谢谢主席，大家晚上好。首先，让我们先来明确几个关键概念，在《现在汉语词典》中，“挂钩” 比喻“建立某种联系”。学位则是“根据专业学术水平由高等院校、科研机构等授予的称号。至于“英语四级”指的是大学英语四级考试，而非外语类的专业四级。下面我将会从个人以及社会的角度阐述我方观点：英语四级，不应该与学位证挂钩。

1、从学生自身情况来分析，21世纪的大学生是个性张扬、追求个性解放的一代。不同的人有不同的个性与特点，有一部分学生在专业学习上很出色，而对于语言类的学习天赋不够，一味的要求四级考试与学位证挂钩，这种一刀切的四级考试制度将扼杀了学生创造力。另一方面，这种硬性的要求会导致一部分英语差，心有余而力不足的学生考试舞弊，不利于大学生人格的健全与完善。

央视“时空调查”发现：由于四级成绩与学位证挂钩，29.7%的学生几乎将全部精力和时间都用在英语上，54.48%的学生利用其他课程时间准备四级考试，61.6%已经通过四级的学生表示，尽管通过了，原本的自主学习变成了应付考试，对英语的学习兴趣反而降低了。

2、从教育目标层面来分析，大学教育的目标是为社会培养更多优秀的人才。不同的专业对于英语的要求能力不同，学校教育也正逐渐从通才教育转向专才教育，需要针对不同特点的学生采取不同的教育方式。如果规定四级与学位证挂钩，势必会占用很多学习其他知识的时间，不利于学生特长的发挥。大学校园应尽量营造一种自由的学术氛围，让英语四级考试成为大家自愿考取的证书已是大势所趋。

在前几天的全国政协十二届一次会议讨论会上，全国政协委员、中国社会科学院信息情报研究院院长张树华说，重视和学习英语只是一种手段，是基于我们改革发展的需要，一些教育部门和机构却本末倒置，将它当作了唯一目的。同时英语教学与应用严重脱节，教学陷入了自我折磨、自娱自乐的怪圈。

3、从社会需求层面来分析，不同的工作岗位对于英语能力的要求不同，而如今社会上需要的更多的是能用英语交流的能力，而英语四级考试培养的更多的是学生的应试能力，对于英语口语应用方面并没有多大的作用。而这种本身存在局限性的考试，对大家作硬性考过的规定既不合理更没有必要。

最后，需要强调的是，我们今天讨论的不是四级考试存在的利弊问题，四级考试本身是好的，它不仅是对学生英语水平的肯定，也是对学校整体英语教学水平的肯定。但是是否应该对具有不同性格特点的所有大学生都作这一硬性的要求才是我们今天要讨论的问题，我方认为应该让四级考试成为大学里一个自愿考取的证书，充分尊重学生的个性与特点。

所以我方坚定的认为：英语四级不应该与大学学位证挂钩。

1．词汇：浏览一下你原先所背的单词。

2.词汇：买一本单词书每天 100 个单词把中文意思一定要背过，会拼写争取在一个月内把袭击的约4500个单词全部过一遍有个大体印象。（以词根联想记忆法为主）
