今晚，维多利亚湾畔灯火璀璨，洋溢着节日的欢乐气氛。在这美好的时刻，同大家欢聚一堂，庆祝香港回归祖国15周年，我感到格外高兴。在这里，我代表中央政府和全国各族人民，向在座各位，并通过你们向全体香港市民，致以诚挚的问候和良好的祝愿！

这是我第三次来到香港特别行政区。每次来，都对这座城市的发展活力和独特魅力有新的感受。在“一国两制”下，香港经济平稳发展，民生不断改善，民主有序推进，社会和谐稳定。香港继续保持国际金融、贸易、航运中心的地位，同祖国内地的联系日益密切，同世界各地的联系更加广泛。事实证明，“一国两制”方针是完全正确的、具有强大生命力，香港同胞完全有智慧、有能力把香港管理好、建设好、发展好。

香港回归祖国15年来历经风雨，成就来之不易。董建华先生和曾荫权先生作为行政长官，先后领导特别行政区政府依法施政、恪尽职守、迎难而上、开拓进取，为香港、为国家作出了重要贡献。

香港是一个不断创造奇迹的地方。一百多年来，香港从偏居一隅的小渔村发展成为享誉全球的现代化城市，其成功的背后有一种精神力量，这就是香港同胞在长期奋斗过程中形成的自强不息的拼搏精神、同舟共济的团结精神、灵活应变的创新精神。展望未来，香港既面临有利的发展机遇，也面对许多严峻挑战。要在日趋激烈的国际和地区竞争中永远立于不败之地，需要香港同胞进一步弘扬这种精神。

第一，进一步弘扬自强不息的拼搏精神。香港同胞要强化主人翁意识，责无旁贷地承担起管理香港、建设香港、发展香港的责任。在前进道路上，无论遇到多大困难，都无所畏惧、奋发向上。要埋头苦干，自信自强，用自己的智慧和勤劳创造美好生活，谱写狮子山下共同奋斗的新篇章。

第二，进一步弘扬同舟共济的团结精神。香港同胞要始终以国家和香港整体利益为重，珍爱共同家园，齐心协力应对挑战。要提倡多一些合作，多一些协商，多一些包容。要关爱基层，扶助贫弱，守望相助，共享和谐。

第三，进一步弘扬灵活应变的创新精神。要密切关注外部环境变化，顺应经济全球化发展趋势和世界产业结构调整潮流，善抓机遇，积极应变。要立足香港、依托祖国、面向世界，用好内地和国际两个市场、两种资源，着力保持并提升原有优势，培育新的经济增长点，增强抵御风险能力。要大胆探索，锐意创新，使香港各项事业不断焕发出新的生机和活力。

同胞们、朋友们！有中央政府大力支持和祖国内地作坚强后盾，有回归15年来打下的良好基础，新一任行政长官梁振英先生和新一届特别行政区政府一定能够团结带领香港社会各界，齐心协力，砥砺奋进，把香港建设成为经济繁荣、政制民主、社会和谐、环境优美、生活美好、同祖国内地关系更密切、同世界联系更广泛的现代化国际大都市。

After having gone through the vicissitudes for over four centuries, Macao came back to the embrace of the motherland on 20 December ten years ago.Over the past decade, the policies of“one country, two systems”and“Macao people administering Macao” and a high degree of autonomy have been fully implemented in Macao.Macao has made a greater success in its development than ever before, as evidenced by its continued economic growth, vigorous development in various social programs, sustained social stability, closer links and cooperation with the mainland, more robust external exchanges and ever-expanding international influence.What has happened speaks loud and clear to the strong vitality of the undertaking of“one country, two systems”。

Thanks to unremitting efforts in the past decade, Macao is poised to develop from a new starting line.The Central Government speaks highly of the achievements of Mr.Edmund Ho Hau Wah in his administration in the past decade, and has high expectations on Mr.Fernando Chui Sai On and the new Macao SAR government that will be sworn in tomorrow.It is a major task for both the new Macao SAR government and people from all walks of life in Macao to build on past success and make fresh headway in the management, construction and development of Macao.To build a better future for Macao, we should place emphasis on both inheritance and innovation.By inheritance, we need to earnestly take stock of the successful experience gained in implementing the policies of“one country, two systems”，“Macao people administering Macao”and a high degree of autonomy and the Basic Law, and carry on with these effective and good practices and traditions that have been developed over the years.It is of particular importance to carry forward the time-honored and fine tradition of loving the motherland and loving Macao cherished by the Macao compatriots.By innovation, we need to be soberly aware of the challenges brought about by the changes in Macao’s internal and external environment, and we need to fully recognize the outstanding issues and problems in Macao’s economic and social development.We should be more mindful of challenges, closely follow the trend of the times and keep improving and innovating in the way of thinking as well as institutions, mechanisms and methodologies.Only by striking a balance between inheritance and innovation can we move forward on the basis of past achievements and take Macao’s development to a new level.同胞们、朋友们！

大家晚上好！今晚，美丽的濠江灯火璀璨、异彩纷呈。有机会同大家欢聚一堂，共同庆贺澳门回归祖国15周年，我感到十分高兴。

在此，我谨代表中央政府和全国各族人民，向在座各位并通过你们，向全体澳门市民，致以诚挚的问候和良好的祝愿！

今天下午，我抵达澳门不久，就去石排湾公屋参观并探访了两户家庭，我想近距离感受澳门这些年来的发展变化，了解澳门普通居民的日常生活。我同这两家人拉家常，谈家庭情况、工作学习、梦想愿景。令我感动的是，虽然这两户都是普通家庭，但他们家庭和睦、其乐融融。大人们努力工作，孩子们勤奋学习，大家都关心社区建设和特区发展，都期盼着明天的日子更美好。从中可以感受到他们热爱生活的美好愿望。

虽然我在他们家里坐的时间不长，但仿佛在澳门推开了一扇窗户，让我看到了澳门居民安居乐业的温馨画面。这也从一个侧面反映了澳门经济发展、民生改善、社会安定的喜人成就，更令人感受到澳门“小城故事多、充满喜和乐”的和谐氛围。

同胞们、朋友们！

15年前，伴随着《七子之歌》的感人旋律，历尽风雨的澳门终于回到祖国怀抱。从那一刻起，按照“一国两制”方针和澳门特别行政区基本法建设好澳门特别行政区的重任就摆在了我们面前。15年来，澳门经济社会发展取得了长足进步和巨大成就，一个生机勃勃、安定祥和的澳门正以崭新的姿态屹立在祖国的南海之滨。我们对此感到由衷的喜悦和自豪！

这些进步和成就的取得，离不开“一国两制”方针和澳门特别行政区基本法的全面正确贯彻落实，离不开特别行政区政府和广大澳门同胞齐心协力、奋勇拼搏，离不开中央政府和全国各族人民这一坚强后盾的大力支持。

这些进步和成就充分证明，“一国两制”伟大构想具有强大生命力，掌握了自己命运的澳门同胞完全能够在“一国两制”、“澳人治澳”、高度自治方针指引下，团结一心，自强不息，建设好自己的家园。

同时，我们深知，作为前无古人的事业，“一国两制”实践不会一帆风顺。澳门在取得巨大进步和成就的同时，也还存在一些矛盾和问题，仍会面临不少困难和挑战，需要加以妥善应对。如何在过去15年建设的基础上实现澳门更好发展，保持澳门长期繁荣稳定，是当前和今后一个时期澳门发展面临的重大课题，澳门要继续扬帆破浪、砥砺前行，就必须把这个问题解决好。

越是面对成绩，越是要奋发进取。俗话说，桌子上唱大戏——摆布不开。澳门回归祖国15周年的实践证明，只要路子对、政策好、身段灵、人心齐，桌子上也可以唱大戏。我们既要从澳门发展取得的进步和成就中坚定信心、增添力量，又要清醒看到澳门内外环境发生的新变化，善于统筹谋划、群策群力、乘势而上。

当前，祖国内地正处在全面建成小康社会、全面深化改革、全面推进依法治国的重要时期，这为澳门发展提供了极大机遇和广阔空间。机不可失，时不再来。澳门同胞要充分发挥“一国两制”的制度优势，善于从祖国发展大势中把握机遇，更好搭乘祖国改革发展的快车，扎实推动澳门经济社会持续健康发展。

国家的繁荣昌盛，是香港进一步发展的坚强后盾。过去两年多来，面对国际金融危机的冲击，香港保持了金融和经济稳定，这得益于香港自身的有效应对，也得益于内地经济的稳定发展和两地经济的紧密联系。在上午举行的国家“十二五”规划与两地经贸金融合作发展论坛上，我讲到了两个长期目标，一个是保持国家经济长期平稳较快发展、促进社会和谐，一个是保持香港长期繁荣稳定。这两个长期目标，紧密相连。国家经济在开放中转型，内需潜力的不断释放，将给香港发展带来不竭的动力。香港特有优势的发挥，也有利于国家的发展。我还阐述了中央政府支持香港进一步发展、深化内地与香港经贸金融等方面合作若干新的政策措施。可以预见，凭借“一国两制”的独特优势，香港将继续从国家改革开放和现代化建设中获得更多的机遇。

得天独厚的区位优势和先行发展的深厚积淀，是香港长期繁荣稳定的重要基础。香港位于东亚的中心地带，在区域经济、世界经济版图中占有重要地位。香港市场制度、法律体系和专业服务完备，营商环境好，信息传播快，具有整合资源的综合优势，是全球最具竞争力的地区之一，是国家实施开放战略中的重要支点。随着世界经济格局的调整，亚太地区的重要性日趋上升，香港未来发展的舞台更为广阔。

香港长期繁荣稳定，根本在于香港同胞自身努力。香港能够享誉全球，拥有今天的辉煌，是一代又一代香港同胞实实在在打拼出来的。香港同胞视野开阔，勤奋务实，善于捕捉机遇，勇于开拓创新。香港同胞做事，很认真、很用心、很专业。这成就了香港的奇迹。香港未来的发展，仍需要香港各界人士和衷共济、群策群力，在和谐发展中 注重改善民生，在增进民众福祉中激发社会创新活力。

中央政府将继续坚定不移地贯彻“一国两制”、“港人治港”、高度自治的方针，严格按照基本法办事，一如既往地支持行政长官和特区政府依法施政，保持香港长期繁荣稳定。我们希望特区政府、社会各界和广大市民团结在爱国爱港旗帜下，从维护香港整体利益和根本利益出发，集中精力发展经济，切实有效改善民生，循序渐进推进民主，包容共济促进和谐，聚最大的共识，尽最大的努力，共同把香港建设好、发展好。

“长风破浪会有时，直挂云帆济沧海”。我相信，７００多万香港同胞一定能够把握时代脉搏，抓住发展机遇，续写新的传奇。
