President Bush and Russian President Vladimir Putin say they have established a relationship that will allow them to work cooperatively on a range of issues.The two leaders played down their differences over missile defense and other matters following a meeting in Slovenia.Mr.Bush and Mr.Putin agreed to continue discussions about missile defense at the 1)ministerial level, after making little progress in narrowing their differences on the issue.The two presidents held two hours of talks on missile defense and other issues at Brdo Castle, a medieval fortress 30 kilometers outside the Slovenian capital, Ljubljana.U.S.officials say the meeting was never meant to be a 2)negotiating 3)session, but rather an opportunity for the two leaders to get to know each other.Officials say each leader laid out his position on the U.S.plan for a missile shield one of the more 4)contentious issues between the two leaders.At a joint news conference after the talks, Mr.Putin, reiterated his opposition to the proposal, expressing concerns that it would violate the Anti-Ballistic Missile Treaty.“We proceed from the idea that the 1972 ABM Treaty is the 5)cornerstone of the modern 6)architecture of international security,” he said.Mr.Bush underscored his position that the proposed missile shield is necessary to protect against potential attack from so-called rogue nations like Iran and North Korea.He made a veiled reference to his view that the ABM treaty is a Cold-War relic that should be scrapped in favor of a new security 7)framework.“The basis for my discussion began with this simple premise: That Russia and the United States must establish a new relationship beyond that of the old Cold War 8)mentality,” he said.“The Cold War said loud and clear that we are 9)opponents and that we bring the peace through ability for each of us to destroy each other.”

The two leaders also continue to disagree on another issue: NATO enlargement.Mr.Putin made clear his opposition to the alliance's eastward expansion, while Mr.Bush expressed his support for it.The U.S.president also backed Slovenia's 10)candidacy for NATO entry.The alliance is to hold a summit next year in Prague to determine new members.There were other contentious issues discussed at the meeting.Mr.Bush, for example, expressed his concerns about Russian actions in Chechnya, Moscow's crackdown on Russia's only independent television station, and reports of weapons 11)proliferation.But the two presidents sought to 12)downplay their disagreements.Instead, each welcomed the frank talk and the willingness of the other leader to listen.They say the meeting is the beginning of a new partnership between their two countries.Mr.Bush said Mr.Putin is a man he can trust.“I very much enjoyed our time together,” he said.“He is an honest, straightforward man who loves his country.He loves his family.We share a lot of values.” Mr.Putin, offered his assessment.“Differences in approaches do exist, and naturally, in one short moment, it is impossible to overcome all of them,” he said.“But I am convinced, we have a constructive dialogue in front of us and the will to talk about all these topics.”
