母亲节在我国最早是在港澳台地区有此节日。改革开放后，母亲节也为内地所接受。广东省于1988年开始，杭州等城市于1989年开始，都由各级妇联组织母亲节的庆祝活动，并把评选“好母亲”作为节日的内容之一。吉尔吉斯坦总统阿坦巴耶夫2012年4月24日签署法令，将每年5月第三个星期定为“母亲日”。这一决定是国家支持母亲和家庭计划的一部分。目的在于“让吉尔吉斯坦整个国家和社会认识到提高母亲们和家庭地位的重要性”使得国家在关照母亲和家庭上的政策与国际接轨。此外，法令要求政府开展调查，研究“照顾母亲和提高家庭的地位”在吉尔吉斯坦的现状，以判断政府是否兑现了承诺，遵守国际法。这一调研成果对于母亲日的宣传和教育工作也将至关重要。
