可持续发展是一种注重长远发展的经济增长模式。既满足当代人的需求，又不对后代人满足其需求的能力构成危害的发展称为可持续发展。是科学发展观的基本要求之一。

可持续发展以自然资源为基础，同环境承载能力相协调，其主要有以下原则：

（一）公平性原则 可持续发展强调人类需求和欲望的满足是发展的主要的目标。公平性原则即机会选择的平等性，主要包括以下三方面：（1）同代人之间的横向公平性，要给世界以公平的分配和发展权，要把消除贫穷、贫富悬殊、两极分化作为可持续发展进程特别优先的的问题来考虑；（2）代际间的公平即时代之间的纵向公平性。人类赖以生存的自然资源是有限的，本代人不能以自己的发展与需求而损害人类世世代代满足需求的条件——自然资源与环境。（3）公平分配有限资源 各国拥有着按其环境与发展政策开发本国自然资源的主权，并负有确保在其管辖范围内或在其控制下的活动不致损害其他国家或在各国管辖以外地区环境的责任。

（二）可持续性原则 可持续性是指生态、环境系统受到某种干扰时能保持其生产率的能力。资源和环境是人类人类生存与发展的基础和条件，资源的永续利用和生态系统的可持续性的保持是人类持续发展的首要条件。人类确定自己的消耗标准必须在生态可能的范围内。可持续性原则与公平性原则是密切相关的。

（三）共同性原则 实现可持续性发展必须采取全球共同的联合行动。发展共同的认识，提高共同的责任感，既保证所有各方的利益又保护全球环境与发展体系。

（四）需求性原则 即要满足所有人的基本需求，向所有人提供实现美好生活愿望的机会。主要包括三种需求：（1）基本需求：维持正常的人类活动所必需的基本物质和生活资料；（2）环境需求：人类在基本需求满足后，为了使自己的身心健康、生活更和谐所需求的条件；（3）发展需求：基本需求得到满足后，人类为了使生活更充实和进一步向高层次发展所需要的条件。以这四个原则来指导人们的社会实践。

可持续发展的核心是发展，但要求在严格控制人口、提高人口素质和保护环境、资源永续利用的前提下进行经济和社会的发展。

随着经济全球化的不断发展，国际社会对可持续发展与共同发展的认识不断深化，行动步伐有所加快。经过不懈的努力，虽然我国取得了一些成就，但是我国在实施可持续发展战略方面仍面临着许多矛盾和问题。

制约我国可持续发展的突出矛盾主要是：经济快速增长与资源大量消耗、生态破坏之间的矛盾，经济发展水平的提高与社会发展相对滞后之间的矛盾，区域之间经济社会发展不平衡的矛盾，人口众多与资源相对短缺的矛盾，一些现行政策和法规与实施可持续发展战略的实际需求之间的矛盾等。

亟待解决的问题主要有：人口综合素质不高，人口老龄化加快，社会保障体系不健全，城乡就业压力大，经济结构不尽合理，市场经济运行机制不完善，能源结构中清洁能源比重仍然很低，基础设施建设滞后，国民经济信息化程度依然很低，亟待解决的问题主要有：

1人口综合素质促进可持续发展的建设。各地区、各部门要将可持续发展战略纳入了各级各类规划和计划之中，同时还要使与可持续发展相关的法律法规相继出台并不断完善和落实。促进全民可持续发展意识的提高，从而充分发挥人的主观能动作用。同时也要科教兴国，大力发展各类教育，促进可持续发展战略与科教兴国战略的紧密结合。

2社会保障体系不健全，基础设施建设滞后，国民经济信息化程度依然很低。我国应充分发挥政府、企业、社会组织和公众四方面的积极性，政府要加大投入，强化监管，发挥主导作用，加强公共基础设施的建设，强化福利体系，提供良好的政策环境和公共服务，充分运用市场机制，调动企业、社会组织和公众参与可持续发展。企业方面要不断地加快科技创新步伐，充分认识科技是第一生产力是实现可持续发展的第一要义。3经济结构不尽合理，市场经济运行机制不完善。要把经济增长模式由粗放型向集约型转变，经济结构逐步优化。这样才能更好的实现国民经济持续、快速、健康发展，综合国力增强，人民物质生活水平和生活质量较大幅度的提高。

4资源合理开发利用与环境保护。资源开发利用中的浪费现象突出，环境污染仍较严重，生态环境恶化的趋势没有得到有效控制。要求做到保护环境，则要求人与自然的协调共生，人类必须建立新的道德观念和价值标准，学会尊重自然、？自然、保护自然，促进人与自然的和谐相处。中共提出的科学发展观把社会的全面协调发展和可持续发展结合起来，以经济社会全面协调可持续发展为基本要求，指出要促进人与自然的和谐，实现经济发展和人口、资源、环境相协调，坚持走生产发展、生活富裕、生态良好的文明发展道路，保证一代接一代地永续发展。从忽略环境保护受到自然界惩罚，到最终选择可持续发展，是人类文明进化的一次历史性重大转折。国家应增加对生态建设、环境治理的投入，使能源消费结构逐步优化，同时还应加强重点江河水域的水污染综合治理和大气污染的防治等等，例如通过开展退耕还林、还湖、还草工作，生态环境的恢复与重建。这样才会逐渐提高资源综合利用水平资源管理和环境保护立法与实施还存在不足。若做到以上几点，那么我们不仅能充分发挥社会主义市场经济体制的优越性，进一步发挥政府在组织、协调可持续发展战略中的作用，还能正确处理好经济全球化与可持续发展的关系，得到世界各国对我国经济发展效果的充分认可。抓住发展契机，进一步积极参与国际合作，维护国家的根本利益，保障我国的国家经济安全和生态环境安全，促进我国可持续发展战略的顺利实施。也能更好的实现中国特色社会主义建设。
