各位代表:
现在,我代表上海市人民政府,向大会作政府工作报告,请予审议,并请各位政协委员和其他列席人员提出意见。一、五年工作的回顾
过去的五年,在党中央、国务院和中共上海市委的领导下,本届政府高举邓小平理论的旗帜,全面贯彻“三个代表”重要思想,紧紧围绕加快发展的主题,依靠全市人民,锐意进取,奋力开拓,推动上海改革开放和现代化建设上了一个新台阶。
(一)综合经济实力进一步提高。在产业结构进一步优化的基础上,国民经济保持持续快速健康发展,经济运行质量不断提高,经济持续增长的内在动力进一步增强。五年来,国内生产总值年均增长10.4%,2002年国内生产总值达到5408.76亿元,按当年汇率计算,人均国内生产总值达到4909美元。金融、商贸、房地产等已成为上海新的支柱产业,会展、旅游、信息服务等产业加快发展,2002年第三产业占国内生产总值的比重达到51%。工业新高地建设取得重大进展,四大产业基地建设全面推进,电子信息产品、汽车、石油化工及精细化工、精品钢材、成套设备、生物医药等重点发展产业竞争力不断提升,高新技术产业产值占全市工业总产值的比重提高到23.4%,工业经济效益和全员劳动生产率达到全国领先水平。城市信息化进程不断加快,以推广使用社会保障卡、公共交通卡和银行卡为重点,信息技术在提高城市管理水平、改善公共服务、改造传统产业、促进社会发展等各个方面得到积极应用。农业结构调整明显加快,郊区经济快速发展。区、县初步形成了各自的产业优势和区域经济特色,成为推动全市经济社会快速发展的重要力量。全市财政收入年均增长15.5%,高于同期国内生产总值的增长水平。
(二)城市建设和生态环境改善取得新进步。过去五年是城市建设和环境保护投入最大、城市面貌和环境质量改善最显著的五年。建成浦东国际机场一期工程和信息港主体工程,全面开工建设洋山深水港区一期工程,加快推进高速公路网和轨道交通网建设,中心城区初步形成以轨道交通、高架道路、“三横三纵”主干道、越江工程为主体的立体交通网络体系。上海磁浮列车示范运营线实现单线通车试运行。黄浦江两岸综合开发开始启动。“365”危棚简屋改造按期完成,新一轮旧区改造全面展开,五年新建住宅9043万平方米。郊区试点城镇建设稳步推进,完成了乡镇撤并工作,郊区城市化水平进一步提高。突出重点,集中力量加强环境保护和环境建设,圆满完成了第一个“环保三年行动计划”,城市生态环境质量明显改善。苏州河综合整治一期工程全面建成,苏州河干流黑臭基本消除,全市水环境质量不断改善。清洁能源替代加快,大气环境质量稳步提高,2002年空气质量指数二级和优于二级天数占全年的比例比五年前提高了10多个百分点。城市绿化建设快速发展,中心城区建成了一批大型公共绿地,外环线100米林带全面建成,郊区林地建设大规模推进,城市绿化覆盖率达到30%,人均公共绿地面积达到7.6平方米,全市森林覆盖率达到12.2%。生活垃圾分类收集有了进展,建成江桥、御桥两座大型生活垃圾焚烧厂。吴淞、桃浦工业区环境综合整治完成阶段性目标。一批电力、供水、排水、防汛、燃气、通信等市政公用设施项目相继建成。
(三)社会主义市场经济体制进一步完善。国有资产管理体制改革逐步深化,基本形成国有资产管理、营运、监督体系,国有经济战略性调整取得成效。通过资产重组和加强管理,本市上市公司的净资产收益率上升到全国上市公司平均水平之上。投融资体制改革取得突破性进展,初步建立了“政府引导、社会参与、市场运作”的投融资新机制,轨道交通实行投资、建设、运营、管理“四分开”,高速公路等市政公用事业领域通过招投标引进了大量外资和民间资本,社会事业领域实行“拨改投”,社会资金参与城市建设、产业发展和社会事业的广度不断拓展。多种所有制经济快速发展,非公有制经济增加值年均增长20.4%,成为促进经济增长、扩大就业和活跃市场的重要力量。小企业社会化服务体系和信用担保体系基本建立。国家钻石交易市场和黄金交易市场在上海建立,货币、证券、期货、外汇、技术、人才、产权等要素市场的服务功能继续拓展。社会诚信体系初步建立,整顿和规范市场经济秩序工作得到加强,行业协会和中介机构在快速发展中不断规范。
(四)全方位开放格局基本形成。以我国加入世贸组织为契机,充分发挥浦东开发开放的示范、辐射和带动作用,对内对外开放水平有新的提高。五年吸收外商直接投资合同金额342.91亿美元,实际到位金额192.67亿美元。利用外资呈现大项目多、增资项目多、高新技术项目多的特点。引进了一批跨国公司地区总部、研发机构和采购机构,金融保险、电信、旅游等服务贸易和公用事业利用外资进一步加快。对外贸易克服国际环境的不利影响,保持快速增长,2002年本市外贸进出口和口岸进出口总额分别达到726.64亿美元和1425.01亿美元。实施了“大通关”工程,提高了口岸通关效率。海外经济加快发展,对外经济技术合作不断扩大。在沪召开的APEC会议等重大国际会议取得圆满成功,扩大了上海在国际上的影响。按照服务全国的要求,国内合作由经济领域向社会事业领域推进,与长江三角洲和沿江地区的经济合作进一步密切,参与西部大开发取得实质性进展,对口支援工作进一步加强。
(五)人民生活水平迈上新台阶。2002年城市和农村居民家庭人均可支配收入分别达到13250元和6212元,市区人均住房使用面积达到18.1平方米,教育文化、休闲娱乐、旅游保健等消费不断增长,城乡居民生活总体上达到比较宽裕的小康水平。市场导向的就业机制基本建立,累计近百万下岗职工通过再就业服务中心分流安置实现再就业,由产业结构调整引发的集中性劳动力结构调整平稳完成。2000年开始连续三年实施“净增10万就业岗位”计划,推进“4050”工程,共净增就业岗位35.09万个。城镇职工基本医疗保险制度改革平稳实施,全市有675.91万职工纳入统一的基本医疗保险范围。社会保险体系已涵盖养老、医疗、失业、生育等多个方面,基本实现对城镇所有劳动者及其各种就业状态的全覆盖。廉租住房制度基本建立,社会救助体系进一步健全,城乡低保标准逐步提高,基本做到“应保尽保”,社会帮困组织网络日趋完善。
(六)社会事业发展和精神文明建设成果丰硕。五年来全社会研究开发经费增长83.8%,专利申请量增长4.8倍,科技进步对经济增长的贡献率提高到53.1%。教育资源进一步调整优化,在高标准、高质量普及九年义务教育的基础上,高中阶段入学率达到99.2%,高等教育毛入学率达到51%,新增劳动力受教育年限达到13年。医疗卫生条件继续改善,市民健康水平进一步提高。文化建设形成繁荣局面,推出一批具有全国影响的优秀精神产品,社会科学、文学艺术、新闻出版等事业健康发展,群众文化和全民健身活动蓬勃开展。上海大剧院、上海科技馆、松江大学园区和青少年校外活动营地等一批文化教育设施相继建成,成功举办了中国上海国际艺术节和世界网球大师杯赛等大型国际文化体育活动。全面开展“双拥”和“军民共建共育”活动,人口与计划生育工作、老龄工作和残疾人事业有了很大发展。全市三分之二的居住小区建成文明小区,市民道德水准和人口综合素质不断提高。社区管理进一步加强,社会治安综合治理进一步落实,社会秩序稳定良好。
(七)政府职能转变取得成效。按照国务院机构改革精神,基本完成了市、区县和乡镇三级政府机构改革,政府组织结构更加科学。行政审批制度改革取得阶段性成果,依法取消和调整的审批事项占总量的40%左右。积极构建公共财政框架,财政支出逐步向公共领域倾斜。根据我国加入世贸组织的新形势,清理、修改、废止一批政府规章和规范性文件。推进依法行政,推行行政执法公开制,加强行政执法监督。加快电子政务建设,政府办事效率与工作透明度进一步提高。
各位代表,经过三年多的不懈努力,2010年上海世博会申办成功!这是党中央、国务院高度重视和正确领导、全国人民大力支持、全体上海人民奋力拼搏的结果。中国作为世界上最大的发展中国家获得举办权,这是我们的光荣和自豪!通过举办世博会,上海的国际化和现代化进程将大大加快,上海的未来将迎来更大的发展空间,上海人民的生活将更加美好!
各位代表,2002年是我国加入世贸组织的第一年。全市上下积极做好应对入世的各项工作,改革开放和现代化建设在原有的良好基础上又有新的进展,经济和社会发展保持了良好势头,国民经济实现了连续十一年两位数增长,事关发展全局的国际金融中心建设、郊区发展、信息化、重大工程建设、投资环境改善等各方面工作得到有力推进,全面完成了本届政府的各项任务。
各位代表,过去的五年是上海经济社会发展取得新成就的五年,是城市面貌发生巨大变化的五年,是“四个中心”建设加快推进的五年,上海正在成为一座世人瞩目、朝气蓬勃、富有活力的国际大都市。这五年成绩的取得,是以江泽民同志为核心的党中央坚强领导的结果,得益于历届市委、市政府打下的良好工作基础,得益于市人大、市政协的支持和监督。五年来,上海所取得的每一个进步,都凝聚着全市人民的辛劳和智慧,是上海人民与时俱进的伟大实践和勇于创新的充分体现。上海人民日益增强的自信心和凝聚力已经成为继续前进的强大动力。在此,我谨代表上海市人民政府,向作出了巨大历史性奉献的全体上海人民,表示崇高的敬意和由衷的感谢!向给予政府工作积极支持的人大代表和政协委员,向各民主党派、工商联和各界人士,向中央各部门、兄弟省市和驻沪三军、武警部队,向关心和支持上海发展的香港、澳门特别行政区同胞、台湾同胞、海外侨胞和国际友人,表示诚挚的感谢!
同时,我们也清醒地看到,上海在发展中还面临着不少矛盾和问题,政府工作中也存在着缺点和不足。主要是:城市功能的培育与建成国际经济、金融、贸易和航运中心之一的要求仍有很大差距,城市文化和精神的提高与城市面貌的变化还不相适应,科技、人才等方面的优势尚未得到充分发挥,就业压力仍然较大,社会保障体系还需不断完善,国有企业改革和政府职能转变仍需继续深化,政府工作人员的工作作风还有待进一步改进。我们必须在今后的工作中,充分依靠全市人民,采取切实措施认真加以解决。
二、今后五年的工作目标和总体要求
二十一世纪头二十年,对我国来说,是一个必须紧紧抓住并且可以大有作为的重要战略机遇期,我国要集中力量,全面建设小康社会。对上海来说,今后二十年,也面临着重要的战略机遇。根据中央批准的上海新一轮城市总体规划,到2020年上海要建成社会主义现代化国际大都市和国际经济、金融、贸易、航运中心之一。我们要按照中央的要求,千方百计抓住机遇,满怀信心迎接挑战,坚持不懈奋起直追,与时俱进开拓进取,充分发挥经济中心城市配置资源的集聚和辐射作用,率先基本实现现代化,为我国实现全面建设小康社会的奋斗目标作出新贡献。
实现上海的宏伟战略目标,必须抓紧抓好今后五年。建议今后五年上海经济和社会发展的主要目标是:国民经济继续保持持续快速健康发展,国内生产总值年均增长率继续高于全国2—3个百分点;基本建立与国际大都市功能相适应的新型产业体系,经济运行质量和效益明显提高,综合经济实力显著增强,到2007年人均国内生产总值达到7500美元左右;基本建立以“三港两网”为骨架的现代化基础设施体系,进一步优化以中心城、新城、中心镇为重点的城市布局,加快城乡一体化步伐,城市化水平达到80%,城市生态环境进一步改善,可持续发展能力不断增强;基本建立以促进人的全面发展为中心的社会事业体系,重点建设一流的教育、医疗、体育和国际文化交流中心,市民的思想道德素质、科学文化素质和健康素质明显提高;基本建立与知识经济发展相适应的城市创新体系,不断增强科技创新能力,加快构筑人才高地,把经济社会发展转到依靠科技进步和提高劳动者素质上来;城乡居民收入不断增长,人民生活更加富足,精神文化生活更加丰富,社会保障体系进一步健全,社会就业比较充分,困难群众基本生活得到保障,社会秩序保持稳定,全市人民始终保持昂扬向上的精神风貌。
新一届政府肩负着开创上海改革开放和现代化建设新局面的历史重任。今后五年政府工作的总体要求是:高举邓小平理论伟大旗帜,全面贯彻“三个代表”重要思想,在党中央、国务院和中共上海市委的领导下,认真落实党的十六大和市八次党代会精神,坚持发展是执政兴国的第一要务,以增强城市综合竞争力为主线,拓宽视野,拓展思路,与时俱进,开拓创新,以新的思路谋求发展,以新的突破促进改革,以新的局面扩大开放,以新的举措推动各项工作上新台阶,实现上海城市的跨越式发展。努力做到:
———坚持“科教兴市”战略,大力提升企业核心竞争力、国有经济主导竞争力、区域经济整体竞争力和城市综合竞争力。要建立以企业为主体的技术创新体系,加快培育一批具有自主知识产权的核心技术和核心产品,提升企业的核心竞争力;加快国有经济战略性调整,促进国有资本有进有退、有序流动,发挥国有资本的基础性、先导性作用,提升国有经济的主导竞争力;加快政府职能转变,提高服务效率,努力使上海成为国内外企业发展综合成本低、商业机会多的地区,提升区域经济的整体竞争力;完善城市综合环境,努力营造设施先进、生态优良、城市文明、社会安定的发展环境,提升城市的综合竞争力。要不断提升四个竞争力,必须坚定不移地贯彻实施“科教兴市”战略,加快科技创新,培育和集聚创新人才,完善创新机制,营造全社会重视和支持科技进步、创新进取的环境,不断增强城市的创新能力。
———坚持整体推进国际化、市场化、信息化、法治化,大力改善城市发展软环境。要加快建立符合国际惯例的管理体制和运作规则,努力营造适宜国内外人士工作、生活的城市管理环境和生活环境,全面提高上海的国际化水平;进一步完善市场体系,规范市场秩序,完善符合社会主义市场经济发展的运行机制,发挥市场配置资源的基础性作用,全面提高上海的市场化水平;加快实施信息化领先发展战略,积极推进信息技术在经济、社会和城市管理等领域的广泛运用,实现信息资源共享,全面提高上海的信息化水平;贯彻依法治市方针,进一步完善政府法制工作,切实加强依法行政,全面提高上海的法治化水平。
———坚持可持续发展战略,实现经济与人口、资源、环境的协调发展。走可持续发展道路是上海必须长期坚持的发展方针。要依靠科技进步,进一步优化产业结构,走出一条资源消耗低、环境保护好、科技含量高、经济效益好的发展新路;要加强人口综合调控,提高人口综合素质,充分发挥人力资源优势;要加大环境建设力度,发展循环经济,倡导环保型的生活方式,为上海市民和我们的子孙后代创造清洁、美丽的家园。
———坚持社会主义物质文明、政治文明和精神文明协调发展,塑造新时代上海城市精神。要进一步贯彻以德治国思想,加强思想道德建设,大力倡导爱国奉献、诚实守信、见义勇为、尊老爱幼的传统美德;加快社会主义文化发展,大力弘扬艰苦创业、敢为人先、海纳百川、崇尚科学的精神风貌;加强舆论引导和法制教育,努力形成文明守法、平等互助、公平竞争、勤奋好学的良好社会风气。
———坚持以举办一届出色的世博会为动力,推动城市能级不断提升。把筹备和举办世博会看作城市发展的重要机遇,围绕世博会筹备的主要节点目标,凝聚全市人民,形成工作合力,推动各项工作不断上新台阶,向世界展示上海的城市魅力。
三、今后五年的主要任务
按照上述工作目标和总体要求,今后五年要重点做好十个方面的工作:
(一)抓住国际产业结构调整的机遇,建立新型产业体系
坚持“三、二、一”产业发展方针,把握国际产业升级与转移加速的新趋势,大力发展高增值、强辐射、广就业产业,走新型工业化发展道路,保持二、三产业共同推动经济增长,在参与经济全球化中增强产业国际竞争力。
积极主动适应服务贸易扩大开放的趋势,进一步提升现代服务业的能级和层次。进一步强化国内金融中心地位,加快向国际金融中心迈进。配合国家金融监管部门,稳步推进金融领域对外开放,发展新的金融产品,集聚新的金融资源,基本确立金融在上海经济发展和城市功能运作中的核心作用;基本确立国内外金融机构主要集聚地的地位,形成较为完整的中外金融机构和金融中介服务机构体系;基本确立国内体系完善、辐射力强的金融市场中心功能,成为资本营运中心和资金调度中心;基本确立公开、公平、公正的金融发展环境,全面实现金融市场的有序运行和依法监管。依托上海大口岸优势,建成洋山深水港、外高桥、浦东空港、西北等物流园区,引进国内外著名物流企业,积极发展第三方物流,成为现代物流产业的重要基地。继续推进商业布局结构和经营业态调整,加快构建国际购物中心,增强现代商业集聚、辐射能力。加强房地产市场调控,优化房地产开发结构,促进房地产业健康发展。整合会展资源,打造享誉世界的会展品牌,成为重要的国际会展中心,重点发展商务、文化和休闲旅游,建设大型主题公园,拓展都市旅游业。加快会计、审计、法律等专业服务业和社区服务、后勤服务等社会服务业的发展。
以高新技术产业和现代装备制造业为重点,全面推进工业新高地建设。基本建成四大产业基地。微电子产业基地要新建一批集成电路生产线,形成完整的集成电路产业链,基本建成全国规模最大、技术领先、世界水平的集成电路生产和研发基地。国际汽车城要基本建成集整车与零部件制造、研发与科教、贸易与物流、汽车竞技体育与汽车旅游于一体的、具有国际水平的综合性汽车产业基地。上海化工区要以乙烯、聚碳酸酯、异氰酸酯三大系列产品为主体,集聚众多跨国公司和国内大企业,基本建成工艺先进、生态和谐、效益领先、国际一流的石化基地。精品钢铁基地要以国际一流钢铁企业为样板,基本建成我国最大的具有国际竞争力的精品钢生产基地与出口基地。现代装备制造业是增强工业竞争力的重要基础,要积极引进国际先进技术,加快提高成套成线装备和零部件制造能力,成为具有世界影响的现代装备制造业基地。要增强高新技术产业的主导地位,加快高新技术产业化,发展信息技术、生物医药、新材料、环保等新兴产业,重点抓好集成电路、电动汽车、中药现代化等一批重大项目。积极运用高新技术改造提升传统产业,发展广就业、清洁型的都市型工业。
进一步优化产业布局。中心城区要加快发展高增值、强辐射的现代服务业,努力增强国际大都市的综合服务功能;郊区要成为我国现代制造业与高新技术产业的重要基地,与长江三角洲共同构造面向国际的现代工业走廊。建设临港综合经济开发区是上海新一轮优化产业布局的重要举措,要按照起点高、规模大、模式新的要求推进建设,成为高新技术产业、现代装备制造业和出口加工的新型产业基地。进一步优化工业区布局结构,促进工业集中布局。继续科学规划和引进一批重大功能性项目,带动产业功能布局的战略性调整,大力提升城市功能。
(二)把握全球信息化发展趋势,加快城市信息化建设
加快信息化是上海率先基本实现现代化的关键。要推动信息技术应用和信息基础设施建设,到2005年使城市信息化水平达到发达国家中心城市平均水平,2007年基本形成信息资源数字化、信息传输网络化、信息技术应用集约化的格局,初步构筑“数字城市”的基本框架。
大力推动信息技术在全市各行各业的广泛应用。加快推进企业信息化,促进信息技术在企业研发、生产和管理中的应用。以骨干企业为载体,发展电子商务。大力推广使用银行卡。加快“电子口岸”和物流信息平台建设。普及城市地理信息系统应用,加快建设城市应急指挥信息系统和智能化交通系统,提高城市管理水平。建立统一的电子政务网络平台,进一步推动电子政务建设。做好社会保障卡、公共交通卡等项目的功能拓展和应用推广工作,完善社区信息服务网络,加快社会公共服务信息化。
继续加强信息基础设施和信息化环境建设。推进新一代通信网络基础设施建设,进一步提高国际出口带宽,增强上海作为亚太地区重要通信枢纽的地位。连接全市超级计算机,形成海量存储和网格运算能力的共享环境。推动各类网络的互联互通,促进话音、数据、视频等多种业务的融合发展。增强城市整体的网络覆盖和普遍接入能力,增强重要信息系统的容灾备份能力,加强郊区信息基础设施建设。制定信息化规范和标准。加强信息安全工作。
积极发展软件业和信息服务业。要重点推动浦东软件园等软件产业基地的建设,强化软件产业社会化服务体系,促进软件业的跨越式发展。信息服务业要在加快发展增值业务的同时,利用数字电视平台、移动通信平台和宽带多媒体平台,带动内容产业发展。
(三)加快建设现代化基础设施体系,全面提高城市生态环境质量
以枢纽型、功能性、网络化基础设施和生态环境建设为重点,全面构筑现代化基础设施体系和良好的生态体系,为增强城市的集聚、辐射功能提供坚实支撑。
加快以“三港、两网、一江”为重点的十大基础设施工程建设。完成洋山深水港区一期工程,推进二期工程建设,基本建成东北亚国际航运中心。完成浦东国际机场二期工程建设,完善枢纽功能,初步确立亚太地区国际航空枢纽港地位。建设浦东铁路,建成上海铁路南站,形成重要的陆上交通枢纽。集中力量基本建成中心城区轨道交通基本网络,并结合重点城镇和产业布局调整,有序建设市域轨道交通。继续推进高速公路建设,基本建成市域高速公路网,实现“153060”目标。建成中环线,改造内环线,建成以“三环十射”为骨架的中心城快速道路系统。继续加快越江通道建设,全面建成卢浦大桥、外环隧道等越江工程。按照“百年大计、世纪精品”的要求,全面建设四个重点区域,有序推进黄浦江两岸地区综合开发。基本建成城市天然气主干网和多气源保障系统。继续贯彻“拆、改、留”并举的方针,有序推进新一轮旧区改造,加强物业管理,不断提高市民的居住质量。
以实施第二轮“环保三年行动计划”为核心,加大环境建设力度。推进以苏州河综合整治二期为重点的全市河道治理工程,加快污水收集管网和大型污水处理厂建设,污水集中处理率提高到70%以上。加大黄浦江饮用水源保护力度。全面实施天然气等清洁能源替代,严格控制和治理机动车尾气和扬尘污染,空气质量指数二级和优于二级天数占全年比例达到85%—90%。以减量化、资源化、无害化为重点,中心城区实现生活垃圾分类收集,郊区基本建成生活垃圾收集系统。继续推进市区大型公共绿地和郊区大型片林建设,建成国家园林城市,基本形成“环、楔、廊、园、林”相结合的绿化系统和黄浦江、苏州河、延安路景观生态走廊,城市绿化覆盖率达到37%,人均公共绿地面积达到11平方米,全市森林覆盖率超过20%。加强农业生态环境保护与整治,控制农业面源污染。继续推进工业区环境综合整治,基本完成吴淞、桃浦、吴泾工业区整治任务。
采用国际先进管理理念和措施,提高城市现代化管理水平。推进交通管理的标准化、规范化,提高交通运行效率。加大对灯光、户外广告等市容市貌的整治力度,实行规范化管理。完善城市综合减灾管理体系,提高城市防灾、抗灾、救灾能力。重视对海洋、湿地等生态系统的保护,加强岸线和滩涂开发利用的统一规划、集中管理,运用市场化手段优化配置岸线和滩涂资源,提高资源使用效率。
(四)增强区县经济整体竞争力,推进郊区发展和城乡一体化进程
按照“围绕城乡一体化、加快农村城市化、推进农业现代化、实现农民市民化”的要求,加快郊区发展,完善“两级政府、两级管理”体制,进一步发挥区县在全市经济社会发展中的重要作用。
高标准、高水平推进郊区城镇建设,着力提高郊区城市化水平。重点突破、政策聚焦,加快试点城镇建设步伐,初步建成风貌各异的现代化城镇。高质量完成郊区城镇规划编制任务,积极有序地推进郊区小城镇建设,合理归并农民居住自然村落。积极落实各项促进郊区发展的政策措施,进一步推动工业、人口、土地的集中。调整现有工业区布局和功能定位,整合乡镇工业区,加强工业区发展与重点城镇建设的结合,引导工业项目向重点园区集中。推进小城镇户籍管理制度改革和农民子女“农转非”工作,鼓励人口向城镇集中。探索建立农村土地使用权有序规范流转机制,促进土地向规模经营集中。
加快农业结构战略性调整。按照郊区耕地基本形成林木花卉、园艺蔬菜瓜果、优质粮油各占三分之一格局的要求,落实农业布局规划,加快退耕造林。培育农业龙头企业,促进农业标准化生产,提高农业组织化程度,拓展农产品国际市场。结合农业结构调整,加大政策支持力度,推进农村富余劳动力非农就业,确保农民收入的不断增长。
加大对远郊的扶持力度,增强远郊经济实力。给予远郊更多的政策支持,在嘉定、松江、青浦等园区进行降低商务成本试点,完善投资环境,增强竞争优势,积极培育远郊特色经济。加大对远郊教育和其他社会事业的投入力度,支持高中教育相对薄弱的崇明、奉贤、南汇和金山各建一所市级重点高中。高起点编制崇明发展规划,建成崇明越江通道,建设崇明东滩国家级湿地自然保护区。处理好生态保护与开发建设的关系,加快崇明、长兴、横沙三岛发展。
增强中心城区的综合服务功能。进一步明确中心城各区的功能定位,促进中心城区错位发展。继续加强产业发展导向,按照“一业特强、多业并举”的要求,积极发展都市型工业和社会服务业,加快形成区域特色经济。加大对基础设施较为薄弱地区的投资建设力度,推进中心城区协调发展。
继续完善“两级政府、两级管理”体制。进一步理顺市与区县两级政府的职责和分工,加强综合调控,完善市对区县的管理方式,坚持管理重心下移,提升区县政府的区域统筹能力。对中心城区、近郊和远郊区县实行分类指导,明确各自优势,进行合理定位,实施差别政策,促进区县协调发展。进一步发挥街道、乡镇基础管理作用,增强第三级管理机构的综合职能。
(五)加快科技创新和教育发展,增强城市的创新能力
创新是上海实现跨越式发展的关键,必须大力加强科技创新、教育创新,加速培养和集聚创新人才,增强城市的综合创新能力。
大力推进科技创新,加快完善科技创新体系,促进科技进步。加强科技原始性创新,围绕一批国家重大科技项目的实施,加快具有战略意义的基础研究和高技术研究,争取在生物、信息技术等优势领域,形成一批具有自主知识产权的核心技术,增强知识生产和知识服务能力;建设若干项重大科学工程,推进集成电路、生物芯片、动物医学等一批重要的国家工程研究中心、重点实验室的建设。加快形成以企业为主体、市场为导向的技术创新机制,鼓励大型国有企业、合资企业、民营科技企业建立技术中心,开发先进适用技术。实施知识产权战略,全面加强知识产权工作。进一步优化创新环境,继续完善科技投融资体制,加快建立风险投资体系;继续实施“聚焦张江”战略,推进“一区六园”等创新创业基地建设,加速成果转化和科技企业孵化;鼓励技术、知识、管理等生产要素参与分配。
加强教育创新,加快教育发展。全面推进高校布局结构调整,构筑以复旦大学为核心的杨浦大学城,进一步建设以上海交通大学为重点的闵行紫竹科学园区以及松江大学园区、南汇科教园区,做精做强若干所重点特色高校和一批强势学科。提高研究生培养比例,扩大本科生招生规模,发展留学生教育,2007年高等教育毛入学率达到60%以上。大力推进职业教育的改革与发展,建成若干示范性高等职业学校,培养大批高素质技能型人才。继续深化素质教育,实现全市义务教育的均衡发展,全面提高基础教育质量。积极发展继续教育,完善终身教育体系,努力建设学习型城市。扩大教育的国际合作与交流,促进民办教育健康发展,推进办学主体多元化。
推进人才战略,构筑人才高地。积极探索市场配置人才资源的机制,完善“居住证”等人才柔性流动政策,吸引优秀人才来沪创业。深化人事制度改革,努力形成广纳群贤、人尽其才的用人机制,激发各类人才的活力。加强人才国际化,引进和造就一批有世界影响的经营和管理人才,汇聚一批瞄准国家发展战略和国际科技前沿的优秀科技人才,进一步通过“高、精、尖”项目吸引拔尖人才,不断增强上海的人才优势。
(六)“引进来”和“走出去”相结合,开创服务全国、融入世界的开放新格局
顺应经济全球化和我国加入世贸组织后的新形势,在更大范围、更广领域和更高层次上参与国际经济技术合作和竞争,在融入全国、服务全国中加快上海发展,形成全方位开放的新局面。
继续积极合理有效地利用外资,提高利用外资的质量和水平。大力改善投资环境,创造利用外资的综合优势。积极引进外商投资大项目,并向临港综合经济开发区、四大产业基地及国家级、市级开发区集聚。鼓励外商投资企业增资扩股,加快服务贸易领域对外开放。积极引进跨国公司地区总部、研发机构和采购机构。把利用外资更好地与推进国有企业改革、调整经济结构、促进技术进步、提高管理水平、扩大外贸出口结合起来。
发挥国有大中型企业的主体作用,鼓励有比较优势的各种所有制企业“走出去”,培育一批我们自己的跨国企业和著名品牌。探索收购兼并、与国际跨国公司建立战略联盟等新的境外投资方式。鼓励上海企业收购或控股境外工程承包公司、与国内外企业组成高水平联合体等新的方式承包境外工程项目。加快建设海外营销网络和研发机构。
深入实施科技兴贸和市场多元化战略。进一步优化进出口产品结构,促进高新技术产品出口。发展高层次、高技术的加工贸易,发展电子制造服务企业。巩固传统市场,积极开拓俄罗斯、东欧、非洲、拉美等新兴市场。充分利用世界贸易组织规则,加强各类对外贸易纠纷的预警、应对能力。继续推进“上海跨国采购中心”的建设。继续推进“大通关”工程,进一步提高口岸工作效率和服务功能。
加强国内经济技术合作。积极探索同长江三角洲地区和长江流域联动发展的新路子,在基础设施的互联互通、产业布局、能源利用、环境保护等各方面加强合作与协调,优化区域发展环境,形成合理分工、联动发展、共同繁荣的格局。加大对口支援工作力度,积极探索参与西部开发的新形式,把上海的技术、人才和管理优势,同西部地区资源丰富、市场广阔的优势结合起来。
浦东新区要在制度创新和扩大开放等方面走在前列,继续发挥示范、辐射和带动作用。发挥先试先行优势,大力营造基础设施完善、服务良好的综合发展环境,不断提高外向型经济的层次、高科技产业的能级和现代化管理的水平,全面建设外向型、现代化、多功能的浦东新城区。
(七)深入推进国有经济战略性调整,增强国民经济整体活力
坚持社会主义市场经济的改革方向,加快推进国有经济战略性重组和国有企业改革,形成以公有制为主体、多种所有制经济共同发展的格局。
推进国有经济战略性调整。按照管理、营运、监督相分离,管资产和管人、管事相结合的原则,进一步完善国有资产管理体制。推进国有资产从一般竞争性领域逐步退出,转向先导性、基础性、公益性领域,带动更多社会资本在这些领域的集聚,更好地发挥国有经济的主导作用。加快国有企业战略性重组,培育实力雄厚、竞争力强的大企业集团,争取若干家企业跻身全球500强。加快国有企业的投资主体多元化改造,发展混合所有制经济。进一步完善法人治理结构,推进现代企业制度建设。建立职业经理人队伍,探索股权、期权等新的分配方式,形成有效的激励约束机制,实施国有资产损失责任追究制。深化集体资产体制改革,推动集体企业改制和改组。
积极鼓励和引导非公有制经济发展。放宽民间资本的市场准入领域,在投融资、税收、土地使用和对外贸易等方面消除所有制差别。依法保护私人财产。积极吸引国内民营企业入驻上海。鼓励个人、私营企业和社会资本参与国有经济战略性重组。构筑社会公共服务平台,促进中小企业加快发展。
建立社会主义市场经济新秩序。标本兼治,继续整顿和规范市场经济秩序,强化市场日常监管和制度建设,形成综合治理的长效机制。进一步强化药品监督和食品卫生安全工作,加强安全生产监察、监督和管理。建成面向个人和企业、覆盖社会经济生活各个方面的社会诚信体系,营造诚实守信的社会经济环境。加快行业协会和市场中介机构的发展,形成适应上海产业发展特点的中介服务体系。建立与国际接轨的标准化体系。
(八)完善社会保障体系,不断提高人民生活质量
构建符合社会主义市场经济运行机制和经济发展水平的社会保障体系,切实维护和保障群众的根本利益。
完善“劳动者自主就业、市场调节就业、政府促进就业”的就业机制。各级政府要把增加就业岗位和控制失业率作为宏观调控的重要任务。构筑促进就业的社会责任体系,动员社会各方力量,积极开辟就业门路,提高经济增长对就业的拉动力。大力发展灵活多样的就业方式,鼓励自谋职业和自主创业,落实援助就业困难人员政策,健全市、区(县)、街道(镇)、居委四级就业服务网络,完善社会化的职业培训机制。
进一步完善社会保障体系。深化医保、医疗、医药联动改革,按照“保证医疗、减少浪费、促进发展”的方针,完善基本医疗保险制度。转变公立医院的投入和补偿机制,扭转“以药养医”,组建管理科学的医疗服务集团,改善公立医院服务质量。大力推进药品集中招标采购,积极发展医保定点药店。深化卫生投融资体制改革,鼓励多元办医,发展多层次医疗服务。巩固和发展农村合作医疗,推进大病统筹,扩大覆盖面,逐步把合作医疗发展成为农村基本医疗保障制度。在试点的基础上推进小城镇社会保险,提高郊区社会保障水平。建立健全社会保障基金多渠道筹措机制,发展补充保险、商业保险。按照“组织在政府、支撑在社会、工作在基层、落实在社区”的要求,进一步完善社会救助帮困体系,继续推进廉租住房制度,切实保障困难群众的基本生活。积极发展社会慈善事业。
进一步完善社区建设和社团管理,建立市民参与的自主管理、民主监督、平等协作的新型社区管理体制,增强社区的公共服务功能,探索建立职业社会工作者制度。继续加强老龄工作,健全为老服务体系。继续做好社会福利工作,发展残疾人事业,创建全国无障碍设施示范城市,办好2007年世界特殊奥运会。做好拥军优抚安置工作,更好地服务国防和军队现代化建设。继续做好民族、宗教、侨务、对台工作。推进人民调解工作机制创新,做好人民来信来访工作。加强社会治安管理,依法严厉打击各种刑事犯罪和经济犯罪,构建现代警务机制,建立上海城市应急联动中心,切实维护社会稳定。
(九)加快发展社会事业体系,提升市民综合素质和城市文明程度
以促进人的全面发展为中心,大力发展各项社会事业,满足群众日益增长的精神文化需求,努力提高市民综合素质,为上海的现代化建设提供不竭的精神动力。
加强社会主义精神文明建设。着眼于培育上海城市精神,不断创新精神文明建设载体和内容,全面塑造上海市民的新形象。贯彻落实《公民道德建设实施纲要》,弘扬社会公德、职业道德、家庭美德,提高市民整体道德水平。深入开展诚信教育、法制教育、国防教育、科普教育,继续开展文明小区、文明村镇、文明城区等创建活动,扩大志愿者队伍规模和服务领域。
推进文化建设和文化体制改革,促进文化创新。发扬民族文化的优良传统,高水平组织国际性重大文化活动,推动社会主义先进文化的繁荣发展,建设国际文化交流中心。在人民广场、陆家嘴—花木等地区,建设具有特色和集聚效应的核心文化圈,建设东方艺术中心等重大文化设施和一批社区文化中心。加强图书馆、博物馆、档案馆等公益性文化设施建设,努力保护城市历史文化遗产。促进哲学社会科学事业的发展和繁荣。加快文化管理体制改革,推动新闻出版广播影视集团化建设,促进文化产业发展。
大力发展体育、卫生事业,提高市民健康素质。积极开展全民健身活动,提高竞技体育水平,加快体育产业发展。全力办好世界杯女足赛、一级方程式世界锦标赛、世界乒乓球锦标赛等重大体育赛事。全面实施区域卫生规划,优化配置卫生资源。加强公共卫生工作,强化疾病预防控制,深化爱国卫生运动。加强区域医疗中心建设,增强社区卫生服务中心的综合服务功能,加快全科医生培养,逐步实现常见病、多发病首诊在社区。建设高水平、现代化医院,发展医学重点领先学科,加快中医药发展,提高卫生科研水平。
建立人口综合调控新机制。合理调控人口总量,改善人口结构和布局,加强外来人口综合调控和长效管理。继续做好计划生育工作,促进优生优育。实施妇女、儿童发展规划,依法维护妇女儿童合法权益,促进女性平等就业,进一步优化妇女儿童发展环境。加强青少年保护,支持青年创业就业,制定实施青少年发展规划。
(十)加快政府职能转变,建立廉洁、勤政、务实、高效的政府
坚持积极行政、有效行政、依法行政,建立行为规范、运转协调、公正透明、廉洁高效的行政管理体制,不断提高政府管理经济和社会事务的水平。
按照强化、弱化、转化的要求,进一步转变政府职能,切实将政府职能转变到经济调节、市场监管、社会管理和公共服务上来。加强综合调控,完善规划管理体制和机制,建立政府主导、市场运作的土地调控机制,提高政府在社会公共资源配置上的引导力和控制力。深化行政审批制度改革,简化审批手续,提高审批效率,建立规范的行政审批制度。实行政企分开和政资分离,市政府各部门与所属企业和中介机构脱钩,将委办局的职能转到面向全社会和全行业的管理和服务上。理清政府与行业协会和社会中介组织的职责,增强其独立性与自律性。推行事业单位改革,用三年时间,将行使具体行政行为的事业单位过渡为行政事务执行机构,加强执法、监管职能。
加快建立适应市场经济体制的公共财政框架。围绕社会公共需要确定和调整财政收入、支出的总量与结构,加大对公益性、基础性领域的投入。推进以部门预算、国库直接拨付和政府采购为重点的财政预算管理制度改革,加强预算约束、审计监督和税收监管,建立政府性资金集中管理制度。进一步发挥财税政策的导向作用,优化市与区县的财力分配办法,加大对困难区县的转移支付力度,促进区县均衡发展。
继续推进依法行政,提高政府依法办事能力。完善政务公开制度,建立重要行政行为听证会制度,提高行政立法工作的透明度和公众参与度。深化执法体制改革,分阶段有步骤地推进相对集中行政处罚权的综合执法工作,在深化文化事业领域综合执法的同时,探索城市管理和经济管理领域的综合执法。坚持和完善民主法制建设,提高决策的科学化、民主化。各级政府要自觉接受同级人大及其常委会的监督,重视和发挥人民政协的民主监督和参政议政作用,充分发挥工会、共青团、妇联等人民团体的桥梁和纽带作用,把评定政府工作绩效的权力交给人民群众。
努力建设一支廉洁奉公、勤政为民、业务精通、作风优良的高素质公务员队伍。坚持标本兼治、综合治理、重在治本、重在建设的廉政工作要求,加强对权力的制约和监督,真正做到权为民所用,情为民所系,利为民所谋。发挥行政监察、审计等职能部门的作用,逐步建立规范、公开、透明的公务员工资分配制度。各级政府工作人员要认真贯彻“两个务必”的重要精神,坚持发扬艰苦奋斗的优良作风,牢固确立人民公仆意识、全局整体意识和国情市情意识,始终保持奋发有为的精神状态,坚持为民办实事,切实肩负起执政为民、执政兴市的政府责任。
各位代表,筹备2010年上海世博会是一项庞大的系统工程,对我们的经济实力、社会管理能力和市民素质是一次综合考验。从现在起到举办世博会已不到八年时间,今后五年将是筹备的关键阶段。要以举办一届最成功、最精彩、最难忘的世博会为目标,继续依靠国家各个部门和兄弟省市的指导、支持和帮助,全市各方面团结协作,扎扎实实地推进世博会的各项筹备工作。认真吸取各国的成功经验,抓紧组建和完善精干、高效的筹备机构,尽快制定总体实施方案。广招海内外人才,欢迎国内外企业积极参与,确保一流的规划设计、筹备运营和管理水平。在规划设计中要充分考虑场馆的后续利用,使世博园成为永久的国际交流中心。进一步完善和细化各项优惠措施,鼓励更多的国家前来参展。与各国参展者合作,加快场馆建设。高水平高标准建设世博园配套基础设施。要按照国际市场运作的方式和理念,扩大2010年世博会的影响。我们相信,在全市方方面面的共同努力下,不断深化“城市,让生活更美好”的主题,一定能够成功、出色地举办2010年世博会。
各位代表,2003年是全面贯彻落实党的十六大精神的开局之年,要切实做好今年工作,开创各项工作新局面。建议今年国民经济调控的主要预期目标是:国内生产总值增长9%—10%,全社会固定资产投资总额2200亿元以上,社会消费品零售总额2210亿元左右,居民消费价格指数101左右,城镇登记失业率控制在5%左右。重点抓好以下工作:一是着力推进经济结构调整,促进经济增长速度和质量、效益相统一。保持投资和消费需求的双重拉动,推进新型产业体系建设,加快发展上海独特性优势产业。加快推进以“三港、两网、一江”为重点的基础设施和试点城镇建设,启动世博会各项筹备工作。以创建国家园林城市为目标,启动新一轮“环保三年行动计划”。二是加强科技原始性创新,争创上海发展新优势。实施“科教兴市”战略,全面加强知识产权保护工作,加快形成以企业为主体的研发投入和技术创新体系。促进风险投资机构发展,建设集成电路、生物芯片和动物医学等一批科技创新项目,大力培育高科技产业集群。三是以新的突破促进改革,进一步增强经济持续发展的活力。积极稳妥地推进国有资产管理体制改革,深化国有经济布局调整和国有企业改革。进一步深化投融资体制改革,积极吸引社会资金参与城市建设和社会事业发展。四是以新的局面扩大开放,全面提高对外开放规模和水平。继续做好入世应对工作,进一步提高“引进来”和“走出去”的水平。积极吸引跨国公司投资高新技术和服务贸易领域,鼓励外资参与国有企业改组改造,鼓励本市有实力的企业实施国际化经营战略。加快形成大外贸格局,积极促进对外贸易增长。进一步推进国内经济合作。五是继续加强就业和社会保障工作,切实维护和保障群众根本利益。政府推进和社会动员相结合,在经济发展的基础上,千方百计促进就业和再就业,加强职业培训。继续推进小城镇社会保险试点,深化“三医联动”改革,切实做好社会救助帮困工作。六是在推进城市硬件现代化建设的同时,加强城市软件建设,全面优化和完善发展环境。不断完善与建设国际大都市相符合的体制环境,加快完善和形成国内外企业集聚的良好投资经营环境。以建设“四个一流”社会事业为目标,继续推进各项社会事业蓬勃发展。

Now I would like to make Government's Work Report to the congress on behalf of Shanghai Municipal People's Government.These are presented to you for your examination and approval and for comments and suggestions from members of the Committee of the Shanghai People's Political Consultative Conference and other attending members.I.Review on Work of the Past Five Years In the past five years, the government held high the great banner of Deng Xiaoping Theory, fully acted on the important thought of Three Represents,centered on the major subject of accelerating development, relied on all citywide people, kept forging ahead determinedly and dauntlessly, made a long arm to develop, and promoted the reform, opening up and the modernization drive of Shanghai to a new step under the leadership of the PartyCentral Committee, the State Council and Shanghai municipal committee of CPC.1.Comprehensive economic strength has been further raised.On the basis of more optimization of industrial restructuring, the national economy maintained a sustained, rapid and sound development,the running quality of the economy kept improving, and the internal drive for economy's continuous growth was strengthened.Over the past five years, the gross national product was increased 10.4% averagely per year, the gross domestic product of 2002 amounted to 540.876 billion RMB, and the per capita gross domestic product reached 4.909 thousand US dollar.Finance, commercial trade and real estate have become new backbone industry of Shanghai, the exhibition, tourism and information service have speed up their development, and the proportion of the third industry in the gross domestic product has reached 51%.The construction of the new industrial highland has achieved significant progress, the base construction for four industries has advanced all around, the competitive strength of the keystone developing industries, such as electrical information products, automotives, petrochemical industry and fine chemical industry, selected steel products, equipment complex and biological and pharmaceutical industry have been promoted constantly, the production value proportion of the high technology industry in the gross industrial output value of Shanghai has been raised to 23.4%, and the industrial cost-effectiveness and the productivity of the entire personnel have been in the highest flight all over the country.The process of the city informatization has been quickened all along by focusing on promoting the use of social security card, public traffic car and bankcard, and the information technology was applied positively in all directions including enhancing city management level, improving public service, reconstruct the traditional industry and boosting social development.Structural readjustment of rural industry has been accelerated remarkably, and suburban economy has developed very fast.Each district and county has formed its own industrial advantages and characteristic of regional economy by and large, which is becoming the vital strength for promoting rapid development of the citywide economy.The citywide financial revenue was increased 15.5% annually, which is higher than the gross domestic product increment of the corresponding period。
2.The urban construction and ecological environmental improvement have made new progress.The past five years have been a period in which there have been most investments on city construction and environmental protection and a period in which the city appearance and the environmental quality have been improved drastically.The first-stage construction of Pudong International Airport and the backbone project of the information harbor were completed, the first-stage construction of Yangshan deep water port area was commenced in its entirety, the in its entirety network and orbital transportation network was accelerated,and the solid transportation network system with orbital transportation, overhead road, three vertical and three horizontal trunk highway and cross-river construction playing a dominant role was formed initially.The single demonstration operation line of Shanghai magnetic suspension train has been open to traffic in its preliminary operation.The comprehensive development of both banks of Huangpu River was put into gear.The dilapidated huts and rough houses of 3.65 million square meters were reconstructed on schedule, a new round of reconstruction of old district was outspread thoroughly, and in the past five years the area of new-built residence was 90.43 million square meters.The steady development of the experimental towns in rural area was promoted, the abolishment and consolidation of villages and towns was fulfilled, and the urbanization level of suburban area was enhanced.We concentrated on environmental protection and environmental construction by focusing on the most crucial problems, accomplished the first Three-year-run Environmental Protection Blueprint completely, and the urban environmental quality was improved markedly.The first-stage construction of comprehensive regularization of Suzhou River was achieved in the round, the drying-up flow, disagreeable odor and the black water in Suzhou River were eliminated basically, and the citywide water environment was becoming better continually.The substitutes by clean resources was speed up, and the atmospheric environment kept on advancing, and the proportion of days with air quality index of Class 2 and above in 2002 was over 10% higher than five years ago.The afforestation construction developed fast, with a lot of large-scale public greenbelt built up in the central downtown area, 100 meter forest belt completed in the outer ring highway, the suburban woodland construction boosted extensively, the downtown green coverage ratio being 30%, per capita area of public greenbelt reaching 7.6 square meter, and the percentage of forest cover being 12.2%.The separate collection of living garbage made progress, and two large living garbage incineration plants were built in Jiangqiao and Yuqiao.The periodic target for the comprehensive environmental regulation in Wusong and Taopu Industrial Districts has been achieved.A lot of municipal public facilities including power, water supply, water drainage, flood prevention, fuel gas and communication etc.were accomplished in succession.3.The Socialist Market Economy has been improved.The 7月26日,中共中央政治局会议审议了中共中央纪律检查委员会《关于陈良宇严重违纪问题的审查报告》,决定给予陈良宇开除党籍、开除公职处分,对其涉嫌犯罪问题移送司法机关依法处理。(7月27日《人民日报》)
经查,陈良宇在担任上海市黄浦区区长、市委副秘书长、市委副书记、副市长、代市长、市长、市委书记、中央政治局委员期间,滥用职权,支持上海市劳动和社会保障局违规贷给不法企业主和有关公司巨额社保基金,危害社保基金安全;为不法企业主收购国有公司股权提供帮助,造成国有资产重大损失;利用职权在项目审批、资金安排、招商合作、土地规划、职务升迁等方面为他人谋利,本人或家人收受他人财物数额巨大;以权谋私,帮助亲属在经营活动中获取巨额非法利益;道德败坏,利用职权玩弄女性,搞权色交易;包庇有严重违纪违法问题的身边工作人员。
陈良宇的行为严重违反了党纪政纪,给国家和人民的利益造成重大损失,给党的形象带来严重损害,社会影响极其恶劣。所以,去年上海社保基金案发,中央决定对陈良宇进行立案检查,立即得到了全国人民的一致拥护。现在经过几个月的努力,陈良宇的犯罪事实基本查清,等待他的将是法律的严惩。
陈良宇案至少说明以下三点:
一是中央反腐败的决心是坚定的,不管是什么人,不管他的权力有多大,只要搞腐败就一定会被查处。陈良宇是继陈希同之后,第二个因搞腐败被查处的政治局委员,而且从调查的情况来看,陈良宇的犯罪事实比陈希同要严重得多。通观陈良宇案,人们不难发现其突出特点,那就是,陈良宇的很多做法都是披着合法外衣进行的,也就是说,他的违纪、犯罪行为具有很强的隐蔽性、欺骗性。可即使其再隐蔽,仍然逃脱不了被查处的命运,这在应了“手莫伸,伸手必被捉”那句古训外,更加坚定了人民群众对取得反腐败斗争最后胜利的信心。
二是任何人都必须自觉接受人民群众的监督,那些心存侥幸者,那些自以为自己可以游离于监督之外者,都将身败名裂。当年原山东泰安市委书记胡建学,在任时曾说“官到当到我这一级就无人监督了”,结果自以为无人监督的胡建学受到了查处。从陈良宇的犯罪事实看,他也是把自己置于监督之外的,也是自以为监督制度奈何自己不得的。不然,陈良宇不会随着职务的升迁,胆子越来越大,犯罪情节越来越严重。胡建学被查处,曾让一些心存侥幸的领导干部受到震动,陈良宇的级别比胡建学高得多,一些过去把自己置于监督之外的掌权者,一定会从此悬崖勒马。
三是领导干部一旦解除反腐倡廉的思想武装,就会降低甚至丧失拒腐防变的能力,最终滑入腐败堕落的深渊。反腐败需要加强制度建设,可是再好的制度,也需要政治素质高、思想过得硬的人去执行,否则难免会被撕破口子。许多因腐败而落马的领导干部,开始的时候都能严于律己、一心为民,可随着权力的增大,放松了学习,思想的大堤出现了裂缝,才一
点点决口最后垮塌的。因此,必须加强对领导干部的思想教育,防止教育中的走过场,让每个领导干部真正打牢拒腐防变的思想基础
第四篇:从陈希同到陈良宇
从陈希同到陈良宇:中国肃贪十年变迁
1995年4月27日,中共中央批准陈希同引咎辞去中共北京市委书记、常委、委员的职务。陈希同是因他对北京市发生王宝森(北京市原副市长)涉嫌经济违法犯罪案件并自杀身亡问题负有不可推卸的责任而引咎辞职。9月,中共十四届五中全会决定撤销他的中央政治局委员、中央委员的职务,并建议依照法律程序,罢免其全国人大代表职务。1997年8月29日,中央纪委作出决定,开除陈希同党籍。鉴于陈希同的有些问题已触犯刑律,检察机关对其依法立案侦查。1998年7月31日,北京市高级人民法院公开宣判,陈希同犯贪污、玩忽职守罪,判处有期徒刑16年。
十年过后,2008年4月11日,另一名前中央政治局委员、上海市委书记陈良宇因滥用职权、受贿被判有期徒刑18年。
陈希同案和陈良宇案虽有太多的相似点,但前后十年,中国的反腐败斗争已经实现从权力反腐到制度反腐、源头反腐的变革。其中的变化,亦浓缩了改革开放30年来对于反腐败的理性认识。
案中案,平地惊雷
1995年4月27日,新华社一篇仅165个字的消息犹如平地惊雷:“北京市常务副市长王宝森慑于反腐败威力自毙身亡;中央政治局委员、北京市委书记陈希同引咎辞职。”
事后,人们得知,当年4月5日下午,在北京市怀柔县的一处果园里,时任北京市副市长的王宝森饮弹自尽。王所用的枪,是他在2月份向市公安局要来的,理由是北京治安状况欠佳,他需要自卫。但他最后却将枪口对准了自己。
在王宝森畏罪自杀的次日,陈希同即向中央书记处呈交“引咎辞职报告”,但未获通过。在随后的20天里,陈希同三次向中央提出辞职,均未得到批准。4月27日,中央书记处同意陈希同引咎辞职,决定由中纪委第一书记尉健行接替陈希同的工作。
王宝森以一颗子弹将自己的身后事一了百了,活着的陈希同却没有那么“利落”了。
因在调查王宝森违法犯罪活动的过程中,发现有重大问题涉及陈希同,中共十四届五中全会决定,撤销陈希同的职务。与此同时,中纪委对陈希同的问题进行审查。
被拿下高官身份的陈希同,其真面目可谓惨不忍睹。两年之后,1997年9月,中纪委查明陈存在侵吞贵重物品、腐化堕落、谋取非法利益、严重失职等问题,报中共中央批准,开除其党籍并移交司法机关。以陈希同为轴心的22名涉案人员也被关进大牢,其中包括陈的儿子陈小同。
十年前,陈希同落马
1998年7月31日上午,北京市高级人民法院开庭审理陈希同案。
北京市高级人民法院一审当庭以贪污罪、玩忽职守罪依法判处陈希同有期徒刑16年。一审判决后,陈希同上诉至最高人民法院。20天之后,最高人民法院经过再次审理后,驳回陈希同的上诉,维持原判。1930年6月出生在四川安岳的陈希同有50年是在北京度过的,他几乎经历了半个世纪以来北京沧桑巨变的所有重大事件,其政治生涯也一路顺风,从一个贫苦的农村孩子一步步走上了自己的顶峰。然而,从巅峰到深渊也不过几步之遥。
1998年8月21日,《人民日报》在头版刊发评论——《任何犯了法的人都不能逍遥法外》。评论说,依法惩处陈希同,充分体现了党中央加强党风廉政建设、坚决惩治腐败的决心和信心。
作为新中国成立以来因经济犯罪而受到法律惩处的党政职务最高的干部,陈希同被依法惩处,另一个重要的意义在于,“充分体现了法律面前人人平等的法治原则”。在法律面前没有特殊公民,谁也不能无法无天。“这就是说,无论是什么人,职务有多高,只要违犯法律,都将依法受到追究。” 评论最后说,“今后,如果有什么人还心存„刑不上大夫‟的侥幸,置党纪国法于不顾,恣意妄为,那就难免重蹈陈希同的覆辙”。十年后,又来一个陈良宇
十年过后,同为中央政治局委员的上海市委书记陈良宇被这篇评论的结语不幸言中。据新华社报道,2006年7月,上海社保系列案案发。中纪委会同有关部门对该案进行调查,发现陈良宇身陷其中。8月24日,中共中央政治局常委会议作出了对陈良宇有关问题进行初核的决定。
9月23日,上海国际田径黄金大奖赛举行。陈良宇率上海一干官员出席观看了比赛。这是他最后一次出现在公众视野中。次日,中共中央政治局会议审议中纪委《关于陈良宇同志有关问题初核情况的报告》。会议指出,陈良宇涉及上海市劳动和社会保障局违规使用社保资金、为一些不法企业主谋取利益、袒护有严重违纪违法问题的身边工作人员、利用职务上的便利为亲属谋取不正当利益等严重违纪问题,造成了恶劣的政治影响。
会议决定,对陈良宇同志的问题立案检察,免去陈良宇上海市委书记、常委、委员职务,停止其担任的中央政治局委员、中央委员职务。上海社保系列案波及上海政要、国企高管、民营富豪近30人,经历近两年的侦查和审理之后,在2008年3月25日迎来了最高潮——开庭审理陈良宇。公诉方指控陈良宇犯有三宗罪——受贿、滥用职权和玩忽职守。
而此时此刻,与十年前审判陈希同案相比,中国的反腐格局、司法环境、社会心态已经有了极大的变化或进步。
在两分钟的最后陈述中,和陈希同高喊“我有话要说”不同的是,陈良宇已能平静地面对法律的惩处:“我对不起党,对不起上海人民,对不起我的家人。”
4月11日下午,天津市第二中级法院以受贿罪、滥用职权罪,依法判处陈良宇有期徒刑18年,没收个人财产人民币30万元。跟陈希同案在北京本地审理不同,陈良宇案是在天津审理的。高官腐败案件异地审判也是十年来反腐惩腐的一个突出变化。
2001年10月,震惊全国的辽宁“慕马案”第一次采用了异地办案、异地审判的模式。该案先后有122名涉案人员被“双规”,62人被移送司法机关,其中的“关系网”可谓盘根错节,给办案造成干扰。
此后,绝大部分的高官腐败案件开始实行异地审判。而不可回避的是,改革开放三十余年来,落马的官员级别中高官数量越来越多,涉案金额也越来越大。
据统计,从1998年至2008年,正部级干部腐败超过10人,副部级、副省级干部腐败超过60人。而涉案金额亦从彼时的数万元、数十万元上升到数百万、数千万元。毫不夸张地说,腐败现象已成为大众最不能容忍、反映最为强烈的社会问题之一。中国的反腐斗争同样面临着巨大的考验。
十年转身
走向制度反腐
在中共十七大报告中,胡锦涛说:“中国共产党的性质和宗旨,决定了党同各种消极腐败现象是水火不相容的。”
著名制度反腐专家李永忠曾在接受采访时说,体制上的问题造就了官场生态环境的恶化,要想反腐必须解决体制上的问题,建立高效能反腐制度和机制。
李永忠介绍说,我国的反腐大体经历了三个阶段。“第一阶段叫运动反腐,频繁的运动确实解决了党内的一些腐败,但冲击经济、文化、政治的发展成了致命伤。十一届三中全会决定停止搞运动,但在相当长的时间内,是领导人的权力反腐,而权力反腐的好处是便捷,弱点是随意性大。”
2007年9月13日,国家预防腐败局成立。历时四年之久的动议变为现实,这是我国将反腐重心调整为“惩防并举,注重预防”之后的一大举措。国家预防腐败局的成立,标志着“中国反腐败的思路在继续推进,反腐败端口正在前移”。
中共中央党校党建部教授宋福范撰文称,30年来,中共初步形成了一套反腐倡廉的法规制度体系,尤其是中共十六大以来,根据改革开放和社会主义现代化建设的实际,先后制定《中国共产党党内监督条例(试行)》、《中国共产党纪律处分条例》等,将反腐败斗争推进到一个新阶段。
中共十七大提出,“在坚决惩治腐败的同时,更加注重治本,更加注重预防,更加注重制度建设”;进一步强化对权力的监督制约,坚持用制度管权、管事、管人,建立健全决策权、执行权、监督权既相互制约又相互协调的权力结构和运行机制。
2008年6月,中共中央又印发了《建立健全惩治和预防腐败体系2008-2012年工作规划》,就反腐倡廉制度建设作出重大部署。“到2012年,中国将建成惩治和预防腐败体系基本框架,初步建立拒腐防变教育的长效机制,形成比较健全的反腐倡廉法规制度体系。”
联系陈希同案和陈良宇案的时代背景,两人的落马之于反腐败的意义,恰好见证了中国的反腐败向制度反腐、从源头反腐的变革。

女士们,先生们: 首先,请允许我感谢大家盛情邀请我出席今天的宴会,感谢大家在我访问期间所给予的热情款待。
六天前,我们在这里欢聚一堂。当时的情景至今还记忆犹新,难以忘怀。今天,在我即将结束在中国的访问之际,我怀着真诚和喜悦再次与大家相聚,并与各位话别。这是我首次以教务长身份出访中国,这次访问虽然短暂,却颇有成效。访问期间,我与四川大学、清华大学及北京大学更新和签署了合作谅解备忘录。
华盛顿大学与中国有着广泛的联系。除了每年派遣近200名学生到中国留学以外,还招收300多名中国留学生和越来越多的访问学者。2009年,有200多名研究人员代表中国一些顶尖的学术机构在华盛顿大学从事研究。
我此次访问中国,其实也蕴含了一层个人的意义。我父母都出生在中国,上个世纪30年代末移居美国。他们都曾在中国获得了学位。我一直希望能来中国更好地学习中文,熟悉祖先的文化和历史。
我为能代表华盛顿大学来进一步加强双边合作关系感到荣幸。我希望能开辟更多的与中国学术机构交流的渠道,并在埃莫特校长和汉森副教务长访问的基础上百尺竿头,更进一步。最后,祝中国人民富裕安康,生活幸福!祝两国人民之间的友好关系得到进一步加强!朋友们,再见!

青岛国际啤酒节始创于1991年,于每年8月的第二个星期六开幕,为期16天。节日由国家6个部门和青岛市人民政府共同主办,是融旅游、文化、体育、经贸于一体的国家级大型节庆活动。经过十几年的努力,青岛国际啤酒节已逐渐成为青岛这座美丽海滨城市的一张亮丽的名片,在国内外具有相当的知名度和影响力。
本届啤酒节日由开幕式、啤酒品饮、文艺晚会、艺术巡游、文体娱乐、饮酒大赛、旅游休闲、经贸展览、闭幕式晚会等活动组成。如往年一样,节日期间,青岛的大街小巷装点一新,酒香四溢,举城狂欢。每年都吸引数十家世界知名啤酒厂商参加,也引来数百万海内外游客举杯相聚。

今天,亚欧会议成员领导人聚首北京,共商亚欧对话合作、互利共赢大计。我代表中国政府,向大家表示热烈欢迎和诚挚的问候!
当前,国际金融危机不断蔓延加剧,对世界经济增长和稳定造成严重冲击。本次会议以“对话合作,互利共赢”为主题,反映了亚欧会议成员加强合作、实现共同发展的强烈政治意愿,具有重要的现实意义。
这场金融危机是历史上罕见的,有关国家和组织已纷纷采取措施,希望能够尽快取得成效。全面化解和战胜危机还需要全球行动、合力应对。亚欧国家是维护国际金融稳定和促进世界经济增长的重要力量。我们要齐心协力,向世界展示信心、团结与合作。为此,各国首先要把自己的事情办好,应加强政府间的协调与配合,促进区域财金对话与合作,推动改革国际货币金融体系。同时,要认真吸取金融危机的教训,处理好金融创新与金融监管的关系、虚拟经济与实体经济的关系及储蓄与消费的关系。
