青年志愿者协会章程

第一章 总纲

第一条：本组织的名称为韶关高技青年志愿者协会。本组织接受学校团委的指导，参加全国青年志愿者的统一行动。

第二条：本协会通过组织和指导我校青年志愿者服务活动，倡导爱国主义、集体主义和社会主义精神，积极推动我校良好的校风、学风的形成，促进社会精神文明建设。

第三条：协会奉行“奉献、友爱、互助、进步”的原则，并结合大学生素质拓展计划的实施，积极开展青年志愿服务活动。

第四条：协会在宪法和法律的规定范围内开展工作。

第二章 任务

第五条：改善社会风气，建立温馨、和谐、友爱的新型人际关系，为建设和谐社会贡献力量。改善校风，为建设和谐发展的上饶师范学院创造良好的思想道德环境。

第六条：培养在校青年的公民意识、道德意识、奉献精神和服务能力，促进在校青年健康成长。

第七条：为学校发展、社区建设、扶贫开发、抢险救灾以及大型社会活动等公益事业提供志愿服务。服务的范围包括扶贫济困、帮孤助残、支教扫盲、青少年援助、科技推广、医疗保健、环境保护等。

第八条：适应经济社会发展的需要，推动青年志愿服务体系和多层次社会保障制度的建立和完善。

第九条：为具有特殊困难以及需要帮助的我校师生员工以及校外社会成员提供服务。

第十条：规划、组织全校性青年志愿服务活动，在校团委的授权和监督下，协调、指导各院系（工作站）青年志愿者服务队开展工作；联合相关学生社团组织开展特色志愿服务活动。

第十一条：开展和加强与兄弟学校和全国各志愿者组织或团体的交流与合作。第十二条：面向全校青年公开招募志愿者，培养青年志愿者及协会的管理者，建立一批由协会组织管理的专项青年志愿者服务队伍，更好的开展志愿服务行动。第十三条：培训青年志愿者。

第三章 会员

第十四条：承认本协会章程，向本协会递交入会申请者，经本协会审查通过，填写《青年志愿者登记表》登记注册，即可成为本协会会员。

第十五条：会员的权利：

（一）有选举权、被选举权和表决权。

（二）有依法参加一切青年志愿者活动的权利。

（三）有对本协会工作提出建议，批评和进行监督的权利。

（四）有向本协会推荐会员的权利。

（五）有请求本协会维护合法权益的权利。

（六）参加各级团组织、青年志愿者组织提供的培训；

（七）相关法律法规赋予的其它权利。

第十六条：会员的义务：

（一）遵守本协会章程，执行本协会决议。

（二）参加、影响他人参加本协会活动，完成本协会委托的任务。

（三）向本协会报告活动情况。

（四）维护本协会声誉及合法权益。

（五）相关法律法规规定的其它义务。

第十七条：会员退会需向本协会负责人提出书面申请。

第十八条：会员用本协会名义开展活动，须经常务理事会批准。

第十九条：会员有违反国家法律法规及本协会章程的行为，或有三次或三次以上无故不参加本协会活动者，由负责人决定撤销其会员资格。

第二十条：本协会将对成绩突出的会员及集体给予精神和物质上的奖励。

第四章 组织

第二十一条：协会组织机构实行民主集中制原则。协会设会长一名，副会长二名、理事若干，实行会长领导下的制度。协会团体会员的第一负责人均为本协会理事。秘书处

（一）财务组：协会内部财务统计筹划等财务管理；

（二）纪检组：理事考勤；协会人事财务的监督；

（三）网管组：协会网站管理，协助编辑组工作；

（四）编辑组：活动宣传与会刊《菁华》编辑。

（五）秘书处负责会议记录和理事的监督考勤工作。

外联部

外联部主要负责活动经费的筹集，与兄弟社团沟通关系，与兄弟学校打好交道，这样可以使我们协会发展越来越快。

宣传部

宣传部主要负责整理本协会的资料与文书，凡本协会是宣传工作一切都由宣传部负责。

组织部

活动前期对活动进行详细的策划；活动期间对活动运行状况进行宏观把握；活动结束后及时认真做好活动总结，并提交给会长。

第五章 经费

第二十二条 ：本协会经费来源

（一）社会捐赠；

（二）爱心回收桶或学校资助；

（三）在核准的业务范围内开展活动或服务的收入；

（四）其他合法收入。

第二十三条： 财政管理

（一）严格执行国家财务制度和财经纪律；

（二）建立健全财务账册，配备好财会人员；

（三）一般开支由会长审批，大项目开支上报协会理事部审批；

（四）每学期收支情况向理事部报告，并接受其审查监督。

第二十四条： 协会的资产，任何单位、个人不得侵占、私分或挪用。

第六章 章程的修改程序

第二十五条：章程的修改必须在协会理事会议上经2/3以上成员通过方可进行。

第七章附则

第二十六条：本章程的解释权属于韶关高技青年志愿者协会。

第二十七条：本章程自发布之日起实施生效。校内各级青年志愿服务组织的规章制度凡与本章程相冲突的，以本章程规定为准。

近年来，由政府力推的垃圾分类工作在各试点城市步履蹒跚，连连受挫。在太原，一个由志愿者组成的纯草根民间团体却以堂吉诃德式的挑战向我们传递着一种勇气和思维

太原环保志愿者协会是一家民间团体组织，2008年开始，该协会会长张强组织发起了“垃圾分类试点推广”工作，之后，协会与当地一些学校和社区进行合作，展开垃圾分类试点实践活动。几年过去了，今天，面对记者采访，张强却感慨颇多。

这个公益做得就和求人一样

2004年，太原环保志愿者协会成立，城市垃圾问题成为该协会关注的环境问题之一。2008年协会正式开展“垃圾分类试点推广”工作，决定首次投放20个垃圾分类箱进学校、进社区，并于同年九月组织了“垃圾分类”的启动仪式，会议地点设在杏花岭外国语小学会议室。在启动之前，协会经太原市环保局宣教中心召集了十多家市绿色小区、绿色学校的负责人开过一次垃圾分类试点投放沟通会，始料不及的是，活动刚刚起步，张强就碰了一鼻子灰。

沟通会上，所有到会的社区负责人都反对设立垃圾分类箱，理由是垃圾分类设施无人投放和管理，即使投放了居民也不会配合，同时，垃圾管理是小区管理人员创收的一部分，他们不会同意进行分类。与社区一样，所有到会的中学和大部分小学的负责人也不同意设立垃圾分类箱，理由是学生大了不好管理，垃圾分类会给学校带来新的难题无法解决。会议最终只有几所小学校长愿意尝试着开展垃圾分类试点推广，但在随后的实践中，因各种各样的原因，目前，此项工作不得不停顿下来。同年，协会还通过和桃园西社区的负责人沟通，在该社区进行试点，并合作开展了几次活动，但也没有很好地延续下去。

对于这一结果，张强首先就协会自身队伍建设上总结了原因，他告诉记者，协会志愿者服务社会的专业素养不足，不理解、不配合的情绪不仅体现在外界的认知上，同时也体现在环保协会的志愿者群体中。如果是去义务植树或者是敲锣打鼓的公益活动，志愿者们都乐意参加，但如果是做垃圾分类这种人对人、户对户的具体事务，他们十有八九都会借故推托。同时，作为一个草根组织，协会的架构及管理不完善、后力不足也是重要原因。

尽管首先从自身找原因，但记者还是感到，张强的挫败感其实还是来自于外界。前不久，张强和一所试点学校联系时，该校负责人的答复是，你们怎么又来了？我们都很忙，学生课业压力大，现在顾不上，改天吧。甚至有老师问张强，你们整天做这些事有啥意思！

草根的存在意义

这个草根团队做的事情真的这么没有意义吗？

记者从太原市环境卫生管理局了解到，目前，太原市每天产生生活垃圾总量为4300吨左右，处理方式以填埋为主，每天都会有新的垃圾被埋入这座城市的地下，被废弃的垃圾填埋场不再能成为耕地，也无法建成生活小区。

太原市环境卫生管理局法规宣传处处长郭晋毅告诉记者，2012年以来，全市共选定10个村庄和12个社区开展了可回收垃圾、餐厨垃圾、有毒有害垃圾和其它垃圾进行分类试点。今年将继续扩大试点区域和范围，但此项工作要真正落实到位，目前依然面临着一些难点。一是国民环保素养跟不上，包括北京在内的一些试点城市，表面看起来各种垃圾分类箱摆放有序，但实际上垃圾箱内各种垃圾相互混杂，根本达不到严格分类的要求；二是相关设施的投入未能同步跟进，特别是在终端处理配套设施方面，技术含量要求极高。如果上述两个环节的问题不能解决，垃圾分类将无从谈起。

政府层面的推进尚且困难重重，一个草根组织的垃圾分类试验更是可想而知，对此，张强却并不妄自菲薄。记者最后一次与张强联系时，他当时正在北京。他告诉记者，试点城市的垃圾分类工作之所以半途而废，短板之一就是我们缺少真正意义上的民间公益组织。政府认为百姓不配合，百姓指责政府不作为，大家各做各的，政府和百姓是两张皮。所以，垃圾分类不仅需要政府的设施投入，也需要志愿者组织的服务和宣传。

对此，环保志愿者景明深表赞同。因工作关系，他这些年去的地方很多，谈及垃圾分类，景明告诉记者，北京、上海、广州等地的垃圾分类试点工作结果都不理想，广州在垃圾分类上对拒不执行者采取了高额罚款措施，第一个月就罚了上千万元，但现在看来效果并不好。他认为，所谓垃圾是一种没有放到正确位置的资源，如何利用好这些资源，仅靠政府的力量肯定不够，民间志愿者的服务和宣传不可或缺。

尽管很难，但会坚持做下去

杏花岭外国语小学是对垃圾分类试点比较热心的小学校之一，该校教导处主任王瑞梅告诉记者，他们学校是一所环保特色学校，也是垃圾分类箱首次进校园活动的试点学校。目前，那四个垃圾分类箱依然在使用，但由于孩子们接触到的垃圾类型不多，所以利用率并不高。记者了解到，该校多年来每年都会举办自己的环保艺术节，孩子们会亲手用废旧垃圾制作手工艺品及服装进行展示，这是校方更热衷并愿意坚持的一种方式。

谈及人们对此项工作的自发参与程度，张强用了“一丝的激情”来形容。他说，有意识、没行动是目前垃圾分类工作所面临的现实困境。一些试点单位往往是最初很热闹，但在拍照、录像留取资料之后，便再无下文，根本形不成长效机制。有的学校领导要求他们找教育局下文件，这样他们就可以将垃圾分类作为一项自身的工作成绩，不然就认为是白做。

采访中，张强给记者看了一本他的藏书，是法国人写的 《垃圾的历史》，书中有他写下的思考，其中一段是：“由于城市小、人口密度大，垃圾处理也曾是欧洲国家所面临的环境危机。当他们一旦认识到某项变革的必要性时，那种从上到下所表现出来的精神和勇气，使得城市容貌在短短几年时间就换了新天地。所以，环境保护不是经济发展水平问题，而是勇气和精神的问题。”

郭晋毅告诉记者，目前，太原市对可再生垃圾的前期处理主要还是靠拾荒者，这与真正意义上的垃圾分类相距甚远，尽管有漫长的路要走，但太原对医疗废弃物、餐厨垃圾及废旧电池的回收工作一直在不断推进。
