Consul General Camp’s Remarks at Anniversary Reception
Ambassador Sha Hailin, Ladies and gentlemen, distinguished guests,
It is a great pleasure to welcome you this evening to help us celebrate the 30th anniversary of the U.S.Consulate General's re-opening in Shanghai. Having had the pleasure to work briefly at the Shanghai Consulate in 1984 when my husband and I were both assigned to the US embassy in Beijing, I am constantly struck by all that has happened in the intervening years. So when I discovered in my office the guest book and invitation list from the reception that formally opened the consulate in April 1980, I began to consider how to commemorate the accomplishments of this consulate over the past 30 years.
The French, Polish, and Japanese Consul Generals, who formed the Shanghai diplomatic corps at that time, were also invited to our reception in 1980.Tonight we've invited their successors, as well as the UK consulate, which kept possession of items from the US consulate when we closed in 1950.One is the 48-star flag that flew over that building;it now hangs on the wall here in our current consulate office building. I want to recognize the presence of several members of our local Chinese staff who have served with distinction for more than ten years;we thank them for their contributions to the US-China relationship. We're also delighted to have with us the jazz band from the Shanghai American School, which got its own restart in the 1980s here on the consulate grounds. Many thanks to the students for entertaining us tonight.
Thirty years ago, when we re-opened our consulate in Shanghai after a 30-year absence, China faced an uncertain future. The country had just emerged from a decade of enormous social, economic and political upheaval. And Deng Xiaoping’s “reform and opening up” was still untested.Since then, China’s commitment to a policy of engagement with the world has proved tremendously beneficial and contributed to the prosperity and stability of the last 30 years.30年前,我们在闭馆30年后重新开放上海领馆时,中国正面临着一个不确定的未来。
Thirty years ago, the flow of people between our two countries was extremely limited;during our consulate's first year we issued 1,583 visas. In contrast, last year we issued over 159,000 visas to Chinese citizens traveling to the United States for business, tourism and to study. You can see from the timeline we have put together how this growth in visas punctuates our history, even as we have had the honor of hosting every US president over the past 30 years.30年前,我们两国之间的人员走动是极为有限的。
While tonight we are celebrating the 30th anniversary of the reopening of the consulate in Shanghai in 1980, I want to point out that the US has had a consulate in Shanghai since 1844.We are proud to be part of Shanghai’s past and present and look forward to our role in Shanghai’s future.
I believe that the soon-to-open USA Pavilion at the Shanghai Expo is the perfect launch pad for the next 30 years of our consulate. The pavilion, like our consulate, represents the spirit of US-China partnership. We look forward to sharing America's story with visitors to the Expo.
I am particularly pleased that we will have Mandarin-speaking US college students working as guides at the pavilion. These “Student Ambassadors” will provide a human touch to our presence, giving millions of Chinese visitors the chance to meet an American close-up.The students themselves are going to have an incredible experience and I can well imagine that a number will later end up in China careers, maybe even working at this consulate.
In the midst of all our focus on the Expo, preparing for this anniversary gave us a welcome chance to look back at what we have accomplished in the past 30 years.Remembering the past is a guide to the future.Choosing a few events to put on our brief timeline was not easy--a true accounting of every significant event that this consulate has been part of would stretch around the building.
Looking back at our past, and looking at what lies ahead in our future, has been a great source of pride and encouragement. As Ambassador Huntsman loves to remind us : “hu xiang bang mang, hu xiang xue xi, gong tong jin bu”.I am proud to say that this consulate has been living that credo for 30 years;I am confident we will continue to carry it out in the coming decades.
Thank you and please join me in a toast to the next 30 years of our relationship.

Speech by Ambassador Liu Xiaoming
at the Reception to Celebrate the Opening of 2010 Shanghai World Expo Chinese Embassy in the UK 30 April 2010
Mr Ian Pearson, Economic Secretary to the Treasury, My Lord Mayor, My Lords, Ladies and Gentlemen,
In about 15 minutes, the 41st World Exposition will open in Shanghai.I would like to thank all of you for coming to the Chinese Embassy to share this exciting moment with us.
Britain is home of the World Exposition. In 1851, The Great Exhibition of the Works of Industry of All Nations was held in the Crystal Palace – and was the first ever World Expo. China's participation in the Great Exhibition was a big success. This success was captured by British artist Henry Selous, who included a Chinese merchant in the painting 'The Opening of the Great Exhibition', and by the Illustrated London News, which included the Chinese booth in its seven-metre-long panoramic illustration of the event. But to round off the successes, Shanghai merchant Xu Rongcun won a medal for 12 packs of Huzhou silk, which he had sent by post. 159 years and 40 World Expos have passed since then. The Expo has grown in scale and influence, taking forward technical innovations and bearing witness to human progress. From ice-cream cones, bottled water and electric lamps, to lifts, cars and aircraft, – all of these have emerged from Expos to become part of our daily lives.
The themes of the Expo have also evolved, moving gradually from industrial strength, scientific and technological breakthroughs to where they are today, thinking about the future and the need for a harmonious coexistence between man and nature.
This is the first World Expo held in a developing country, and is another major global gathering in China following the Beijing Olympics back in 2008.It will be another close contact between China and the rest of the world in a 184-day long dialogue between nations. It will enable China to understand the world better and help the world to know China and Shanghai more and help foster greater friendship among the people. In the eight years of preparations for this Expo, Shanghai and in fact all of China has been working hard to stage a successful, splendid and memorable Expo.We have drawn upon the wisdom and experience of participating nations and groups, to ensure its success.--上海世博会是规模空前的一次全球盛会,将以最为广泛的参与度载入世博会史册。
The Shanghai Expo will be the largest to date, with 246 countries and international organizations taking part and 13,000 journalists covering it.During the Expo 188 National Days and 39 Honorary Days for International Organizations will be observed.Along with over 20,000 cultural events, it is expected to attract 70 million visitors, three and a half million of which will be coming from overseas.--上海世博会是对人类发展的思考,对城市未来的探索。
Under the theme of Better City, Better Life, the Shanghai Expo represents a reflection on building cities for the future. As Aristotle said, “People come to cities for a living, and live in cities for a better life.” Cities have brought better life for people, but they have also bred population explosion, traffic congestion, environmental pollution, resource depletion and friction between cultures.
The Shanghai Expo seeks to embody green, environmentally friendly and low carbon life in the cities. The participating countries and international organizations will fully demonstrate their achievements in urban development and share their experience in municipal management, by promoting new models for human habitation, life and work.--上海世博会是中国与世界的又一次近距离接触,是一次长达184天的文明对话。 As the largest economic centre in China, Shanghai is an example of successful development following 32 years of reform and opening-up.The Chinese Pavilion Crown of the East showcases 5,000 years of the Chinese civilization. But the two million municipal and 200,000 expo volunteers are without doubt the best advertisement for the city. And Expo Families will provide a unique opportunity for visitors to mingle with the ordinary citizens and appreciate their local culture.
We hope that the Expo will present to the world a true and objective insight into dynamic China, a China that stands for peaceful development and mutual benefit achieved through cooperation among all nations.--上海世博会是推进中英经贸和科技合作的机遇,是促进中英相互了解、增进两国人民友谊的平台。
The Shanghai Expo provides an opportunity for closer trade and investment ties between China and the UK, along with greater scientific and technological cooperation. The British Pavilion, known as the Pavilion of Creativity, or the Seed Cathedral, has been given the interesting name of Dandelion by Chinese internet users. Both the architectural design and interior decoration of the Pavilion have shown extraordinary creativity and demonstrated Britain's rich experience and vision.
The British government, business and society at large have taken an active part in the Shanghai Expo.I am also told that there will be more than a hundred events involving British businesses during the Expo, including:---the Financial Week,---Creative Industry series,---And Science and Innovation Workshops, along with a rich variety of cultural and technological shows.
Rebecca Miller, a 20-year-old British girl from Newcastle, who now lives in Shanghai and hosts Learning Chinese in Fun on local TV, was full of expectations about the Shanghai Expo. She said, “Many people from my hometown have never been in China.I really hope they will come and see it during the Expo.”
This is also what we hope and look forward to.The 2010 Expo is for Shanghai, for China, but more importantly it is an Expo for the world.
I hope that between now and the 31 October, you will have the chance to visit the Expo, to get to know Shanghai, get a taste of China and know more about the world. Thank you.
Establishing an American presence at this Expo worthy of our great country was quite a journey.
There is a poem from the Southern Song Dynasty that reads: “After endless mountains and rivers that leave doubt whether there is a path out, suddenly one encounters the shade of a willow, bright flowers and a lovely village.” Well, I am very pleased that we have finally arrived at our lovely village.
This was a real team effort, a partnership that brought together our government, the private sector, the Chinese-American community, and so many friends and supporters. So, let me offer a few thank-yous.
To Ambassador Jon Huntsman and Consul General Bea Camp, and all the men and women of the U.S.Mission in China, we thank you.
To Ken Jarett and the board, staff, and volunteers of the USA Pavilion, including our student ambassadors who represent not just the welcoming spirit of our Pavilion, but the openness of our country. And to Ambassador Elizabeth Bagley and her deputy, Kris Balderston, and our corporate partners--your generosity and commitment has made all of this possible. And I am very grateful to each and every one of you.
And finally, I want to express our deep appreciation to our Chinese hosts. It is a great honor to have with us Ambassador Zhang, Vice Foreign Minister Cui, Vice Finance Minister Li, and Vice Mayor Tang here with us this evening.Earlier today I had the privilege of visiting the China Pavilion, with its sweeping panorama of a great nation. The ancient Riverside scroll, which depicts another period of dramatic change and development, has been transformed through the magic of technology into a vivid symbol of the new China. This entire Expo, the largest in history, is a testament to the hospitality and energy of the Chinese people. And all around us we see that the glory of the past is matched by the dynamism of the present and the promise of the future.
The shape of that future depends, to a significant degree, on the evolving relationship between the United States and China. If our relations are defined by win-win solutions rather than zero-sum rivalries, we will thrive and prosper together. Now, we may not always agree on every issue, but we should seek and seize opportunities such as this Expo to build greater understanding between our peoples.
This USA Pavilion embodies many of the qualities that make my country a vibrant and prosperous nation: innovation, sustainability, diversity, the free exchange of ideas. And it is a model of environmental responsibility. And I am proud to announce that the Pavilion will be carbon neutral for the entire duration of the Expo.
700,000 people have already visited this pavilion. And one of the most moving displays is the tribute to the millions of Chinese Americans who have contributed so much to the cultural and economic development of the United States. From Yo-Yo Ma to I.M.Pei to Commerce Secretary Gary Locke and Energy Secretary Chu, Chinese-Americans have achieved great success in business, government, the arts, sciences and sports. And, to that end, I was pleased to hear that the Buffalo Bills have recently drafted the first Chinese-American to play in the NFL.
But we also celebrate those Chinese-Americans whose names are not well known to us.And thousands have sent photographs and testimonials documenting the Chinese experience in the United States. And it represents a true pageant of American life.
I.M.Pei, the great architect who built the John F.Kennedy library in Boston, along with many other notable buildings, said that he hoped people who went to the Kennedy Library experienced “revived hope and promise for the future.” And I believe all of us can see that hope and promise here, in Shanghai. And we have already been entertained by some of the young people who represent the future.I want to thank the Shanghai Music Conservatory string quartet that played for us during the reception. We are going to be hearing from the Parker Ossel Folish(ph)Trio, who will be playing during dinner. These are three young Americans who make their home here, in Shanghai. And then, after dinner, we will be entertained by an extraordinary group of young talent from California State University Northridge and Shanghai Normal University, who have joined forces to present a singing tribute called “Meet Me at the Expo.”
(Meet Me at the Expo)。
Thank you again to everyone who helped to make this evening and this pavilion possible. You have enabled me to sleep through the night once again.Thank you all very much.
