第1章 绪论

我国是世界上畜产品的生产和消费大国。根据2011年的统计，全球肉制品生产总量为2.97亿吨。我国当年生产的畜产品就达到7803万吨。占世界生产总水平的26.27%。截止2012年底全球生产量则为3.02亿吨。但是近年来我国的畜产品出口并没有因为“入世”而迎来春天，反而因为金融危机的加剧而不断下行。

1.1研究背景

本文的研究背景是在我国加入WTO多年之后，国内的畜牧业出口仍然萎靡不振。这是摆在中国畜产品出口业面前的一个大问题，我国有着丰富的畜牧业资源、廉价的劳动力、国家的鼓励政策等诸多优势。这些优势却不能成为GDP的推动力，这其中是有很多问题是值得深思的。近期，在我国爆发的H7N9禽流感又将我国的畜产品出口业蒙上了一层阴影。

国际市场上，持续爆发的疯牛病、禽流感、蓝耳病让很多外国客商纷纷选择高价的畜产品。在这种条件下，我国畜产品的价格优势荡然无存。找出一套可行的模式来解决这种困局是本文的立论依据。本文从我国畜产品的生产特点入手，同国外市场需要的产品相比较。找出其中的差距，扬长避短。将自身的优点发扬光大，使我国的畜产品依托WTO的关税优惠，成为我国新的出口增长点。

1.2研究目的和定义

本文的研究目的是找出外商不认同中国畜产品的原因，结合我国自身的国情。研究出一套可行的生产方式从而解决我国畜产品的出口问题。本文在综述国际大环境后，开始研究我国畜产品的传统市场。将金融危机前后的境况进行对比，系统的分析

造成现状的主要因素。通过供需求两发面来分别分析现象。然后了解现象背后的本质问题。

由于篇幅的限制，本文没有在具体的出口产品上进行研究。主要考虑的是畜产品整体的供给、需求两大方面，在这两方面找出各自存在的问题和解决办法。第一个论述重点是在供给方面。主要的现象是饲养粗放、检疫不统一、产品不合格等问题。但是根源问题是我国的畜牧业还没有做好应对出口的准备，一些的配套设施和相关的技术还是空白，所以导致畜产品出口的举步维艰。第二个论述重点是需求方面。在外需持续疲软的情况下，怎样开拓新兴市场和促进产品的创新性是我关注的问题。最后就是“绿色壁垒”问题。一些发达国家以各种技术性手段对发展中国家设置“绿色壁垒”从而保护本国的畜牧业的稳定。这显然是违背WTO的指导原则的。这些问题都会在第三章一一列举出来。

1.3国内外的研究现状

国务院发展研究中心的潘国耀先生是在畜产品贸易领域的带头人，他在《我国畜产品进出口贸易分析》一文中系统的阐述了我国畜产品在出口方面的短板。在文中潘国耀先生叙述了我国加入WTO后和金融危机的背景下畜产品出口的处境。又将国外的需求因素进行了系统的分析。将我国非壁垒因素导致的不足一一做了说明，指出了我国整体的饲养加工的诟病。最后，将其中的问题进行归纳整理并提出了解决方案。这篇文章发表在 《中国畜牧业进出口年鉴2010》。

连云港出入境管理局的于维军先生在《我国畜产品出口形势依然严峻》一文中阐述了动物疫病对我国畜产品出口的影响。这篇文章在另一个方面细致的分析了检验检疫对畜产品出口的重要性。本文发表在2010年《中国动物健康》第15期。

美国著名的经济学家Dives V和Mart Jones在（食品工业科技）一书中系统的阐述了科技手段对畜产品的出口的影响。非常推崇产品的深加工和高附加值的产业模式。本篇论文的解决方式也是参考该书。

英国检疫科学带头人Hanaoka K教授，在长期的研究中提出“动物福利”这一概念。在当代欧洲这是一种很流行的动物饲养观念。该理论发表在< Animal welfare>一书中。

1.4基本概念

1.4.1畜产品

宏观上来说畜产品是指动物在饲养、屠宰、加工过程中所产生的主要产品和副产品。本文中所指的畜产品，是在国际贸易中大量交易的产品。指可以供人类食用的猪、牛、羊肉。微观上是指可供给人类利用的蛋白质资源。

1.4.2绿色壁垒

绿色壁垒一词源于贸易壁垒，在农产品的贸易中将贸易壁垒形象的成为绿色壁垒。绿色壁垒是指一些发达国家为了保护本国的农业或者农产品加工企业，对其他国家进行严格的技术限制，目的就是限制国外产品的进口。通过这样的绿色壁垒，出口国的价格优势会被大幅度打压，削弱了该国产品的竞争力。

绿色贸易壁垒的制定实施必然会涉及到产品从生产到销售、使用乃至报废各个环节的监督和检测。它要求将环境科学、生态科学的原理运用到产品生产、加工、储藏、运输、销售、使用和报废处理等全过程中去, 从而形成一个完整的无公害、无污染环境管理体系。为达到发达国家的环境标准, 我国畜产品在流通过程中不得不增加有关环境保护的检验、测试、认证和鉴定等手续及其相关费用。产品的出口检验和广告等也将作大幅度的调整。

第2章 WTO框架下中国畜产品出口的现状

在改革开放之后，我国政府支持鼓励进出口贸易，用大量低端产品换取了急需的外汇。但是，由于饲养、检疫等环节出现了诸多问题造成了大量的物质与经济损失。更严峻的是随之出现了输入性动物疫病更是雪上加霜。1980年至今，从国外输入的动物疫病共达30余种。每年的损失达到200—250亿元人民币，平均每个农民损失35元。每年在饲养中的防治费用、饲料浪费、人工成本、品质下降等诸多方面的损

失是直接损失的3—5倍。如今我国各级主管部门正在努力的扶植本国优势产业，其中畜产品出口被列为我国重点开发、投入的项目，如今生产的畜产品无论在品质还是品牌上都有了大幅度提高。

2.1加入WTO后对出口的作用

2.1.1政策优化

在加入WTO后，我国农产品关税总水平降至15.35％，是全球税率最低的国家之一。目前世界农产品关税平均水平为62％，其中牛肉由原来的45％降至12％、猪肉从20％降至12％、鸡肉从20％降至10％。同时还撤消了与WTO 相背的非关税措施，避免由于非技术性贸易政策给国内生产企业带来压力。也希望以此为契机吸引更多的外国客商前来采购

但是随着金融危机的加剧，一些发达国家以提高检疫标准来设置绿色壁垒。我国畜产品出口形势愈加严峻。坐拥巨大的产业而不能使之变为经济的推力，这促使我国各级政府部门开始研究如何弥补我国与国外的不足和差距。一方面我国将原先的“商检”、“卫检”、“动植检”合并，实行“三检合一”，在制度上规范生产环节的不足。另一方面中国政府在WTO框架下加大力度维护本国合法生产者的权益。增加我国在该领域的话语权，力争打破发达国家的贸易壁垒。我国各大出口企业也都开始行动，不单单依靠海关的出口检验。而在生产、屠宰、流通各个领域加强了技术革新和自检自查。将客户的合理需求放在第一位，企业的国际意识大大增加。

2.1.2市场扩大

世界肉类生产、贸易、消费大类型有四种。第一种是产量和人均占有都很高的国家。美国人口不到中国的1/4，肉类产量为中国的一半还要多，人均占有量和消费量都超过100千克。第二种是专门提供肉制品的国家。澳大利亚人均肉类产量468千克、丹麦399 千克、加拿大137千克。第三种是肉类出口国。肉类总产量不小, 但人均占有水平很低，印度产肉600万吨，人均只有5.5千克。印度尼西亚8.3千克。整个

非洲产肉1200万吨左右，人均占有量很低。他们都需要进口肉制品，对质量要求不是很高，是潜在的市场。第四种是肉类产量和人均占有都不高，又是经济发达或是购买力很强的国家，如日本人均肉类产量只有23千克、科威特32千克。但都是肉类高消费的国家，一般对质量要求还相当高当然给价也高。所以，这类国家是各生产国竞相出口的目标市场。

2.1.3逐渐摆脱壁垒

北美，特别是美国具有得天独厚的资源条件和发达的农业生产技术，成为世界上最重要的畜产品出口地。畜产品生产和出口呈快速增长态势。北美最大的出口市场是亚洲，其他的重要市场有西欧和拉丁美洲。日本是美国优质畜产品的目标市场，美国最初将注意力集中在日本。通过施加政治和经济压力，迫使日本开放了牛肉市场。随后中国以及中国台湾和韩国也成为美国的重点目标。加拿大有丰富的耕地资源，粮 食和畜牧业较为发达，是世界重要的农产品出口国。但由于气候环境的限制，加拿大在很多农产品上无法与美国竞争。

中欧贸易互补性非常强，贸易发展快。目前，中国已成为欧盟第二大贸易伙伴，欧盟连续两年成为中国第一大贸易伙伴。但欧盟对中国禽肉进口闭关已经10年，至今没有开关。欧盟禽肉考察团的最终报告结论非常明确，中国熟制禽肉是安全的。从中国进口熟制禽不存在传播禽流感的风险。中国食品业界有能力向欧盟供应安全 高质量的肉食品。中欧肉类贸易额下滑，说明在国际贸易中，限制别人的同时也限制 了自己。2005年，中欧农产品食品贸易额达到54.6亿美元，比2001年29亿美元增长88%。其中中国对欧盟出口34.6亿美元，同比增长76%。中国从欧盟进口20亿美元，增长110%。从中欧发展的趋势来看，在WTO框架下的双边或多边的磋商是未来我国摆脱贸易壁垒的主要途径。

2.2加入WTO后面临的问题

2.2.1饲养环节

我国在入世之后，畜产品出口业是最具竞争力的出口产业。但是近年来的表现不升反降。其中猪肉就是代表产品。首先，猪饲料在国际贸易中的价格低廉稳定，对我国的生猪饲养业有着巨大的推动力。可是近几年来，我国的人工成本和土地成本急剧上升。导致了我国在劳动力方面的优势渐渐丧失。其次，在动物疫病方面频频爆发的动物疫情也让出口企业频频遭到退货。最后，在生产模式上的主要问题概括起来就是：“散户养不好，大户不赚钱”的尴尬境地。诸多企业还在做走街串巷的小贩从农户手中收购牲畜，这不得不引起相关部门的反思。

在牲畜成品率方面我国一直低于世界平均水平。如下图所示：以存栏生猪为例，我国存栏生猪的产肉量仅为美国的66%、法国的60%、日本的74%。这说明我国的畜牧业科技水平不高，在未来要提高我国产品的竞争力应该从生产的成本控制入手，降低损耗。

2.2.2检验检疫环节

在中世纪时，资本主义船队进行远洋扩张的时候，由于医学的不发达，对这方面的知识还是空白，导致中世纪的欧洲爆发了大规模的黑死病。使三分之一的人口死于鼠疫杆菌。基于这样的历史教训，国际贸易中各国越来越重视对畜产品进出口的检验检疫。二战后的60-70年代，畜产品交易还比较低迷各国没有太多的剩余畜产品用于贸易。直至上世纪八十年代开始，科技水平的提高，饲养技术也随之改进。畜产品的进出口才从农产品进出口贸易中分离出来，成为一个单独的贸易项目。

在国际贸易中，对畜产品及其制品有着一整套的检验内容。主要包括：高致病性

禽流感、新城疫、口蹄疫、猪蓝耳病、药物残留、饲料添加剂、转基因品种等。随着科技的介入，对动物所携带的生化指标检验检疫也是越来越快速、精确。为了保护本国畜牧业健康发展和消费者的食品安全，防止疫病传入，一些国家建立了一套为确保动物产品安全的市场准入制度，并以动物疫病、动物福利、环境保护、生态农业等诸多理由对进口的畜产品设置越来越严格的贸易绿色壁垒。

我国加入WTO后，在这方面开始了产业升级转型，出现了一些专门以畜产品出口的企业。2006年5月份，山东一家对日出口的企业，在一批冷冻鸭肉检测样本中查出了两例禽流感样本。5月12日，日本农林水产省对华实施封关。全面禁止进口中国的禽类制品，这突如其来的封关让国内多家企业措手不及，导致禽产品大量积压，价格急剧下降。在此期间我国发往日本的冻鸡总量在10000吨以上，直接经济损失在1000万元人民币。这个事件带给我们的反思就是检测手段的差异导致了结果大相径庭。2008年之后，日本政府提出了更高的要求。在该批产品出口前90天，出口冻鸡的企业所在地50公里之内，没有中国政府通报的重大疫情。并且该企业必须是中国政府所批准的合法动物加工企业，须持有中国兽医部门开具的“相关检疫证明”。其中重要的标准项目有（1）在饲养过程中存栏家禽无明显临床不良反应。（2）在饲养过程中使用的兽药残留率不得低于日本国内标准。（3）在屠宰处理中要清理除鸡肝、鸡心之外的一切器官，包括气管。（4）运输途中要具备完全的冷冻设施。（5）进入日本国指定仓库后，进行细菌培养和化学残留物检测，结果呈阳性则就地销毁或退货。

2.3加入WTO后外贸环境的变化

随着世界经济的回暖，世界范围内畜产品在2011年的增幅是12.94%，而我国仅为9.18%。面对这样的增长性需求我国却出现了大规模贸易逆差，即进口额大于出口额3个百分点，而中国畜产品进口的增长速度（12.31%）却高出同期世界畜产品进口 的（10.86%）平均增长速度。

欧盟和美国是世界上最大的两个偶蹄类畜产品出口地和进口地。2011年生产各类畜产品4357万吨，其中1684万吨用于出口。进口欧盟和美国畜产品的国家大多是发达国家，如俄罗斯、中东、韩国、日本等。但是这两个区域也需要大量廉价的畜产品，主要是羊肉、禽肉。欧盟和美国的羊肉主要依赖澳大利亚和新西兰，2010年澳

大利亚和新西兰羊肉制品的27%销往欧美等高端需求国。

2.4国际合作

在我国对畜产品实行管理的主要部门是农业部、商务部、海关总署、进出口检验检疫局等。在饲养方面农业部对畜药、饲料、防疫等方面进行监管，2012年初，农业部出台了《2012年国家畜牧业振兴计划》。对全国畜牧行业的存栏牲畜保育做出了详细的计划与部署。明确提出了发展地区性特色养殖，在“十二五”期间发展一大批知名企业带动地区畜牧业升级转型。摆脱小农经济、散户养殖的局面，发展规模化养殖。但是，在国内普遍的生产习惯下想改变传统的放养模式还需要很长的时间。

检验检疫方面1000多项标准被废止，900多项得到修改。目前，中国的各项标准已达到世界标准总数的43.7%，但就日本90%以上，美、英、德80%以上的国际标准化率而言，还有很大的差距。政府在相关方面的工作还需要更加努力，要想在制度上更加完善，出台更多的扶植政策就需要多多利用WTO框架下的多边会谈、对华机制。多学习国外先进的标准理念。从而增进本国在畜产品品质上的提高。

第3章 WTO框架下中国畜产品出口暴露的问题

3.1供给方面

3.1.1我国畜牧业还倾向于内贸经济

大陆专门做畜产品国际化养殖的品牌几乎为零！我国的畜产品出口企业大多还是从农户手中购买，在普通农民的饲养条件下往往没有发挥出最好的经济价值。许多农户只看重存栏牲畜的体重，而不理采牲畜的瘦肉率和品质。这造成了出口企业在做外贸订单的时候成品差异率和耗损率很高。

3.1.2 国内环境问题对出口的影响

2013年初，黄浦江、松江流域出现大量漂浮死猪。通过猪耳标的溯源体系找到了事件的源头是浙江嘉兴地区农户非法将病死生猪扔入河道，造成了非常严重的影响。在深入的调查后发现，该地区土地的承载能力已经不能满足养殖业的需要，就连死猪的处理池也不能满足规模的要求。当今欧盟对畜产品的生长环境、生产废物的处理、屠宰的方式等都做了详细的规定，如果仅仅产品合格而对环境造成了巨大的污染也是不能被发达国家所接受的。

3.2加工出口方面

加工出口方面主要论述的是检验检疫对畜产品出口的影响。如今，企业总是惯性思维：“检验检疫是海关的事”。其实不然，自己对产品都没有一个清晰的认识，怎么可能将利益最大化。这些在某种程度上来说都是增加了企业出口的风险。

3.2.1兽药问题

在国外的检测机构中所有的兽药是均不得检出的，但是在生长期间不可能不使用兽药。国内的兽药要想完全不得检出就需要执行休药期，但是执行休药期的结果就是饲料、人工成本大大增加，这对于饲养农户来说是一笔不小的数目。在这方面不仅需要提高养殖者的认识，也更需要政府对于兽药残留这一问题的进一步重视。仅仅是因为几毫克的兽药残留就被退货甚至封关，这显然是不值当的。也耗费了大量的国家行政资源，更是对纳税人的不负责。更是对畜产品出口带来巨大的经济损失和无法弥补的信誉损失。

休药期：也叫消除期，是指动物从停止给药到许可屠宰或它们的乳、蛋等产品许可上市的间隔时间。休药期是依据药物在动物体内的消除规律确定的，就是按最大剂量、最长用药周期给药，停药后在不同的时间点屠宰，采集各个组织进行残留量的检测，直至在最后那个时间点采集的所有组织中均检测不出药物为止。

3.2.2菌落问题

在肉制品出厂前要进行72小时的排酸处理，这种生产工艺往往只被生产厂家用在出口产品中。国内的消费者很难享受到这种待遇。出口到日本的禽类产品在生产过程中，必须有中国农业部指定的兽医官在场，并且签发“产品抽样检测文书”。如果没有这到程序，日方进口企业有权单方面撕毁合同。在中国现在的生产加工企业中，鲜有采用“第三方检测”的方式。仅仅是对一批次的产品、单一时间点进行抽样检验。另外在成品出口前会经海关进行检验检疫，这个节点的运输和仓储方式应该在全程恒温的冷藏状态下进行。这是对于商品能否出口的重要环节，在出厂前的抽检中胴体是合格的，如果没有全程冷链运输的支持，很多检验项目会因为运输和仓储的温度而发生改变。

在国际运输中，会用到专门的冷藏柜来装载冷冻畜产品。国际的运输设备已经很成熟，况且在国际运输中会对产品购买保险，如果是因为运输的原因造成商品品质的下降甚至完全腐坏，是可以向保险公司和船方进行索赔的。

3.3政府引导监管方面

在我国外贸进程中，由于不了解国际市场的游戏规则造成的损失屡见不鲜。在畜产品出口中更是比比皆是。主要的方面就是检疫标准的不统一，这是由于我国的国情所限。我国是一个发展中国家，所生产的畜产品有着很大的一个特点就是品种单

一、品质参差不齐。企业要发展到成为一家国际性外贸出口商，不能摆脱的就是先从国内做起。国内没有市场、国内没有知名度是不可能成长为一个国际型选手的。但是中国百姓目前的经济水平来看，没有能力去购买品质统一、饲养考究的畜产品。国内的大多数企业也没有自己的农场进行生态养殖。对于欧盟的检疫标准国内企业不会100%的达到，企业也不能国内国外两个标准，更不能将本国的公民划为二等公民。所以，检验标准不能够短时间内与国际接轨。

第4章 WTO框架下中国畜产品出口问题的解决对策

4.1解决供给问题的方案

4.1.1内需、外贸同步发展

自有农场，创立国内品牌。在前面本文陈述过，畜产品出口企业想要赢得稳定的订单现需要有品质统一、供应稳定的牲畜供给。所以需要以自身的自有农场为主。“以点带面”用一个自有农场带动周边农户成为加工企业的合作农户。即满足了企业的需求，也履行了企业的社会责任。而农户难免会出现一些不统一的产品，面对这些不能出口的产品，在检验检疫合格的基础上供给国内的直营店或者其他经销商进行销售。这样不会增加企业的耗损率。降低了出口成本形成有效的出口价格优势，还能满足国内市场的日常需求，用国际的标准回报普通的消费者，这也是一种无形的营销策略。树立了企业在内贸的形象，也有利于出口订单的发展。

在国内需求规模化之后，积极开拓外贸市场，依托国内市场的知名度、口碑、广告覆盖等手段向外商呈现一个“家喻户晓”的中国品牌。

4.1.2企业应该承担环保责任

企业在组织生产销售的时候，一定会产生一定数量的副产品或者废弃品。在企业自身财力允许的情况下，应该尽力与国际环保体系接轨。做到基本不对水土形成长期的污染。如果不能达到国际标准，也应该尽量达到国家标准。在出口洽谈的时候能够有让进口方信服的环评报告。在生产期间也应做到带动当地的生态农业发展，带动合作农户提高产品出口意识。

4.2规避外商对检验检疫的质疑

4.2.1第三方屠宰检疫

企业在初期依靠政府。在我国大多数地方都有类似于“肉品联合会”的第三方屠宰组织。在我国这些组织长期参与企业和个人的畜产品零售。出口企业可以借鉴类似经验，将牲畜的屠宰交给第三方进行屠宰，一样获得符合出口标准的初加工畜产品，既满足了检验检疫的要求，又对当地政府的税收做了支持。

企业在有稳定的客户订单之后，与政府合作。此时企业在国际社会有了一定的信誉，可以选择自行对牲畜进行屠宰加工。这不仅在国内树立了良好的品牌效应，又节约了成本。而在检验检疫方面企业可以进行自行抽检、邀请质检部门驻场检验、利用现代科技手段安装摄像设备，接受质检和海关的实时监控。这样的新举措，会大大提升企业的专业水准和信誉度。做到公开透明就可以得到长期的合作订单。

4.2.2规范运输方式，控制菌落数量

生鲜畜产品的运输不同于水果、谷物等其他农产品的运输。水果运输可以通过降低温度、降低耗氧量、充氮保鲜等方法来处理。但是畜产品对温度的要求更加严格，因为温度的变化直接关系到菌落的数量。有些产品在厂检验室合格的，但是到海关检测就不合格。这是因为在运输、仓储的途中温度变化较大，菌落繁殖严重。解决这个问题的关键在于：（1）出厂前做好物理防腐措施，例如排酸、速冻、软冻等措施。（2）缩短运输时间，避免二次污染和温度变化。利用GPS全球定位系统可以跟踪产品的行车路线，以及舱内温度等实时信息。

4.3政府合理扶植，共同打破壁垒

在当今市场，谁能把握市场的需求谁就能赢得主动。赢得主动就有话语权，就能有定价权。观念要从“谁来买”转变成“卖给谁”，为客户量身定制产品。把服务做得更细。仔细研究客户的实际，使我国的畜产品与进口国的同类产品零差别。企业不

能单单的想把合格的产品销售出去就可以了，也不能一味的去追着外国人的苛刻标准跑。而是将更多人性化的管理理念融入到一串串数字中，将地域的特色体现在检测报告上。将外国人制定的绿色壁垒打破，创造更多的国际大品牌。以其人之道还治其人之身，最终让世界都来认同属于中国人的“国产指标”。

想树立企业或者行业内的标准需要大量的资金与智力支持，在此之前需要契合国际相关的标准，拥有庞大的市场份额。有了这些话语权，进行出口的企业才能对不合理的贸易壁垒说“不”。当然，在当前中国这种条件下能够走到这一步的企业更是凤毛麟角。这需要国家、政府、行业、企业的多方努力将行业自身的缺点规避，不能国内国外双重标准。本来国际贸易就是将本国的剩余产品与他国交换，不能为了出口而做出口。这是我们值得反思的！

中国地大物博有些地方的土地、水源、牧草、甚至纬度都可以帮助打通国际市场。在我国内蒙地区的土地富含各种对人体有益的微量元素，在这样的地块饲养存栏动物所生产出的畜产品会大大提高产品的身价。例如神户的牛肉是在一种完全舒适的环境下饲养的，在牛的感官层面也下足了功夫，最终铸就了每年在拍卖会才能看到的神户牛肉。这不是宣导高投入就能带来高回报，而是利用各方面积极因素在各种资源稀缺的情况下获得高的利润。在我国不一定就要全部生产这种高品质的畜产品，在某一个方面积极地突破就可以做到较高的回报。甚至可以将中草药引用在牲畜的饲养中，做到防病治病。即做到了化学药剂的使用量较少也能创造更高的收益，甚至创造品牌。值得高兴的是在我国的东南沿海地区，政府的扶植力度加大。出现了很多的规模化养殖场，在品质的统一、兽药的残留、肉质的产出方面都有了很大的提高。

2012年。农业部对全国畜牧行业的存栏牲畜保育做出了详细的计划与部署。鲁西黄牛、山东黑猪等一大批不受农户青睐的养殖品种，在国家的振兴计划下得到了保护。皓月、北大荒等一大批企业脱颖而出，虽然在饲养成本上有着很高的投入，但是在规模化经济的带动下已经得到了市场的认同。几十美元一公斤的黄牛肉，甚至堪比神户牛肉的国产牛肉已经打开了国际市场。所以，在成本方面将市场的需求摆在第一位，检验检疫并不是我国畜产品出口不可逾越的鸿沟。何况，我国的畜产品极具价格优势。我国的猪肉出口价格仅为国际平均水平的60%、牛肉为国际均价的50%、羊肉低于国际30个百分点。在这样巨大的利差下，我国加入世贸组织后最大的竞争力就在畜产品方面。虽然我们的比较优势较高，但是档次较低。这是我国计划经济所遗留的历史问题。相信在世界经济一体化的进程中，这些问题会慢慢好转。

在今后的一段时期我国政府应该结合国情实际，进一步以国家意志将畜产品标准与国际体系接轨。应该继续鼓励去通过ISO9000和ISO14000认证制度及HACCP管理体系的引入力度，积极开展国际认证工作与国际合作。申请发达国家的绿色标志，这样就可以使企业和农户有一个相对稳定的参照系数，使他们能够按照国际标准办事，从传统的“以量取胜”变为“以质取胜”，从而突破国外TBT 的限制，打通“畜产品绿色通道”。但是遗憾的是，我国企业对于认证制度并不积极。认为去做认证工作会对价格优势产生影响，会影响企业的利润。不仅要花费大量资金用以支付检验、测试、评估等费用，还要花费另一笔费用支付认证申请费和标志的使用年费，就是这些因素使一些企业望而生畏。在我国，认证做得好的主要是牛奶行业。而事实证明，虽然企业的成本增大，但人们对其产品的认可度却显著提高，销售量大幅增加，品牌层次也大大提高。

结论

通过对国内外检验检疫和产品生产的差别得出以下结论。

首先，在我国经济转型的重要时期，发展传统农业向生态农业转型是必经之路。在此需要政府、企业、农户的共同参与，提高生态农业的认识，认识到发展生态农业的必要性和优越性。在政策扶植的时期加紧完成自身的经济转型，坚定不移地向现代化农业发展。

其次是加强国际合作与交流。国际合作是解决国际贸易争端的有效途径，事实证明进行贸易壁垒和贸易保护政策是走不通的。在出现分歧的同时，通过有效的磋商平台是高效的解决办法。这方面需要社会各方的参与和努力，政府应该起到平台的建立者和引导者的角色。参与贸易的各方积极参与，共同应对贸易危机。

最后是吸取发达国家失败的经验，不再走发达国家走过的老路。找出适合自身的农业发展模式是改善畜产品出口现状的途径。创建一个完善的供需模式，这个模式应该是有一定的抗风险能力，能够应对市场上对产品的短暂性的影响。

总而言之，加强交流与合作深入的改变自身的不足，政府企业和农户做好良好的互动。大力发展生态农业、绿色贸易这才能赢得国际上的话语权。才能带领整个行业走出重围。相信在不久的将来，我国的畜产品出口业就会迎来一个崭新的未来。
