最后一篇文章要是写议论文 只要能做到论点、论据、论证统一 就可以，不是么？ 为什么还要写对策呢？ 以前学的经典论文也都没有对策 最感觉最后加一些对策有点不伦不类

猴哥：

如果最后一题要求“解决问题”，那是必须写对策的。几条对策就是分论点。

如果是要求对某事实发表看法，那么评论也行，策论也可以。我现在不建议参考固定范文模式。我受万能八条影响甚深，思想一旦有个框框就会难于挣脱。申论的关键是吃透材料，回答切合题目要求。关于大作文，2006年公共突发事件，主要考对策； 2007年土地问题，也是对策；

08年人与自然，宏观了一点，主要是大方向上怎么把握，但也要结合材料解决问题；

09年考查我国经济发展中遇到的问题，材料涵盖面更广，试题设计更随心所欲，申论考试在继承基础上更有突破，更加难以用一种固定模板生搬硬套。

申论文章其实还是考对策的文章多一点。因为解决问题能力是申论考查的核心。除了解决方案外，申论大纲还要求能够提出自己的观点和看法，并准确流畅表达。也就是说并不只限于对策性文章。只要符合要求，论点突出，论证严密，语言通晓就是好文章。

我的建议是：各种好文章都要看，都要参考，然后根据个人喜好和特长，形成自己的风格。我自己比较喜欢优美的名句和哲理性句子，所以，我个人喜欢《理论热点面对面》，这里主要是理论比较权威官方，提出问题、分析原因、提出对策都很到位，而且理论平易不学究，文风清新不生硬，观点中和不偏激。每一篇《理论热点面对面》按照策论、评论、引申等不同要求经过缩写或者改写都可以是一篇优秀的申论文章。希望对你有所帮助。

大作文用不用对策？ Q友问道：

1、考场申论应该侧重哪方面？解决材料反映的问题？

从近几年国考申论来看，2007土地问题要求“写一篇关于土地问题的文章，提出问题分析问题解决问题”明显是对策性文章。需要指出材料反映的与土地有关的问题：1征地；2土地保护；3土地利用都可以写，然后要分析原因，提出对策，以我现在对申论的理解这样的文章是相对好写一点的。

2008年地市级考“从怒江说开去”，怒江应该怎么做，材料隐含的观点应该是开发与保护并重。说开去就是涉及其他地方的水电开发、工程建设乃至经济发展过程中都要统筹人与自然和谐发展，如何统筹人与自然解决实际问题（泥沙、移民、生态）可以写几个分论点也就是提几条对策；

2008年副省级“人与自然”跟地市级略有不同，地市级是从材料引发论述由小见大；副省级却要求从政治理论和哲学高度先确定观点，多了一个务虚的环节——人与自然应该是什么关系？为什么要是这样的关系？目前存在什么问题？为什么会出现这样的问题？这样的现象或思想有什么危害？（对错误倾向进行批驳、题目的第二个不同要求）我们应该怎么办？（可以联系一下材料，也可以联系现实）在怎么办这个环节可以简单提一下对策。

2009年的国考申论在字眼上颇让人伤神。“对林老板的心态进行分析”这里的分析该做何解？另外第一题提出：我国改革开放三十年。。也存在很多问题，请概括我国经济发展存在的主要问题；最后地市级的大作文要求“就一个主要问题写一篇文章，见解深刻。。”副省级大作文则要求“就材料反映的主要问题写一篇视野开阔的文章”这里的“很多问题”、“主要问题”和“一个主要问题”究竟有没有区别？按照思维定势，我一直以为所谓“主要问题”只能有一个，那么，“一个主要问题”又从何说起？

经查百度得知，心态分析指心理描绘和原因分析。林老板的心态首先是难过，赔钱了嘛；有消极保守，不去查找原因，主动扭转局面；有目光短浅，不想转移，只看到近期利益；还有缺乏奋发之机，不搞自主创新。

林老板是个代表人物，低端生存的小老板哪个有创新能力哪个有战略眼光啊？林老板的心态说明的本质问题其实也是材料的一个主要问题：粗放的发展方式、低附加值的产业已经没有前途、不变不行了。

副省级大作文要想写好，必须先把第一题概括题回答好。经济发展方式粗放，企业核心竞争力不强，农业基础薄弱，粮食安全存在隐患等等吧。

要写好这一篇文章，必须得有坚实的理论基础，我国经济发展面临的问题很多，要解决必须靠发展，要以科学发展观为指导，这并不是空话，1，坚持科学发展观，要坚持好字优先，提高发展的质量和效益，要突出自主创新和管理创新，要推动产业结构升级

2，以人为本。保障农民生活（农民人数最多，三农任务最繁重），加大对农业的支持力度

3，坚持科学发展观，要坚持统筹兼顾。统筹城乡发展，以工促农，统筹区域发展，引导发达地区产业到内地继续发挥作用。

地市级要好写一点。但是见解深刻决定了要有透彻的分析，解决问题也必须要有对策。

综上所述，近几年国考申论并没有淡化对策，因为申论考察的主方向仍然是解决问题的能力，但是侧重对策的论证能力。考察的角度比较隐蔽，很多题目其实是对策题的各种变式。

同时，细心即可发现，三年来的国考申论其实都在紧跟科学发展观，这对掌握理论热点提出了更高的要求：（表格不能插入）

第二篇：大文化产业发展现状及对策研究

近段时间，在发展大文化产业课题调研中，我们与市直有关部门进行了座谈，实地考察了中心城区的旅游文化资源和环境，并到长沙学习取经。在此基础上，思考大文化产业的发展，并提出发展的几点建议。

一、要借鉴创“三城”、办农运会的经验与作法，才能有效地推动大文化产业的发展

在大文化范畴内，我市中心城区的体育、教育、广电、报业相对发展较快，在省内兄弟城市中处于领先地位，在中部设区市城市中也屈指可数。由于各方面的原因，我市的旅游休闲、文化娱乐产业相对落后。但发展旅游休闲、文化娱乐产业又不是旅游和文化两个专业部门能够抓得起、做得好的事情。现在市里的一般工作方法是上设领导小组，下设办公室，我们感到这种非常设的领导小组及办公室机构，要发展大文化产业很难真刀实枪地抓得起和做得好。回顾前几年创“三城”、办农运，之所以能够大见成效，是因为政府集中了必要的人力、财力、物力，特别是有市委市政府主要领导亲自抓，有一个强有力的机构集中抓，有一支精干得力的队伍专门抓。因此，要想中心城区大文化产业三年见成效，五年大发展，就必须借鉴创“三城”、办农运的经验，弘扬“××精神”，建立市区两级联动的工作机制，创新大文化产业发展的长效机制。

二、要整合部门行政资源，变分而治之、各自为战为统一管理、协同作战

目前，我市的文化旅游资源由众多的部门分而治之：旅游局管理旅游宣传促销、星级饭店评审、旅行社业务指导；文化局管理演出团体、群艺馆、图书馆、博物馆和重点历史古迹；明月山温泉风景名胜区管理局管理辖区内的规划建设；民宗局管理宗教事务和重点寺庙；林业局管理森林公园；城管局管理市区各公园。旅游局、文化局、明月山温泉风景名胜区管理局都是正处级建制，但有的或人少事多，或人多事少，或事多钱少，或钱少人少，很难开创工作新局面。大家都普遍感到，××不缺旅游资源，但缺文化包装，缺宣传、促销手段与能力。要在旅游上进行突破，必须用文化包装旅游，给旅游注入文化。但现在旅游局人手少，没有能力顾及；文化局和文联有人手，却没有这方面的硬任务；明月山温泉风景名胜区管理局独立作战，筹划规划建设方面的事情。我们觉得，可以重新洗牌，将文化、文联、旅游、明月山温泉风景名胜区管理局行政资源进行整合，统一领导、统一人员、统一经费、统一调度、统一管理，对外可以保留旅游局、文化局和文联的牌子。这样，就可以让“文化包装生态，给生态注入文化”和“文化包装旅游，给旅游注入文化”成为硬任务；市直文化、艺术单位的所有创作演出人员的主要任务，都应当围绕旅游生态环境的包装和休闲娱乐文化的发展，来从事创作、宣传、演出、展示；广电、报业传媒要大力支持配合，为大文化产业发展宣传造势；市外宣工作的重点也应以宣传推介我市的旅游文化资源和生态休闲度假优势为主。只有这样，才能克服我市难出巨资到央视和海内外媒体广告促销的尴尬，且能全面提升我市禅宗文化、农耕文化、生态文化、红色文化、旅游文化的品位和名气。

三、要着眼于提高城市文化品味，在新一轮城市开发建设中，预留发展大文化产业的足够空间

随着新行政中心筹建工作的展开，中心城区重点向北拓展已成为定势。但如何才能把城北人气带旺？如果仅靠超市一类的商贸带动，就成不了气候、上不了档次。理想的办法是要以文化娱乐休闲带动，这就需要预留发展大文化产业的足够空间。几年前市里曾在袁山西南规划过近300亩的文化园区，但以后有了变更。纵观××中心城区近代现代的建设，还没有新出现像××台、古天文台、大成殿这样的传世之作。现体育中心建筑群，尽管目前在省内一流，在国内地市级也数得上，但限于都是现代钢架混凝土建筑物，使用寿命最多也只有100年。庐山号称万国建筑博览园，但庐山的旧建筑中，体量最大，档次最高的至今仍是上世纪30年代建成的庐山大厦、博物馆、图书馆和庐山剧院等几幢标志性建筑。因此，我们认为在行政中心和市政广场南边，应当规划一个比较大的文化中心广场（园区），预留大剧院（市会议中心）、图书馆、博物馆等几大标志性建筑的地盘。可以用市场运作的办法，先行建设文化广场周边的娱乐休闲设施。在资金紧缺时，几大标志性建筑不宜仓促上马，避免建成经不起时间检验的低档建筑物，避免为后人留下骂名。如果将来能够在文化广场建成几幢高标准的标志性建筑物，成为××中心城市的传世之作，这对改善中心城区的文化生态，提升城市的文化品味具有历史意义。
