This Government,as promised,has maintained the closest surveillance of the Soviet military buildup on the island of Cuba.Within the past week,unmistakable evidence has established the fact that a series of offensive missile sites is now in preparation on that imprisoned island.The purpose of these bases can be none other than to provide a nuclear strike capability against the Western Hemisphere.Upon receiving the first preliminary hard information of this nature last Tuesday morning at 9A.M.,I directed that our surveillance be stepped up.And having now confirmed and completed our evaluation of the evidence and our decision on a course of action,this Government feels obliged to report this new crisis to you in fullest detail.The characteristics of these new missile sites indicate two distinct types of installations.Several of them include medium range ballistic missiles,capable of carrying a nuclear warhead for a distance of more than 1,000 nautical miles.Each of these missiles,in short,is capable of striking Washington,D.C.,the Panama Canal,Cape Canaveral,Mexico City,or any other city in the southeastern part of the United States,in Central America,or in the Caribbean area.Additional sites not yet completed appear to be designed for intermediate range ballistic missilesand thus capable of striking most of the major cities in the Western Hemisphere,ranging as far north as Hudson Bay,Canada,and as far south as Lima,Peru.In addition,jet bombers,capable of carrying nuclear weapons,are now being uncrated and assembled in Cuba,while the necessary air bases are being prepared.This urgent transformation of Cuba into an important strategic baseconstitutes an explicit threat to the peace and security of all the Americas,in flagrant and deliberate defiance of the Rio Pact of 1947,the traditions of this Nation and hemisphere,the joint resolution of the 87th Congress,the Charter of the United Nations,and my own public warnings to the Soviets on September 4 and 13.This action also contradicts the repeated assurances of Soviet spokesmen,both publicly and privately delivered,that the arms buildup in Cuba would retain its original defensive character,and that the Soviet Union had no need or desire to station strategic missiles.on the territory of any other nation.The size of this undertaking makes clear that it has been planned for some months.Yet,only last month,after I had made clear the distinction between any introduction of ground-to-ground missiles and the existence of defensive antiaircraft missiles,the Soviet Government publicly stated on September 11 that,and I quote,“the armaments and military equipment sent to Cuba are designed exclusively for defensive purposes,” that there is,and I quote the Soviet Government,“there is no need for the Soviet Government to shift its weapons for a retaliatory blow to any other country,for instance Cuba,” and that,and I quote their government,“the Soviet Union has so powerful rockets to carry these nuclear warheads that there is no need to search for sites for them beyond the boundaries of the Soviet Union.”

That statement was false.Only last Thursday,as evidence of this rapid offensive buildup was already in my hand,Soviet Foreign Minister Gromyko told me in my office that he was instructed to make it clear once again,as he said his government had already done,that Soviet assistance to Cuba,and I quote,“pursued solely the purpose of contributing to the defense capabilities of Cuba,” that,and I quote him,“training by Soviet specialists of Cuban nationals in handling defensive armaments was by no means offensive,and if it were otherwise,” Mr.Gromyko went on,“the Soviet Government would never become involved in rendering such assistance.”

That statement also was false.Neither the United States of America nor the world community of nations can tolerate deliberate deception and offensive threats on the part of any nation,large or small.We no longer live in a world where only the actual firing of weapons represents a sufficient challenge to a nation„s security to constitute maximum peril.Nuclear weapons are so destructive and ballistic missiles are so swift,that any substantially increased possibility of their use or any sudden change in their deployment may well be regarded as a definite threat to peace.For many years,both the Soviet Union and the United States,recognizing this fact,have deployed strategic nuclear weapons with great care,never upsetting the precarious status quo which insured that these weapons would not be used in the absence of some vital challenge.Our own strategic missiles have never been transferred to the territory of any other nation under a cloak of secrecy and deception; and our historydemonstrates that we have no desire to dominate or conquer any other nation or impose our system upon its people.Nevertheless,American citizens have become adjusted to living daily on the bull„s-eye of Soviet missiles located inside the U.S.S.R.or in submarines.In that sense,missiles in Cuba add to an already clear and present dangerin an area well known to have a special and historical relationship to the United States and the nations of the Western Hemisphere,in violation of Soviet assurances,and in defiance of American and hemispheric policyis a deliberately provocative and unjustified change in the status quo which cannot be accepted by this country,if our courage and our commitments are ever to be trusted again by either friend or foe.The 1930„s taught us a clear lesson: aggressive conduct,if allowed to go unchecked and unchallenged,ultimately leads to war.This nation is opposed to war.We are also true to our word.Our unswerving objective,therefore,must be to prevent the use of these missiles against this or any other country,and to secure their withdrawal or elimination from the Western Hemisphere.Our policy has been one of patience and restraint,as befits a peaceful and powerful nation which leads a worldwide alliance.We have been determined not to be diverted from our central concerns by mere irritants and fanatics.But now further action is required,and it is under way; and these actions may only be the beginning.We will not prematurely or unnecessarily risk the costs of worldwide nuclear war in which even the fruits of victory would be ashes in our mouth; but neither will we shrink from that risk at any time it must be faced.Acting,therefore,in the defense of our own security and of the entire Western Hemisphere,and under the authority entrusted to me by the Constitution as endorsed by the Resolution of the Congress,I have directed that the following initial steps be taken immediately:

First: To halt this offensive buildup a strict quarantine on all offensive military equipment under shipment to Cuba is being initiated.All ships of any kind bound for Cuba from whatever nation or port will,if found to contain cargoes of offensive weapons,be turned back.This quarantine will be extended,if needed,to other types of cargo and carriers.We are not at this time,however,denying the necessities of life as the Soviets attempted to do in their Berlin blockade of 1948.Second: I have directed the continued and increased close surveillance of Cuba and its military buildup.The foreign ministers of the OAS [Organization of American States],in their communiqué„ of October 6,rejected secrecy on such matters in this hemisphere.Should these offensive military preparations continue,thus increasing the threat to the hemisphere,further action will be justified.I have directed the Armed Forces to prepare for any eventualities; 21世纪,人类社会进入了一个空前的危机事件多发期。2003年的非典带给人们的思考是多方面的,从政府管理层看,非典暴露了我国政府危机管理能力存在的很多问题,给了我们深刻的教训,但与此同时也为政府如何应对危机事件,起到了一个警示作用。我们得到的启示是,政府要想有效地应对危机事件,把破坏程度降到最低,就需要有一整套完善的危机处理体系,逐步提升危机管理能力。

一、公共危机管理的内涵和职能

危机(Crisis)一词来源于希腊语中的kinetin,原始含义是游离于生死之间的状态。危机对策研究的先驱赫尔曼曾对危机下过一个经典的定义:“危机是威胁到决策集团优先目标的一种形势,在这种形势下,决策集团做出反应的时间非常有限,且形势常常向令决策集团惊奇的方向发展。”危机一般有两层含义:一是潜伏的祸根;而是指严重困难或生死的紧要关头,如经济危机。它指的是突如其来的、严重危害社会公众的生理和心理安全事件,如海啸、地震、流行性传染病等。

公共危机管理,从危机的生命周期角度,是一种有组织、有计划、持续动态的管理过程,政府针对潜在的或者当前的危机,在危机发展的不同阶段采取一系列的控制行动,以期有效地预防、处理和消弭危机。从危机管理方法的角度,认为危机管理是为了降低灾害性事件的危害,基于对突发事件的原因和发展机理以及所产生的负面影响的科学分析,有效集成社会各方面的资源,对突发性事件进行有效地应对、控制和处理的一整套理论和方法体系。

本文认为公共危机管理是政府的一项重要职能,政府部门在治理社会公共事务的过程中,难免会遇到因自然环境、经济、政治、社会等领域的冲突和风险引发的公共危机等公共问题。公共危机会给社会和政府带来危害,轻则影响社会的稳定和政府治理的正常进行,重则危害国家的发展甚至生存,并给相关公众带来极大的损失,给社会环境造成极大的破坏。因此,在危机发生后,公共部门尤其是政府部门及时有效地处理危机事件,充分运用政府公共关系的相关理论,进行“危机公关”,将成为政府未来治理模式中不可或缺的一项重要内容。因为危机公关是公共部门的重要职责,是“风险世界”的必然、“和谐社会”的必要、“公共服务”的必需。

危机管理的三大基本职能是相互依存、相互衔接的,危机预防职能是危机处理的基础,危机评估职能是危机预防、处理的反馈和有益总结,它们共同构成了一个完整的危机管理过程。危机管理在不同阶段所体现出的基本职能与具体职能的关系见图1。

二、从非典事件中看政府危机管理体系存在的缺陷

(一)危机管理意识不足 中国传统文化的历史文化养成了中国人以不变应万变的性格。政府应对像地震、台风、干旱、洪涝等自然灾害有一套监测追踪系统,积累了很多成熟的经验与办法,但是在公共卫生方面缺乏危机意识,这一点在非典事件的前期体现的尤为明显。因为非典这一危机事件是政府从没有经历过的突发事件,政府对危机的危害性明显没有充分的预计或进行风险全面评估,只是一味的沿袭稳定压倒一切,报喜不报忧的思想,实行新闻封锁,导致谣言四起人心惶惶,更为严重的是贻误了控制、处理危机的最好时机,导致非典疫情的扩散,也给更多的人带来了痛苦甚至生命危险。由于长期缺少理性解决危机的意识形态话语和文化环境,整个社会对危机的看法往往比较僵硬,缺少共同的规范和共同使用的语言。相反,在危机中表现出来的更多是惊恐和猜测,这样就认为地枪坏了社会危机的敏感性。

(二)危机管理体系不完善

1.政府危机管理能力的发挥缺乏一个专门机构的支撑。非典暴露出来的最大问题就是部门分立、职能交叉、条块分割、各自为政、资源浪费、效率低下。在危机的管理与控制的具体执行中,必须由一个专门的机构来承担决策与执行职能。目前来看,我国政府对危机的管理是在国务院设置相关的临时机构,如:国防动员委员会、空中交通管制委员会、国家处置劫机事件领导小组以及防洪、火灾指挥部或办公室等。

2.缺乏专业的危机管理人才。我国危机管理的机构和人才极度匮乏,危机管理机构和人才结构还有待健全和完善。我国虽有武警、消防、公安等行业性应急单位和相关的职业人员,但是在跨地区、跨行业、跨专业的综合型危机管理机构和管理人才方面却是稀缺的,应对各种危机管理局面、制定危机紧急预案的专业人才在我国是属于稀缺性人才。

(三)政府危机管理缺乏畅通的信息系统。

在危机状态下,社会应该有一种信息披露透明化的公正机制,保持必要的新闻自由度,让公众了解事件真相,完善社会的自我修复机制。非典爆发之初,就存在信息传播不畅的问题,首先是信息公布缓慢,从发现疫情到正式公布于众竟拖延了两个月之久;其次是信息透明度低,一些官员在处理信息时层层做假,瞒报漏报。这些做法,不但侵犯了公民正当知情权,也给政府决策部门了解形势,采取应对措施造成了很大的障碍。

三、政府危机管理应对与策略

(一)非典后政府危机意识不断加强

加强意识是提升政府危机管理能力的前提。要树立危机意识,必须展开危机意识教育,必须落到实处,不能搞形式,走过场,或者仅停留于口头上。前非典时期,政府部门暴露了长期以来忽视了必要的危机防范一时的培养,在发现第一例非典病例,但地方政府部门对问题的严重性不够重视,贻误了控制和化解危机的时机,从而埋下了非典全国蔓延的隐患。2003年4月20日后,我国政府吸取了教训,准确的判断了形势,加强了危机意识,改变了“撞击—反射式”的模式,开始注重对危机的原因分析,树立“预防为主、应急与预防并重”的危机理念,提出一手抓防治非典这件大事毫不放松,一手抓经济建设毫不动摇的方针。七天七夜建起一座各项设施达到国际先进水平的传染病医院。卫生部门则对疫情以早发现,早报告、早治疗进行防治。各项措施抓住了一个“快”,遏制了非典猖獗的步伐。

(二)临时危机处理指挥机构不能代替常设危机处理机构 后非典时期国务院成立了以吴仪副总理牵头,包括多个部委负责人的临时指挥机构,领导和协调全国的防治工作。这一机制在非典防治工作时起到巨大作用,但同时,这种临时性的领导机制也有其局限性,延续性差,有关危机处理的经验不能长期保留。因此要建立常设性的危机管理领导和协调机构。首先,以立法的形式授予其紧急状态下制定危机决策和出台长期的危及应对战略以及对其它政府机构进行调度和协调的权利;其次明确地方政府处置突发事件的责任,组建城市应急联动中心管理体制。

(三)治国之道,首在治人。

1.对任何一个国家来说,一个专业的、训练有索的危机管理人才队伍对于政府危机管理是很重要的。政府应该加强对党政机关各类管理人员的危机管理能力的培训充分利用各类社会资源,有计划有组织的安排现有党政机关管理人员参加相关突发事件应急培训和模拟训练,加强专业的危机管理理论知识的学习,以提升和带动管理突发事件的素质和能力。

2.设置专门的危机管理人才培训机构设置专门的危机管理人才培训机构且在各大高校和大中专院校中专门开设有关涉及危机管理的专业,将危机管理渗透至高等教育中,以培养专门的危机管理人才。

(四)完善信息公开制度,是提高政府危机公关功能的关键 随着社会的发展和民众主体意识的增强,国内乃至国外人士对知情权的诉求正迅速提高,这是推动信息公开化进程的基本动力。后非典时期争睹对非典的信息处理上开始由黑屋子向玻璃屋转变。每天下午用电视直播的方式向社会公布非典疫情最新数据,做到了数据准确,发布及时。要保证危机管理的效果,公开信息是其中最重要的内容之一。对关切民生的重大事件和情况(如危机)应该坚持公开、公平、公正的原则,实行情况通报制度,把真相及时通报民众,保障民众的知情权,避免不必要的误传、讹传。

四、总结

斯坦福大学教授理查德・帕斯卡尔说过一句至理名言:“21世纪,没有危机感就是最大的危机。”英国危机管理专家迈克尔・里杰斯特也曾说过:“预防是解决危机最好的办法。”非典既是对我国政府危机管理能力的一次考验,又是我国政府提升危机管理能力的一个契机。我们充分的相信,政府既能受得住危机的考验,又能实现危机管理能力上的质的飞跃。参考文献

基层组织建设年活动实施方案

在创先争优活动中深入开展基层组织建设年活动,是深化创先争优活动的重要举措,是进一步加强党的基层组织建设,推动教育事业科学发展的重要机遇,对于深入贯彻落实省第八次党代会精神、喜迎党的十八大胜利召开具有重要意义。根据中央、省、市委和教育部、教育厅有关精神,结合我市教育实际,制定此方案。

一、总体要求

全市教育系统在创先争优活动中深入开展基层组织建设年活动,要紧紧围绕‚强班子、促发展、惠民生、保稳定‛主题,以‚三抓‛(抓支部书记、抓党员队伍、抓组织活动)、‚三促‛(促进校风、教风、学风建设)、‚三好‛(实现‚一个好的精神状态、一个好的工作作风、一个好的工作业绩‛目标)活动为抓手,继续深入推进“百千万工程”(‚百名干部下基层、千名校长入课堂、万名教师进家庭‛活动),着力解决基层党组织建设中的突出问题,着力增强基层党组织的创造力、凝聚力、战斗力,着力完善加强基层党组织建设的体制机制,充分发挥基层党组织推动发展、服务群众、凝聚人心、促进和谐的作用,以优异成绩迎接党的十八大召开。

要按照‚抓落实、全覆盖、求实效、受欢迎‛的工作要求,因地制宜,因校制宜,分类指导,扎实推进。抓落实,就是结合各地各学校基层党组织实际,认真落实关于加强基层党组织建设的政策措施。全覆盖,就是坚持一抓到底,推动全市教育系统每个党支部都积极行动起来,每名党员都自觉参与进来。求实效,就是着力解决教育系统基层党组织建设中的突出问题,着力完善加强基层党组织建设的体制机制,着力增强基层党组织的创造力、凝聚力、战斗力。受欢迎,就是贴近基层需求,回应师生关切,顺应群众期盼,使基层党组织建设年活动让党员满意、受师生欢迎。

二、目标内容

通过实施基层组织建设年,使全市教育系统基层党组织战斗力进一步提升,基层党组织书记素质进一步提升,党员队伍生机活力进一步提升,基层基础保障水平进一步提升,基层党建制度化水平进一步提升。为实现上述目标,要进一步深化拓展“百千万工程”,组织开展好“三抓、三促、三好”活动。

“三抓”,即抓支部书记、抓党员队伍、抓组织活动,使组织更坚强、党员更坚定、支部更活跃。抓支部书记,就是要把基层党组织书记队伍建设摆在建设年的首要位置,深化基层组织“领头雁”工程。建立健全选拔任用、教育培训、监督管理、激励关爱和投入保障等机制,着力提升基层党组织书记推动科学发展、促进校园和谐、服务师生群众的本领,使他们成为‚三自六不‛的模范,在推动衡水教育科学发展、和谐发展第一线的‚领头雁‛作用更加突出。要紧密结合基层干部科学发展观和社会管理主题培训活动,抓好党支部书记轮训;加强新任党支部书记任职培训。党的十八大召开后,各县市区教育局要举办党支部书记学习贯彻十八大精神专题培训。

抓党员队伍,就是要围绕建设一支政治强、业务精、纪律严、作风正、结构合理、德才兼备的党员队伍,进一步深入实施“双培养”工程。一方面,着力把中青年教学骨干、科研骨干和优秀青年学生培养成党员,另一方面,切实发挥党员在教学、科研等领域的先锋模范作用,将一批党员培养成业务精英。通过‚工程‛的顺利实施,进一步壮大入党积极分子队伍,加大在中青年教师、海外留学人员、高级专业技术人才中的发展力度,使我市教育系统中青年骨干教师党员比例有较大幅度上升。要以社会主义核心价值体系教育为重点内容,以青年骨干教师和大学生为重点人群,对基层党员和入党积极分子普遍进行一次党性教育培训。抓组织活动,就是要围绕增强党的基层组织的凝聚力和战斗力,创新党的组织生活方式,组织开展丰富多样的支部活动,使党的基层组织更加活跃。要突出抓好窗口单位和服务行业为民服务创先争优,及时组织新一轮认责承诺和夺旗争星。要把握好‚五一‛、‚七一‛、‚十一‛等时间节点,适时掀起支部活动高潮。要加大对支部生活的支持力度,切实解决一些党支部缺经费、少场所问题,保证党支部工作有力量、办事有经费、活动有阵地。要注重健全完善党的组织生活制度,推进认责承诺、夺旗争星、领导点评、群众评议等做法制度化、规范化、长效化。

“三促”,即促进校风、教风、学风建设。促进校风建设,就是要营造风清气正、文明和谐的校园氛围,全面提升校园文化品位。要组织开展好‚学雷锋、讲正气、作奉献、促和谐‛暨‚感动校园人物评选‛活动,号召广大党员干部践行雷锋精神,引领校园新风。促进教风建设,就是要大力加强师德师风建设,培育良好的教风,倡导心系学生、服务学生教风。实施‚师魂铸造‛工程,要组织开展好‚学雷锋、做表率、修师德、铸师魂‛活动;组织召开师德论坛暨师德征文活动,开展师德模范和‚三育人‛标兵评选表彰活动。促进学风建设,就是要引导学生养成扎根实践、勤奋好学、诚实守信的优良品质。组织大学生党员开展‚百万大学生千乡万村社会实践活动‛;组织大中学生开展‚念党恩、颂师魂‛演讲比赛活动;组织开展‚学雷锋、倡善行、献爱心、树新风‛活动。

“三好”,即通过基层组织建设年活动,全市教育系统要切实贯彻落实好省委、市委提出的‚一个好的精神状态、一个好的工作作风、一个好的工作业绩‛的要求,努力开创全市教育事业科学发展的新局面,为建设经济强市和谐衡水做出更多贡献。

为保证‚三抓、三促、三好‛活动效果,要进一步深化拓展‚百千万工程‛,并加强量化管理。要求各县市区、学区两级教育行政机关和学校(院)、年级(系)两级领导班子成员,每人要联系1-2个支部、2-3名教师、4-5名学生。市教育局机关科室要‚走在前、作表率‛,进一步深化‚‘双结对、两帮扶’、岗位建功‛活动。适时总结推广‚百千万工程‛实施以来的先进典型和成功经验,推动‚百千万工程‛再上新台阶。

三、方法步骤

全市教育系统开展基层组织建设年活动,自2012年3月开始,到12月底结束。各地、各学校要按照活动的目标要求,制定计划、分步推进、有序实施。

1.调查摸底,分类定级,全面发动。对本地、本学校和直属单位基层党组织情况进行全面调查、分类定级。按有关规定完成相关报表。召开全市教育系统在创先争优活动中以‚三抓、三促、三好‛为抓手推进基层组织建设年活动工作部署会议,专题部署工作任务。

2.健全组织,理顺关系,搞好培训。认真贯彻落实有关党建规章,全面加强党的基层组织建设。组织好骨干党支部书记和新任职党支部书记及优秀青年教师培训班。

3.整改提高,晋位升级,巩固成果。按照巩固先进、推动一般、整顿后进的要求,指导基层党组织明确改进提高的目标、责任和措施,按照‚选优训强一个好书记、研究谋划一个好思路、建立完善一套好制度、建设管理一个好阵地、健全落实一个好机制‛的要求,认真抓好整改落实,使每一个基层党组织在原有基础上都有新的提高,普遍实现晋位升级。

4.学习先进,创先争优,建立机制。结合创先争优专项表彰和总结工作,对基层组织建设年工作进行考评,组织引导基层党组织履职尽责、广大党员立足岗位‚学先进、见行动‛,形成学习先进、崇尚先进、争当先进的校园环境,营造迎接党的十八大胜利召开的良好氛围。根据全省教育系统评选100位优秀党支部书记、100位基层一线优秀共产党员、100个优秀组织活动案例,同时评选高校党建工作创新案例100例的工作要求,全市教育系统要抓紧安排,提前做好选拔和推荐工作。同时,召开全市教育系统创先争优活动总结大会,对基层组织建设年工作进行考评,对三年来组织开展创先争优活动的先进单位和个人进行表彰,探索建立创先争优活动的长效机制。

四、组织领导

各地、各学校要高度重视,加强领导,精心组织,把基层组织建设年活动与创先争优活动结合起来,以创先争优为动力,把加强基层组织建设年活动作为2012年创先争优活动的重点工作,在创先争优活动中全面落实基层党组织建设的各项任务。各级党组织主要负责同志要认真履行第一责任人的职责,带头抓好基层党建工作。各级教育行政部门要加强工作指导,制定实施意见,强化督促检查,确保取得实效。各地、各学校要加强宣传,广泛发动,努力营造良好的舆论氛围。

各县市区教育系统活动办,市直各院校、幼儿园活动办请于4月17日前,将开展基层组织建设年活动的实施方案和进展情况,报送至市教育系统创先争优活动领导小组办公室,电子邮箱hsjyzgk@163.com。
