活的方方面面。特别是近几年欧美人口老龄化趋势明显，欧美政府为了维持高额的福利开支，不得不大举外债，必然会造成巨额的财政赤字，债务危机不可避免。

5、虚拟经济与实体经济脱节。虚拟经济赚钱比较容易，一些欧美资本家就过度的使用金融工具和金融衍生产品，虚拟经济脱离实体经济而过度发展，导致泡沫经济，引起金融危机的产生。

二、欧盟各国的补救措施

1、实行紧缩的财政政策。处于债务危机漩涡的“欧洲五国”首先采取削减财政赤字的紧缩财政政策。

2、向市场注入流动性。欧洲央行则主要是向欧洲银行体系注入流动性，以使欧元区各大银行的资产负债得以释放，暂缓欧洲国家因主权债务危机而导致的流动性不足问题。

三、欧债危机对中国的影响

（一）对出口的冲击

欧盟又是中国最大的出口市场，危机导致欧元区增长下降，造成中国对欧盟的出口减少。随着欧洲债务危机得到控制，对中国出口的影响会降低。

（二）加剧短期资本流动波动性

欧债危机导致全球避险情绪加重，资金纷纷回流美元。中国会面临更加汹涌的短期资本流入，经济的波动性增加。

三、给中国带来的启示

第一，扩大内需，转变经济增长模式，增强经济的内生增长能力，不能完全走政府主导的投资拉动型经济发展模式。欧洲债务危机发生的根本原因是各国的经济增长发力, 国际产业竞争力下降。

第二，扩大中央政府和地方政府的融资渠道，实现政府的收入和支出相匹配，不能高估外债与地方政府负债的承受能力。欧洲债务危机的本质原因就是政府的债务负担超过了自身的承受范围，而引起的违约风险。

第三,我国不能草率地建立或加入亚洲共同货币区。

美债危机

一、原因

1、美国债务危机是由财政扩张、次贷危机引起的。2008年金融危机爆发后，在金融体系几乎崩溃，社会经济难以正常运行下，政府不得作为最后的救世者介入，将庞大的私人债务转化为公共债务。美国长期的财政赤字以及不断转化的公债，使美国的主权债务危机日益严重，达到了无法持续的程度，爆发了金融危机。

2、美国债务危机是美国政治闹剧。在美国选举政治制度下，各政党为了争取选票和迎合选民要求，都不愿意放弃美国长期以来的福利政策。其结果导致政府债务压力越来越大，最终美国政府难以承受。因此，美债危机很大程度上是美国政党借此机会争夺政治地位和政治优势而导致的一场闹剧。

3、财政赤字大与储蓄率降低。但是美国仍然有政策回旋空间，美国现在搞结构量化，调整政府负债结构，把短期负债变成长期负债，表明政府将继续进行需求管理。

二、美国政府采取的措施

第一，实施紧缩的财政计划，削减财政赤字。

第二，提高债务上限。2011年8月，美国总统奥巴马签署了参议院通过的债限法案《2011年预算控制法案》，规定联邦将债务上限从12.4万亿美元提高到14.29万亿美元。虽然这使美国政府继续借新债还旧债，但却使财政部获得4000亿的举债额度，使美国国债没有发生违约，美债危机暂时得到平息。

第三，美元贬值。当美国债务负担负担过重时，就可以通过一个非常重要有效的措施减轻债务，即通过货币贬值的手段减轻美国的实际债务负担，从而冲销对外的巨额债务。

结构性减税

现阶段在国际国内经济运行复杂形势下，要继续实行积极财政政策，注重扩大内需，加快发展方式转变，其中的政策重点之一，是进一步把结构性减税的文章做足，通过结构性减税一系列正面效应的充分发挥，来服务于国民经济又好又快发展全局。对此谈两点认识：

一、结构性减税的必要性和可行性

第一，这是世界金融危机冲击带来的重要启示之一。我国在全面开放、已形成高外贸、外向依存度的情况下，今后不论是经济相对高涨期还是相对低迷期，都必须更加注重扩大内需，而扩大内需的重要机制之一是结构性减税。

第二，当下欧债危机阴云密布、世界经济演变趋势的不确定性十分明显，企业界预期不好，实体经济更有信心不足、士气不振、盈利前景看淡的困惑，很有必要运用结构性减税冲抵不良预期，支撑实体经济的基本景气水平。

第三，我国产业结构、产品结构面临迫切的调整、优化任务，提高增长质量、加快发展方式转变需要充分运用税收等依法、规范的经济杠杆，而结构性减税正是在运用税收杠杆时配之以提升有效供给、促进结构优化的鲜明导向，在加快发展方式转变方面应有不可忽视的作用与贡献。

第四，随我国企业主体和居民个人的纳税人意识、公民意识上升、税收负担的被关注度也迅速上升。我国税制结构中的间接税比重过高、由企业承担的比重过高，而由本有支付能力的先富阶层承担的直接税比重低到几乎微不足道水平，这是应当明确指出的显著缺陷，并且正在引发社会公众的“税收痛苦”感受，以及再分配机制滞后于社会发展的负面效应。十分需要以低收入端、小微企业端、实体经济端等为重点的结构性减税，配之以其它优化收入分配的举措，来回应公众关切和顺应民心，降低恩格尔系数较高的社会群体的税收痛苦，优化分配再分配，促进社会和谐。

二、2012年及今后几年结构性减税可考虑的要点

1．在进口环节适当地、有选择性地降低关税。今年财政部门已布置600多项进口产品的关税税率下调，有利于降低相关企业和消费者负担，应落地做细。

2．中小企业、小微企业的增值税、营业税“起征点”提高已于去年秋天明确宣布，需在各地尽快形成实施细则，把好事做实，实事做好。

3．上海今年1月1日先行先试的增值税扩围改革是一个重要的结构性减税举措，可消除三产、建安、交通企业的重复征税因素，鼓励专业化细分和升级换代，进而改进服务提振消费、转变方式惠及民生，应在试点取得一定经验后积极扩大覆盖面，直至最终对统一市场全覆盖。

4．对企业的研发投入、技改项目和可界定的创新活动、以及战略性新兴产业的发展项目、动漫等文化创意产业等，应积极适当匹配所得税抵减、增值税和营业税降低税率、相关融资支持的税收优惠等结构性减税措施。

当然，结构性减税并不代表我国税收改革任务的全部，资源税、房产税等方面的改革，很有必要得到统筹的规划设计，与诸种结构性减税措施良性结合相辅相成。
