4月12日 星期二 小雨转晴

早就该到“三万”活动联系点去看一看，由于刚到一个新单位，急需了解和处理的事较多。处理完手头急办的工作，今天一大早，我带人一起从十堰出发直奔竹溪中峰镇联系点。

午饭后，我们第一站到刘家湾村，正赶上村里召开老党员、村干部、村民代表、贫困户、残疾人、在家致富能人代表座谈会。村党支部书记刘克成向我们介绍了村里的基本情况：全村3个村民小组132户528人，总耕地面积321亩，其中水田179亩、旱地142亩，2010年人平纯收入3651元，现在外出务工人员160多人，村里年经济收入在90万元左右。

刘克成介绍完情况后，我向他问了三个问题，即：村民的收入主要来源是什么？村里有无债务？下一步村里准备干点啥？刘克成一一回答：村民的收入主要来自三个方面，即种地收入加农村各项补贴、外出打工收入、养猪养鸡收入，每户年均大约收入18000元；村里还有35万元债务，主要是建村委会综合楼，修河堤、拦水坝欠下的；下一步村里想干五件事，即对村里现有9口水塘和1000米堰渠进行维修、修建通户路600多米、发展近400亩板栗和核桃、把3组住在山顶上的20户村民搬下来及搞好村庄整治。

刘克成一口气说完后停下来等待我的发言。我接过话头说:“水利是农业的命脉。今年中央1号文件明确把农田水利建设作为农村基础设施建设的重点。村里的水利建设，我们会积极向县里建议争取纳入农田水利项目。修建通户道路可采取自筹一点、帮扶一点、国家补一点的办法解决。村庄整治和农户搬迁上面有政策，我们会向县有关部门争取，尽量列入计划。发挥山场优势，种植核桃、板栗，壮大村级集体经济，这个思路是对的，但能否形成产业做成规模，我们工作队会请县农业和林业技术专家来认定，避免走弯路。”我边记边答话，随后用商量语气对刘克成说：“县里茶叶已做成大产业，村里山场能不能种植茶叶，成为县茶场供应基地。” 刘克成表示要同班子好好商议此事。

听完这两位村民的诉说，我感到既温暖又有点不安。多么朴实的农民啊，他们对党在农村的政策都很拥护和满意，对今后的生活也充满了希望，可是因病致贫因病返贫问题确实需要我们下大力气解决。

之后村民邱国昌、刘克东的发言让我感到振奋。29岁的邱国昌初中毕业后外出打工赚了钱准备回家创业，他想租村里的土地种植魔芋、套种玉米，还想发展养殖业。我鼓励他依靠科学，选准项目，早点下手。刘克东是个木工老板，他想扩大生产经营规模，发展家具超市，却苦于没有贷款渠道。他反映的这个问题引起其他村民代表的共鸣……

转眼已是下午4:30，因为还要去乐园村走访，我便对大家说：“老乡们，你们说的这些问题，我们全都记下来了，回去后，一定争取县里、市里相关部门的支持，相信会得到解决的。”

4:50，乐园村村委会，我们同前来暗访检查“三万”工作的县委书记余春存不约而遇，一起来到村委会会议室与村民代表们座谈。参与座谈的6名村民代表中，罗本余、魏启龙过去是这个村里的老党支部书记，陈明清是原村委会主任，他们普遍反映:现在农民收入提高了，日子好过了，但是一些社会问题如空巢老人、留守儿童、村干部后继无人等问题值得担忧。

余春存接过话题说:这次省委、市委开展“三万”活动，组织干部进农家，就是要让干部“接地气”，多接触群众，倾听心声，打开心结。我告诫驻村工作队员:一定要静下心、沉下身，进农家门、说农家话、解农家难。

座谈会进行到下午6:30。晚上，我们把村民们反映的问题进行了疏理，主要有三大问题：村水利设施建设投入不够；农村因病返贫现象突出；缺少资金贷款渠道。通过这次走访，我们了解到群众所忧、所想、所盼，深深感到帮助他们树立信心、克服困难、建设美好家园的责任重大。

一、中国早期工人运到杰出领袖——邓中夏先烈的故乡。全村下辖4个自然村，8个村民小组，234户村民、954人，党员24人，村定员干部4人，大学生村官1名。村有面积4100亩，其中山地3450亩、水田349亩、旱土301亩，人均水田面积0.36亩。由于地处石灰岩地区，水资源缺乏，自然灾害常发，村域经济发展缓慢，2008年人年均收入740元，人年均粮食300公斤，是省级贫困村。

邓家湾村坚持以科学发展观和新农村建设要求为指导，以村为家、惠民为本按照“围绕扶贫抓党建、抓好党建促扶贫”的工作思路和“一年有变化、两年大变样”的目标任务，以“村级班子建设为主线、基础设施改造为重点、产业结构调整为中心、风石资源利用为依托、发展村域经济为目标”，扎实开展建设扶贫工作。在“创先争优”活动中，工作组及支村两委更是结合本村实际，提出了“三创”带“三争”的发展目标，即：“创务实团队，争工作佳绩；创透明团队，争党风正气；创学习团队，争文明风气”。并针对扶贫建设发展规划，就扎实党建组织、落实党务制度、促进经济发展、改善民居环境等四方面制定了村级“创先争优”活动的具体实施方案。力争以科学发展观为指导，以“创先争优”活动为契机，促进村级各项事业再上台阶。

一、夯实党建基础、提高党员素质

“火车跑得快，全凭车头带”。如何更好的依托“创先争优”活动取得工作实效，关键在于提高党员素质，充分发挥党员、干部的先锋模范作用，进而调动全村群众的参与热情。我村先后11次组织村干部进行学习培训，8次带领村干部到发展较好的乡村参观学习，按照支村两委班子成员、村民小组长的职责，制定了村组干部目标管理办法17项，按职能将逐项工作分解细化到人，工作中还有意给村干部压担子，提高自我发展能力。为解决党员干部文化程度低、年龄结构老化，带领村民致富能力差和班子后继乏人的问题，大力实施“三培”工程，即：“把能人培养成党员、把党员培养成能人、把党员能人培养成带头人”。去年发展了1名预备党员、2名入党积极分子，培养了3名后备干部。

二、紧抓发展机遇、完善基础建设

近几年，邓家湾村对于改善居民生活条件、完善各项基础建设、带领群众脱贫，依托邓中夏故居成功申报为国家级文物保护单位、全国爱国主义基地、全国红色旅游景点为契机 支村两委充分认识到机遇难得、时不我待，动员干部、群众紧抓发展机遇、积极参与到各项惠民工程的建设当中来。由支村两委领头、广大党员干部带头，先后实施完成了基础设施和红色旅游项目建设21项，农田水利、村组公路、农电低改、人畜饮水等基础设施建设基本完成。硬化通村、通组公路10公里，硬化村内巷道3.5公里，解决了村民世世代代不通公路的困境。在村道两侧种植樟树1032棵、河堤两岸种植杨树950棵、中夏停车场种植银杏树50棵，植树造林600亩。修筑河堤护坡1000米，对东车水库进行了除险加固、对3个山塘进行了三面光硬化，新修三面光水渠6公里。历时8个多月，打深井4口、维修老井1口，修建水池2个，改厕67户，修建沼气池50个，安装了变电器材、电线杆和电源线路，实现了家家户户通电通水通路。对村希望小学进行全面维修改造，新修了围墙、硬化了操场、购置了教学体育用具。兴建了550平米的邓家湾村村级活动场所，并在东车自然村建立了村组活动场所，购置了办公用品设置。对中夏故居及周边设施进行了修缮改造，对中夏危桥进行了维修，对中夏故居后山270亩荒山进行了开荒绿化，种植了杜鹃花，在中夏故居前修建了两个池塘（栽种了荷花）、征地修建了中夏停车场和公共厕所，今年计划依托“一事一议财政奖补项目”对邓家湾村环境卫生进行改善，计划新建2座垃圾处理池。

三、把握争创实质、带动经济发展

科学发展的实质是“发展”，创先争优的核心是“争先”。要想准确把握此次争创活动的内容实质，就是要把活动的效果体现到促进村级经济发展上来，让群众在活动中真正感到“有提高、能转变、要发展、得实惠”。邓家湾村作为基础差、底子薄、经济落后的贫困村，如何抓住机遇，砥砺奋进、后发赶超，积极带动村域经济发展、为百姓带来实惠是我们开展“创先争优”各项活动的工作实质和根本目的。省工作队及支村两委始终把产业结构调整、实现村民和村级集体增收作为建设扶贫工作的重要任务来抓，采取培训引导、种养结合、大户带动、以奖代投等方式，积极引导村民发展特色种植、养殖，千方百计助农增收。发动村民种植杂交水稻380亩、台湾超甜玉米262亩、良种西瓜105亩、烤烟40亩、实现产值42万元；采取“能人+农户+集体”的办法，创办了食用菌基地和油茶基地，现开垦荒山1000余亩，已种植800余亩油茶，完成了油茶基地和食用菌基地的路、水、电设施建设。改变了村民传统的喂猪养鸡习惯，实现规模化、产业化的养猪、养羊、养鸡、养鸭、养牛大户发展，发展养殖大户10户。村民外出打工是一项投入少、见效快、增收最明显的重要途径，鼓励村民外出打工，两年来村民长期外出打工人数达298人，劳务创收达800余万元。五岭乡引进了风能发电建设项目，促成了吉港水泥厂新建计划，目前吉港水泥厂已经动工建设，预计今年9月份点火生产。为村域经济的整体发展打下坚实基础。“创先争优”是我党继学习实践科学发展观活动后又一全党动员、全民参与的主题活动；是广大党员、干部扎实开展工作，积极发挥先锋带头作用的平台；是推进村级事务顺利进行，推动各项事业再上台阶的有利契机。回顾近几年，邓家湾村努力创建社会主义新农村的时间和经验，我们的体会是：一是班子重视，认识到位是关键。只有班子足够重视，认识充分到位，紧紧依靠农村基层党组织战斗堡垒作用，才能使各项工作落到实处；二是上级指导有力，乡党委、政府多次深入我村检查指导各项工作开展，增强我我们对各项工作的开展实施的决心和信心；三是走群众路线，充分相信和依靠群众，是搞好村各项建设工作的基础；四是始终坚持以促进农村经济发展作为农村精神文明建设的出发点和落脚点。
