湖北最新个体工商户营业执照与税务登记证“两证整合”方案
根据国务院商事制度改革工作部署和国家工商总局、国家税务总局、国家发展和改革委员会、国务院法制办公室等四部门《关于实施个体工商户营业执照和税务登记证“两证整合”的意见》（工商个字〔2016〕167号）要求，湖北省从2016年10月1日起在全国率先实施个体工商户营业执照和税务登记证“两证整合”，现制定实施方案如下。
一、主要内容
（一）全面实施个体工商户营业执照和税务登记证整合。根据国家相关法律法规和制定的统一登记流程、统一编码和赋码规则等，全面实行个体工商户“两证整合”登记模式。通过“一窗受理、互联互通、信息共享”，由县（市、区）工商部门向个体工商户核发加载统一社会信用代码的营业执照，该营业执照具有原营业执照和税务登记证的功能，税务部门不再发放税务登记证。工商部门赋码后，省工商局将全省个体工商户统一社会信用代码和相关信息按规定期限回传统一代码数据库。
（二）统一登记条件，规范登记流程。整合优化申请、受理、审查、核准、发照、公示等工作流程，遵循工商个字〔2016〕167号文件规定的登记条件、登记文书格式规范。申请人办理个体工商户注册登记时只需填写“一张表”，向工商部门“一个窗口”提交“一套材料”。县（市、区）工商部门受理申请并核准后，向个体工商户核发加载统一社会信用代码的营业执照，并通过省工商局信息系统及时在国家企业信用信息公示系统向社会公示，与
税务部门共享申请材料和审核信息，实现实时数据交换、档案互认。个体工商户的电子登记档案与纸质登记档案具有同等法律效力。积极推进“两证整合”申请、受理、审查、核准、发照、公示等全程电子化登记管理，最终实现“两证整合”网上办理。各级税务部门在个体工商户办理涉税事宜时，确认统一社会信用代码等相关信息，进行税务管理。
（三）优化登记管理服务方式。个体工商户登记要做到公开办理、限时办理、透明办理，条件公开、流程公开、结果公开。除涉及国家秘密、商业秘密或个人隐私外，要及时公开个体工商户的基础信息。县（市、区）工商部门要结合实际，制定简明易懂的“两证整合”登记办事指南，严格按照国家规定的个体工商户登记业务流程办理个体工商户开业登记、变更登记、注销登记，并按有关要求履行法定告知义务，做好后置审批事项“双告知”工作，开展个体工商户开业登记涉税告知服务工作，提高“两证整合”登记服务效率。
（四）改造升级系统，实现信息共享。按照全国统一的个体工商户“两证整合”工商税务信息共享技术方案，依托已有的湖北省“多证合一”信息共享交换平台，采取在省级层面工商、税务部门统一进行数据交换。省工商局将全省个体工商户相关登记信息及时传输至湖北省“多证合一”信息共享交换平台，省国税局、省地税局及时从平台上认领登记信息并向本系统清分，按有关规定向工商部门回传相关涉税信息。省工商局、省国税局、省地税局要强化信息化保障，改造、升级各自信息化业务系统，确保个体工商户“两证整合”改革的顺利进行。
（五）建立部门信息传递与数据共享的保障机制。充分利用湖北省市场主体信用信息共享交换平台，推动个体工商户基础信息和相关信用信息在全省各级政府部门间广泛共享和有效应用，实现与湖北省信用信息公共服务平台和全国信用信息共享平台有效对接。
（六）积极统筹推进，确保平稳实施。2016年10月1日起，全省县（市、区）工商部门向办理开业登记的个体工商户统一发放加载统一社会信用代码的营业执照；对2016年10月1日前已登记的个体工商户在申请办理变更登记或换照时，统一换发加载统一社会信用代码的营业执照；暂未换发加载统一社会信用代码营业执照的个体工商户，其持有的原营业执照和税务登记证继续有效。
对原已登记的存量个体工商户，省工商局将适时建立原工商营业执照注册号与统一社
会信用代码的映射关系。各地要积极鼓励和引导个体工商户主动换领加载统一社会信用代码的营业执照，对暂没有换照意愿的，不得实行强制换照，因实行强制换照而引发群体性事件的，要严肃追究责任。
已领取加载统一社会信用代码营业执照且在税务机关办理涉税事项的个体工商户申请注销登记，应当向登记机关提交税务机关出具的《清税证明》。
（七）清理相关法规文件，推动改革成果广泛认可和应用。各级工商、国税、地税、发展改革和法制部门要对照“两证整合”的要求，及时清理相关地方性法规、规章和规范性文件，尽快依法及时进行修订和完善，确保改革在法治轨道内运行。“两证整合”改革后，加载统一社会信用代码的营业执照具备原工商营业执照和原税务登记证的效力，各级政府部门、企事业单位及中介机构等均要予以认可，各行业主管部门要加强指导和督促，做好代码转换以及部门间信息系统衔接。
二、工作要求
（一）加强组织领导。要建立健全政府主导、相关部门参与的工作协调机制，加强对“两证整合”登记制度改革工作的领导，协调解决改革中出现的重大问题，做好人、财、物、网络、技术等的保障。
（二）加强协同推进。各级工商、国税、地税、发展改革和法制部门要加强协调配合，各司其职，抓好落实。要把促进个体经济发展同实施“两证整合”改革结合起来，清理、取消限制个体经济发展的政策制度，制订、出台促进个体经济发展的政策措施。建立协同推进工作机制，加强信息化保障，形成工作合力。要积极构建公平的市场秩序和良好的营商环境，积极探索对个人网商等新型市场主体依法登记问题，稳妥推进个人网商登记工作，实现线上线下统一登记、一致监管、公平纳税。
（三）加强业务培训。各级工商、国税、地税部门要围绕“两证整合”登记制度改革涉及的法律法规、技术标准、业务流程、文书规范、信息传输等开展专门的业务培训，切实提高相关工作人员的思想认识和业务水平。要特别加强办事窗口能力建设，使窗口工作人员准确把握改革要求，熟练掌握业务流程和工作规范，提高服务效率和质量。
（四）加强宣传引导。要充分利用各种新闻媒介，加大对个体工商户“两证整合”登记制度改革的宣传解读力度，及时解答和回应社会关注的热点问题，使社会各界充分知晓改革、支持改革，自觉应用改革成果。
（五）加强督促检查。要做好跟踪督查工作，严肃工作纪律，对实施改革工作协调配合不力，造成工作脱节、延误改革进程的单位和个人严肃追责问责。
省工商局、省国税局、省地税局、省发改委和省政府法制办要对“两证整合”工作中遇到的重大问题要及时研究，提出解决办法。
第二篇：个体工商户两证整合登记制度改革
个体工商户“两证整合”登记制度改革
政策解读
1.什么是个体工商户“两证整合”登记制度？ 答：个体工商户“两证整合”登记制度是指将个体工商户登记时依次申请，分别由工商行政管理部门核发营业执照、税务部门核发税务登记证，改为一次申请、由工商行政管理部门核发一个营业执照，通过个体工商户“两证整合”，公民只需填写“一张表”，向“一个窗口”提交“一套材料”即可办理个体工商户工商及税务登记的登记制度。“两证整合”是“三证合一”登记制度改革向个体工商户的延伸，是商事制度改革的又一新举措。
2.我区“两证整合”改革启动时间及实施范围? 答：自2016年12月1日起，我区与全国同步全面实施个体工商户“两证整合”改革，“两证整合”实施范围为本地登记的个体工商户。
3.“两证整合”改革的意义是什么？
答：个体工商户是我国公民从事经营活动的一个重要主 体形式，我国个体经济在推动经济发展、增加财政收入、促进就业创业、维护社会稳定等方面发挥着重要作用。加快推进这一改革，有利于建立程序更为便利、内容更为完善、流程更为优化、资源更为集约的市场准入新模式，简化个体工商户登记注册程序，便利公民从事个体经营，促进个体私营经济降发展，有力推动大众创业、万众创新。加快推进这一改革，能够有效推动工商、税务等部门实现信息共享，提升公共服务和行政管理效能，对于推进简政放权、建设服务型政府，提高国家治理体系和治理能力现代化水平，具有十分重要的意义。
4.个体工商户“两证整合”改革的目标是什么？ 答：通过个体工商户“两证整合”，实现公民只需填写“一张表”，向“一个窗口”提交“一套材料”即可办理个体工商户工商及税务登记，将由工商行政管理、税务部门分别核发的营业执照和税务登记证，改为由工商行政管理部门核发一个加载法人和其他组织统一社会信用代码的营业执照。同时，实现工商、税务部门的个体工商户数据信息实时传输至国家企业信用信息公示系统（新疆）共享平台。通过“两证整合”实现一照一码，信息共享，业务协同，进一步提高个体工商户创业经营的便利化程度。
5.什么是“统一社会信用代码”？
答：根据国务院相关文件要求，对法人和其他组织建立覆盖全面、稳定且唯一的统一社会信用代码。该代码设计为18位，一个主体只能拥有一个统一代码，一个统一代码只能赋予一个主体。主体注销后，该代码将被留存，保留回溯查询功能。
6.“两证整合”后加载统一信用代码的营业执照具备什么功能？
答：“两证整合”后加载统一信用代码的营业执照具有原营业执照、税务登记证的功能。
7.实行“两证整合”后是否还需要办理税务登记证？ 答：实行“两证整合”后，新办个体工商户由工商（市场监管）部门核发加载统一代码的营业执照，不需要再单独办理税务登记证。
8.个体工商户换领“两证整合”营业执照时是否需要收缴原税务登记证及组织机构代码证？
答：2016年12月1日前成立的个体工商户申请变更登记或者申请换照的，无需向工商行政管理部门交回原税务登记证，换照后，原税务登记证自动失效；对于已领取组织机 构代码证的个体工商户，可向工商行政管理部门提交原组织机构代码证（复印件）。为防止赋码错误，工商、质监部门也已提前进行了数据对接，组织机构代码证的码段将直接嵌入新照中的统一社会信用代码中，以便于个体工商户在其他部门办理车辆登记、银行帐户开户等业务。在领取加载统一社会信用代码（第9—17位为主体标识码，使用原组织机构代码）的营业执照后，原组织机构代码证自然失效。
9.实施“两证整合”后，必须要换照吗？未换发的证、照可以使用到什么时候？
答：工商部门鼓励个体工商户主动换领加载“统一社会信用代码”的营业执照，对暂无换照意愿的，不实行强制换照；对于暂未办理“两证整合”的个体工商户，其营业执照和税务登记证继续有效。
10.个体工商户换领“两证整合”营业执照收费吗? 答：换发加载统一社会信用代码的营业执照不收取任何费用。
11.新办个体工商户取得“两证整合”营业执照后，到哪个税务机关办理涉税事项？
答：领取加载统一社会信用代码营业执照的个体工商 户，应持营业执照到经营地主管税务机关办理涉税事宜，依法履行纳税义务，按期申报、缴纳税款。
12.实行“两证整合”后，个体工商户注销登记时是否要先行进行清税申报？
答：已领取加载统一社会信用代码营业执照且在税务机关办理涉税事项的个体工商户申请注销登记，应当向登记机关提交税务机关出具的《清税证明》。其他个体工商户仍按原规定办理注销登记。
13.实行“两证整合”后，已在税务机关启用统一代码的个体工商户如何办理变更登记？
答：在税务机关已启用统一社会信用代码的个体工商户，登记信息发生变更的，主管税务机关通过外部信息交换系统获取工商部门变更工商登记有关表单信息，并对变更信息进行确认，纳税人无需至税务机关办理变更登记。
14.2016年12月1日前成立的个体工商户换领“两证整合”营业执照的，是否需要前往税务机关办理相关涉税事宜? 答：换领加载统一代码营业执照的个体工商户，应尽快联系税务机关办理启用统一社会信用代码相关涉税业务。

11．婚姻状况：Marital status 译为marriage status是不对的。中国户口簿上的选项一般是“有配偶”、“未婚”、“离异”和“丧偶”等。而英美国家的“婚姻状况”分得很细，根据申请人的不同情况选择： Single单身 / Never married未婚 / Engaged已订婚 / Married已婚 / Separated分居 / Divorced离异 / Widowed丧偶 / De facto事实婚姻)
其中，Single（单身）是笼统的说法，包括了Never married（未婚）、Divorced（离异）、Widowed（丧偶、鳏居、寡居）等情况。根据自己的实际情况选择。
12．兵役状况：Military service status 如果未服役，就填Nil或干脆空着。
13．服务处所：Employer。直接译为employer即可。不要按照汉语硬翻成 Service Place。
14．职业：Occupation 看到国内户口簿“职业”这一栏，填写的内容实际都是“职务”。下面是主要职务名称的译法： Director of Board董事长 / Board Member 董事 / President 总裁 / Chief Executive Officer 首席执行官 / Self-employed 个体户 / 自雇佣 / 自由职业者 Governor（银行）行长 / General Manager 总经理 / Manager 经理 / Director General of Department 厅（司/局）长 / Director of Division 处长 / Section Chief 科长 / Staff member 科员 / Clerk 办事员（职员）/ Farmer 农民（有自家土地的自耕户）/ Farm worker 农民（耕种集体所有土地的）Retired 退休

一、关于“完税”：译为 tax payment 或 tax clearance 均可。
二、关于完税证明编号的翻译：此处“（2009）京地税个征 05688310”译为“No.(2009)BLTI-05688310”，其中 BLT 表示“北京地方税务”、I 表示“个人所得税”，仅供
参考。怎么译都可以，只要像那么回事。
三、关于“税款所属时期”：这里按其涵义译为“charging period of tax”。此外，译者 还见过描述性译法，如“which period of time the taxation belongs to”，也是可以的，只不过生硬了一些，belong to 不如 charge 专业和贴切一些。

11．婚姻状况：Marital status 译为marriage status是不对的。中国户口簿上的选项一般是“有配偶”、“未婚”、“离异”和“丧偶”等。而英美国家的“婚姻状况”分得很细，根据申请人的不同情况选择： Single单身 / Never married未婚 / Engaged已订婚 / Married已婚 / Separated分居 / Divorced离异 / Widowed丧偶 / De facto事实婚姻)
其中，Single（单身）是笼统的说法，包括了Never married（未婚）、Divorced（离异）、Widowed（丧偶、鳏居、寡居）等情况。根据自己的实际情况选择。
12．兵役状况：Military service status 如果未服役，就填Nil或干脆空着。
13．服务处所：Employer。直接译为employer即可。不要按照汉语硬翻成 Service Place。
14．职业：Occupation 看到国内户口簿“职业”这一栏，填写的内容实际都是“职务”。下面是主要职务名称的译法： Director of Board董事长 / Board Member 董事 / President 总裁 / Chief Executive Officer 首席执行官 / Self-employed 个体户 / 自雇佣 / 自由职业者 Governor（银行）行长 / General Manager 总经理 / Manager 经理 / Director General of Department 厅（司/局）长 / Director of Division 处长 / Section Chief 科长 / Staff member 科员 / Clerk 办事员（职员）/ Farmer 农民（有自家土地的自耕户）/ Farm worker 农民（耕种集体所有土地的）Retired 退休

近日，中央办公厅印发《关于在全体党员中开展“学党章党规、学系列讲话，做合格党员”学习教育方案》并发出通知，对“两学一做”学习教育作出安排。这是新形势下加强党的思想政治建设的一项重大部署。
总书记在中央纪委六次全会上明确指出，要推动全面从严治党向基层延伸。党员是党的肌体的细胞，党员合格，党的组织才坚强有力。在党的群众路线教育实践活动和“三严三实”专题教育取得明显成效基础上，今年在全体党员中开展“两学一做”学习教育，就是要推动党内教育从“关键少数”向广大党员拓展、从集中性教育向经常性教育延伸，把全面从严治党要求落实到每个支部、落实到每名党员。
“两学一做”，基础在学。学习党章党规，重在明确基本标准、树立行为规范；学习总书记系列重要讲话，重在加强理论武装、统一思想行动。对一名共产党员来说，自觉尊崇党章、遵守党规，学习领会党的创新理论，是最基本的要求。开展学习教育，须坚持正面教育为主，引导党员通读熟读党章党规，弄清楚该做什么、不该做什么，能做什么、不能做什么，把握共产党员为人做事的基准和底线；引导党员理解掌握总书记系列重要讲话的丰富内涵和核心要义，用以武装头脑、指导实践、推动工作，为党在思想上政治上行动上的团结统一夯实基础。

一、指导思想
深入学习党的十八大、十八届中央纪委二次全会、自治区纪委十一届二次全会、市纪委九届三次全会精神，认真履行司法行政职能，通过开展学习党章、严守纪律教育活动，提高司法局党组织的创造力、凝聚力、战斗力，为我区“法治城区”、“文明城市”的创建贡献力量。
二、目标要求
围绕“充分发挥司法行政机关法制宣传、法律服务和法律保障职能，为幸福文明一流城市区的建设贡献力量”这一主线，坚持集中教育和推动工作相结合，统筹兼顾，合理安排，激励全局党员干部自觉学习党章，严格遵守各项纪律，切实改进工作作风，努力建设一支政治坚定，纪律严明的司法行政队伍，为我区的和谐稳定提供坚强的法律服务和保障。
1.进一步坚定信念树立党章意识。坚定中国特色社会主义道路自信、理论自信、制度自信，增强贯彻落实党的路线方针政策的自觉性和主动性，在理想信念上不犹豫、不含糊、不动摇。自觉遵守和维护党章，严明各项纪律，切实做到“六个决不”，在思想上、政治上、行动上与党中央保持高度一致，确保中央、自治区、市和区委、政府各项决策部署不折不扣地落实到位。
2.进一步改进工作作风。认真贯彻执行中央八项规定、自治区、市若干规定和大武口区《关于改进工作作风 密切联系群众实施办法》，厉行勤俭节约、反对铺张浪费，自觉抵制庸懒散软奢和吃拿卡要等不良风气，牢固树立以人为本的理念，坚持贯彻党的群众路线。

三、活动安排
(一)学习教育阶段(2月25日—3月25日)
1.学习内容。认真学习《中国共产党党章》，习近平同志在十八届中央纪委二次全会上的重要讲话，王岐山同志在十八届中央纪委二次全会上的工作报告，张毅同志在自治区纪委十一届二次全会上的讲话，彭友东同志在市纪委九届三次全委会上的讲话，洪涛书记在区纪委八届三次全委会上的讲话，大武口区《关于改进工作作风密切联系群众实施办法》，大武口区司法局《改进工作作风 密切联系群众八项规定》等，把思想和行动统一到党的十八大精神和中央、自治区、市和区的具体要求上，自觉维护大局、服务大局。
2.学习方法。结合我局工作实际，制定学习方案，定期举办党员干部培训班，把党章列为主要内容，搞好思想发动，使广大党员充分认识开展集中教育活动的重要意义，强化党员的党章意识，动员全体党员参加集中教育活动。采取集中学习、个人自学等多种形式。
3.展示学习成果。为突出教育活动成果展示，我局党员干部要积极参加区委组织的“六个一”活动，即举办一次学习党章专题报告会;组织一次学习党章知识竞赛;组织一次主题理论征文;组织一次学习党章理论测试;组织一次党组织负责人讲党课评比活动;党支部为基层群众办一件实事，每个党员为基层或所在社区做一件好事。

(二)对照检查阶段(3月26日—4月15日)
一是要对照党章规定的基本任务，结合落实“八项规定”改进工作作风总体要求，认真查找在发挥司法行政职能作用，密切联系群众，维护党员权益，推动经济社会稳定发展等方面存在的突出问题。二是要对照党章规定的六个基本条件，结合自身思想和工作实际，重点搞好“六查六看”，即：查思想，看理想信念树立的牢不牢;查纪律，看政治上是否与党中央保持高度一致，是否做到令行禁止、政令畅通;查作风，看“八项规定”是否落实到位，是否存在“庸懒散软奢”等不良风气;查业绩，看是否按照科学发展观的要求，履职尽责，治庸提效;查服务，看是否服务发展、改善民生;查廉洁，看是否落实《廉政准则》和廉洁自律各项规定。三是要广泛征求各方面意见，认真查找自己在思想、工作、生活中存在的主要问题，通过对照剖析，党组织和党员个人分别撰写一份党性分析报告，通过召开组织生活会等形式，深刻剖析问题产生的根源，制定切实可行的整改措施。
(三)落实整改措施阶段(4月16日—4月30日)要将整改措施细化分解，明确整改时限和责任领导，对存在的违反政治纪律、组织纪律和“庸懒散软奢”等突出问题进行专项治理。严格执行中央“八项规定”和我区《关于改进工作作风 密切联系群众实施办法》，切实转变工作作风。要探索建立党员干部学习党章、遵守党章、落实党章、维护党章的长效机制，以此教育和引导我局党员干部争做勤奋学习、爱岗敬业的模范，进一步巩固和扩大“学党章党规、学系列讲话，做合格党员”集中教育活动成果，为建设幸福文明一流城市区提供坚强的思想保障和法律服务。
四、工作要求
(一)成立领导小组。成立以党支部书记为组长的领导小组，办公室具体负责此项工作。
(二)高度重视。要切实提高认识，保证每名党员人手一册《中国共产党章程》，把开展好“学党章党规、学系列讲话，做合格党员”集中教育活动作为重要政治任务，认真按照活动方案，精心组织实施;支部主要负责人要认真履行第一责任人职责，扎扎实实地抓好集中教育活动。
(三)加强考核。局党支部将把集中教育活动开展情况列入个人评先评优的重要依据。办公室要高度重视信息报送工作，及时报送活动信息，注重总结开展活动的好经验、好做法，确保信息报送实效和质量。

坚持以邓小平理论和“三个代表”重要思想为指导，全面贯彻落实科学发展观，紧密联系当前改革发展稳定工作的具体实际，紧密联系党的建设特别是党风廉政建设和反腐败斗争的现实需要，认真学习党章，自觉遵守党章，切实贯彻党章，坚决维护党章，进一步强化党的政治纪律、组织纪律，努力推进党的执政能力建设和先进性建设，提高党的领导水平和执政水平，提高拒腐防变和抵御风险能力，推动街道各项工作持续快速健康发展。
二、总体要求

全面系统地学习党章，切实领会和掌握党章的主要内容、基本观点和精神实质。坚持把学习贯彻党章同学习贯彻邓小平理论和“三个代表”重要思想紧密结合起来，与学习党的十六大和十六届三中、四中、五中全会精神紧密结合起来，与树立和落实科学发展观、推动教育快速、和谐发展紧密结合起来，做到融会贯通、学以致用。把学习贯彻党章作为深化先进性教育、巩固先进性教育成果、建立党员学习教育长效机制的重要内容，组织广大党员进行专题学习，查找问题，明确重点，整改提高。

三、学习内容
(一)强化对党章的学习。重点学习和加深理解党的性质和宗旨、党的路线和纲领、党的指导思想和奋斗目标;党内政治生活、组织生活的重大原则和各项基本制度;党员的权利和义务以及党员领导干部应具备的基本条件。
(二)强化理想信念教育。重点学习马列主义、毛泽东思想、邓小平理论、“三个代表”重要思想和胡锦涛总书记在党的十六大和十六届三中、四中、五中全会上关于党的建设、科学发展、建设和谐社会等方面的重要讲话。
(三)强化党的作风教育。重点学习《中共中央关于加强和改进党的作风建设的决定》、《关于改进党的作风》，江泽民、胡锦涛关于作风建设的重要论述，领导干部廉洁从政各项规定和省、市委关于加强作风建设方面的要求。

(二)党员理想信念得到进一步强化。通过活动的开展，努力使广大党员的共产主义远大理想和中国特色社会主义的信念更加坚定，始终保持清醒头脑、辨明前进方向，在理想信念上不犹豫、不含糊、不动摇。

五、重点解决的问题
一是解决个别党员干部不注重学习，缺乏必要的法律法规知识，理想滑坡、信念动摇、党员意识和服务意识淡薄等方面的问题。
二是解决个别党员、干部道德修养不够、作风浮飘、情绪昏沉、私心作怪、个人英雄主义膨胀等方面的问题。三是解决个别党员干部纪律观念淡薄、自由化行为、非组织行为;对错误言行不报告、不抵制、不斗争;阳奉阴违、搞当面—套、背后一套的两面派行为。
四是解决制度建设不完善、不健全、系统性不够，贯彻落实不到位，制度权威性不强的问题。
五是强化党内监督问题。完善监督机制，建立健全决策权、执行权、监督权既相互制约又相互协调。党支部正确行使监督权，监督和支持街道领导干部按有关规定行使职权，保证他们正确决策，保证各教研组、各办公室认真贯彻党的教育方针。强化一个中心：即坚持以教学为中心不动摇，全面提高教育教学质量。每个党员都必须接受党内外群众的监督，不允许有任何不参加党的组织生活、不接受党内外群众监督的特殊党员。教育广大党员敢于监督、善于监督、乐于接受监督。
六、组织领导和保障措施

(一)加强组织领导。为加强对教育活动的组织领导，街道成立“学习党章、遵守党章、贯彻党章、维护党章”活动领导小组，由张军平同志任组长，黄建玉同志任副组长，李超军、徐见远、曹秀芳为成员。领导小组下设活动办公室，黄建玉同志兼任办公室主任，具体负责活动的组织开展，沟通情况，布置任务，协调运作。

以邓小平理论、“三个代表”重要思想和科学发展观为指导，深入贯彻落实总书记系列重要讲话精神，推进全面从严治党战略部署，认真贯彻落实中央纪委十八届五次全会、省纪委十三届五次全会、市纪委四届五次全会和县纪委十四届五次全会精神，以强化党员干部党章意识、纪律意识和规矩意识为目的，严肃党纪，警钟长鸣，使广大党员干部树立正确的世界观、人生观、价值观，着力解决在党性党风党纪方面存在的突出问题，为加快物裕风清、和谐幸福新XX建设提供坚强有力的纪律保障。
二、活动时间
*月**日—*月**日，为期1个月。
三、活动对象
全局党员干部，重点是领导班子及成员。
四、活动内容
1.组织系列专题学习。组织全体党员干部采取个人自学、集中培训、专题辅导、集体研讨等形式学习《中国共产党党章》、《中国共产党党员领导干部廉洁从政若干准则》、《中国共产党纪律处分条例》等党纪党规以及《行政机关公务员处分条例》、《事业单位工作人员处分暂行规定》等规章制度;学习《习近平关于党风廉政建设和反腐败斗争论述摘编》，总书记在十八届中央纪委五次全会上的重要讲话精神，王歧山今年在河南、浙江、陕西调研时提出的“把纪律挺在前面”的讲话精神和省委《关于加强作风建设营造良好从政环境的意见》;学习中国纪检监察报刊发的“唤醒党章意识，严明党的纪律”等系列述评。通过学习，使党员干部掌握基本的党章党纪党规知识。
2.讲授一堂廉政党课。单位负责人围绕“学党章党规、学系列讲话，做合格党员、讲规矩”这一主题，联系本单位党风廉政建设实际，尤其是党员干部的思想和工作实际，明确“纪律和规矩有哪些”、“如何把纪律和规矩挺在实际工作中”等内容，给党员干部讲授一堂廉政党课。
3.观看一部警示教育片。组织党员干部集中观看《正风肃纪在XX》警示教育片，进一步筑牢防线，提高拒腐防变能力。
4.开展一次知识测试活动。组织党员干部进行一次党章党纪党规和廉政知识测试，以测试检验学习成果。
5.举办一场专题讨论会。组织党员干部围绕“学党章党规、学系列讲话，做合格党员、讲规矩”主题组织一场专题讨论会，重温入党誓词，围绕“党章要求什么?党规明确什么?党纪约束什么?我该做什么?”开展大讨论。结合自己思想工作实际进行全面剖析，认真检查反思自己有无违反党纪党规的问题。
6.撰写一篇心得体会文章。每一位党员干部要结合专题学习，对照党章党纪党规和典型案例，联系本人思想实际、岗位职责和廉能风险点防控，撰写一篇心得体会文章。
五、活动要求
(一)加强领导，精心组织。要充分认识此项活动的重要性，开展此项活动是第四届“廉政文化月”活动的重要内容，既是提高党员干部拒腐防变能力的重要举措，又是加强干部队伍建设，从政治上关心爱护党员干部，进一步培养良好风气的有效手段。
(二)履职尽责，抓好落实。要坚持从严治党，强化责任担当，落实好主体责任。要立规矩、讲规矩，敢于动真碰硬，坚决纠治不守纪律、不讲规矩的问题。要把守纪律、讲规矩作为党员干部教育管理的长期任务和经常性工作，强化纪律观念和规矩意识，规范党员干部的言行。
(三)广泛宣传，营造氛围。要充分利用网站、微博、宣传栏等宣传阵地，加大宣传报道力度，扩大活动的覆盖面和影响力，推进活动深入开展，积极向县纪委宣传部、县电视台报送动态信息。
(四)强化督查，严格问责。主题教育月活动开展情况列入党风廉政建设主体责任考核的重要内容，确保主题教育月活动取得实效。县纪委将适时对开展活动的情况进行专项检查。进一步加大对不守纪律、不讲规矩行为的惩戒力度，严肃查处一批违规违纪问题。对督查中发现的顶风违纪等问题，严格按照“一案双查”要求，既追究当事人的责任，同时也追究相关领导的责任。
活动结束后，主要负责同志撰写的心得体会文章、廉政党课讲稿和单位活动工作总结纸质稿、电子稿于8月27日前报送至县纪委宣传部。
