热情洋溢的发言，难掩奥巴马心中的纠结

北京时间1月13日上午，奥巴马发表了任内最后一次国情咨文演说。演说中，奥巴马回顾历史、分析现状、描绘蓝图，说出了“美国世界最强、美军人类历史最强”的豪言壮语。但仔细回味后发现，奥巴马的致辞有些太“励志”，未触及一点当前美国政治和外交中的深层矛盾。在一个深度分裂的现实社会和一种稍显偏执的政治理念之间，热情洋溢的发言，难掩奥巴马心中的纠结。

过去七年的“政绩”，的确让奥巴马有不少可以自夸之处。

在经济方面，奥巴马在一定程度上弘扬了“民主+资本主义”理念的荣光。确如所言，经济增长率百分之二点几虽然说不上高，但处于复苏周期内，就业岗位小幅攀升、失业率相对稳定。在对外贸易和投资方面，TPP和TTIP进行的也还不错。综合来看，当前美国的经济状况，确实比2007年金融危机时有了不小的进步。至少，比欧洲国家做得要好，堪称资本主义楷模。

在外交方面，奥巴马比较成功地，把美国外交向孤立主义回归、规避国际责任，描述为从布什主义错误道路回转、挽救国家利益之举，把外交中的聪明自利说成了经济和社会发展之需，顶住了共和党和党内反对派的批评，牢牢地掌控着外交话语权。不管别人说什么，行政当局的确坚持了对“重返亚太”战略的执着，纵容美军强闯南海也好、推进TPP谈判也罢，在压制潜在对手方面做得有声有色。不管对手如何批评，改善与古巴关系、签署伊朗核协议、不向中东派遣地面部队，就像吃了定心丸。

在制度建设方面，奥巴马确实徘徊过，为了维持“朝野和谐”，前六年除了力推医改法案之外，几乎一事无成。但2014年11月中期选举失败后，行政当局不再顾及共和党的反对，大张旗鼓地推行了不少行政措施：高调地宣布支持最高法院关于同性恋合法化的判决，很有勇气地宣布和推进环保和减排计划，力排众议颁布有利于非法移民的行政命令，以总统权力强化枪支管控等。总而言之，顺应社会潮流、把美国社会整个左翼力量整合的不错。

但问题是，有些人不认为奥巴马的这些“政绩”是政绩。

奥巴马政府最大的问题，是未能在多数积极肯定型政策议题上取得绝对多数支持。奥巴马本人的支持率，也一直徘徊在40%-61%之间，没有里根和克林顿那种丰功伟业，也没有老布什、小布什那样的前后大起大落。当然，对于执政者而言，没出大问题是好事，当和平总统可以全身而退。

但是，从内政看，社会分裂、政治极化和民粹政治成了难题。最大的分裂是收入分配不均，0.1%的人占据了80%的财富，比上世纪90年代相比恶化了不少。再加上宗教、文化上的分裂及相互传导，政治上左派向左，右派向右，精英萎靡、大众怨怒，力量的碎片化和社会不安全感也严重了不少。

从外交上看，主要问题是力量感不足，不肯因人权和人道主义问题加大对外干预力度，颠覆了民主党的传统，纵容大盟友、放任小盟友让美国丧失了“老大”的尊严，沙特不听话、土耳其不听话„„美国向盟友提供公共产品的能力好像越来越低下。

大选年，共和党参选人们虽然已经争得你死我活，但最大的软肋，是谁都提不出理性的替代方案，整个党仍处于积累怒火的阶段，找不到有魅力、能团结多数支持者的政治领袖。奥巴马短期内可以窃喜对手的疲弱，向左位移的民主党参选人也会得到更多支持，但对于下一位总统而言，矛盾在继续积聚、问题可能更强烈爆发。大选年，美国政治需要一位强势的领导人，因为社会需要重新整合，力量需要重新孕育，但不是任由国内社会矛盾输出、任由美国与其他国家零和竞争。

奥巴马的任期只剩下一年，虽然想做的还很多，但能做的都已发挥到极致。以现在的路数，如果没有巨大内外刺激（比如朝核局势恶化、中东格局大变等），行政当局的对外政策很可能以修补、守成为主。当务之急，恐怕是如何想办法把一位民主党候选人扶上总统宝座。惟其如此，自己的政治遗产才会保留的更久。

每一次我们集会庆祝总统就职都是在见证美国宪法的持久力量。我们都是在肯定美国民主的承诺。我们重申，将这个国家紧密联系在一起的不是我们皮肤的颜色，也不是我们信仰的教条，更不是我们族名的来源。让我们与众不同，让我们成为美国人的是我们对于一种理念的恪守。200多年前，这一理念在一篇宣言中被清晰阐述：

“我们认为下述真理是不言而喻的，人人生而平等。造物主赋予他们若干不可剥夺的权利，包括生命权、自由权和追求幸福的权利。”

在过去的200百多年里，我们做到了。

我们一起发现，自由市场的繁荣只能建立在保障竞争与公平竞争的原则之上。
