今天，我非常高兴出席“中非教育部长论坛”的开幕典礼。首先，我谨代表中国商务部向不远万里来华参加“中非教育部长论坛”的各位非洲国家教育部长和其他政府官员表示热烈的欢迎，对各国驻华使节应邀参加今天的典礼表示诚挚感谢，对论坛的开幕表示衷心的祝贺。

It is my pleasure to observe the opening of the Sino-African Education Minister Forum today.On behalf of the Ministry of Commerce of China, I would like to extend warm welcome to education ministers and other African government officials, who have travelled all the way to China for this Forum.I also like to extend my sincere thanks to ambassadors and other diplomats present here today, and my congratulations on the opening of the forum.此次“中非教育部长论坛”由中国教育部与中国外交部.商务部联合举办，是“中非合作论坛”重要后续行动之一，也是在“中非合作论坛”框架内开展教育多边合作的一种新尝试，意义重大。借此次论坛契机，我们相互交流和学习，必将加深了解，增进友谊，进一步发展中国和非洲国家在教育领域的友好合作。

Co-sponsored by the Ministry of Education, Ministry of Foreign Affairs and Ministry of Commerce of China, the Sino-African Education Minister Forum is one of the important follow-up activities of the China-Africa Co-operation Forum.It is also a new attempt to have multilateral education collaborations under the framework of the China Africa Co-operation Forum, and therefore bears great significance.We shall take this opportunity to exchange ideas and learn from each other, enhance mutual understanding and friendship, and further develop the friendly co-operation between China and African nations in the field of education.各位来宾，女士们，先生们，朋友们，Distinguished guests, ladies and gentlemen, friends，今年九月，胡锦涛主席在联合国发展筹资高级别会议上代表中国政府宣布了五项重大举措，包括给予39个最不发达国家部分商品零关税待遇.免除重债穷国对华债务.提供100亿美元优惠贷款.增加对非洲国家援助和扩大人力资源开发合作等，充分体现了中国政府进一步加强同发展中国家特别是用非洲国家友好关系的良好愿望。

In September this year, President Hu Jintao announced five major measures at the Meeting on Financing for Development of the UN Summit, including measures to accord zero tariff treatment to certain products from the 39 LDCs, cancel debts for poor and heavily indebted countries, provide $10 billion dollars of concessional loans, increase aids to African nations and expand cooperation in human capacity building.This fully reflects the goodwill of the Chinese government to further enhance the friendly relations with other developing countries, especially African countries.中非友谊源远流长，我们为拥有众多的非洲朋友感到无比骄傲和自豪。五十多年来，我们十分重视同非洲国家间的经贸关系，与非洲53个国家和地区建立了经贸联系。2000-2004年中非贸易平均增长率达到38%，中非贸易趋于平衡。中国对从非洲最不发达国家进口的部分商品实施的免关税待遇，有力地促进了非洲国家向洲国的出口。同时，中国政府将继续和非洲国家一道为争取更加公平.合理的国际贸易环境而努力。

China and Africa share a time-honoured friendship.We are extremely proud to have so many African friends.Over the past five decades, we have placed high priority on developing trade and economic relations with African countries, and established trade and economic links with 53 countries and regions in Africa.From 2000 to 2004, Sino-African trade had been growing at 38% a year and moving toward balance.The zero tariff treatment China practices on certain products from the African LDCs has effectively promoted African countries’ exports to China.At the same time, the Chinese government continues to work with African countries in a bid to seek a more equitable and rational international trading environment.近50年来，中国政府在力所能及的情况下，向非洲国家提供了各类援助，先后承担了800多个成套项目，涉及工业、农业、教育、医疗卫生、交通运输、广播通讯、水利电力、基础设施等各个领域。同时，还向非洲国家提供了大量的物资援助和技术援助，培训了大批技术和管理人员。在2000年中非合作论坛第一届部长级会议上，中国政府宣布减免非洲国家部分债务，2003年在论坛的第二届部长级会议上，中国政府又宣布在3年内为非洲培训1万名人才。截至今年10月底，我已培训约7500名非洲国家人员。

Over the past 50 years, the Chinese government has provided, as far as its capacity allows, all types of assistance to African countries, contracted more than 800 complete plant projects, covering areas such as industry, agriculture, education, healthcare, transport, broadcasting and communications, hydropower and electricity, and infrastructure.At the same time, it has also provided a huge amount of material and technical assistance to Africa, and trained a large number of technical and administrative personnel.At the first Ministerial Meeting of the China Africa Co-operation Forum in 2000, the Chinese government announced to reduce and cancel part of African countries’ debts to China.At the second Ministerial in 2003, the Chinese government pledged that it would train 10, 0000 people for Africa over the next 3 years.By the end of October this year, we have trained approximately 7,500 people for African countries.中国政府一直积极鼓励有实力的和有信誉的中国企业到非洲开展务实合作，投资兴业，实现互利双赢。同样，我们也愿意和非洲朋友们一起交流在吸引外资.建设经济技术开发区方面所取得的成功经验和失败教训。

The Chinese government has always been proactively urging competent and creditworthy Chinese enterprises to Africa for substantive co-operation, investment and conduct of business.By the same token, our African friends are welcome to share with us their experiences and lessons relating to FDI attraction and the build-out of economic and technological development zones.中非双方在经济上有很大的互补性，双方要积极探讨多样的合作方式，丰富合作的内容。中非双方不仅要加强基础设施建设和人力资源开发等传统领域的合作，而且要积极寻求在金融.科技等领域的合作。

There is strong economic complementarity between China and Africa.The two sides shall actively explore and seek diversified ways of co-operation and enrich this co-operation.We shall actively build this cooperation beyond traditional areas such as infrastructure and human resource development to more areas like finance, science and technology.各位来宾，女士们，先生们，朋友们，Distinguished guests, ladies and gentlemen, friends，中国和非洲大部分国家的教育发展总体水平仍然比较落后，双方肩负着共同的发展任务，面临着共同的挑战和机遇，中国和非洲各国在教育领域的合作有着广阔的发展前景，并取得了一定的成绩。此次论坛的举办将为中非双方提供新的交流空间，提供更为广阔的视野。

Education in China and most African countries is still relatively underdeveloped.We therefore face a common task of development, and common challenges and opportunities.China and Africa share broad prospects in education co-operation and have made a number of achievements.This Forum precisely provides new space for note-comparing between the two sides and broadens our horizon.我们坚信，在中非双方领导的关怀下，在中非政府.企业和各界人士的努力下，此次论坛必定收获丰硕的果实，并祝愿各位部长、官员在华期间身体健康，生活愉快。

多年来魏雪女士置身于慈善事业，是公认的慈善代表，今日魏雪女士出席首届中国慈善论坛，本届论坛致力于建立一个具有广泛社会影响力的慈善价值传播平台，促进专业交流与合作。魏雪女士作为慈善的代表发表致辞。她表示做慈善就是在传递幸福，她会将慈善的精神与观念传递下去。

魏雪致辞全文如下：

各位来宾，各位朋友，大家下午好，很荣幸能参加中国慈善青年论坛，今天的主题是青年人的梦想与责任，主办方希望我能和大家分享一下我自己在慈善道路上的一些感悟和体会。

今天来到这里每一位都有自己特别想讲述的故事，我利用短暂的时间与大家分享一下，我一路走来的困惑，坚持和收获。我在这个过程中如何朝着自己的慈善梦想在一步步靠近。在这个过程当中我知道，我一直在获得幸福，也在传递幸福。这些图片是老北京街头各种民间生活，有兑换银元的金融活动，有街头卖艺说相声活动，有街头买卖的互动，这些记忆伴随我们父辈童年时光，大家可以留意老百姓生活不同场景中有一个共同的特点，那就是男性是当时社会的绝对主导，女性的社会地位很卑微，绝大多数人没有知识技能，也很难谈到谋生之道和独立自信，很多生产技能都掌握在男性的手中，包括当时从事编席的手工业者。我祖辈生活那个年代，他们当时是取得商业成功的资本家，获得丰厚的基金效益后，他们长期坚持慈善领域的付出。我祖辈曾经做过一个慈善项目，给我留下深刻的印象，在那个年代他们做了女性的编席厂，教会女性通过自己的工作增长生存技能，这在当时社会背景下是很大的社会创新，即便到今天这个时代，相同理念的公益项目也还在持续。

我祖辈也曾经几十年持续开设粥厂，舍粥救济穷人，这是当时最常见的做法。小时候听父母给我讲故事，告诉我祖辈怎样经商如何行善，我这样继承祖辈的慈善基金。

我的外祖父是白宇敬药行的创始人，也是《大宅门》的原形，而且还曾经在国际上获得

奖项，这样有着近300年历史的企业，在解放后几经变故走进了尾声，成为国家企业，这个大家族从富甲一方到一贫如洗，我就出生在这样的环境中。在艰难环境中父亲告诉我要保有一颗高贵的心，我虽然没有继承家族的财富，但是继承了家族善良的基因和慈善的力量。幸运的是在大学期间我进一步收获对爱与分享的认识，在这里我懂得什么叫平等，什么叫包容，什么叫尊重，特雷莎修女在维修和困难面前毫不退缩，坚持与真诚朴实的方式无私对穷人帮助，他谦卑扶持最贫困的人，她是我的偶像。

1996年回国我创办中国普乐普公关公司，取得商业的成功。受家族传承和海外留学经历的影响，我开始关注女性发展问题。从2004年创办女性论坛，到发展女性首届公益峰会，我一直用自己的方式从民间推动对女性的关爱和对女性问题的关注，很高兴这些努力，能够让大家感受到。我自己是一位女性，渴望获得幸福，也希望每一位女性同胞能获得真正意义的幸福，让更多人感受到爱与分享，也渐渐成为我40岁以后的慈善力量。

沿着这种信念我和先生在2007年设立了专注在教育领域的慈善基金华萌基金，从此我把更多的经历投入贫困基金救助、妇女发展等公益教育中。照片里的孩子都得到华萌基金奖学金的资助，他们来自贫困的家庭，品学兼优但生活困难，华萌基金提供每年8千元的奖学金，资助完成高中学业，并且资助他们完成大学梦想，表现有意者继续获得3.2万大学圆梦奖金，2008年一个班开班，到今年6月份有很多学子完成学业，除身体原因未能参加高考，其他的华萌学生100%升入高等学子，这些华萌学子将继承和传播博爱的文化。

从广东的华罗庚中学首个开班，再到云南大理一中华萌班开班，再到今年湖北夷陵中学的开班，这些学子也许数量不大，但是在我看来他们都是我自己的孩子，我希望每个孩子都能梦想成真。每次和这些孩子相聚我都能感受到家的温暖，孩子问题很多，还处在青春疑惑时期，未来人生目标也不太清楚，对社会认知不够成熟，作为他们的大家长，不仅帮助他们完成基本的学业，更要帮助他们确立人生观、价值观，学会追求幸福和感受幸福，就像每位

母亲教育自己的孩子一样，希望他们不会误入歧途，希望他们抓住自己的梦想，找好自己的定位，实现自己的人生抱负。

在推广华萌价值观时我也在思考，华萌孩子不应该被标签化，也不应该成为读死书的机器，应该与同龄人一样有健康丰盈的学生时代，有读万卷书行万里路的美好经历，因此在今年我筹划首次华萌基金华样青春夏令营活动，把学生组织在一起，像一家人一样团聚和分享，六天夏令营让孩子增加感情也收获了幸福，博物馆、科技馆、公园、沙滩，绝大多数孩子第一次体验，他们第一次看到大海，第一次坐飞机，我相信当他们步入社会，成家立业的时候，回想起这一幕也会有爱的感动。

除了华萌基金我自己也兼任TCL工艺基金会理事长，这是为了进一步整合TCL内外部资源，发挥统一资源优势，日常化、科学化、规范化，以科学管理更好开展慈善公益活动。一年前基金会成立以来，主要在全国开展烛光奖、乡村教师资助项目，目前在全国很多地区，特别是中西部地区，乡村教师群体的工作和生活环境令人堪忧，这也是大家非常熟悉的一种情况，比如说他们收入偏低，教学环境差，工作压力大，生活负担重，而且他们处于荣誉体系的末端，职业晋升同样受阻，他们缺少稳定的培训机会，为了改变这一状况，发动社会各界，推动乡村教师教育发展，每年全国遴选300名国家贫困地区的教师，对他们进行奖金资助每年1.2万，并继续为老师提供职业培训。从这张图上大家可以看到，我们去年选出老师覆盖22个省份，同时也是从不同民族，比如蒙古族、藏族、回族等多民族地区选择在战斗一线的贫困乡村教师，我们希望不同地区的感人事迹，通过我们这个平台宣传出去，让社会各界共同关爱乡村教师，因为有了他们才有乡村学生课堂，才有乡村教育未来的希望。

今年5月我们在北京举办烛光奖颁奖典礼，为300名乡村教师颁奖，由网友票选30位优秀乡村教师来到颁奖礼现场，代表所有一线老师接受这份荣誉。在北京除了安排老师培训之外，还为他们联系海淀田村中心、中心小学与老师进行交流和分享，通过这些活动让来

自偏远地区的老师加深对这份职业的自豪感理解和认同，老师的优秀事迹和感人事迹都值得我们关注和传播。

这里我简单分享一位老师，任国运老师的感人事迹，他是来自四川古阑县的老师，他是偏远乡小学任教，一所学校只有他一位老师，35年来坚守在自己的岗位上，哪怕重病缠身都未放弃，这样的人值得我们尊重。

最后用特雷莎修女的一句话结束分享，如果要我们爱的信息被收到，他就需要被送出去，要让灯火燃烧我们必须继续添油进去。谢谢大家。

Under the flag of FOCAC, China-Africa friendship has flourished.At the First Ministerial Conference in 2000, we committed ourselves to a new China-Africa partnership featuring long-term stability, equality and mutual benefit.At the Second Ministerial Conference in 2003, we set out to boost comprehensive cooperation under this new partnership.At the Beijing Summit in 2006, President Hu Jintao announced, on behalf of the Chinese government, eight measures that have been well received by African countries.Chinese and African leaders agreed at the summit to build a new type of China-Africa strategic partnership.FOCAC has acted as a spearhead in the sound and fast growth of China-Africa friendly relations and cooperation.论坛是中非进行集体对话的重要平台。双方在论坛框架下建立了部长级会议、外长级政治对话、高官级会议和论坛中方后续行动委员会与非洲驻华使团磋商等机制。部长会每三年举行一届，轮流在中国和非洲国家召开。中非双方利用论坛这一平台，就中非关系和共同关心的国际和地区问题深入交换意见，协调双方立场，加强相互支持。

FOCAC is an important platform for China-Africa collective dialogue.Under it, there are mechanisms including ministerial conference, political dialogue at the foreign ministers' level, senior officials' meeting and consultations between the Secretariat of the Chinese Follow-up Committee of FOCAC and the African diplomatic corps in China.The ministerial conference takes place every three years in China and Africa alternately.FOCAC has brought China and Africa together for in-depth exchange of views on our relations and international and regional issues of common interest, and for better coordination and stronger mutual support.论坛是中非开展务实合作的有效机制。每届部长会都制定既具指导性又切实可操作的纲领性合作文件，对会后三年双方各领域合作进行全面规划。论坛已成为中非友好合作的一大国际品牌，受到国际社会的广泛关注，对发展中国家间加强合作具有示范作用，也带动了国际社会更加重视非洲并加大对非投入。

In a week's time, the Fourth FOCAC Ministerial Conference will take place in Sharm El Sheikh, Egypt.Chinese Premier Wen Jiabao, together with Egyptian President Hosni Mubarak and some other African leaders, will attend and speak at the opening ceremony.He will announce the Chinese government's new measures for cooperation with Africa.I believe this conference will further promote the growth of China-Africa relations in the new era and become another milestone in the history of China-Africa friendship.朋友们，Dear Friends,中国人民同非洲人民是心心相印的朋友、兄弟。不管是过去、现在，还是将来，中国人民都
