Dear President Dr.Wicha,Ladies and gentlemen,I am very pleased to attend the 45th Council Meeting.Since Hubei Province Society for Geodesy, Photogrammetry and Cartography(HBGPC)has joined the Association of South East Nations Federation of Land Surveying and Geomatics(AFLAG), we have obtained lots of support and help from other members.In such a special occasion, I would like to express my sincere gratitude on behalf of HBGPC to everyone.Hubei province is a scientific research and intellectual-intensive area in the surveying and mapping field in China.It has plenty of universities and research institutes relating to surveying and mapping, such as Wuhan University(The former Wuhan Technical University of Surveying and Mapping), Institute of Geodesy and Geophysics Chinese Academy of Sciences, China University of Geosciences(Wuhan), Institute of Seismology China Earthquake Administration, the unique State Key Laboratory of Surveying and Mapping(State Key Laboratory of Information Engineering in Surveying, Mapping and Remote Sensing), the unique base of Geospatial Information industry, one National Engineering Research and Technology Center, two National Engineering Research Centers, 8 provincial key laboratories.There are 8 academicians, Chen Junyong, Li Deren, Ning Jinsheng, Liu Jingnan, Xu houze, Zhang Zuxun, Gong Jianya, Li Jiancheng in Hubei, accounting for 42 percent of academicians majored in surveying and mapping in China.There are about 30,000 people work in the surveying and mapping field, 543 surveying and mapping units in Hubei, which respectively account for 7 percent and 4.6 percent of the country.Among them, there are 48 first class surveying and mapping units, accounting for 13 percent of the country.The geographic information industry in Hubei is worth 6 billions and continues to maintain an annual growth rate of 20 percent.More over, there are many high-tech companies working on geographic information area in Hubei, such as Wuhan Zondy Co., Ltd, Wuda Geoinformatics Co., Ltd, Leador Spatial.They own famous products with independent intellectual property rights, and occupy half of the market in the field of national geographic information systems, satellite navigation systems, and remote sensing software.HBGPC is a community organization created in 1959 and has a history of more than 50 years.It has 9 sub-associations at city and county levels, 12 professional committees.It also has “Geospatial Information” magazine which is a core science and technology journal in China.So far, HBGPC has about 3000 members.Eleventh Five-Year is an extremely unusual five years for the development of surveying and mapping in Hubei.Over the past five years, survey and mapping work has made brilliant achievements.For Instance, the construction of digital Hubei and digital cities has made smooth progress, the ability of surveying and mapping support services has improved significantly, geographic information industry has developed rapidly, basic surveying and mapping inputs have continued to increase, which make significant contributions to the economic and social development of Hubei.September 2011, the People's Government of Hubei Province issued the twelfth Five-Year plan for the development of surveying, mapping, and geoinformation in Hubei.The plan definitely pointed out that the surveying, mapping, and geoinformation undertaking in Hubei should achieve six development goals and complete seven key projects in the next five years.Six development goals:

1．To further deepen the reform of surveying and mapping system and operational mechanism, improve the policy and law system of surveying and mapping, strengthen the unified supervision mechanism, and form a regulated surveying, mapping and geographic information market order.2．To complete geospatial framework for digital Hubei basically, promote the construction of geospatial framework for digital cities comprehensively, and strive to achieve the goal of building “unified map, unified platform, and unified network” for Hubei province.3．To strengthen and improve the construction of modern surveying and mapping reference system of Hubei province, complete coverage of basic geographic information at provincial level, promote the construction and update of urban basic geographic information comprehensively, enrich the fundamental geographic information resources, and form a system of basic surveying and mapping products and public services products to meet the economic and social development.4．To carry out the monitoring work of the national geographic conditions to promote public surveying and mapping services.5．To upgrade modern basic surveying and mapping equipment and facilities level, and build a fast, intelligent, standardized, networked IT-based surveying and mapping systems to meet social applications demands.6．To optimize the development policies of the geographic information industry, and basically form technology markets, product markets and information markets in geographic information industry.To achieve the transformation from a large province in surveying and mapping to a strong province in this field.Seven key projects:

1．The construction of geospatial framework for digital Hubei and digital cities.2．The project of monitoring the provincial geographic conditions.3．The project of obtaining remote sensing images regularly.4．The project for coverage and rapid updates of basic geographic information.5．The project for public surveying and mapping services.6．The construction of modern surveying and mapping equipment.7．The construction of fundamental infrastructure of Hubei province surveying and mapping undertaking development base.During the Twelfth Five-Year period, with the rapid economic development and the implementation of Hubei to build the rise of central China strategic pivot, the province has increased the investment in surveying, mapping and geographic

information industry.Hubei province plans to invest 1.4 billions which is 90 percent more than Eleventh Five-Year.Hubei geographic information undertaking has entered a new era in which it will have a comprehensive and rapid development.I firmly believe that with AFLAG members’ strong support and help, the Hubei surveying, mapping and geoinformation work will usher in a brighter tomorrow.Hubei is located in the middle and lower reaches of the Yangtze River, and is in the north of Dongting Lake.It has convenient transportation, advanced science and technology education, and rich tourism resources.It has famous Three Gorges, Mountain Wudang-sacred place of Taoism, and Shennongjia Forest which has not only rare animal species, but also the attractive mystery of the wild man.Further more, there are many Ancient Three Kingdoms sites and Chu sites, cultural relics, revolutionary sites throughout the province.At this point, I sincerely invite experts and scholars of AFLAG to visit Hubei Bureau of Surveying and Mapping and various places of interest in Hubei.Thank you!
