为表达全国各族人民对青海玉树地震遇难同胞的深切哀悼，国务院决定，2010年4月21日举行全国哀悼活动，全国和驻外使领馆下半旗志哀，停止公共娱乐活动。

不妨先将目光移到相似的历史现场：2008年5月19日14时28分，神州大地，一片哀戚，国旗随着国人的泪水缓缓垂下。此前，国务院决定2008年5月19日至21日

为全国哀悼日。这是新中国第一次为一场特大自然灾害的死难者设立全国哀悼日，国旗也是第一次为普通的死难公民而半垂。在那一刻，我们读懂了生命的尊严，读出了国家对生命的尊重，也读出了国家对生还者的慰藉和关爱。这一次，国旗将再一次为遇难同胞而降，它诠释的是同样的深意，但又表达了不一样的信息。这表明国家对生命的尊重已经形成了制度性安排，如果说2008年的哀悼日是一种突破，是上下合力的结果，那么这一次则是一种自觉，是一种自然而然的众望所归。《中华人民共和国国旗法》第十四条第二款明确写道，“发生特别重大伤亡的不幸事件或者严重自然灾害造成重大伤亡时，可以下半旗志哀”。如今，我们欣慰地看到国旗法的这一条款得到一次又一次的践行，公民的尊严在国旗半垂中得到舒展。
