Business leaders, today it gives me a great pleasure to be here with President Obama and meet with you, business leaders.All of you around this table and your companies are leading performers of the two countries.You have not only made positive contribution to the economic growth of your respective countries, but also to China-U.S.relations.So I wish to offer you my sincere appreciation.在座的两国企业家把握经济全球化深入发展的机遇,积极开拓对方国家市场,促进两国互利合作。我愿在这里列举一些数据,展示我们取得的成就。
All business leaders around this table have seized the opportunities presented by the deepening economic globalization.You have been working vigorously to expand market in each other’s countries.You have grown your business, but also promoted mutual beneficial cooperation between the two countries.I will cite a set of statistics to show how far we have come.1979年,当我们两国正式建立外交关系的时候,我们的双边贸易额不足25亿美元,而去年已经上升到了3800亿美元,增长了150多倍。双向投资从无到有,累计超过了700亿美元。
In 1979, when we firmly established diplomatic ties, our two-way trade was less than $2.5 billion U.S.But the figure for last year was $380 billion U.S., which is more than 150-fold increase.Our mutual investment also started from virtually nothing to an accumulation of $70 billion U.S.中美两国经贸和投资合作给两国人民带来了实实在在的利益,给两国企业带来了重要商机。数据表明,我们两国的总贸易已经为美国消费者带来了近600亿美元的财富。
The trade and investment cooperation between our two countries have indeed brought real benefits to the people of our countries and important business communities--opportunities for our business communities.According to figures, our total trade has brought about $60 billion U.S.of benefits to U.S.consumers.展望未来,我们的贸易合作前景广阔。在这里我想告诉大家的是,中国正在加快转变经济发展方式和调整经济结构,着力扩大内需特别是消费需求。
If we look ahead to the future, our trade cooperation enjoys a promising future.Here I have a message to all of you--that is, China is speeding up this transformation of economic growth pattern and economic restructuring.We are focusing our efforts to boosting domestic demand, especially consumer spending.近年来,中国的国内消费每年以两位数的速度增长。2010年,中国国内市场规模超过2万亿美元,美国也在全力振兴经济。
In recent years, China’s domestic spending has been growing at a double-digit rate every year.In 2010, our domestic market has surpassed a scale of $2 trillion U.S.And here in the United States, you are also working all-out to stimulate your economy.奥巴马总统已开始实施出口倍增计划。在昨晚的晚宴和刚刚举行的会谈中,我同奥巴马总统讨论了推进中美全面经济合作问题。我们一致同意加强两国金融、经贸、能源、环境、科技、农业、基础设施建设等领域务实合作。中美经贸和投资合作前景十分广阔。希望两国企业把握机遇、积极作为。
President Obama has launched a program to double your exports.Both in the dinner last night and in my meeting with President Obama just now, we discussed how to advance economic cooperation between our two countries across the board.We agreed to strengthen our cooperation in the financial, economic, trade and the environment, science and technology, agriculture, infrastructure and many other fields.So, indeed, there is a promising future for trade and investment cooperation between our two countries.I do hope that companies from both countries can seize the opportunities, take active options and achieve great things.我还要告诉美国的企业家们,中方欢迎美国企业到中国发展。中国将坚持改革开放,一如既往为包括美国企业在内的外国企业提供透明、公平、高效的投资环境。所有在中国注册的企业都享有国民待遇,中国政府在自主创新产品认定、政府采购、知识产权保护上对它们都会一视同仁、平等对待。
I also have a message to American entrepreneurs.That is, we welcome you as companies to China.China follows reform and opening up.We will, as always, try to provide a transparent, just, fair, highly efficient investment climate to U.S.companies and other foreign companies.I also wish to tell you that all companies registered in China are given national treatment.In terms of innovation products, accreditation, government procurement, IPR protection, the Chinese government will give them equal treatment.在这里,我也要告诉中国的企业家们,中国政府一贯并将继续支持中国企业到美国投资兴业。希望你们能继续积极进取、开拓创新,并同时不忘回馈当地社会。相信奥巴马总统和美国政府会为来美投资的中国企业提供公平竞争的环境。
Here, I also have a message to Chinese entrepreneurs.That is, the Chinese government will, as it has always done, support you in making investments and doing business here in the United States.I hope that you can continue to be enterprising and creative, and at the same time, don’t forget to give back to the local communities.I do believe that President Obama and the U.S.administration will provide a level playing field for Chinese companies to make investments here in the United States.最后,我祝在座各位的企业在新的一年里实现更大的增长,希望你们为促进两国的贸易投资合作作出更大的贡献。

Well, first of all, thanks to all of you for joining, both American and Chinese business leaders.好,首先感谢各位美中企业界领导人参加今天的会议。
President Hu and I have had some excellent discussions, both last night in a smaller dinner and then this morning with our respective teams.But we very much believe that in order for the U.S.-China relationship to deepen and to grow, that it can’t just be a matter of government-to-government contacts.胡主席和我在昨晚的小型宴会上和今天上午双方团队的会谈中都进行了非常好的讨论。但是,我们都认为,要使美中关系深入发展,不能仅仅局限于政府间的联系。

And so I think our goal here today was to make sure that we break out of the old stereotypes that somehow China is simply taking manufacturing jobs and taking advantage of low wages;the U.S.is importing cheap goods and thereby having cheaper products, but also putting strains on our employment base--the relationship is much more complex than that, and it has much more potential than that.因此,我想我们今天的目标就是确保我们打破一种过时的成见,即中国在夺走制造业的就业机会,在利用低工资优势;美国则在进口廉价商品,得到更便宜的产品,但使我们的就业市场承受压力——[美中]关系要比这复杂得多,其潜力也比这大得多。

However, we are at a turning point in the U.S.-China economic partnership.Last year, China became the second largest economy in the world.And the policies and practices that have shaped our relations over the past few decades will not suffice over the next few decades.但是,我们目前正处于美中经济伙伴关系中的一个转折点。去年,中国成为世界上第二大经济体。过去数十年中指导双边关系的政策与做法将不能满足今后数十年的需要。

The gross trade imbalances between our countries are a good place to start, because they have the potential to threaten global stability and prosperity.谈谈美中贸易的严重失衡是一个很恰当的起点,因为这种情况有可能危及全球的稳定与繁荣。
And I think a great illustration of that can be found in, of all places, Trenton, New Jersey.我认为,考虑到所有地方,新泽西州的特伦顿是能说明这个问题的极佳例子。

China and the United States benefited tremendously from this arrangement in recent years.近年来,美中两国都从这一安排中获取了巨大的利益。
American consumers got an impressive array of low-cost goods.And in its transition into one of the world’s top exporters, China was able to lift millions of its citizens into a fast-growing middle class.美国消费者获得了种类繁多的低价商品,而中国在向成为世界最大出口国之一的过渡中使其亿万人民进入迅速成长的中产阶层行列。
But it’s not sustainable.The debt-fueled consumption binge in developed countries like America is over.但这种情况是不可持续的。像美国这样的发达国家靠举债狂热消费的情况已成为历史。
And countries like China are beginning to realize that there are limits to purely export-driven growth.而像中国这样的国家已开始认识到纯粹靠出口来拉动经济增长是有限度的。

The United States is doing its part to facilitate global adjustments by increasing private savings and exports, as well as taking steps to bring down its long-term fiscal deficits to a sustainable level.美国正在作出自己的努力,通过增加私人储蓄和出口并采取步骤将长期以来的财政赤字降低到可持续的水平来促进全球调整。
And the Chinese leadership is making the rebalancing of its economy one of the cornerstones of its forthcoming five-year plan.而中国领导层正在将重新平衡经济当作其即将开始实施的五年规划的基石之一。
China is aiming to promote domestic consumption through a variety of measures, such as boosting the minimum wage for its workers and building an improved social safety net.Changes like these will hasten the rise of a middle class that wants the same cars, appliances, fashion, medical care and other amenities that have long been enjoyed by consumers in the Western world.中国正在努力通过各种措施——如增加工人的最低工资和建立更好的社会保障体系——来促进国内消费。这些变化将加快中产阶级的兴起,他们希望与西方世界消费者一样拥有轿车、电器、时装、医疗保健和其他便利生活的设施。

China has benefited tremendously from this international trading system, especially since it joined the WTO in 2001.The United States and other foreign nations have every right to seek more meaningful commitment and progress from China in implementing the market-opening policies it agreed to when it joined the WTO.中国已经自该贸易体系获取了巨大利益,特别是从它于2001年参加世界贸易组织以来。中国在参加世界贸组织时曾同意实施开放市场的政策,美国和世界上其他国家完全有理由要求中国在这方面作出更有实质意义的承诺和改进。

A few weeks ago, the Commerce Department and the office of the U.S.Trade Representative welcomed Vice Premier Wang Qishan and other leading Chinese officials for the 21st Joint Commission on Commerce and Trade, where we worked through a variety of specific trade issues.几周以前,商务部和美国贸易代表曾欢迎王歧山副总理和中国的其他高级官员前来参加第21届美中商贸联合委员会会议,在那次会议上,我们解决了许多具体的贸易问题。

Or look at the issue of intellectual property.We have heard Chinese leaders condemn IP-theft in the strongest terms, and we’ve seen central government laws and regulations written or amended to reflect that sentiment.再看一下知识产权问题。我们已经听到中国领导人最强烈地谴责对知识产权的侵犯,我们已经看到了中央政府的法律和法规的编写和修订都反映了这种精神。

The Chinese economy is increasingly moving up the global economic value chain, where growth is created not just by the power of a country’s industrial might, but also by the power of its people’s ideas and their inventions.中国的经济正在全球经济价值链上逐步提升,取得这种发展不只是依靠一个国家的工业力量,还依靠其人民的创意及他们的发明。

China has 1.3 billion people.Seven hundred million of them still live in rural areas;many with little electricity or running water.It took the United States over 100 years to build the electrical transmission capacity it has today.中国有13亿人口。7亿人仍然生活在农村地区;许多人还缺电、缺水。而美国为建设今天具有的电力传输能力用了一百多年时间。

The international situation has been undergoing profound changes.Peace and development remain the dominant themes of our times and the popular aspirations of people of all lands.But the world we live in is anything but tranquil.Uncertainties that impede peace and development still exist.Local conflicts continue to pose threats to the security and stability of regions and the world as a whole.Non-traditional security concerns such as terrorism and trans-boundary crimes are quite pronounced.Over the past year, the global economy has rebounded somewhat.But burdened by cyclical and structural factors, the recovery is rather slow-paced.It is gratifying to know that our Asia-Pacific region has maintained a sound momentum of economic growth with a positive prospect of further expansion.我们在回顾过去的同时,更应展望未来,共同为促进亚太地区和全球经济的发展,为加强成员间的合作提出新思路,探索新途径。我愿就此提出以下三点主张。
Apart from reviewing the past, we should, more importantly, look to the future and come up with new ideas and new initiatives for jointly promoting economic development in the Asia-Pacific and the whole world and for strengthening cooperation among APEC members.In this connection, I would like to offer three propositions.第一,要加强相互信任,保持亚太地区稳定。稳定是发展的前提。几十年来亚太地区之所以能保持快速发展的势头,就是因为本地区基本保持了和平稳定的环境。我们要特别珍惜亚太地区来之不易的和平稳定局面。亚太地区拥有丰富的多样性,各国有着不同的发展历史、文化传统、政治制度和经济模式,这是亚太地区富有发展活力的重要原因。我们要坚持相互尊重、增加互信、求同存异,以对话和协商的方式解决存在的问题,共同维护地区的和平稳定。一段时间以来,亚太地区恐怖活动时有发生,给一些国家的经济社会发展带来不利影响。我们应加强合作、标本兼治,坚决反对恐怖主义,为共同发展繁荣创造更有利的环境。
First, we should enhance mutual trust and endeavor to make the Asia-Pacific region stable.Stability is a prerequisite for development.The reason why this region has kept the high growth momentum for decades is because it has basically maintained an environment of peace and stability.We should cherish particularly this peaceful and stable situation that has not come by easily.The Asia-Pacific is a region of rich diversity.Countries are different in history, cultural tradition, political system and economic model, which gives the region its very vigor and vitality.We should increase mutual trust on the basis of mutual respect, seek common ground while putting aside differences, and work to resolve whatever problems there might be through dialogue and consultation in a joint effort to maintain peace and stability in the region.For some time, terrorist attacks have gone on unabated in the Asia-Pacific region, undermining the economic and social development of a number of countries.We should respond to that with closer cooperation and stronger measures to address both the symptoms and root causes of the problem, stand rock firm against terrorism and create a more favorable environment for common development and common prosperity.第二,要采取有效措施,促进经济社会协调发展。只有重视协调发展,才能保持发展的持久性。亚太地区各国应结合自身特点,采取适当的宏观政策措施,促进本地区的经济发展,促进全球经济的复苏。推动科技进步和创新,对实现经济的持续发展至关重要。为推动各成员在这一领域开展合作,中国提出科技创新倡议,希望就促进亚太地区科技创新制定指导原则。作为启动项目,我们将于明年2月在北京举办有关科技中介机构发展问题的高级研讨会,欢迎各成员届时派代表参加。在推动经济发展的同时,我们应积极推动经济社会协调发展、城乡协调发展、人与自然和谐发展,使发展具有更加坚实的基础。我们建议亚太经合组织加强在社会发展领域的工作,特别是要在发展公共卫生、促进就业和加强社会保障等方面开展交流。为推动这方面的合作,中国将于明年主办有关劳动和社会保障方面的活动。
Second, we should take effective measures to strike a balance between economic and social development.Only with proper coordination can development be long-lasting.Countries in this region should promote regional growth as well as global economic recovery by opting for appropriate macro-economic policies and measures suited to their own conditions.Scientific progress and technological innovation are of vital importance to sustained economic development.To facilitate APEC cooperation in this field, China has proposed the Initiative of Innovative APEC in the hope that certain guiding principles could be formulated for the region's scientific and technological innovation.As a kick-off project, we plan to hold a high-level workshop in February 2004 in Beijing to discuss the issue of science and technology intermediary.All members are welcome to send their representatives when the workshop meets.While pushing for economic growth, we should work hard to promote a coordinated development of the economy and society, and of cities and rural areas, and a harmonious coexistence between man and nature so as to rest development on a more solid basis.We propose that APEC reinforce its operations in the field of social development, and in particular, in promoting APEC exchanges in public health, job creation and social security.To promote such cooperation, China plans to sponsor some functions next year on labor and social security.第三,要推动相互开放市场,健全多边贸易体制。目前,全球多边贸易体制的发展面临新的挑战,主要是贸易保护主义有所抬头,新的贸易壁垒不断出现,贸易磨擦时有发生。这给各国特别是发展中国家的发展带来新的困难,也不利于全球经济的复苏和增长。针对这一情况,亚太经合组织各成员在加紧推进茂物目标的同时,应共同反对贸易保护主义,消除贸易壁垒,推动通过对话和协商解决彼此在贸易上的分歧。公平、开放的多边贸易体制有利于促进地区和全球贸易的稳定增长,有利于促进全球经济的健康发展,符合各方利益。上个月举行的世贸组织第五届部长级会议未取得预期的进展,主要原因是谈判没有平衡反映各方利益,特别是发展中国家的关切。希望各方能拿出政治意愿,采取灵活务实的态度,推动新一轮谈判早日完成。这符合大家的共同利益。
Third, we should step up mutual opening of markets and improve the multilateral trading system.The world's multilateral trading system is currently facing new challenges mainly in the form of rising protectionism, new trade barriers and frequent trade frictions.This has worsened the difficulties for countries, the developing countries in particular, in their development and hampers global economic recovery and growth.Given such a situation, APEC members should renew their commitment to the Bogor Goals, and at the same time, work together to reject trade protectionism, remove trade barriers and resolve whatever trade disputes they have through dialogues and consultations.A fair and open multilateral trading system serves steady growth of trade at both regional and international levels, contributes to sound economic expansion around the world and conforms with the interests of all parties The 5th WTO Ministerial Conference last month failed to achieve the anticipated progress.The main reason was that the negotiations were not balanced enough to reflect the interests of all parties, particularly the concerns of the developing countries.I hope all parties will demonstrate their political will, take a flexible and pragmatic approach and move ahead the new round of talks to an early fruition.This, in my view, serves the common interests of all.亚太经合组织作为本地区重要的经济合作论坛,在促进共同发展方面开展了大量工作,取得了重要成绩。一年一度的领导人非正式会议,为各成员领导人举行定期会晤,就影响地区及全球发展的重大问题进行深入讨论,提供了重要场所。中国一直致力于推动亚太经济合作,积极参与亚太经合组织的活动。新一届中国政府将一如既往地支持和推动亚太经合组织进程,并愿进一步深化同其他成员的互利合作。
As the region's important forum for economic cooperation, APEC has done much work and achieved much success in promoting common development.The annual meetings of economic leaders have provided an important venue for leaders to meet regularly and hold in-depth discussions on important issues bearing on regional and global development.China has all along committed itself to Asia-Pacific economic cooperation and actively participated in APEC activities.The new Chinese government will, as always, support and facilitate the APEC process and keep up its mutually beneficial cooperation with other members.随着地区和世界形势的变化,人们越来越多地关注亚太经合组织的未来。关于这个问题,我认为要从以下几个方面加以把握。
Along with the changes in the regional and international situation, people are thinking more and more about APEC's own future.I believe the following points need to be taken into account in APEC's future development.──应坚持以尊重差异、平等互利、自主自愿和协商一致为主要特点的合作方式。实践证明,这种方式符合本地区多样性的特点,照顾了各成员的不同需求,有利于各成员寻求利益平衡,是开展亚太地区合作的有效途径和正确选择。

----APEC should gear its multi-faceted cooperation more to the business communities and the general public.The business circle is the main force of economic development.We need to learn more about what they think and what they want and do our best to help them.The APEC Business Travel Card Scheme, which is well received in the business communities, shows what APEC can accomplish if it really wants to be of help.The Chinese government will formally implement this scheme this coming November.We have also adopted a series of trade facilitation measures in customs clearance, inspection and quarantine designed to cut down cost for businesses.APEC should also reach out to the people in our region and conduct more activities that deliver real benefit to as many of them as possible.今年以来,尽管突如其来的非典疫情给中国经济发展带来了不利影响,但我们通过艰苦努力,迅速控制了疫情,保持了经济较快增长的良好势头。综合分析,今年中国经济社会发展的预期目标是有把握实现的。中国的发展将为亚太地区以及全球经济的发展带来新的机遇,也将为各国提供更加广阔的市场空间。我们将继续加强同各国的友好合作,致力于亚太地区和世界的和平与发展。中国永远是维护世界和平、促进共同发展的积极力量。

青年是民族的希望、国家的未来,青年学生是国家的宝贵人才资源。党和人民对包括广大青年学生在内的全国青年寄予厚望。在这里,我想给清华大学的同学们和全国青年学生提3点希望。
第一,希望同学们把文化知识学习和思想品德修养紧密结合起来。青年人朝气蓬勃,善于接受新事物,正处于学习的黄金时期,应该珍惜美好青春年华,以只争朝夕的精神,刻苦学习科学文化知识,认真学习中华优秀文化和人类文明成果,夯实理论功底,提高专业素养,努力用人类创造的一切文明成果丰富自己。同时,要积极加强自身思想品德修养,认真学习中国特色社会主义理论体系,牢固树立正确的世界观、人生观、价值观,胸怀远大理想,陶冶高尚情操,培育科学精神,立为国奉献之志,立为民服务之志,牢牢把握人生正确航向,把个人成长成才融入祖国和人民的伟大事业之中,以实际行动创造无愧于人民、无愧于时代的业绩,谱写壮丽的青春乐章。
