2009年6月，有媒体报道，位于北京朝阳区的美国驻华大使馆自设了空气检测站，专门检测PM2.5的数据并在Twitter上公布。这时，中国官方公布的空气质量数据中还只到PM10，国人对PM2.5这个词比火星还陌生。

2.伦敦，日本，洛杉矶治理雾霾

1、法律法规保驾。作为世界两大法系之一英美法系的重要 代表国家,英国在治理城市环境方面的法律建设可见一斑。早在 1875年,英国政府就曾通过公共卫生法案,尝试减少城市污染,但 为发展所需,治理力度并不足以在实质上改变伦敦的空气质量, 直到20世纪中叶“伦敦烟雾事件”的爆发,才迫使英国政府决心 整治城市空气污染问题,同时也开始了伦敦的生态文明建设。1956年,英国政府颁布了《清洁空气法案》。依据该法案, 伦敦开始大规模改造城市居民的传统炉灶,减少煤炭用量;在城 市中设立无烟区,区内禁止使用可产生烟雾的燃料;冬季采取集 中供暖,推广电力和天然气的使用,将重工业和发电厂等煤烟 污染大户迁出市区。1968年,英国政府颁布法案,要求工业企业 建造高大的烟囱,以加强疏散大气污染物。1974年,政府出台了 《控制公害法》,设置囊括空气、土地以及水源等多领域的保护 条款,并规定了工业燃料的含硫上限。这些措施有效地减少了燃 煤烟尘和二氧化硫污染,伦敦的雾霾天气一年比一年减少。伴随着城市的发展,城市空气污染的源头也在不断变化。从 20世纪80年代开始,汽车取代燃煤成为伦敦空气的主要污染源, 针对汽车交通的一系列举措随之逐步推出。1993年开始,所有在 英国出售的新车都被要求必须加装催化器,以减少氮氧化物污 染;2003年2月,伦敦市政府划定市中心约20平方公里范围为交通 拥堵区,对周一至周五早7点至晚6点进入该区域内的机动车征收 “交通拥堵费”,该费用则用于发展伦敦公共交通系统。这些措 施不仅降低了市区交通拥挤程度,也大大减少了城市空气污染 源,可谓一举两得。此外,政府还鼓励居民购买低排气量汽车,同 时推广高效清洁的发动机技术以及使用天然气、电力或燃料电 池的低污染汽车。

2、绿色产业随行。英国是最早提出“低碳”概念并积极倡 导低碳经济的国家,政府以科技进步推动经济发展的思路十分明 确,无论是科技政策的制定还是产业发展战略的规划,都紧紧围 绕着这一思路展开。按照英国政府计划,到2020年,可再生能源 在能源供应中要占15%的份额,40%的电力将来自绿色能源。如 今,英国已经是全球近海风能开发利用最充分的国家,其对太阳 能的推广利用也正在全面展开。英国政府鼓励低碳城市的建设,伦敦则在英国低碳城市建设 中扮演着领跑者的角色。早在1989年,为了减少污染,伦敦市政 府就关闭了英国工业时代的象征、曾为英国最大发电厂的伦敦巴特西发电厂。而如今,人们在伦敦很难看到还有什么冒着烟的 烟囱。作为英国政治、经济和文化中心,伦敦的支柱产业中有在 全球占重要地位的金融服务业、有让各国游客趋之若鹜的旅游 业和零售业、有独树一帜并引领全球的文化创意产业、有依托 于科技创新和技术进步的高科技产业,但唯独缺少了传统意义上 的工业。摒弃传统工业,大力发展绿色产业,使得伦敦在发展经济的 同时能够保持着能耗的持续降低,也使得伦敦的环境在一天天变 好,伦敦人对空气质量的满意度也在不断提高。

3、环保理念领路。无论是相关法律法规的制定,还是产业 方向的选择,伦敦治理城市空气污染行为的背后,折射出的是英 国人不断强化的环境意识。政府鼓励环保,人人做好环保,可以 说,环保理念的普及和发扬才是保证伦敦摘掉“雾都”帽子的深 层原因。

英国是最早关注气候变化问题的国家之一,2007年,伦敦颁 布了《气候变化行动纲要》,设定了以1990年为基准,到2025年 要减排60%的减碳目标。在此大框架下,政府制定各项政策时 都会考虑到碳排放的问题。比如制定对所有房屋节能程度进行 “绿色评级”的政策,鼓励提高房屋能源利用率和减少排放;再 如推广智能电(煤气)表项目,鼓励民众合理利用能源,节约使用资 源。而环保理念则在政府的有意和民众的配合下不断在全社会 宣扬和渗透。

（一）成立专门的空气质量管理机构 1.美国环境保护署

自1970年以来，EPA一直致力于营造一个更清洁、更健康的环境。其职责包括制定全国的环保法规，进行相关科学研究，以及向各级地方政府机构提供资金和技术支持等。根据《清洁空气法案》和《国家环境空气质量标准》规定的污染物排放标准，将全国分为3类：达标区、不达标区和无法判定区。其中，不达标区被划定为大气质量控制区，必须实行州实施计划（简称SIP），以达到并保持大气质量标准。

EPA将美国50个州划为10个大区，每个大区设立区域环境办公室，由它们作为EPA的代表，对所辖大区的综合性环保工作进行监督，在这些州内代表EPA执行联邦的环境法律、实施EPA的各种项目，协调州与联邦政府的关系，以促进跨州区域性环境问题的解决。加州属第九大区管辖。2.成立区域空气质量管理机构，实现联防联控

1946年，洛杉矶市成立了全美第一个地方空气质量管理部门——烟雾控制局，并建立了全美第一个工业污染气体排放标准和许可证制度。一批工厂被迫关闭或迁往其它城市，但空气污染状况依然存在。人们开始意识到空气污染不单是一个城市的问题，相邻城市和地区必须共同参与，在更大范围内控制空气污染。1947年，尽管遭到石油公司和商会的竭力反对，洛杉矶县空气污染控制区成立，成为全美首个负责空气污染控制的管区，给所有的工业都设置了空气污染准入制度，这是美国第一个和大气污染防治有关的区域管理项目。随后10年里，加州南部橙县、河滨县和和圣伯纳蒂诺县也先后成立相同的组织。1967年，加州空气资源委员会（ARB）成立，其使命包括保持良好的空气质量，防止公众接触空气中的污染源，为遵守空气污染的规则和条例提供创新性方法等。加州空气资源委员会制定了全美第一个总悬浮颗粒物、光化学氧化剂、二氧化硫、二氧化氮和其它污染物的空气质量标准。洛杉矶所在的南加州是空气污染最严重的地区，由于空气的流动性，污染源与受害区域并不一致。为了实现跨地区合作应对空气污染，合理分摊治污费用，1977年由位于南加州地区的洛杉矶县、橙县、河滨县和和圣伯纳蒂诺县的部分地区联合成立了南海岸空气质量管理局（SCAQMD），负责制定区域空气质量管理规划和政策，对区内企业和固定污染源的污染物排放进行统一监管。南海岸空气质量管理局成立后制定了一系列空气污染治理政策，成为区域联防联控的典范。SCAQMD制定和实施“空气质量管理计划”，促使本地区恪守联邦和州清洁空气标准，同时还制定诸多规则以减少各种来源的排放，包括特定类型的设备、工业流程、涂料和溶剂，甚至消费性产品。向许多企业和行业发布可以确保符合质量的规则。SCAQMD工作人员会定期检查以确保符合这些要求。SCAQMD在所辖区域内38个位置持续监控空气质量，在出现空气质量不佳时能及时通知公众。SCAQMD主要负责控制空气污染的静态来源。这些来源可能包括从大型发电厂和炼油厂到街角加油站的任何场所。大约有28400家企业在SCAQMD许可下运营。许多消费性产品也被认为是静态来源，包括建筑涂料、家具清漆以及数以千计含挥发性溶剂的产品。

（二）出台法规为空气污染防治提供法律保障

洛杉矶空气污染防治的法律框架包括联邦、州、地区（南海岸空气质量管理局）和地方政府四个不同层次。各级政府根据其权限和职责制定相关空气质量法规和政策，各有侧重，相互衔接，并由此形成了一套完整、全面、适用于区域空气治理的策略。

1.联邦政府出台《清洁空气法》 在联邦政府层面，美国环境保护署负责制定全国性的空气保护法规，监管各个州的各项污染物排放标准，包括路面机动车辆，火车、飞机和船只等移动污染物排放标准，以及监督州政府制定和推行各项空气质量管理规划和政策。1970年，联邦政府通过了《清洁空气法》，它是从1955年的《空气污染控制法》、1963年的《清洁空气法》、1967年的《空气质量控制法》发展而来的，1977年、1990年又对其进行了两次修正。《清洁空气法》是一项全国性的立法，具有广泛的约束效力，被视为一座里程碑。法案规定由联邦政府制定空气质量标准，列出了空气污染物质名单，制定了车辆的认证、检测、减排配件应用等多项制度，对燃料的生产也做出明确规定。根据该法案设立了联邦环境保护署，除了赋予其实在的管理权力外，法案还规定环保署可以对污染空气的行为提起民事和刑事诉讼。这些都在未来的空气污染防治中发挥了关键作用。

1971年，美国政府颁布了《国家环境空气质量标准》，要求对6种空气污染物进行管制，当时人们对污染物的概念是“总悬浮颗粒物（TSP)”，即所有飘浮在空气中的颗粒。随着科学的发展，人们发现，一些粒径更小的颗粒物，尤其是粒径在10微米以下的颗粒物，对人体健康的影响更大。因此，1987年美国环保署废除了总悬浮颗粒物的标准，制定了PM10的标准。并开始展开了更小的颗粒物，即PM2.5的科学研究。1997年，美国环保署首次增加了PM2.5的标准，要求各州年均值不超过15微克/立方米，日均值不超过65微克/立方米。2006年，PM2.5的日均值收紧至35微克/立方米。2.州及地方政府层面的法案 三）引入市场机制

20世纪70年代开始，各国治理空气污染借鉴了水污染治理的排污许可证制度，对排污企业进行管制。加州实行比美国联邦更加严格的标准，如美联邦将排污100吨以上的企业认定为主要污染源，而加州明确排污10吨以上就按主要污染源予以监控。

如何用市场的手段治理空气污染，一直是人们思考的方向。SCAQMD推出了RECLAIM空气污染排放交易机制。目前纳入交易机制的约有300多家工厂，由SCAQMD对其排污情况进行在线实时监测，其排放额度分配依据10多年前的估算量而得出，并且每年递减，从而强制排污企业减少空气污染。排放指标在芝加哥期货市场公开挂牌交易，目前每年交易额约10亿美元。这种做法，对控制固定污染源较有效果。

（四）开发空气污染治理先进技术

因为深受空气污染之害，加州在监测空气污染方面领跑全美。如1970年率先测PM10；1980年测废气中的铅和二氧化硫；1984年测PM2.5；1990年分析PM2.5的化学成分等。加州在开发先进技术治理空气污染方面也一直居领先地位。1953年，加州空气污染控制改革委员会推广涉及空气污染控制技术，包括减少碳氢化合物的排放量、创建汽车尾气排放标准、柴油卡车和公交车使用丙烷作为燃料、放缓增长重污染工业、禁止垃圾露天焚烧、发展快速公交系统等。加州还成立机动车污染控制局，负责测试汽车尾气排放并核准排放控制装置。20世纪60年代加州在全美率先实行减少汽车尾气排放量的措施。1975年加州要求所有汽车配备催化转换器。20世纪70-80年代，加州环保机构鼓励使用甲醇和天然气取代汽油，这样会减少一半的汽车烟雾排放量。

1987年，加州空气质量管理机构通过了一项汽车公乘计划，以减少空气污染。该机构从1993年开始通过回收项目来全面控制每个设施的烟雾排放量，他们还将开发更为广泛的交易计划来提高排放交易的效率和成本效益。

早期控制措施：40－50年代初，规范露天垃圾燃烧、禁止后院焚烧、减少工厂烟雾排放、削减炼油厂二氧化硫的排放等。

50年代以后：通过削减炼油厂和加油操作过程中的油气挥发减少碳氢化合物的排放；建立机动车尾气排放标准；柴油货车及公共汽车采用丙烷代替柴油；减缓重污染企业的发展；禁止露天焚烧垃圾；发展快速公交系统。

坚持清洁能源发展战略，煤烟型污染控制取得新进展。２０１１年北京市将锅炉“煤改气”（８００蒸吨）

工程列入了政府实事项目。２．有力控制机动车污染排放，老旧车淘汰卓有成效。北京市制定并实施了老旧汽车淘汰更新方案，１月～１１月，全市共转出、报废２０．２万辆。机动车排放管理中心执法人员对上路行驶机动车尾气排放开展路检路查，１１月抽检车辆５６．１４万辆次，处罚违规车１００２辆，劝返外地违规车５８９４辆，严控超标排放机动车上路。３、优化产业结构，工业污染治理进一步深化。继续推进２０吨以下燃煤锅炉改用清洁能源工作和继续加强对工业排放污染的监管等控制煤烟污染，检查了５０多家燃煤锅炉烟气排放情况。继首钢搬迁后，今年北新建材完成整体搬迁，燕山石化公司完成２＃催化裂化装置烟气脱硫除尘工程。加强煤质和锅炉排放监管、继续巩固平房“煤改电”示范区的工作，加强对经营性小煤炉、露天烧烤、露天焚烧等违法行为的执法检查。４、多部门齐抓共管，加大扬尘污染控制力度。为减少建筑渣土运输车车辆带泥土上路行驶，在全市３０多家建筑工地示范安装了转轮式高效洗轮机，检查了２００多处工地扬尘污染情况。５、针对１０、１１月重污染天气多发的特点，市环保局和有关部门、企业已经制定了重污染天气应急预案，并将在出现连续重污染天气时启动。重污染天气应急预案主要包括：道路清扫、洒水；排放大的企业自行减排、启动企业应急措施等，一般在连续２天出现重度污染天气时启动预案。据报道［６］，截至２０１１年１２月１７日，北京市空气质量二级和好于二级天数累计达到２７４天，完成了北京市政府年初确定的７５％（２７４天）的任务，各项污染物浓度全面下降，空气质量得到进一步改善。到２０１１年１２月为止，一级天数７２天，比去年增加２２天，增长４４０％以上；比举办奥运的２００８年全年还多１１天，创历史最好水平。但是，目前还只是较低水平的，距离公众的期盼和要求还有一定差距，居民对治理ＰＭ２．５污染热情达到新高度。２０１１年１０月、１１月为北京市雾霾天气多发时期，不利于污染物扩散，易造成空气质量下降。２０１１年１０月，北京市空气质量较往年有所下降；２０１１年１１月，北京市空气质量较往年有所上升。
