卡扎菲的利比亚给中国的三个教训

第一个教训是，世界的公平正义是两面性的。国家是一个历史性的概念，是阶级矛盾不可调和的产物，但是，国家的产生也代表了人类社会政治文明的进步，标志着人类社会告别了混乱状态中的动物社会，因为国家在代表阶级统治的同时也提供了秩序这一人类社会最重要的社会产品。相对于国内社会，国际社会却没有任何共同政治权威、行之有效的法律法规体系以及维护共同体的暴力机器，国际社会是无政府状态的，与动物世界本质上没有一丝一毫的不同，弱肉强食，适者生存，强大永远是亘古不变的硬道理。联合国与曾经的国际联盟，充其量只是世界大国力量平衡的工具，而在世界大国力量天平失衡之后，即便这样的工具也仅仅剩下形式上的意义。以联合国的名义或许可以获得更多的道义力量，但是，抛弃联合国的单边主义却也一样是道义的，毕竟，力量没有道义或邪恶之分，而强权似乎就是公理和正义。3月17日的联合1973号决议中，“采取除派遣地面部队以外的任何必要措施”，恰恰提供了无政府状态下的世界大国执行公理的合法借口。在这样一个道义的借口下，美国政府3月19日公开向利比亚军队提出“四点要求”，即必须立即停火，必须停止包围驻守班加西(利比亚第二大城市)的反对派，必须恢复供应水电和天然气，以及必须允许利比亚人民接受人道主义救援。在公平正义的号召下，镇压人民运动的卡扎菲被美英法等国联军施行军事打击，而反对卡扎菲政府的反对派堂而皇之的得到了外部保护。相反，同样镇压人民运动的巴林政府却得到了西方世界一致的支持，甚至在巴林反对派强大到足以威胁巴林政府的时候，沙特阿拉伯却正义的出兵帮助镇压反对派。世界的公平正义是两面性的，而掌握世界舆论阵地的西方上下其手顺理成章。战争是政治的继续，战争要为政治服务。利比亚最大的政治是石油为核心的资源政治，而卡扎菲将石油合同分散承包给美英中印埃等国则是最不讲政治的表现。无政府状态世界下的卡扎菲的利比亚，永远只有被执行政治的权利，没有自主选择政治的权利。实际上，卡扎菲无论选择哪条道路，只要能够最大程度让渡出石油利益，才可以是符合世界公平正义的，否则，就是错误甚至邪恶的。

第二个教训是，军事力量代表的国家硬实力才是保证国家利益的真正高效手段。卡扎菲名副其实的当了一回中国的老师，让中国又一次领略到了国际政治的残酷性和非道德性。即便美英法等国对卡扎菲公开表达不满甚至准备推翻卡扎菲，卡扎菲却绝对不敢公然撕毁利比亚与西方石油公司的合同。中国则不同。3月10日，利比亚突然不加以任何解释取消了向中国供应的200万桶石油，而中国购买公司的油船已经到位利比亚。卡扎菲迁怒于中国，理由或许为安理会1970号决议中国投了赞成票，更深层次的理由则为卡扎菲可以放心的蔑视中国。卡扎菲卖石油给中国是中国有求于利比亚是中国需要感激利比亚，而卡扎菲卖石油给西方则是不得不卖则是利比亚求安于西方。国际政治的潜规则同样还是西方的利益加实力的政治规则，只不过，枪杆子里出政权，最适用于无政府状态中的国际政治。在国际政治中，保护利益的手段必须是军事力量为主体的硬实力，绝非经济依赖或道德说教或历史情感或法律法规，不然，贸易合同和资本投资往往遭遇政治风险迅速失效。

第三个教训是，任何时候都不应放松国家的军事能力建设。卡扎菲在1969年军事政变上台以来，其领导的利比亚积极向前苏联靠拢，因此与西方尤其是美国的关系大幅下落。美国总统里根曾形容卡扎菲是一条用“恐怖统治”威胁全球安全的“疯狗”，利比亚更是被美国列入“支持恐怖主义国家”名单进行制裁。2003年，在英国的牵线搭桥下，西方与利比亚关系逐步恢复，之所以未全面恢复的原因则是，卡扎菲坚持发展包括核能力在内的大规模杀伤性武器。这个时候，时任英国首相布莱尔发挥了重要作用。布莱尔为卡扎菲争取到了西方与利比亚全方位合作的各种保证，代价则是利比亚放弃研制大规模杀伤性武器。据相关资料，布莱尔曾以“朋友托尼”的落款，给卡扎菲写了一封热情洋溢的信，亲切的称呼卡扎菲为“亲爱的穆阿迈尔”，积极劝说卡扎菲放弃发展大规模杀伤性武器。事情的结果是，卡扎菲相信了西方政治家的安全承诺，放弃了有关军事能力建设并接受国际社会的武器核查，而8年后的今天，卡扎菲则被西方政治家逼到了穷途末路，连维护国家统一的权利都已经被彻底剥夺。这个时候的利比亚的国防力量，除了老旧的苏系飞机坦克防空炮，似乎没有让西方国家担忧的任何值得说道的武器。卡扎菲自废武功，悲乎。卡扎菲熟谙操控内政之术，却把握不住国际政治的核心游戏规则。在利益面前，国家间条约都会成为一张废纸，何况口头的甜蜜承诺。

没有永恒的朋友，也没有永恒的敌人，只有永恒的利益。这是西方以利益为中心的实用主义的政治规则。这个规则无须人道主义或理想主义或别的主义加以任何的修饰，是赤裸裸的，直白，易于各方理解，富于高效率。西方政治家也从没有将这样的实用逻辑与仁义道德扯上关系，政治终究与积善行德、以仁服人不是一码事，政治不能用高尚和道德进行定义。政治的目标永远是实现国家利益的最大化。

列宁在1921年实行新经济政策时，曾以实用主义的简单逻辑告诫苏共党员：“和狼在一起，就要学狼叫。”社会主义的苏联要与资本主义国家共处发展，必须学会资本主义国家“利”字当头的思维方式，只是所站立场有别罢了。就国家间政治而言，利益加保证利益的实力才是国际斗争的本质。奢言“义”耻言“利”，只是人类社会摈弃人性自私后的一个遥远的梦想，而卡扎菲的利比亚，似乎正在成为西方利益加实力逻辑指引下的新的牺牲品。
