奥巴马与“布什主义”若即若离、弄巧成拙

伦敦《经济学家》杂志掀起一阵关于诺贝尔和平奖金获得者奥巴马向利比亚动武,以及所谓“奥巴马主义”的讨论。但时下美国左派反战者众多,右派赞成动武者无意为奥巴马镀金、还专找他的漏洞,关于“奥巴马主义”的讨论在美国成不了气候。
奥巴马是列宁名言“事物是对立统一”的典型。他以非洲穆斯林、“反殖民主义者”后裔(他自己书中表明的)的身份主宰全球称霸成性的美国政治外交既了不起又十分尴尬。他当美国总统可谓生不逢时,四方八面遇到西方神话的“人狼”(werewolf),需要“银弹”(silver bullet)才能脱离危难。两年多来,奥巴马政权搜寻内政方面的“银弹”已经绝望,最后只能到外交领域孤注一掷。
奥巴马重拾布什衣钵?
鉴于右派政敌无情抨击他缺乏勇往直前的领袖气质以及美国在国际舞台丧失领导地位,鉴于中东北非“民主”浪潮汹涌澎湃,鉴于多事之秋的许多政权都是美国的关键盟友,又鉴于容易开刀的卡达菲失道寡助,奥巴马突然由国际和平鸽摇身一变而成为利比亚上空的凶鹰,现在的美国总统和三年前竞选时以“和平卫士”身份频频击败政敌的奥巴马判若两人,一步登天的他现在滑落到拾起前总统布什卸掉的“人道帝国主义”(Humanitarian imperialism)衣钵的可怜地步。
行家认为,是三名女将造成奥巴马这种巨变,她们是:国务卿希拉莉、美国驻联合国大使苏珊·莱丝和奥巴马多年好友与身边智囊帕娃尔Samantha Power(以她2003年的《地狱中的大问题:美国与灭种屠杀时代》(A Problem from Hell: America and the Age of Genocide)的畅销书一鸣惊人的年轻政治学者)。
三名“红衣女侠”使缺乏复杂政治经验的奥巴马蹩脚地玩弄“巧实力”(smart power)。
先是奥巴马到利比亚大打出手后粉饰太平,不承认“战争”发生,白宫对利比亚战事的形容词是:“有活力的军事行动”(“kinetic military action”),令《华盛顿时报》于3月26日发表以“奥巴马的‘战争论’出击——其政府企图逃避明显事实”(Obama's War on“War”——Administration tries hard to dodge the obvious)为题的社论。印度《先锋报》也在同一天刊出题为“诺贝尔和平奖金得主的战争”的署名文章,回应玻利维亚总统莫拉莱斯艾玛与俄国杜马(国会)副主席日里诺夫斯基等人公开要求挪威诺贝尔委员会收回2009年发给奥巴马的“和平奖”。
继而奥巴马无法躲闪,于是在3月28日晚到华盛顿国防大学发表28分钟的精辟讲演,其内容实质与布什在后“九一一”时代发表的、被称为“布什主义”的好战言论十分相似,只不过没有布什那种“牛仔”蛮气而已。
客居纽约的华人女作家张月如在4月1日《人民网》专栏中认为奥巴马这一讲话“标志着一个历史时刻的开始——奥巴马主义的成形”,她说奥巴马空袭利比亚实质上和布什“单枪匹马攻打伊拉克”没有不同,只是在“外交包装”上“近乎完美”而已;又说,“奥巴马主义的精髓”就是强调国际多边合作。利比亚行动难以自圆其说
如果说过去两年来存在着“奥巴马主义”的话,他3月28日的讲话正是对“奥巴马主义”宣判死刑。这篇讲话不但存在着逻辑思维的矛盾,更是漏洞百出。它说“鉴于军事行动的危险与代价”美国不会“贸然动武去解决世界的诸多挑战”,却又强调在“利益与价值观念处于险境”时“有责任行动起来”。
他说:“我已经清楚地宣布,我会毫不犹豫地快速地、斩金截铁地、单独地使用军事力量来保卫我们的人民、我们的祖国、我们的盟友以及我们的核心利益。有时候,虽然我们的安全并不直接受到威胁,但我们的利益与价值观念是受威胁的。”又强调必须“见义勇为”,更说出“摒弃美国作为领袖的责任,特别是我们对人类的责任就等于背弃我们自己”,与布什奉上帝之命到全球“推广自由”异曲同工。
奥巴马这些豪言壮语和他说的美国在伊拉克曾经“误入歧途”以及“如果我们企图用武力推翻卡达菲政权,我们的同盟就会分裂。我们就必得使用地面部队,或者从空中杀害平民。对我们青年男女的危险就会更大。代价也会更大”摆在一起,人们就不知道他是“鹰”还是“鸽”了。美国言论有人说奥巴马和布什都是“自鸣得意的道德主义”(smug moralism)的一丘之貉。
奥巴马口中美妙言辞不符合地面形势发展,他讲演中洋溢的“制止屠杀利比亚平民”的热情与射到利比亚的美国火箭毒焰背道而驰。从美、英、法动武的第一天开始就看不到卡达菲部队对平民开火,而是干预者猛烈打击卡达菲的军事力量(美国国防部估计已损失四分之一),等于片面帮助利比亚内战的一方。
在某些战斗地点,是反卡达菲的叛军“屠杀”分到武器后守卫领土的挺卡达菲的平民,美国官员透露:“我们在幕后与叛军进行艰难的工作,避免为了保护平民而打击叛军”。奥巴马偏袒叛军也引起人们忧虑,他们中不乏反美“圣战”极端主义者,国防部长盖茨坚决反对美国为他们提供武器。
上自盖茨、下至各级指挥的美国军方一直反对这次动武是人所共知的,美国情报部门埋怨奥巴马不先弄清利比亚内乱的性质、不认真考虑军事介入的后果、不明确军事行动的具体目标、不考虑退场战略就贸然行动。与军方及情报部门来往密切、素有鹰派形象的《华盛顿时报》对这次动武批评得特别响亮即是旁证。
该报4月1日署名文章说奥巴马外交的主要目的是为包括作为西方帝国主义受害者的穆斯林世界的“国际群体”服务,结果会令人看衰美国领导地位,“奥巴马的反美国主义只能引起我们亲密朋友与致命敌人的藐视”,因为这世界谁也不敬重软弱。

“奥巴马主义”正式出炉

5月28日,在西点军校的毕业典礼上,美国总统奥巴马发表了一篇特殊的毕业致辞。通过这篇毕业致辞,奥巴马回应了一段时间以来国内外对美国外交政策的质疑和批评,回答了“如何保持美国的领导力”这一核心问题,向世界全面阐释了他的外交政策理念。美国媒体对这篇演讲的内容毁誉参半,对奥巴马为外交政策而做的辩护褒贬不一。然而,各大媒体对这篇演说的重要性却是众口一辞,认为它集中反映了奥巴马的外交政策思想,标志着“奥巴马主义”的正式出炉。
美国外交寻求“中庸之道”
奥巴马在演讲中指出,美国的外交战略一直受两种思想支配:一种是“干涉主义”,一种是“孤立主义”。孤立主义者从现实利益角度出发,认为美国不该介入叙利亚、乌克兰或中非的冲突。“经过代价高昂的战争和国内不断的反战宣传,这种观点已经被很多美国人接受”。而干涉主义者则认为美国不能对这些冲突视而不见,否则美国自身会走向灾难。在他们看来,美国在世界各地使用武力,是世界免于战乱的最后保障。“面对叙利亚的暴政和俄罗斯的挑衅,美国如果不采取行动,不仅违背了我们的良知,而且会招致未来日益升级的侵略行动”。
“奥巴马主义”则吸取了小布什时代的教训,选择在“孤立主义”与“干预主义”中间寻找新的平衡。小布什时期,美国将“干涉主义”发挥得淋漓尽致,他选择绕过联合国发动了两场战争,用坚决的军事打击回应“基地”组织的挑衅。然而,许多年过去了,伊拉克和阿富汗依然动荡不安,美国却因巨额的战争花费而负债累累。正如奥巴马所说的那样:21世纪的美国孤立主义并不是可取的方案,但是,在海外争取和平与自由、保障美国利益并不意味着在任何问题上都需要采取军事手段。自第二次世界大战以来,美国所犯的一些代价最高昂的错误都不是因为采取克制态度,而是因为没有认真考虑后果就匆忙进行军事冒险。奥巴马认为:美国必须一如既往在世界舞台上发挥领导作用。但是,美国的军事行动不能成为我们在每个场合发挥领导作用的惟一因素——甚至不是最基本的因素。“不能因为我们有最优质的榔头,就把每个问题都当成钉子”。
“奥巴马主义”还体现在以下四个方面。首先,提高出兵的门槛。若地区热点问题不对核心利益(美国公民、国土、生活方式)构成直接威胁时,必须动员盟邦和伙伴采取集体行动,扩展干预方式,如采取深度外交、制裁、国际法等手段;在正当、必要和有效的情况下,采取多边军事行动。其次,调整打击恐怖主义的战略,改变军事干预的传统做法,与国内有恐怖主义基地的某些国家进行有效的伙伴合作。第三,严格维护国际秩序,美国需要以身作则地发挥领导作用,尊重国际组织和国际法的权威,降低美国维护国际体系稳定的制度成本。最后,美国将更多地运用非军事手段推广民主、保护人权。
美国大战略依旧“迷失”
“奥巴马主义”主张慎用武力,运用结盟、国际法、经济制裁和外交孤立等多种非军事手段实现外交目的,体现了美国政府对两场战争的反思,具有一定的积极意义。这些内容从2011年奥巴马为在利比亚实施军事干预而进行辩护的演讲中也能找到,因此诸多媒体评价此次演讲“毫无新意”。但若换个视角,从奥巴马西点军校的演讲中去寻觅美国未来两年的战略规划布局,不难看出其中诸多的矛盾与问题——美国既想要“当老大”,又不愿承担过多义务;既想要维护国际秩序稳定,又把中国、俄罗斯等新兴大国群体视为威胁。奥巴马虽然只字未提“亚太再平衡”,却多次点名批评中国和俄罗斯,其“大战略”依然逻辑混乱,缺乏操作性。
很多美国学者将“奥巴马主义”与“尼克松主义”做类比,两者确实存在相似之处,如都对战争进行反思,都在收缩全球义务,都希望“充分发挥盟友体系”来实现集体安全,都支持盟友发展军事力量以自卫。但两者一个很显著的不同是,“尼克松主义”有配套的大战略而“奥巴马主义”没有。在越南战争之后,尼克松和“战略设计大师”基辛格都认为,美国在海外动武的能力下降了,因此降低了争霸的调门,着手缓和与苏联的紧张关系,并通过中美“握手”改变了全球格局,使自己能够在海外力量收缩的大背景下保持战略主动权。但奥巴马却截然相反,一方面不愿意承认美国力量的衰退,继续高调地宣扬“必然领导世界”的理论,给自己“戴高帽”;另一方面从未努力缓和同潜在对手的紧张关系,继续通过给对手“穿小鞋”激化大国矛盾。而事实上,缺少了俄罗斯的合作,美国在叙利亚问题上无法取得突破;缺少了中国配合,美国在施压朝鲜方面也难以取得进展;少了俄罗斯参与的“G7”已沦为西方自娱自乐的工具;没有中国参加的TPP(跨太平洋伙伴关系)更像是松散的政治联盟而非区域一体化机制。美国的战略导致中国和俄罗斯更加亲近,两国能源大单的签署给美国液化天然气出口亚洲的前景蒙上了阴影。伴随亚信峰会召开,一个崭新的亚洲集体安全机制正在形成:一个以中俄战略合作为龙头、基于陆权的新型伙伴体系和美国基于海权的盟友体系“分庭抗礼”,削弱了美国在亚洲安全事务上的影响力。而美国加强对日承诺、煽动越南反华的做法实则是在“制造冲突”而非“化解冲突”,只会使自己在热点问题上越陷越深,离卷入军事对抗越来越近。可以说,缺乏大战略支持的“奥巴马主义”只是一个政治口号,只会加剧当前美国外交进退两难的窘境,难以实现“休养生息”、“左右逢源”的目的。
只是推卸责任的一个幌子
提出“奥巴马主义”的精巧之处在于:它既否定了前任总统的外交战略,又迎合了当下美国民众的反战情绪,对即将到来的中期选举有利;既想摆脱战争的束缚与沉重的安全责任,又想为自己收获一个全球领导者的好名声,还能为近期一系列外交不作为开脱。
共和党鹰派人物约翰·麦凯恩认为,“奥巴马主义”会向外界表明“美国不可信、不愿意扮演领导角色”。“美国正在不惜代价地寻求撤退”,美国布鲁金斯学会专家迈克尔·奥汉隆对美国当前的战略态势忧心忡忡,“我们恰恰在最后一个阶段失去了冷静”。近日伊拉克局势的突然恶化就是最好的例证。极端武装势力“伊拉克—黎凡特伊斯兰国”的残暴行径让奥巴马颜面尽失。而具有讽刺意味的是,奥巴马在不久前的一次演讲中还宣称“后萨达姆时代的伊拉克是中东政治现代化的典范”。
伊拉克今天的乱局是美国11年来对伊拉克政策所产生的叠加效应。首先,美军攻打伊拉克后,强力打击萨达姆逊尼派,打破了该国原有的政治力量平衡,导致逊尼派反政府势力的发展;其次,美国撤军时,伊拉克安全局势并不稳定,暴恐事件频发,重建进程困难重重,而美国对此并不关心;再次,突然撤军造成伊拉克军队士气低落,本土部队未经受良好训练,难以应对复杂的安全问题,给恐怖分子大开了方便之门;最后,美国支持叙利亚反对派,导致其和伊拉克逊尼派反政府势力结合,力量不断壮大,美国虽已察觉,但听之任之,最终自酿苦果。根据英国《每日邮报》6月14日报道,英国前首相布莱尔在接受采访时表示,奥巴马需要为今天的伊拉克乱局负责,**的根源就在于奥巴马不顾形势发展,急于结束战争。这些批评无疑给了“奥巴马主义”一记响亮的耳光。
在西点军校的演讲中,奥巴马骄傲地宣称,美国必须领导世界,然而,一个全球领导者首先应是一个负责任大国。发动一场错误战争的美国不仅需要检讨其外交战略,更需要为战争的后果负责。打着“奥巴马主义”的幌子一走了之,不仅给恐怖分子留下了发展的温床,给国家安全带来更大风险,还会有损于美国对外干预的“正义性”和国际形象。打着反恐、支持民主人权旗号制造了一个个乱局的美国理应收拾残局。只有切实负起责任,美国民众才能真正理解减少单边军事行动的必要性,美国才能在介入地区热点问题上更加审慎和理性。

transformed.Our nation is equipped with new tools to monitor the terrorists’ movements, freeze their finances, and break up their plots.And with strong allies at our side, we have taken the fight to the terrorists and those who support them.Afghanistan has gone from a nation where the Taliban harbored al Qaeda and stoned women in the streets to a young democracy that is fighting terror and encouraging girls to go to school.Iraq has gone from a brutal dictatorship and a sworn enemy of America to an Arab democracy at the heart of the Middle East and a friend of the United States.There is legitimate debate about many of these decisions.But there can be little debate about the results.America has gone more than seven years without another terrorist attack on our soil.This is a tribute to those who toil night and day to keep us safe — law enforcement officers, intelligence analysts, homeland security and diplomatic personnel, and the men and women of the United States Armed Forces.Our nation is blessed to have citizens who volunteer to defend us in this time of danger.I have cherished meeting these selfless patriots and their families.And America owes you a debt of struggle between two dramatically different systems.Under one, a small band of fanatics demands total obedience to an oppressive ideology, condemns women to subservience, and marks unbelievers for
