从这个角度，“中国梦”相对于“美国梦”的一个明显劣势，便是北京在大力宣扬“中国梦”的同时，出现要提防“境外势力”的宣传高调。除了藏、疆、香港等地，就连学术界里都提出要警惕“境外势力”渗透的说法。而防范所谓“境外势力”，实际便是排斥和控制有“海外关系”的人士。越是邻接“境外”，越是如临大敌。新近的香港普选争议是明显例子。

正是在对“境外势力”的态度上，如《华盛顿邮报》和《华尔街日报》引用报道，美国华裔作家刘柏川的新书《华裔美国梦》（A Chinaman's Chance）点出了“美国梦”相对于“中国梦”的重大优势：“海外关系”人士实现“美国梦”的巨大机会和成功。

刘柏川强调的是华人华裔通过精英教育和个人奋斗被美国上层社会完全接受的事实。这一竞争优势，使得美国并不需要担心中国的崛起，除非中国也能同样接受容纳来自境外的人才。

刘柏川本人便是例子：作为台湾移民第二代，他是耶鲁大学本科和哈佛法学院毕业的双料常春藤精英，担任过克林顿总统的演说撰稿人和内政顾问，后来创办了公民大学（Citizen University）。

类似的华裔人士，可以举出布什政府劳工部长赵小兰（哈佛商学院）、奥巴马政府要员卢沛宁（普林斯顿本科、哈佛法学院）和陈远美（哈佛大学），以及被北京官方传媒攻击为“香蕉人”的前华盛顿州州长、奥巴马政府商业部长和驻中国大使骆家辉（耶鲁大学）。

就是在近日的新闻里，也可以顺便举出2014年民主党纽约副州长初选候选人吴修铭（哈佛法学院毕业、首次提出“网络中立性”的法律专家），以及共和党罗德岛州州长候选人、得到罗姆尼支持的克兰斯顿市长冯伟杰。

这里牵涉到的题目，便是美国麻省理工学院经济学教授达荣·阿西莫格鲁（Daron Acemoglu）与哈佛大学政治经济学教授詹姆斯·罗宾森（James A.Robinson）合著的《国家为什么会失败：权力、富裕与贫困的根源》（Why Nations Fail: The Origins of Power, Prosperity, and Poverty）里总结的历史规律：国家强盛成功的长远关键，是具有“包容开放性的国家机制（inclusive institutions）”。上述华裔人士，只是大量与“境外势力”有关系的美国移民第二代成功的一部分。

被茶党怀疑出生在非洲、暗里信奉伊斯兰的奥巴马总统，是美国容纳“境外势力”的最好例子：生父和继父都是外国人，而一位同父异母兄弟至今生活在中国。

或许有人会说这是因为美国是新大陆的移民国家。那么在欧洲旧大陆老牌列强中，前法国总统萨科齐是移民第二代，历届法国政府包括当今社会党政府部长中，穆斯林移民第二代层出不穷；在英国，当今工党领袖埃德·米利班德（Ed Miliband）也是如假包换的移民第二代（父亲比利时波兰裔，母亲波兰人），新近因抗议加沙战争辞职的英国内阁大臣赛义达·瓦尔西（Sayeeda Warsi）女爵士是巴基斯坦移民的女儿，担任过保守党主席；在德国，上届默克尔政府副总理、前自由民主党魁菲利普·罗斯勒（Philipp Rosler）是被人领养的越南孤儿。

正如《国家为什么会失败》总结，这一历史规律不仅仅验证于现代社会，中国称雄世界的汉唐盛世，同样展示了对“境外势力”的包容开放性。

在“犯强汉者、虽远必诛”的汉朝，最敌对的“境外势力”是匈奴。可是匈奴休屠王子金日磾却是汉武帝的五名顾命大臣之一，其后裔 “七世内侍，何其盛也！”保护汉家皇室安全的最精锐御林军，则是长安的匈奴族骑兵——长水胡骑和宣曲胡骑。

到了唐朝，中央政府中“境外势力”人物比比皆是。唐代“蕃将”为人熟知，曾经占据了朝廷官员的一半。比较隐讳的是通过当时“精英教育”——科举制度进入政府高层的境外移民后代。《北梦琐言》卷五记载：唐自大中至咸通，白中令入拜相，次毕相诚、曹相确、罗相劭，权使相也，继升岩廊。崔相慎猷曰：“可以归矣。近日中书尽是蕃人。”盖以毕、白、曹、罗为蕃姓也。

这就是说：连续四名唐朝宰相，都是西域外族移民的后代！大唐帝国包容“境外势力”的气度，绝不亚于今天的美国。两者都说明今天“中国梦”的重要缺失——封闭排他性体制。
