Elsevier期刊投稿状态 关于Elsevier旗下期刊投稿概述(1)Elsevier旗下共有1300多种期刊。投稿时采用的是Elsevier Editorial System(EES)投稿系统

(2)审稿时间。通常不会超过半年，如果半年时间到，部分审稿意见没有返回，期刊社同样会把已返回的意见返回给你。

(3)版权问题。一般会通过给你发几个PDF合同，然后你打印出来，用手填写，然后邮寄或者扫描后通过email发给他们。

(4)投稿模板。通常很多人都会关心这个问题，这是投稿的第一步。但是Elsevier旗下期刊对投稿的模板没什么要求，只要你比较注意排版，看着舒服就好。至于排版，录用后他们编辑会排版，然后让你来校正。建议，投稿时候不要考虑纸张页数，国外期刊不太关心期刊页数，只要按他们最后的排版不超过30页（好像是30页）一般不会收钱。

(5)如果投稿论文分成几个部分，在投稿的时候就要分开，按照单独的论文投稿。不过要在Letter to Editor中要说明这是同一个论文。

(6)Elsevier旗下期刊投稿不收取审稿费，发表也不收取版面费，但超过一定页数会适当收取费用，如果用彩色印刷，也会收钱，他们不收则以，一收就比较多。

(7)投稿时是否需要把图片和论文主题分开。这个本来不需要说的，网站上的要求就是如此，需要单独分开上传，但是以我的经验，如果论文图太多，特别是对于国内的网速慢，上传很不方便，可以直接把图放在论文中间，审稿阶段不用考虑图文分开，等录用后再图文分开。2 Elsevier投稿状态总结

(2)Manuscript received by Editorial Office 就是你的文章到了编辑手里了，证明投稿成功

(3)With editor 如果在投稿的时候没有要求选择编辑，就先到主编那，主编会分派给别的编辑。这当中就会有另两个状态：

1)Awaiting Editor Assignment指派责任编辑Editor assigned是把你的文章分给一个编辑处理了。

2)Editor Declined Invitation 也可能编辑会拒绝邀请，这就需要重新指定编辑 3)technical check in progress 检查你的文章符不符合期刊投稿要求(4)编辑接手处理后也会有2种状态

1)Decision Letter Being Prepared 就是编辑没找审稿人就自己决定了 2)Reviewer(s)invited 找到审稿人了，就开始审稿

(5)Under review这应该是一个漫长的等待。当然前面各步骤也可能很慢的，要看编辑的处理情况。如果被邀请审稿人不想审，就会decline，编辑会重新邀请别的审稿人。

(6)Required Reviews Completed 审稿人的意见已上传，审稿结束，等待编辑决定

(7)Evaluating Recommendation评估审稿人的意见，随后你将收到编辑给你的decision 8)Minor revision/Major revision这个时候可以稍微庆祝一下了，问题不大了，因为有修改就有可能。

(9)Revision Submitted to Journal.又开始了一个循环。(10)Accepted 文章被接受

现在Elsevier的绝大多数期刊，增加了Technical Checking这一关，由专门的Editorial office来审查论文的语言、格式、排版、图片等等，也就是说，审查你的投稿是否符合Guide for Authors中的各项要求。

论文投稿之后，状态是Submitted to Journal，后成为with editor。注意：这里的Editor实际上不是期刊的主编，而是Editorial office里负责论文格式、排版、语言审查的编辑。如果论文通过了技术性审查，状态重新变为Submitted to Journal，表明论文通过了第一关。之后，如果不出意外，论文状态将会再次变成With Editor，这里的Editor才是真正的期刊主编。到了这一步，你的论文才会进入under review状态。需要说明的是，如果你的论文没通过Technical Checking这一关，你的论文就会退回，要求做格式、语言上的修改，然后鼓励你再投。

关于“市长信箱”第11158号信件的回复

市政府办：

“市长信箱”第11158号信件收悉后，我局高度重视，立即安排专班对信访件反映的问题进行了深入的调查。现将调查的情况和车主熊凯反映的问题回复如下：

一、事情的基本情况

2011年10月19日下午，武穴市道路运输管理所城区稽查中队在蕲孔线农坪路段进行日常巡查，在对一台鄂J42423货车进行检查中发现，该车未办理《道路运输经营许可证》、《道路运输证》，从事非法货物运输，运管所执法人员在亮明身份后，对当事人进行了询问，并制作了询问笔录，根据《中华人民共和国道路运输条例》第二十二条、第六十四条文规定，执法人员依照相关程序对其下达了交通违法行为通知书，下达了《车辆暂扣凭证》，并带回运管所继续调查。在事发地点对其车辆采取强制暂扣措施时，当事人认为处罚过重，当场将执法人员开具的文书撕掉，态度极其恶劣，与执法人员发生了一些纠纷，但运管所执法人员仍然义正严辞的向其作出相关解释和说明，期望得到当事人的理解和支持。最后根据情节给予一千元的行政处罚并责令办理营运证。

二、车主反映问题的答复

1、当事人说其行驶证上注明了“非营运”，就是“非营运”车辆，无需办理营运证纯属误解

机动车行驶证是公安交通管理部门颁发给车辆所有人，证明其车辆所属单位及个人，以及登记车辆相关技术信息的证件。关于其中一项注明“非营运”只是用于区分营运车辆和非营运车辆的保险定性之用，而非定使用性质之作用。《中华人民共和国道路运输条例》第二条明确规定：从事道路运输经营以及道路运输相关业务的，应当遵守本条例。所以，界定车辆是否营运是运管机构的管理权限，该车是否存在道路运输经营行为，则要看车辆是否存在直接或间接的货价交易行为。本案中车辆是用于该养猪场的生产经营用途，产生了间接营运，故属营运车辆。

2、无营运证参加营运的处罚依据

《中华人民共和国道路运输条例》第六十四条明文规定，未取得道路运输经营许可，擅自从事道路运输经营的，处以3万元以上10万元以下的罚款，执法人员对当事人下达的处罚是严格按照相关处罚条款，且按照《行政处罚自由载量权》的相关规定作出的行政处罚行为。

三、对此事吸取的教训和整改措施

该信件到我局后，迅速转到运管所，运管所主要领导极为重视，迅速安排分管领导同局法规科调阅案卷，查实案卷主体合法、执法内容符合权限、依据合法、履行了告知义务、程序合法规范。并对相关执法人员进行了调查，发现我们有个别执法人员在执法过程中缺乏说理式沟通，未推行人性化、说理式执法。在宣传政策法规上仍有未做到的地方。下一步我们将结合当前“治庸问责”活动，一是加强对执法人员的教育和培训，学习不合格者不准上路执法。二是完善制度，改进方法，落实好工作责任制和责任追究制。三是加强文明和谐执法、规范执法、科学执法、确保执法行为依法依规。四是加强领导，加大监督和管理力度，确保执法过程中程序合法。进一步维护和规范道路运输市场秩序，促进我市道路运输市场规范健康发展。同时，我们也希望广大市民及道路运输业户多提宝贵意见，以更好的推进我市道路运输管理各项工作。

附《中华人民共和国道路运输条例》相关条款： 第一条 为了维护道路运输市场秩序，保障道路运输安全，保护道路运输有关各方当事人的合法权益，促进道路运输业的健康发展，制定本条例。

第二条 从事道路运输经营以及道路运输相关业务的，应当遵守本条例。

前款所称道路运输经营包括道路旅客运输经营(以下简称客运经营)和道路货物运输经营(以下简称货运经营)；道路运输相关业务包括站(场)经营、机动车维修经营、机动车驾驶员培训。

第六十三条 道路运输管理机构的工作人员在实施道路运输监督检查过程中，对没有车辆营运证又无法当场提供其他有效证明的车辆予以暂扣的，应当妥善保管，不得使用，不得收取或者变相收取保管费用。第六十四条 违反本条例的规定，未取得道路运输经营许可，擅自从事道路运输经营的，由县级以上道路运输管理机构责令停止经营；有违法所得的，没收违法所得，处违法所得2倍以上10倍以下的罚款；没有违法所得或者违法所得不足2万元的，处3万元以上10万元以下的罚款；构成犯罪的，依法追究刑事责任。
