目的为了唤起公众的水意识，建立一种更为全面的水资源可持续利用的体制和相应的运行机制，1993年1月18日，第47届联合国大会根据联合国环境与发展大会制定的《21世纪行动议程》中提出的建议，通过了第193号决议，确定自1993年起，将每年的3月22日定为“世界水日”，以推动对水资源进行综合性统筹规划和管理，加强水资源保护，解决日益严峻的缺水问题。同时，通过开展广泛的宣传教育活动，增强公众对开发和保护水资源的意识。让我们节约用水，不要让最后一滴水成为我们的眼泪！确立背景

今年３月２２日是第１9个世界水日。今年世界水日的主题是“城市水资源管理”.水是世界上最宝贵的资源之一。为了让全世界关注水问题，１９９３年１月１８日，第４７届联合国大会根据联合国环境与发展大会制订的《２１世纪行动议程》中所提建议，通过了第１９３号决议，确定自当年起将每年的３月２２

日定为世界水日。设立世界水日的目的是为了推动世界各国对水资源进行综合性统筹规划和管理，加强水资源保护，并通过开展广泛的宣传教育活动，增强公众对开发和保护水资源的意识。

虽然，地球表面三分之二被水覆盖，水资源总量很大，但其中９７．５％是海水，淡水仅占２．５％，而在这有限的淡水资源中，９０％是人类难以企及的南北两极冰盖、冰川、冰雪。此外，还有一定比例的深层地下淡水资源很难被利用。因此，人类目前能够利用的淡水资源相当有限，只占全球水资源总量的０．２６％。

但是，随着人口膨胀与工农业生产规模迅速扩大，不仅全球淡水用量飞速增长，水资源污染也日益严重。联合国教科文组织曾发布调查报告指出，在发展中国家，约９０％的污水和７０％的工业废水未经处理就排入河道，这严重威胁到饮用水安全及生活用水的供给。据估计，全球８８％的疾病可归咎于不安全的用水以及缺乏相关卫生设施。联合国秘书长潘基文在今年世界水日的致辞中也指出，因饮用不卫生的水而死亡的人数超过了包括战争在内等一切形式暴力的死亡人数。今年联合国将世界水日的主题定为“城市水资源管理”，意在强调水资源质量和数量都面临威胁，并提醒国际社会，通过对水资源管理过程中日益增多的水质量挑战，提高水对维持健康生态系统和人类福祉重要性的认识。
