spread acrosseconomies and have a dramatic impact on the entire regional and globaleconomic system, slowing growth and employment.The Asia-Pacific regional economy is recovering from the recent economic andfinancial crisis, but uncertainty still remains.We also face heightenedchallenges with regard to the protection of our environment and natural resources,including the necessity to jointly address climate change.We must take to heartthe lessons of the recent past, recognize the increasing role we play in the globaleconomy as the most dynamic region in the world, and seek to strengthen resilient global financialsystem.We remain committed to maintaining open markets and fightingprotectionism.We reaffirm our common resolve to support the recovery in acollaborative and coordinated way.We reaffirm our strong commitment to bring the Doha Development Agenda to aprompt and successful conclusion.Bearing in mind that 2011 will be a criticallyimportant “window of opportunity,” we direct our Ministers to empower ourrepresentatives to engage in comprehensive negotiations with a sense of urgencyin the end game, built on the progress achieved, including with regard tomodalities, consistent with the Doha mandate.We affirm our commitment towin domestic support in our respective systems for a strong agreement.In ourcontinued efforts to resist protectionism, we agree to extend measures where implemented.Addressing the threat of global climate change is an urgent priority for all nations.We reiterate our commitment to take strong and action-oriented measures andremain fully Shaping the Future Through Asia-Pacific Partnership

前两日,国家主席习近平在“加强互联互通伙伴关系”东道主伙伴对话会、亚太经合组织工商领导人峰会开幕式上发表了讲话。在这些讲话中,***妙语连珠,古诗文、大白话交相呼应;通俗的比喻、文艺的排比相映成趣。当然,作为在重大外交场合的演讲,其中“技术含量高”的“专业”词汇自然必不可少。

1.山明水净夜来霜,数树深红出浅黄。

The water is clear and the mountain is bright, The frost comes in at night;Trees are covered with deep scarlet leaves Mixed with yellow that is light.该句出自中唐朝诗人刘禹锡的《秋词二首》。翻译古诗,最难的当然是押韵。读一读,你就会发现,这里 bright, night还有light是押韵的。涨一下古诗知识哈,全诗如下:

山明水净夜来霜,数树深红出浅黄。试上高楼清入骨,岂如春色嗾人狂。

2.朋友越走越近,邻居越走越亲

Friends and neighbors become closer when they visit each other more often.这句通俗白话实际上采取了与古诗“秦时明月汉时关”类似的表述结构,即 “朋友、邻居之间越走越亲近”。只是中文喜欢对仗神马的,就看似复杂了,如果英语也求对仗,那翻译就受累不讨好啦,因为英语更讲究逻辑与简洁。

3.亚洲各国就像一盏盏明灯,只有串联并联起来,才能让亚洲的夜空灯火辉煌。

Asian countries are just like a cluster of bright lanterns.Only when we link them together, can we light up the night sky in our continent.这句话里,中文一如既往地喜欢“叠字”,而到了英文里 “一盏盏”则成了a cluster ;有意思的是,中文的“明灯”译成了bright lanterns。的确,英语里一串一串的“灯笼”,意象更美好。至于什么“串联互联”,您就别去翻中英物理词典啦,您瞧,很简单,就是link,要是拘泥于太细“串联”“并联”的区别,英语世界里物理学得不那么好的孩纸,就瞎了。这句话给我们的启示是:除了词典,当翻译需要两颗心:一颗浮想联翩的心,一颗简单的心。

4.“一带一路”

“Belt and Road”

人类喜欢制造一些很长的专有名词,然后再简化之。此前,有译文为“one belt and one road”招来质疑,这次把那个“一”没翻出来,不知道会有何反响。不过,这种处理方法,一是上下文中需要出现全称,二是往往还需要视情况搭配一些更具体的词,比如the Belt and Road initiative(s),the Belt and Road cooperation program(s)。那“一带”“一路”中英文全称各是什么呢?下面咱们涨下姿势哈:

一带:丝绸之路经济带 the Silk Road Economic Belt

一路:21世纪海上丝绸之路 the 21st Century Maritime Silk Road

5.如果将“一带一路”比喻为亚洲腾飞的两只翅膀,那么互联互通就是两只翅膀的血脉经络。

If the “Belt and Road” are likened to the two wings of a soaring Asia, then connectivity is like their arteries and veins.在这里,“一带一路”遇上了“互联互通”,典型的中文求对仗的风格,真是考验翻译水平。但是我们要有一颗简单的心。这里初学英语的孩纸要注意liken与like意义、用法上的区别。Liken是动词,“把A比作B”的意思;Like不是动词,所以做谓语的时候是be like,意思是“好像”。而“血脉经络”这个中国特色的词,你怎么“呵呵”,外国人也不是那么懂的,所以简单一些吧。况且,“血脉经络”在中文本身也是形式大于意义的,即求四字词汇的节奏。

6.有路才能人畅其行,物畅其流

With roads in place, people and goods can flow.要想知道带点文绉绉的话语怎么翻,这句就是范例。

7.志同道合

People who cherish the same ideals follow the same path.其实,这句倒译回来就是“志同者道合”。所以如果说两个人“志同道合”应该是They cherish the same ideals and follow the same path。

8.志存高远,脚踏实地 aspire for high and grand while planting our feet firmly on the ground

又是两个四字短语,而且两组之间存在逻辑意义上的关联,所以翻译用while连接了。记住,英文更加注重逻辑。另外,值得一提的是plant的用法。在英语中,往往这种很小的常见词语,总是有比我们平时使用多得多的地道用法。《韦氏大辞典》对plant作为动词的一个解释是: to put or place(something or yourself)firmly or forcefully on a surface or in a particular position,把它用在“脚踏实地”的翻译中生动而地道。

9.互联互通

connectivity

“互联互通”是本次APEC会议出现频率最高的词。其实,“互联互通”的意思就是互相联通,打通伙伴之间的联系,中文喜欢四字叠词,英文直接翻译成connectivity就好啦。《韦氏大辞典》对connectivity的解释是 the quality, state, or capability of being connective or connected(保持相互联系和连通的状态或能力)。

10.是继续引领世界、创造美好未来,还是放慢脚步、等待被人超越?是深化一体化进程、还是陷入碎片化漩涡?是践行开放、包容理念、共同开创亚太世纪,还是身体已进入21世纪而思维模式还停留在过去?

Shall we continue to lead the world in creating a bright future, or shall we slow down only to be outperformed by others? Shall we deepen the integration process, or shall we let ourselves slip into a vortex of fragmentation? 排比句属于一种表达力比较强的修辞手法。这个排比句里有一些比较新的表达方式,如“陷入碎片化漩涡”基本采用了直译,而“身体已进入21世纪而思维模式还停留在过去”则是用了意译的手法。

11.大时代需要大格局,大格局需要大智慧

Second, the international community should conscientiously sum up the lessons of the financial crisis.It should conduct necessary reform of the international financial system and create a system environment conducive to healthy global economic development on the basis of full consultation among all parties concerned, by grasping the direction for building a new international financial order which is fair, just, inclusive, and orderly, and by upholding the principle of being comprehensive, balanced, and progressive and striving for substantial results.Reform of the international financial system should reflect the general laws and principles of financial supervision and should also give consideration to the development stage and characteristics of different economic entities and embody the interests of all parties concerned and especially the interests of emerging markets and nations and developing countries.It is necessary to step up cooperation in international financial supervision and improve the international supervisory system;push for reform of international financial institutions and raise the ability of international financial institutions to realistically fulfil their responsibilities;encourage regional financial cooperation and give full play to the role of regional funding assistance mechanisms;and, steadily promote diversification in the international monetary system and jointly support the stability of the international monetary system.All types of financial institutes and intermediate institutes should step up risk management and raise transparency and be determined to increase supervision and early warning on short-term capital flow risks and innovative financial products.第三,从长远看,有必要切实改变不可持续的经济增长模式,解决好各自经济发展存在的深层次问题。我们还应该充分关注这场金融危机对发展中国家的影响,向相关国家提供必要支持,帮助发展中国家保持发展势头。

Opening up and cooperation as well as mutual benefits and win-win results should become the guiding ideology for dealing with the current financial crisis and should also become the basic spirit for resolving prominent issues existing in the current global economic and social development.Based on the agenda for this meeting, I would like to talk about several stances on prominent issues existing in the current international economic and social development.第一,凝聚共识,推动多边贸易体制健康发展。公平、开放的多边贸易体制有利于地区和全球贸易稳定增长,有利于促进世界经济健康发展,符合各方利益。我们应该坚定对多边贸易体制的信心,对多哈回合谈判给予强有力支持。我们应该坚决反对贸易保护主义,推动多哈回合谈判早日复谈并取得全面、均衡的成果。作为多边贸易体制的重要补充,我们也赞成在充分考虑本地区现实和照顾各方关切的基础上,不断推进区域经济一体化进程,包括将亚太自由贸易区等设想作为远景目标开展研究。

First, reach a consensus on and promote healthy development of multilateral trade systems.Fair and open multilateral trade systems are conducive to the stable growth of regional and global trade, help promote healthy world economic development, and are in line with the interests of all parties concerned.We should strengthen confidence in multilateral trade systems and provide strong support for the Doha Round talks.We should resolutely oppose trade protectionism and push for the resumption of the Doha Round talks as soon as possible to realize comprehensive and balanced results.As an important supplement to multilateral trade systems, we also favour, on the basis of giving full consideration to the reality of this region and concerns of all parties concerned, constantly promoting the process of regional economic integration, and this includes tentative plans like regarding an Asian-Pacific free trade zone as the long-term goal and conducting research on them.第二,承担责任,共同应对气候变化。各方应该根据《联合国气候变化框架公约》及其《京都议定书》的要求,遵循共同但有区别的责任原则,积极落实“巴厘路线图”谈判,并结合自身情况采取有效的政策措施减缓气候变化。森林保护是应对气候变化合作的重要内容。去年,我提出了建立亚太森林恢复与可持续管理网络的倡议。在各方共同努力下,这一网络已在北京正式启动。中国政府将在未来几年内为该网络运行提供一定的专项资金,希望各方积极支持和参与。

Second, assume responsibilities and jointly deal with climate change.In accordance with the requirements set forth in the “United Nations Framework Convention on Climate Change” and the “Kyoto Protocol,” all parties concerned should abide by the principle of joint but different responsibility, actively implement the “Bali roadmap” talks, and adopt effective policies and measures to alleviate climate change.Forest protection is an important content of cooperation in dealing with climate change.Last year, I initiated the proposal to establish the Asia-Pacific Network for Sustainable Forest Management and Rehabilitation [APFnet].With joint endeavours from all parties concerned, this network has been officially launched in Beijing.The Chinese government will provide a specific amount of special funding for the operation of this network over the next few years, and I hope all parties concerned actively support and take part in this.第三,交流合作,合力抗击自然灾害。近年来自然灾害频发,在亚太地区造成重大人员和财产损失。在抗击自然灾害的过程中,各成员积累了丰富经验。这些经验是全人类的宝贵财富,我们应该加强相互交流和学习。应对特大自然灾害往往超出一国能力范围,需要国际社会支持和帮助。为加强亚太地区相关交流合作,今年中方提出了《亚太经合组织灾害应对与合作基本原则》,我们也希望成员们考虑开展一些灾后恢复重建的长期合作项目,以推动亚太经合组织防灾救灾合作不断走向深入。

Third, make exchanges and cooperation and jointly combat natural disasters.Frequent occurrences of natural disasters in recent years have caused major personnel and property losses in the Asian-Pacific region.In the process of fighting against natural disasters, various APEC members have accumulated rich experiences.These experiences are the valuable wealth of all human beings, and we should step up mutual exchanges and emulations.What it takes to deal with catastrophic natural disasters often exceeds the capacity of any single country and requires support and assistance from the international community.To step up relevant exchanges and cooperation in the Asian-Pacific region, China put forth the “Basic Principle for Dealing With Disasters and Cooperation within the APEC” this year, and we also hope that APEC members consider launching some long-term, cooperative, post-disaster reconstruction projects to push forward cooperation in disaster prevention and disaster relief among APEC members.第四,规范引导,强化企业社会责任。当前的金融危机给我们的一个重要启示就是,企业在追求经济效益的同时,应该在市场运作中采取谨慎、稳妥、负责任的态度,充分顾及整个经济平稳运行,认真应对各种风险和隐患,主动防止因自己经营不当给经济发展和人民生活带来冲击。这是每一个企业特别是跨国企业对社会应尽的责任。企业应该树立全球责任观念,自觉将社会责任纳入经营战略,遵守所在国法律和国际通行的商业习惯,完善经营模式,追求经济效益和社会效益的统一。各国政府应该加强引导和监督,通过制定和完善法律,为企业自主履行社会责任创造良好环境。
