发生火情，同学们一定要保持镇静。火灾初起阶段，一般是很小的一个小点，燃烧面积不大，产生的热量不多。这时只要随手用沙土、干土、浸湿的毛巾、棉被、麻袋等去覆盖，就能使初起的火熄灭。如果火势十分猛烈，正在或可能蔓延，切勿试图扑救，应该立刻逃离火场，打119火警电话，通知消防队救火。、当你遇到火灾时如何逃生？（1）火灾袭来时要迅速疏散逃生，不可蜂拥而出或留恋财物，要当机立断，披上浸湿的衣服或裹上湿毛毯、湿被褥勇敢地冲出去，但千万不要披塑料雨衣。

（2）如遇到身上着火，可就地打滚，或用厚重衣物覆盖压灭火苗；如遇到在浓烟中避难逃生，要尽量放低身体，并用湿毛巾捂住嘴鼻。

宾馆、饭店的火灾预防

宾馆和饭店是供旅客住宿、就餐、娱乐和举行各种会议、宴会的场所。现代化的宾馆、饭店一般都具有多功能、综合性的特点，集餐厅、咖啡厅、歌舞厅、展览厅、会堂、客房、商场、办公室和库房、洗衣房、锅炉房、停车场等辅助用房为一体。使用功能复杂，装修豪华，人员集中，加之思想麻痹，消防安全意识淡薄，致使近几年来重特大火灾频频光顾这些场所。

第一节 宾馆、饭店的火灾危险性

一、室内装饰装修标准高，使用可燃物多

宾馆、饭店虽然大多采用钢筋混凝土结构或钢结构，但大量的装饰、装修材料和家具、陈设都采用木材、塑料和棉、麻、丝、毛以及其他可燃材料，增加了建筑内的火灾荷载。一旦发生火灾，大量的可燃 材料将导致燃烧猛烈、火灾蔓延迅速；大多数可燃材料在燃烧时还会产生有毒烟气，给疏散和扑救 带来困难，危及人身安全。

二、建筑结构易产生烟囱效应

现代的宾馆和饭店，很多都是高层建筑，楼梯间、电梯井、电缆井、垃圾道等竖井林立，如同一座座大烟囱；还有通风管道纵横交错，延伸到建筑的各个角落，一旦发生火灾，极易产生烟囱效应，使火焰沿着竖井和通风管道迅速蔓延、扩大，进而危及全楼。

三、疏散困难，易造成重大伤亡

宾馆、饭店是人员比较集中的地 方，且大多数是暂住的旅客，流动性很大。他们对建筑内的环境情况、疏散设施不熟悉，加之发生火灾时，烟雾迷漫，心情紧张，极易迷失方向，拥塞在通道上，造成秩序混乱，给疏散和施救工作带来困难，因此往往造成重大伤亡。

四、导致火灾的因素多

宾馆、饭店用火、用电、用气设备点多量大，如果疏于管理或员工 违章作业极易引发火灾；加之住店客人消防安全意识不强，乱拉电线，随意用火，卧床吸烟等也是造成火灾的常见现象，因此宾馆、饭店的消防管理十分重要，预防火灾的任务相当繁重。

宾馆、饭店发生火灾的原因主要是：旅客酒后躺在床上吸烟，乱丢烟蒂和火柴梗；厨房用火不慎和油锅过热起火；维修管道设备和进行可燃装修施工等动火违章；电器线路接触不良，电热器具使用不当，照明灯具温度过高烤着可燃物等四个方面。宾馆、饭店最易发生火灾的部位是：客房、厨房、餐厅以及各种机房。

第二节 宾馆、饭店重点部位及主要防火要求

一、客房、公寓、写字间

客房、公寓、写字间是现代宾馆、饭店的主要部分，它包括卧室、卫生间、办公室、小型厨房、客房、楼层服务间、小型库房等。

1.客房、公寓发生火灾的主要原因是烟头、火柴梗引燃可燃物或电热器具烤着可燃物。发生火灾的时间一般在夜间和节假日，尤以旅客酒后卧床吸烟，引燃被褥及其他棉织品等发生的事故最为常见。所以，客房内所有装饰、装修材料均应符合《建筑内部装修设计防火规范》的规定，采用不燃材料或难燃材料，窗帘一类的丝、毛、麻、棉织品应经过防火处理，客房内除了固有电器和允许旅客使用的电吹风、电动剃须刀等日常生活的小型电器外，禁止使用其他电器设备，尤其是电热设备。

2.对旅客及来访人员应明文规定：禁止将易燃易爆物品带入宾馆，凡携带进入宾馆者，要立即交服务员专门储存，妥善保管。

3.客房内应配有禁止卧床吸烟的标志、应急疏散指示图、宾馆客人须知及宾馆、饭店内的消防安全指南。服务员在整理房间时要仔细检查，对烟灰缸内未熄灭的烟蒂不得倒入垃圾袋；

平时应不断巡逻查看，发现火灾隐患应及时采取措施。

二、餐厅、厨房

餐厅是宾馆、饭店人员最集中的场所，包括大小宴会厅、中西餐厅、咖啡厅、酒吧等。这些场所内部可燃装修多，可燃物数量很大，并连通失火率较高的厨房。有的餐厅，为了增加地方风味，临时使用明火较多，如点蜡烛增加气氛，菜肴加热使用炉火等，这方面已多次发生事故。

厨房内设有冷冻机、厨房设备、烤箱等，由于雾气、水气较大，油烟积存较多，电器设备容易受潮和导致绝缘层老化，造成漏电或短路起火；厨房用火较多，油锅起火是十分常见的。因此，餐厅和厨房应采取的消防安全措施主要是：

（一）留出足够的安全通道，保证人员安全疏散

餐厅应根据设计用餐的人数摆放餐桌，留出足够的通道。通道及出入口必须保持畅通，不得堵塞。

（二）加强用火、用电、用气管理

建立健全用火、用电、用气管理制度和操作规程，落实到每个员工 的工作岗位。如餐厅内需要点蜡烛增加气氛时，必须把蜡烛固定在不燃材料制作的基座内，并不得靠近可燃物。供应火锅、烧烤风味餐厅，必须加强对炉火的看管，使用酒精炉 时，严禁在火焰未熄灭前添加酒精，酒精 炉应使用固体酒精燃料。餐厅内应在多处放置烟缸、痰盂，以方便宾客扔放烟头和火柴梗。

对厨房内燃气燃油管道、法兰接头、仪表、阀门必须定期检查，防止泄漏；发现燃气燃油泄漏，首先要关闭阀门，及时通风，并严禁使用任何明火和启动电源开关。燃气库房不得存放或堆放餐具等其他物品。楼层厨房不应使用瓶装液化石油气，煤气、天然气管道应从室外单独引入，不得穿过客房或其他公共区域。

厨房内使用厨房机械设备，不得超负荷用电，并防止电器设备和线路受潮。油炸食品时，要采取措施，防止食油溢出着火。工作结束后，操作人员应及时关闭厨房的所有燃气燃油阀门，切断气源、火源和电源后方能离开。厨房内抽烟罩应及时擦洗，烟道每半年应清洗一次。厨房内除配置常用的灭火器外，还应配置石棉毯，以便扑灭油锅起火的火灾。

三、公共娱乐场所

宾馆饭店中的公共娱乐场所应当遵守《公共娱乐场所消防安全管理规定》，符合有关的防火要求。（参看本篇第一章）

四、电气设备

随着科学技术的发展，宾馆、饭店设备的电气化、自动化日益普及，因电气设备管理使用不当引起的火灾时有发生。宾馆、饭店的电气线路，一般都敷设在吊顶和墙内，如发生漏电短路等电气故障，往往先在吊顶内起火，而后蔓延，并不易及时发觉，待发现时火已烧大，造成无可挽回的损失。因此，电器设备的安装、使用、维护必须做到：

1.客房里的台灯、壁灯、落地灯和厨房机电设备的金属外壳，应有可靠的接地保护。床头柜内设有音响、灯光、电视等控制设备的，应做好防火隔热处理。

2.照明灯具表面高温部位应当远离可燃物；碘钨灯、荧光灯、高压汞灯（包括日光灯镇流器），不应直接安装在可燃构件上；深罩灯、吸顶灯等如靠近可燃 物安装时，应加垫不燃材料制作的隔热层；碘钨灯及功率大的白炽灯的灯头线应采用耐高温线穿套管保护；厨房等潮湿地方应采用防潮灯具。

3.空调、制冷和加热设备等要加强维护检查，防止发生火灾。

五、安全疏散

宾馆、饭店建筑内应按照有关建筑设计防火规范设置防烟楼梯间或封闭楼梯间，保证在发生火灾时疏散人员、物资和扑救火灾。安全出口的数量，疏散走道的长度、宽度及疏散楼梯等

疏散设施的设置，必须符合《建筑设计防火规范》或《高层民用建筑设计防火规范》等的规定。严禁占用、阻塞疏散走道和疏散楼梯间；为确保防火分隔，楼梯间、前室的门应为乙级防火门，并应向疏散方向开启；楼梯间及疏散走道应设置应急照明灯具和疏散指示标志；应急照明灯宜设在墙面上或顶棚上，安全出口标志宜设在出口的顶部；疏散走道的指示标志宜设在疏散走道及其转角处距地面1m以下的墙面上，且间距不应大于20m；疏散用应急照明灯，其地面最低照度不应低于0.5LX，且连续供电时间不应少于20min。

六、定期维修保养建筑消防设施，保证正常运行

国家有关消防技术标准，对宾馆饭店的消防设施要求严格，通常应当设置火灾自动报警系统、消火栓系统、自动喷水灭火系统、防烟排烟系统等各类消防设施。这些设施在建筑工程竣工验收合格后，要设专人操作维护，定期进行维修保养，在发生火灾时，保证发挥应有的作用。

七、实行消防安全责任制

宾馆饭店必须落实消防安全责任制，既要加强硬件设施的管理，也要加强软件管理，建立健全各项消防安全管理制度，依法履行自身消防安全管理职责，定期组织防火检查，消除火灾隐患，加强员工消防教育培训，制定并经常演练灭火、疏散预案。
