经济理论与宏观经济政策之第二部分 财政理论

一、我国的公共财政建设

公共财政的内涵

1、概念:通过开展收支活动,集中并有效利用社会资源,政府履行应有职能和满足社会公共需要的一种社会活动。

2、特征:满足社会公共需要为主要目标和工作重心;以公共产品和公共服务作为满足社会公共需要的基本方式;以公民权利平等、政治权利制衡为前提规范的公共选择;以现代意义的公共性、透明度、完整性、事前确定、严格执行基本管理运行机制,规范政府行为,贯彻公众意愿和追求公共利益最大化。

公共财政建设的主要内容

1、公共财政体系主要包括公共财政收入体系、支出体系、预算体系、政策体系、责权配置规则体系、制度体系、管理体系、投融资体系、监督体系。

2、我国自1998年提出建立在编报预算时,将预算内、外资金等所有政府行财力部门全部编入预算,保证预算的完整性。使与政府算编制逐步向完整、透明、规范、公开、高效方向发展,为建设公共财政提供基础制度保障。②国库集中收付改革:2001年,实行单一帐户的国库集中收付改革,建立了有利于对财政资金实行全程监督、追求高效运作的国库集中收付制度。目前,中央级一般预算、政府国有资本经营预算资金全部实行国库集中收付,部分中央补助地方专转移支付资金。③收支两条线:行事公权单位的各项收费和罚没收入,进入财政专户,进行预算统筹,支出通过预算规范性安排。要将行政事业性收费、政府性基金、国有资源有偿使用收入、国有资本经营收费、彩票公益金、罚没收入等政府非税收入都纳入管理范围。④政府采购制度改革:中央单位部门预算中增加政府集中采购内容,推行政府采购制度改革,规范政府经济活动,提高资金使用效率,抑制腐败行为,提高调控水平。⑤财政转移支付制度改革:有力支持中西部经济欠发达地区行政运转和社会事业发展,促进地区间基本公共服务均等化,专向转移支付主要用于支农、教科文卫、社会保障等民生支出,体现了公共财政要求。⑥政府收支分类改革:预算收支的分类和科目体系与国际通行标准接轨。⑦绩效管理改革:制定规范的绩效评价管理办法,初步建立绩效评估体系,在中央和地方推动预算绩效评价试点,将绩效评价结果与部门预算编制结合,改变以往“重分配,轻管理”的现象。⑧政府财政管理信息系统改革:我国财政部门积极推动“金财工程”,即“政府财政管理信息系统”的建设,建立一个全面反映政府财力,支撑公共财政科学决策的财政管理和财政监督的信息平台,实现中央地方预算编审系统的修改完善、技术支持、应用服务。

推进公共财政建设的重点与难点

1、政府职能转变尚存在难度:政府职能转变是一个重大而复杂的问题,实现政府自身职能和机构的变迁,不仅涉及政府和市场之间的关系重新界定、政府行政运行机制调整、政府行为的规范及行政权力约束于监督等内容,还涉及行政体制、政治体制的配套改革,乃至国家人文环境的重塑和现代文明体系的重建等深层难题,并积极构建有利于现代国家良性运转的基础性制度框架。

2、国家财力还不能有效服务政府履行应有职能和满足社会公共需要:在有限财力下,充分发挥公共财政职能,优化支出结构、降低行政成本,重点保障基本民生支出,提高财政资金使用效益,是公共财政体制建设所面临的挑战和亟需解决的重大现实问题。

3民众广泛参与的规范的公共选择机制,在公共政策的制定上还缺乏有效的体制机制支撑,影响到在理财上上难以真正实现公共财政所要求的较全面的法治化、民主化、科学化。公共财政建设的未来取向

公共财政建设和体制改革应与各方面的综合配套改革相呼应而不失时机地向前推进,争取进入新阶段、新境界,从体制机制上和财力分配上促进社会和谐,保障民众更多分享改革发展成果。

1分,理顺中央与地方收入划分;以房地产税、资源税等充实地方税体系,适当壮大地方税收收入,提高地方公共服务保障能力;完善纵向财政转移支付制度,改进横向转移支付制度;完善企业所得税税源总分制度。

2力:改进和优化收入分配、公共政策和公共管理,构建有利于改善国民收入分配结构的财产税制度框架;构建有利于低收入群体、弱势群体、“三农”的社会保障体系。支持企业为主体的自主创新体系,资助重大科技实验室、基础性科技人文环境,完善促进环境保护和资源合理利用的税收制度,健全有利于环境改善和能源节约的能源税。进一步严格预算调整,加强节余资金管理;全面推进部门综合财政预算改革,强化预算约束;完善政府采购制度体系,规范采购行为;全面深化国库集中收付制度改革,落实全程监督机制;积极引进绩效管理的理念和方法,尽快建立科学、合理的预算绩效评价体系,建立有效的问责机制;推进金财工程建设,以现代信息技术提高预算透明度和管理水平。

4协调性,逐步实现“一级政权、一级事权、一级财权、一级税基、一级预算、一级产权、一级举债权”。形成中央、省、市县三级财政架构,按照法律规定、受益范围、成本效率原则。理顺政府事权和职责,做到三级支出责任明细。公共财政建设必须得到其他方面改革的配合和协调。

从我们猎头公司的角度看这篇英文简历,感觉还是不错的。可以用这样几个字来概括:条理比较清晰,结构比较完整,用词也比较规范。如果说还有哪些地方需要提高的话,可能在“卖点”上需要花一点功夫。从比较专业的眼光去品判一篇英文简历,我想简单概括以下几点,也可为想写好英文简历的经理人作参考:英文简历的格式其实很简单,可以根据自己的经验和专业能力搞得新颖一点。但基本上不外乎以下几个要素,如:

在Professional Experience 之前的要素,描述不用太长篇,高度概括即可。面试人,特别是老外,可从中看出你的英文概括能力(长句的使用)。

2、英文简历中,专业经验、经历(Professional Experience)部分是重头戏。因为这个部分是面试人最感兴趣和关心的,以后即使在面试时,也差不多围绕这个在说话。写简历的人需要花大“手笔”去描述这个部分。怎样才能描述好,要抓住以下几个关键:

工作职责Responsibility。

工作业绩Achievement: 如完成了多少指标,如何完成的?管理多少人,利润提高了多少?等等。

在A,B 中,要不厌其烦地用比较数字说明问题,因为猎头或面试人可能对你的专业不很了解,但每一个人都对跳跃的数字感兴趣,并且记得住,如:团队由最初的3人发展到现在的15人,经销商由99年的3家扩展到2001年的23家等等。

不要光写成功经验,也要提及曾经走过的弯路和失败。最好是写一个例子,说明原先某个事件看上去已经失败,但通过你的努力,提高很快,很显著,你也从中学到很多。告诉面试人或写在简历上你是通过哪些办法去改变的。老外往往对这一些很感兴趣,因为走过弯路再成功的人更吸引人,也对他的公司更具有实际操作意义。

这个部分用词也有讲究,能令人兴奋和印象深刻的词很多,如:rebuild up, developed, exceed, participated, enhanced, coordinated, conducted, assisted processed, implemented,management,prepared, consolidated, contributed more than % for, over, revenue, growth, excellent performance,top,strategy, awarded, significant increase, milestones, etc.3 Education

总体来讲,写英文简历并不难,难的是要赢得面试。我们经常在上面的讨论中谈到面试人和我们猎头对这份简历的看法。任何一篇文章,不在长短,也不在形式花俏,而在于它的特点和卖点。而且特点和卖点在一开始的时候就应该显现出来。就像1999年风险投资盛行时,你如果想吸引风险投资家的目光,你必需在开场白的5分钟内让人对你的项目感兴趣,在45秒内让人明白你要做什么,简历只是把这种表白书面化了。任何一个看你简历的猎头和面试人都希望在最短的时间内知道你的特点和卖点,都喜欢一个能给他们带来与众不同的人,能给他们带来

别人所没有的东西。如果你的简历在这点上作了文章,可能幸运之星已经在向你招手了,也已经有人对你动心了。
