工作情况总结
为保障我镇人民群众过上一个欢乐、安全祥和的“五一”节，我镇认真贯彻落实《关于开展“五一”前安全生产大检查工作的通知》（庐安字[2012]8号）的文件精神，在收到县委县政府会关于开展“五一”节前安全生产大检查的通知后，我镇党委政府高度重视，于2012年4月22日由副书记xxx主持召开了我镇“五一”节前安全生产大检查工作动员会议，参会人员有分管安全生产的梅吉安镇长及相关各部门的负责人。会上吴书记传达了县委县政府关于开展“五一”节前安全生产大检查的工作精神，强调要牢固树立安全生产责任重于泰山的思想观念，始终坚持“安全第一，预防为主，综合治理”的方针，深入开展“安全生产年”活动，切实加强领导，强化安全措施，狠抓工作落实。要逐级落实节日安全生产责任制，按照“谁主管、谁负责”的原则，健全完善严格的行政领导责任、部门监管责任和企业主体责任，确保各级各部门、各重点单位重要环节安全生产职责明确、责任到人、措施到位并周密部署了工作。
一、成立三个安全生产、消防安全大检查工作检查小组：
（一）企业检查组由党委副书记xxx同志任组长，成员有经济发展办、安监所等部门抽调人员组成。
（二）“小作坊、渔网加工厂”检查组由xxx委员任组长，成员有工商所、村建办等部门抽调人员组成。
（三）危险化学品，商场检查组由安委办主任xxx任组长，成员有镇安监办、派出所、供电所等部门抽调人员组成。各检查小组统一行动，检查时间于４月２３日至４月３０日分区到各单位进行安全生产大检查。
二、各检查组认真负责，采取边检查边督促整改的检查办法，不走过场。这次开展“五一”节前安全生产大检查由于镇党委政府精心组织周密部署、检查到位，在县督查组的正确领导下取得了一定成 效，使我镇广大人民群众放心的度过“五一”节。截止４月３０日止统计，三个检查小组共检查了３５家小作坊，小档口６５家，小娱乐场所８档，企业单位１５家，中小学２２所，幼儿园2所，危险化学品单位1家，经营烟花场所6家，液化石油气销售点3档，非煤矿山1座，大型商场４家，网吧１家，共排查安全隐患８４宗。责令小作坊停业整改1家，发出整改通知30份，到目前止已整改安全隐患50宗，整改合格３５家。
通过检查当前存在的主要问题是：
（一）是企业安全生产主体责任落实不够，安全意识不高，不能正确处理安全与生产、安全与效益、安全与发展的关系，重经济效益轻安全生产的矛盾尚未得到真正解决，安全生产还未真正成为企业的自觉行为。
（二）是安全“三同时”工作落实不够，部分在建项目未经过安全“三同时”审查就开工建设，距《安全生产法》和安全技术规程的要求有较大的差距。
（三）是事故隐患排查必然带来整改，部分企业，存在不愿投入资金进行不整改的现象，隐患突出。
针对这次大检查存在的问题，我镇主要领导提出下来我们镇安全生产消防工作一定要不得采取有力措施，保持高压态势一项一项抓落实。对存在安全隐患的单位要以铁的手碗，铁的措施加强监管，做实、做细跟踪整改落实工作。必要时采取停水停电措施、限期整改，以确保我镇安全生产、消防安全形势稳定，遏止各类安全事故发生。

XX镇开展“五一”节前安全生产大检查工作方案
2020年“五一”节将至，为深刻吸取近期各地重特大安全事故教训，深入查找全镇安全生产工作的薄弱环节和突出问题，采取更加有力的措施防范化解安全风险，坚决防范和遏制重特大事故发生，有效保障人民群众生命和财产安全，有力推动全镇安全生产形势持续稳定向好，特制定本实施方案。
一、工作目标
进一步深化安全生产大反思大排查大整治工作，全面压实各村（居）委会的属地责任，镇属各部门和驻XX单位的监管责任、企业的主体责任。按照“党政同责、一岗双责、齐抓共管、失职追责”“管行业必须管安全、管业务必须管安全、管生产经营必须管安全”“谁主管，谁负责；谁分管，谁负责”的要求，针对“五一”节前安全生产规律和特点，紧紧盯住重点行业、重点企业、重点环节、重点部位、重点时段，深入开展安全生产专项整治，超前研判各类安全风险，制定针对性强的管控措施，深入排查、整治重点行业领域安全隐患，强化安全监管执法，有效防范和遏制生产安全事故发生，为人民群众营造安全和谐的节日氛围。
二、时间安排

三、分组安排及职责任务
（一）建筑施工安全大检查工作组
1.责任领导：XX（镇党委副书记）
2.责任部门：XX自规所
3.职责任务
（1）深刻吸取我县近几年来建筑工地事故教训，举一反三开展检查整治，重点整治不按要求佩戴防护工具、无资质施工、违法转包分包、不按设计施工等违法违规行为。
（2）以预防高处坠落、物体打击、坍塌、起重伤害、触电、瓦斯爆炸、火灾等事故为重点，突出抓好脚手架、超重机械、深基坑支护等专项治理，加大对公路施工、农房改造项目的安全检查力度。严禁盲目赶工期、抢进度。加强对施工危险用品管理和安全检查，严肃查处违法违规施工行为。
（3）全面排查治理城乡公用设施等重点部位安全隐患，确保供电、供水、供气设备设施安全运行。
（二）交通运输安全大检查工作组
1.责任领导：XX（副镇长）
2.责任部门：XX派出所
3.职责任务
（1）加大宣传和执法力度，坚决防范和遏制重大交通事故发生。深入排查治理道路交通安全隐患，加强恶劣天气预警和应急救援处置。
（2）加大危险路段及桥梁防护治理力度，不断提升安全通行能力。突出客车、面包车、危化品运输车、低速货车、摩托车以及水泥罐车、运渣车等高风险车型的整治。
（3）加强农村道路交通安全治理，全面落实“路长制”，对发现的问题隐患要采取措施治理到位、形成闭环。
（4）严厉打击超速、超载、超限、酒后驾驶和疲劳驾驶等违法行为，进一步加强路面管控，严防群死群伤事故。严格执行“三不进站、六不出站”和“六严禁”等制度，认真开展道路交通源头综合治理；依法严厉打击非法营运和交通违法行为。做好各类交通安全的应急预案，加大对违法携带和运输危险品的检查执法力度。
（5）加强过境高速公路周边的安全检查，及时有效治理各类安全隐患。
（三）学校安全大检查工作组
1.责任领导：XX（镇党委委员、宣传统战委员）
2.责任部门：XX督导组
3.职责任务
（1）加强对学校食品安全检查工作，深入开展消防安全检查，督促学校及时排查、整改火灾隐患。
（2）加强对学校建筑安全和建设施工项目的检查，督促整改存在问题；强化对部分临边临坡学校地质灾害治理的监管和指导，严防发生地质灾害。
（3）加强对危险化学品、烟花爆竹零售店的安全监管，确保不在学校周边安全距离内生产经营相关危险物品，强化对街道安全秩序维护工作。
（四）人员密集场所安全大检查工作组
1.责任领导：XX（镇党委委员、宣传统战委员）
2.责任部门：XX派出所
3.职责任务
（1）严格执行大型群众性活动安全许可制度，落实大型群众性活动安全工作方案和安全责任制度，明确安检、医疗救护、灭火、应急疏散等安全措施，严格控制参与人数，严防火灾事故发生。
（2）开展寺庙、车站、文物保护单位、商场、市场、KTV、宾馆饭店、网吧、医院等人员密集场所安全隐患排查治理，制定实施人员密集场所人流管控疏导方案，严防人员拥挤、踩踏事故发生。
（五）养老院安全大检查工作组
1.责任领导：XX（便民服务中心主任）
3.职责任务
（1）明确安检、医疗救护、灭火、应急疏散等安全措施，严格控制参与人数，严防火灾事故发生。
（2）开展养老院安全隐患排查治理，制定实施人员人流管控疏导方案，严防人员拥挤、踩踏事故发生。
（六）危险化学品安全大检查工作组
1.责任领导：XX（副镇长）
2.责任部门：镇安委办
3.职责任务
（1）全面开展安全风险评估，特别是做好危险有害因素辨识和安全风险评价工作，防范化解安全风险。
（2）开展以涉及“两重点一重大”为重点，突出氯、氨、氰化钠和液化石油气等高危化学品的监管，排查整治生产、储存、运输、销售、使用、废弃处置等各环节隐患。
（3）严格动火作业和进入受限空间作业管理，强化关键设施装置安全运行维护；加快重大危险源安全监测监控系统建设，加强对重大危险源的监控管理，严防火灾、爆炸、泄漏、中毒等事故发生。
（七）烟花爆竹安全大检查工作组
1.责任领导：XX（副镇长）
2.责任部门：镇安委办
3.职责任务
（1）严厉打击烟花爆竹非法违法生产、运输、储存、销售行为，强化烟花爆竹经营许可管理，严格烟花爆竹生产、储存、运输、燃放等各环节的安全监管。
（2）切实加强烟花爆竹买卖合同和流向信息化管理，严禁无合同或仅签订未明确产品详细信息的合同买卖烟花爆竹；严禁未张贴标识码登记流向的产品进入流通环节；严禁零售点集中、连片或在居民楼内设置和超量储存；严禁走街串巷兜售烟花爆竹；严禁向烟花爆竹零售点及个人销售专业燃放类产品及超标产品；严禁零售店（点）违规在许可的经营场所外存放烟花爆竹以及在经营场所试放烟花爆竹。
（八）非煤矿山安全大检查工作组
1.责任领导：XX（镇党委副书记）
2.责任部门：XX自规所
3.职责任务
加强露天矿山高陡边坡、排土场安全管理，加强非煤矿山企业现场安全监管，督促企业落实防范安全生产事故各项措施，有效管控安全风险。
（九）电气火灾安全大检查工作组
1.责任领导：XX（副镇长）
2.责任部门：XX派出所、XX供电所
3.职责任务
（1）全面排查整治电器产品生产质量、建设工程电器设计施工、电器产品及其线路改造工作，全面开展电器产品生产领域、电器产品流通领域、电器产品使用管理领域整治，强化社会单位电气安全隐患排查整治、督促城乡社区、村镇电气安全隐患排查整治、推动（村）居民住宅区电气安全隐患排查整治。
（2）推进智慧用电，严厉打击违法生产、销售假冒伪劣电器产品等行为，集中销毁假冒伪劣电器产品，系统治理社会单位电气使用维护违章违规行为。
（十）食品药品和特种设备安全大检查工作组
1.责任领导：XX（副镇长）
2.责任部门：XX市监所
3.职责任务
（1）狠抓食品生产、流通、餐饮服务个环节安全整治，确保群众“舌尖上的安全”更有保障。
（2）狠抓药品生产、流通等环节安全管理，开展医疗器械质量安全专项治理，及时排除安全隐患。
（3）深入推进特种设备风险分级管控和隐患排查治理，扎实开展特种设备日常监督检查和安全生产大检查发现问题隐患的整改情况的“回头看”“回头查”，督促相关单位整改到位。
（4）以公共场所使用的电梯、锅炉、压力容器、压力管道、起重机械和气瓶充装为重点开展特种设备使用安全专项整治，严厉打击无证操作、违规使用、违章作业和非法充装等违法违规行为。
（十一）商贸流通领域安全大检查工作组
1.责任领导：XX（副镇长）
2.责任部门：XX市监所
3.职责任务
（1）加强物流企业及重要商品储备库房等重点场所、商贸流通领域特种行业、餐饮场所燃气使用安全等整治。强化企业主体责任，落实企业安全生产制度，防止安全事故发生。
（2）全面排查商场、超市、餐饮、物流仓储等场所的各类消防安全隐患，重点排查消防通道、安全出口、消防设施、灭火器材、电路线路老化等方面存在的火灾隐患，加强消防演练及人员疏散，确保以上场所的消防安全。
四、工作要求
（一）高度重视，严密组织。
各村（居）委会，镇属各部门，各企事业单位要深入贯彻落实中省市县安全生产工作部署，进一步增强做好“五一”节前安全生产大检查工作的紧迫感和责任感，切实强化底线思维。（二）盯死看牢，严管重罚。
要重点针对节前事故易发多发的行业、领域、点位以及风险高、隐患多的企业，采取明查暗访、突击检查等方式，加大执法力度，对存在严重违法违规行为和重大安全隐患的企业要严格落实停业整顿、上限处罚、关闭取缔等措施，构成犯罪的移送司法机关追究刑事责任，确保形成强有力的执法震慑。（三）强化预警，加强值守。
要加强灾害性天气的监测和预报预警工作，及时发布预警信息，灾害预警信息要第一时间到点到户。要认真做好应急救援物资、装备、器材的储备，加强应急救援队伍管理，开展有针对性的应急演练。要严格执行领导干部带班和每天24小时有人值班值守制度，及时掌握安全生产动态，及时、准确。上报突发事故和异常情况，坚决杜绝瞒报、漏报、迟报等问题发生。要组织力量科学妥善处置和救援，确保人民生命财产安全。第三篇：湖镇镇开展五一节前安全生产大检查工作情况汇报

“五一”节将至～为认真贯彻落实博府传[2012]51文件精神～消除安全生产隐患～坚决遏制较大以上安全生产事故的发生～营造良好的安全生产环境～确保我镇安全生产形势的持续稳定～镇委、镇政府于4月18日至4月30日在全镇范围内开展了2012年“五一”节前的安全生产大检查。现将主要检查情况汇报如下:
一、领导重视～组织周密
为扎实做好这次安全生产大检查工作～我镇领导高度重视～ 4月18日～镇政府组织各有关职能部门召开“五一”节前安全生产大检查活动动员大会。会上～赖文然副书记和李文聪委员先后传达了市、县安全生产工作会议精神～并在会上作了动员部署～要求认真组织好大检查工作～把工作落实到位～重点是对危险化学品、道路交通、工程施工、特种设备、人员密集场所消防安全进行全面检查～同时制定下发了《湖镇镇开展“五一”节前安全生产大检查工作方案》～成立了工作领导小组～明确了检查时间、内容、重点、方法和要求～要求扎实抓好各项安全生产措施的落实～做到任务明确、责任到人、各负其责、坚决防止较大事故的发生。这次检查共分为6个检查小组～每小组由分管领导带队～按照工作方案全面展开安全生产大检查工作。
二、组织实施～防患未然
这次五一”节前安全生产大检查共出动检查人员59 人次～车辆 17辆次～检查各类企,事,业单位、“三小”场所共69家～ 共排查隐患 45 处～发出整改通知书 18 份。其中:非煤矿山1家～企业21家～烟花爆竹1家～商场3家～网吧3 家～建筑施工9宗～煤气销售点14家～学校4家～幼儿园2家～饭店2家。详细检查情况汇报如下:
1、企业、“三小”商场、职业危害等方面
出动检查人员共 25 人次～车辆 5 辆次～检查企业 21 家～商场3 家～批发部2家～ 烟花爆竹1 家、危险化品1 家。
安全生产、消防:重点检查仓库、车间、食堂、住宿对单位的安全检查记录、履行安全责任制度落实情况,有害作业场所有无挂设警示标志,作业工场是否通风～布局是否合理～有害作业与无害作业是否存在交叉作业的情况～消防通道、员工防护、安全出口、制度完善、违章作业、消防器材检验、重点危险源管理等方面进行严格检查。
2、建筑、村道、桥梁、煤气销售点
出动检查人员共5人次～车辆 3辆次～检查建筑工地 9宗～煤气销售点 14家。重点检查建筑工人的防护、预防坍塌、高处坠落、加强施工现场脚手架搭设、临边洞口防护、施工用电、塔吊和施工电梯。液化气非法经营整治取缔情况和查处违法运输、经营液化气行为的情况。村道路面管理、桥梁基础情况。
3、学校、幼儿园、校车
出动检查人员 10人次～车辆4辆次～检查中学2家～小学2家～幼儿园3 家。检查学校安全教育课实施情况～逃生通道、宿舍管理～加强安全生产工作～排查治理隐患～防范事故等各方面检查。
4、自然灾害防范及水利安全方面 2 出动检查人员 5人次～车辆 2 辆次～检查水库 2 宗～堤围2条～重点检查重点做好干旱、洪涝、强风、高温、雷电、连阴雨等自然灾害对安全生产造成影响的预报排查整治以及对生产经营场所的防雷设施设备进行检查检测的工作,河道违法采砂突出河段、采砂量大河段的整治和安全管理情况等有关安全隐患进行检查。
5、网吧、人员密集场所 出动检查人员共 3人次～车辆 2辆次～检查网吧3家～重点检查消防安全责任制度是否落实的情况,疏散通道、疏散楼梯和安全出口的数量、宽度～火灾事故应急照明的设置。
6、旅游安全
出动检查人员共 4人次～车辆2 辆次～检查旅游安全1宗～重点检查容易发生火灾和可能造成群死群伤事故的公共娱乐场所、餐馆、摊点等设施和场所安全管理情况。查处非法从事旅游客运和车辆带“病”运营、超载运营、超时运营等危及游客安全违法行为的情况。
7、道路交通
出动检查人员共18人次～车辆6辆次～检查学校校车5辆～旅游车1辆～违章车辆8次。检查车辆乱停乱放、无证驾驶、驾驶无牌无证车辆、闯红灯、超载、不按车道行驶等违法行为,严格查处超员、超速、违法超车、酒驾醉驾、疲劳驾驶、农用运输车和拖拉机载人、校车、旅游车、无证驾驶、驾驶报废和非法拼,组,装车上路行驶等严重交通违法行为。
三、存在安全隐患 3
1、企业方面: ,一,部分企业未按要求注册安全主任和配备安全生产管理人员。,二,危险化学品未按要求划分区域存放～无建立健全危险化学品管理制度及档案。,三,叉车、锅炉等特种作业人员未持证上岗。,四,车间未按要求设置应急照明灯、安全出口和疏散指示标志等消防设施～部分灭火器材过期未年检。,五,车间作业人员未安要求佩戴劳动保护用品。,六,未制订各工种安全操作规程～并张贴上墙。,七,车间窗门关闭～不够通风。
2、建筑施工方面:工人未佩戴安全帽～无防护网设施～无安全生产宣传标识～升降机安装不合格～安全生产宣传横幅。
3、煤气方面:燃气销售点存放瓶数超标～住宅、经营混合属“三合一”场所～消防设备不齐全～燃气存放点不符合要求～存着较重安全隐患。
4、“三小”场所、商场方面:消防设施配置不齐全～商场安全出口堵塞～逃生通道不畅通～逃生出口上锁～消方栓堆放物品。
5、网吧方面:疏散通道窄小～消防设施不全～逃生通道窄小～安全出口堵塞～存在严重安全隐患。
6、水利安全:爆炸水库坝身单薄～溢洪道高程过高～堤围堤身较单薄。
7、村道方面:缺防碰栏～连塘村段农田路肩被冲空～绝路边深度相差2-3米无防护拦。
四、下一步工作打算 4 一是严格要求各生产经营单位要按安全生产法的相关规定～层层落实安全责任制度～落实专人管理～建立安全生产领导机构～落实安全生产主体责任～加强安全生产宣传培训学习。各职能部门对存在的安全生产隐患责令限期整改～按期复查～对未落实整改的企业责令停产停业整改,二是严格要求各企业按照消防法的相关规定～划分逃生疏散通道～消防配套设施～演练～消防安全管理制度～建立完善消防安全管理档案,三是坚决整治企业安全管理混乱～违章作业的行为,四是坚决杜绝有非法违法生产经营行为和无证无照经营行为,五是对长期未履行整改的企业～要依法查处～严重的坚决给予关闭,六是村建部门要加强对建筑施工和煤气销售点的监管力度～对建筑工程存有较大安全隐患的坚决责令停工整改～对煤气销售点不具备条件的坚决责令停业整顿～未办法整改的单位坚决依法关闭,七是加大村道路面管理～做好村道路面清理工作～保障村道畅通～确保无事故发生,八是水利部门要加强对山塘水库的巡查～及时掌握安全生产情况,九是加强校车～旅游车货车的查处力度～对有超载、违法超车、酒驾醉驾依法给予查处～及时上报。
通过此次开展安全生产大检查～进一步地落实安全生产管理主体责任～加大了检查力度消除突出隐患～有效防范和遏制了安全事故的发生～确保了我镇社会经济持续发展和全镇人民生命财产安全。
