social conflicts are emerging in great numbers and in more varied forms, which are inevitable for china at the present stage.but they must be properly handled in case they pose risks to the overall development of the country.--and to beef up environmental protection.”the present ecological and environmental situations in china are rather tough and grave in some places.“ without a sound natural environment, people will have no clean water to drink, fresh air to breath, healthy food to eat, which will result in serious social problems.”

尊敬的各位领导、尊敬各位来宾：

大家上午好（下午好/晚上好）！

“与党同心、与民贴心，建和谐社区”，是我们街道一切工作的出发点，更是基层工作永远的主题。正如胡锦涛总书记所指出的那样，要“从建设和谐社区入手，在提高居民生活水平和质量上发挥服务作用，在密切党和政府同人民群众的关系上发挥桥梁作用，在维护社会稳定、为群众创造安居乐业的良好环境上发挥促进作用”。

构建社会主义和谐社会，是我们党在全面建设小康社会基础上，为开创中国特色社会主义事业新局面而提出的一项重大任务。社区是社会的细胞，社区和谐是社会和谐的基础。社区是居民群众生产、生活的场所，处在党和政府了解社情民意的最前沿，是体现群众利益最直接、联系群众最密切、反映群众呼声最集中的工作领域。

要实现加强社会管理共建和谐社区的目标，就必须加强与群众的沟通和联系，畅通社情民意反映渠道，把群众工作做深、做细、做实，凝聚人心，理顺情绪，化解矛盾，实现社会的和谐稳定。

我认为，要加强社会管理，共建和谐社区，应着力做好

以下几方面的工作。

一、抓阵地建设，大力完善社区基础设施

坚持“统一规划、统一设计、统一功能、统一标识”，大力改善社区基础设施建设。办公用房应设置为“六室、三站、二中心、一学校”，即社区办公室、党员活动室、文化活动室、社区警务室、科普图书阅览室；社区服务站、再就业服务站、医疗计生服务站；法律咨询与援助中心、社区救助中心；市民学校。实现“管理有阵地、服务有载体、活动有依托、工作有平台”的目标。

二、抓好社区服务，不断提高居民生活质量

（一）以“便民”为中心，完善服务网络。

1．建立社区服务体系。街道办事处要因地制宜建立社区服务中心。每个社区居委会建立一个社区服务站，服务项目不少于10个。社区服务中心人员、经费、制度要落实，管理要规范。

2．拓展社区服务领域。以社区居委会为单位，建立医疗、家政、副食、托老托幼、绿化保洁、中介咨询、保安联防等方面的社区服务项目10个以上。设立求助电话，及时为居民群众排忧解难。

3．多渠道发展社区服务。鼓励社会力量、个人采取多种形式兴办以便民利民为主的、保本微利的社区服务项目。

引导社区服务项目向社会化、产业化方向发展。

（二）以“乐业”为重点，推动就业工作。建立健全社区社会保障服务体系，完善劳动供求信息网络，街道建立劳动和社会保障服务站，社区建立社区劳动和社会保障服务点，使社区下岗、待业、失业人员都能得到职业培训、指导、介绍等社会化服务，努力提高就业安置率。

（三）以健康教育为主线，发展社区医疗卫生。完善社区医疗卫生网络，建立社区医疗卫生服务站，积极开展预防、医疗、康复、保健、健康教育为主要内容的社区卫生服务，不断改善社区居民的卫生条件。增强居民的环卫意识，开展健康教育，革除生活陋习，组织发动居民搞好楼院清洁卫生，治理和消除脏、乱、差。提倡晚优生，减少新生儿死亡率和遗传性疾病发病率。加强计划生育咨询和配套服务，严格控制计划外生育。

（四）以精神文明为动力，繁荣社区文化。以社区服务站为中心，设立文化活动室；以居民文化爱好者为中心，组成楼院、家庭文化活动小组；以区域内小场所为中心，建立娱乐休闲场地；以社区内单位为中心，兴办市民学校等；组织开展丰富多彩的群众性文化娱乐活动和全民健身活动，提高社区居民的身体素质。发展社区教育，搞好社区科普宣传，倡导科学、文明、健康的生活方式，促进家庭、邻里等方面人际关系的和谐，形成平等互助、扶弱助残、济贫帮困、奉

献社会的良好风尚，不断提高居民群众的思想道德水平、文化素质和文明程度。增强社区的归宿感、认同感、亲情感，形成精神上的和谐。

（五）以“安民”为保障，维护社会治安。调整民警责任区，建立社区警务室，社区单位和社区之间要建立综合治理治安防控网络，建立健全以派出所、综治办为主的，社区单位参与的治安联防体系，加强治安预防措施，减少治安刑事案件的发生。重点搞好流动人口及其住所的管理，充分发挥自愿者协会的作用，搞好社区治安服务，利用社区资源开展经常性的法律宣传、法制教育、法律咨询和民事调解工作，管好辖区公共设施，提倡互助、互帮、互爱、邻里和睦，教育群众坚决与违法犯罪行为作斗争。

三、抓社区经营，努力增强社区发展后劲

采取租赁、置换等手段，市场化运作社区存量资产，促进资产保值增值。大力开展社区医疗服务、社区家政服务、社区再就业服务，运用市场运作机制，提高服务水平。把招商引资作为激活社区经济、扩大社区经济总量、提高质量的有效途径，落实优惠政策，积极引导符合社区特点、直接为民服务的企业落户社区。

随着新经济组织、新社会组织大量涌现，迫切需要依托街道、社区党组织加强这些组织中的党建工作；随着大量退休人员、下岗待业人员和流动人口进入社区，迫切需要街道、社区转变管理模式和工作方法，做好新形势下的群众工作；随着社区群众的物质文化需求多层次、多样化趋势的出现，迫切需要街道、社区增强领导、协调、服务等功能。作为社区工作者，就必须高度重视党在城市工作中社区建设这个基础环节，在“近民、亲民、为民”上多下功夫，全面推进社区建设。

近年来，榆树街道坚持以邓小平理论、“三个代表”重要思想和科学发展观为指导，带领社区工作者，以实现最广大人民群众的根本利益为出发点，以提高居民群众生活质量、综合素质为重点，以提高城市文明程度为方向，全面推进社区各项工作，为加强社会管理共建和谐社区打下了坚实的基础。

我们坚信，在榆树街党委的领导下，在全体社区工作者的共同努力下，通过改善社区服务基础设施，探索社区服务新思路，健全社区自治制度、完善社会保障体系、提高社区文化水平、强化社区稳定机制，就一定会在不久的将来，涌现出一个又一个文明、平安、和谐的新型社区。
