World leaders arrived at the G20 summit in Australia this weekend to help resolve serious global crises-but they stayed for the koalas.Before getting down to the hard business of fixing the economy, ending the Ebola epidemic and getting to the bottom of the situation in Ukraine, participants of the high-level talks in Brisbane were each handed Australia’s cuddly mascot for a photo-op Saturday.All heads of state at the summit, from the ‘leader of the free world’ President Obama to the ‘Iron Chancellor’ Angela Merkel, proved powerless against the charms of the ridiculously photogenic animals.Even the usually stone-faced Valdimir Putin, the summit’s bete noire, was pictured cracking a rare smile while embracing an adorable marsupial, who appeared to be trying to escape the Russian president’s iron grip.President Obama was equally overjoyed to spend some quality time with a koala named ‘Jimbelung.’

But Obama’s new furry friend did not seem very much impressed with the US commander-in-chief, and instead focused his attentions on the koala in the arms of Australia’s Prime Minister Tony Abbott.At one point, the two fluffy creatures even exchanged a smooch, to the obvious delight of Obama and Abbott.Meanwhile the ladies of the G20 were also treated to the ultimate Aussie experience and were led by Mr Abbott’s wife, Margie, through Brisbane’s Lone Pine Koala Sanctuary on Saturday.The G20 leaders’ wives also getting up close and personal and got to cuddle some koalas while they also got to hand feed some Kangaroos.Chinese President Xi Jinping’s wife Peng Liyuan and Canadian Prime Minister Stephen Harper’s wife Laureen were among the first ladies who laughed nervously as a couple of large kangaroos sidled up to help themselves to the offered food.但Jimbelung忽略了这位美国总统,把注意力放在澳大利亚总理托尼?阿博特(Tony Abbott)怀里的考拉身上。

The G20 first ladies also got to get alongside some of the country’s scaley reptiles, Margie Abbott braving it, decided to hold a snake.But the ‘koala diplomacy’ could only carry the western leaders so far.Once the smiles and fuzzy embraces were over, the talks hit their first major stumbling block when Mr Putin declared that he would leave Brisbane early after being threatened with additional economic sanctions if he failed to end Russian backing for rebels in Ukraine.各国的第一夫人还看了许多爬行动物。玛吉?阿博特(Margie Abbott)十分勇敢地拿起了第一条蛇。

It gives me great pleasure to attend the fifth G20 summit in Seoul and discuss with you the important subject of promoting economic recovery and world development.Let me begin by extending sincere thanks to President Lee Myung-bak and the ROK government for the active preparations and thoughtful arrangements they have made for the meeting.I would also like to take this opportunity to warmly congratulate all countries on their wonderful exhibition at Expo 2010 Shanghai China.在二十国集团和国际社会共同努力下,世界经济正在缓慢复苏,但总需求依然不足,缺少新的经济增长点。各国经济政策目标有差异,宏观经济政策协调难度增大,世界经济复苏的脆弱性和不平衡性进一步显现。主要发达经济体复苏动力不足,失业率居高不下,财政和债务风险加大。新兴经济体面临资本大量流入、内需不足、通胀风险上升等多重压力。国际金融市场起伏不定,主要货币汇率大幅波动,大宗商品价格高位震荡,保护主义明显增强。这表明,国际金融危机深层次影响仍在发 酵,全球发展问题更加突出。我们要本着对历史、对未来负责的态度,站在维护人类共同利益的高度,发扬同舟共济精神,再接再厉,努力促进世界经济强劲、可持 续、平衡增长。
Thanks to the concerted efforts of the G20 and the entire international community, the world economy is slowly recovering.However, total demand remains insufficient in the absence of new sources of growth.Countries differ in policy objectives, making macroeconomic policy coordination even more difficult and global recovery even more fragile and uneven.Major advanced economies are plagued by sluggish recovery, high unemployment and greater fiscal and debt risks.Emerging economies are confronted with the pressure of massive capital inflow, lagging domestic demand and rising inflation risks.International financial markets suffer from persistent volatility, the exchange rates of major currencies fluctuate drastically, commodity prices hover at high levels, and protectionism is notably on the rise.All this shows that the deep-seated impact of the international financial crisis is still reverberating.Global development issues are more pronounced.We must adopt an attitude responsible to history and the future, bear in mind the common interests of mankind, build on what we have already achieved and continue to work in concert for strong, sustainable and balanced growth of the world economy.为实现这一目标,我愿提出以下建议。

First, improve the Framework for Strong, Sustainable and Balanced Growth and promote cooperative development.Strong, sustainable and balanced economic growth is of great significance to the whole world.As the world economy is at a critical juncture of stabilizing and recovering, achieving strong growth is our primary task.A year ago, we decided at the Pittsburgh Summit to launch the Framework for Strong, Sustainable and Balanced Growth.This Framework is an important platform for major advanced and emerging market economies to strengthen macroeconomic policy coordination.The G20 is now transforming from an effective mechanism in tackling the financial crisis to the premier forum for international economic cooperation.We should stick to the country-led principle, take into full account the different national circumstances and development stages of various members, and appreciate and respect each country's independent choice of development path and policies.The assessment criteria should be further improved.Since strong growth, sustainable growth and balanced growth are equally important, we must give them equal attention and push forward growth in a comprehensive way in the formulation and implementation of assessment criteria.We need to improve the Framework so that the Framework can shift its focus from emergency response to long-term governance and contribute to more effective medium-to long-term global policy coordination.We should strengthen macroeconomic policy coordination, energetically advance international cooperation in new industries and science and technology, employ every means to create jobs, and support developing countries in adopting measures to adjust economic structure, expand domestic demand and increase exports.We should encourage various economies to draw on each other's strengths for mutually beneficial growth.As long as we remain committed to the spirit of mutually beneficial partnership for development, the goal of strong, sustainable and balanced global economic growth will be achieved.第二,倡导开放贸易,推动协调发展。以各国资源禀赋为基础开展国际分工和自由贸易,体现了经济规律的客观要求,顺应了经济全球化深入发展的历史潮流。世界近现代史的发展历程表明,贸易越是自由,世界就越是发展;经济越是开放,发展就越是迅速。当前形势下,我们应该坚定不移推进自由贸易,坚定不移恪守历次峰 会承诺,坚定不移反对各种形式的保护主义,取消已有的贸易保护措施。我们应该大幅减少各种贸易和投资壁垒,不断扩大共同利益,通过平等对话妥善处理摩擦和 分歧,取消对高新技术产品出口的不合理限制,共同营造自由开放、公平公正的全球贸易环境;提倡协调,不搞对抗,加强对话,扩大合作,为世界经济增长营造良 好环境,努力实现互利共赢。我们应该把贸易和发展有机结合起来,体现二十国集团以共同发展为导向、以共同繁荣为己任的全球经济治理精神。我们应该恪守承 诺,按照维护多哈授权、锁定已有成果、以现有谈判案文为基础的原则,推动多哈回合谈判早日取得全面均衡的成果,实现发展回合目标,促进建立开放自由的全球 贸易体制。
Second, champion open trade and promote coordinated development.To pursue international division of labor and free trade based on the resources endowment of individual countries reflects the law of economics and conforms to the historical trend of globalization.Modem world histoiy shows that freer trade brings greater development to the world and a more open economy leads to more rapid development.In the current situation, we must be firmly committed to free trade, to the consensus reached at previous G20 summits, and to the effort of opposing all forms of protectionism and removing existing trade protectionist measures.We should substantially reduce trade and investment barriers, broaden common interests, properly handle frictions and differences through dialogue on an equal footing, lift unreasonable restrictions on high-tech exports and jointly foster a free, open, equitable and just global trading environment.We should encourage coordination, refrain from confrontation and step up dialogue and cooperation so as to shape a favorable environment for global economic growth and win-win progress.We should coordinate trade and development strategies to reflect the G20 spirit of global economic governance for common development and shared prosperity.We should honor our commitments and work for comprehensive and balanced outcomes at the Doha Round negotiations in order to attain the goals of the development round at an early date and establish an open and free global trading system.To do this, we should uphold the mandate of the Doha Round, lock in previous achievements and work on the basis of the existing negotiating text.第三,完善金融体系,推动稳定发展。今年,世界银行投票权和国际货币基金组织份额的两项改革都取得了进展,应该按照已确定的时间落实到位。国际金融机构改 革是长期和动态的过程,份额和投票权改革只是一个起点,还有许多任务尚未完成。我们应该继续推动以公平择优为原则选择国际金融机构管理层,提高发展中国家 中高层管理人员比例,填补发展中国家在国际企融机构制度框架中的管理缺口。我们应该推动国际货币基金组织加强资本流动监测预警,防止资金大进大出对单个经 济体的破坏性冲击。加强国际金融监管应该着眼于平衡金融监管和金融创新、政府干预、市场调节的关系,致力于解决国际金融体系中存在的系统性、根源性问题,使金融体系依靠、服务、促进实体经济发展;坚持高标准、严要求,跟踪评估各成员执行新监管标准情况;加强对信用评级机构、影子银行体系和跨境资本流动的监 管。我们应该完善国际货币体系,建立币值稳定、供应有序、总量可调的国际储备货币体系,主要储备货币发行经济体应该实施负责任的政策、保持汇率相对稳定,增强新兴市场国家和发展中国家应对金融风险能力,缓和并逐步解决造成外汇流动性风险的根本矛盾。
Third, reform the financial system and promote stable development.Both the World Bank voting power reform and the IMF quota reform have made progress this year, and what has been decided should be implemented within the agreed timeframe.The reform of international financial institutions(IFIs)is a long and dynamic process.Quota and voting power reforms are just a starting point and much remains to be done.We should continue to push for fair and merit-based selection of the management of international financial institutions, enable more people from developing countries to take up mid-level and senior management positions and redress the underrepresentation of developing countries at the management level in the institutional framework of IFIs.We should support the IMF in its effort to strengthen the monitoring and early warning of capital flows and prevent the destructive impact of large capital movement, both inward and outward, on individual economies.While tightening international financial supervision and regulation, we need to seek the right balance between financial regulation and innovation, and between government intervention and market forces, and address the systemic and fundamental problems in the international financial system so that the system will become one that relies on, serves and buttresses the development of the real economy.We should rigorously track and assess G20 members' compliance with the new regulatory standards.We should strengthen supervision and regulation over credit rating agencies, the shadow banking system and trans-border capital flows.We should improve the international monetary system and build an international reserve currency system with stable value, rule-based issuance and manageable supply.The major reserve currency issuing economies should adopt responsible policies, maintain relative stability of exchange rates and help enhance the resilience of emerging market economies and developing countries against financial risks, thus easing and gradually removing the fundamental problems behind foreign exchange liquidity risks.第四,缩小发展差距,推动平衡发展。世界经济发展不平衡表现在方方面面,最突出的是南北发展严重失衡。深层原因是国际秩序不公正、制度不完善、机会不均 等。从根本上说,没有广大发展中国家充分发展就谈不上世界真正发展,没有最不发达国家脱贫致富就谈不上世界持久繁荣。前不久,联合国成功召开千年发展目标 高级别会议,各方承诺努力克服困难,全力推动实现千年发展目标。这是联合国的庄严承诺,也是二十国集团成员的共同责任。我们应该建立更平等、更均衡的新型 全球发展伙伴关系,促进发达国家和发展中国家相互理解、相互协调,避免走相互指责、公开对立的老路;重视二十国集团宏观经济政策对发展中国家的外溢效应,着力推动南北合作,拓展利益交汇点,树立以发展促增长、以合作抗风险的新发展理念;提升发展问题在国际议程中的位置,从宏观和战略高度推动解决发展问题。我们应该支持联合国及其专门机构在国际发展合作中继续发挥重要作用,增强世界银行等国际机构发展职能,为国际发展合作提供坚实机制保障。我们应该倡导和推 广新的发展方式,降低人为技术转让壁垒,为广大发展中国家早日实现绿色发展和可持续发展创造条件。我们应该共同推动坎昆气候变化大会继续坚持共同但有区别 的责任原则,坚持“巴厘路线图”双轨谈判机制和授权,坚持减缓、适应、资金、技术并重,坚持公开透明、广泛参与、协商一致的谈判方式,注意倾听广大发展中 国家呼声,在哥本哈根气候变化大会所取得成果基础上,在《哥本哈根协议》政治共识指导下,进一步取得积极成果。
Fourth, narrow the development gap and promote balanced development.Among the various imbalances in the world economy, the most prominent is the serious development imbalance between the North and the South.The underlying reason is that the international order is unfair, with institutional deficiencies and lack of equal access to opportunities.In the final analysis, without the full development of developing countries, there can be no genuine global development.And if the least developed countries remain in poverty, enduring global prosperity can only be empty talk.At the recent UN High-Level Plenary Meeting on the Millennium Development Goals(MDGs), all parties committed to overcome difficulties and do everything possible to achieve the MDGs.This represents the solemn commitment of the United Nations and the common responsibility of G20 members.We must endeavor to build a new and more equal and balanced global partnership and encourage developed and developing countries to have more mutual understanding and closer coordination rather than follow the old path of trading accusations and public confrontation.We should pay attention to the spillover effect of G20 macroeconomic policies on developing countries.We should make great efforts to promote North-South cooperation, expand common interests and embrace a new development concept that promotes growth through development and overcomes risks through cooperation.We should move development up on the international agenda and address the issue of development from a macro and strategic perspective.We should support the United Nations and its specialized agencies in continuing to play an important role in international development cooperation and strengthen the development function of the World Bank and other international institutions so as to provide strong institutional guarantee for international development cooperation.We should advocate new ways of development and reduce artificial barriers to technology transfer in order to create conditions for developing countries to achieve green and sustainable development at an early date.We should work together to ensure that the Cancun climate change conference will continue to follow the principle of common but differentiated responsibilities and the dual-track negotiation mechanism and mandate of the Bali Roadmap.The Cancun conference should give equal importance to mitigation, adaptation, funding and technological support, adhere to the principle of openness, transparency, broad participation and consensus-building in conducting negotiations and pay more attention to the voice of developing countries.It should seek positive outcomes by building on the achievements of the Copenhagen conference and following the guidance of the political consensus embodied in the Copenhagen Accord.各位同事!Dear Colleagues, 中国发展是世界发展的重要组成部分。改革开放以来,中国人民克服困难、艰苦奋斗,减少了两亿多绝对贫困人口,解决了13亿人的温饱问题,正在向着全面建设 小康社会目标迈进。与此同时,中国尽己所能、向其他发展中国家提供真诚无私援助,积极促进南南合作,努力为世界发展作出贡献。
China's development is an important part of world development.Since reform and opening-up, China has lifted over 200 million people out of absolute poverty and provided for the basic needs of 1.3 billion Chinese.We are now working towards the goal of building a moderately prosperous society in all respects.We have made our achievements through strenuous efforts and by overcoming numerous difficulties.Meanwhile, China has offered sincere and selfless assistance to fellow developing countries as its ability permits and actively promoted South-South cooperation, contributing its share to world development.进入21世纪第二个10年,中国发展进入新的历史时期。我们根据国内外形势发展变化,提出了加快转变经济发展方式的战略目标,重点加快调整国民收入分配结 构、城乡结构、区域结构、产业结构,加快推进科技创新,加快建设现代农业、生态文明、文化产业、社会保障体系,努力推动经济社会协调发展。为扩大内需,中 国采取了一系列政策措施,取得了明显成效。2009年,中国社会消费品零售总额增长15.5%,最终消费带动经济增长4.1个百分点,对经济增长的贡献率 回升到45.4%。2010年1月至9月,中国社会消费品零售总额增长18.3%,内需对经济的拉动作用进一步增强。同期,中国进口额和出口额分别增长 42.4%和34.0%,贸易顺差同比下降10.5%,外贸平衡状况和国际收支平衡进一步改善。
With the advent of the second decade of the 21st century, China's development has entered a new stage.In the light of changing domestic and external situation, we have set the strategic goal of accelerating the transformation of economic development pattern.We will speed up efforts to adjust the income distribution structure, urban-rural development structure, regional development structure and industrial structure, promote scientific and technological innovation, and develop modern agriculture, conservation culture, cultural industries and the social safety net to bring about balanced economic and social development.The series of policies and measures China adopted to boost domestic demand has produced notable results.In 2009, China's total retail sales rose by 15.5%.Final consumption accounted for 4.1 percentage points in the economic growth rate.In other words, it contributed 45.4% to last year's economic growth.In the first nine months of this year, total retail sales in China grew by 18.3%, reflecting the greater role of domestic demand in economic growth.In the same period, China's imports and exports were up by 42.4% and 34.0% respectively and trade surplus was down by 10.5% year-on-year, a demonstration of further improvement in foreign trade balance and international balance of payments.中国已经确立了今后5年发展的总体方向和战略任务,我们将坚持以科学发展为主题,以加快转变经济发展方式为主线,深化改革开放,保障和改善民生,促进经济 长期平稳较快发展和社会和谐稳定。转变经济发展方式、扩大内需、改善民生将是我们推动经济社会发展的重点。我们将围绕增强居民消费能力、改善居民消费预 期、培育壮大消费热点、完善消费环境等制定政策措施,加快调整国民收入分配格局,多渠道增加居民收入,提高社会保障水平,逐步提高最低工资标准,扩大消费 信贷,加强商贸流通体系等基础设施建设,促进居民消费持续较快增长,继续促进经济增长向依靠消费、投资、出口协调拉动转变,实现全面协调可持续发展,为世 界经济发展作出新的贡献。

The rapid development of more and more emerging markets is a salient feature of the international political and economic landscape in the 21st century.In keeping with the trend toward economic globalization and industrial relocation, emerging markets have adjusted and improved economic development strategies in the light of their national circumstances and embraced economic development paths and models with distinctive features.With robust and sustained development, they have become an important engine driving world economic growth.In the fight against the international financial crisis, emerging markets were the first to achieve an economic rebound and fairly rapid growth and played an important part in promoting world economic recovery.Countries across the world are now paying greater attention to the role of the emerging markets on the international stage.亚太地区聚集了诸多新兴市场国家,其发展和未来走向对亚太地区乃至世界具有重要影响。这次亚太经合组织工商领导人峰会以“亚太新兴市场国家”为主题展开讨论,具有重要现实意义。我愿借此机会谈几点看法。
There are many emerging markets in the Asia-Pacific region.Their development and their future will have a major impact not only on the Asia Pacific, but also the whole world.It is therefore highly relevant for this CEO summit to choose “Emerging Markets in the Asia Pacific” as the theme of discussion.I wish to take this opportunity to share with you the following observations.第一,亚太新兴市场国家为世界发展作出重要贡献,将继续提供巨大发展机遇。亚太新兴市场国家快速发展,直接改变了许多国家和地区的落后面貌,改善了亿万人 民生活,为缩小发展差距、减少贫困人口、实现联合国千年发展目标作出重要贡献。亚太新兴市场国家积极参与国际经贸合作,供应大量能源和原材料,为其他国家 发展提供了充足资源;出口物美价廉的工业制成品,为各国提供了丰富多样的商品;进口大量商品和服务,为世界经济增长提供了市场和动力;吸纳巨额外资,为国 际资本流动提供了重要目的地。亚太新兴市场国家将在资源、产品、市场、资本等方面为世界经济发展创造更多机遇。国际社会应该同亚太新兴市场国家一道努力,抓住机遇,挖掘潜力,促进各国共同发展繁荣。
First, Asia-Pacific emerging markets have made important contribution to world development and will continue to offer enormous development opportunities.The rapid development of emerging markets in our region has changed the state of backwardness in many countries and regions and improved the lives of hundreds of millions of people.It has contributed significantly to the endeavor to narrow development gaps, reduce poverty and attain the UN Millennium Development Goals(MDGs).The Asia-Pacific emerging markets have actively engaged in international business cooperation.By supplying a huge amount of energy and raw materials, they have provided sufficient resources for the development of other countries.By exporting quality yet inexpensive manufactured products, they have offered a rich variety of goods to other markets.By importing goods and services on a large scale, they have provided market and dynamism for world economic growth.And by attracting vast foreign direct investment, they have made themselves major destinations for international capital flow.Looking ahead, emerging markets in the Asia Pacific will offer even more opportunities for world economic development in terms of resources, goods, market and capital.The international community should work with them to seize opportunities, tap the potential and promote the common development and prosperity of all countries.第二,亚太新兴市场国家发展迅速,但仍面临诸多艰巨挑战。我们应该看到,虽然亚太新兴市场国家发展取得显著成就,但生产力总体水平不高,自主创新能力有待 加强,长期形成的结构性矛盾和粗放型增长方式尚未根本改变。亚太新兴市场国家普遍面临着发展经济、改善民生的艰巨任务,面临着工业化、城镇化、现代化的崭 新课题,面临着促进城乡、区域、经济社会协调发展的重大挑战,面临着健全制度体系、提升创新能力等紧迫问题。亚太新兴市场国家在实现全面发展方面仍有很长 的路要走,还需要长期艰苦努力。国际社会应该用全面、客观、历史的眼光看待亚太新兴市场国家发展,在认可其发展成就的同时,全面看待和充分理解其面临的困 难和挑战。
Second, Asia-Pacific emerging markets still face many daunting challenges despite their rapid development.We must recognize that although emerging markets in our region have scored remarkable achievements in development, the overall level of their productivity is not high and their ability for innovation is not strong.They are confronted with structural problems accumulated over the years and their extensive growth model is yet to be changed in a fundamental way.For them, developing the economy and improving people's livelihood remains an arduous task and achieving industrialization, urbanization and modernization is an unprecedented endeavor.They must meet the major challenge of ensuring coordinated development between urban and rural areas, among different regions and between the economic sector and the social sector.And they have a pressing need to improve their institutions and enhance their innovation capabilities.In short, they still have a long way to go before they can achieve comprehensive development and they must make sustained and strenuous efforts.The international community should view the development of Asia-Pacific emerging markets in a holistic and objective way and put it in a historical perspective.While acknowledging their development achievements, the international community must fully appreciate their difficulties and challenges.第三,亚太新兴市场国家积极应对全球性挑战,承担的国际责任应该与其发展阶段相适应。亚太新兴市场国家作为国际社会重要成员,积极和建设性参与国际合作,同各方一道应对国际金融危机、气候变化、能源资源安全、公共卫生安全、重大自然灾害等全球性挑战。亚太新兴市场国家积极参与南南合作,帮助其他发展中国家 加快发展,为国际发展事业、促进各国共同发展作出贡献。同时,我们也应该看到,亚太新兴市场国家自身仍处于发展的初级阶段,其能力和资源等有限,要求他们 承担超出能力和发展阶段的责任和义务,不但无助于国际合作和世界经济发展,反而将损害亚太新兴市场国家发展。国际社会应该鼓励亚太新兴市场国家立足自身国 情、发展阶段和水平,承担力所能及的国际责任。
Third, Asia-Pacific emerging markets have actively responded to global challenges and the international responsibilities they undertake should be commensurate with their development stage.As important members of the international community, the Asia-Pacific emerging markets have taken an active and constructive part in international cooperation and worked with various parties to counter such global challenges as the international financial crisis, climate change, energy and resources security, public health security and serious natural disasters.They have been energetically engaged in South-South cooperation, helping other developing countries speed up development and contributing to the cause of international development and the common development of all countries.We must remember, however, that the Asia-Pacific emerging markets are still at the primary stage of development, and both their capabilities and resources are limited.To ask them to take on responsibilities and obligations beyond their capabilities and development stage will do no good to international cooperation and world economic development.It can only damage the development of Asia-Pacific emerging markets.The international community should encourage emerging markets in the Asia Pacific to assume international responsibilities on the basis of their capabilities, national circumstances and stage and level of development.第四,国际社会应该完善国际经济金融体系,为亚太新兴市场国家同各国共同发展营造良好环境。现行国际经济金融体系对亚太新兴市场国家发展发挥了积极作用。同时,现行国际经济金融体系也需要改进和完善,以适应世界经济格局发展变化。国际社会应该通过合理的变革和调整,逐步完善国际经济金融体系,推进国际金融 监管改革、国际金融机构改革、货币体系改革,建立公平、公正、包容、有序的国际金融新秩序。国际社会应该反对各种形式的保护主义,倡导和支持自由贸易,以 对话和协商妥善处理贸易摩擦,推动世界贸易组织多哈回合谈判在锁定已有成果的基础上取得全面均衡的成果,尽早实现发展回合目标。国际社会应该在发展问题上 采取更多实际行动,保障发展资源,完善发展机制,促进发展合作,确保如期实现联合国千年发展目标。
Fourth, the international community should improve the international economic and financial systems and create an enabling environment for the common development of emerging markets and all other countries.The existing international economic and financial systems have played a positive role in the development of emerging markets in the Asia Pacific.But it is necessary to further improve them through appropriate reform and adjustment measures and adapt them to the changing economic situation.It is important to advance reform of international financial supervision and regulation, international financial institutions and the international monetary system with a view to establishing a fair, just, inclusive and well-managed new international financial order.The international community should oppose protectionism in all manifestations, call for and support free trade, and handle trade frictions through dialogue and consultations.It should work for comprehensive and balanced outcomes of the Doha Round negotiations on the basis of the existing achievements in order to realize the goals of the development round at an early date.The international community should take more concrete actions on development to secure resources, improve mechanisms, enhance cooperation, and ensure the attainment of the UN MDGs as scheduled.女士们、先生们!Ladies and Gentlemen, 经过改革开放30多年来的努力,中国经济实力不断增强,国内生产总值大幅提升,主要农产品和工业品产量居世界第一位,成为世界第一大货物出口国和第二大货 物进口国,成为诸多新兴市场国家中的重要一员。同时,中国人口多、底子薄,城乡区域发展不平衡、资源环境约束强化、科技创新能力不强等问题突出。中国要实 现现代化建设的目标还需要长期艰苦奋斗。中国面临的问题只有通过发展才能解决。前不久,我们制定了未来5年中国经济社会发展的蓝图。未来5 年,我们将坚持把发展作为第一要务,坚持以科学发展为主题,以加快转变经济发展方式为主线,深化改革开放,保障和改善民生,重点加快调整国民收入分配结 构、城乡结构、区域结构、产业结构,加快推进科技创新,加快建设社会保障体系,努力推动经济社会又好又快发展。
Over the past 30 years since reform and opening-up, China's economy has enjoyed continuous growth and its GDP has risen to a much higher level.China is now the biggest producer of major agricultural and industrial products and the largest exporter and second largest importer of goods.With these achievements, China has become one of the major emerging markets.At the same time, China, a country with a big population and weak economic foundation, is confronted with some formidable challenges, including development disparities between the urban and rural areas and among different regions, serious resources and environmental constraints and inadequate innovation capabilities.To achieve modernization, we must make persistent and strenuous efforts.And we can only overcome our difficulties through development.We have recently formulated the blueprint for China's economic and social development in the coming five years.We will continue to take development as our top priority, stick to the scientific approach to development, transform the economic development pattern at a faster pace, deepen reform and opening-up, and ensure and improve people's well-being.We will focus our effort on expediting the adjustment of income distribution structure, urban and rural development structure, regional development structure and industrial structure, promoting scientific and technological innovation, and strengthening the social security system.We will make every effort to achieve sound and rapid economic and social development.与此同时,中国将坚定不移走和平发展道路,坚持把自身发展与各国共同繁荣紧密结合起来,努力推动共同发展。我们将着重在以下方面作出努力。

Third, we will continue to pursue balanced growth of domestic and external demand.We will transform our economic development pattern and adjust the economic structure at a faster pace and make great effort to build a long-term mechanism that boosts domestic demand, particularly consumer demand.We will further tap the potential of our domestic market and nurture new sources of domestic demand.The measures we take in this regard include promoting sustainable increase in household income and spending, accelerating the development of the new countryside and implementing the overall strategy for regional development.We will seek a balanced BOP account, an important task in maintaining macroeconomic stability.We will continue to make good use of both domestic and international markets as well as domestic and international resources.We will continue to steadily move forward the reform of the RMB exchange rate regime in a self-initiated, controllable and gradual manner.(四)继续坚持可持续发展。中国将坚持实施节约资源和保护环境的基本国策,通过完善法规和标准,加强自然资源节约和管理,推动形成节约能源资源和保护生态 环境的产业结构、增长方式、消费模式。中国将通过经济结构调整,大力发展循环经济和绿色经济,实现经济和生态协调发展。中国将通过科技创新,发展低碳技 术、新能源和可再生能源技术,全面增强应对气候变化能力。中国将坚持共同但有区别的责任原则,同国际社会合作应对气候变化。

Thanks to the concerted efforts of the G20 and the entire international community, the world economy is slowly recovering.However, total demand remains insufficient in the absence of new sources of growth.Countries differ in policy objectives, making macroeconomic policy coordination even more difficult and global recovery even more fragile and uneven.Major advanced economies are plagued by sluggish recovery, high unemployment and greater fiscal and debt risks.Emerging economies are confronted with the pressure of massive capital inflow, lagging domestic demand and rising inflation risks.International financial markets suffer from persistent volatility, the exchange rates of major currencies fluctuate drastically, commodity prices hover at high levels, and protectionism is notably on the rise.All this shows that the deep-seated impact of the international financial crisis is still reverberating.Global development issues are more pronounced.We must adopt an attitude responsible to history and the future, bear in mind the common interests of mankind, build on what we have already achieved and continue to work in concert for strong, sustainable and balanced growth of the world economy.为实现这一目标,我愿提出以下建议。
To this end, I wish to make the following proposals:
第一,完善框架机制,推动合作发展。促进世界经济强劲、可持续、平衡增长,对世界具有重要意义。当前,世界经济正处于企稳复苏的关键时期,实现经济强劲增长是我们的首要任务。一年前,二十国集团领导人在匹兹堡峰会上决定建立强劲、可持续、平衡增长框架,为包括发达国家和新兴市场国家在内的世界主要经济体加强宏观经济政策协调构建了重要平台。当前,二十国集团正处于从应对国际金融危机的有效机制向促进国际经济合作的主要平台转变。我们应该继续坚持成员国主导原则,充分考虑各国不同国情和发展阶段,理解并尊重各国选择发展道路和发展政策的自主权。我们应该继续完善和改进评估标准,强劲、可持续、平衡增长三者同等重要,在标准制定和实施过程中要统筹兼顾、全面推进。我们应该完善框架,使框架从短期应急向长效治理转变,加强各国中长期政策协调。我们应该加强宏观经济政策协调,大力推动国际新兴产业和科技合作,想方设法创造就业机会,支持发展中国家采取调整结构、扩大内需、增加出口等措施,促进各国经济优势互补和互惠增长。只要我们坚持互利共赢的发展伙伴精神,推动世界经济强劲、可持续、平衡增长的目标就能够实现。
First, improve the Framework for Strong, Sustainable and Balanced Growth and promote cooperative development.Strong, sustainable and balanced economic growth is of great significance to the whole world.As the world economy is at a critical juncture of stabilizing and recovering, achieving strong growth is our primary task.A year ago, we decided at the Pittsburgh Summit to launch the Framework for Strong, Sustainable and Balanced Growth.This Framework is an important platform for major advanced and emerging market economies to strengthen macroeconomic policy coordination.The G20 is now transforming from an effective mechanism in tackling the financial crisis to the premier forum for international economic cooperation.We should stick to the country-led principle, take into full account the different national circumstances and development stages of various members, and appreciate and respect each country's independent choice of development path and policies.The assessment criteria should be further improved.Since strong growth, sustainable growth and balanced growth are equally important, we must give them equal attention and push forward growth in a comprehensive way in the formulation and implementation of assessment criteria.We need to improve the Framework so that the Framework can shift its focus from emergency response to long-term governance and contribute to more effective medium-to long-term global policy coordination.We should strengthen macroeconomic policy coordination, energetically advance international cooperation in new industries and science and technology, employ every means to create jobs, and support developing countries in adopting measures to adjust economic structure, expand domestic demand and increase exports.We should encourage various economies to draw on each other's strengths for mutually beneficial growth.As long as we remain committed to the spirit of mutually beneficial partnership for development, the goal of strong, sustainable and balanced global economic growth will be achieved.第二,倡导开放贸易,推动协调发展。以各国资源禀赋为基础开展国际分工和自由贸易,体现了经济规律的客观要求,顺应了经济全球化深入发展的历史潮流。世界近现代史的发展历程表明,贸易越是自由,世界就越是发展;经济越是开放,发展就越是迅速。当前形势下,我们应该坚定不移推进自由贸易,坚定不移恪守历次峰会承诺,坚定不移反对各种形式的保护主义,取消已有的贸易保护措施。我们应该大幅减少各种贸易和投资壁垒,不断扩大共同利益,通过平等对话妥善处理摩擦和分歧,取消对高新技术产品出口的不合理限制,共同营造自由开放、公平公正的全球贸易环境;提倡协调,不搞对抗,加强对话,扩大合作,为世界经济增长营造良好环境,努力实现互利共赢。我们应该把贸易和发展有机结合起来,体现二十国集团以共同发展为导向、以共同繁荣为己任的全球经济治理精神。我们应该恪守承诺,按照维护多哈授权、锁定已有成果、以现有谈判案文为基础的原则,推动多哈回合谈判早日取得全面均衡的成果,实现发展回合目标,促进建立开放自由的全球贸易体制。
Second, champion open trade and promote coordinated development.To pursue international division of labor and free trade based on the resources endowment of individual countries reflects the law of economics and conforms to the historical trend of globalization.Modem world histoiy shows that freer trade brings greater development to the world and a more open economy leads to more rapid development.In the current situation, we must be firmly committed to free trade, to the consensus reached at previous G20 summits, and to the effort of opposing all forms of protectionism and removing existing trade protectionist measures.We should substantially reduce trade and investment barriers, broaden common interests, properly handle frictions and differences through dialogue on an equal footing, lift unreasonable restrictions on high-tech exports and jointly foster a free, open, equitable and just global trading environment.We should encourage coordination, refrain from confrontation and step up dialogue and cooperation so as to shape a favorable environment for global economic growth and win-win progress.We should coordinate trade and development strategies to reflect the G20 spirit of global economic governance for common development and shared prosperity.We should honor our commitments and work for comprehensive and balanced outcomes at the Doha Round negotiations in order to attain the goals of the development round at an early date and establish an open and free global trading system.To do this, we should uphold the mandate of the Doha Round, lock in previous achievements and work on the basis of the existing negotiating text.第三,完善金融体系,推动稳定发展。今年,世界银行投票权和国际货币基金组织份额的两项改革都取得了进展,应该按照已确定的时间落实到位。国际金融机构改革是长期和动态的过程,份额和投票权改革只是一个起点,还有许多任务尚未完成。我们应该继续推动以公平择优为原则选择国际金融机构管理层,提高发展中国家中高层管理人员比例,填补发展中国家在国际企融机构制度框架中的管理缺口。我们应该推动国际货币基金组织加强资本流动监测预警,防止资金大进大出对单个经济体的破坏性冲击。加强国际金融监管应该着眼于平衡金融监管和金融创新、政府干预、市场调节的关系,致力于解决国际金融体系中存在的系统性、根源性问题,使金融体系依靠、服务、促进实体经济发展;坚持高标准、严要求,跟踪评估各成员执行新监管标准情况;加强对信用评级机构、影子银行体系和跨境资本流动的监管。我们应该完善国际货币体系,建立币值稳定、供应有序、总量可调的国际储备货币体系,主要储备货币发行经济体应该实施负责任的政策、保持汇率相对稳定,增强新兴市场国家和发展中国家应对金融风险能力,缓和并逐步解决造成外汇流动性风险的根本矛盾。
Third, reform the financial system and promote stable development.Both the World Bank voting power reform and the IMF quota reform have made progress this year, and what has been decided should be implemented within the agreed timeframe.The reform of international financial institutions(IFIs)is a long and dynamic process.Quota and voting power reforms are just a starting point and much remains to be done.We should continue to push for fair and merit-based selection of the management of international financial institutions, enable more people from developing countries to take up mid-level and senior management positions and redress the underrepresentation of developing countries at the management level in the institutional framework of IFIs.We should support the IMF in its effort to strengthen the monitoring and early warning of capital flows and prevent the destructive impact of large capital movement, both inward and outward, on individual economies.While tightening international financial supervision and regulation, we need to seek the right balance between financial regulation and innovation, and between government intervention and market forces, and address the systemic and fundamental problems in the international financial system so that the system will become one that relies on, serves and buttresses the development of the real economy.We should rigorously track and assess G20 members' compliance with the new regulatory standards.We should strengthen supervision and regulation over credit rating agencies, the shadow banking system and trans-border capital flows.We should improve the international monetary system and build an international reserve currency system with stable value, rule-based issuance and manageable supply.The major reserve currency issuing economies should adopt responsible policies, maintain relative stability of exchange rates and help enhance the resilience of emerging market economies and developing countries against financial risks, thus easing and gradually removing the fundamental problems behind foreign exchange liquidity risks.第四,缩小发展差距,推动平衡发展。世界经济发展不平衡表现在方方面面,最突出的是南北发展严重失衡。深层原因是国际秩序不公正、制度不完善、机会不均等。从根本上说,没有广大发展中国家充分发展就谈不上世界真正发展,没有最不发达国家脱贫致富就谈不上世界持久繁荣。前不久,联合国成功召开千年发展目标高级别会议,各方承诺努力克服困难,全力推动实现千年发展目标。这是联合国的庄严承诺,也是二十国集团成员的共同责任。我们应该建立更平等、更均衡的新型全球发展伙伴关系,促进发达国家和发展中国家相互理解、相互协调,避免走相互指责、公开对立的老路;重视二十国集团宏观经济政策对发展中国家的外溢效应,着力推动南北合作,拓展利益交汇点,树立以发展促增长、以合作抗风险的新发展理念;提升发展问题在国际议程中的位置,从宏观和战略高度推动解决发展问题。我们应该支持联合国及其专门机构在国际发展合作中继续发挥重要作用,增强世界银行等国际机构发展职能,为国际发展合作提供坚实机制保障。我们应该倡导和推广新的发展方式,降低人为技术转让壁垒,为广大发展中国家早日实现绿色发展和可持续发展创造条件。我们应该共同推动坎昆气候变化大会继续坚持共同但有区别的责任原则,坚持“巴厘路线图”双轨谈判机制和授权,坚持减缓、适应、资金、技术并重,坚持公开透明、广泛参与、协商一致的谈判方式,注意倾听广大发展中国家呼声,在哥本哈根气候变化大会所取得成果基础上,在《哥本哈根协议》政治共识指导下,进一步取得积极成果。
Fourth, narrow the development gap and promote balanced development.Among the various imbalances in the world economy, the most prominent is the serious development imbalance between the North and the South.The underlying reason is that the international order is unfair, with institutional deficiencies and lack of equal access to opportunities.In the final analysis, without the full development of developing countries, there can be no genuine global development.And if the least developed countries remain in poverty, enduring global prosperity can only be empty talk.At the recent UN High-Level Plenary Meeting on the Millennium Development Goals(MDGs), all parties committed to overcome difficulties and do everything possible to achieve the MDGs.This represents the solemn commitment of the United Nations and the common responsibility of G20 members.We must endeavor to build a new and more equal and balanced global partnership and encourage developed and developing countries to have more mutual understanding and closer coordination rather than follow the old path of trading accusations and public confrontation.We should pay attention to the spillover effect of G20 macroeconomic policies on developing countries.We should make great efforts to promote North-South cooperation, expand common interests and embrace a new development concept that promotes growth through development and overcomes risks through cooperation.We should move development up on the international agenda and address the issue of development from a macro and strategic perspective.We should support the United Nations and its specialized agencies in continuing to play an important role in international development cooperation and strengthen the development function of the World Bank and other international institutions so as to provide strong institutional guarantee for international development cooperation.We should advocate new ways of development and reduce artificial barriers to technology transfer in order to create conditions for developing countries to achieve green and sustainable development at an early date.We should work together to ensure that the Cancun climate change conference will continue to follow the principle of common but differentiated responsibilities and the dual-track negotiation mechanism and mandate of the Bali Roadmap.The Cancun conference should give equal importance to mitigation, adaptation, funding and technological support, adhere to the principle of openness, transparency, broad participation and consensus-building in conducting negotiations and pay more attention to the voice of developing countries.It should seek positive outcomes by building on the achievements of the Copenhagen conference and following the guidance of the political consensus embodied in the Copenhagen Accord.各位同事!Dear Colleagues,中国发展是世界发展的重要组成部分。改革开放以来,中国人民克服困难、艰苦奋斗,减少了两亿多绝对贫困人口,解决了13亿人的温饱问题,正在向着全面建设小康社会目标迈进。与此同时,中国尽己所能、向其他发展中国家提供真诚无私援助,积极促进南南合作,努力为世界发展作出贡献。
China's development is an important part of world development.Since reform and opening-up, China has lifted over 200 million people out of absolute poverty and provided for the basic needs of 1.3 billion Chinese.We are now working towards the goal of building a moderately prosperous society in all respects.We have made our achievements through strenuous efforts and by overcoming numerous difficulties.Meanwhile, China has offered sincere and selfless assistance to fellow developing countries as its ability permits and actively promoted South-South cooperation, contributing its share to world development.进入21世纪第二个10年,中国发展进入新的历史时期。我们根据国内外形势发展变化,提出了加快转变经济发展方式的战略目标,重点加快调整国民收入分配结构、城乡结构、区域结构、产业结构,加快推进科技创新,加快建设现代农业、生态文明、文化产业、社会保障体系,努力推动经济社会协调发展。为扩大内需,中国采取了一系列政策措施,取得了明显成效。2009年,中国社会消费品零售总额增长15.5%,最终消费带动经济增长4.1个百分点,对经济增长的贡献率回升到45.4%。2010年1月至9月,中国社会消费品零售总额增长18.3%,内需对经济的拉动作用进一步增强。同期,中国进口额和出口额分别增长42.4%和34.0%,贸易顺差同比下降10.5%,外贸平衡状况和国际收支平衡进一步改善。
With the advent of the second decade of the 21st century, China's development has entered a new stage.In the light of changing domestic and external situation, we have set the strategic goal of accelerating the transformation of economic development pattern.We will speed up efforts to adjust the income distribution structure, urban-rural development structure, regional development structure and industrial structure, promote scientific and technological innovation, and develop modern agriculture, conservation culture, cultural industries and the social safety net to bring about balanced economic and social development.The series of policies and measures China adopted to boost domestic demand has produced notable results.In 2009, China's total retail sales rose by 15.5%.Final consumption accounted for 4.1 percentage points in the economic growth rate.In other words, it contributed 45.4% to last year's economic growth.In the first nine months of this year, total retail sales in China grew by 18.3%, reflecting the greater role of domestic demand in economic growth.In the same period, China's imports and exports were up by 42.4% and 34.0% respectively and trade surplus was down by 10.5% year-on-year, a demonstration of further improvement in foreign trade balance and international balance of payments.中国已经确立了今后5年发展的总体方向和战略任务,我们将坚持以科学发展为主题,以加快转变经济发展方式为主线,深化改革开放,保障和改善民生,促进经济长期平稳较快发展和社会和谐稳定。转变经济发展方式、扩大内需、改善民生将是我们推动经济社会发展的重点。我们将围绕增强居民消费能力、改善居民消费预期、培育壮大消费热点、完善消费环境等制定政策措施,加快调整国民收入分配格局,多渠道增加居民收入,提高社会保障水平,逐步提高最低工资标准,扩大消费信贷,加强商贸流通体系等基础设施建设,促进居民消费持续较快增长,继续促进经济增长向依靠消费、投资、出口协调拉动转变,实现全面协调可持续发展,为世界经济发展作出新的贡献。

很高兴来到多伦多参加二十国集团领导人第四次峰会,同各位同事共同讨论推动世界经济全面复苏这个重大议题。首先,我谨对哈珀总理和加拿大政府为本次峰会所作的积极努力和周到安排,表示衷心的感谢!我还要感谢大家对上海世博会给予的宝贵支持和帮助。
在二十国集团成员和国际社会共同努力下,世界经济正在逐步复苏,但复苏基础不牢固、进程不平衡,存在较大不确定性。部分国家主权债务风险持续上 升,一些系统重要性金融机构的问题集中暴露,主要货币汇率大幅波动,国际金融市场动荡不定,大宗商品价格高位震荡,各种形式的保护主义明显增多。这表明,国际金融危机深层次影响尚未消除,世界经济系统性和结构性风险仍十分突出。我们要深刻认识国际金融危机深层次影响的严重性和复杂性,继续发扬同舟共济、合 作共赢的精神。
匹兹堡峰会提出的“强劲、可持续、平衡增长框架”对世界经济长远健康发展具有重要意义。为了推动世界经济尽早进入强劲、可持续、平衡增长,我愿提出以下建议。
第一,推动二十国集团从应对国际金融危机的有效机制转向促进国际经济合作的主要平台。当前,世界经济形势仍然十分复杂,需要二十国集团发挥引领 作用。我们应该着眼长远,推动二十国集团从协同刺激转向协调增长、从短期应急转向长效治理、从被动应对转向主动谋划。要加强二十国集团成员宏观经济政策协 调,保持合理政策力度,支持发生主权债务危机的国家克服当前面临的困难。要审慎稳妥把握经济刺激政策退出的时机、节奏、力度,巩固世界经济复苏势头。要全 面落实前3次峰会作出的决定和达成的共识,共同维护二十国集团信誉和效力,本着循序渐进、互利共赢的原则推进二十国集团机制化建设,妥善处理各种矛盾和分 歧,确保二十国集团峰会机制在健康轨道上向前发展。要处理好二十国集团机制同其他国际组织和多边机制的关系,确保二十国集团在促进国际经济合作和全球经济 治理中发挥核心作用。
第二,加快建立公平、公正、包容、有序的国际金融新秩序。我们应该牢记国际金融危机的深刻教训,正本清源,对症下药,本着简单易行、便于问责的 原则推进国际金融监管改革,建立有利于实体经济发展的国际金融体系。要建立并执行严格的资本和杠杆率要求,将影子银行体系纳入监管,制订全球统一的会计准 则。要着力加强对系统重要性金融机构的监管,采取必要的预防性措施,防止风险投机过度。要强调国际监管核心原则和标准的一致性,同时要充分考虑不同国家金 融市场的差异性,提高金融监管的针对性和有效性。要加强对信用评级机构的监管,减少对信用评级机构的依赖,完善信用评级机构行为准则和问责制度,特别是要 制定客观、公正、合理、统一的主权信用评级方法和标准,使有关评级结果准确反映一国经济状况和信用级别。要继续推进国际金融机构改革,加快完成国际货币基 金组织份额调整,推动更多新兴市场国家和发展中国家人员出任国际金融机构高管,提高发展中国家代表性和发言权。要加强国际货币基金组织能力建设和监督改 革,加强对各方特别是主要储备货币发行经济体宏观经济政策的监督。
第三,促进建设开放自由的全球贸易体制。我们必须以实际行动反对各种形式的保护主义,坚决倡导和支持自由贸易,继续承诺并严格执行不对商品、投 资、服务设置新的限制措施。发达国家要以更加开放的态度促进国际贸易发展,本着互利共赢、共同发展的原则,坚持以对话协商妥善处理贸易摩擦。要按照维护多 哈授权、锁定已有成果、以现有谈判案文为基础的原则,推动多哈回合谈判取得全面、均衡的成果,尽早实现发展回合目标。
各位同事!
我们要牢牢把握强劲、可持续、平衡增长三者的有机统一。确保强劲增长是当前世界经济发展的首要任务,可持续增长是长期目标,通过转变经济发展方 式实现平衡增长是客观要求。我们应该积极推动强劲增长,着力发展实体经济,促进民众就业,加强新兴产业领域国际合作,在前进中克服困难,在增长中解决问 题。我们应该注重保持可持续增长,不仅要保持环境可持续性,也要保持财政、货币、贸易、产业等政策的可持续性,减少宏观经济波动和风险。我们应该努力实现平衡增长,既要实现各国国内不同区域、不同产业平衡增长,也要实现不同国家和地区平衡增长。实现世界经济强劲、可持续、平衡增长是一个长期复杂的过程,不 可能一蹴而就,既要持之以恒、坚定推进,也要照顾到不同国家国情,尊重各国发展道路和发展模式的多样性。
中国在推动经济发展过程中始终努力推进经济强劲增长,从1978年到2008年中国经济年均增长9.8%。国际金融危机发生以来,中国全面实施 并不断丰富完善应对国际金融危机冲击的一揽子计划和政策措施,2009年中国经济增长8.7%,为地区和世界经济复苏作出了自己的贡献。2010年,中国 经济继续保持平稳较快发展势头,一季度经济增长11.9%。中国始终重视增长的可持续性,把财政赤字控制在占国内生产总值3%的范围之内。今年以来,我们 在保持宏观经济政策连续性和稳定性的同时,强调要根据新形势新情况提高政策的针对性和灵活性,妥善处理好保持经济平稳较快发展、调整经济结构、管理通胀预 期的关系,着力增强经济增长的可持续性。中国始终高度重视平衡增长。在应对国际金融危机冲击的过程中,中国各项扩大内需政策取得明显成效,2009年在货 物出口总额减少16%的情况下,社会消费品零售总额实际增长近17%,全社会固定资产投资增长约30%,经常项目顺差占国内生产总值的比重降至6.1%。今年以来,中国贸易顺差继续大幅减少,经常项目收支加快趋向平衡,经济协调发展良好势头进一步增强。
我们清醒地认识到,中国人口多、底子薄,城乡、区域发展不平衡,环境和资源约束矛盾突出,尤其是中国每年城镇需要安排就业的劳动力2400万 人,大量农村富余劳动力需要转移就业,同时还有相当数量的贫困人口未脱贫。为了解决这些困难和问题,我们坚持以人为本、全面协调可持续发展的科学发展观,把加快转变经济发展方式作为贯彻落实科学发展观的重要目标和战略举措,重点加快调整国民收入分配结构、城乡结构、区域结构、产业结构,加快推进科技创新,加快建设现代农业、生态文明、文化产业、社会保障体系,努力推动经济社会协调发展。这些调整和转变不仅有利于中国经济全面协调可持续发展,也将对世界经济 发展产生积极影响。转变经济发展方式是一个长期复杂的过程,需要付出艰苦努力。中方愿同各方相互借鉴、取长补短、平等合作、共同发展,推动世界经济形成更 加合理的产业分工结构、更加均衡的金融贸易结构、更加科学的资源配置结构、更加公平的利益共享结构,实现世界经济持续协调发展。
各位同事!
要真正实现世界经济长期持续增长,必须帮助广大发展中国家实现充分发展,缩小南北发展差距。在国际金融危机中,发展中国家受到的冲击十分严重,克服国际金融危机影响面临的困难也十分严重。二十国集团成员主要是发达国家、新兴市场国家、工业化程度较高的发展中国家,成员国国内生产总值占世界的 85%,但我们不能忽视超过世界国家总数85%的其他发展中国家的发展诉求。二十国集团有责任为解决发展问题提供更强政治动力、更多经济资源、更好制度保 障。
国际金融危机使联合国千年发展目标进程面临新的困难,2015年前完成预期目标任重道远。我们应该在发展问题上采取更多实际行动,保障发展资 源,完善发展机制,促进发展合作,确保如期实现联合国千年发展目标。发达国家应该切实兑现官方发展援助承诺、开放市场、减免债务,加大对发展中国家的资金 和技术支持,提高发展中国家自我发展能力。世界银行、国际货币基金组织等国际金融机构的资源应该优先用于帮助发展中国家尤其是最不发达国家。
国际金融危机发生以来,中国通过各种方式和渠道向发展中国家提供援助。我们向国际货币基金组织增资500亿美元,明确要求将资金优先用于最不发 达国家。我们同有关国家和地区签署了总额达6500亿元人民币的双边货币互换协议,共同应对国际金融危机冲击。我们设立100亿美元的中国-东盟投资合作 基金,向东盟国家提供150亿美元信贷支持,积极参与推动以清迈倡议多边化和亚洲债券市场发展倡议为主要内容的东亚财金合作,维护地区经济金融形势稳定。我们向上海合作组织其他成员国提供100亿美元的信贷支持。我们向非洲国家提供100亿美元优惠贷款,免除非洲重债穷国和最不发达国家债务,逐步给予非洲 同中国建交的最不发达国家95%的产品免关税待遇。我愿代表中国政府庄严承诺,中国将在南南合作框架内继续向发展中国家提供力所能及的援助,尽力帮助发展 中国家实现发展。

At the Fourth G20 Summit
Prime Minister Stephen Harper, Dear Colleagues, It gives me great pleasure to attend the fourth G20 Summit in Toronto and discuss with you the important subject of promoting full recovery of the world economy.Let me begin by thanking Prime Minister Harper and the Canadian government for their active efforts and thoughtful arrangements for this meeting.I also wish to take this opportunity to express thanks to all of you for giving valuable support and assistance to Expo 2010 Shanghai.With the concerted efforts of G20 members and the entire international community, the world economy is gradually recovering.But the recovery is neither firmly established nor balanced and there are still quite many uncertainties down the road.Sovereign debt risks continue to rise in some countries.A host of problems have been exposed in some systemically-important financial institutions.Exchange rates of major currencies fluctuate drastically and international financial markets suffer from persistent volatility.Commodity prices hover at a high level and protectionism of various forms is notably growing.All this shows that the deeper impact of the international financial crisis is yet to be overcome and systemic and structural risks in the world economy remain very serious.We must fully recognize the gravity and complexity of the deep impact of the international financial crisis and continue to work in a spirit of unity and win-win progress.The Framework for Strong, Sustainable and Balanced Growth launched at the Pittsburgh Summit is of great importance to the long-term healthy growth of the world economy.I wish to offer the following proposals concerning the efforts required for bringing about strong, sustainable and balanced world economic growth at an early date.First, we need to turn the G20 from an effective mechanism to counter the international financial crisis to a premier platform for advancing international economic cooperation.The complex world economic situation makes it necessary for the G20 to play a guiding role.We need to take a longer-term perspective and shift the focus of the G20 from coordinating stimulus measures to coordinating growth, from addressing short-term contingencies to promoting long-term governance and from passive response to proactive planning.We should strengthen coordination of macroeconomic policies among G20 members, keep the right intensity of our policies and support countries hit by the sovereign debt crisis in overcoming the current difficulties.We must act in a cautious and appropriate way concerning the timing, pace and intensity of an exit from the economic stimulus packages and consolidate the momentum of recovery of the world economy.We must follow through on the decisions and consensus of the previous G20 summits and uphold together the credibility and effectiveness of the G20.We must advance the G20's institutional-building under the principle of seeking gradual progress and win-win outcomes, and properly handle various problems and differences in order to ensure the sound development of the G20 summit mechanism.We need to well manage the G20's relationship with other international organizations and multilateral mechanisms and ensure that the G20 plays a core role in promoting international economic cooperation and global economic governance.Second, we need to accelerate the establishment of a new international financial order that is fair, equitable, inclusive and well-managed.We must learn the hard lessons of the international financial crisis, take effective measures to address the root causes of the crisis, and push forward reform to ensure that the future international financial supervisory and regulatory regime is easy to operate and highly accountable.It is important to establish an international financial system that is good for the growth of the real economy.We need to establish and enforce strict capital and leverage ratio requirements, bring the shadow banking system under supervision and regulation and formulate globally consistent accounting rules.We need to make greater efforts to strengthen supervision and regulation of systemically-important financial institutions and take necessary precautionary measures to forestall excessive risks and speculation.We need to stress the consistency of core principles and standards of international supervision and regulation and, at the same time, take into full consideration the differences between financial markets of individual countries to make financial supervision and regulation more focused and effective.We need to strengthen regulation of credit rating agencies, reduce dependence on these agencies and improve their code of conduct and accountability system.It is particularly important to establish objective, fair, reasonable and uniform methodologies and standards for sovereign credit rating so that the rating results can accurately reflect the state of a country's economy and credit worthiness.We need to continue to push forward the reform of international financial institutions, complete the adjustment of IMF quotas at a faster pace, enable more people from emerging markets and developing countries to assume senior management posts at international financial institutions, and increase the representation and voice of developing countries.We need to enhance the IMF's capacity-building and surveillance reform, and we need to strengthen supervision over macroeconomic policies of various parties, particularly major reserve currency issuing economies.Third, we need to advance the building of an open and free global trading regime.We must take concrete actions to reject all forms of protectionism, and unequivocally advocate and support free trade.We must renew our commitment not to impose new restrictions on goods, investment and services, and earnestly follow through on this commitment.Developed countries should promote international trade with greater openness.It is important to address trade frictions appropriately through dialogue and consultation and under the principle of mutual benefit and common development.We should work for comprehensive and balanced outcomes from the Doha round negotiations and attain the goals of this development round at an early date.And we should do so by upholding the Doha mandate, locking up the existing achievements, and working on the basis of the existing negotiating text.Dear Colleagues, We must recognize that “strong, sustainable and balanced growth” is an integral concept.To ensure strong growth is the top priority in today's world economic development;to enable sustainable growth is our long-term objective;and to achieve balanced growth through the transformation of the economic development pattern is necessitated by the calling of our times.We need to take proactive steps to ensure strong growth, make great efforts to develop the real economy, create jobs for the people and step up international cooperation in emerging industries.We should overcome difficulties in the course of progress and tackle challenges through growth.We should value sustainable growth, which includes sustainability of the environment as well as sustainability of fiscal, monetary, trade and industrial policies, and reduce macroeconomic fluctuations and risks.We should strive for balanced growth, including balanced growth both among different parts and industries of a country and among different countries and regions.It will take a long and complex process to achieve strong, sustainable and balanced growth of the world economy.It cannot be done overnight.We must make persistent efforts to push forward this process.And in doing so, we must also take into account specific circumstances of individual countries and respect their diverse development paths and models.In its pursuit of economic development, China has all along worked hard to promote strong economic growth.Between 1978 and 2008, the Chinese economy grew at an average annual rate of 9.8%.Since the outbreak of the international financial crisis, China has comprehensively implemented and continuously enriched and improved its package plan and other policy measures in response.As a result, the Chinese economy grew by 8.7% in 2009 and contributed its part to regional and global economic recovery.Since the start of 2010, the Chinese economy has maintained steady and relatively fast growth.In the first quarter, the economy grew by 11.9%.China has always valued sustainable growth, as evidenced by its efforts to keep budget deficit under 3% of GDP.Since the beginning of this year, as we work to maintain the consistency and stability of our macroeconomic policies, we have also stressed the need to make our policies more responsive and flexible in the light of evolving circumstances, strike the right balance between ensuring steady and relatively fast economic growth, restructuring the economy and managing inflation expectations, and put in greater efforts to make economic growth more sustainable.China has always attached great importance to balanced growth.In countering the international financial crisis, the various policies China has adopted to boost domestic demand have shown notable results.In 2009, while China's total exports in goods dropped by 16%, its retail sales were up by nearly 17% in real terms, fixed asset investment increased by about 30%, and current account surplus relative to GDP fell to 6.1%.Since the start of this year, China's trade surplus has continued to drop by a big margin.The trend towards current account balance has picked up speed.And balanced economic development has gathered even stronger momentum.We are soberly aware of the difficulties and challenges that China faces, including a large population, a weak economic foundation, lack of balance in the development between urban and rural areas and among different regions, and serious environmental and resource constraints.Each year, 24 million urban residents enter the job market and a huge number of surplus rural workers need to find non-agricultural jobs.And a considerable number of people are yet to be lifted out of poverty.To address these difficulties and challenges, we have been following a scientific outlook on development that puts people first and seeks comprehensive, balanced and sustainable development.A key objective and strategic move in our endeavor to implement this scientific outlook is to accelerate the transformation of economic development pattern.We are focusing our efforts on readjusting at a faster pace national income distribution pattern, urban-rural development structure, regional development structure and industrial structure.We are speeding up efforts to encourage scientific and technological innovation, and expediting the development of modern agriculture, conservation culture, cultural industries and the social security system.Our goal is to promote balanced economic and social progress.These adjustments and transformations will not only contribute to the comprehensive, balanced and sustainable growth of the Chinese economy, but also benefit the world economy.To transform the pattern of economic growth is a long-term and complex process that requires tremendous efforts.China stands ready to work with other parties to draw on each others' strength, pursue cooperation on the basis of equality and common development, and bring about a more rational division of international labor, a more balanced financial and trade structure, a more scientific pattern for resource allocation and a more equitable system for interest sharing so as to put the world economy on the track of sustained and balanced growth.Dear Colleagues, To achieve genuine long-term and sustainable growth of the world economy, it is imperative to help developing countries achieve full development and narrow the development gap between the North and the South.Developing countries have been hit hard by the financial crisis and they find it a daunting task to overcome the difficulties caused by the crisis.The G20 is primarily composed of developed countries, emerging markets and developing nations with a relatively higher level of industrialization.The combined GDP of G20 members accounts for 85% of the world's total.However, we should not neglect the development aspirations of other developing countries, which take up over 85% of countries in the world.It is incumbent upon the G20 to provide stronger political drive, greater economic resources and better institutional guarantee for development.The international financial crisis has made it more difficult to attain the UN Millennium Development Goals(MDGs).It will be an uphill battle to achieve the set objectives by 2015.We must take more credible actions to address the issue of development.We must secure development resources, improve development institutions and promote development cooperation to ensure that the UN MDGs will be met on schedule.Developed countries should honor in good faith their commitments on official development assistance, market opening, and debt reduction and cancellation.They should scale up financial and technological support for developing countries and help them build stronger capacity for self development.The World Bank, the IMF and other international financial institutions should use their resources to help, on a priority basis, developing countries, the least developed countries in particular.Since the outbreak of the international financial crisis, China has provided assistance to developing countries through multiple means and channels.We contributed US$50 billion to IMF's resource increase with an explicit request that the resources be used, first and foremost, to help the least developed countries.We signed bilateral currency swap agreements worth RMB650 billion yuan with relevant countries and regions in a joint response to the financial crisis.To maintain regional economic and financial stability, we have established a US$10 billion China-ASEAN Investment Fund, provided US$15 billion of credit support to ASEAN countries, and actively engaged in and pushed forward East Asian financial cooperation focusing mainly on Chiang Mai Initiative Multilateralization and the Asian Bond Market initiative.We have provided US$10 billion of credit support to other member states of the Shanghai Cooperation Organization.We made the decision to provide US$10 billion in concessional loans to African countries and cancel the debts owed by heavily indebted poor countries and least developed countries in Africa and we will phase in zero-tariff treatment to 95% of the products from the least developed African countries having diplomatic ties with China.On behalf of the Chinese government, I would like to make the solemn commitment that China will continue to offer assistance to other developing countries as its ability permits within the framework of South-South cooperation, and do its utmost to help other developing
