Terrorist Attack

My country will always remember the outpouring of friendship and support from nations around the world in the wake of September the 11th.On behalf of all Americans, I thank the millions of people from every nation who share our grief over the loss of innocent life, and who share our resolve to lift the dark cloud of terror from our world.Many nations and many families have lived in the shadow of terrorism for decades, and during years of mindless and merciless killing.September the 11th was not the beginning of global terror, but it was the beginning of the world’s concerted response.History will remember that day not only as a day of tragedy, but as a day of decision, when the civilized world was stirred to anger and to action.And the terrorists will remember September the 11th as the day their reckoning(清算)began.//

我的国家会永远记住在911事件之后,世界各国给予我们的无限关心和支持。我谨代表所有的美国人民,感谢世界各国人民同我们一道哀悼逝去的无辜生命,并决心一同拨开笼罩着这个世界的恐怖主义阴云。

We face an enemy of ruthless ambition, unconstrained by law or morality.The terrorists who attacked on September the 11th despise(藐视)other religions, and have defiled(玷污)their own.And they are determined to expand the scale and scope of their murder.The terror that targeted New York and Washington one year ago could strike any center of civilization.Against such an enemy, there is no immunity, and there can be no neutrality.A mighty coalition of civilized nations is now defending our common security.Terrorist assets have been frozen.Terrorist front groups have been exposed.A terrorist regime has been toppled(推翻,打倒)from power.Terrorist plots have been unraveled(击碎,拆散)from Spain to Singapore.And thousands of terrorists have been brought to justice, or are in prison, or are running in fear of their lives.// 我们面对是有着残忍野心的敌人,他们不受任何法律和道德的约束。发起911袭击的恐怖分子藐视其他的宗教,也玷污了他们自己的信仰。他们决心扩大他们杀戮的规模和范围。一年前旨在袭击纽约和华盛顿的恐怖行为也可能随时袭击任何文明的中心。

In the current stage of our campaign, our coalition is not opposing a nation, but a network.Victory will come over time, as that network is patiently and steadily dismantled(摧毁,拆除).There’s a great divide in our time—not between religions or cultures, but between civilization and ruthless violence.People of all cultures wish to live in safety and dignity.The hope of justice and mercy and better lives are common to all humanity.Our enemies reject these values, and by doing so they set themselves not only against the United States, but against the entire world.None of us would ever wish the evil that was done on September the 11th.Yet out of that great evil can come great good.I see a day when the threat of organized terror is broken.When that day comes, many old conflicts will appear in a new light.Without the constant fear and cycle of bitterness that terrorists spread with their violence, we will see then that old and serious disputes can be settled peacefully, within the bounds of reason, goodwill, and mutual security.// 在我们目前的反击阶段,我们的联盟并不是同一个民族、一个国家对立,而是一个网络。胜利最终会到来,而这个恐怖主义的网络也一定会被稳步的摧毁。

My visit to China comes on an important anniversary, as the Vice President mentioned.Thirty years ago this week, an American President arrived in China on a trip designed to end decades of estrangement and confront centuries of suspicion.President Richard Nixon showed the world that two vastly different governments could meet on the grounds of common interest, in the spirit of mutual respect.As they left the airport that day, Premier Zhou Enlai said this to President Nixon: “Your handshake came over the vastest ocean in the world--25 years of no communication.” During the 30 years since, America and China have exchanged many handshakes of friendship and commerce.我这次访华恰逢是重要的周年纪念日,副主席刚才也谈到了,30年前的这一周,一个美国的总统来到了中国,他的访华之旅目的是为了结束两国间长达数十年的隔阂和数百年的相互猜疑。尼克松总统向世界显示了两个迥然不同的政府能够本着相互的利益、相互的尊重来到一起。那天他们离开机场的时候,周恩来总理对尼克松总统说了这样一番话,他说你与我的握手越过了世界上最为辽阔的海洋,这个海洋就是互不交往的25年。自从那时以来,美国和中国已经握过多次的友谊之手和商业之手。

As America learns more about China, I am concerned that the Chinese people do not always see a clear picture of my country.This happens for many reasons, and some of them of our own making.Our movies and television shows often do not portray the values of the real America I know.我同美国人在更进一步了解中国的同时,也担心中国人不一定总是能够很清楚地看到我的国家的真实面貌,这里面有多种原因,其中有一些是我们自己造成的。我们的电影,还有电视节目,往往并没有全面反映出美国。

我们的国家记得那些失去亲人、承受悲痛的家庭。他们表现出自己的勇气。在上帝的照拂下,在互相帮助下,恐怖事件遇害者的家属展现出一种能承受住一切打击的力量。他们每个人都在美国人民的思绪和祈祷中。

9.11恐怖主义袭击事件是我国的一个转折点。我们认清了决意作对的敌人的企图:扩大屠杀的规模并迫使美国退出世界舞台。我国也肩负起一个使命:击败这些敌人。

美利坚合众国决心保护国土不再遭受袭击。正如9.11委员会得出的结论,我国现在比三年前安全,但我们仍不安全。

因此,每天都有成千上万名男女工作人员坚守岗位──有空中警员、机场安检员、货运检验员、边防官员和一线应急人员。就职于联邦调查局(FBI)和中央情报局(CIA)的美国人以他们的敬业精神忠于职守,与此同时,为应对新生威胁,我们正在对这两个机构进行改革。美国感谢每一位警惕防敌、响应警告和保卫国家的同胞。

美国决心保持攻势,将恐怖分子消灭在他们的训练营地、歇息之地和妄图扎根之处。我们已经展开行动,从阿富汗山区到中东腹地,从非洲之角到菲律宾诸岛,同时不放过隐藏在我国国内的恐怖团伙。

”基地"组织的主要成员及同夥有四分之三以上已被抓获或击毙。我们知道美国仍然面临威胁。因此,在阴谋杀害我国人民的恐怖分子被抓获并被惩治以前,我们绝不罢休。

美国也决心促进大中东地区的民主,因为自由将带来我们大家都希望的和平与安全。中东地区人民一旦获得新的希望和过上有尊严的生活,他们会放弃旧仇宿怨,恐怖主义分子招募的对象会越来越少。随着这个地区的政府加入反恐之战,而不是为恐怖主义分子提供庇护,美国和世界就会更加安全。我们目前在伊拉克和阿富汗展开的工作是艰巨的,同时也是具有历史意义和必要的。我们今天做出的奉献和牺牲将有助于中东的转变,并使我们的子孙后代更安全。

自9月11日以来,我们的军人及其亲人为反恐之战作出了最大的牺牲。我们的国家对此时此刻正在为我们而冒生命危险的英勇男女志士表示感谢。

美国将永远不会忘记那些以身殉职的男女将士,我们将永远铭记他们。

反恐之战仍在继续。我国的决心仍在经受考验。我们在困难面前显示了骨气。在我国遭到攻击三年后,美国人民仍然坚强不屈,坚定不移,对正义的事业有耐心,对未来的胜利有信心。

同志们,挡墙成绩的取得来之不易,这是我们广大的党员、干部、公安民警不辞辛劳,夜以继日,用鲜血甚至生命换来的。巩固并发展好目前我市安全稳定的大好形势,这是我们各级党组织和广大党员干部重大而光荣的政治责任。下面,就进一步加强党的建设,充分发挥各级领导班子的领导核心作用、基层党组织的战斗堡垒作用和广大党员干部的先锋模范作用,我讲三点意见。

第一,要着力营造弘扬传统的浓厚氛围,始终保持公安工作方向正确。我们党92年的奋斗历程所凝结的光荣革命传统,已成为薪火相传的宝贵精神财富,成为革命事业生生不息、不断夺取胜利的制胜法宝。继承和发扬党的优良传统,是公安机关思想政治工作的重要内容,更是公安工作沿着正确方向前进的重要保证。我们要把实现理想信念同履行职责紧密结合起来,把忠诚的政治本色融于灵魂和血脉中,使广大民警切实增强对中国特色社会主义事业的政治认同、理论认同、情感认同。要深入开展执法为民教育活动,引导广大民警从思想上解决好为谁执法、为谁用权、为谁服务的问题,积极探索新形势下加强和改进群众工作的新方法、新途径,坚定不移地维护人民合法利益,把公安工作深深扎根于人民群众之中。

第二,要着力营造学习贯彻十八的精神的浓厚氛围,牢固树立民生理念和公安队伍的良好形象。认真开展学习贯彻党的十八大关于民生理念的一系列论述活动,是新形势下加强党的先进性建设的有效载体和有力抓手。要进一步加大学习、宣传、培育、表彰先进的力度,让“崇尚先进、学习先进、争当先进”成为广大民警的自觉行动。要坚持以工作实绩和人民满意为标准,结合“身边的力量,前行的榜样”典型选树活动,注意发现、培养、选树一批不同岗位、不同层次的先进典型,大张旗鼓地进行宣传表彰,不断扩大其在全社会的影响力、感染力,全力打造新时期“人民公安为人民”的良好形象。要坚持把树立民生理念同各项公安工作有机结合起来,积极引导广大民警在“执法为民、服务群众”中建功立业,以过硬的自身素质和高昂的工作热情投身于公安事业的各项工作中,争当服务模范,争创一流业绩,努力为维护社会治安稳定做出应有的贡献。

第三,要着力营造风清气正的浓厚氛围,全力塑造公安民警的高尚品质。每一个基层党组织都是一个战斗堡垒,每一个领导干部都是一根标杆,每一个共产党员都是一面旗帜。市局党委及各支部必须要按照“党要管党、关键在党、从严治党”的要求,大力加强公安基层党组织建设,充分发挥班子的“火车头”作用,严格落实队伍管理“一岗双责”制度,狠抓领导干部廉洁自律规定和“五条禁令”、“六个

一律不准”、“八条严禁”等从严治警措施的执行落实,全面推动从严治警常态化、权力运行规范化、问责追究制度化。要努力营造风清气正的选人用人环境。按照“德才兼备、以德为先”的标准,更加注重在干事创业中发现干部,在大是大非问题上识别干部,在复杂局面和急难险重任务中考验干部,真正把“靠得住、有本事、能干事”的干部选拔到领导岗位上来,引导民警踏实工作、建功立业。要始终把廉政建设作为党建工作的重要环节,深入开展“党风廉政建设”主题实践活动,使广大党员民警牢固树立清廉从警的高尚品质,筑牢广大党员民警拒腐防变的思想基础。

同志们,在时间的长河里,92年是暂短的一瞬,但对每一个共产党员来说,却是一段艰苦漫长而又不平凡的历程。92年的岁月,其间有过坎坷、有过风雨、有过牺牲,但党的丰功伟绩,是有目共睹的。我们始终坚信,只有共产党才能救中国,只有共产党才能带领人民致富奔小康。同志们,让我们始终牢记党的宗旨,坚定理想信念,保持优良作风,坚定不移地跟党走,紧紧围绕市局党委既定的工作目标,脚踏实地,真抓实干,在新的征程上团结奋斗、勇往直前,为保民平安再立新功。
