创先争优活动启动以来，全市基层党组织和广大党员按照省委和市委的总体部署，以组织创先进、党员争优秀、群众得实惠为目标，紧密结合经济建设、社会发展和党的建设实际，精心组织、周密安排、稳步推进，基本完成了思想发动、公开承诺两个阶段的主要工作，取得了阶段性成果。回顾总结前段工作，主要有以下四个特点：
一、突出组织领导，夯实了创先争优的活动基础
市委和创先争优活动领导小组根据不同阶段工作要求，及时做出安排部署，保证了全市活动开展步步推进、层层落实。
一是注重部署落实。强化了三项工作：抓好思想发动，市委、分系统指导小组和基层党组织层层进行动员部署和骨干培训，使各单位和参加活动的每一名党员做到目标要求、时间安排、活动内容、方法步骤、职责任务“五个清楚”。抓好方案制定，提出“打造坚强堡垒、树立先锋形象、促进科学发展、跻身全国百强”的创争主题，并根据百强县“进得去、稳得住、有进步”的新要求，及时部署开展了基层党组织争先进位活动。抓好调度推进，全市先后召开了7次领导小组部署会、9次领导小组办公室工作会、4次分系统调度会、2次党务干部培训会，保证全市上下思想同步动员、活动同步开展、任务同步落实。
二是注重检查指导。突出了三个层面：领导小组抓面，市委创先争优活动领导小组和办公室突出总体工作的组织、安排和指导，根据省委和市委不同阶段的会议精神和最新要求，及时传达、做出计划、抓好落实，指导全市活动开展。党员干部抓点，24名市级党员领导干部每人联系1个乡镇和1个市直部门，795名科级党员领导干部在基层党组织建立了联系点，向非公有制企业、新社会组织和行政村派驻创先争优活动指导员798名，实现以点带面、整体推进。指导小组抓片，整合分系统指导小组，抽调骨干交叉组成6个督导检查组，对23个乡镇、街道、农场实行联合督导，实现了对农村机关、村、社区、中小学校、卫生院、非公企业等各类党组织的活动指导全覆盖。
三是注重氛围营造。采取了三种形式：设置活动动态、工作部署、风采录、中央简报、简报等7个栏目，为基层单位和党员沟通、交流、学习搭建了平台。宣传百名典型，从近年来市各条战线涌现出的先进基层党组织和优秀共产党员中选树100名优秀典型，在《通讯》等新闻媒体开设“创先争优风采录”专栏，进行系列集中宣传。创办简报，据统计，基层党组织共上报各类动态信息183篇，市级简报已经编发34期，制作简（文章转载自[工作实用文档频道] http:///wm/ 请保留此标记）报汇编1套，印发《致全市广大共产党员的一封信》3万张，在全市营造出学先进、赶先进、当先进的良好氛围。
二、突出公开承诺，夯实了创先争优的实践基础
基层党组织和广大党员以促进工作、服务群众、奉献社会为目的，采取工作承诺和实事承诺两种形式，结合主题实践活动，普遍开展了公开承诺。
一是承诺工作规范有序。抓住三个环节：定诺立足实际。围绕基层需要什么、群众渴望什么、党组织和党员能干什么，广泛征求基层和群众意见，在完成工作任务和为群众办实事两个方面确定承诺内容。审诺程序严格。统一印制了公开承诺书样本，乡镇（街道、农场）及市直党委、基层党组织、党员个人的公开承诺书实行分级审核，有25个党组织和268名党员的承诺书进行了修改完善。评诺规范有效。层层建立承诺事项月报制、季度考核促诺制、年度总结评诺制等三项监督考核机制，通过调度、抽查、问卷等形式检查落实情况，督促党组织和党员认真履行承诺。
二是承诺内容具体实在。围绕三个方面：围绕中心工作承诺。如交通局党委承诺完成总计89.7公里的全市公路新建、拓宽改造和大中修工程。村党总支承诺加快合作社规范化建设，争取年内建成省级重点示范社。围绕自身实际承诺。如食品有限公司董事长承诺出资20万元修建街道土房南一组延长米屯堡路。村科技示范岗党员承诺带动30户群众种植保护地甜瓜，每户增收1万元。围绕群众愿望承诺。如草莓研究所党支部承诺推广2-3个优质生物菌肥和10个优质草莓品种，推动全市草莓产业发展。市文广局机关党员承诺为居住地社区购置打印纸，并拿出500元资助小学一名困难学生等。
三是承诺事项有效落实。结合四个载体：结合“设岗定责”活动践诺。全市9344名有活动能力的农民党员签订了《设岗定责责任书》，已解决农民生产难题687个，为群众办实事7832件。结合“双岗双责”活动践诺。6026名机关党员开展医疗健康义诊43次、组织卫生保洁156次，为社区群众解决生活难题1326个。结合“责任进楼院”活动践诺。4050名社区党员共组建党员义工服务队39支，开展健康网吧监督行动45次、组织居民趣味联欢活动33场。结合“先锋岗”活动践诺。3508名企业党员共建立技术攻关小组、红旗车等1059个（台）、解决技术难题273个、参与完成技改项目50个，为企业增加效益1050万元。目前，全市共做出实事承诺24768件，已完成13876件占总数的56%。
三、突出党建创新，夯实了创先争优的组织基础
全市各级党组织坚持抓基层打基础，把开展创先争优活动与落实党的基层组织建设各项任务紧密融合，使基层党建工作更好地承载经常性、体现创新性。
一是构建城乡统筹党建新格局。实现城市、农村、社区党建工作资源共享、协调发展。在农村，深化“双包双联”活动，全市有63个市直部门、71个事业单位和126名党员干部常年与63个农村党组织结对共建，推广农业产业项目84个，建设保护地大棚152个，组织技术辅导340多场次、上党课230多场。在社区，开展“四联四共”活动，实行社区工作联抓联管，发挥驻社区单位资源优势。信用联社、厂等单位共为17个社区资助经费11.4万元，提供办公桌椅110套，形成资源共享、互助共建的社区党建工作良好格局。
二是扩大党的组织和工作覆盖。实现各领域党的工作全覆盖。在企业，坚持“三个同步”，全市493家非公有制经济组织已建立党组织353个，建组率86.6%；99家新社会组织已建立党组织67个，建组率86.9%，工作履盖面达100%。在农村，全市符合建组条件的38个农民专业合作社，已建立党组织26个，占符合建组条件的68.4%。产业党组织和党员积极发挥作用，形成了党员带群众、大家共同富的良好局面。在群团，共推优278人，新发展党员267人，选树各条战线先进典型40个，其中团市委开展的东港市十大杰出青年评选表彰活动，在社会上引起了极大反响，推动了党群共建创先争优活动深入开展。
三是增强党员和干部队伍生机活力。抓好党员干部队伍教育管理。开展党员党性定期分析评议，按照撰写党性分析报告、个人自我评议、党员互相评议、群众民主评议、班子集中评议的“一报告四评议”方式，集中组织党员进行评议。加强大学生村官选派工作，又公开选拔41名高等院校本科毕业生到村和农场任职，为培养高素质的镇村后备干部队伍储备了力量。
四是推进基层党内民主建设。探索实践新途径、新方法。开展乡镇党委书记公推直选，按照“一述一推一讲一选”程序，由党员大会选举产生了乡党委书记，党员的民主权利和真实意愿得到充分体现。推行村党组织书记无候选人党内“海选”，试点的7个村党组织书记全部一次选举成功，其中村党总支书记已是第二次通过“海选”方式当选村书记。实行村级重大事项民主决策“四议一审”制度、社区和企业党员议事会制度。共动议村级重大事项675件，乡镇党委政府审核否决12件，村民代表大会决议通过663件；全市17个社区和118家规模以上非公有制企业党员参与议事决策1214件。
四、突出为民服务，夯实了创先争优的工作基础
全市基层党组织和广大党员以办实事、解民忧为落脚点，把创先争优重在行动的要求真正落到了实处。
一是开展“五大惠民行动”。办实事解民忧惠民生。开办“民生新闻”，建立部门联动工作机制，接听热线电话2200余人次，受理各类问题1950件次，相关部门已陆续解决实际问题1289件，回复率达100%。开展“走进直播间”活动，已有41个市直部门、157名领导干部走进直播现场，答复群众咨询203人次，收集意见建议116条。组建“惠民大篷车”，涉农部门联合组团深入镇村宣传农业政策62次、传递科技信息187条、办理农民贷款2500余万元。发起“防汛救灾、重建家园”慈善捐款活动，各市直部门、乡镇（街道、农场）和中省市直驻单位10267名党员干部累计捐款274.741万元。继续开展“党员干部走进千家万户”活动，已有2391（文章转载自[工作实用文档频道] http:///wm/ 请保留此标记）名党员干部深入基层，解决贫困家庭子女上学难等问题3599件，帮扶款物折合人民币52.6万元。
二是推行“123工作法”。建立村级党组织联系服务群众新机制。下发了《关于在村级党组织中推行“123工作法”的通知》，村级党组织及班子成员每周接待1次来访群众、每月走访2户以上困难群众、每季度办理3次群众反映的热点难点问题，并采取村级组织接办、乡镇站所联办、党委考核督办三项措施抓好落实。活动开展以来，全市206名村党组织书记和493名支委成员，先后接待群众4350人次；走访困难群众1296户；收集群众反映的实际问题468件，已解决地边地头纠纷、办理建房申请等具体问题308件，农民群众比较满意。
三是建立党员义工服务机制。按照市委组织部要求，积极开展党员义工服务行动，全市共建立421支党员义工队伍，5937名党员参与活动，统一制作党员义工服务队队旗和党员义工胸牌。6月5日义工启动仪式以来，全市先后进行了两次集中行动，组织党员义工服务队深入村、社区、企业及困难群众家中，献爱心、做奉献，进行医疗义诊、科普法制宣传和环境保洁等活动，共为560余名群众进行了义诊，发放宣传资料和科普书籍5400余份（册），清扫小区街道76条，清除小广告4600多条，受到基层和群众普遍欢迎。
总的来看，在创先争优活动中，全市基层党组织和广大党员以争先进位为动力，不断推进党的基层组织建设，促进了经济社会跨越发展，取得了比较明显的初步成效。但是也存在一些不足，主要表现在三个方面：一是部分党组织活动开展不够平衡，只是就活动抓活动，与本单位中心工作联系不够紧密；二是个别单位载体活动不够丰富、生动，形式和内容比较简单，不利于激发党员的积极性和主动性；三是个别单位党组织和党员的公开承诺事项比较笼统，不够具体实在，缺乏操作性等。上述这些问题，希望基层党组织，特别是党组织负责人要认真分析研究，找准根源所在，制定有效的整改措施切实加以解决。
在下一步活动中，要着力抓好以下8个方面工作：
1、抓好争先进位活动。要在创先争优活动中建立基层党组织争先进位工作机制，发扬争创一流精神，为确保百强县“进得去、稳得住、有进步”做出积极贡献。
2、抓好领导点评工作。联系点党员领导干部和基层党委负责人要适时对所属基层党组织及党员开展活动情况进行点评，基层党组织要对党员进行点评，肯定取得的成绩，指出存在的问题和努力方向。
3、抓好承诺兑现工作。基层党组织和党员要进一步制定好落实措施，切实把推进工作、服务群众的各项承诺落实到位，让群众看到变化、得到实惠。
4、抓好党群共建创先争优活动。推进党建带工建、党建带团建、党建带妇建深入开展，做到共建组织、共建队伍、共建阵地，不断扩大党的工作覆盖面。
5、抓好“弘扬雷锋精神、争当振兴先锋”主题实践活动。要引导基层党组织和党员创先进、争优秀、当先锋，形成学习雷锋精神、共同创先争优的良好氛围。
6、抓好基层党建工作示范点创建工作。要在全市创建一批叫得响、树得住、推得开的基层党建工作示范点，通过典型引路，提升全市基层党建工作整体水平。
7、抓好宣传信息工作。要抓紧抓实创先争优风采录、党员在行动等系列宣传报道工作，及时总结经验，积极向省委、市委活动简报报送信息。
8、抓好指导检查工作。组织、宣传部门和创先争优活动领导小组办公室以及各分系统指导小组，要切实担负起组织指导和监督检查职责，确保各项工作任务落实，推进全市创先争优活动不断深入开
