尊敬的各位团长、各位运动员、各位嘉宾、各位朋友：

Heads of Delegations, Athletes, Distinguished Guests, Ladies and Gentlemen，我们今天在这里聚会，举行庄重的升旗仪式，标志参加第五届东亚运动会的各个代表团都已莅临。我谨代表香港特别行政区政府，对大家表示最热烈的欢迎。

We gather here to witness the solemn raising of the flags of all participating teams at the 5th East Asian Games.On behalf of the Hong Kong Special Administrative Region Government, I extend the warmest welcome to all of you to Hong Kong.四年前，我们就在这奥林匹克广场举行典礼，从友邻城市澳门接过东亚运动会的旗帜。今日，第五届东亚运开幕式举行的前夕，各位参赛国家和地区的代表在这里聚首，充分象征了区内运动员与人民的友谊和团结。

It was here in this Olympic Square of Hong Kong Park, four years ago, when Hong Kong received the East Asian Games flag from Macau.Today, the presence of you here, representing all participating countries and regions, not only heralds the opening of the 5th EAG tomorrow, but also signifies the friendship and solidarity of our athletes as well as peoples in the region.东亚运既让我们通过竞技追求卓越，亦促进彼此在体育运动，以至其他方面，尤其是在文化和生活方式的相互了解。我们并举办多项文化和交流活动，让香港市民和旅客都有机会参与其盛。

The East Asian Games offer an opportunity for us not only to compete for excellence, but also to learn from each other, in sports development as well as in other fields, not least in culture and ways of life.We have also organised a number of cultural events and exchanges during the EAG so that local people and visitors can make the most of this joyous occasion.我希望藉此机会向第五届东亚运动会筹备委员会主席霍震霆先生致谢。霍先生自申办东亚运以来，一直给予我们极大支持，令筹备工作得以畅顺进行。

I would like to take this opportunity to thank Mr Timothy Fok, the Chairman of the 5th EAG Planning Committee.His enthusiasm and support has guided us from the early stage of the bidding process to now as we host the Games.经过多月的努力筹备，我很高兴向大家宣布，我们已经准备就绪，举办香港首个国际性综合运动会。最后，我祝愿各位在香港有愉快和难忘的经历，希望你们有机会抽空亲身体验香港的特色和妙趣。多谢各位。

Distinguished Guests, Ladies and Gentlemen,大家好！香港2009东亚运动会举行以来，我们一直沉浸于炽热的体育竞赛气氛之中。现在，全部比赛已经完成，留下了我们共同创造的传奇！第五届东亚运即将圆满结束，我谨代表香港特别行政区政府热烈欢迎各位出席今晚的闭幕式，我更要衷心感谢各代表团团长、运动员、随团人员、赞助商、义工以及不同岗位的所有工作人员的积极参与和支持。多谢大家！

Good evening.Since the grand opening on December 5, we have had a great time together.Tonight, the Hong Kong 2009 East Asian Games are coming to a successful conclusion.On behalf of the Hong Kong Special Administrative Region Government, I extend a very warm welcome to you for joining tonight’s ceremony.I would also like to express sincere thanks to the heads of delegations, athletes, team officials, sponsors, volunteers and those behind the scene for your participation and great support.连日来，香港市民同各地来宾一起见证了各个国家和地区的健儿在比赛中奋勇拚搏，展现了不屈不挠的斗志及良好的体育风尚，为东亚运谱写了辉煌的篇章，将竞技体育演绎为团结共融的盛会，冲破了国籍、政治、宗教及语言的隔阂。东亚运不仅成为国际体坛盛事，亦是东亚地区人民建立友谊和文化交流的平台。

Since the commencement of the Games, friends across boundaries have come together to witness the legendary moments of the Games.All our athletes have competed fairly and done their best, displaying strong determination, great perseverance and true sportsmanship.You have created the proudest moment of the Games and shown us the unifying power of sport by overriding national, political, religious and language barriers.A tremendous spirit of friendship has also been clearly evident throughout the Games.The exemplary participation of you all has promoted the

spirit of solidarity.The Games have become an important event on the international sports calendar as well as a platform for friendship and cultural exchanges across the region.我希望藉此机会向香港市民衷心致谢。市民大众的热情投入，展示了东道主的风范，与各地访客一同分享东亚运的激情和欢乐。在大家的鼓励打气、欢呼喝采声中，各地选手不断刷新东亚运纪录。传奇就是这样创造的！

The Fifth EAG is the first international multi-sports event ever held in Hong Kong.Without the concerted efforts of all parties involved, our dreams of making the Games a success could not have been realised.Together, we have opened a new chapter of the sporting history of Hong Kong as well as showcased to the world our appeal as an events capital.各位，东亚运的圣火即将熄灭，此刻，让我们诚挚祝愿，东亚友谊团结和公平竞技的精神将薪火持续，永放光芒。

Dear friends, at this moment when the flame is about to be extinguished, let us make a sincere wish.May the spirit of the Games, of friendship and sportsmanship, live on in our hearts.我们期盼四年后在天津再相聚，展现更卓越的体育风采。

The time has come for us to say goodbye to the Fifth East Asian Games.I call upon the athletes from the Region to meet again in Tianjin, China, in four years time, where once again, you will inspire and excite the world with your sporting excellence.多谢各位。

在庆祝香港回归祖国23周年系列活动启动礼上致辞

尊敬的董建华副主席、梁振英副主席，林郑月娥行政长官、谭锦球主席，各位嘉宾、各位朋友：大家上午好！

今天，是香港回归祖国23周年纪念日，也是香港国安法正式刊宪后的首个整天。香港社会各界举办“庆香港回归、贺国安立法”系列活动，表达了欢庆喜悦之情，也具有非同寻常的宣示性、标志性意义。

今天庆祝香港回归，我们为23年来香港“一国两制”的成功实践而感到自豪。从回归那天起，香港结束了自己150多年的屈辱历史，走上了与祖国内地共同发展、永不分离的宽广道路。回归前，香港长期处于英国殖民统治下，政治上香港同胞只能做“二等公民”，在根本上没有民主权利可言；经济上英国从香港攫取大量利益，公开资料显示，从1950年到1997年，仅驻港英军军费一项，香港就负担了221亿港元。回归后，政治上香港同胞成为特别行政区的主人翁，享有比历史上任何时候都更广泛的民主权利和自由；经济上中央政府不仅没有向特区征税，没有让特区负担一分钱驻军费用，而且还推出一系列惠港政策，支持香港发展，帮助香港成功抵御两次国际金融危机的重大冲击。无论当年抗击“非典”，还是这次阻击“新冠”，祖国内地始终尽力保障着香港急需的医疗和生活物资供应。事实证明，中央真诚为香港好，为香港同胞好，对香港整体利益和香港同胞根本福祉抱有最大关切。

今天庆祝香港回归，我们为有国安法守护香港“一国两制”而备受鼓舞。“一国两制”体现了中国共产党人的政治智慧和博大胸怀，是中华民族对世界文明的独特贡献。作为一项前无古人的开创性事业，也需要在实践中不断丰富和发展。

去年发生的修例**，暴露出香港在维护国家安全上存在巨大风险，使香港“一国两制”遭遇前所未有的严峻挑战。鉴此，全国人大常委会依据宪法和基本法制定香港国安法，是对“一国两制”制度体系的有力加固和完善。对于那些危害国家安全的极少数人来说，这部法律是高悬的利剑；对于绝大多数香港居民包括在港外国人来说，这部法律是保障其权利自由和安宁生活的“守护神”。随着时间的推移，我们会越来越清楚地看到，香港国安法的公布，是香港由乱到治的重大转折点，是香港“一国两制”实践的重要里程碑。

今天庆祝香港回归，公文中心网整理，我们为广大香港同胞坚守“一国两制”初心而充满感动。香港国安法得到了包括香港市民在内的全国人民的支持和拥护。这段日子里，公文中心网整理，各界人士通过媒体发声、街站签名、网络留言、“快闪”唱国歌等方式，汇聚“撑国安立法，保一国两制”的最强音。“撑立法”签名行动，短短8天时间就收到了292万个签名。这充分证明，香港国安立法是民心所向、众望所归；坚持“一国两制”是香港社会的最大公约数，是广大香港市民的共同心愿。香港国安法落地实施，国家安全、社会安定、港人安宁，香港这个家一定能走出困境、重新出发、赢得未来。

各位嘉宾、各位朋友！

青山遮不住，毕竟东流去。我们前进的道路上难免会遇到各种风险挑战，但历史车轮滚滚向前，任何势力都阻挡不了中华民族伟大复兴的历史大势，任何困难也阻挡不了“一国两制”伟大事业的前进步伐。让我们祝福祖国，祝福香港！

Following is a speech by the Chief Executive, Mr Donald Tsang, at the launching ceremony of the Hong Kong 2009 East Asian Games 100-day Countdown-cum-Torch Relay held at the Kowloon Park Piazza this afternoon(August 29, 2009):

各位嘉宾、各位朋友：

Distinguished guests, ladies and gentlemen,相信大家和我一样，对于去年香港参与奥运圣火传递，以及协办奥运马术项目时的盛况，仍然记忆犹新。今年，我们再接再励，主办另一项大型体坛盛事──「香港2009东亚运动会」。适逢今年是中华人民共和国建国六十周年，一息间展开的火炬接力，将具有双重意义，为庆祝国庆和迎接东亚运揭开序幕。

This year marks the 60th anniversary of the founding of the People's Republic of China – a significant milestone for our nation.Adding to the festivities, Hong Kong will host the 2009 East Asian Games in December.That makes today's Torch Relay doubly significant – it is both a celebratory event for the National Anniversary and a prelude to the Games.过去几十年，国家发展取得显著成就。去年北京成功主办奥运，便是其中一个有力证明，香港亦有幸参与其中。今年十二月，香港特区将首次以东道主身份，主办东亚运这项国际大型综合运动会。这将是历来最大规模的东亚运动会，预计有近3,000名来自东亚9个地区及国家的体坛精英，竞逐22个运动项目、共262项赛事的金牌。

Over the past sixty years, our nation has made remarkable strides in many areas including the economy, science, culture and sports.The Beijing Olympics last year – with Hong Kong as a co-host city – was a resounding success.Hong Kong will rise to the challenge again by hosting the largest ever EAG.Close to 3 000 athletes from nine countries and territories will compete for 262 gold medals across 22 sports.虽然赛事的规模不能与北京奥运相比，但我相信过程一定会同样精采。我希望全港市民把握这个机会，向来港访客展示我们好客之道；特别是年青人，我鼓励你们尽情投入这项国际盛事，促进香港与东亚地区的体育和文化交流。
