这个女孩名叫康多莉扎·赖斯。不久前,她被布什总统提名接替辞职的国务卿鲍威尔,被媒体称为华盛顿“最有权力的女人”。甚至有人大胆预测,她有可能在2008年当选总统。

赖斯演讲全文:中国终将走向民主
日前,美国国务卿莱斯在旧金山的共和俱乐部发表演讲。莱斯说,民主之路绝非一帆风顺,民主制度也并非尽善尽美,但民主确是尊重人性和自由的机制。她说,为世界自由事业开辟前进的道路,美利坚义不容辞。莱斯强调,民主不同于专制,不需要强加于人。“我们相信——我们坚信——中国不会永远成为(民主的)例外”。以下是演讲全文,由中国信息中心翻译。
重回加州的感觉实在美妙。加州让我魂牵梦萦的不仅是气候、美酒和佳肴,更在于她的风土和人民。来到旧金山我感到特别高兴,这座城市令我回想起自己在斯坦福的学院生活。(赖斯1993年至1999年曾任斯坦福大学教务长。译者注。)旧金山还是国际政治史上的一座重要城市。60年前,世界各国在这里缔结了联合国宪章,人类历史的全新纪元由此展开。20年前,在旧金山发生的一系列事件又帮助终结了那个旧时代。当时的国务卿乔治?舒尔茨(george schulz)也是在共和俱乐部提出了瓦解苏联的战略,这就是后来里根主义的雏形。

毫无疑问,战后的阿富汗、暴力充斥的伊拉克以及其它一些新生的民主国家现在都面临严峻的挑战。但今天下午,我将主要讲述在拉丁美洲、非洲和亚洲这三个重要区域推进民主事业的状况。在拉美民主化方面,合众国奉行的是以经济诱导促进政治改革的策略。从长远而言,拉丁美洲民主转型的成功取决于这一区域对新思想和新移民,尤其是对新贸易的开放接纳程度。自由贸易将使所有人受益。行政当局目前的一项优先任务就是敦促国会核准中美洲自由贸易协定(cafta)。(掌声)
数十年来,我们的拉美政策摇摆不定。但中美洲自由贸易协定会彻底改写这一态势。协定将激发民主、加强安全并提升各国的繁荣程度。借助这一协定,我们并能够明白表述自己对那些珍视自由原则的拉美国家的支持。目前,中美洲人民正在走出历史的迷乱并努力构建繁荣的未来。他们信奉民主原则和市场机制。我们应采用更有效的经济诱因去激发他们进行更深入的政治改革。
为吸引贸易和投资,民主国家将协力创造繁荣的政治环境、透明负责的政府以及完善的法制。民主改革将消除贫困并促进人民参与国家的政治生活。与此同时,自由贸易则提供人们多样化的生活选择机会。当公民们的自由企业精神被唤醒,自由贸易将成为创造财富和推进社会进步的源泉。中美洲自由贸易协定也将使合众国受益。我们将在不断拓展的全球经济中更具竞争力。尤其重要的是,中美洲自由贸易协定也将促进中美洲地区的稳定,我们将获得更加安全、自由和健康的外部环境。为促进各国的民主进程,我们设立了世纪挑战账户(millennium challenge account, mca)。相对于数十年来,我们见效甚微的数十亿美元的无偿付出,世纪挑战帐户是一项革命性的措施。该账户将向那些公正治国、投资于民生并提倡经济自由的国家提供数十亿美元的赠款。洪都拉斯(honduras)和尼加拉瓜(nicaragua)已符合账户援助条件,目前我们正致力达成付款协议。世纪挑战帐户还被用于提升非洲的自 由程度。如同拉美一样,非洲的内部改革同样需要外部世界的鼓励。目前共有八个非洲国家达到世纪挑战帐户的赠款条件。上月,我们特别从帐户内拨付了1亿1千万美元给马达加斯加以鼓励这个国家的政治和经济自由化。

如同在非洲和拉美一样,美利坚也致力于在亚洲推进民主。二十世纪中叶以来,我们就承担起职责,捍卫这一区域的自由、安全并保障其发展。当世界注目于冷战时代的重大变迁时,亚洲地区的数十亿人民也在我们的帮助下不屈不挠地、坚定地构建着自己国家的民主未来。
有人将当今的亚洲同20世纪初黯淡的欧洲作比。他们认为,如同当年的欧洲一样,亚洲也正处于经济和政治转型期。他们认为,亚洲的转型不会促进和平,相反,这一进程会点燃历史的积怨并刺激民族主义情绪。
我不赞同这种悲观的看法。我认为,欧洲的过去并不能预言亚洲的未来。相反,真正决定亚洲未来的只有两个字:开放。上世纪初欧洲的动荡从某些角度而言源于专制的传统,诸如德国皇帝、俄国沙皇、哈布斯堡家族和奥斯曼帝国等,是这些封闭政权构建了一个充满敌意的环境并最终导致了战争。
然而在今天的亚洲,民主已成为普遍的现实。当然中国是一个极大的例外。但我们相信——我们坚信——中国不会永远成为例外。当中国的经济持续走向开放时,它的领导人环顾四周就可以得出确定的结论:政治开放是持续发展的必要条件。中国的崛起或将改变亚洲的未来,但亚洲的民主进程同时也塑造着中国的发展。
我们有理由乐观。女士们、先生们,民主原则不能由外部世界强加,美利坚确信这点。
事实上,我们反对民主输出,因为我们了解,民主不同于专制,不需要强加于人。(掌声)

Good afternoon, ladies and gentlemen I'm very pleased to be back in Beijing and in the course of my visit I've had some very excellent conversations with President Hu and Premier Wen, and especially with my friend and colleague Foreign Minister Li.This is the fifth time that Minister Li and I have met this year, and I look forward to seeing him again later in the year at the APEC meeting in Santiago, Chile toward the end of November.The range and scope of the issues we discussed today reflect the increasingly global nature of interaction between China and the United States, on a whole host of issues of importance to our nations and to the world, from security threats to bilateral matters.We are showing that we can move forward together.When we disagree, we do so
candidly, openly, and in the spirit of trying to find a solution to the disagreements.But, we agreed in so many more areas than that in which we disagree.We had a good, open, and candid discussion today with respect to human rights, for example, and I am pleased to report that as a result of our conversations today that we have agreed that we will start talks about resuming our human rights dialogue.I
expressed our appreciation with China's leadership in the six-party talks.Together, we are dedicated to a Korean peninsula that is free from the threat of nuclear weapons.I also noted that the president is looking forward to his meeting with President Hu in

美国女国务卿赖斯,其奋斗史颇有传奇色彩。二十年的时间,她就从一个备受歧视的黑人女孩成为著名外交官员,奇迹般地完成了从丑小鸭到白天鹅的嬗变。有人问她成功的秘诀,她简明扼要地说,因为我付出了“八倍的辛劳”。
赖斯小的时候,美国的种族歧视还很严重。特别是在她生活的伯明翰,黑人地位低下,处处受白人欺压。赖斯10岁全家到首都游览,却因身份是黑人,不能进入白宫参观。小赖斯倍感羞辱,凝神远望白宫良久,然后回身一字一顿地告诉父亲:总有一天,我会成为那房子的主人!赖斯的父母很赞赏她的志向,就经常向她灌输这样的思想:改善黑人状况的最好办法就是取得非凡的成就。如果你拿出双倍的劲头往前冲,或许能赶上白人的一半;如果你愿意付出四倍的辛劳,才得以跟白人并驾齐驱;如果你愿意付出八倍的辛劳,就一定能赶在白人前头。

有耕耘就有收获,一个急切渴望成功却又总与成功无缘的人无须怨天尤人,不妨先问问自己:你是否付出了“八倍的努力”?
面对激烈的竞争,这样几句话送给同学们:
1、告诉自己,只要你坚持了,你就还有成功的机会,但一旦你放弃了,等待你的绝对是百分之百的失败。
2、中考不只关注单科,强调的是综合实力或者说是总分的高低,所以应该特别注重自己的整体实力和全面素质的发展,重视自己相对弱势的学科。
3、好的学习态度与习惯使学习的效率得到提高,学习效果好的学生比那些应付了事、偷工减料的同学,成绩进步的快,也最终能在中考中取得了令人满意的成绩。
4、坚信一个理念——不必每一分钟都要学,但学的每一分钟都必须有效

各位领导、老师同学们:
大家晚上好!我是新一届自律会主任李明巍。
此时此刻,站在这里,我思绪万千。坦白的说,接过闪耀着激情与光辉的旗帜,接过这沉甸甸的责任与嘱托,我的心情复杂而凝重。首先我必须感谢自律会,感谢老师和同学们给予的信任与支持。两年来,目睹着各部门不断的开拓与发展,各项规章制度的逐渐完善,各个朋友的不断成熟,我也在其中不断的成长。与自律会共同走过的每段路途,都在我生命的旅程中留下前进的轨迹。而今天站在这里接受重任,不仅是对我成长的检验,更是我对自己的一次挑战。为此,我可以承诺,对即将为自律会付出的一切,我无怨无悔。
自律会是在学生处的直接领导和正确指导下开展工作的学生组织,是切实为同学服务的团体。我校第七届自律会是开拓创新不断进取的一届,更是取得辉煌成绩的一届。正如源祥主任所说的各项工作和活动,都在进一步的不断完善,也都取得了优秀的成绩。对我印象最深的是,自律会的两个大型活动“社区文化节”和“社区吉尼斯”的成功举办,丰富的同学们的社区生活,同时也为同学们提供了展示自己才艺的舞台。当然我们的成就不仅只体现在这两个大型活动上,各部门开展的各项日常工作和活动都是非常有意义的,就如:督导部的查违规电器减轻了社区的安全隐患、管理部的卫生检查促进了社区的美化、权益部的3.15活动提高了同学们的维权意识、社区生活报的文章丰富了同学们的精神文化生活,等等。眼前的成就都是从各部
门平凡的日常工作中取得,是所有第七届成员共同努力地结果。
当然在取得以上成绩的同时,由于时间有限和其他客观原因,自律会在发展的道路中也存在着一些问题。刚才源祥主任已经说了很多了,我这里在强调三点。1自律会各部门在工作的交流与合作还有所不足。2各部门成员在工作职责不够明确,考核制度不够完善,致使部门成员在工做中缺少准则等。3由于我们的工作性质,很多工作不被同学理解,造成成员们的工作激情有所减弱。
前人优秀的方面我们需要传承与发扬,不足的地方我们需要改善与创新,针对以上存在的问题,新学年我打算采取以下措施:1通过各种方法增强各部门的各项交流,比如校自律会各部门座谈交流会、趣味小互动、友谊拔河赛等等 2通过对考核制度的完善,加强对自律会全体干部、委员的考核,调动大家的积极性,让日后的工作做到有据可依。3在做好本职工作的同时,做好各项宣传,将我们的工作与同学们形成互动,努力一同建设和谐社区4还有其他的不足在新学年的工作中,我会用我的行动逐一做好。
自律会是把神圣火炬,我们每个人都是火炬手。接下本届自律会承前启后的一棒,新的团队,新的机遇,新的挑战,我深知肩上的任务之重。我可以并希望大家也能充分预见到,在今后的工作中,我们将面临各种压力与挑战,我们必须有魄力、有信心、有步骤地一一克服。压力很大,但我们永不放弃超越。每个人的力道虽然微薄,但自律会集体的能量是巨大的。
“聚是一团火,散是满天星。”面对如此优秀、团结的队伍,我不必再说多么美好的誓言。‘低调做人,高调做事’,这是我欣赏的一句话,也将成为我对自律会的诠释。今晚此刻我有一个梦想,希望在座的新一届自律会成员、特别是10级的新生,你们是自律会的明天,是自律会的未来。我相信通过我们的努力,在自律会这个温暖的大家庭中,我们可以继续不断完善自己、磨练自己、施展自己。我们将一道尽自己的智慧与力量去拼搏、去奋斗,去争取一颗平常心,一步一个脚印地完成蜕去稚嫩、走向成熟的心路历程,做好我们自律会。
